Field observations made during the initial reconnaissance and the subsequent damage surveys of clay brick URM buildings following the 2010/2011 Canterbury, New Zealand earthquakes revealed numerous cases where anchor connections joining masonry walls or parapets with roof or floor diaphragms appeared to have failed prematurely. These observations were more frequent for adhesive anchor connections than for through-bolt connections (i.e. anchorages having plates on the exterior façade of the masonry walls). Subsequently, an in-field test program was undertaken in an attempt to evaluate the performance of adhesive anchor connections between unreinforced clay brick URM walls and roof or floor diaphragms. The study consisted of a total of almost 400 anchor tests conducted in eleven existing URM buildings located in Christchurch, Whanganui and Auckland. Specific objectives of the study included the identification of failure modes of adhesive anchors in existing URM walls and the influence of the following variables on anchor load-displacement response: adhesive type, strength of the masonry materials (brick and mortar), anchor embedment depth, anchor rod diameter, overburden level, anchor rod type, quality of installation and the use of metal mesh sleeve. In addition, the comparative performance of bent anchors (installed at an angle of minimum 22.5o to the perpendicular projection from the wall surface) and anchors positioned horizontally was investigated. The city of Christchurch has experienced over 10,000 aftershocks since the 4th of September 2010 earthquake of which approximately 50 have been greater than magnitude 5. The damage caused to URM buildings in Christchurch over this sequence of earthquakes has been well documented. Due to the similarity in age and construction of URM buildings in Adelaide, South Australia and Christchurch (they are sister cities, of similar age and heritage), an investigation was conducted to learn lessons for Adelaide based on the Christchurch experience. To this end, the number of URM buildings in the central business districts of both cities, the extent of seismic strengthening that exists in both cities, and the relative earthquake hazards for both cities were considered. This paper will report on these findings and recommend strategies that the city of Adelaide could consider to significantly reduce the seismic risk posed by URM buildings in future earthquake.
Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.
Quick and reliable assessment of the condition of bridges in a transportation network after an earthquake can greatly assist immediate post-disaster response and long-term recovery. However, experience shows that available resources, such as qualified inspectors and engineers, will typically be stretched for such tasks. Structural health monitoring (SHM) systems can therefore make a real difference in this context. SHM, however, needs to be deployed in a strategic manner and integrated into the overall disaster response plans and actions to maximize its benefits. This study presents, in its first part, a framework of how this can be achieved. Since it will not be feasible, or indeed necessary, to use SHM on every bridge, it is necessary to prioritize bridges within individual networks for SHM deployment. A methodology for such prioritization based on structural and geotechnical seismic risks affecting bridges and their importance within a network is proposed in the second part. An example using the methodology application to selected bridges in the medium-sized transportation network of Wellington, New Zealand is provided. The third part of the paper is concerned with using monitoring data for quick assessment of bridge condition and damage after an earthquake. Depending on the bridge risk profile, it is envisaged that data will be obtained from either local or national seismic monitoring arrays or SHM systems installed on bridges. A method using artificial neural networks is proposed for using data from a seismic array to infer key ground motion parameters at an arbitrary bridges site. The methodology is applied to seismic data collected in Christchurch, New Zealand. Finally, how such ground motion parameters can be used in bridge damage and condition assessment is outlined. New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. A series of earthquakes has forced Christchurch to re-plan and rebuild. Discussions about rebuilding strategies have emphasized the intention of making it a city for the future, sustainable and vibrant. This paper discusses the relationship between microclimate and urban culture in Christchurch based upon the concept of urban comfort. It explores the relationships between environment, people and culture to help understand the local requirements for urban landscape design. In this paper we claim that cultural requirements also should be taken into account when looking for sustainable strategies. A distinctive feature of this research is its focus on the way people are adapting to both surviving prequake and new post‐quake environments. Preliminary findings from the first year of field work using participant observation and 61 in‐depth interviews with Christchurch residents are presented. The interviews were carried out in a variety of urban settings including: established sites (places sustaining relatively little damage) and emerging sites (those requiring rebuilding) during 2011‐2012. Evidence from the interviews highlight future challenges regarding sustainability and urban comfort issues. Post‐quake Christchurch presents a remarkable opportunity to design an urban landscape which provides environmental, economic, social and cultural sustainability. However, to achieve successful outcomes it is fundamental to respond to the local culture. Field data suggest that the strong connections between urban and rural settings present in local culture, lifestyle and landscape generate a particular aesthetic and recreation preference for urban spaces, which should be considered in the urban landscape design strategies.
