The effects of soil-foundation-structure interaction (SFSI) have been a topic of discussion amongst the structural and geotechnical community for many decades. The complexity of the mechanisms, as well as the need for inter-disciplinary knowledge of geotechnical and structural dynamics has plagued the advancement and the consequent inclusion of SFSI effects in design. A rigorous performance-based design methodology should not just consider the performance of the superstructure but the supporting foundation system as well. Case studies throughout history (eg. Kobe 1995, Kocaeli 1999 and Christchurch earthquakes 2010-2011) have demonstrated that a poor performance at the foundation level can result in a full demolition of the structure and, in general terms, that the extent of damage to, and repairability of, the building system as a whole, is given by the combination of the damage to the soil, foundation and superstructure. The lack of consideration of the modifying factors of SFSI and an absence of intuitive performance levels for controlling foundation and soil behaviour under seismic loads has resulted in inadequate designs for buildings sited on soft soil. For engineers to be satisfied that their designs meet the given performance levels they must first, understand how SFSI affects the overall system performance and secondly have tools available to adequately account for it in their design/assessment. This dissertation presents an integrated performance-based design procedure for buildingfoundation systems that considers all of the major mechanisms of SFSI. A new soil-foundation macro-element model was implemented into a nonlinear finite element software and validated against several experimental tests. The numerical model was used to provide insights in to the mechanisms of SFSI and statistical analysis on the results yielded simple expressions that allow the behaviour to be quantified. Particular attention was paid to the effects of shear force on the foundation response and the quantification of the rocking mode of response. The residual deformations of the superstructure and distribution of forces up the structure were also investigated. All of the major SFSI mechanisms are discussed in detail and targeted numerical studies are used to explain and demonstrate concepts. The design procedure was validated through the design and assessment of a series of concrete buildings that were designed to account for the effects of SFSI.
Liquefaction of sandy soil has been observed to cause significant damage to infrastructure during major earthquakes. Historical cases of liquefaction have typically occurred in sands containing some portion of fines particles, which are defined as 75μm or smaller in diameter. The effects of fines on the undrained behaviour of sand are not however fully understood, and this study therefore attempts to quantify these effects through the undrained testing of sand mixed with non-plastic fines sourced from Christchurch, New Zealand. The experimental program carried out during this study consisted of undrained monotonic and cyclic triaxial tests performed on three different mixtures of sand and fines: the Fitzgerald Bridge mixture (FBM), and two Pinnacles Sand mixtures (PSM1 and PSM2). The fines content of each host sand was systematically varied up to a maximum of 30%, with all test specimens being reconstituted using moist tamping deposition. The undrained test results from the FBM soils were interpreted using a range of different measures of initial state. When using void ratio and relative density, the addition of fines to the FBM sand caused more contractive behaviour for both monotonic and cyclic loadings. This resulted in lower strengths at the steady state of deformation, and lower liquefaction resistances. When the intergranular void ratio was used for the interpretation, the effect of additional fines was to cause less contractive response in the sand. The state parameter and state index were also used to interpret the undrained cyclic test results – these measures suggested that additional fines caused less contractive sand behaviour, the opposite to that observed when using the void ratio. This highlighted the dependency on the parameter chosen as a basis for the response comparison when determining the effects of fines, and pointed out a need to identify a measure that normalizes such effects. Based on the FBM undrained test results and interpretations, the equivalent granular void ratio, e*, was identified from the literature as a measure of initial state that normalizes the effects of fines on the undrained behaviour of sand up to a fines content of 30%. This is done through a parameter within the e* definition termed the fines influence factor, b, which quantifies the effects of fines from a value of zero (no effect) to one (same effect as sand particles). The value of b was also determined to be different when interpreting the steady state lines (bSSL) and cyclic resistance curves (bCR) respectively for a given mixture of sand and fines. The steady state lines and cyclic resistance curves of the FBM soils and a number of other sand-fines mixtures sourced from the literature were subsequently interpreted using the equivalent granular void ratio concept, with bSSL and bCR values being back-calculated from the respective test data sets. Based on these interpretations, it was concluded that e* was conceptually a useful parameter for characterizing and quantifying the effects of fines on the undrained behaviour of sand, assuming the fines influence factor value could be derived. To allow prediction of the fines influence factor values, bSSL and bCR were correlated with material and depositional properties of the presented sand-fines mixtures. It was found that as the size of the fines particles