This report presents research on the affects of the Ōtautahi/Christchurch earthquakes of 2010 to 2012 on the city’s Tangata Whaiora community, ‘people seeking health’ as Māori frame mental health clients. Drawing on the voices of 39 participants of a Kaupapa Māori provider (Te Awa o te Ora), this report presents extended quotes from Tangata Whaiora, their support staff (many of whom are Tangata Whaiora), and managers as they speak of the events, their experiences, and support that sustained them in recoveries of well-being through the worse disaster in Aotearoa/New Zealand in three generations. Ōtautahi contains a significant urban Māori population, many living in suburbs that were seriously impacted by the earthquakes that began before dawn on September 4th, 2010, and continued throughout 2011 and 2012. The most damaging event occurred on February 22nd, 2011, and killed 185 people and severely damaged the CBD as well as many thousands of homes. The thousands of aftershocks delayed the rebuilding of homes and infrastructure and exacerbated the stress and dislocation felt by residents. The tensions and disorder continue for numerous residents into 2014 and it will be many years before full social and physical recovery can be expected. This report presents extended excerpts from the interviews of Tangata Whaiora and their support staff. Their stories of survival through the disaster reinforce themes of community and whānau while emphasising the reality that a significant number of Tangata Whaiora do not or cannot draw on this supports. The ongoing need for focused responses in the area of housing and accommodation, sufficiently resourced psycho-social support, and the value of Kaupapa Māori provision for Māori and non-Māori mental health clients cannot be overstated. The report also collates advice from participants to other Tangata Whaiora, their whānau, providers and indeed all residents of places subject to irregular but potentially devastating disaster. Much of this advice is relevant for more daily challenges and should not be underestimated despite its simplicity.

The 48hr Design Challenge, run by the Christchurch City Council and held at Lincoln University, provided an opportunity for Council to gain inspiration from the design and architecture industry, while testing the draft Central City Plan currently being developed. The Challenge was a response to the recent earthquakes in Christchurch and brought together local and international talent. A total of 15 teams took part in the Challenge, with seven people in each including engineers, planners, urban designers, architects and landscape architects, as well as one student on each team. The four sites within the Red Zone included the Cathedral Square and BNZ Building; 160 Gloucester Street; the Orion NZ Building at 203 Gloucester Street; and 90 Armagh Street, including the Avon River and Victoria Square. On 4 September 2010, people in Canterbury were shaken from their beds by a major earthquake. This report tells the story of the University of Canterbury (UC), its staff and its students, as they rose to the many challenges presented by the earthquake. This report however, is intended to do more than just acknowledge their hard work and determination; it also critically reflects on the things that worked well and the aspects of the response that, in hindsight, could have been done better. Luckily major events such as this earthquake do not happen every day. UC has benefited from the many universities around the world that have shared their experiences of previous disasters. We hope that this report serves to pass forward the favour and enables others to benefit from the lessons that we have learnt from this event.
The University of Canterbury Dept. of Chemistry has weathered the Canterbury Earthquake of September 4, 2010 very well due to a combination of good luck, good planning and dedicated effort. We owe a great deal to university Emergency Response Team and Facilities Management Personnel. The overall emergency preparedness of the university was tested to a degree far beyond anything else in its history and shown to be well up to scratch. A strong cooperative relationship between the pan-campus controlling body and the departmental response teams greatly facilitated our efforts. Information and assistance was provided promptly, as and when we needed it without unnecessary bureaucratic overheads. At the departmental level we are indebted to the technical staff who implemented the invaluable pre-quake mitigation measures and carried the majority of the post-quake clean-up workload. These people put aside their personal concerns and anxieties at a time when magnitude-5 aftershocks were still a regular occurrence.

