Active faults capable of generating highly damaging earthquakes may not cause surface rupture (i.e., blind faults) or cause surface ruptures that evade detection due to subsequent burial or erosion by surface processes. Fault populations and earthquake frequency-‐magnitude distributions adhere to power laws, implying that faults too small to cause surface rupture but large enough to cause localized strong ground shaking densely populate continental crust. The rupture of blind, previously undetected faults beneath Christchurch, New Zealand in a suite of earthquakes in 2010 and 2011, including the fatal 22 February 2011 moment magnitude (Mw) 6.2 Christchurch earthquake and other large aftershocks, caused a variety of environmental impacts, including major rockfall, severe liquefaction, and differential surface uplift and subsidence. All of these effects occurred where geologic evidence for penultimate effects of the same nature existed. To what extent could the geologic record have been used to infer the presence of proximal, blind and / or unidentified faults near Christchurch? In this instance, we argue that phenomena induced by high intensity shaking, such as rock fragmentation and rockfall, revealed the presence of proximal active faults in the Christchurch area prior to the recent earthquake sequence. Development of robust earthquake shaking proxy datasets should become a higher scientific priority, particularly in populated regions.
This thesis examines how 18 University of Canterbury students based in Christchurch experienced housing insecurity during the three years after a series of major earthquakes from late 2010 and throughout 2011. I adopted a qualitative exploratory approach to gather students’ accounts and examine their experiences which were analysed using constructivist grounded theory methods. Three core categories were identified from the data: mobility, recreating security, and loss. Mobility included the effects of relocation and dislocation, as well as how the students searched for stability. Recreating security required a renewed sense of belonging and also addressed the need to feel physically safe. Lastly, loss included the loss of material possessions and also the loss of voice and political representation. The theory that emerged from these findings is that the extent to which students were able to control their mobility largely explained their experiences of housing insecurity. When students experienced a loss of control over their mobility they effectively addressed this by being resourceful and drawing on existing forms of capital. This resourcefulness generated a new form of capital, here called security capital, which represents a conceptual contribution to existing debates on students’ experiences of homelessness in a disaster context.
War and natural disasters share many features including great loss of life, traumatised populations and haunting memories. The Christchurch earthquakes were the third most costly event of 2011 with total costs of up to $NZ30 billion. Many homes, communities, families and an established way of life have gone for ever. The paper comes from the Women’s Voices project that documents women’s narratives of earthquake trauma and loss and examines their profiles of emotional expression associated with coping. For these women in Christchurch, solace is not about talking experiences of suffering but by doing practical things that inform and are shaped by existing personal narratives. As they relayed this common arc, they also entered into national (and gendered) narrative themes of being practical, stoic, independent and resourceful in the face of tragedy and loss and so embody communal aspects of coping with loss and grief particular to the New Zealand even ‘the South Island settler’ identity narrative. These narratives suggest it useful to rethink key concepts that inform our understanding of coping with disaster and loss.
The 2010-2011 Canterbury earthquakes were recorded over a dense strong motion network in the near-source region, yielding significant observational evidence of seismic complexities, and a basis for interpretation of multi-disciplinary datasets and induced damage to the natural and built environment. This paper provides an overview of observed strong motions from these events and retrospective comparisons with both empirical and physics-based ground motion models. Both empirical and physics-based methods provide good predictions of observations at short vibration periods in an average sense. However, observed ground motion amplitudes at specific locations, such as Heathcote Valley, are seen to systematically depart from ‘average’ empirical predictions as a result of near surface stratigraphic and topographic features which are well modelled via sitespecific response analyses. Significant insight into the long period bias in empirical predictions is obtained from the use of hybrid broadband ground motion simulation. The comparison of both empirical and physics-based simulations against a set of 10 events in the sequence clearly illustrates the potential for simulations to improve ground motion and site response prediction, both at present, and further in the future.
Prior to the devastating 2010 and 2011 earthquakes in Christchurch, New Zealand, the University of Canterbury (UC) was renowned for its graduates’ academic preparation and its staff’s research outputs. The town/gown relationship was aloof and strained due to UC’s move from the CBD in the 1970s and students being seen as troublemakers. Despite its vision of people prepared to make a difference, the University’s students and staff were not seen as making a difference in the local community or as being engaged citizens. This changed when over 9,000 UC students mobilized themselves into the Student Volunteer Army to provide immediate relief across Christchurch following the four major quakes of 2010 and 2011. Suddenly, UC students were seen as saviors, not miscreants and a focus on citizenship education as part of the University’s strategic direction began to take shape. Based on qualitative and quantitative research conducted at UC over the past four years, this interactive presentation will highlight the findings, conclusions, and implications of how the University has been transformed into a recognized, international leader in citizenship education. By integrating students’ community service into their academic studies, the University has changed its persona while students have gained academically, civically, and personally.