relative to the sand particles became smaller, the values of bSSL and bCR reduced, indicating lower effect of fines. The same trend was also observed as the angularity of the sand particles increased. The depositional method was found to influence the value of bCR, due to the sensitivity of cyclic loading to initial soil fabric. This led to bSSL being used as a reference for the effect of fines, with specimens prepared by moist tamping having bCR > bSSL, and specimens prepared by slurry deposition having bCR < bSSL. Finally the correlations of the fines influence factor values with material and depositional properties were used to define the simplified estimation method – a procedure capable of predicting the approximate steady state lines and cyclic resistance curves of a sand as the non-plastic fines content is increased up to 30%. The method was critically reviewed based on the undrained test results of the PSM1 and PSM2 soils. This review suggested the method could accurately predict undrained response curves as the fines content was raised, based on the PSM1 test results. It also however identified some key issues with the method, such as the inability to accurately predict the responses of highly non-uniform soils, a lack of consideration for the entire particle size distribution of a soil, and the fact the errors in the prediction of bSSL carry through into the prediction of bCR. Lastly some areas of further investigation relating to the method were highlighted, including the need to verify the method through testing of sandy soils sourced from outside the Christchurch area, and the need to correlate the value of bCR with additional soil fabrics / depositional methods.

To address the provocation provided by the editors I wish to reflect upon the ongoing civic and artistic responses to the earthquakes in Christchurch, New Zealand, 2010-11, in which 185 people lost their lives (largely due to poor engineering and construction practices). Whilst the example is very different in character from that of efforts to memorialize July 22, 2011, I wish to use the case to briefly respond to the issue of temporality as raised by Jacques Rancière in his critique of the ‘endless work of mourning’ produced by testimonial art. The orientation of this mourning, he argues, is always backward-looking, characterized by, ‘a reversal of the flow of time: the time turned towards an end to be accomplished – progress, emancipation or the Other – is replaced by that turned towards the catastrophe behind us.’ How might memorial practices divide their gaze between remembered pasts and possible futures? New Zealand lies on the Pacific Ring of Fire – the belt of vulnerable, unpredictable fault lines which are the primary cause for earthquakes in this country. Most recently, as evident in the aftermath of the 2011 Christchurch earthquake -the destruction of the city centre led to the emergence of sub centres in different parts of the city each with different, desperate needs. The lack of preparedness in the wake of an earthquake hence, exacerbated this destitution. This research explores architecture’s role in the sub-centre. How can architecture facilitate resilience through this decentralised typology? The design-led approach critiques the implications of architecture as a tool for resilience whilst highlighting the desperate need for the engagement of architecture in planning before a disaster strikes. The resulting response explores resilience through an architectural lens that has a wider infrastructural, contextual and user-focussed need.
Unreinforced masonry (URM) structures comprise a majority of the global built heritage. The masonry heritage of New Zealand is comparatively younger to its European counterparts. In a country facing frequent earthquakes, the URM buildings are prone to extensive damage and collapse. The Canterbury earthquake sequence proved the same, causing damage to over _% buildings. The ability to assess the severity of building damage is essential for emergency response and recovery. Following the Canterbury earthquakes, the damaged buildings were categorized into various damage states using the EMS-98 scale. This article investigates machine learning techniques such as k-nearest neighbors, decision trees, and random forests, to rapidly assess earthquake-induced building damage. The damage data from the Canterbury earthquake sequence is used to obtain the forecast model, and the performance of each machine learning technique is evaluated using the remaining (test) data. On getting a high accuracy the model is then run for building database collected for Dunedin to predict expected damage during the rupture of the Akatore fault.
This analysis employs both qualitative and quantitative approaches to identify how young adults in New Zealand aged 18-25 years old have engaged with All Right? campaign material. A survey targeting young adults returned 51 viable out of 117 responses due to participation prerequisites. From the survey, five participants elaborated on their thoughts in an in-depth interview voluntarily. Interviews were conducted with key personnel from All Right? to craft broader understanding of the initiative whilst enhancing knowledge of mental health frameworks and their application. Ciaran Fox, Lucy Daeth and Sara Epperson, who have been imperative to the success of the campaign, shared their working experience in the community and public health sector and how this intertwines to their current roles at All Right?. Discussions of key frameworks, community conversations, the development of communication strategies and how All Right? approached Canterbury publics in a post-earthquake setting provided insight to the importance of understanding community circumstance in initial crisis and the correlated secondary stressors.