This report focuses on the Waimakariri District Council's approach to earthquake recovery which was developed as an Integrated, Community-based Recovery Framework. This approach has been held up as exemplary in a number of fora and has received a great deal of interest and support both nationally and internationally. It has evolved as a result of the September earthquake and the thousands of aftershocks that have followed, along with the regulatory changes that have impacted on building safety and land availability since, but it builds on a set of pre-existing competencies and a well-established organisational culture that focusses on: * Working with communities and each other; * Keeping people informed; * Doing better everyday; * Taking responsibility; * Acting with integrity, honesty and trust. The report identifies, and speaks to, three themes or tensions drawn from either the disaster/emergency management literature or actual cases of recovery practice observed here in Canterbury over the last 2 years. These themes are the: 1. unique position of local government to undertake integrated or ‘holistic’ recovery work with community at the centre, versus the lack of clarity around both community and local government’s role in disaster recovery; 2. general consensus that good local government-community relationships are crucial to recovery processes, versus the lack of practical advice on how best to engage, and engage with, communities post-disaster; and 3. balancing Business as Usual (BaU) with recovery issues.Ministry of Civil Defence and Emergency Management.
Throughout 2010 and 2011, the city of Christchurch, New Zealand, suffered a series of devastating earthquakes that caused serious damage to the city. This study examines the effect these earthquakes have had on the sport of swimming in Christchurch. It specifically focuses on three different aspects of the swimming industry: indoor competitive swimming, open water swimming and learning to swim. It reports on the industry prior to the earthquakes before examining the developments subsequent to the shakes. The effects on both facilities and participation numbers were examined. Results showed that many indoor swimming facilities were lost which had significant flow-on effects. In addition, many beaches were out of bounds and almost half of the schools in Canterbury lost the use of their own swimming pools. In terms of participation numbers, results showed that while there was a decrease in the number of indoor competitive swimmers, Canterbury clubs were still highly competitive and their rankings at events either remained similar or bettered during and after the period of the earthquakes. On the other hand, an increase in the number of participants was seen in swimming lessons as temporary pools were constructed and subsidies were offered to cover transport and lesson costs. Open water swimming, however, seems to have been relatively unaffected by the earthquakes.This report was made possible through Lincoln University’s Summer Scholarship programme. After 160 years of colonial settlement, Christchurch has recently experienced a sequence of devastating earthquakes and seen the need for a widespread de- and re-construction of the central city, as well as, many of the surrounding neighbourhoods and peri-urban satellite settlements. This paper will offer a view of the opportunities and restrictions to the post-earthquake re-development of Christchurch as informed by ‘growth machine’ theory. A case study investigating an illegal dump in central Christchurch will be used to assess the applicability of growth machine theory to the current disaster response.
High rise developments dominate skylines and are contentious in many low rise urban environments. Christchurch is no exception and its residents have historically been vocal in articulating their opinions on matters they care about, especially in regard to projects they perceive will ruin their ‘garden city’. At the turn of the millennium, developers were preparing yet another proposal which would get the tongues wagging in Christchurch with the development of the former Ferrymead Tavern site on Ferry Road. The planning process was a long and antagonistic one with many individuals viewing the built towers with a look of ‘disgust’ and discontent. In an ironic twist, the seismic activity in Christchurch over the last few years which has had major implications for a range of planning issues, incrementally led to the death of highly controversial Ferrymead ‘Water’s Edge’ Apartments.
