Using case studies from the 2010-2011 Canterbury, New Zealand earthquake sequence, this study assesses the accuracies of paleoliquefaction back-analysis methods and explores the challenges, techniques, and uncertainties associated with their application. While liquefaction-based back-analyses have been widely used to estimate the magnitudes of paleoearthquakes, their uncertain efficacies continue to significantly affect the computed seismic hazard in regions where they are relied upon. Accordingly, their performance is evaluated herein using liquefaction data from modern earthquakes with known magnitudes. It is shown that when the earthquake source location and mechanism are known, back-analysis methods are capable of accurately deriving seismic parameters from liquefaction evidence. However, because the source location and mechanism are often unknown in paleoseismic studies, and because accurate interpretation is shown to be more difficult in such cases, new analysis techniques are proposed herein. An objective parameter is proposed to geospatially assess the likelihood of any provisional source location, enabling an analyst to more accurately estimate the magnitude of a liquefaction-inducing paleoearthquake. This study demonstrates the application of back-analysis methods, provides insight into their potential accuracies, and provides a framework for performing paleoliquefaction analyses worldwide.

This paper presents the preliminary findings of a study on the resilience and recovery of organisations following the Darfield earthquake in New Zealand on 4 September 2010. Sampling included organisations proximal and distal to the fault trace, organisations located within central business districts, and organisations from seven diverse industry sectors. The research captured information on the challenges to, the impacts on, and the reflections of the organisations in the first months of recovery. Organisations in central business districts and in the hospitality sector were most likely to close while organisations that had perishable stock and livestock were more heavily reliant on critical services. Staff well-being, cash flow, and customer loss were major concerns for organisations across all sectors. For all organisations, the most helpful factors in mitigating the effects of the earthquake to be their relationship with staff, the design and type of buildings, and critical service continuity or swift reinstatement of services.

The Canterbury earthquakes are unique in that the there have been a series of major earthquakes, each with their own subsequent aftershock pattern. These have extended from the first large earthquake in September 2010 to currently, at the time of writing, two years later. The last significant earthquake of over magnitude 5.0 on the Richter scale was in May on 2012, and the total number of aftershocks has exceeded 12,000. The consequences, in addition to the loss of life, significant injury and widespread damage, have been far reaching and long term, with detrimental effects and still uncertain effects for many. This provides unique challenges for individuals, communities, organisations and institutions within Canterbury. This document reviews research-based understandings of the concept of resilience. A conceptual model is developed which identifies a number of the factors that influence individual and household resilience. Guided by the model, a series of recommendations are developed for practices that will support individual and household resilience in Canterbury in the aftermath of the 2010-2011 earthquakes.

This presentation summarizes the development of high-resolution surficial soil velocity models in the Canterbury, New Zealand basin. Shallow (<30m) shear wave velocities were primarily computed based on a combination of a large database of over 15,000 cone penetration test (CPT) logs in and around Christchurch, and a recently-developed Christchurch-specific empirical correlation between soil shear wave velocity and CPT. Large active-source testing at 22 locations and ambient-wavefield surface wave and H/V testing at over 80 locations were utilized in combination with 1700 water well logs to constrain the inter-bedded stratigraphy and velocity of Quaternary sediments up to depths of several hundred meters. Finally, seismic reflection profiles and the ambient-wavefield surface wave data provide constraint on velocities from several hundred meters to several kilometres. At all depths, the high resolution data illustrates the complexity of the soil conditions in the region, and the developed 3D models are presently being used in broadband ground motion simulations to further interpret the observed strong ground motions in the 2010-2011 Canterbury earthquake sequence.

This article argues that active coordination of research engagement after disasters has the potential to maximize research opportunities, improve research quality, increase end-user engagement, and manage escalating research activity to mitigate ethical risks posed to impacted populations. The focus is on the coordination of research activity after the 22nd February 2011 Mw6.2 Christchurch earthquake by the then newly-formed national research consortium, the Natural Hazards Research Platform, which included a social science research moratorium during the declared state of national emergency. Decisions defining this organisation’s functional and structural parameters are analyzed to identify lessons concerning the need for systematic approaches to the management of post disaster research, in collaboration with the response effort. Other lessons include the importance of involving an existing, broadly-based research consortium, ensuring that this consortium's coordination role is fully integrated into emergency management structures, and ensuring that all aspects of decision-making processes are transparent and easily accessed.