There is a growing awareness of the need for the earthquake engineering practice to incorporate in addition to empirical approaches in evaluation of liquefaction hazards advanced methods which can more realistically represent soil behaviour during earthquakes. Currently, this implementation is hindered by a number of challenges mainly associated with the amount of data and user-experience required for such advanced methods. In this study, we present key steps of an advanced seismic effective-stress analysis procedure, which on the one hand can be fully automated and, on the other hand, requires no additional input (at least for preliminary applications) compared to simplified cone penetration test (CPT)-based liquefaction procedures. In this way, effective-stress analysis can be routinely applied for quick, yet more robust estimations of liquefaction hazards, in a similar fashion to the simplified procedures. Important insights regarding the dynamic interactions in liquefying soils and the actual system response of a deposit can be gained from such analyses, as illustrated with the application to two sites from Christchurch, New Zealand.
The Canterbury earthquakes have generated economic demand and supply volatility, highlighting geographical and structural interdependencies. Post-earthquake reconstruction and new developments have seen skills training, relocation, recruitment and importation of skills becoming crucial for construction companies to meet demand and compete effectively. This report presents 15 case studies from a range of organisations involved in the Canterbury rebuild, exploring the business dynamics and outcomes of their resourcing initiatives. A key finding of this research is that, for many construction organisations, resourcing initiatives have become part of their organisational longer-term development strategies, rather than simply a response to ‘supply and demand’ pressures. Organisations are not relying on any single resourcing solution to drive their growth but use a combination of initiatives to create lasting business benefits, such as cost savings, improved brand and reputation, a stable and productive workforce, enhanced efficiency and staff morale, as well as improved skill levels.
This survey was established by the University of Canterbury (UC) to assist the Marlborough community in recording and understanding the level and types of recreational beach uses that are occurring at present on the earthquake-affected coast. The questions were designed to capture a comprehensive view of recreational activities and interests and allowed for any activity, view or perspective to be recorded. All responses were anonymous and no identifying information was collected. The survey used an online format open to all interested people 18+ years of age (for informed consent reasons) over a two month period (October – November 2020). The geographic focus of the survey was the coastline between Marfells Beach and the Waima / Ure River which is the area under currently under consideration by Marlborough District Council for development of a new bylaw. However, the design of the survey questions also allowed respondents to record information pertaining to any other area.
Since the 2010/11 Canterbury earthquakes, Akaroa has been hosting the majority of cruise ship arrivals to Canterbury. This amounts to approximately 70-74 days per season, when between 2,000- 4,000 persons come ashore between 9am and 4pm when in port. This increased level of cruise ship arrivals has had significant impacts, both beneficial and detrimental, on Akaroa. Attitudes within the Akaroa community to hosting cruise ship arrivals appear to be divided, and has led to public debate in Akaroa about the issue. In response to this situation, Christchurch and Canterbury Tourism (CCT) commissioned this research project to assess the impact of cruise ship tourism on the Akaroa community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).
