This report assesses issues and options for preparing an earthquake hazard and risk assessment programme for Canterbury. It outlines investigation options and associated costs in order to better understand Canterbury's earthquake hazard and risk. Although earthquake hazard and risk information needs and investigation priorities within Canterbury have changed over the past 15 years, the majority of the report’s recommended components have been undertaken to some degree either by Environment Canterbury or other organisations. Case study analysis of the 2010-2011 Canterbury Earthquake Sequence (CES), which particularly impacted Christchurch City, New Zealand, has highlighted the value of practical, standardised and coordinated post-earthquake geotechnical response guidelines for earthquake-induced landslides in urban areas. The 22nd February 2011 earthquake, the second largest magnitude event in the CES, initiated a series of rockfall, cliff collapse and loess failures around the Port Hills which severely impacted the south-eastern part of Christchurch. The extensive slope failure induced by the 22nd February 200 earthquake was unprecedented; and ground motions experienced significantly exceeded the probabilistic seismic hazard model for Canterbury. Earthquake-induced landslides initiated by the 22nd February 2011 earthquake posed risk to life safety, and caused widespread damage to dwellings and critical infrastructure. In the immediate aftermath of the 22nd February 2011 earthquake, the geotechnical community responded by deploying into the Port Hills to conduct assessment of slope failure hazards and life safety risk. Coordination within the voluntary geotechnical response group evolved rapidly within the first week post-earthquake. The lack of pre-event planning to guide coordinated geotechnical response hindered the execution of timely and transparent management of life safety risk from coseismic landslides in the initial week after the earthquake. Semi-structured interviews were conducted with municipal, management and operational organisations involved in the geotechnical response during the CES. Analysis of interview dialogue highlighted the temporal evolution of priorities and tasks during emergency response to coseismic slope failure, which was further developed into a phased conceptual model to inform future geotechnical response. Review of geotechnical responses to selected historical earthquakes (Northridge, 1994; Chi-Chi, 1999; Wenchuan, 2008) has enabled comparison between international practice and local response strategies, and has emphasised the value of pre-earthquake preparation, indicating the importance of integration of geotechnical response within national emergency management plans. Furthermore, analysis of the CES and international earthquakes has informed pragmatic recommendations for future response to coseismic slope failure. Recommendations for future response to earthquake-induced landslides presented in this thesis include: the integration of post-earthquake geotechnical response with national Civil Defence and Emergency Management; pre-earthquake development of an adaptive management structure and standard slope assessment format for geotechnical response; and emergency management training for geotechnical professionals. Post-earthquake response recommendations include the development of geographic sectors within the area impacted by coseismic slope failure, and the development of a GIS database for analysis and management of data collected during ground reconnaissance. Recommendations provided in this thesis aim to inform development of national guidelines for geotechnical response to earthquake-induced landslides in New Zealand, and prompt debate concerning international best practice.
