Following a damaging earthquake, the immediate emergency response is focused on individual collapsed buildings or other "hotspots" rather than the overall state of damage. This lack of attention to the global damage condition of the affected region can lead to the reporting of misinformation and generate confusion, causing difficulties when attempting to determine the level of postdisaster resources required. A pre-planned building damage survey based on the transect method is recommended as a simple tool to generate an estimate of the overall level of building damage in a city or region. A methodology for such a transect survey is suggested, and an example of a similar survey conducted in Christchurch, New Zealand, following the 22 February 2011 earthquake is presented. The transect was found to give suitably accurate estimates of building damage at a time when information was keenly sought by government authorities and the general public. VoR - Version of Record
In this paper we outline the process and outcomes of a multi-agency, multi-sector research collaboration, led by the Canterbury Earthquake Research Authority (CERA). The CERA Wellbeing Survey (CWS) is a serial, cross-sectional survey that is to be repeated six-monthly (in April and September) until the end of the CERA Act, in April 2016. The survey gathers self-reported wellbeing data to supplement the monitoring of the social recovery undertaken through CERA's Canterbury Wellbeing Index. Thereby informing a range of relevant agency decision-making, the CWS was also intended to provide the community and other sectors with a broad indication of how the population is tracking in the recovery. The primary objective was to ensure that decision-making was appropriately informed, with the concurrent aim of compiling a robust dataset that is of value to future researchers, and to the wider, global hazard and disaster research endeavor. The paper begins with an outline of both the Canterbury earthquake sequence, and the research context informing this collaborative project, before reporting on the methodology and significant results to date. It concludes with a discussion of both the survey results, and the collaborative process through which it was developed.

The purpose of this study is to analyse the felt earthquake impacts, resilience and recovery of organizations in Canterbury by comparing three business sectors (accommodation/food services, Education/Training and Manufacturing). A survey of the three sectors in 2013 of Canterbury organizations impacted by the earthquakes revealed significant differences between the three sectors on felt earthquake impacts and resilience. On recovery and mitigation factors, the accommodation/food services sector is not significantly different from the other two sectors. Overall, the survey results presented here indicate that the Accommodation/Food Services sector was the least impacted by the earthquakes in comparison to the Education/Training and Manufacturing sectors. Implications for post-disaster management and recovery of the accommodation sector are suggested.
The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures. We aim to investigate the role of insurance in business recovery following the devastating Christchurch earthquake in February, 22nd, 2011. We analyze data from two business surveys conducted after the earthquake to examine how insurance affected business operation in the aftermath of the earthquake both in the short-term and longer-term. For the short-term analysis, we use a combination of propensity score matching (PSM) and linear probability model (LPM) to analyze the data. We first estimate the propensity scores for insurance take-up of each firm conditional on the firm’s individual characteristics. Stratification based on the estimated propensity scores is used to match the treated (insured) and the control (uninsured) firms. We then estimate the probability of firms’ continuing operations with a set of control variables to account for the level of damage and disruption caused by the quake in each stratum. We find little evidence of any beneficial effect of insurance coverage on business continuity in the short-run. For the longer-term analysis, we analyze the available survey data using logistic regression. The result suggests that business interruption insurance significantly promotes increased level of long-term productivity for surviving firms following the earthquake.
This article reports on a study of community attitudes to cruise tourism in Akaroa, New Zealand. An important dimension of this study is the significant rate of growth in cruise arrivals over a short period of time as the result of the 2010/11 Canterbury earthquakes. Data were collected via a postal survey of the Akaroa community, and yielded a response rate of 56.6% (n = 316). The results indicate that despite the recent growth in arrivals, the Akaroa community holds a largely favorable opinion of cruise tourism. Importantly, the impacts identified by respondents were more closely aligned to threats to their identity as a destination, rather than problems with tourism, per se.
Understanding posttraumatic stress disorder (PTSD) symptoms in police first-responders is an underdeveloped field. Using a cross-sectional survey, this study investigated demographic and occupational characteristics, coping resources and processes, along with first-responder roles and consequences 18 months following a disaster. Hierarchical linear regression (N = 576) showed that greater symptom levels were significantly positively associated with negative emotional coping (β = .31), a communications role (β = .08) and distress following exposure to resource losses (β = .14), grotesque scenes (β = .21), personal harm (β = .14), and concern for significant others (β = .17). Optimism alone was negatively associated (β=−15), with the overall model being a modest fit (adjusted R2 = .39). The findings highlight variables for further study in police.
