
The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.
A new office building in central Christchurch has multiple flaws in its earthquake design that the city council was warned about almost two years ago. Construction of the seven-storey building above the busy shopping precinct at 230 High Street, continued even after those warnings in December 2017. Three leading engineering firms have found critical faults - the latest are detailed in a Government-ordered report that's been leaked to RNZ. Phil Pennington joins Corin Dann with the details.

Creative temporary or transitional use of vacant urban open spaces is seldom foreseen in traditional urban planning and has historically been linked to economic or political disturbances. Christchurch, like most cities, has had a relatively small stock of vacant spaces throughout much of its history. This changed dramatically after an earthquake and several damaging aftershocks hit the city in 2010 and 2011; temporary uses emerged on post-earthquake sites that ran parallel to the “official” rebuild discourse and programmes of action. The paper examines a post-earthquake transitional community-initiated open space (CIOS) in central Christchurch. CIOS have been established by local community groups as bottom-up initiatives relying on financial sponsorship, agreements with local landowners who leave their land for temporary projects until they are ready to redevelop, and volunteers who build and maintain the spaces. The paper discusses bottom-up governance approaches in depth in a single temporary post-earthquake community garden project using the concepts of community resilience and social capital. The study analyses and highlights the evolution and actions of the facilitating community organisation (Greening the Rubble) and the impact of this on the project. It discusses key actors’ motivations and values, perceived benefits and challenges, and their current involvement with the garden. The paper concludes with observations and recommendations about the initiation of such projects and the challenges for those wishing to study ephemeral social recovery phenomena.
The 48hr Design Challenge, run by the Christchurch City Council and held at Lincoln University, provided an opportunity for Council to gain inspiration from the design and architecture industry, while testing the draft Central City Plan currently being developed. The Challenge was a response to the recent earthquakes in Christchurch and brought together local and international talent. A total of 15 teams took part in the Challenge, with seven people in each including engineers, planners, urban designers, architects and landscape architects, as well as one student on each team. The four sites within the Red Zone included the Cathedral Square and BNZ Building; 160 Gloucester Street; the Orion NZ Building at 203 Gloucester Street; and 90 Armagh Street, including the Avon River and Victoria Square. The fifth site, which sits outside the Red Zone, is the former Christchurch Women’s Hospital at 885 Colombo Street. This is team SoLA's entry for 160 Gloucester Street.
The aftermath of three earthquakes has forced Christchurch to re-plan and rebuild. New perspectives of a sustainable city have arisen granting Christchurch the chance of becoming an example to the world. This work is centred on bioclimatic landscape design as a base for greening strategies. It deals with strategic landscape design adapted to a specific climate, from a user’s perspective. The investigation will be applied to Christchurch’s urban centres, assessing cultural adaptability to the local climate and implications for landscape design. Climatic data shows that humidity is not a local problem. However, the wind is the determinant. In Christchurch the solar radiation and the prevailing winds are the most important microclimatic variables, the latter intensifying the loss of surface heat, decreasing the radiant temperature and affecting thermal sensation. The research objective is to explore design parameters at the street-scale and identify ways to maximise thermal comfort in outdoor spaces through design-based strategies. The investigation will apply methods of participant observation, depth interviews, climatic data collection and design experimentation based on thermal comfort models and computer simulation tools. Case study sites chosen for investigation are places with current levels of activity that may be anticipated in the rebuild of the central city. The research will have two main outcomes: improved understanding of local urban culture adaptation to microclimate, and a demonstration of how design can enhance adaption. These outcomes will inform designers and city managers about good design practices and strategies that can be used to ensure a long term liveable city.
A video of an interview with Julia Morison, a Christchurch-based artist, about her sculptures in a vacant site on the Christchurch central city. The artwork, titled 'Tree Houses for Swamp Dwellers', took over a year to make and will act as a centrepiece for the Scape Public Art festival, which begins on 27 September 2013. The sculpture was designed to provide a playground for children and a shady spot for workers on their lunch breaks. Morison also talks about how the sculpture was designed to be relocated and reconfigured so that it can be moved to a new location when construction begins on the vacant site.