This study led on from Earthquake hazard and risk assessment study Stage 1 Part A: Earthquake source identification and characterisation (Pettinga et al, 1998). It used the location and characteristics of active faults in the Canterbury region, and the historic record of earthquakes to estimate levels of ground shaking (MM intensity, peak ground acceleration and spectral accelerations) across Canterbury for different return periods. The study also provided earthquake scenarios for selected towns and cities in Canterbury, and undertook detailed investigations into the largest historic earthquakes in Christchurch and parts of the Canterbury region. Tsunami have the potential to cause significant disruptions to society, including damage to infrastructure, critical to the every-day operation of society. Effective risk management is required to reduce the potential tsunami impacts to them. Christchurch city, situated on the eastern coast of New Zealand’s South Island, is exposed to a number of far-field tsunami hazards. Although the tsunami hazard has been well identified for Christchurch city infrastructure, the likely impacts have not been well constrained. To support effective risk management a credible and realistic infrastructure impact model is required to inform risk management planning. The objectives of this thesis are to assess the impacts on Christchurch city infrastructure from a credible, hypothetical far-field tsunami scenario. To achieve this an impact assessment process is adopted, using tsunami hazard and exposure measures to determine asset vulnerability and subsequent impacts. However, the thesis identified a number of knowledge gaps in infrastructure vulnerability to tsunami. The thesis addresses this by using two approaches: a tsunami damage matrix; and the development of tsunami fragility functions. The tsunami damage matrix pools together tsunami impacts on infrastructure literature, and post-event field observations. It represents the most comprehensive ‘look-up’ resource for tsunami impacts to infrastructure to date. This damage matrix can inform the assessment of tsunami impacts on Christchurch city infrastructure by providing a measure of damage likelihood at various hazard intensities. A more robust approach to tsunami vulnerability of infrastructure are fragility functions, which are also developed in this thesis. These were based on post-event tsunami surveys of the 2011 ‘Tohoku’ earthquake tsunami in Japan. The fragility functions are limited to road and bridge infrastructure, but represent the highest resolution measure of vulnerability for the given assets. As well as providing a measure of damage likelihood for a given tsunami hazard intensity, these also indicate a level of asset damage. The impact assessment process, and synthesized vulnerability measures, are used to run tsunami impact models for Christchurch infrastructure to determine the probability of asset damage occurring and to determine if impact will reach or exceed a given damage state. The models suggest that infrastructure damage is likely to occur in areas exposed to tsunami inundation in this scenario, with significant damage identified for low elevation roads and bridges. The results are presented and discussed in the context of the risk management framework, with emphasis on using risk assessment to inform risk treatment, monitoring and review. In summary, this thesis A) advances tsunami vulnerability and impact assessment methodologies for infrastructure and B) provides a tsunami impact assessment framework for Christchurch city infrastructure which will inform infrastructure tsunami risk management for planners, emergency managers and lifelines groups.
This research employs a deterministic seismic risk assessment methodology to assess the potential damage and loss at meshblock level in the Christchurch CBD and Mount Pleasant primarily due to building damage caused by earthquake ground shaking. Expected losses in terms of dollar value and casualties are calculated for two earthquake scenarios. Findings are based on: (1) data describing the earthquake ground shaking and microzonation effects; (2) an inventory of buildings by value, floor area, replacement value, occupancy and age; (3) damage ratios defining the performance of buildings as a function of earthquake intensity; (4) daytime and night-time population distribution data and (5) casualty functions defining casualty risk as a function of building damage. A GIS serves as a platform for collecting, storing and analyzing the original and the derived data. It also allows for easy display of input and output data, providing a critical functionality for communication of outcomes. The results of this study suggest that economic losses due to building damage in the Christchurch CBD and Mount Pleasant will possibly be in the order of $5.6 and $35.3 million in a magnitude 8.0 Alpine fault earthquake and a magnitude 7.0 Ashley fault earthquake respectively. Damage to non-residential buildings constitutes the vast majority of the economic loss. Casualty numbers are expected to be between 0 and 10.
This study compiled and tabulated all relevant available information on earthquake sources (active faults) in Canterbury and mapped the fault locations onto 1:50,000 or 1:250,000 overlays on topographic maps (later digitised into the Environment Canterbury active faults database). The study also reviewed information on historic earthquakes, instrumental seismicity and paleoseismic studies and identified information gaps. It recommended an approach for a probabilistic seismic hazard analysis and development of earthquake scenarios. See Object Overview for background and usage information.
Environmental assessment in New Zealand is governed by the provisions of the Resource Management Act (RMA) 1991. The Act requires persons wishing to undertake certain activities to apply for resource consent from their local or regional council - a procedure termed the Resource Consent Process. The key component of a resource consent application is an Assessment of Environmental Effects (AEE) report; a statement of the environmental effects of a proposed activity.
