Beam-column joints are addressed in the context of current design procedures and performance criteria for reinforced concrete ductile frames subjected to large earthquake motions. Attention is drawn to the significant differences between the pertinent requirements of concrete design codes of New Zealand and the United States for such joints. The difference between codes stimulated researchers and structural engineers of the United States, New Zealand, Japan and China to undertake an international collaborative research project. The major investigators of the project selected issues and set guidelines for co-ordinated testing of joint specimens designed according to the codes of the countries. The tests conducted at the University of Canterbury, New Zealand, are reported. Three full-scale beam-column-slab joint assemblies were designed according to existing code requirements of NZS 3101:1982, representing an interior joint of a one-way frame, an interior joint of a two-way frame, and an exterior joint of a two-way frame. Quasistatic cyclic loading simulating severe earthquake actions was applied. The overall performance of each test assembly was found to be satisfactory in terms of stiffness, strength and ductility. The joint and column remained essentially undamaged while plastic hinges formed in the beams. The weak beam-strong column behaviour sought in the design, desirable in tall ductile frames designed for earthquake resistance, was therefore achieved. Using the laws of statics and test observations, the action and flow of forces from the slabs, beams and column to the joint cores are explored. The effects of bond performance and the seismic shear resistance of the joints, based on some postulated mechanisms, are examined. Implications of the test results on code specifications are discussed and design recomendations are made.

This problem is regarded very seriously in Japan and in some parts of the United States of America (San Francisco), but is not very seriously considered in other earthquake prone countries, yet the potential for future conflagrations following earthquakes is enormous. Any discussion of post earthquake fire must take into account structural and non-structural damages, initial and spreading fire, wind, water availability, and emergency responses. In this paper we will look at initial fire ignitions, growth and spread and life and property damage. Prevention methods will also be discussed. Recycling is often employed as part of a disaster waste management system. However, the feasibility, method and effectiveness of recycling varies between disaster events. This qualitative study is based on literature reviews, expert interviews and active participatory research of five international disaster events in developed countries (2009 Victorian Bushfires, Australia; 2009 L’Aquila earthquake, Italy; 2005 Hurricane Katrina, United States; 2010 and 2011 Canterbury earthquakes, New Zealand; 2011 Great East Japan earthquake) to answer three questions: What are the main factors that affect the feasibility of recycling post-disaster? When is on-site or off-site separation more effective? What management approaches improve recycling effectiveness? Seven disaster-specific factors need to be assessed to determine the feasibility of disaster waste recycling programmes: volume of waste; degree of mixing of waste; human and environmental health hazards; areal extent of the waste; community priorities; funding mechanisms; and existing and disaster-specific regulations. The appropriateness of on or off-site waste separation depends on four factors: time constraints; resource availability; degree of mixing of waste and human and public health hazards. Successful recycling programmes require good management including clear and well enforced policies (through good contracts or regulations) and pre-event planning. Further research into post-disaster recycling markets, funding mechanisms and recycling in developing countries is recommended.

Seismic isolation is an effective technology for significantly reducing damage to buildings and building contents. However, its application to light-frame wood buildings has so far been unable to overcome cost and technical barriers such as susceptibility of light-weight buildings to movement under high-wind loading. The 1994 Northridge Earthquake (6.7 MW) in the United States, 1995 Kobe Earthquake (6.9 MW) in Japan and 2011 Christchurch Earthquake (6.7 Mw) all highlighted significant loss to light-frame wood buildings with over half of earthquake recovery costs allocated to their repair and reconstruction. This poster presents a value case to highlight the benefits of seismically isolated residential buildings compared to the standard fixed-base dwellings for the Wellington region. Loss data generated by insurance claim information from the 2011 Christchurch Earthquake has been used to determine vulnerability functions for the current light-frame wood building stock. By using a simplified single degree of freedom (SDOF) building model, methods for determining vulnerability functions for seismic isolated buildings are developed. Vulnerability functions are then applied directly in a loss assessment to determine the Expected Annual Loss. Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building resulting in significant monetary savings, justifying the value case. A state-of-the-art timber modelling software, Timber3D, is then used to model a typical residential building with and without seismic isolation to assess the performance of a proposed seismic isolation system which addresses the technical and cost issues.