This study is a qualitative investigation into the decision-making behaviour of commercial property owners (investors and developers) who are rebuilding in a city centre after a major disaster. In 2010/2011, Christchurch, the largest city in the South Island of New Zealand, was a site of numerous earthquakes. The stronger earthquakes destroyed many buildings and public infrastructure in the commercial inner city. As a result, affected property owners lost all or most of their buildings, a significant proportion of which were old and in the last phase of their life span. They had to negotiate pay-outs with insurance companies and decide, once paid out, whether they should rebuild in Christchurch or sell up and invest elsewhere. The clear majority of those who decided to reinvest in and rebuild the city are ‘locals’, almost all of whom had no prior experience of property development. Thus, in a post-disaster environment, most of these property owners have transitioned from being just being passive investors to active property developers. Their experience was interpreted using primary data gathered from in-depth and semi-structured interviews with twenty-one “informed property people” who included commercial property owners; property agents or consultants; representatives of public-sector agencies and financial institutions. The study findings showed that the decision-making behaviour of property investors and developers rebuilding after a major disaster did not necessarily follow a strict financial or profit motive as prescribed in the mainstream or neo-classical economics property literature. Rather, their decision-making behaviour has been largely shaped by emotional connections and external factors associated with their immediate environment. The theoretical proposition emerging from this study is that after a major disaster, local urban property owners are faced with two choices “to stay” or “to go”. Those who decide to stay and rebuild are typically very committed individuals who have a feeling of ownership, belonging and attachment to the city in which they live and work. These are people who will often take the lead in commercial property development, proactively making decisions and seeking positive investment outcomes for themselves which in turn result in revitalised commercial urban precincts.
In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. Our last guest is one half of the duo known in Christchurch as the Brilliant Bagshaws Dr Sue Bagshaw has worked in the youth health sector for 30 years. She's set up and been involved in so many organisations benefitting young people it would make your head spin. She chairs the Korowai Youth Well-Being Trust running the Youth One Stop Shop 298 Youth Health, where she runs teaching clinics and is in the process of setting up the Christchurch Youth Hub - Te Hurihanga o Rangatahi, a collaboration of health and social services and transitional housing for youth. Dr Bagshaw established the 198 youth one stop shop in 1995 and helped run it for 15 years. She's advised a network of similar organisations around the country, now known as the Network of Youth One Stop Shops. Following the Christchurch earthquakes, she brought together 16 youth organisations to form the first youth hub in Barbadoes Street in 2012. Colin: Dr Bagshaw is now Dame Susan Bagshaw. Looking at the recovery from the perspective of the eastern suburbs, it is impossible to avoid thinking of phenomenon referred to as 'Disaster Capitalism' and considering the aspects that have already become evident in the recovery process. Loss of equity and quality of life, risk transfer and other substantial shifts are taking place. We suggest that a regular mini-census should be conducted through the remainder of the recovery at intervals of 6-12 months to monitor deprivation, insurance cover (or lack of it), mortgage, home equity, and rental status. If unexpected changes identified, investigation and correction measures should be implemented. According to figures published in 2014, only factions of repairs/rebuilds are completed with the issue of a code compliance certificate. To conclude the work to the required standard, someone must pay for the code compliance. Leaving things as they are could have serious negative consequences for the recovery and for the city as a whole. We suggest an investigation of number of outstanding code compliance certificates and that responsible parties are made to address this outstanding work. To address the provocation provided by the editors I wish to reflect upon the ongoing civic and artistic responses to the earthquakes in Christchurch, New Zealand, 2010-11, in which 185 people lost their lives (largely due to poor engineering and construction practices). Whilst the example is very different in character from that of efforts to memorialize July 22, 2011, I wish to use the case to briefly respond to the issue of temporality as raised by Jacques Rancière in his critique of the ‘endless work of mourning’ produced by testimonial art. The orientation of this mourning, he argues, is always backward-looking, characterized by, ‘a reversal of the flow of time: the time turned towards an end to be accomplished – progress, emancipation or the Other – is replaced by that turned towards the catastrophe behind us.’ How might memorial practices divide their gaze between remembered pasts and possible futures? This paper presents a qualitative study with multiple refugee background communities living in Christchurch, New Zealand about their perspectives and responses to the Canterbury earthquakes of 2010-2011 (32 semi-structured interviews and 11 focus group discussions comprising 112 participants). Whilst the Canterbury earthquakes created significant challenges for the entire region, several refugee background communities found multiple ways to effectively respond to such adversity. Central to this response were their experiences of belonging which were comprised of both ‘civic’ and ‘ethno’ conceptualisations. This discussion includes an analysis on the intersectionality of identity to highlight the gendered, contextual and chronological influences that impact people’s perspectives of and responses to a disaster. At 4.35 a.m. on the 4th of September 2010 Christchurch residents were shaken awake by a magnitude 7.1 earthquake, the largest earthquake to hit urban New Zealand for nearly 80 years. It was a large earthquake. On average the world only has 17 earthquakes a year larger than magnitude seven. Haiti’s earthquake in January 2010 was magnitude 7.1 and Chile’s earthquake in February was magnitude 8.8. Although it was a big quake, Christchurch was lucky. In Haiti’s earthquake over 230,000 people were killed and in Chile 40,000 homes were destroyed. Happily this was not the situation in Christchurch, however the earthquake has caused considerable damage. The challenge for the Landscape Architecture community is to contribute to the city’s reconstruction in ways that will not only fix the problems of housing, and the city’s urban, suburban and neighbourhood fabric but that will do so in ways that will help solve the landscape problems that dogged the city before the earthquake struck.
On February 22, 2011, Christchurch-based journalists were jolted out of their normal work routine by a large 6.3 magnitude earthquake that killed 185 people, wrecked the city and forced reporters to reappraise their journalism. This study considers how the earthquake affected journalists’ relationship to the community, their use of sources and news selection. A theory of collective trauma is used to explain the changes that journalists made to their reporting practice. Specifically, Christchurch journalists had a greater identification and attachment to their audience post-earthquake. Journalists viewed themselves as part of the earthquake story, which prompted them to view sources differently, use those sources differently and see advocacy as a keystone of their news work after the disaster. This study adds to a growing scholarship about journalists and trauma, but focuses on what the event meant for local reporters’ choice of sources and news selection rather than measuring rates of psychological distress.
Context of the project: On 4 September 2010, 22 February 2011, 13 June 2011 and 23 December 2011 Christchurch suffered major earthquakes and aftershocks (well over 10,000) that have left the central city in ruins and many of the eastern suburbs barely habitable even now. The earthquakes on 22 February caused catastrophic loss of life with 185 people killed. The toll this has taken on the residents of Christchurch has been considerable, not least of all for the significant psychological impact and disruption it has had on the children. As the process of rebuilding the city commenced, it became clear that the arts would play a key role in maintaining our quality of life during difficult times. For me, this started with the children and the most expressive of all the art forms – music.
The UC CEISMIC Canterbury Earthquakes Digital Archive was built following the devastating earthquakes that hit the Canterbury region in the South Island of New Zealand from 2010 – 2012. 185 people were killed in the 6.3 magnitude earthquake of February 22nd 2011, thousands of homes and businesses were destroyed, and the local community endured over 10,000 aftershocks. The program aims to document and protect the social, cultural, and intellectual legacy of the Canterbury community for the purposes of memorialization and enabling research. The nationally federated archive currently stores 75,000 items, ranging from audio and video interviews to images and official reports. Tens of thousands more items await ingestion. Significant lessons have been learned about data integration in post-disaster contexts, including but not limited to technical architecture, governance, ingestion process, and human ethics. The archive represents a model for future resilience-oriented data integration and preservation products.