With the occurrence of natural disasters on the increase, major cities around the world face the potential of complete loss of infrastructure due to design guidelines that do not consider resilience in the design. With the February 22nd, 2011 earthquake in Christchurch, being the largest insured event, lessons learnt from the rebuild will be vital for the preparation of future disasters. Therefore the objective of this research is to understand the financial implications of the changes to the waste water design guidelines used throughout the five year rebuild programme of works. The research includes a study of the SCIRT alliance model selected for the delivery that is flexible enough to handle changes in the design with minimal impact on the direct cost of the rebuild works. The study further includes the analysis and compares the impact of the three different guidelines on maintenance and replacement cost over the waste water pipe asset life. The research concludes that with the varying ground conditions in Christchurch and also the wide variety of materials in use in the waste water network up to the start of the CES, the rebuild was not a ‘one size fits all’ approach.
This article discusses the use of radio after major earthquakes in Christchurch, New Zealand, in 2010 and 2011. It draws on archival sources to retrospectively research post-quake audiences in the terms people used during and soon after the earthquakes through personal narratives and Twitter. Retrospective narratives of earthquake experiences affirm the value of radio for communicating the scale of disaster and comforting listeners during dislocation from safe home spaces. In the narratives radio is often compared with television, which signifies electricity supply and associated comfort but also visually confirms the city’s destruction. Twitter provides insights into radio use from within the disaster period, but its more global reach facilitates reflection on online and international radio from outside the disaster-affected area. This research demonstrates the value of archival audience research, and finds that the combination of online radio and Twitter enables a new form of participatory disaster spectatorship from afar.
Disasters that significantly affect people typically result in the production of documents detailing disaster lessons. This was the case in the 2010 and 2011 Canterbury earthquakes, as government and emergency response agencies, community organisations, and the media, engaged in the practice of producing and reporting disaster lessons. This thesis examines the disaster lessons that were developed by emergent groups following the Canterbury earthquakes (4 September 2010 and 22 February 2011). It adopts a Foucauldian analysis approach to investigate both the construction of disaster lessons and to document how this practice has come to dominate postdisaster activity following the Canterbury earthquakes. The study involved an analysis of academic literature, public documents and websites and interviews with key members of a range of Canterbury based emergent community groups. This material was used to generate a genealogy of disaster lessons, which was given in order to generate an account of how disaster lessons emerged and have come to dominate as a practice of disaster management. The thesis then examines the genealogy through the concept of governmentality so as to demonstrate how this discourse of disaster lessons has come to be used as a governing rationale that shapes and guides the emergent groups conduct in postdisaster New Zealand.
Decision making on the reinstatement of the Christchurch sewer system after the Canterbury (New Zealand) earthquake sequence in 2010–2011 relied strongly on damage data, in particular closed circuit television (CCTV). This paper documents that process and considers how data can influence decision making. Data are analyzed on 33,000 pipes and 13,000 repairs and renewals. The primary findings are that (1) there should be a threshold of damage per pipe set to make efficient use of CCTV; (2) for those who are estimating potential damage, care must be taken in direct use of repair data without an understanding of the actual damage modes; and (3) a strong correlation was found between the ratio of faults to repairs per pipe and the estimated peak ground velocity. Taken together, the results provide evidence of the extra benefit that damage data can provide over repair data for wastewater networks and may help guide others in the development of appropriate strategies for data collection and wastewater pipe decisions after disasters.

This study compares seismic losses considering initial construction costs and direct-repair costs for New Zealand steel moment-resisting frame buildings with friction connections and those with extended bolted-end-plate connections. A total of 12 buildings have been designed and analysed considering both connection types, two building heights (4-storey and 12-storey), and three locations around New Zealand (Auckland, Christchurch, and Wellington). It was found that buildings with friction connections required design to a higher design ductility, yet are generally stiffer due to larger beams being required to satisfy higher connection overstrength requirements. This resulted in the frames with friction connections experiencing lower interstorey drifts on most floors but similar peak total floor accelerations, and subsequently incurring lower drift-related seismic repair losses. Frames with friction connections tended to have lower expected net-present-costs within 50 years of the building being in service for shorter buildings and/or if located in regions of high seismicity. None of the frames with friction connections in Auckland showed any benefits due to the low seismicity of the region.
The QuakeCoRE Emerging Researchers Chapter (QERC) is a network of students and emerging researchers composed of three chapters: Auckland, Canterbury, and Wellington. Our aim is to promote networking, collaboration, and knowledge sharing among emerging researchers in the earthquake resilience community. QERC does this by organising technical, social, and outreach events. As with everyone else during the pandemic crisis, QERC had to change its approach in organising events. However, instead of treating it as an obstacle, QERC utilised the lockdown period as an opportunity to connect the three chapters and organised more events than they usually would during normal times. In the 11 weeks that universities were closed and New Zealand was under Alert Levels 2, 3 and 4, QERC organised 15 various events such as research presentations, well-being workshops, a women's catch-up, and a trivia night. However, as the weeks went by, the novelty of online meetings faded and fewer people came to the virtual events. Therefore as soon as the country moved to Alert Level 1, the Chapters started organising in-person events, which members were eager to attend. Nonetheless, the option to join events remotely still remains and the three chapters continue to collaborate for various events.