Problems arise when environmental assessments are complicated by uncertain and abnormal circumstances such as natural hazards. Natural hazards (including earthquakes, floods, tsunami, and coastal erosion) can be catastrophic to an environment. If hazards are not avoided or successfully mitigated, they can result in serious consequences to proposed development and to the environment which the proposal relates. The aim of this study is to assess the adequacy of the resource consent process (as outlined in the Resource Management Act 1991) for dealing with proposed development affected by natural hazards.
This study reviews the context of the resource consent process for dealing with natural hazards to identify potential issues in the assessment process. Guidance criteria for assessing natural hazards (termed Natural Hazard Assessment) are developed to evaluate against two resource consent applications affected by natural hazards. The findings of the consent process review and case study evaluation are discussed to determine the adequacy of the consent process for dealing with natural hazards.
From the review of the consent process it was evident that the process has a number of problems for accommodating natural hazards into the assessment. Although many important traits are provided for in the process, such traits are not always reflected in environmental assessments.
Evaluation of two resource consent applications against the process of Natural Hazard Assessment (NHA) showed that these consent applications did not adequately detail key information relating to natural hazards. Many problems evident in these applications were not amended by the Consent Authorities in the review process and subsequently consent was granted to information-deficient applications. Problematic issues identified in this study include:
• A distinct lack of guidance (legal or otherwise) for the applicant and Consent Authority regarding the boundaries of inclusion of an effect;
• Deficiencies in planning documents are reflected in AEE reports, the review of the consent application and in the end-decision;
• Under-utilisation of "experts" throughout the consent process;
• Minimal identification and account for the degree of uncertainty throughout the consent process;
• Resource consents are being granted even though information in consent applications, and the means for assessing the information is deficient.
These issues reflect that decisions are not being made based on all elements involved in a potential hazard. Subsequently, the resource consent process is not adequate for dealing with all aspects of natural hazards.
The Natural Hazard Assessment process provides educated assessment criteria to assess development affected by natural hazards. By accounting for the problems evident in the consent process, the introduction of a three-tier identification, risk and vulnerability assessment, and evaluation process to account for uncertainties, Natural Hazard Assessment provides a platform for a thorough assessment of natural hazards. The application of the principles of Natural Hazard Assessment to the consent applications affected by natural hazards showed that many key issues were not covered in the assessment under the consent process.
The nature of a natural event is that one may not occur in a given region over many lifetimes, however they will occur at some stage and planning and environmental assessment needs to provide for the associated hazards. Implementation of Natural Hazard Assessment is needed to help provide answers for the problems experienced in the resource consent process. Natural Hazard Assessment would allow decision-makers to make informed judgements on the situation at hand, leading to better planning and land-use options.
Change to current practice is needed, as following the current path of environmental assessment will be the hazard in the end.

Seismic behaviour of typical unreinforced masonry (URM) brick houses, that were common in early last century in New Zealand and still common in many developing countries, is experimentally investigated at University of Canterbury, New Zealand in this research. A one halfscale model URM house is constructed and tested under earthquake ground motions on a shaking table. The model structure with aspect ratio of 1.5:1 in plan was initially tested in the longitudinal direction for several earthquakes with peak ground acceleration (PGA) up to 0.5g. Toppling of end gables (above the eaves line) and minor to moderate cracking around window and door piers was observed in this phase. The structure was then rotated 90º and tested in the transverse (short) direction for ground motions with PGA up to 0.8g. Partial out-of-plane failure of the face loaded walls in the second storey and global rocking of the model was observed in this phase. A finite element analysis and a mechanism analysis are conducted to assess the dynamic properties and lateral strength of the model house. Seismic fragility function of URM houses is developed based on the experimental results. Damping at different phases of the response is estimated using an amplitude dependent equivalent viscous damping model. Financial risk of similar URM houses is then estimated in term of expected annual loss (EAL) following a probabilistic financial risk assessment framework. Risks posed by different levels of damage and by earthquakes of different frequencies are then examined.