The Canterbury earthquakes that happened in 2010 and 2011 have attracted many migrant workers to the region to assist with the rebuilding effort. However, research on the impact of influx of migrants on the labour market outcomes of a local industry post-disaster is limited internationally and locally. The main objective of this study is to examine the impact of the Canterbury earthquakes on the changes in demographic composition and occupational structure for the local and foreign workers in the Greater Christchurch construction industry. Replicating the discrete dependent variable regression methods used in the study by Sisk and Bankston III (2014), this study also aimed to compare their findings on the impact of the influx of migrants on the New Orleans construction industry with outcomes in Greater Christchurch. Customised data from New Zealand Censuses 2006 and 2013 were used to represent the pre- and post-earthquake periods. This study found that the rebuild has provided opportunities for migrant workers to enter the Greater Christchurch construction industry. The increased presence of migrant construction workers did not displace the locals. In fact, the likelihoods for both locals’ and migrants’ participation in the industry improved post-earthquakes. The earthquakes also increased overall workers’ participation at the lowest end of the occupational structure. However, the earthquakes created few significant changes to the distribution of local and migrant workers at the various occupational levels in the industry. Local workers still dominated all occupational levels post-earthquakes. The aggregated education levels of the construction workers were higher post-earthquakes, particularly among the migrant workers. Overall, migrant workers in the Greater Christchurch construction industry were more diverse, more educated and participated in higher occupational levels than migrants assisting in the New Orleans rebuild, due possibly to differences in immigration policies between New Zealand and the United States of America.

During 2010 and 2011, major earthquakes caused widespread damage and the deaths of 185 people in the city of Christchurch. Damaged school buildings resulted in state intervention which required amendment of the Education Act of 1989, and the development of ‘site sharing agreements’ in undamaged schools to cater for the needs of students whose schools had closed. An effective plan was also developed for student assessment through establishing an earthquake impaired derived grade process. Previous research into traditional explanations of educational inequalities in the United Kingdom, the United States of America, and New Zealand were reviewed through various processes within three educational inputs: the student, the school and the state. Research into the impacts of urban natural disasters on education and education inequalities found literature on post disaster education systems but nothing could be found that included performance data. The impacts of the Canterbury earthquakes on educational inequalities and achievement were analysed over 2009-2012. The baseline year was 2009, the year before the first earthquake, while 2012 is seen as the recovery year as no schools closed due to seismic events and there was no state intervention into the education of the region. National Certificate of Educational Achievement (NCEA) results levels 1-3 from thirty-four secondary schools in the greater Christchurch region were graphed and analysed. Regression analysis indicates; in 2009, educational inequalities existed with a strong positive relationship between a school’s decile rating and NCEA achievement. When schools were grouped into decile rankings (1-10) and their 2010 NCEA levels 1-3 results were compared with the previous year, the percentage of change indicates an overall lower NCEA achievement in 2010 across all deciles, but particularly in lower decile schools. By contrast, when 2011 NCEA results were compared with those of 2009, as a percentage of change, lower decile schools fared better. Non site sharing schools also achieved higher results than site sharing schools. State interventions, had however contributed towards student’s achieving national examinations and entry to university in 2011. When NCEA results for 2012 were compared to 2009 educational inequalities still exist, however in 2012 the positive relationship between decile rating and achievement is marginally weaker than in 2009. Human ethics approval was required to survey one Christchurch secondary school community of students (aged between 12 and 18), teachers and staff, parents and caregivers during October 2011. Participation was voluntary and without incentives, 154 completed questionnaires were received. The Canterbury earthquakes and aftershocks changed the lives of the research participants. This school community was displaced to another school due to the Christchurch earthquake on 22 February 2011. Research results are grouped under four geographical perspectives; spatial impacts, socio-economic impacts, displacement, and health and wellbeing. Further research possibilities include researching the lag effects from the Canterbury earthquakes on school age children.