“One of the most basic and fundamental questions in urban master planning and building regulations is ‘how to secure common access to sun, light and fresh air?” (Stromann-Andersen & Sattrup, 2011). Daylighting and natural ventilation can have significant benefits in office buildings. Both of these ‘passive’ strategies have been found to reduce artificial lighting and air-conditioning energy consumption by as much as 80% (Ministry for the Environment, 2008); (Brager, et al., 2007). Access to daylight and fresh air can also be credited with improved occupant comfort and health, which can lead to a reduction of employee absenteeism and an increase of productivity (Sustainability Victoria, 2008). In the rebuild of Christchurch central city, following the earthquakes of 2010 and 2011, Cantabrians have expressed a desire for a low-rise, sustainable city, with open spaces and high performance buildings (Christchurch City Council, 2011). With over 80% of the central city being demolished, a unique opportunity to readdress urban form and create a city that provides all buildings with access to daylight and fresh air exists. But a major barrier to wide-spread adoption of passive buildings in New Zealand is their dependence on void space to deliver daylight and fresh air – void space which could otherwise be valuable built floor space. Currently, urban planning regulations in Christchurch prioritize density, allowing and even encouraging low performance compact buildings. Considering this issue of density, this thesis aimed to determine which urban form and building design changes would have the greatest effect on building performance in Central City Christchurch. The research proposed and parametrically tested modifications of the current compact urban form model, as well as passive building design elements. Proposed changes were assessed in three areas: energy consumption, indoor comfort and density. Three computer programs were used: EnergyPlus was the primary tool, simulating energy consumption and thermal comfort. Radiance/Daysim was used to provide robust daylighting calculations and analysis. UrbaWind enabled detailed consideration of the urban wind environment for reliable natural ventilation predictions. Results found that, through a porous urban form and utilization of daylight and fresh air via simple windows, energy consumption could be reduced as much as 50% in buildings. With automatic modulation of windows and lighting, thermal and visual comfort could be maintained naturally for the majority of the occupied year. Separation of buildings by as little as 2m enabled significant energy improvements while having only minimal impact on individual property and city densities. Findings indicated that with minor alterations to current urban planning laws, all buildings could have common access to daylight and fresh air, enabling them to operate naturally, increasing energy efficiency and resilience.
In the period between September 2010 and December 2011, Christchurch (New Zealand) and its surroundings were hit by a series of strong earthquakes including six significant events, all generated by local faults in proximity to the city: 4 September 2010 (Mw=7.1), 22 February 2011 (Mw=6.2), 13 June 2011 (Mw=5.3 and Mw=6.0) and 23 December 2011 (M=5.8 and (M=5.9) earthquakes. As shown in Figure 1, the causative faults of the earthquakes were very close to or within the city boundaries thus generating very strong ground motions and causing tremendous damage throughout the city. Christchurch is shown as a lighter colour area, and its Central Business District (CBD) is marked with a white square area in the figure. Note that the sequence of earthquakes started to the west of the city and then propagated to the south, south-east and east of the city through a set of separate but apparently interacting faults. Because of their strength and proximity to the city, the earthquakes caused tremendous physical damage and impacts on the people, natural and built environments of Christchurch. The 22 February 2011 earthquake was particularly devastating. The ground motions generated by this earthquake were intense and in many parts of Christchurch substantially above the ground motions used to design the buildings in Christchurch. The earthquake caused 182 fatalities, collapse of two multi-storey reinforced concrete buildings, collapse or partial collapse of many unreinforced masonry structures including the historic Christchurch Cathedral. The Central Business District (CBD) of Christchurch, which is the central heart of the city just east of Hagley Park, was practically lost with majority of its 3,000 buildings being damaged beyond repair. Widespread liquefaction in the suburbs of Christchurch, as well as rock falls and slope/cliff instabilities in the Port Hills affected tens of thousands