In February of 2011, an earthquake destroyed the only all-weather athletics track in the city of Christchurch (New Zealand). The track has yet to be replaced, and so since the loss of the track, local Christchurch athletes have only had a grass track for training and preparation for championship events. This paper considers what effect the loss of the training facility has had on the performance of athletes from Christchurch at national championship events. Not surprisingly, the paper finds that there has been a deterioration in the performance in events that are heavily dependent upon the all-weather surface. However, somewhat more surprisingly, the loss of the track appears to have caused a significant improvement in the performance of Christchurch athletes in events that, while on the standard athletics program, are not heavily track dependent.

Context of the project: On 4 September 2010, 22 February 2011, 13 June 2011 and 23 December 2011 Christchurch suffered major earthquakes and aftershocks (well over 10,000) that have left the central city in ruins and many of the eastern suburbs barely habitable even now. The earthquakes on 22 February caused catastrophic loss of life with 185 people killed. The toll this has taken on the residents of Christchurch has been considerable, not least of all for the significant psychological impact and disruption it has had on the children. As the process of rebuilding the city commenced, it became clear that the arts would play a key role in maintaining our quality of life during difficult times. For me, this started with the children and the most expressive of all the art forms – music.

A multi-disciplinary geo-structural-environmental engineering project funded by the Ministry of Business Innovation and Employment (MBIE) is being carried out at the University of Canterbury. The project aims at developing an eco-friendly seismic isolation foundation system which will improve the seismic performance of medium-density low-rise buildings. Such system is characterized by two main elements: 1) granulated scrap rubber mixed with gravelly soils to be placed beneath the structure, with the goal damping part of the seismic energy before it reaches the superstructure; and 2) a basement raft made of steel-fibre reinforced rubberised concrete (SFRRuC) to enhance the flexibility and toughness of the foundation, looking at better accommodating the displacement demand. In this paper, the main objectives, scope and methodology of the project will be briefly described. A literature review of the engineering properties of steel-fibre reinforced rubberised concrete (RuC) will be presented. Then, preliminary results on concrete mixes with different rubber and steel fibres content will be exhibited.

This study investigates the uncertainty of simulated earthquake ground motions for smallmagnitude events (Mw 3.5 – 5) in Canterbury, New Zealand. 148 events were simulated with specified uncertainties in: event magnitude, hypocentre location, focal mechanism, high frequency rupture velocity, Brune stress parameter, the site 30-m time-averaged shear wave velocity (Vs30), anelastic attenuation (Q) and high frequency path duration. In order to capture these uncertainties, 25 realisations for each event were generated using the Graves and Pitarka (2015) hybrid broadband simulation approach. Monte-Carlo realisations were drawn from distributions for each uncertainty, to generate a suite of simulation realisations for each event and site. The fit of the multiple simulation realisations to observations were assessed using linear mixed effects regression to generate the systematic source, path and site effects components across all ground motion intensity measure residuals. Findings show that additional uncertainties are required in each of the three source, path, and site components, however the level of output uncertainty is promising considering the input uncertainties included.

A wide range of reinforced concrete (RC) wall performance was observed following the 2010/2011 Canterbury earthquakes, with most walls performing as expected, but some exhibiting undesirable and unexpected damage and failure characteristics. A comprehensive research programme, funded by the Building Performance Branch of the New Zealand Ministry of Business, Innovation and Employment, and involving both numerical and experimental studies, was developed to investigate the unexpected damage observed in the earthquakes and provide recommendations for the design and assessment procedures for RC walls. In particular, the studies focused on the performance of lightly reinforced walls; precast walls and connections; ductile walls; walls subjected to bi-directional loading; and walls prone to out-of-plane instability. This paper summarises each research programme and provides practical recommendations for the design and assessment of RC walls based on key findings, including recommended changes to NZS 3101 and the NZ Seismic Assessment Guidelines.

There is a growing awareness of the need for the earthquake engineering practice to incorporate in addition to empirical approaches in evaluation of liquefaction hazards advanced methods which can more realistically represent soil behaviour during earthquakes. Currently, this implementation is hindered by a number of challenges mainly associated with the amount of data and user-experience required for such advanced methods. In this study, we present key steps of an advanced seismic effective-stress analysis procedure, which on the one hand can be fully automated and, on the other hand, requires no additional input (at least for preliminary applications) compared to simplified cone penetration test (CPT)-based liquefaction procedures. In this way, effective-stress analysis can be routinely applied for quick, yet more robust estimations of liquefaction hazards, in a similar fashion to the simplified procedures. Important insights regarding the dynamic interactions in liquefying soils and the actual system response of a deposit can be gained from such analyses, as illustrated with the application to two sites from Christchurch, New Zealand.