Elevated levels of trace elements in the environment are of great concern because of their persistence, and their high potential to harm living organisms. The exposure of aquatic biota to trace elements can lead to bioaccumulation, and toxicity can result. Furthermore, the transfer of these elements through food chains can result in exposure to human consumers. Sea-fill or coastal fill sites are among the major anthropogenic sources of trace elements to the surrounding marine environment. For example, in the Maldives, Thilafushi Island is a sea-fill site consisting of assorted municipal solid waste, with multiple potential sources of trace elements. However, there is limited data on environmental trace element levels in the Maldives, and although seafood is harvested from close to this site, there is no existing data regarding trace element levels in Maldivian diets. The earthquake sequence has resulted in significant physical and reputational damage to the Canterbury tourism industry. Eighteen months after the earthquakes inbound tourism data is still below pre-earthquake levels, with Canterbury operators reporting that the industry has not bounced back to where it was before September 2010. Outcomes of the earthquakes on business performance highlight there were winners and losers in the aftermath. Recovery of inbound tourism markets is closely tied to the timeframe to rebuild the CBD of Christchurch. Reinstating critical tourism infrastructure will drive future tourism investment, and allow tourism businesses to regenerate and thrive into the future. A blueprint for rebuilding the CBD of Christchurch was released by the Christchurch City Council in July 2012, and has been well received by tourism stakeholders in the region. The challenge now is for city officials to fund the development projects outlined in the blueprint, and to rebuild the CBD as quickly as possible in order to help regenerate the tourism industry in Christchurch, Canterbury and the rest of the South Island

Deep shear wave velocity (Vs) profiles (>400 m) were developed at 14 sites throughout Christchurch, New Zealand using surface wave methods. This paper focuses on the inversion of surface wave data collected at one of these sites, Hagley Park. This site is located on the deep soils of the Canterbury Plains, which consist of alluvial gravels inter-bedded with estuarine and marine sands, silts, clays and peats. Consequently, significant velocity contrasts exist at the interface between geologic formations. In order to develop realistic velocity models in this complex geologic environment, a-priori geotechnical and geologic data were used to identify the boundaries between geologic formations. This information aided in developing the layering for the inversion parameters. Moreover, empirical reference Vs profiles based on material type and confining pressure were used to develop realistic Vs ranges for each layer. Both the a-priori layering information and the reference Vs curves proved to be instrumental in generating realistic velocity models that account for the complex inter-bedded geology in the Canterbury Plains.

The Canterbury earthquakes and the rebuild are generation-defining events for twenty-first century Aotearoa/ New Zealand. This article uses an actor network approach to explore 32 women’s narratives of being shaken into dangerous disaster situations and reconstituting themselves to cope in socially innovative ways. The women’s stories articulate on-going collective narratives of experiencing disaster and coping with loss in ‘resilient’ ways. In these women’s experiences, coping in disasters is not achieved by talking through the emotional trauma. Instead, coping comes from seeking solace through engagement with one’s own and others’ personal risk and resourcefulness in ways that feed into the emergence of socially innovative voluntary organisations. These stories offer conceptual insight into the multivalent interconnections between resilience and vulnerabilities and the contested nature of post-disaster recovery in Aotearoa/New Zealand. These women gave voice to living through disasters resiliently in ways that forged new networks of support across collective and personal narratives and broader social goals and aspirations for Aotearoa/New Zealand’s future.

Research following the 2010-2011 Canterbury earthquakes investigated the minimum vertical reinforcement required in RC walls to generate well distributed cracking in the plastic hinge region. However, the influence of the loading sequence and rate has not been fully addressed. The new minimum vertical reinforcement limits in NZS 3101:2006 (Amendment 3) include consideration of the material strengths under dynamic load rates, but these provisions have not been validated at a member or system level. A series of tests were conducted on RC prisms to investigate the effect of loading rate and sequence on the local behaviour of RC members. Fifteen axially loaded RC prisms with the designs representing the end region of RC walls were tested under various loading rates to cover the range of pseudo-static and earthquake loading scenarios. These tests will provide substantial data for understanding the local behaviour of RC members, including hysteretic load-deformation behaviour, crack patterns, failure mode, steel strain, strain rate and ductility. Recommendations will be made regarding the effect of loading rate and reinforcement content on the cracking behaviour and ductility of RC members.