Effective management of waste and debris generated by a disaster event is vital to ensure rapid and efficient response and recovery that supports disaster risk reduction (DRR). Disaster waste refers to any stream of debris that is created from a natural disaster that impacts the environment, infrastructure, and property. This waste can be problematic due to extensive volumes, environmental contamination and pollution, public health risks, and the disruption of response and recovery efforts. Due to the complexities in dealing with these diverse and voluminous materials, having disaster waste management (DWM) planning in place pre-event is crucial. In particular, coordinated, interagency plans that have been informed by estimates of waste volumes and types are vital to ensure management facilities, personnel, and recovery resources do not become overwhelmed. Globally, a priority when formulating DWM plans is the robust estimation of disaster waste stream types and volumes. This is a relatively under-researched area, despite the growing risk of natural disasters and increasingly inadequate waste management facilities. In Aotearoa New Zealand, a nation-wide DWM planning tool has been proposed for local government use, and waste amounts from events such as the Christchurch Earthquakes have been estimated. However, there has been little work undertaken to estimate waste types and volumes with a region-specific, multi-hazard focus, which is required to facilitate detailed regional DWM planning. This research provides estimates of potential disaster waste volumes and types in the Waitaha-Canterbury region of the South Island (Te Waipounamu) for three key hazard scenarios: a M8.0 Alpine Fault earthquake with a south-to-north rupture pattern, a far-sourced tsunami using a maximum credible event model for a Peru-sourced event, and major flooding using geospatial datasets taken from available local government modelling. Conducted in partnership with Environment Canterbury and Canterbury CDEM, this estimation work informed stakeholder engagement through multi-agency workshops at the district level. This research was comprised of two key parts. The first was enhancing and extending a disaster waste estimation model used in Wellington and applying it to the Canterbury region to quantify waste volumes and types. The second part was using this model and its estimates to inform engagement with stakeholders in multi-agency, district-level workshops in Kaikōura, Hurunui, and Waimakariri. In these workshops, the waste estimates were used to catalyse discussion around potential issues associated with the management of disaster waste. Regionally, model estimates showed that the earthquake scenario would generate the highest total volume of disaster waste (1.94 million m³), compared to the tsunami scenario (1.89 million m³) and the flood scenario (173,900 m³). Flood waste estimates are likely underrepresented due to limited flood modelling coverage, but still provide a valuable comparison. Whilst waste estimates differ significantly between districts, waste volumes were shown to be not solely dependent on building/population density. The district-level workshops showed that DWM challenges revolved around logistical constraints, public concerns, governance complexities, and environmental issues. Future work should further enhance this estimation model and apply it to other regions of Aotearoa New Zealand, to help develop a set of cohesive DWM plans for each region. The waste estimation model could also be adapted and applied internationally. The findings from this research provide a foundation for advancing DWM planning and stakeholder engagement in the Waitaha-Canterbury region. By offering region-specific waste estimates across multiple hazard scenarios, this work supports district councils and emergency managers in developing informed, proactive strategies for disaster preparedness and response. The insights gained from district-level workshops highlight key challenges that must be addressed in future planning. These outcomes contribute to a broader research agenda for DWM in Aotearoa New Zealand, and offer a framework adaptable to international contexts.

Currently there is a worldwide renaissance in timber building design. At the University of Canterbury, new structural systems for commercial multistorey timber buildings have been under development since 2005. These systems incorporate large timber sections connected by high strength post-tensioning tendons, and timber-concrete composite floor systems, and aim to compete with existing structural systems in terms of cost, constructability, operational and seismic performance. The development of post-tensioned timber systems has created a need for improved lateral force design approaches for timber buildings. Current code provisions for seismic design are based on the strength of the structure, and do not adequately account for its deformation. Because timber buildings are often governed by deflection, rather than strength, this can lead to the exceedence of design displacement limitations imposed by New Zealand codes. Therefore, accurate modeling approaches which define both the strength and deformation of post-tensioned timber buildings are required. Furthermore, experimental testing is required to verify the accuracy of these models. This thesis focuses on the development and experimental verification of modeling approaches for the lateral force design of post-tensioned timber frame and wall buildings. The experimentation consisted of uni-direcitonal and bi-directional quasi-static earthquake simulation on a two-thirds scale, two-storey post-tensioned timber frame and wall building with timber-concrete composite floors. The building was subjected to lateral drifts of up to 3% and demonstrated excellent seismic performance, exhibiting little damage. The building was instrumented and analyzed, providing data for the calibration of analytical and numerical models. Analytical and numerical models were developed for frame, wall and floor systems that account for significant deformation components. The models predicted the strength of the structural systems for a given design performance level. The static responses predicted by the models were compared with both experimental data and finite element models to evaluate their accuracy. The frame, wall and floor models were then incorporated into an existing lateral force design procedure known as displacement-based design and used to design several frame and wall structural systems. Predictions of key engineering demand parameters, such as displacement, drift, interstorey shear, interstorey moment and floor accelerations, were compared with the results of dynamic time-history analysis. It was concluded that the numerical and analytical models, presented in this thesis, are a sound basis for determining the lateral response of post-tensioned timber buildings. However, future research is required to further verify and improve these prediction models.