There have been dramatic scenes at the America's cup in Bermuda with Team New Zealand capsizing at the start of its second race of the day against the Bristish team Ben Ainslie Racing. Transport Minister Simon Bridges has been caught trying to block an Official Information request for details about a proposed new 50 million dollar Auckland railway line. Kiwirail argued it was legally required to release the information, but the idea of releasing that information was making Mr Bridges 'extremely uncomfortable.' A man believed to be an Algerian student has attacked a police officer with a hammer outside Notre-Dame Cathedral in Paris. Our correspondent Peter Allen says there is still a heavy police presence. The Labour Party says the government is short changing the health sector to the tune of $2.3 billion. The party's leader Andrew Little says funding hasn't kept up with the growing population and changing demographic. The United States secretary of state Rex Tillerson used a fleeting visit to Wellington yesterday to emphasise the importance of the Asia Pacific region and denying the US is stepping back from involvement here. The immediate aftermath of the devastating 2011 Christchurch earthquake and its ongoing impact on residents' mental health is being described as a recovery of two halves. The latest wellbeing survey from the Canterbury District Health Board shows that one in five people, predominantly those living in the eastern suburbs, say they experience stress most or all of the time. Nicky Wagner, the Minister supporting Greater Christchurch Regeneration, says the city has a good quality of life when compared to the rest of the country, despite a new survey showing one in five people say they experience stress most or all of the time. Ms Wagner, says 82 per cent have a good or very good quality of life in Christchurch, which compares with 81 percent nationwide. She says the east side of the city is very low lying and suffered the most damage and work is still being down in that area.

Base isolation is an incredibly effective technology used in seismic regions throughout the world to limit structural damage and maintain building function, even after severe earthquakes. However, it has so far been underutilised in light-frame wood construction due to perceived cost issues and technical problems, such as a susceptibility to movement under strong wind loads. Light-frame wood buildings make up the majority of residential construction in New Zealand and sustained significant damage during the 2010-2011 Canterbury earthquake sequence, yet the design philosophy has remained largely unchanged for years due to proven life-safety performance. Recently however, with the advent of performance based earthquake engineering, there has been a renewed focus on performance factors such as monetary loss that has driven a want for higher performing residential buildings. This research develops a low-cost approach for the base isolation of light-frame wood buildings using a flat-sliding friction base isolation system, which addresses the perceived cost and technical issues, and verifies the seismic performance through physical testing on the shake table at the University of Canterbury. Results demonstrate excellent seismic performance with no structural damage reported despite a large number of high-intensity earthquake simulations. Numerical models are subsequently developed and calibrated to New Zealand light-frame wood building construction approaches using state-of-the-art wood modelling software, Timber3D. The model is used to accurately predict both superstructure drift and acceleration demand parameters of fixed-base testing undertaken after the base isolation testing programme is completed. The model development allows detailed cost analyses to be undertaken within the performance based earthquake engineering framework that highlights the monetary benefits of using base isolation. Cost assessments indicate the base isolation system is only 6.4% more compared to the traditional fixed-base system. Finally, a design procedure is recommended for base isolated light-frame wood buildings that is founded on the displacement based design (DBD) approach used in the United States and New Zealand. Nonlinear analyses are used to verify the DBD method which indicate its suitability.