The Canterbury Region is susceptible to a variety of natural hazards, including earthquakes, landslides and climate hazards. Increasing population and tourism within the region is driving development pressures and as more and more development occurs, the risk from natural hazards increases. In order to avoid development occurring in unacceptably vulnerable locations, natural hazard assessments are required. This study is a reconnaissance natural hazard assessment of Lakes Lyndon, Coleridge and Tekapo. There is restricted potential for development at Lake Lyndon, because the land surrounding the lake is owned by the Crown and has a number of development restrictions. However, there is the potential for conservation or recreation-linked development to occur. There is more potential for development at Lake Coleridge. Most of the land surrounding the lake is privately owned and has less development restrictions. The majority of land surrounding Lake Tekapo is divided into Crown-owned pastoral leases, which are protected from development, such as subdivision. However, there are substantial areas around the lake, which are privately owned and, therefore, have potential for development. Earthquake, landslide and climate hazards are the main natural hazards threatening Lakes Lyndon, Coleridge and Tekapo. The lakes are situated in a zone of active earth deformation in which large and relatively frequent earthquakes are produced. A large number of active faults lie within 15 km of each lake, which are capable of producing M7 or larger earthquakes. Ground shaking, liquefaction, landslides, tsunami and seiches are among the consequences of earthquakes, all of which have the potential to cause severe damage to lives, lifelines and infrastructure. Landslides are also common in the landscape surrounding the lakes. The majority of slopes surrounding the lakes are at significant risk from earthquake-induced failure under moderate to strong earthquake shaking. This level of shaking is expected to occur in any 50 year period around Lakes Lyndon and Coleridge, and in any 150 year period around Lake Tekapo. Injuries, fatalities and property damage can occur directly from landslide impact or from indirect effects such as flooding from landslide-generated tsunami or from landslide dam outbreaks. Lakes Lyndon, Coleridge and Tekapo are also susceptible to climate hazards, such as high winds, drought, heavy snowfall and heavy rainfall, which can lead to landslides and flooding. Future climate change due to global warming is most likely going to affect patterns of frequency and magnitudes of extreme weather events, leading to an increase in climate hazards. Before development is permitted around the lakes, it is essential that each of these hazards is considered so that unacceptably vulnerable areas can be avoided.
This paper presents the probabilistic seismic performance and loss assessment of an actual bridge– foundation–soil system, the Fitzgerald Avenue twin bridges in Christchurch, New Zealand. A two-dimensional finite element model of the longitudinal direction of the system is modelled using advanced soil and structural constitutive models. Ground motions at multiple levels of intensity are selected based on the seismic hazard deaggregation at the site. Based on rigorous examination of several deterministic analyses, engineering demand parameters (EDP’s), which capture the global and local demand, and consequent damage to the bridge and foundation are determined. A probabilistic seismic loss assessment of the structure considering both direct repair and loss of functionality consequences was performed to holistically assess the seismi risk of the system. It was found that the non-horizontal stratification of the soils, liquefaction, and soil–structure interaction had pronounced effects on the seismic demand distribution of the bridge components, of which the north abutment piles and central pier were critical in the systems seismic performance. The consequences due to loss of functionality of the bridge during repair were significantly larger than the direct repair costs, with over a 2% in 50 year probability of the total loss exceeding twice the book-value of the structure.