This article argues that teachers deserve more recognition for their roles as first responders in the immediate aftermath of a disaster and for the significant role they play in supporting students and their families through post-disaster recovery. The data are drawn from a larger study, 'Christchurch Schools Tell Their Earthquake Stories' funded by the United Nations Educational, Scientific and Cultural Organisation and the University of Auckland, in which schools were invited to record their earthquake stories for themselves and for historical archives. Data were gathered from five primary schools between 2012 and 2014. Methods concerned mainly semi-structured individual or group interviews and which were analysed thematically. The approach was sensitive, flexible and participatory with each school being able to choose its focus, participants and outcome. Participants from each school generally included the principal and a selection of teachers, students and parents. In this study, the data relating to the roles of teachers were separated out for closer analysis. The findings are presented as four themes: immediate response; returning to (new) normal; care and support; and long term effects.
Following a damaging earthquake, the immediate emergency response is focused on individual collapsed buildings or other "hotspots" rather than the overall state of damage. This lack of attention to the global damage condition of the affected region can lead to the reporting of misinformation and generate confusion, causing difficulties when attempting to determine the level of postdisaster resources required. A pre-planned building damage survey based on the transect method is recommended as a simple tool to generate an estimate of the overall level of building damage in a city or region. A methodology for such a transect survey is suggested, and an example of a similar survey conducted in Christchurch, New Zealand, following the 22 February 2011 earthquake is presented. The transect was found to give suitably accurate estimates of building damage at a time when information was keenly sought by government authorities and the general public. VoR - Version of Record
This paper provides a summary of the ground motions observed in the recent Canterbury, New Zealand earthquake sequence. The sequence occurred in a region of relatively moderate seismicity, 130km to the east of the Alpine Fault, the major plate-boundary in the region. From an engineering perspective, the sequence has been primarily comprised of the initial 04/09/2010 Darfield earthquake (Mw7.1) followed by the 22/02/2011 Christchurch earthquake (Mw6.3), and two aftershocks on 13/06/ 2011 (Mw5.3 and 6.0, respectively). The dense spacing of strong motions in the region, and their close proximity to the respective causative faults, has resulted in strong ground motions far exceeding the previous catalogue of strong motion observed in New Zealand. The observed ground motions have exhibited clear evidence of: (i) near-source directivity; (ii) sedimentary basin focusing, amplification and basin effect refraction; (iii) non-linear site response; (iv) cyclic mobility postliquefaction; and (v) extreme vertical ground motions exceeding 2g, among others.
There is an increasing recognition that the seismic performance of buildings will be affected by the behaviour of both structural and non-structural elements. In light of this, work has been progressing at the University of Canterbury to develop guidelines for the seismic assessment of commercial glazing systems. This paper reviews the seismic assessment guidelines prescribed in Section C10 of the MBIE building assessment guidelines. Subsequently, the C10 approach is used to assess the drift capacity of a number of glazing units recently tested at the University of Canterbury. Comparing the predicted and observed drift capacities, it would appear that the C10 guidelines may lead to nonconservative estimates of drift capacity. Furthermore, the experimental results indicate that watertightness may be lost at very low drift demands, suggesting that guidance for the assessment of serviceability performance would also be beneficial. As such, it is proposed that improved guidance be provided to assist engineers in considering the possible impact that glazing could have on the structural response of a building in a large earthquake.
This article argues that active coordination of research engagement after disasters has the potential to maximize research opportunities, improve research quality, increase end-user engagement, and manage escalating research activity to mitigate ethical risks posed to impacted populations. The focus is on the coordination of research activity after the 22nd February 2011 Mw6.2 Christchurch earthquake by the then newly-formed national research consortium, the Natural Hazards Research Platform, which included a social science research moratorium during the declared state of national emergency. Decisions defining this organisation’s functional and structural parameters are analyzed to identify lessons concerning the need for systematic approaches to the management of post disaster research, in collaboration with the response effort. Other lessons include the importance of involving an existing, broadly-based research consortium, ensuring that this consortium's coordination role is fully integrated into emergency management structures, and ensuring that all aspects of decision-making processes are transparent and easily accessed.
