Context: After the 22 Feburary 2011 earthquake in Christchurch, the central business district (CBD) was marked as a red zone. Red zone areas were deemed unsuitable for habitation due to significant damage and at high risk of further damage from low levels of earth shaking. CERA (Christchurch Earthquake Recovery Authority) ran public bus tours of the Christchurch CBD from November to December 2011. An exceedingly large 'Gerry' Brownlee, the Minister for Earthquake Recovery, rises from a chair, holding a briefcase labeled 'CERA' and calling for 'Bob' Parker, the mayor of Christchurch. The thin Parker was flattened against Brownlee's enormous rear, when Brownlee sat on the chair. Brownlee and Parker had a strained relationship, with the government taking an increasing amount of control in local decision making. After ongoing assurances by Parker that Christchurch City Council would meet all of International Accreditation New Zealand's requirements on issuing building consents, Brownlee announced in June 2013 without Parker's prior knowledge that the authority had withdrawn its accreditation. Refers to the government's earthquake response legislation and the Rugby World Cup 2011 (Empowering) Bill. 26 experts in constitutional law from all six of the country's law faculties have penned a letter condemning the Government's earthquake response legislation. No sooner was their work in the public eye than the similarly flawed Rugby World Cup 2011 (Empowering) Bill was reported back from a select committee, with a recommendation that it pass. It also goes far beyond what is required to get things done. In bypassing the normal consent process, the bill says the authority does not have to hold hearings on applications and that its decisions can be challenged in the High Court only on points of law. Effectively, the legislation asks New Zealanders to accept that the Rugby World Cup Minister knows best. It is he who knows how the event must be run. Precisely the same attitude pervades the Canterbury Earthquake Response and Recovery Act. This hands individual Government ministers the power to change almost every law, thereby handing Parliament's normal law-making role to the Executive. The house took half the dining room's remaining bricks with it as it jumped off the foundations. It gives a good visual indication of the displacement".

The neighbours behind us used the kayak to get in to their house - it's flooded by Dudley Creek which runs behind the block, plus major liquefaction. Our old garage provides a good spot to park it".

They make unguarded comments about the state of affairs in earthquake-stricken Christchurch unaware that a microphone has been left in a sugarbowl. Context: the cartoon suggests that there seems to many Christchurch people to be a lack of real care on the part of officialdom as they struggle to recover from the earthquake damage. The microphone recalls that left 'accidentally' on a table at which Prime Minister John Key and the ACT candidate for the Epsom seat were having a highly publicised cup of tea.