Background The 2010/2011 Canterbury earthquakes and aftershocks in New Zealand caused unprecedented destruction to the physical, social, economic, and community fabric of Christchurch city. The recovery phase in Christchurch is on going, six years following the initial earthquake. Research exploring how disabled populations experience community inclusion in the longer-term recovery following natural disasters is scant. Yet such information is vital to ensure that recovering communities are inclusive for all members of the affected population. This thesis specifically examined how people who use wheelchairs experienced community inclusion four years following the 2010/2011 Canterbury earthquakes. Aims The primary research aim was to understand how one section of the disability community – people who use wheelchairs – experienced community inclusion over the four years following the 2010/2011 Canterbury earthquakes and aftershocks. A secondary aim was to test a novel sampling approach, Respondent Driven Sampling, which had the potential to enable unbiased population-based estimates. This was motivated by the lack of an available sampling frame for the target population, which would inhibit recruitment of a representative sample. Methodology and methods An exploratory sequential mixed methods design was used, beginning with a qualitative phase (Phase One), which informed a second quantitative phase (Phase Two). The qualitative phase had two stages. First, a small sample of people who use wheelchairs participated in an individual, semi-structured interview. In the second stage, these participants were then invited to a group interview to clarify and prioritise themes identified in the individual interviews. The quantitative phase was a cross-sectional survey developed from the findings from Phase One. Initially, Respondent Driven Sampling was employed to conduct a national, electronic cross-sectional survey that aimed to recruit a sample that may provide unbiased population-based estimates. Following the unsuccessful application of Respondent Driven Sampling, a region-specific convenience sampling approach was used. The datasets from the qualitative and quantitative phases were integrated to address the primary aim of the research. Results In Phase One 13 participants completed the individual interviews, and five of them contributed to the group interview. Thematic analysis of individual and group interview data suggested that participants felt the 2010/11 earthquakes magnified many pre-existing barriers to community inclusion, and also created an exciting opportunity for change. This finding was encapsulated in five themes: 1) earthquakes magnified barriers, 2) community inclusion requires energy, 3) social connections are important, 4) an opportunity lost, and 5) an opportunity found. The findings from Phase One informed the development of a survey instrument to investigate how these findings generalised to a larger sample of individuals who use wheelchairs. In Phase Two, the Respondent Driven Sampling approach failed to recruit enough participants to satisfy the statistical requirements needed to reach equilibrium, thereby enabling the calculation of unbiased population estimates. The subsequent convenience sampling approach recruited 49 participants who, combined with the 15 participants from the Respondent Driven Sampling approach that remained eligible for the region-specific sample, resulted in the total of 64 individuals who used wheelchairs and were residents of Christchurch. Participants reported their level of community inclusion at three time periods: the six months prior to the first earthquake in September 2010 (time one), the six months following the first earthquake in September 2010 (time two), and the six months prior to survey completion (between October 2015 and March 2016, (time three)). Survey data provided some precision regarding the timing in which the magnified barriers developed. Difficulty with community inclusion rose significantly between time one and time two, and while reducing slightly, was still present during time three, and had not returned to the time one baseline. The integrated findings from Phase One and Phase Two suggested that magnified barriers to community inclusion had been sustained four years post-earthquake, and community access had not returned to pre-earthquake levels, let alone improved beyond pre-earthquake levels. Conclusion Findings from this mixed methods study suggest that four years following the initial earthquake, participants were still experiencing multiple magnified barriers, which contributed to physical and social exclusion, as well as fatigue, as participants relied on individual agency to negotiate such barriers. Participants also highlighted the exciting opportunity to create an accessible city. However because they were still experiencing barriers four years following the initial event, and were concerned that this opportunity might be lost if the recovery proceeds without commitment and awareness from the numerous stakeholders involved in guiding the recovery. To truly realise the opportunity to create an accessible city following a disaster, the transition from the response phase to a sustainable longer-term recovery must adopt a new model of community engagement where decision-makers partner with people living with disability to co-produce a vision and strategy for creating an inclusive community. Furthermore, despite the unsuccessful use of Respondent Driven Sampling in this study, future research exploring the application of RDS with wheelchair users is recommended before discounting this sampling approach in this population.