The earthquake swarm that has struck Canterbury, New Zealand from September 2010 has led to widespread destruction and loss of life in the city of Christchurch. In response to this the New Zealand government convened a Royal Commission under the Commissions of Inquiry Act 1908. The terms of reference for this enquiry were wide ranging, and included inquiry into legal and best-practice requirements for earthquake-prone buildings and associated risk management strategies. The Commission produced a final report on earthquake-prone buildings and recommendations which was made public on the 7th December 2012. Also on the 7th of December 2012 the Ministry of Business, Innovation and Employment (MBIE) released a Consultation Document that includes many of the recommendations put forward by the Royal Commission. This paper examines the evidence presented to the Royal Commission and reviews their recommendations and those of MBIE in relation to the management of earthquake-prone buildings. An analysis of the likely impacts of the recommendations and proposals on both the property market and society in general is also undertaken.
Ongoing climate change triggers increasing temperature and more frequent extreme events which could limit optimal performance of haliotids, affect their physiology and biochemistry as well as influencing their population structure. Haliotids are a valuable nearshore fishery in a number of countries and many are showing a collapse of stocks because of overexploitation, environmental changes, loss of habitat, and disease. The haliotid in New Zealand commonly referred to as the blackfoot pāua (Haliotis iris) contribute a large and critical cultural, recreational and economic resource. Little was known about pāua responses to increasing temperature and acute environmental factors, as well as information about population size structure in Kaikoura after the earthquake 2016 and in Banks Peninsula. The aims of this study were to investigate the effects of temperature on scope for growth (SfG); physiological and biochemical responses of pāua subjected to different combined stressors including acute temperature, acute salinity and progressive hypoxia; and describe population size structure and shell morphology in different environments in Kaikoura and Banks Peninsula. The main findings of the present study found that population size structures of pāua were site-specific, and the shell length and shell height ratio of 3.25 could distinguish between stunted and non-stunted populations. The study found that high water temperature resulted in a reduction in absorbed energy from food, an increase in respiration energy, and ammonia excretion energy. Surveys were conducted at six study sites around the Canterbury Region over three years in order to better understand the population size structure and shell morphology of pāua. The findings found that the population size structure at 6 sites differed. Both juveniles and adults were found in intertidal areas at five sites. However, at Cape Three Points, pāua were found only in subtidal zones. One of the sites, Little Port Cooper, had a stunted population where only two pāua reached 125 mm in length over three years. In addition, most pāua in Little Port Cooper and Cape Three Points were adults, while Seal Reef had mostly juveniles. Wakatu Quay and Omihi had a full size range of pāua. Oaro population was dominated with juveniles and sub-adults. Recruitment and growth of pāua were successful after the earthquake in 2016. Research into pāua shell morphologies also determined that shell dimensions differed between sites. The relationships of shell length to shell width were linear and the relationship of shell length to shell height was curvilinear. Interestingly, SL:SH ratio of 3.25 is able to be used to identify stunted and non-stunted populations for pāua larger than 90 mm in length. Little Port Cooper was a stunted population with mean SL:SH ratio being 3.16. In the laboratory, scope for growth of pāua was investigated at four different temperatures of 12oC, 15oC, 18oC and 21oC over four weeks’ acclimation. The current study has found that SfG of pāua highly depended on temperature. Absorbed energy and respiration energy accounted for the highest proportion of the SfG of pāua. The respiration energy of pāua accounted for approximately 36%, 40%, 49% and 69% of the absorbed energy at 12°C, 15°C, 18°C and 21°C, respectively. The pāua at all acclimation temperatures had a positive scope for growth. The study suggested that the SfG was highest at 15°C, while the value at 21°C was the lowest. However, SfG at 18°C and 21°C decreased after 14 days of acclimation. Because of maintaining almost unchanged oxygen consumption over four weeks’ acclimation, pāua showed their poor abilities to acclimate to an increase in temperature. Therefore, they may be more vulnerable in future warming scenarios. The physiological and biochemical responses of pāua toward different combined stressors included three experiments. In terms of the acute temperature experiment, pāua were acclimated at 12oC, 15oC, 18oC or 21oC for two weeks before stepwise exposure to four temperatures of 12oC, 15oC, 18oC and 21oC every 4 hours. The acute salinity change, pāua were