This thesis is about many things, not least of all the September 4th 2010 and February 22nd 2011 earthquakes that shook Christchurch, New Zealand. A city was shaken, events which worked to lay open the normally invisible yet vital objects, processes and technologies which are the focus of inquiry: the sewers, pipes, pumps, the digital technologies, the land and politics which constitute the Christchurch wastewater networks. The thesis is an eclectic mix drawing together methods and concepts from Bruno Latour, John Law, Giles Deleuze and Felix Guattari, Nigel Thrift, Donna Haraway and Patrick Joyce. It is an exploration of how the technologies and objects of sanitation perform the city, and how such things which are normally hidden and obscured, are made visible. The question of visibility is also turned toward the research itself: how does one observe, and describe? How are sociological visibilities constructed? Through the research, the encountering of objects in the field, the processes of method, the pedagogy of concepts, and the construction of risk, the thesis comes to be understood as a particular kind of social scientific artefact which assembles four different accounts: the first regards the construction of visibility; the second explores Christchurch city from the control room where the urban sanitary infrastructures are monitored; the third chapter looks at the formatted and embodied practices which emerge with the correlation of the city and sanitation; the fourth looks at the changing politics of a city grappling with severely damaged essential services, land and structures. The final chapter considers how the differences between romantic and baroque sensibilities mean that these four accounts elicit knowing not through smoothness or uniformity, but in partiality and non-coherence. This thesis is about pipes, pump stations, and treatment plants; about the effluent of a city; about the messiness of social science when confronted by the equally messy world of wastewater.

The recent Christchurch earthquakes provide a unique opportunity to better understand the relationship between pre-disaster social fault-lines and post-disaster community fracture. As a resident of Christchurch, this paper presents some of my reflections on the social structures and systems, activities, attitudes and decisions that have helped different Canterbury ‘communities’ along their road to recovery, and highlights some issues that have, unfortunately, held us back.
These reflections help answer the most crucial question asked of disaster scholarship: what can recovery agencies (including local authorities) do - both before and after disaster - to promote resilience and facilitate recovery. This paper – based on three different definitions of
resilience - presents a thematic account of the social recovery landscape. I argue that ‘coping’ might best be associated with adaptive capacity, however ‘thriving’ or ‘bounce forward’ versions of resilience are a function of a community’s participative capacity.

The Earthquake Recovery Minister's released what he says is a how-to strategy for the rebuild following the Canterbury earthquakes. Gerry Brownlee says the strategy for improving investment, innovation and job creation will extend beyond economic recovery and into education, culture and social recovery.
Following exposure to trauma, stress reactions are initially adaptive. However, some individuals’ psychological response can become maladaptive with long-lasting impairment to functioning. Most people with initial symptoms of stress recover, and thus it is important to distinguish individuals who are at risk of continuing difficulties so that resources are allocated appropriately. Investigations of predictors of PTSD development have largely focused on relational and combat-related trauma, with very limited research looking at natural disasters. This study assessed the nature and severity of psychological difficulties experienced in 101 people seeking treatment following exposure to a significant earthquake that killed 185 people. Peritraumatic dissociation, posttraumatic stress symptoms, symptoms of anxiety, symptoms of depression, and social isolation were assessed. Descriptive analyses revealed the sample to be a highly impaired group, with particularly high levels of posttraumatic stress symptoms. Path analysis was used to determine whether the experience of some psychological difficulties predicted experience of others. As hypothesised, peritraumatic dissociation was found to predict posttraumatic stress symptoms and symptoms of anxiety. Posttraumatic stress symptoms then predicted symptoms of anxiety and symptoms of depression. Depression and anxiety were highly correlated. Contrary to expectations, social isolation was not significantly related to any other psychological variables. These findings justify the provision of psychological support following a natural disaster and suggest the benefit of assessing peritraumatic dissociation and posttraumatic stress symptoms soon after the event to identify people in need of monitoring and intervention.
The devastating earthquakes of September 2010 and February 2011 have without question upset the Christchurch City way of life for all. Families and businesses, as well as the natural and built environments have been directly affected, and our social landscapes have since evolved to accommodate the visible changes. Though not perhaps seen as a priority, the Christchurch nightlife has been profoundly altered by the quakes and the once popular CBD clubbing scene has ceased to exist. The concern highlighted in this article is the way in which this has put pressure on suburban bars and the the implications of this for local residents.

A conceptual model is developed which identifies a number of the factors that influence individual and household resilience. Guided by the model, a series of recommendations are developed for practices that will support individual and household resilience in Canterbury in the aftermath of the 2010-2011 earthquakes.

The Canterbury earthquakes are unique in that the there have been a series of major earthquakes, each with their own subsequent aftershock pattern. These have extended from the first large earthquake in September 2010 to currently, at the time of writing, two years later. The last significant earthquake of over magnitude 5.0 on the Richter scale was in May on 2012, and the total number of aftershocks has exceeded 12,000. The consequences, in addition to the loss of life, significant injury and widespread damage, have been far reaching and long term, with detrimental effects and still uncertain effects for many. This provides unique challenges for individuals, communities, organisations and institutions within Canterbury. This document reviews research-based understandings of the concept of resilience. Guided by the model, a series of recommendations are developed for practices that will support individual and household resilience in Canterbury in the aftermath of the 2010-2011 earthquakes.
There is strong consensus in the civil defence and emergency management literature that public participation is essential for a 'good' recovery. However, there is a paucity of research detailing how this community-led planning should be carried out in the real world. There are few processes or timelines for communities to follow when wanting to plan for themselves, nor is there a great deal of advice for communities who want to plan for their own recovery. In short, despite this consensus that community involvement is desireable, there is very little information available as to the nature of this involvement or how communities might facilitate this. It is simply assumed that communities are willing and able to participate in the recovery process and that recovery authorities will welcome, encourage, and enable this participation. This is not always the case, and the result is that community groups can be left feeling lost and ineffective when trying to plan for their own recovery.
In attempting to address this gap, my study contributes to a better understanding of community involvement in recovery planning, based on research with on particular a community group (SPRIG), who has undertaken their own form of community-led planning in a post-disaster environment. Through group observations and in-depth interviews with members of SPRIG, I was able to identify various roles for such groups in the post-disaster recovery process. My research also contributes to an enhanced understanding of the process a community group might follow to implement their own form of post-disaster recovery planning, with the main point being that any planning should be done side by side with local authorities. Finally, I discovered that a community group will face organisational, community and institutional challenges when trying to plan for their area; however, despite these challenges, opportunities exist, such as the chance to build a better future.
The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.