of residential buildings and properties, and shattered the lifelines and infrastructure over approximately one third of the city area. The total economic loss caused by the 2010-2011 Christchurch earthquakes is currently estimated to be in the range between 25 and 30 billion NZ dollars (or 15% to 18% of New Zealand’s GDP). After each major earthquake, comprehensive field investigations and inspections were conducted to document the liquefaction-induced land damage, lateral spreading displacements and their impacts on buildings and infrastructure. In addition, the ground motions produced by the earthquakes were recorded by approximately 15 strong motion stations within (close to) the city boundaries providing and impressive wealth of data, records and observations of the performance of ground and various types of structures during this unusual sequence of strong local earthquakes affecting a city. This paper discusses the liquefaction in residential areas and focuses on its impacts on dwellings (residential houses) and potable water system in the Christchurch suburbs. The ground conditions of Christchurch including the depositional history of soils, their composition, age and groundwater regime are first discussed. Detailed liquefaction maps illustrating the extent and severity of liquefaction across Christchurch triggered by the sequence of earthquakes including multiple episodes of severe re-liquefaction are next presented. Characteristic liquefaction-induced damage to residential houses is then described focussing on the performance of typical house foundations in areas affected by liquefaction. Liquefaction impacts on the potable water system of Christchurch is also briefly summarized including correlation between the damage to the system, liquefaction severity, and the performance of different pipe materials. Finally, the characteristics of Christchurch liquefaction and its impacts on built environment are discussed in relation to the liquefaction-induced damage in Japan during the 11 March 2011 Great East Japan Earthquake.

Christchurch Ōtautahi, New Zealand, is a city of myriad waterways and springs. Māori, the indigenous people of New Zealand, have water quality at the core of their cultural values. The city’s rivers include the Avon/Ōtākaro, central to the city centre’s aesthetic appeal since early settlement, and the Heathcote/Ōpāwaho. Both have been degraded with increasing urbanisation. The destructive earthquake sequence that occurred during 2010/11 presented an opportunity to rebuild significant areas of the city. Public consultation identified enthusiasm to rebuild a sustainable city. A sustainable water sensitive city is one where development is constructed with the water environment in mind. Water sensitive urban design applies at all scales and is a holistic concept. In Christchurch larger-scale multi-value stormwater management solutions were incorporated into rapidly developed greenfield sites on the city’s outskirts and in satellite towns, as they had been pre-earthquake. Individual properties on greenfield sites and within the city, however, continued to be constructed without water sensitive features such as rainwater tanks or living roofs. This research uses semi-structured interviews, policy analysis, and findings from local and international studies to investigate the benefits of building-scale WSUD and the barriers that have resulted in their absence. Although several inter-related barriers became apparent, cost, commonly cited as a barrier to sustainable development in general, was strongly represented. However, it is argued that the issue is one of mindset rather than cost. Solutions are proposed, based on international and national experience, that will demonstrate the benefits of adopting water sensitive urban design principles including at the building scale, and thereby build public and political support. The research is timely - there is still much development to occur, and increasing pressures from urban densification, population growth and climate change to mitigate.

Advocates for Compact City, Smart Growth and New Urbanism claim intensification of land use as a means to achieve sustainability imperatives, manage urbanisation and curb peripheral sprawl. It appears policy makers and planners have taken this perspective into consideration over the last two decades as intensification appears more prevalent in policy and planning. Literature points to residential infill as a method of providing for housing development within city limits. While residential infill is recognised in literature, little is known about what it consists of and the different stakeholders involved. This study will document different types of infill, identify various stakeholders associated with the different types and how their roles align and conflict.