The Canterbury earthquakes have generated economic demand and supply volatility, highlighting geographical and structural interdependencies. Post-earthquake reconstruction and new developments have seen skills training, relocation, recruitment and importation of skills becoming crucial for construction companies to meet demand and compete effectively. This report presents 15 case studies from a range of organisations involved in the Canterbury rebuild, exploring the business dynamics and outcomes of their resourcing initiatives. A key finding of this research is that, for many construction organisations, resourcing initiatives have become part of their organisational longer-term development strategies, rather than simply a response to ‘supply and demand’ pressures. Organisations are not relying on any single resourcing solution to drive their growth but use a combination of initiatives to create lasting business benefits, such as cost savings, improved brand and reputation, a stable and productive workforce, enhanced efficiency and staff morale, as well as improved skill levels.

The UC CEISMIC Canterbury Earthquakes Digital Archive contains tens of thousands of high value cultural heritage items related to a long series of earthquakes that hit Canterbury, New Zealand, from 2010 - 2012. The archive was built by a Digital Humanities team located at the center of the disaster in New Zealand's second largest city, Christchurch. The project quickly became complex, not only in its technical aspects but in its governance and general management. This talk will provide insight into the national and international management and governance frameworks used to successfully build and deliver the archive into operation. Issues that needed to be managed included human ethics, research ethics, stakeholder management, communications, risk management, curation and ingestion policy, copyright and content licensing, and project governance. The team drew heavily on industry-standard project management methods for the basic approach, but built their ecosystem and stakeholder trust on principles derived directly form the global digital humanities community.

This paper presents an examination of ground motion observations from 20 near-source strong motion stations during the most significant 10 events in the 2010-2011 Canterbury earthquake to examine region-specific systematic effects based on relaxing the conventional ergodic assumption. On the basis of similar site-to-site residuals, surfical geology, and geographical proximity, 15 of the 20 stations are grouped into four sub-regions: the Central Business District; and Western, Eastern, and Northern suburbs. Mean site-to-site residuals for these sub-regions then allows for the possibility of non-ergodic ground motion prediction over these sub-regions of Canterbury, rather than only at strong motion station locations. The ratio of the total non-ergodic vs. ergodic standard deviation is found to be, on average, consistent with previous studies, however it is emphasized that on a site-by-site basis the non-ergodic standard deviation can easily vary by ±20%.

The seismic performance and parameter identification of the base isolated Christchurch Women’s Hospital (CWH) building are investigated using the recorded seismic accelerations during the two large earthquakes in Christchurch. A four degrees of freedom shear model is applied to characterize the dynamic behaviour of the CWH building during these earthquakes. A modified Gauss-Newton method is employed to identify the equivalent stiffness and Rayleigh damping coefficients of the building. The identification method is first validated using a simulated example structure and finally applied to the CWH building using recorded measurements from the Mw 6.0 and Mw 5.8 Christchurch earthquakes on December 23, 2011. The estimated response and recorded response for both earthquakes are compared with the cross correlation coefficients and the mean absolute percentage errors reported. The results indicate that the dynamic behaviour of the superstructure and base isolator was essentially within elastic range and the proposed shear linear model is sufficient for the prediction of the structural response of the CWH Hospital during these events.

A major lesson from the 2011 Christchurch earthquake was the apparent lack of ductility of some lightly reinforced concrete (RC) wall structures. In particular, the structural behaviour of the critical wall in the Gallery Apartments building demonstrated that the inelastic deformation capacity of a structure, as well as potentially brittle failure of the reinforcement, is dependent on the level of bond deterioration between reinforcement and surrounding concrete that occurs under seismic loading. This paper presents the findings of an experimental study on bond behaviour between deformed reinforcing bars and the surrounding concrete. Bond strength and relative bond slip was evaluated using 75 pull-out tests under monotonic and cyclic loading. Variations of the experiments include the loading rate, loading history, concrete strength (25 to 70 MPa), concrete age, cover thickness, bar diameter (16 and 20 mm), embedded length, and the position of the embedded bond region within the specimen (deep within or close to free surface). Select test results are presented with inferred implications for RC structures.