A buckling-restrained braced frame (BRBF) is a structural bracing system that provides lateral strength and stiffness to buildings and bridges. They were first developed in Japan in the 1970s (Watanabe et al. 1973, Kimura et al. 1976) and gained rapid acceptance in the United States after the Northridge earthquake in 1994 (Bruneau et al. 2011). However, it was not until the Canterbury earthquakes of 2010/2011, that the New Zealand construction market saw a significant uptake in the use of buckling-restrained braces (BRBs) in commercial buildings (MacRae et al. 2015). In New Zealand there is not yet any documented guidance or specific instructions in regulatory standards for the design of BRBFs. This makes it difficult for engineers to anticipate all the possible stability and strength issues within a BRBF system and actively mitigate them in each design. To help ensure BRBF designs perform as intended, a peer review with physical testing are needed to gain building compliance in New Zealand. Physical testing should check the manufacturing and design of each BRB (prequalification testing), and the global strength and stability of each BRB its frame (subassemblage testing). However, the financial pressures inherent in commercial projects has led to prequalification testing (BRB only testing) being favoured without adequate design specific subassemblage testing. This means peer reviewers have to rely on BRB suppliers for assurances. This low regulation environment allows for a variety of BRBF designs to be constructed without being tested or well understood. The concern is that there may be designs that pose risk and that issues are being overlooked in design and review. To improve the safety and design of BRBFs in New Zealand, this dissertation studies the behaviour of BRBs and how they interact with other frame components. Presented is the experimental test process and results of five commercially available BRB designs (Chapter 2). It discusses the manufacturing process, testing conditions and limitations of observable information. It also emphasises that even though subassemblage testing is impractical, uniaxial testing of the BRB only is not enough, as this does not check global strength or stability. As an alternative to physical testing, this research uses computer simulation to model BRB behaviour. To overcome the traditional challenges of detailed BRB modelling, a strategy to simulate the performance of generic BRB designs was developed (Chapter 3). The development of nonlinear material and contact models are important aspects of this strategy. The Chaboche method is employed using a minimum of six backstress curves to characterize the combined isotropic and kinematic hardening exhibited by the steel core. A simplified approach, adequate for modelling the contact interaction between the restrainer and the core was found. Models also capture important frictional dissipation as well as lateral motion and bending associated with high order constrained buckling of the core. The experimental data from Chapter 2 was used to validate this strategy. As BRBs resist high compressive loading, global stability of the BRB and gusseted connection zone need to be considered. A separate study was conducted that investigated the yielding and buckling strength of gusset plates (Chapter 4). The stress distribution through a gusset plate is complex and difficult to predict because the cross-sectional area of gusset plate is not uniform, and each gusset plate design is unique in shape and size. This has motivated design methods that approximate yielding of gusset plates. Finite element modelling was used to study the development of yielding, buckling and plastic collapse behaviour of a brace end bolted to a series of corner gusset plates. In total 184 variations of gusset plate geometries were modelled in Abaqus®. The FEA modelling applied monotonic uniaxial load with an imperfection. Upon comparing results to current gusset plate design methods, it was found that the Whitmore width method for calculating the yield load of a gusset is generally un-conservative. To improve accuracy and safety in the design of gusset plates, modifications to current design methods for calculating the yield area and compressive strength for gusset plates is proposed. Bolted connections are a popular and common connection type used in BRBF design. Global out-of-plane stability tends to govern the design for this connection type with numerous studies highlighting the risk of instability initiated by inelasticity in the gussets, neck of the BRB end and/or restrainer ends. Subassemblage testing is the traditional method for evaluating global stability. However, physical testing of every BRBF variation is cost prohibitive. As such, Japan has developed an analytical approach to evaluate out-of-plane stability of BRBFs and incorporated this in their design codes. This analytical approach evaluates the different BRB components under possible collapse mechanisms by focusing on moment transfer between the restrainer and end of the BRB. The approach have led to strict criteria for BRBF design in Japan. Structural building design codes in New Zealand, Europe and the United States do not yet provide analytical methods to assess BRB and connection stability, with prototype/subassemblage testing still required as the primary means of accreditation. Therefore it is of interest to investigate the capability of this method to evaluate stability of BRBs designs and gusset plate designs used in New Zealand (including unstiffened gusset connection zones). Chapter 5 demonstrates the capability of FEA to study to the performance of a subassemblage test under cyclic loading – resembling that of a diagonal ground storey BRBF with bolted connections. A series of detailed models were developed using the strategy presented in Chapter 3. The geometric features of BRB 6.5a (Chapter 2) were used as a basis for the BRBs modelled. To capture the different failure mechanisms identified in Takeuchi et al. (2017), models varied the length that the cruciform (non-yielding) section inserts into the restrainer. Results indicate that gusset plates designed according to New Zealand’s Steel Structures Standard (NZS 3404) limit BRBF performance. Increasing the thickness of the gusset plates according to modifications discussed in Chapter 4, improved the overall performance for all variants (except when Lin/ Bcruc = 0.5). The effect of bi-directional loading was not found to notably affect out-of-plane stability. Results were compared against predictions made by the analytical method used in Japan (Takeuchi method). This method was found to be generally conservative is predicting out-of-plane stability of each BRBF model. Recommendations to improve the accuracy of Takeuchi’s method are also provided. The outcomes from this thesis should be helpful for BRB manufacturers, researchers, and in the development of further design guidance of BRBFs.