Construction delays and cost over-runs are prolonging the earthquake risks facing patients and staff at Christchurch hospital. Six major hospital buildings at the central city site have been listed as earthquake prone since May, but there is no safer space to shift patients into. Christchurch Hospital boss David Meates pron; Mates says the hospital is still basically a construction site. One earthquake prone building has roof tanks containing 75 tonnes of water. Mr Meates told RNZ reporter Phil Pennington removing the water from the tanks in the meantime is not an option.
A video of an interview with artefact analyst Gwen Jackson, about the artefacts found at the site of the Theatre Royal. Hundreds of artefacts were found under the Isaac Theatre Royal, including bottles and ceramic shards. This was part of a greater project by archaeologists to examine pre-1900 sites in the Christchurch central city before work is conducted on them. Archaeological assessment of pre-1900 buildings is required by the 1993 Historic Places Act before work can be done on the site.

This is an ethnographic case study, tracking the course of arguments about the future of a city’s central iconic building, damaged following a major earthquake sequence. The thesis plots this as a social drama and examines the central discourses of the controversy. The focus of the drama is the Anglican neo-Gothic Christ Church Cathedral, which stands in the central square of Christchurch, New Zealand. A series of major earthquakes in 2010/2011 devastated much of the inner city, destroying many heritage-listed buildings. The Cathedral was severely damaged and was declared by Government officials in 2011 to be a dangerous building, which needed to be demolished. The owners are the Church Property Trustees, chaired by Bishop Victoria Matthews, a Canadian appointed in 2008. In March 2012 Matthews announced that the Cathedral, because of safety and economic factors, would be deconstructed. Important artefacts were to be salvaged and a new Cathedral built, incorporating the old and new. This decision provoked a major controversy, led by those who claimed that the building could and should be restored. Discourses of history and heritage, memory, place and identity, ownership, economics and power are all identified, along with the various actors, because of their significance. However, the thesis is primarily concerned with the differing meanings given to the Cathedral. The major argument centres on the symbolic interaction between material objects and human subjects and the various ways these are interpreted. At the end of the research period, December 2015, the Christ Church Cathedral stands as a deteriorating wreck, inhabited by pigeons and rats and shielded by protective, colourfully decorated wooden fences. The decision about its future remains unresolved at the time of writing.
The combination of music and disaster has been the subject of much study, especially starstudded telethons and songs that commemorate tragedy. However, there are many other ways that music can be used after disaster that provide benefits far greater than money or memorials but are not necessarily as prominent in the worldwide media landscape. Beginning in September 2010, the city of Christchurch, New Zealand, has been struck by several major earthquakes and over 11,000 aftershocks, the most destructive of which caused 185 deaths. As with many other disasters, music has been used as a method of fundraising and commemoration, but personal experience suggests many other ways that music can be used as a coping mechanism and aid to personal and community recovery. Therefore, in order to uncover the connections, context, and strategies behind its use, this thesis addresses the question: Since the earthquakes began, how has popular music been beneficial for the city and people of Christchurch? As well as documenting a wide variety of musical ‘earthquake relief’ events and charitable releases, this research also explores some of the more intangible aspects of the music-aid relationship. Two central themes are presented – fundraising and psychosocial uses – utilising individual voices and case studies to illustrate the benefits of music use after disaster at a community or city-wide level. Together the disparate threads and story fragments weave a detailed picture of the ways in which music as shared experience, as text, as commodity, and as a tool for memory and movement has been incorporated into the fabric of the city during the recovery phase.
‘Housing affordability’ has been a term used to refer to a problem that arises when the costs of housing are seen as being unreasonably high in relation to incomes. In the United Kingdom and Australia the local town planning systems have been used to address housing affordability issues. This response in countries that share New Zealand’s town and country planning history raised the question for this research of the local government response to housing affordability issues in the city of Christchurch, New Zealand. This research was undertaken during the fifth year after the 2010/2011 Canterbury earthquake series. Research conducted by the Centre for Housing Research Aotearoa New Zealand and the New Zealand Productivity Commission present quite different pictures of the housing affordability problem, suggest different solutions and indicate different roles for levels of government, the community housing sector and the housing market. The research undertaken for this dissertation aimed to address the question of the role of the state, through the lense of a local response to housing affordability issues, in the context of a central government response focused on land supply and reforming the Resource Management Act 1991.