In this paper, we perform hybrid broadband (0-10 Hz) ground motion simulations for the ten most significant events (Mw 4.7-7.1) in the 2010-2011 Canterbury earthquake sequence. Taking advantage of having repeated recordings at same stations, we validate our simulations using both recordings and an empirically-developed ground motion prediction equation (GMPE). The simulation clearly captures the sedimentary basin amplification and the rupture directivity effects. Quantitative comparisons of the simulations with both recordings and the GMPE, as well as analyses of the total residuals (indicating model bias) show that simulations perform better than the empirical GMPE, especially for long period. To scrutinize the ground motion variability, we partitioned the total residuals into different components. The total residual appears to be unbiased, and the use of a 3D velocity structure reduces the long period systematic bias particularly for stations located close to the Banks Peninsula volcanic area.

Research undertaken and literature reviewed show that major natural disasters present considerable risk to Governors Bay. Earthquakes, and resulting secondary hazards from natural disasters, could lead to the isolation of the Governors Bay community for an extended period. In particular, the rupture of the Alpine Fault and the resulting mega-quake could leave Governors Bay isolated for well over three weeks. Weaknesses in existing infrastructure in Governors Bay further places residents at risk. Therefore, it is essential that residents are prepared for a period of extended isolation, with little to no access to clean water, power, internet and cellular coverage. Ultimately, community preparedness will be the key to maintaining social cohesion and saving lives during an emergency event. The community hub in Governors Bay establishes a pre-determined locale for community co-ordination, collection, and distribution of supplies as well as a functional place to go when all else fails.

This survey was established by the University of Canterbury (UC) to assist the Marlborough community in recording and understanding the level and types of recreational beach uses that are occurring at present on the earthquake-affected coast. The questions were designed to capture a comprehensive view of recreational activities and interests and allowed for any activity, view or perspective to be recorded. All responses were anonymous and no identifying information was collected. The survey used an online format open to all interested people 18+ years of age (for informed consent reasons) over a two month period (October – November 2020). The geographic focus of the survey was the coastline between Marfells Beach and the Waima / Ure River which is the area under currently under consideration by Marlborough District Council for development of a new bylaw. However, the design of the survey questions also allowed respondents to record information pertaining to any other area.

The Christchurch region of New Zealand experienced a series of major earthquakes and aftershocks between September 2010 and June 2011 which caused severe damage to the city’s infrastructure. The performance of tilt-up precast concrete buildings was investigated and initial observations are presented here. In general, tilt-up buildings performed well during all three major earthquakes, with mostly only minor, repairable damage occurring. For the in-plane loading direction, both loadbearing and cladding panels behaved exceptionally well, with no significant damage or failure observed in panels and their connections. A limited number of connection failures occurred due to large out-of-plane panel inertia forces. In several buildings, the connections between the panel and the internal structural frame appeared to be the weakest link, lacking in both strength and ductility. This weakness in the out-of-plane load path should be prevented in future designs.

This paper presents preliminary field observations on the performance of selected steel structures in Christchurch during the earthquake series of 2010 to 2011. This comprises 6 damaging earthquakes, on 4 September and 26 December 2010, February 22, June 6 and two on June 13, 2011. Most notable of these was the 4 September event, at Ms7.1 and MM7 (MM as observed in the Christchurch CBD) and most intense was the 22 February event at Ms6.3 and MM9-10 within the CBD. Focus is on performance of concentrically braced frames, eccentrically braced frames, moment resisting frames and industrial storage racks. With a few notable exceptions, steel structures performed well during this earthquake series, to the extent that inelastic deformations were less than what would have been expected given the severity of the recorded strong motions. During the Christchurch earthquake of February 2011, several midrise reinforced concrete masonry (RCM) buildings showed performance levels that fall in the range of life safety to near collapse. A case study of one of these buildings, a six-story RCM building deemed to have reached the near collapse performance level, is presented in this paper. The RCM walls on the second floor failed due to toe crushing, reducing the building's lateral resistance in the east–west direction. A three-dimensional (3-D) nonlinear dynamic analysis was conducted to simulate the development of the governing failure mechanism. Analysis results showed that the walls that were damaged were subjected to large compression loads during the earthquake, which caused an increase in their in-plane lateral strength but reduced their ductility capacity. An exceedingly large 'Gerry' Brownlee, the Minister for Earthquake Recovery, rises from a chair, holding a briefcase labeled 'CERA' and calling for 'Bob' Parker, the mayor of Christchurch. The thin Parker was flattened against Brownlee's enormous rear, when Brownlee sat on the chair. Brownlee and Parker had a strained relationship, with the government taking an increasing amount of control in local decision making. After ongoing assurances by Parker that Christchurch City Council would meet all of International Accreditation New Zealand's requirements on issuing building consents, Brownlee announced in June 2013 without Parker's prior knowledge that the authority had withdrawn its accreditation.