The increase of the world's population located near areas prone to natural disasters has given rise to new ‘mega risks’; the rebuild after disasters will test the governments’ capabilities to provide appropriate responses to protect the people and businesses. During the aftermath of the Christchurch earthquakes (2010-2012) that destroyed much of the inner city, the government of New Zealand set up a new partnership between the public and private sector to rebuild the city’s infrastructure. The new alliance, called SCIRT, used traditional risk management methods in the many construction projects. And, in hindsight, this was seen as one of the causes for some of the unanticipated problems. This study investigated the risk management practices in the post-disaster recovery to produce a specific risk management model that can be used effectively during future post-disaster situations. The aim was to develop a risk management guideline for more integrated risk management and fill the gap that arises when the traditional risk management framework is used in post-disaster situations. The study used the SCIRT alliance as a case study. The findings of the study are based on time and financial data from 100 rebuild projects, and from surveying and interviewing risk management professionals connected to the infrastructure recovery programme. The study focussed on post-disaster risk management in construction as a whole. It took into consideration the changes that happened to the people, the work and the environment due to the disaster. System thinking, and system dynamics techniques have been used due to the complexity of the recovery and to minimise the effect of unforeseen consequences. Based on an extensive literature review, the following methods were used to produce the model. The analytical hierarchical process and the relative importance index have been used to identify the critical risks inside the recovery project. System theory methods and quantitative graph theory have been used to investigate the dynamics of risks between the different management levels. Qualitative comparative analysis has been used to explore the critical success factors. And finally, causal loop diagrams combined with the grounded theory approach has been used to develop the model itself. The study identified that inexperienced staff, low management competency, poor communication, scope uncertainty, and non-alignment of the timing of strategic decisions with schedule demands, were the key risk factors in recovery projects. Among the critical risk groups, it was found that at a strategic management level, financial risks attracted the highest level of interest, as the client needs to secure funding. At both alliance-management and alliance-execution levels, the safety and environmental risks were given top priority due to a combination of high levels of emotional, reputational and media stresses. Risks arising from a lack of resources combined with the high volume of work and the concern that the cost could go out of control, alongside the aforementioned funding issues encouraged the client to create the recovery alliance model with large reputable construction organisations to lock in the recovery cost, at a time when the scope was still uncertain. This study found that building trust between all parties, clearer communication and a constant interactive flow of information, established a more working environment. Competent and clear allocation of risk management responsibilities, cultural shift, risk prioritisation, and staff training were crucial factors. Finally, the post-disaster risk management (PDRM) model can be described as an integrated risk management model that considers how the changes which happened to the environment, the people and their work, caused them to think differently to ease the complexity of the recovery projects. The model should be used as a guideline for recovery systems, especially after an earthquake, looking in detail at all the attributes and the concepts, which influence the risk management for more effective PDRM. The PDRM model is represented in Causal Loops Diagrams (CLD) in Figure 8.31 and based on 10 principles (Figure 8.32) and 26 concepts (Table 8.1) with its attributes.

This paper explores the scope of small-scale radio to create an auditory geography of place. It focuses on the short term art radio project The Stadium Broadcast, which was staged in November 2014 in an earthquake-damaged sports stadium in Christchurch, New Zealand. Thousands of buildings and homes in Christchurch have been demolished since the Februrary 22, 2011 earthquake, and while Lancaster Park sports stadium is still standing, it has been unused since that date and its future remains uncertain. The Stadium Broadcast constructed a radio memorial to the Park’s 130 year history through archival recordings, the memories of local people, observation of its current state, and a performed site-specificity. The Stadium Broadcast reflected on the spatiality of radio sounds and transmissions, memory, post-disaster transitionality, and the im-permanence of place.