This project was initiated by ENGEO Limited and KiwiRail Holdings Limited to assess the stability of Slovens Creek Viaduct (specifically its western abutment) and a 3km section of rail corridor between Slovens Creek Viaduct and Avoca on the Midland Line (MDL). Commonly known as the scenic TranzAlpine rail journey (through Arthurs Pass National Park) the MDL connects Greymouth to Christchurch via Rolleston, where the MDL meets the Main South Line into Christchurch. The project area is approximately 40km southeast of Arthurs Pass Township, in the eastern extension of the Castle Hill Basin which is part of the Waimakariri Catchment and Canterbury Foothills. The field area is underlain by Rakaia Terrane, which is part of the Torlesse Composite Terrane forming the basement rock unit for the field area. Cretaceous-Tertiary rocks of the Castle Hill Basin overlie the basement strata and record a transgression-regression sequence, as well as mid-Oligocene submarine volcanism. The stratigraphic sequence in the Castle Hill Basin, and its eastern extension to Avoca, comprises two formations of the Eyre group, the older Broken River Formation and the younger Iron Creek Formation. Deep marine Porter Group limestones, marls, and tuffs of Oligocene age succeed the Iron Creek Formation of the Eyre Group, and probably records the maximum of the transgression. The Enys Formation lies disconformably on the Porter Group and is overlain unconformably by Late Pleistocene glacifluvial and glacial deposits. The Tertiary strata in the Slovens-Avoca rail corridor are weak, and the clay-rich tuff derived from mid-Oligocene volcanism is particularly prone to slaking. Extensive mapping carried out for this project has identified that some 90 percent of the surface along the length of the Slovens-Avoca corridor has been subject to mass movement. The landslides of the Slovens-Avoca rail corridor are clearly younger than the Last Glaciation, and Slovens Creek has been downcutting, with associated faulting and uplift, to form the present day geomorphology of the rail corridor. Deep-seated landslides in the rail corridor extend to Slovens Creek, locally deflecting the stream course, and a generic ground failure model for the rail corridor has been developed. Exploratory geotechnical investigations, including core drilling, installation of an inclinometer and a piezometer, enabled the construction of a simple ground model and cross section for the Slovens Creek Viaduct western abutment. Limit-equilibrium and pseudo-static slope stability analyses using both circular and block critical slip surface search methods were applied to the ground model for the western abutment of Slovens Creek Viaduct. Piezometric and strength data obtained during laboratory testing of core material have been used to constrain the western abutment stability assessment for one representative section line (C-C’). Prior to pseudo-static sensitivity analyses peak ground acceleration (PGA) for various Ultimate Limit State (ULS) design return periods, defined by an equation given in NZS1170.5:2004, were calculated and have been used as a calibration technique to find and compare specific PGA values for pseudo-static analyses in the Slovens Creek Viaduct area. The main purpose has been to provide an indication of how railway infrastructure could be affected by seismic events of various return periods defined by ULS design standards for the area. Limit equilibrium circular slip surface search methods, both grid search and auto refine search, indicated the slope is stable with a FoS greater than 1.0 returned from each, although one particular surface returned the lowest FoS in each. This surface is in the lower portion of the slope, adjacent to Slovens Stream and northeast of the MDL. As expected, pseudo-static analyses returned a lower FoS overall when compared to limit equilibrium analyses. The PGA analyses suggest that partial ground failure at the Slovens Creek Viaduct western abutment could occur in a 1 in 25-year return period event within materials on the slower slope beyond the immediate rail corridor. A ULS (1 in 500-year) event in the Slovens Creek Viaduct area would likely produce a PGA of ~0.9g, and the effects on the western abutment and rail infrastructure would most likely be catastrophic. Observed ground conditions for the western abutment of the Slovens Creek Viaduct suggest there is no movement within the landslide at depth within the monitoring timeframe of this project (22 May 2015 – 4 August 2015). Slope stability monitoring is recommended to be continued in two parts: (1) the inclinometer in BH1 is to be monitored on a six monthly basis for one year following completion of this thesis, and then annually unless ground movements become evident; and (2) surface movement monitoring should be installed using a fixed datum on the stable eastern abutment. Long-term stability management strategies for the Slovens Creek Viaduct western abutment are dependent upon future observed changes and ongoing monitoring. Hazard and risk assessment using the KiwiRail Qualitative Risk Assessment Framework (QRA) is recommended, and if slope stability becomes problematic for operation of the Midland Line consideration should be given to deep slope drainage. In the event of a large magnitude or high PGA earthquake all monitoring should be reviewed.
