Following a damaging earthquake, the immediate emergency response is focused on individual collapsed buildings or other "hotspots" rather than the overall state of damage. This lack of attention to the global damage condition of the affected region can lead to the reporting of misinformation and generate confusion, causing difficulties when attempting to determine the level of postdisaster resources required. A pre-planned building damage survey based on the transect method is recommended as a simple tool to generate an estimate of the overall level of building damage in a city or region. A methodology for such a transect survey is suggested, and an example of a similar survey conducted in Christchurch, New Zealand, following the 22 February 2011 earthquake is presented. The transect was found to give suitably accurate estimates of building damage at a time when information was keenly sought by government authorities and the general public. VoR - Version of Record

This paper presents the preliminary conclusions of the first stage of Wellington Case Study project (Regulating For Resilience in an Earthquake Vulnerable City) being undertaken by the Disaster Law Research Group at the University of Canterbury Law School. This research aims to map the current regulatory environment around improving the seismic resilience of the urban built environment. This work provides the basis for the second stage of the project which will map the regulatory tools onto the reality of the current building stock in Wellington. Using a socio-legal methodology, the current research examines the regulatory framework around seismic resilience for existing buildings in New Zealand, with a particularly focus on multi-storey in the Wellington CBD. The work focusses both on the operation and impact of the formal seismic regulatory tools open to public regulators (under the amended Building Act) as other non-seismic regulatory tools. As well as examining the formal regulatory frame, the work also provides an assessment of the interactions between other non-building acts (such as Health and Safety at Work Act 2015) on the requirements of seismic resilience. Other soft-law developments (particularly around informal building standards) are also examined. The final output of this work will presents this regulatory map in a clear and easily accessible manner and provide an assessment of the suitability of this at times confusing and patchy legal environment as Wellington moves towards becoming a resilient city. The final conclusion of this work will be used to specifically examine the ability of Wellington to make this transition under the current regulatory environment as phase two of the Wellington Case Study project.

An often overlooked aspect of urban housing development is the composition of the space between buildings; the streetscape. The pressures of suppressing suburban sprawl have seen housing developments respond by increasing residential density within more centralised city sites. Medium-density housing typologies are often used as urban infill in response to the challenge of accommodating an increasing population. A by-product of these renewed areas is the creation of new open space which serves as the fundamental public space for sociability to develop in communities. Street space should emphasise this public expression by encouraging social exchange and interaction. As a result, a neighbourhood owes its liveliness (or lack thereof) to its streets. The issue of density when applied to the urban housing landscape encompasses two major components: the occupancy of both the private realms, constituting the residential built form, and the public spaces that adjoins them, the streets. STREETSCAPE: dialogues of street + house. Continual transition between the realms of public and private (building and street space) enact active edges, giving way to public stimulation; the opportunity for experiencing other people. The advent of seeing and hearing other people in connection with daily comings and goings encourages social events to evolve, enhancing the notion of neighbourly conduct. Within New Zealand, and specifically in Christchurch as considered here, the compositions of current streetscapes lack the demeanor to really encourage and facilitate the idea of neighbourly interaction and public expression. Here lies the potential for new street design to significantly heighten the interplay of human activity. In response, this research project operates under the notion that the street spaces of urban residential areas are largely underutilised. This lack is particularly evident in the street. Street design should strive to produce spaces which stimulate the public life of residents. There exists a need to reassert eminence of the street as a space for vibrant neighbourhood life. This thesis employs design as a tool for researching and will involve using numerous concept generators to trigger the production of multiple scenarios. These scenarios are to explore the ways in which the streetscapes within medium-density urban communities could respond in the event of (re) development.