In 2010 Neil Challenger, Head of the School of Landscape Architecture at Lincoln University, stated that the malls surrounding Christchurch drove the life out of the inner city of Christchurch. His economic and sociological concerns were expressed even before the earthquake occurred, and this forms the current hesitation on the rebuilding of Christchurch’s inner city. The position of this research proposal is to establish whether an urban architectural intervention can address these economic and sociological concerns and the potentially devastating effects the suburban mall has had on urban life within Christchurch. The thesis specifically asks whether establishing a mall typology as a landmark building within the inner city can strategically engage the damaged historic buildings of post-earthquake Christchurch in ways that actively preserve these historic remnants. The main intention of this research is to engage the damaged historic buildings of post-earthquake Christchurch in ways that actively preserve these remnants and are also economically viable. By preserving the remnants as active, working elements of the urban fabric, they act as historic reminders or memorials of the event and associated loss, while also actively participating in the regrowth of the city. The thesis argues that contemporary architecture can play a strategic role in these imperatives. Overall this research argues that there exists a distinct requirement for large-scale retail in the inner city urban environment that recognises and responds to the damaged cultural and historic architecture of inner city Christchurch. The objective of the thesis is to propose means to rejuvenate not only the economic vitality of central Christchurch,but also its historic character.
As Auckland and Northland brace for more atrocious weather, city leaders are calling for funding to repair the city's broken infrastructure to be along the lines of the help given to Christchurch after the quakes. Auckland deputy mayor Desley Simpson says that the damage so far is equivalent to the biggest non earthquake event the country has ever had and should be treated accordingly. The Opportunities Party says the "alliance" model established after the earthquakes, was effective and would work for Auckland's rebuild, because it provides a structure that the Central Government can fund directly. ToP leader Raf Manji was a Christchurch councillor after the quakes and closely involved in the rebuild. He tells Kathryn Ryan it is vital to ensure water and transport infrastructure is repaired quickly and efficiently, especially with a view to future extreme weather events - and there is much to learn from the post-quake rebuild.

Context of the project: On 4 September 2010, 22 February 2011, 13 June 2011 and 23 December 2011 Christchurch suffered major earthquakes and aftershocks (well over 10,000) that have left the central city in ruins and many of the eastern suburbs barely habitable even now. The earthquakes on 22 February caused catastrophic loss of life with 185 people killed. The toll this has taken on the residents of Christchurch has been considerable, not least of all for the significant psychological impact and disruption it has had on the children. As the process of rebuilding the city commenced, it became clear that the arts would play a key role in maintaining our quality of life during difficult times. For me, this started with the children and the most expressive of all the art forms – music.
The city of Christchurch, New Zealand, was until very recently a “Junior England”—a small city that still bore the strong imprint of nineteenth-century British colonization, alongside a growing interest in the underlying biophysical setting and the indigenous pre-European landscape. All of this has changed as the city has been subjected to a devastating series of earthquakes, beginning in September 2010, and still continuing, with over 12,000 aftershocks recorded. One of these aftershocks, on February 22, 2011, was very close to the city center and very shallow with disastrous consequences, including a death toll of 185. Many buildings collapsed, and many more need to be demolished for safety purposes, meaning that over 80 percent of the central city will have gone. Tied up with this is the city’s precious heritage—its buildings and parks, rivers, and trees. The threats to heritage throw debates over economics and emotion into sharp relief. A number of nostalgic positions emerge from the dust and rubble, and in one form is a reverse-amnesia—an insistence of the past in the present. Individuals can respond to nostalgia in very different ways, at one extreme become mired in it and unable to move on, and at the other, dismissive of nostalgia as a luxury in the face of more pressing crises. The range of positions on nostalgia represent the complexity of heritage debates, attachment, and identity—and the ways in which disasters amplify the ongoing discourse on approaches to conservation and the value of historic landscapes.