A seismic financial risk analysis of typical New Zealand reinforced concrete buildings constructed with topped precast concrete hollow-core units is performed on the basis of experimental research undertaken at the University of Canterbury over the last five years. An extensive study that examines seismic demands on a variety of multi-storey RC buildings is described and supplemented by the experimental results to determine the inter-storey drift capacities of the buildings. Results of a full-scale precast concrete super-assemblage constructed and tested in the laboratory in two stages are used. The first stage investigates existing construction and demonstrates major shortcomings in construction practice that would lead to very poor seismic performance. The second stage examines the performance of the details provided by Amendment No. 3 to the New Zealand Concrete Design Code NZS 3101:1995. This paper uses a probabilistic financial risk assessment framework to estimate the expected annual loss (EAL) from previously developed fragility curves of RC buildings with precast hollow core floors connected to the frames according to the pre-2004 standard and the two connection details recommended in the 2004 amendment. Risks posed by different levels of damage and by earthquakes of different frequencies are examined. The structural performance and financial implications of the three different connection details are compared. The study shows that the improved connection details recommended in the 2004 amendment give a significant economic payback in terms of drastically reduced financial risk, which is also representative of smaller maintenance cost and cheaper insurance premiums.
Today there is interest in building resilient communities. Identifying and managing the risks of natural hazards with communities who face compounding hazards is challenging. Alpine ski areas provide a unique context to study this challenging and complex process. The traditional approach taken to manage natural hazards is discipline-centric and focuses on common (e.g. high probability low consequence) natural hazards such as avalanches. While this thesis acknowledges that the common approach is rational, it argues that we can extend our communities of practice to include rare (e.g. low probability / high consequence) natural hazards such as earthquakes. The dynamically complex nature of these ‘rare’ hazards limits our understanding about them, but by seeking and using the lived experiences of people in mountain communities some knowledge can be gained to help improve our understanding of how to adapt. This study focuses on such an approach in the context of alpine ski areas prone to earthquakes as a first step toward identifying key policy opportunities for hazard mitigation in general.
The contributions can be broken down into methodological, contextual, and theoretical pursuits, as well as opportunities for improving future research. A development mixed method triangulated approach was justified because the research problem (i.e. earthquakes in ski areas) has had little consideration. The context provided the opportunity to test the integration of methods while dealing with the challenges of research in a novel context. Advancement to fuzzy cognitive mapping was achieved through the use of unsupervised neural networks (Self-organizing Maps or Kohonen Maps). The framework applied in the multi-site case study required a synthesis of current approaches, advances to methods and a functional use of cultural theory. Different approaches to participatory policy development were reviewed to develop a research protocol that was accessible.
Cultural theory was selected as a foundation for the thesis because of its’ preference for plural rationalities from five ways of organizing. Moreover, the study undertook a shift away from the dichotomy of ‘methodological individualism’ and ‘methodological collectivism’ and instead chose the dividual (i.e. social solidarities that consist of culural biases, behavioral strategies and social relations) as a consistent unit of analysis despite three different methodologies including: field studies, qualitative interviews, and fuzzy cognitive maps. In this sense, the thesis sought to move away from ‘elegant solutions’ from singular solidarities or methods toward a research philosophy that sustains requisite variety and clumsy solutions. Overall the approach was a trandisciplinary framework that is a step toward sustainable hazards mitigation.
The results indicate that the selections of risks and adaptation strategies associated with the in-situ hazards are driven by roles that managers, workers, and riders play in the context. Additionally, fuzzy cognitive maps were used as an extension of qualitative interviews and demonstrated the potential for power struggles that may arise between participant groups when considering strategies for preparation, response and recovery. Moreover, the results stress that prolonged engagement with stakeholders is necessary to improve the policy development process. Some comments are made on the compatibility condition of congruence between cultural biases, behavioural strategies, and social relations. As well, inclusion of the hermit/autonomous solidarities is stressed as a necessary component of future applications of cultural theory. The transdisciplinary mixed-method framework is an approach that can be transferred to many other vital areas of research where integration is desirable.