Abstract The original intention for the Partnership Community Worker (PCW) project in 2006 was for it to be an extension of the Pegasus Health General Practice and furthermore to be a bridge between the community and primary healthcare. It was believed that a close working relationship between the Practice Nurse and the PCW would help the target population of Māori, Pacifica and low income people to address and overcome their perceived barriers to healthcare which included: finance, transport, anxiety, cultural issues, communication, or lack of knowledge. Seven years later although the PCW project has been deemed a success in the Canterbury District Health Board annual reports (2013-14) and community and government agencies, including the Christchurch Resettlement Service (2012), many of the Pegasus Health General Practices have not utilised the project to its full extent, hence the need for this research. I was interested in finding out in the first instance if the model had changed and, if so why, and in the second instance if the promotional material currently distributed by Pegasus Health Primary Health Organisation reflected the daily practice of the PCW. A combination of methods were used including: surveys to the Pegasus Health General Practices, interviews with PCWs, interviews with managers of both the PCW host organisations and referring agencies to the PCW project. All the questions asked of all the participants in this research were focussed on their own perception of the role of the PCW. Results showed that the model has changed and although the publications were not reflecting the original intention of the project they did reflect the daily practice of the PCWs who are now struggling to meet much wider community expectations and needs. Key Results: Partnership Community Worker (PCW) interviews: Seventeen PCWs of the 19 employed were interviewed face to face. A number expressed interest in more culturally specific training and some are pursuing qualifications in social work; for many pay parity is an issue. In addition, many felt overwhelmed by the expectations around clients with mental health issues and housing issues now, post-earthquakes. Medical Practice surveys: Surveys were sent to eighty-two Pegasus Health medical practices and of these twenty five were completed. Results showed the full capacity of the PCW role was not clearly understood by all with many believing it was mostly a transport service. Those who did understand the full complexity of the role were very satisfied with the outcomes. PCW Host Community Manager Interviews: Of the ten out of twelve managers interviewed, some wished for more communication with Pegasus Health management because they felt aspects of both the PCW role and their own role as managers had become blurred over time. Referring organisations: Fifteen of the fifty referring community or government organisations participated. The overall satisfaction of the service was high and some acknowledged the continuing need for PCWs to be placed in communities where they were well known and trusted. Moreover results also showed that both the Canterbury earthquakes 2010-2011 and the amalgamation of Partnership Health PHO and Pegasus Health Charitable Limited in 2013 have contributed to the change of the model. Further future research may also be needed to examine the long term effects on the people of Canterbury involved in community work during the 2011-2014 years.
The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.
This paper presents a seismic velocity model of Canterbury, New Zealand based on 3D geologic surfaces and velocities from a range of data sources. The model provides the 3D crustal structure in the region at multiple length scales for seismic wave propagation simulations, such as broadband ground motion and shallow site response analyses related to understanding the ground motions and site responses during the 2010- 2011 Canterbury earthquakes. Pre-Quaternary geologic horizons are calculated based on the reinterpretation of a comprehensive network of seismic reflection surveys from seven different campaigns over the past 50 years, as well as point constraints across an array of petroleum industry drill holes. Particular attention is given to a detailed representation of Quaternary stratigraphy, representing shallow (z<250m) near-surface layers in the model. Seismic velocities are obtained from seismic reflection processing (for Vp) and also recently performed active and passive surface wave analyses (for Vs). Over 1,700 water wells in the region are used to constrain the complex inter-bedded Quaternary stratigraphy (gravels, sands, silts, organics etc.) near the coastline, including beneath urban Christchurch, which has resulted from fluvial deposition and marine regression and transgression. For the near-surface Springston and Christchurch Formations in the Christchurch urban area (z<50m), high-spatial resolution seismic velocities (including Vs30 ) were obtained from over 13,000 cone penetration tests combined with a recently developed CPT-Vs correlation.