Lincoln University was commissioned by the Avon-Otakaro Network (AvON) to estimate the value of the benefits of a ‘recreation reserve’ or ‘river park’ in the Avon River Residential Red Zone (ARRRZ). This research has demonstrated significant public desire and support for the development of a recreation reserve in the Avon River Residential Red Zone. Support is strongest for a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision, such as walking, cycling and water-based sporting and leisure activities. The research also showed support for a reserve that promotes and enables community interaction and wellbeing, and is evident in respondents’ desires for community gardens, regular festivals and markets, and the physical linking of the CBD with eastern suburbs through a green corridor. There is less support for children’s playgrounds, sports fields or open grassed areas, all of which could be considered as more typical of an urban park development. Benefits (willing to pay) to Christchurch residents (excluding tourists) of a recreation reserve could be as high as $35 million each year. Savings to public health costs could be as high as $50.3 million each year. The incorporation or restoration of various ecosystems services, including water quality improvements, flood mitigation and storm water management could yield a further $8.8 million ($19, 600) per hectare/year at 450 ha). Combined annual benefits of a recreational reserve in the ARRRZ are approximately $94.1 million per annum but this figure does not include potentially significant benefits from, for example, tourism, property equity gains in areas adjacent to the reserve, or the effects of economic rejuvenation in the East. Although we were not able to provide costing estimates for park attributes, this study does make available the value of benefits, which can be used as a guide to the scope of expenditure on development of each park attribute.
The earthquakes that struck Ōtautahi/Christchurch began September 2010 and continued throughout2012 with the worse shock being February 22, 2011. The extended ‘seismic event’ radically altered thegeophysical and socio-cultural environments of the city. This working paper presents a broad array of datadescribing the impacts of the disaster on Māori. These data frame the results of small email surveyconducted 18 months after the most destructive February 22, 2011. This survey followed two projectsinvestigating the resilience of Māori to the disaster (Lambert & Mark-Shadbolt, 2011; Lambert & Mark-Shadbolt, 2012; Lambert, Mark-Shadbolt, Ataria, & Black, 2012). Results show that while the termresilience has become common to the point of cliché, the Māori experience thus far is best described asendurance.
Since the 2010/11 Canterbury earthquakes, Akaroa has been hosting the majority of cruise ship arrivals to Canterbury. This amounts to approximately 70-74 days per season, when between 2,000- 4,000 persons come ashore between 9am and 4pm when in port. This increased level of cruise ship arrivals has had significant impacts, both beneficial and detrimental, on Akaroa. Attitudes within the Akaroa community to hosting cruise ship arrivals appear to be divided, and has led to public debate in Akaroa about the issue. In response to this situation, Christchurch and Canterbury Tourism (CCT) commissioned this research project to assess the impact of cruise ship tourism on the Akaroa community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).
Group case study report prepared for lecturers Ton Buhrs and Roy Montgomery by students of ERST 635 at Lincoln University, 2013.The New Zealand Government’s decision to establish a unitary authority in the Auckland Region has provided much of the context and impetus for this review of current governance arrangements in the Canterbury region, to determine whether or not they are optimal for taking the communities of greater Christchurch into the future. A number of local governance academics, as well as several respected political pundits, have prophesised that the Auckland ‘Super City’ reforms of 2009 will have serious implications and ramifications for local governance arrangements in other major cities, particularly Wellington and Christchurch. Wellington councils have already responded to the possibility of change by undertaking a series of reports on local governance arrangements, as well as a major review led by Sir Geoffrey Palmer, to investigate options for governance reform. Alongside these developments, the Christchurch earthquakes beginning in September 2010 have raised a myriad of new and complex governance issues, which may or may not be able to be addressed under the status quo, while the replacement of Regional Councillors’ with centrally-appointed Commissioners is suggestive of government dissatisfaction with current arrangements. With these things in mind, the research group has considered local government in Canterbury and the greater Christchurch area in the wider governance context. It does not limit discussion to only the structure of local government in Canterbury but rather, as the brief (Appendix 1) indicates, considers more broadly the relationship between central, regional, and local tiers of government, as well as the relationship between local government and local communities.