acclimated at 12oC, 15oC or 18oC over two weeks. Pāua were then exposed to a stepwise decrease of salinity of 2‰ every two hours from 34 – 22‰. Regarding the declining oxygen level, pāua were acclimated at 15 oC or 18oC for two weeks before exposure to one of four temperatures at 12oC, 15oC, 18oC or 21oC in one hour. After that acute progressive hypoxia was studied in closed respirometers for around six hours. The findings showed that there were interactions between combined stressors, affecting physiology of pāua (metabolism and heart rate). This suggests that environmental factors do not have a separate effect, but they also have interactions that enhance negative effects on pāua. Also, both oxygen uptake and heart rate responded quickly to temperature change and increased with rising temperature. On the other hand, oxygen uptake and heart rate decreased with reducing salinity and progressive hypoxia (before critical oxygen tension - Pcrit). Pcrit over four acute temperature exposures, ranged between 30.2 and 80.0 mmHg, depending on the exposure temperature. Acclimation temperature, combined with acute temperature, salinity or hypoxia stress affected the biochemistry of pāua. Pāua are osmoconformers so decreased salinity resulted in reducing haemolymph ionic concentration and increasing body volume. They were hypo-ionic with respect to sodium and potassium over the salinity ranges of 34 - 22‰. Haemocyanin accounts for a large pecentage of haemolymph protein, so trends of protein followed haemocyanin. Pāua tended to store oxygen in haemocyanin under extreme salinity stress at 22‰ and extreme hypoxia around 10 mmHg, rather than in oxygen transport. In conclusion, pāua at different sites had different population structures and morphologies. Pāua are sensitive to environmental stressors. They consumed more oxygen at high temperatures because they do not have thermal acclimation capacity. They are also osmoconformers with haemolymph sodium and potassium decreasing with salinity medium. Under progressive hypoxia, pāua could regulate oxygen and heart rate until Pcrit depending on temperature. Acute environmental changes also disturbed haemolyph parameters. 12°C and 15°C could be in the range of optimal temperature with higher SfG and less stress when exposed to acute environmental changes. Meanwhile long term exposure to 21°C is likely to be outside of the optimal range for the pāua. With ongoing climate change, pāua populations are more vulnerable so conservation is necessary. The research contributes to improving fishery management, providing insights into different environmental stressors affecting the energy demand and physiological and biochemical responses of pāua. It also allow to predicting the growth patterns and responses of pāua to adapt to climate change.
This paper explores the responses by a group of children to an art project that was undertaken by a small school in New Zealand after the September 2010 and February 2011 Christchurch earthquakes. Undertaken over a period of two years, the project aimed to find a suitable form of memorialising this significant event in a way that was appropriate and meaningful to the community. Alongside images that related directly to the event of the earthquakes, the art form of a mosaic was chosen, and consisted of images and symbols that clearly drew on the hopes and dreams of a school community who were refusing to be defined by the disaster. The paper 'writes' the mosaic by placing fragments of speech spoken by the children involved in relation to ideas about memory, affect, and the 'sublime', through the work of Jean-Francois Lyotard. The paper explores the mosaic as constituted by the literal and metaphorical 'broken pieces' of the city of Christchurch in ways that confer pedagogic value inscribed through the creation of a public art space by children. Disaster recovery is significantly affected by funding availability. The timeliness and quality of recovery activities are not only impacted by the extent of the funding but also the mechanisms with which funding is prioritised, allocated and delivered. This research addresses the impact of funding mechanisms on the effectiveness and efficiency of post-disaster demolition and debris management programmes. A qualitative assessment of the impacts on recovery of different funding sources and mechanisms was carried out, using the 2010 Canterbury Earthquake as well as other recent international events as case studies. The impacts assessed include: timeliness, completeness, environmental, economic and social impacts. Of the case studies investigated, the Canterbury Earthquake was the only disaster response to rely solely on a privatised approach to insurance for debris management. Due to the low level of resident displacement and low level of hazard in the waste, this was a satisfactory approach, though not ideal. This approach has led to greater organisational complexity and delays. For many other events, the potential community wide impacts caused by the prolonged presence of disaster debris means that publicly funded and centrally facilitated programmes appear to be the most common and effective method of managing disaster waste.
There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.