The 2010-2011 Canterbury Earthquakes brought devastation to the city of Christchurch and has irrevocably affected the lives of the city’s residents. Years after the conclusion of these earthquakes, Christchurch and its residents are well on the path to recovery. Crime has proven an ongoing topic of discussion throughout this period, with news reports of increased burglary and arson in areas left largely abandoned by earthquake damage, and a rise in violent crime in suburban areas of Christchurch. Following the body of research that has considered the reaction of crime to natural disasters, this research has sought to comprehensively examine and understand the effects that the Canterbury Earthquakes had on crime. Examining Christchurch-wide offending, crime rates fell over the study period (July 2008 to June 2013), with the exception of domestic violence. Aside from a momentary increase in burglary in the days immediately following the Christchurch Earthquake, crime rates (as of 2013) have remained largely below pre-earthquake levels. Using Dual Kernel Density Estimation Analysis, a distinct spatial change in pre-earthquake crime hotspots was observed. These changes included an enormous decrease in central city offences, a rise in burglary in the eastern suburbs, and an increase in assault in areas outside of the central city. Logistic regression analysis, using a time-compensated dependent variable, identified a number of statistically-significant relationships between per CAU crime rate change and factors measuring socio-demographic characteristics, community cohesion, and the severity of disaster effects. The significance of these findings was discussed using elements of Social Disorganisation Theory, Routine Activity Theory, and Strain Theory. Consistent with past findings, social order was largely maintained following the Canterbury Earthquakes, with suggestion that increased collective efficacy and therapeutic communities had a negative influence on crime in the post-earthquake period. Areas of increased burglary and assault were associated with large population decreases, suggesting a link with the dissolution of communities and the removal of their inherent informal guardianship. Though observed, the increase in domestic violence was not associated with most neighbourhood-level variables. Trends in crime after the Canterbury Earthquakes were largely consistent with past research, and the media’s portrayal.
Organisations locate strategically within Business Districts (CBDs) in order to cultivate their image, increase their profile, and improve access to customers, suppliers, and services. While CBDs offer an economic benefit to organisations, they also present a unique set of hazard vulnerabilities and planning challenges for businesses. As of May 2012, the Christchurch CBD has been partially cordoned off for over 14 months. Economic activity within the cordoned CBD, which previously contained 6,000 businesses and over 51,000 workers, has been significantly diminished and organisations have been forced to find new ways of operating. The vulnerabilities and resilience of CBDs not only influences outcomes for CBD organisations, but also the broader interconnected (urban/regional/national) system. A CBD is a hub of economic, social, and built infrastructure within a network of links and nodes. When the hub is disrupted all of the people, objects, and transactions that usually flow into and out of the hub must be redirected elsewhere. In an urban situation this means traffic jams in peripheries of the city, increased prices of commercial property, and capital flight; all of which are currently being faced in Canterbury. This report presents the lessons learned from organisations in CBDs affected by the Canterbury earthquakes. Here we focus on the Christchurch CBD; however, several urban town centres were extensively disrupted by the earthquakes. The statistics and discussion presented in this report are based on the results of an ongoing study conducted by Resilient Organisations (www.resorgs.org.nz). The data was captured using two questionnaire surveys of Canterbury organisations (issued November 2010 and May 2011), interviews with key informants, and in-depth case studies of organisations. Several industry sectors were sampled, and geographic samples of organisations in the Christchurch CBD, Lyttelton, and the Kaiapoi town centre were also collected. Results in this report describing “non-CBD organisations” refer to all organisations outside of the Christchurch CBD, Lyttelton, and Kaiapoi town centres.