An exceedingly large 'Gerry' Brownlee, the Minister for Earthquake Recovery, rises from a chair, holding a briefcase labeled 'CERA' and calling for 'Bob' Parker, the mayor of Christchurch. The thin Parker was flattened against Brownlee's enormous rear, when Brownlee sat on the chair. Brownlee and Parker had a strained relationship, with the government taking an increasing amount of control in local decision making. After ongoing assurances by Parker that Christchurch City Council would meet all of International Accreditation New Zealand's requirements on issuing building consents, Brownlee announced in June 2013 without Parker's prior knowledge that the authority had withdrawn its accreditation. Context: After the 22 Feburary 2011 earthquake in Christchurch, the central business district (CBD) was marked as a red zone. Red zone areas were deemed unsuitable for habitation due to significant damage and at high risk of further damage from low levels of earth shaking. CERA (Christchurch Earthquake Recovery Authority) ran public bus tours of the Christchurch CBD from November to December 2011. Christchurch Ōtautahi, New Zealand, is a city of myriad waterways and springs. Māori, the indigenous people of New Zealand, have water quality at the core of their cultural values. The city’s rivers include the Avon/Ōtākaro, central to the city centre’s aesthetic appeal since early settlement, and the Heathcote/Ōpāwaho. Both have been degraded with increasing urbanisation. The destructive earthquake sequence that occurred during 2010/11 presented an opportunity to rebuild significant areas of the city. Public consultation identified enthusiasm to rebuild a sustainable city. A sustainable water sensitive city is one where development is constructed with the water environment in mind. Water sensitive urban design applies at all scales and is a holistic concept. In Christchurch larger-scale multi-value stormwater management solutions were incorporated into rapidly developed greenfield sites on the city’s outskirts and in satellite towns, as they had been pre-earthquake. Individual properties on greenfield sites and within the city, however, continued to be constructed without water sensitive features such as rainwater tanks or living roofs. This research uses semi-structured interviews, policy analysis, and findings from local and international studies to investigate the benefits of building-scale WSUD and the barriers that have resulted in their absence. Although several inter-related barriers became apparent, cost, commonly cited as a barrier to sustainable development in general, was strongly represented. However, it is argued that the issue is one of mindset rather than cost. Solutions are proposed, based on international and national experience, that will demonstrate the benefits of adopting water sensitive urban design principles including at the building scale, and thereby build public and political support. The research is timely - there is still much development to occur, and increasing pressures from urban densification, population growth and climate change to mitigate.

Two days after the 22 February 2011 M6.3 earthquake in Christchurch, New Zealand, three of the authors conducted a transect of the central city, with the goal of deriving an estimate of building damage levels. Although smaller in magnitude than the M7.1 4 September 2010 Darfield earthquake, the ground accelerations, ground deformation and damage levels in Christchurch central city were more severe in February 2011, and the central city was closed down to the general public. Written and photographic notes of 295 buildings were taken, including construction type, damage level, and whether the building would likely need to be demolished. The results of the transect compared favourably to Civil Defence rapid assessments made over the following month. Now, more than one year and two major aftershocks after the February 2011 earthquake these initial estimates are compared to the current demolition status to provide an updated understanding of the state of central Christchurch.

The public policy think tank, the New Zealand Initiative, says this country is still under-prepared for the next big earthquake. The group of economists has reviewed the policy response to the Canterbury earthquakes and has just released its report: Recipe for disaster: Building policy on shaky ground. It says recovery from the quakes was hindered by avoidable policy mistakes that still haven't been addressed. One of the report's co authors Dr Eric Crampton joins Susie Ferguson to discuss the issues.

The increasing scale of losses from earthquake disasters has reinforced the need for property owners to become proactive in seismic risk reduction programs. However, despite advancement in seismic design methods and legislative frameworks, building owners are often reluctant to adopt mitigation measures required to reduce earthquake losses. The magnitude of building collapses from the recent Christchurch earthquakes in New Zealand shows that owners of earthquake prone buildings (EPBs) are not adopting appropriate risk mitigation measures in their buildings. Owners of EPBs are found unwilling or lack motivation to adopt adequate mitigation measures that will reduce their vulnerability to seismic risks. This research investigates how to increase the likelihood of building owners undertaking appropriate mitigation actions that will reduce their vulnerability to earthquake disaster. A sequential two-phase mixed methods approach was adopted for the research investigation. Multiple case studies approach was adopted in the first qualitative phase, followed by the second quantitative research phase that includes the development and testing of a framework. The research findings reveal four categories of critical obstacles to building owners‘ decision to adopt earthquake loss prevention measures. These obstacles include perception, sociological, economic and institutional impediments. Intrinsic and extrinsic interventions are proposed as incentives for overcoming these barriers. The intrinsic motivators include using information communication networks such as mass media, policy entrepreneurs and community engagement in risk mitigation. Extrinsic motivators comprise the use of four groups of incentives namely; financial, regulatory, technological and property market incentives. These intrinsic and extrinsic interventions are essential for enhancing property owners‘ decisions to voluntarily adopt appropriate earthquake mitigation measures. The study concludes by providing specific recommendations that earthquake risk mitigation managers, city councils and stakeholders involved in risk mitigation in New Zealand and other seismic risk vulnerable countries could consider in earthquake risk management. Local authorities could adopt the framework developed in this study to demonstrate a combination of incentives and motivators that yield best-valued outcomes. Consequently, actions can be more specific and outcomes more effective. The implementation of these recommendations could offer greater reasons for the stakeholders and public to invest in building New Zealand‘s built environment resilience to earthquake disasters.