Disasters that significantly affect people typically result in the production of documents detailing disaster lessons. This was the case in the 2010 and 2011 Canterbury earthquakes, as government and emergency response agencies, community organisations, and the media, engaged in the practice of producing and reporting disaster lessons. This thesis examines the disaster lessons that were developed by emergent groups following the Canterbury earthquakes (4 September 2010 and 22 February 2011). It adopts a Foucauldian analysis approach to investigate both the construction of disaster lessons and to document how this practice has come to dominate postdisaster activity following the Canterbury earthquakes. The study involved an analysis of academic literature, public documents and websites and interviews with key members of a range of Canterbury based emergent community groups. This material was used to generate a genealogy of disaster lessons, which was given in order to generate an account of how disaster lessons emerged and have come to dominate as a practice of disaster management. The thesis then examines the genealogy through the concept of governmentality so as to demonstrate how this discourse of disaster lessons has come to be used as a governing rationale that shapes and guides the emergent groups conduct in postdisaster New Zealand.
The Bachelor of Youth and Community Leadership (BYCL) was launched by the University of Canterbury (UC) in 2020. The genesis of this new degree was a Stage One service-learning course that, in turn, arose from the innovative and active response of many of the university’s students in the aftermath of the Christchurch earthquakes in 2010 and 2011. That innovative action saw the formation of the Student Volunteer Army as well as the adoption of a new set of Graduate Attributes for every undergraduate at the university. The idea of a specialist undergraduate degree that captured this unique chain of events began to take form from 2016. The resulting degree was developed as a flexible, transdisciplinary programme for young (and not so young) leaders wanting an academic grounding for their passions in community leadership and social action. In 2020, the inaugural intake of students commenced their studies. In this reflection, we discuss our experience of teaching within the BYCL for the first time, using a collaborative approach to teaching that we based on what we understand, individually and collectively, to draw on principles of democratic pedagogy.
This report forms part of a research project examining rural community resilience to natural hazard events, with a particular focus on transient population groups. A preliminary desktop and scoping exercise was undertaken to examine nine communities affected by the Kaikoura earthquake and to identify the variety of transient population groups that are commonly (and increasingly) found in rural New Zealand (see Wilson & Simmons, 2017). From this, four case study communities – Blenheim, Kaikoura, Waiau and St Arnaud – were selected to represent a range of settlement types. These communities varied in respect of social, economic and geographic features, including the presence of particular transient population groups, and earthquake impact. While the 2016 Kaikoura earthquake provided a natural hazard event on which to focus the research, the research interest was in long-term (and broad) community resilience, rather than short-term (and specific) response and recovery actions which occurred post-earthquake.

Christchurch was struck by a 6.3 magnitude earthquake on the 22 February 2011. The quake devastated the city, taking lives and causing widespread damage to the inner city and suburban homes. The central city lost over half its buildings and over 7000 homes were condemned throughout Christchurch. The loss of such a great number of homes has created the requirement for new housing to replace those that were lost. Many of which were located in the eastern, less affluent, suburbs. The response to the housing shortage is the planned creation of large scale subdivisions on the outskirts of the city. Whilst this provides the required housing it creates additional sprawl to a city that does not need it. The extension of Christchurch’s existing suburban sprawl puts pressure on roading and pushes residents further out of the city, creating a disconnection between them. Christchurch’s central city had a very small residential population prior to the earthquakes with very few options for dense inner city living. The proposed rebuild of the inner city calls for a new ‘dense, vibrant and diverse central hub’. Proposing the introduction of new residential units within the central city. However the placement of the low-rise housing in a key attribute of the rebuild, the eastern green ‘Frame’, diminishes its value as open green space. The proposed housing will also be restrictive in its target market and therefore the idea of a ‘vibrant’ inner city is difficult to achieve. This thesis acts as response to the planned rebuild of inner Christchurch. Proposing the creation of a model for inner city housing which provides an alternative option to the proposed housing and existing and ongoing suburban sprawl. The design options were explored through a design-led process were the options were critiqued and developed. The ‘final’ proposal is comprises of three tall towers, aptly named the Triple Towers, which condense the proposed low-rise housing from an 11000 square metre footprint to combined footprint of 1500 square metres. The result is an expansion of the publicly available green space along the proposed eastern frame of the city. The height of the project challenges the height restrictions and is provocative in its proposal and placement. The design explores the relationships between the occupants, the building, the ‘Frame’ and the central city. The project is discussed through an exploration of the architecture of Rem Koolhaas, Renzo Piano and Oscar Niemeyer. Rather than their architecture being taken as a direct influence on which the design is based the discussion revolves around how and why each piece of comparative architecture is relevant to the designs desired outcome.