This study explored the effects of the Canterbury earthquakes of 2010 and 2011 on different areas of quality of life (QOL) for children and adolescents with disabilities. Using a survey developed from the Quality of Life Instrument for People with Developmental Disabilities – Short Version (QOL-PDD-SV) (Brown, Raphael & Renwick, 1997) and The World Health Organisation Quality of Life - (WHOQOL)-BREF, parents or caregivers were asked to identify what level of importance and satisfaction their child or adolescent placed on areas of QOL including physical health, psychological health - stress levels and coping ability, attachment to their neighbourhood, friends, family, leisure activities, community access and schooling. They were also asked to determine what level of impact the earthquakes had had on each area of their child or adolescent’s life and overall quality of life in the aftermath of the earthquakes. A total of 31 parents of 22 males and 9 females between the ages of 2.5 years to 19 years of age (mean age: 12.6 years) responded. The results were collated and analysis was run to measure for the effect of age, gender and geographical location. The results found that the earthquakes affected nearly every area of QOL for the children and adolescents. The biggest impact on the children’s psychological health and their ability to cope It was observed that younger children (<13) were more likely to record improved or lessened effects from the earthquakes in psychological health areas. However, the areas of social belonging and friendships were the least affected by the earthquakes. Female children were more likely to indicate higher scores for social belonging after the earthquakes. Many parents observed that their children developed improved coping skills over the earthquake period. The findings in this study offer a better understanding of how earthquakes can affect the quality of life children and adolescents with disabilities.
Organisations play a vital role in assisting communities to recover from disasters. They are the key providers of goods and services needed in both response and recovery efforts. They provide the employment which both anchors people to place and supports the taxation base to allow for necessary recovery spending. Finally, organisations are an integral part of much day to day functioning contributing immensely to people’s sense of ‘normality’ and psychological wellbeing. Yet, despite their overall importance in the recovery process, there are significant gaps in our existing knowledge with regard to how organisations respond and recover following disaster. This research fills one part of this gap by examining collaboration as an adaptive strategy enacted by organisations in the Canterbury region of New Zealand, which was heavily impacted by a series of major earthquakes, occurring in 2010 and 2011. Collaboration has been extensively investigated in a variety of settings and from numerous disciplinary perspectives. However, there are few studies that investigate the role of collaborative approaches to support post-disaster business recovery. This study investigates the type of collaborations that have occurred and how they evolved as organisations reacted to the resource and environmental change caused by the disaster. Using data collected through semi-structured interviews, survey and document analysis, a rich and detailed picture of the recovery journey is created for 26 Canterbury organisations including 14 collaborators, six non-traders, five continued traders and one new business. Collaborations included two or more individual businesses collaborating along with two multi-party, place based projects. Comparative analysis of the organisations’ experiences enabled the assessment of decisions, processes and outcomes of collaboration, as well as insight into the overall process of business recovery. This research adopted a primarily inductive, qualitative approach, drawing from both grounded theory and case study methodologies in order to generate theory from this rich and contextually situated data. Important findings include the importance of creating an enabling context which allows organisations to lead their own recovery, the creation of a framework for effective post-disaster collaboration and the importance of considering both economic and other outcomes. Collaboration is found to be an effective strategy enabling resumption of trade at a time when there seemed few other options available. While solving this need, many collaborators have discovered significant and unexpected benefits not just in terms of long term strategy but also with regard to wellbeing. Economic outcomes were less clear-cut. However, with approximately 70% of the Central Business District demolished and rebuilding only gaining momentum in late 2014, many organisations are still in a transition stage moving towards a new ‘normal’.
Oblique-convergent plate collision between the Pacific and Australian plates across the South Island has resulted in shallow, upper crustal earthquake activity and ground surface deformation. In particular the Porters Pass - Amberley Fault Zone displays a complex hybrid zone of anastomosing dextral strike-slip and thrust/reverse faulting which includes the thrust/reverse Lees Valley Fault Zone and associated basin deformation. There is a knowledge gap with respect to the paleoseismicity of many of the faults in this region including the Lees Valley Fault Zone. This study aimed to investigate the earthquake history of the fault at a selected location and the structural and geomorphic development of the Lees Valley Fault Zone and eastern rangefront. This was investigated through extensive structural and geomorphic mapping, GPS field surveying, vertical aerial photo interpretation, analysis of Digital Elevation Models, paleoseismic trenching and optically stimulated luminescence dating. This thesis used a published model for tectonic geomorphology development of