Shallow groundwater salinization can have cascading negative impacts on municipal assets, but this is rarely considered compared to impacts of salinization on water supply. Here, shallow groundwater salinity was sampled at high spatial resolution (1.3 piezometer/km2 ), then mapped and spatially interpolated. This was possible due to a uniquely extensive set of shallow piezometers installed in response to the 2010–11 Canterbury Earthquake Sequence to assess liquefaction risk. The municipal assets located within the brackish groundwater areas were highlighted. New hydrological insights for the region: Brackish groundwater areas were centred on a spit of coastal sand dunes and inside the meander of a tidal river with poorly drained soils. The municipal assets located within these areas include: (i) wastewater and stormwater pipes constructed from steel-reinforced concrete, which, if damaged, are vulnerable to premature failure when exposed to chloride underwater, and (ii) 41 parks and reserves totalling 236 ha, within which salt-intolerant groundwater-dependent species are at risk. This research highlights the importance of determining areas of saline shallow groundwater in low-lying coastal urban settings and the co-located municipal assets to allow the prioritisation of sites for future monitoring and management.
Implementing seismic risk mitigation is a major challenge in many earthquake prone regions. The objective of this research is to investigate how property investment market practices can be used to enhance building owners’ decisions to improve seismic performance of earthquake prone buildings (EPBs). A case study method adopted, revealed the impacts of the property market stakeholders’ practices on seismic retrofit decisions. The findings from this research provide significant new insights on how property market-based incentives such as such as mandatory disclosure of seismic risks in all transactions in the property market, effective awareness seismic risk program and a unified earthquake safety assessment information system, can be used to enhance EPBs owners seismic retrofit decisions. These market-based incentives offer compelling reasons for the different property market stakeholders and the public at large to retain, care, invest, and act responsibly to rehabilitate EPBs. The findings suggest need for stakeholders involved in property investment and retrofit decisions to work together to foster seismic rehabilitation of EPBs.
One of the great challenges facing human systems today is how to prepare for, manage, and adapt successfully to the profound and rapid changes wreaked by disasters. Wellington, New Zealand, is a capital city at significant risk of devastating earthquake and tsunami, potentially requiring mass evacuations with little or short notice. Subsequent hardship and suffering due to widespread property damage and infrastructure failure could cause large areas of the Wellington Region to become uninhabitable for weeks to months. Previous research has shown that positive health and well-being are associated with disaster-resilient outcomes. Preventing adverse outcomes before disaster strikes, through developing strengths-based skill sets in health-protective attitudes and behaviours, is increasingly advocated in disaster research, practise, and management. This study hypothesised that well-being constructs involving an affective heuristic play vital roles in pathways to resilience as proximal determinants of health-protective behaviours. Specifically, this study examined the importance of health-related quality of life and subjective well-being in motivating evacuation preparedness, measured in a community sample (n=695) drawn from the general adult population of Wellington’s isolated eastern suburbs. Using a quantitative epidemiological approach, the study measured the prevalence of key quality of life indicators (physical and mental health, emotional well-being or “Sense of Coherence”, spiritual well-being, social well-being, and life satisfaction) using validated psychometric scales; analysed the strengths of association between these indicators and the level of evacuation preparedness at categorical and continuous levels of measurement; and tested the predictive power of the model to explain the variance in evacuation preparedness activity. This is the first study known to examine multi-dimensional positive health and global well-being as resilient processes for engaging in evacuation preparedness behaviour. A cross-sectional study design and quantitative survey were used to collect self-report data on the study variables; a postal questionnaire was fielded between November 2008 and March 2009 to a sampling frame developed through multi-stage cluster randomisation. The survey response rate was 28.5%, yielding a margin of error of +/- 3.8% with 95% confidence and 80% statistical power to detect a true correlation coefficient of 0.11 or greater. In addition to the primary study variables, data were collected on demographic and ancillary variables relating to contextual factors in the physical environment (risk perception of physical and personal vulnerability to disaster) and the social environment (through the construct of