Very little research exists on total house seismic performance. This testing programme provides stiffness and response data for five houses of varying ages including contributions of non-structural elements. These light timber framed houses in Christchurch, New Zealand had minor earthquake damage from the 2011 earthquakes and were lateral load tested on site to determine their strength and stiffness, and preliminary damage thresholds. Dynamic characteristics were also investigated. Various loading schemes were utilised including quasi-static loading above the foundation, unidirectional loading through the floor diaphragm, cyclic quasi-static loading and snapback tests. Dynamic analysis on two houses provided the seismic safety levels of post-quake houses with respect to local hazard levels. Compared with New Zealand Building Standards all the tested houses had an excess of strength, damage is a significant consideration in earthquake resilience and was observed in all of the houses. A full size house laboratory test is proposed.

A three dimensional approximately half scale experimental subassemblage is currently being tested at the University of Canterbury to investigate the effect of precast-prestressed floor units, which do not span past the internal columns, on the seismic performance of reinforced concrete moment resisting frames. This paper reports the preliminary results from the test, with the focus on elongation within the plastic hinges and strength enhancement in the frames. The preliminary results have shown that elongation between the external and internal plastic hinges varies by more than two fold. With the addition of the prestressed floor units, the strength of the moment resisting frame used in the test was found to be 25% higher than the current code specified value. In other situations, particularly where there are more than 2 bays in a moment resisting frame, greater strength enhancement may be expected. Any underestimation of beam strength is undesirable as it may result in the development of nonductile failure modes in a major earthquake.

This article explores the scope of small-scale radio to create an auditory geography of place. It focuses on the short-term art radio project The Stadium Broadcast, which was staged in November 2014 in an earthquake-damaged sports stadium in Christchurch, New Zealand. Thousands of buildings and homes in Christchurch have been demolished since the February 22, 2011, earthquake, and by the time of the broadcast the stadium at Lancaster Park had been unused for three years and nine months, and its future was uncertain. The Stadium Broadcast constructed a radio memorial to the Park’s 130-year history through archival recordings, the memories of local people, observation of its current state, and a performed site-specificity. The Stadium Broadcast reflected on the spatiality of radio sounds and transmissions, memory, postdisaster transitionality, and the impermanence of place.

Shaking table testing of a full-scale three storey resilient and reparable complete composite steel framed building system is being conducted. The building incorporates a number of interchangeable seismic resisting systems of New Zealand and Chinese origin. The building has a steel frame and cold formed steel-concrete composite deck. Energy is dissipated by means of friction connections. These connections are arranged in a number of structural configurations. Typical building nonskeletal elements (NSEs) are also included. Testing is performed on the Jiading Campus shaking table at Tongji University, Shanghai, China. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. This paper provides a general overview of the project describing a number of issues encountered in the planning of this programme including issues related to international collaboration, the test plan, and technical issues.

There is an increasing recognition that the seismic performance of buildings will be affected by the behaviour of both structural and non-structural elements. In light of this, work has been progressing at the University of Canterbury to develop guidelines for the seismic assessment of commercial glazing systems. This paper reviews the seismic assessment guidelines prescribed in Section C10 of the MBIE building assessment guidelines. Subsequently, the C10 approach is used to assess the drift capacity of a number of glazing units recently tested at the University of Canterbury. Comparing the predicted and observed drift capacities, it would appear that the C10 guidelines may lead to nonconservative estimates of drift capacity. Furthermore, the experimental results indicate that watertightness may be lost at very low drift demands, suggesting that guidance for the assessment of serviceability performance would also be beneficial. As such, it is proposed that improved guidance be provided to assist engineers in considering the possible impact that glazing could have on the structural response of a building in a large earthquake.