Glazing systems are non-structural elements in a building that, more often than not, appear to be given little consideration in seismic design. Recent experimental work into glazing systems at the University of Canterbury, however, has shown that glazing systems can be very susceptible to serviceability damage, defined as loss of water-tightness. The focus of this paper is to highlight the difference in vulnerability of standard and seismic glazing systems and consider the implications of this for future repair costs and losses. The paper first describes the damage states chosen for glazing units according to the repair strategies required and expected repair costs. This includes three damage states: DS1: Water Leakage, DS2: Gasket Failure and DS3: Frame/Glass Failure. Implementing modern performance-based earthquake engineering, the paper proceeds to highlight a case study comparing costs and expected losses of a standard glazing unit and a seismic glazing unit installed on a case study building. It is shown that the use of seismic glazing units is generally beneficial over time, due to the early onset of serviceability damage in standard glazing units. Finally, the paper provides suggestions for designers aimed at reducing costs related to earthquake induced repairs of glazing.
Over 6.3 million waste tyres are produced annually in New Zealand (Tyrewise, 2021), leading to socioeconomic and environmental concerns. The 2010-11 Canterbury Earthquake Sequence inflicted extensive damage to ~6,000 residential buildings, highlighting the need to improve the seismic resilience of the residential housing sector. A cost-effective and sustainable eco-rubber geotechnical seismic isolation (ERGSI) foundation system for new low-rise buildings was developed by the authors. The ERGSI system integrates a horizontal geotechnical seismic isolation (GSI) layer i.e., a deformable seismic energy dissipative filter made of granulated tyre rubber (GTR) and gravel (G) – and a flexible rubberised concrete raft footing. Geotechnical experimental and numerical investigations demonstrated the effectiveness of the ERGSI system in reducing the seismic demand at the foundation level (i.e., reduced peak ground acceleration) (Hernandez et al., 2019; Tasalloti et al., 2021). However, it is essential to ensure that the ERGSI system has minimal leaching attributes and does not result in long-term negative impacts on the environment.
Improving community resilience requires a way of thinking about the nature of a community. Two complementary aspects are proposed: the flows connecting the community with its surrounding environment and the resources the community needs for its ongoing life. The body of necessary resources is complex, with many interactions between its elements. A systems approach is required to understand the issues adequately. Community resilience is discussed in general terms together with strategies for improving it. The ideas are then illustrated and amplified by an extended case study addressing means of improving the resilience of a community on the West Coast of New Zealand to natural disasters. The case study is in two phases. The first relies on a mix of on-the-ground observations and constructed scenarios to provide recommendations for enhancing community resilience, while the second complements the first by developing a set of general lessons and issues to be addressed from observations of the Christchurch earthquakes of 2010 and 2011.

This paper explores the responses by a group of children to an art project that was undertaken by a small school in New Zealand after the September 2010 and February 2011 Christchurch earthquakes. Undertaken over a period of two years, the project aimed to find a suitable form of memorialising this significant event in a way that was appropriate and meaningful to the community. Alongside images that related directly to the event of the earthquakes, the art form of a mosaic was chosen, and consisted of images and symbols that clearly drew on the hopes and dreams of a school community who were refusing to be defined by the disaster. The paper 'writes' the mosaic by placing fragments of speech spoken by the children involved in relation to ideas about memory, affect, and the 'sublime', through the work of Jean-Francois Lyotard. The paper explores the mosaic as constituted by the literal and metaphorical 'broken pieces' of the city of Christchurch in ways that confer pedagogic value inscribed through the creation of a public art space by children. New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. As part of the 'Project Masonry' Recovery Project funded by the New Zealand Natural Hazards Research Platform, commencing in March 2011, an international team of researchers was deployed to document and interpret the observed earthquake damage to masonry buildings and to churches as a result of the 22nd February 2011 Christchurch earthquake. The study focused on investigating commonly encountered failure patterns and collapse mechanisms. A brief summary of activities undertaken is presented, detailing the observations that were made on the performance of and the deficiencies that contributed to the damage to approximately 650 inspected unreinforced clay brick masonry (URM) buildings, to 90 unreinforced stone masonry buildings, to 342 reinforced concrete masonry (RCM) buildings, to 112 churches in the Canterbury region, and to just under 1100 residential dwellings having external masonry veneer cladding. The author followed five primary (elementary) schools over three years as they responded to and began to recover from the 2010–2011 earthquakes in and around the city of Christchurch in the Canterbury region of New Zealand. The purpose was to capture the stories for the schools themselves, their communities, and for New Zealand’s historical records. From the wider study, data from the qualitative interviews highlighted themes such as children’s responses or the changing roles of principals and teachers. The theme discussed in this article, however, is the role that schools played in the provision of facilities and services to meet (a) physical needs (food, water, shelter, and safety); and (b) emotional, social, and psychological needs (communication, emotional support, psychological counseling, and social cohesion)—both for themselves and their wider communities. The role schools played is examined across the immediate, short-, medium-, and long-term response periods before being discussed through a social bonding theoretical lens.