This thesis is concerned with the effects of lateral confining reinforcement on the ductile behaviour of reinforced concrete columns. The contents of the chapters are summarized as follows. In Chapter one, the general problems in seismic design are discussed and earthquake design methods based on the ductile design approach are described. Japanese, New Zealand and United States design codes are compared. Finally, the scope of this research project is outlined. In Chapter two, after reviewing previous research on confined concrete, the factors which affect the effectiveness of lateral confinement are discussed. Especially the effects of the yield strength of transverse reinforcement, the compressive strength of plain concrete and the strain gradient in the column section due to bending are discussed based on tests which were conducted by the author et al at Kyoto University and Akashi Technological College, Japan. In the axial compression tests on spirally reinforced concrete cylinders (150 mm in diameter by 300 mm in height), the yield strength of transverse reinforcement and the compressive strength of plain concrete were varied from 161 MPa to 1352 MPa and from 17 MPa to 60 MPa, respectively, as experimental parameters. It is found that, when high strength spirals are used as confining reinforcement, the strength and ductility of the confined core concrete are remarkably enhanced but need to be estimated assuming several failure modes which could occur. These are based on the observations that concrete cylinders with high strength spirals suddenly failed at a concrete compressive strain of 2 to 3.5 % due to explosive crushing of the core concrete between the spiral bars or due to bearing failure of the core concrete immediately beneath the spiral bars, while the concrete cylinders with ordinary strength spirals failed in a gentle manner normally observed. In addition, eccentric loading tests were conducted on concrete columns with 200 mm square section confined by square spirals. It is found that the effectiveness of confining reinforcement is reduced by the presence of the strain gradient along the transverse section of column. In Chapter three, the effectiveness of transverse reinforcement with various types of anchorage details which simplify the fabrication of reinforcing cages are investigated. Eight reinforced concrete columns, with either 400 mm or 550 mm square cross sections, were tested subjected to axial compression loading and cyclic lateral loading which simulated a severe earthquake. The transverse reinforcement consisted of arrangements of square perimeter hoops with 135° end hooks, cross ties with 90° and 135° or 180° end hooks, and 'U' and 'J' shaped cross ties and perimeter hoops with tension splices. Conclusions are reached with regard to the effectiveness of the tested anchorage details in the plastic hinge regions of columns designed for earthquake resistance. In Chapter four, the effectiveness of interlocking spirals as transverse reinforcement is studied. Firstly, the general aspects and the related problems of interlocking spirals to provide adequate ductility in the potential plastic hinge region of columns are discussed, referring to the provisions in the New Zealand code,the CALTRANS (California Transportation Authority) code and other related codes. Secondly, based on those discussions, a design method to securely interlock the spirals is proposed. Thirdly, the effectiveness of interlocking spirals is assessed based on column tests conducted as part of this study. Three columns with interlocking spirals and, for comparison, one rectangular column with rectangular hoopsandcross ties, were tested under cyclic horizontal loading which simulated a severe earthquake. The sections of those columns were 400 mm by 600 mm. In Chapter five, analytical models to investigate the buckling behaviour of longitudinal reinforcement restrained by cross ties with 90° and 135° end hooks and by peripheral hoops are proposed. The analyzed results using the proposed models compare well with the experimental observations described in Chapter three. Using those proposed models, a method to check the effectiveness of cross ties with 90° and 135° end hooks is proposed for practical design purposes. In Chapter six, a theory for the prediction of the ultimate longitudinal compressive concrete strain at the stage of first hoop fracture referred to as the "Energy Balance Theory", which has been developed by Mander, Priestley and Park at University of Canterbury, is introduced. After discussing the problems in the "Energy Balance Theory", a modified theory for the prediction of the ultimate longitudinal compressive concrete strain at the stage of first hoop fracture is proposed. The predictions from the modified theory are found to compare well with previous experimental results.