In 2016, the Building (Earthquake-prone Buildings) Amendment Act 2016 was introduced to address the issue of seismic vulnerability amongst existing buildings in Aotearoa New Zealand. This Act introduced a mandatory scheme to remediate buildings deemed particularly vulnerable to seismic hazard, as recommended by the 2012 Royal Commission into the Canterbury earthquake sequence of 2010–2011. This Earthquake-prone Building (EPB) framework is unusual internationally for the mandatory obligations that it introduces. This article explores and critiques the operation of the scheme in practice through an examination of its implementation provisions and the experiences of more recent seismic events (confirmed by engineering research). This analysis leads to the conclusion that the operation of the current scheme and particularly the application of the concept of EPB vulnerability excludes large numbers of (primarily urban) buildings which pose a significant risk in the event of a significant (but expected) seismic event. As a result, the EPB scheme fails to achieve its goals and instead may create a false impression that it does so

This section considers forms of collaboration in situated and community projects embedded in important spatial transformation processes in New Zealand cities. It aims to shed light on specific combinations of material and semantic aspects characterising the relation between people and their environment. Contributions focus on participative urban transformations. The essays that follow concentrate on the dynamics of territorial production of associations between multiple actors belonging both to civil society and constituted authority. Their authors were directly engaged in the processes that are reported and conceptualised, thereby offering evidence gained through direct hands-on experience. Some of the investigations use case studies that are conspicuous examples of the recent post-traumatic urban development stemming from the Canterbury earthquakes of 2010-2011. More precisely, these cases belong to the early phases of the programmes of the Christchurch recovery or the Wellington seismic prevention. The relevance of these experiences for the scope of this study lies in the unprecedented height of public engagement at local, national and international levels, a commitment reached also due to the high impact, both emotional and concrete, that affected the entire society.

New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. As part of the 'Project Masonry' Recovery Project funded by the New Zealand Natural Hazards Research Platform, commencing in March 2011, an international team of researchers was deployed to document and interpret the observed earthquake damage to masonry buildings and to churches as a result of the 22nd February 2011 Christchurch earthquake. The study focused on investigating commonly encountered failure patterns and collapse mechanisms. A brief summary of activities undertaken is presented, detailing the observations that were made on the performance of and the deficiencies that contributed to the damage to approximately 650 inspected unreinforced clay brick masonry (URM) buildings, to 90 unreinforced stone masonry buildings, to 342 reinforced concrete masonry (RCM) buildings, to 112 churches in the Canterbury region, and to just under 1100 residential dwellings having external masonry veneer cladding. In addition, details are provided of retrofit techniques that were implemented within relevant Christchurch URM buildings prior to the 22nd February earthquake and brief suggestions are provided regarding appropriate seismic retrofit and remediation techniques for stone masonry buildings. http://www.nzsee.org.nz/publications/nzsee-quarterly-bulletin/

The author followed five primary (elementary) schools over three years as they responded to and began to recover from the 2010–2011 earthquakes in and around the city of Christchurch in the Canterbury region of New Zealand. The purpose was to capture the stories for the schools themselves, their communities, and for New Zealand’s historical records. From the wider study, data from the qualitative interviews highlighted themes such as children’s responses or the changing roles of principals and teachers. The theme discussed in this article, however, is the role that schools played in the provision of facilities and services to meet (a) physical needs (food, water, shelter, and safety); and (b) emotional, social, and psychological needs (communication, emotional support, psychological counseling, and social cohesion)—both for themselves and their wider communities. The role schools played is examined across the immediate, short-, medium-, and long-term response periods before being discussed through a social bonding theoretical lens. This exhibition, eight years in the planning, had the misfortune to open one week before the 22 February 2011 Christchurch earthquake; the exhibition was immediately taken down and never went up again – the Christchurch Art Gallery has still not reopened. Although in my book Fantastica: The World of Leo Bensemann (NRO1) I covered the whole of Bensemann’s career, in the exhibition I took responsibility for the paintings (portraits and landscapes) , while Dr. Noel Waite (University of Otago) looked after Bensemann’s graphic work, book design and printing. This was the most extensive exhibition of Bensemann’s work ever mounted and together with Fantastica will compel a major reassessment of his place in New Zealand culture. Art New Zealand wrote of it: ‘The exhibition (including more than 100 items) is significant in bringing together what has in the past appeared disparate and unrelated; here Bensemann's entire oeuvre - the output of a painter, illustrator, calligrapher, typographer, designer and publisher is given equal billing. Although this exhibition is an important re-assessment and valuable for a new generation unfamiliar with his work, a national touring show would have precipitated an even greater awareness’.