The beloved Christchurch Arts Centre - built in the 1870s - has slowly been reopening after repairs and restoration. An open day last weekend saw the public getting their first look into the complex's school of art building since the earthquakes. One beneficiary has been singer-songwriter Bic Runga, who has kick-started the Arts Centre Te Matatiki Toi Ora's revived Creative Residencies programme. She tells Mark Amery she's been trying out all sorts of new things. Applications for Bic's song-writing workshop in Christchurch in early July close on Friday 31 May.

Dalziel talks about starting her mayoralty where Share an Idea left off, making the Council a high performing team, and getting the community involved in the decisions about the future of the city. The video also includes footage of Dalziel taking a tour of the Christchurch central city. Dalziel visits the ChristChurch Cathedral, pointing out a sign which reads, "The earthquakes stopped us, but inept procedures are killing us". She also visits the new Westende Jewellers building, which she notes was the first rebuild in the Christchurch central city but will come down as part of CERA's Transport Plan. Inside the Christchurch City Council building someone wonders what that noise is. Outside a gigantic wave of 'public discontent' rushes towards them. Context: Relates to anger and a protest of 4000 people at what they see as poor performance by the City Council in dealing with earthquake issues. The final straw was the Council's decision on the advice of its consultants to award the Council Chief Executive Tony Marryatt a $68,000 14% pay rise mid December 2011. Following a major earthquake event, essential public amenities such as medical facilities and transport networks need to remain functional - not only to fulfil their ongoing role in serving the community but also to cope with the added and immediate demand of a population affected by a natural disaster. Furthermore, the economic implications of wide spread damage to housing and commercial facilities should not be discounted. A shift in design approach is required that is consistent with current trends towards performance based building design. The present aim is to achieve seismic energy dissipation during the earthquake event, without the aftermath of damage to structural elements, whilst maintaining design economies. Structures permitted to rock on their foundations and provide recoverable rotations at the beam-column interfaces offer significant advantages over those using conventional ductile detailing. A jointed construction philosophy can be applied whereby structural elements are connected with unbonded prestressing tendons. Supplemental damping is provided by replaceable flexural steel components designed to deform inelastically. For this research a multi-storey test building of one quarter scale has been constructed and tested on an earthquake simulator at the University of Canterbury. A computer model has been developed and a set ofpreliminary design procedures proposed.

A video of a protest against the demolition of the Majestic Theatre on Manchester Street. The video includes an interview with Christchurch City Councillor Yani Johanson. Johanson talks about how the lack of heritage recovery programme in Christchurch has meant that many heritage buildings have destroyed, mainly through the fast-tracking of consenting by the government. Johanson asks that the government returns normal democratic decision making over heritage to the Christchurch City Council so that the public can have a say. The video also includes footage of the Wizard and a protester speaking outside the Majestic Theatre.

Prior to the devastating 2010 and 2011 earthquakes, parts of the CBD of Christchurch, New Zealand were undergoing revitalisation incorporating aspects of adaptive reuse and gentrification. Such areas were often characterised by a variety of bars, restaurants, and retail outlets of an “alternative” or “bohemian” style. These early 20th century buildings also exhibited relatively low rents and a somewhat chaotic and loosely planned property development approach by small scale developers. Almost all of these buildings were demolished following the earthquakes and a cordon placed around the CBD for several years. A paper presented at the ERES conference in 2013 presented preliminary results, from observation of post-earthquake public meetings and interviews with displaced CBD retailers. This paper highlighted a strongly held fear that the rebuild of the central city, then about to begin, would result in a very different style and cost structure from that which previously existed. As a result, permanent exclusion from the CBD of the types of businesses that previously characterised the successfully revitalised areas would occur. Five years further on, new CBD retail and office buildings have been constructed, but large areas of land between them remain vacant and the new buildings completed are often having difficulty attracting tenants. This paper reports on the further development of this long-term Christchurch case study and examines if the earlier predictions of the displaced retailers are coming true, in that a new CBD that largely mimics a suburban mall in style and tenancy mix, inherently loses some of its competitive advantage?