mountain rangefronts to understand the development of Lees Valley. Rangefront geomorphology is investigated through analysis of features such as rangefront sinuosity and faceted spurs and indicates the recently active and episodic nature of the uplifted rangefront. Analysis of fault discontinuity, fault splays, distribution of displacement, fault deformation zone and limited exposure of bedrock provided insight into the complex structure of the fault zone. These observations revealed preserved, earlier rangefronts, abandoned and uplifted within the eastern ranges, indicating a basinward shift in focus of faulting and an imbricate thrust wedge development propagating into the footwall of the fault zone and along the eastern ranges of Lees Valley. Fault scarp deformation analysis indicated multiple events have produced the deformation present preserved by the active fault trace in the northern valley. Vertical deformation along this scarp varied with a maximum of 11.5 m and an average of 5 m. Field mapping revealed fan surfaces of various ages have been offset and deformed, likely during the Holocene, based on expected relative surface ages. Geomorphic and structural mapping highlighted the effect of cross-cutting and inherited structures on the Lees Valley Fault, resulting in a step-over development in the centre of the eastern range-bounding trace. Paleoseismic trenching provided evidence of at least two earthquakes, which were constrained to post 21.6 ± 2.3 ka by optically stimulated luminescence dating. Single event displacements (1.48 ± 0.08 m), surface rupture earthquake magnitudes (Mw 6.7 ± 0.1, with potential to produce ≥ 7.0), and a minimum recurrence interval (3.6 ± 0.3 ka) indicated the Lees Valley Fault is an active structure capable of producing significant earthquake events. Results from this study indicate that the Lees Valley Fault Zone accommodates an important component of the Porters Pass - Amberley Fault Zone deformation and confirms the fault as a source of potentially damaging, peak ground accelerations in the Canterbury region. Remnants of previous rangefronts indicate a thrust wedge development of the Lees Valley Fault Zone and associated ranges that can potentially be used as a model of development for other thrust-fault bounded basins.
Following the Mw 6.2 Christchurch Earthquake on 22 February 2011, extensive ground cracking in loessial soils was reported in some areas of the Port Hills, southeast of central Christchurch. This study was undertaken to investigate the mechanisms of earthquake-induced ground damage on the eastern side of the Hillsborough Valley. A zone of extensional cracking up to 40m wide and 600m long was identified along the eastern foot-slope, accompanied by compression features and spring formation at the toe of the slope. An engineering geological and geomorphological model was developed for the eastern Hillsborough Valley that incorporates geotechnical investigation data sourced from the Canterbury Geotechnical Database (CGD), the findings of trenching and seismic refraction surveying carried out for this research, and interpretation of historical aerial photographs. The thickness and extent of a buried peat swamp at the base of the slope was mapped, and found to coincide with significant compression features. Ground cracking was found to have occurred entirely within loess-colluvium and to follow the apices of pre-1920s tunnel-gully fan debris at the southern end of the valley. The ground-cracking on the eastern side of the Hillsborough Valley is interpreted to have formed through tensile failure of the loess-colluvium. Testing was carried out to determine the tensile strength of Port Hills loess colluvium as a function of water content and density, in order to better understand the occurrence and distribution of the observed ground cracking. A comprehensive review of the soil tensile strength testing literature was undertaken, from which a test methodology was developed. Results show remoulded loess-colluvium to possess tensile strength of 7 - 28 kPa across the range of tested moisture contents (10-15%) and dry densities (1650-1900kg/m3). A positive linear relationship was observed between tensile strength and dry density, and a negative linear relationship between moisture content and tensile strength. The observed ground damage and available geotechnical information (inclinometer and piezometer records provided by the Earthquake Commission) were together used to interpret the mechanism(s) of slope movement that occurred in the eastern Hillsborough Valley. The observed ground damage is characteristic of translational movement, but without the development of lateral release scarps, or a basal sliding surface - which was not located during drilling. It is hypothesised that shear displacement has been accommodated by multiple slip surfaces of limited extent within the upper 10m of the slope. Movement has likely occurred within near-saturated colluvial units that have lost strength during earthquake shaking. The eastern Hillsborough Valley is considered to be an ‘incipient translational slide’, as both the patterns of damage and shearing are consistent with the early stages of such slide development. Sliding block analysis was utilised to understand how the eastern Hillsborough Valley may perform in a future large magnitude earthquake. Known cumulative displacements of ~0.3m for eastern Hillsborough Valley during the 2010-2011 Canterbury Earthquake Sequence were compared with modelled slope displacements to back-analyse a lower-bound yield acceleration of 0.2 - 0.25g. Synthetic broadband modelling for future Alpine and Hope Fault earthquakes indicates PGAs of approximately 0.08g for soil sites in the Christchurch area, as such, slope movement is unlikely to be reactivated by an Alpine Fault or Hope Fault earthquake. This does not take into account the possible role of strength loss due to excess pore pressure that may occur during these future events.