The city of Christchurch has experienced over 10,000 aftershocks since the 4th of September 2010 earthquake of which approximately 50 have been greater than magnitude 5. The damage caused to URM buildings in Christchurch over this sequence of earthquakes has been well documented. Due to the similarity in age and construction of URM buildings in Adelaide, South Australia and Christchurch (they are sister cities, of similar age and heritage), an investigation was conducted to learn lessons for Adelaide based on the Christchurch experience. To this end, the number of URM buildings in the central business districts of both cities, the extent of seismic strengthening that exists in both cities, and the relative earthquake hazards for both cities were considered. This paper will report on these findings and recommend strategies that the city of Adelaide could consider to significantly reduce the seismic risk posed by URM buildings in future earthquake.

The Canterbury earthquake series of 2010/2011 has turned the city of Christchurch into a full scale natural laboratory testing the structural and non-structural response of buildings under moderate to very severe earthquake shaking. The lessons learned from this, which have come at great cost socially and economically, are extremely valuable in increasing our understanding of whole building performance in severe earthquakes. Given current initiatives underway on both sides of the Tasman towards developing joint Australasian steel and composite steel/concrete design and construction standards that would span a very wide range of geological conditions and seismic zones, these lessons are relevant to both countries. This paper focusses on the performance of steel framed buildings in Christchurch city, with greatest emphasis on multi-storey buildings, but also covering single storey steel framed buildings and light steel framed housing. It addresses such issues as the magnitude and structural impact of the earthquake series, importance of good detailing, lack of observed column base hinging, the excellent performance of composite floors and it will briefly cover research underway to quantify some of these effects for use in design.

On 14 November 2016 a magnitude Mw 7.8 earthquake struck the upper South Island of New Zealand with effects also being observed in the capital city, Wellington. The affected area has low population density but is the largest wine production region in New Zealand and also hosts the main national highway and railway routes connecting the country’s three largest cities of Auckland, Wellington and Christchurch, with Marlborough Port in Picton providing connection between the South and North Islands. These transport facilities sustained substantial earthquake related damage, causing major disruptions. Thousands of landslides and multiple new faults were counted in the area. The winery facilities and a large number of commercial buildings and building components (including brick masonry veneers, historic masonry construction, and chimneys), sustained damage due to the strong vertical and horizontal acceleration. Presented herein are field observations undertaken the day immediately after the earthquake, with the aim to document earthquake damage and assess access to the affected area.

Utility managers are always looking for appropriate tools to estimate seismic damage in wastewater networks located in earthquake prone areas. Fragility curves, as an appropriate tool, are recommended for seismic vulnerability analysis of buried pipelines, including pressurised and unpressurised networks. Fragility curves are developed in pressurised networks mainly for water networks. Fragility curves are also recommended for seismic analysis in unpressurised networks. Applying fragility curves in unpressurised networks affects accuracy of seismic damage estimation. This study shows limitations of these curves in unpressurised networks. Multiple case study analysis was applied to demonstrate the limitations of the application of fragility curves in unpressurised networks in New Zealand. Four wastewater networks within New Zealand were selected as case studies and various fragility curves used for seismic damage estimation. Observed damage in unpressurised networks after the 2007 earthquake in Gisborne and the 2010 earthquake in Christchurch demonstrate the appropriateness of the applied fragility curves to New Zealand wastewater networks. This study shows that the application of fragility curves, which are developed from pressurised networks, cannot be accurately used for seismic damage assessment in unpressurised wastewater networks. This study demonstrated the effects of different parameters on seismic damage vulnerability of unpressurised networks.
