In the top frame someone unseen (Murray McCully) in the Beehive says 'John! - There's been a bad reaction to us taking special powers to fix problems in Auckland!' Prime Minister John Key says 'What Murray?' In the lower frame Minister for the Rugby World Cup, Murray McCully, says 'The worst hit parts of Christchurch have declared themselves Fan Zones!' and the PM says 'Oh S..t!' The little Evans man says 'Sounds better than Red Zone!' Context: Refers to the chaos over transport and crowd control in the fanzone when much larger numbers of people flocked to the Rugby World Cup opening and revelry than expected. The government used special powers to take over the management of Queens Wharf fanzone spaces previously managed by an Auckland Council group, thus rather undermining the Mayor, Len Brown and the Auckland City Council. A new plan was signed off under special powers by Murray McCully directly after the fiasco. The Christchurch comment refers to the areas worst hit by the earhquakes. Refers to the controversy over the decision to demolish the Christchurch Cathedral which was severely damaged in the earthquakes of 2010 and 2011. The Anglican Bishop of Christchurch Victoria Mathews says the decision to demolish the cathedral was reached through prayer, great deliberation and with the utmost concern for safety. The Bishop says a number of options were considered before deciding to bring the walls down but the turning point was 23 December 2011, when a series of strong quakes rocked the city. At that stage the Canterbury Earthquake Authority approached the church. "CERA told us that our plans for making safe and retrieving, and then stepping back and making further decisions were no longer adequate." Christchurch City council announced their support on Twitter this afternoon (17 May 2012) - tweeting an endorsement to an immediate pause on demolition of the Cathedral to enable deeper and more open consideration of options. The Orange Zone in Christchurch is the area where as yet decisions still have not been made about the fate of the houses in it. The cartoon shows three complete suburbs that have been dug up and are now being flown by helicopters attached to tall towers to their new spots on the Australian Gold Coast. Someone in one of the houses on the move yells 'Woohoo! Yeehaa! Well... As NZ and Ozzie are such great mates... Gold Coast here we come!' Context - In some cases where whole communities have to move because the earthquakes have made it impossible for them to remain in their present locations, many in the community have elected to try to move and relocate together in order to retain their old neighbours and community spirit. We believe that, as regards residential recovery, monitoring should extend to code compliance certificates. According to figures published in 2014, only factions of repairs/rebuilds are completed with the issue of a code compliance certificate. To conclude the work to the required standard, someone must pay for the code compliance. Leaving things as they are could have serious negative consequences for the recovery and for the city as a whole. We suggest an investigation of number of outstanding code compliance certificates and that responsible parties are made to address this outstanding work. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents."

An equitable solution needs to be found for properties with hazards such as flooding that are a direct result of the earthquakes. In tandem with this, every effort must be made to protect residents from the risks posed by climate change. Looking at the recovery from the perspective of the eastern suburbs, it is impossible to avoid thinking of phenomenon referred to as 'Disaster Capitalism' and considering the aspects that have already become evident in the recovery process. Loss of equity and quality of life, risk transfer and other substantial shifts are taking place. We suggest that a regular mini-census should be conducted through the remainder of the recovery at intervals of 6-12 months to monitor deprivation, insurance cover (or lack of it), mortgage, home equity, and rental status. If unexpected changes identified, investigation and correction measures should be implemented. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents ."

Seismic Risk. One thing we can learn from the past is that seismic risk in Canterbury has been underestimated before the earthquakes struck. This is confirmed in a report for EQC in 1991 (paper 2005). It is also the conclusion of the Royal Commission in the CTV report. A number of recommendations have been made but not followed. For example, neither the AS/NZS 1170.5 standard nor the New Zealand Geotechnical Society guidelines have been updated. Yet another recovery instrument is the Earthquake Prone Building Act, which is still to be passed by Parliament. As the emergency response part of the recovery is now behind us, we need to ensure sustainability for what lies ahead. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents."