self-determination), and other measures of disaster preparedness. These data are reserved for future analyses. Results of correlational and regression analyses for the primary study variables show that Wellingtonians are highly individualistic in how their well-being influences their preparedness, and a majority are taking inadequate action to build their resilience to future disaster from earthquake- or tsunami-triggered evacuation. At a population level, the conceptual multi-dimensional model of health-related quality of life and global well-being tested in this study shows a positive association with evacuation preparedness at statistically significant levels. However, it must be emphasised that the strength of this relationship is weak, accounting for only 5-7% of the variability in evacuation preparedness. No single dimension of health-related quality of life or well-being stands out as a strong predictor of preparedness. The strongest associations for preparedness are in a positive direction for spiritual well-being, emotional well-being, and life satisfaction; all involve a sense of existential meaningfulness. Spiritual well-being is the only quality of life variable making a statistically significant unique contribution to explaining the variance observed in the regression models. Physical health status is weakly associated with preparedness in a negative direction at a continuous level of measurement. No association was found at statistically significant levels for mental health status and social well-being. These findings indicate that engaging in evacuation preparedness is a very complex, holistic, yet individualised decision-making process, and likely involves highly subjective considerations for what is personally relevant. Gender is not a factor. Those 18-24 years of age are least likely to prepare and evacuation preparedness increases with age. Multidimensional health and global well-being are important constructs to consider in disaster resilience for both pre-event and post-event timeframes. This work indicates a need for promoting self-management of risk and building resilience by incorporating a sense of personal meaning and importance into preparedness actions, and for future research into further understanding preparedness motivations.
Structural engineering is facing an extraordinarily challenging era. These challenges are driven by the increasing expectations of modern society to provide low-cost, architecturally appealing structures which can withstand large earthquakes. However, being able to avoid collapse in a large earthquake is no longer enough. A building must now be able to withstand a major seismic event with negligible damage so that it is immediately occupiable following such an event. As recent earthquakes have shown, the economic consequences of not achieving this level of performance are not acceptable. Technological solutions for low-damage structural systems are emerging. However, the goal of developing a low-damage building requires improving the performance of both the structural skeleton and the non-structural components. These non-structural components include items such as the claddings, partitions, ceilings and contents. Previous research has shown that damage to such items contributes a disproportionate amount to the overall economic losses in an earthquake. One such non-structural element that has a history of poor performance is the external cladding system, and this forms the focus of this research. Cladding systems are invariably complicated and provide a number of architectural functions. Therefore, it is important than when seeking to improve their seismic performance that these functions are not neglected. The seismic vulnerability of cladding systems are determined in this research through a desktop background study, literature review, and postearthquake reconnaissance survey of their performance in the 2010 – 2011 Canterbury earthquake sequence. This study identified that precast concrete claddings present a significant life-safety risk to pedestrians, and that the effect they have upon the primary structure is not well understood. The main objective of this research is consequently to better understand the performance of precast concrete cladding systems in earthquakes. This is achieved through an experimental campaign and numerical modelling of a range of precast concrete cladding systems. The experimental campaign consists of uni-directional, quasi static cyclic earthquake simulation on a test frame which represents a single-storey, single-bay portion of a reinforced concrete building. The test frame is clad with various precast concrete cladding panel configurations. A major focus is placed upon the influence the connection between the cladding panel and structural frame has upon seismic performance. A combination of experimental component testing, finite element modelling and analytical derivation is used to develop cladding models of the cladding systems investigated. The cyclic responses of the models are compared with the experimental data to evaluate their accuracy and validity. The comparison shows that the cladding models developed provide an excellent representation of real-world cladding behaviour. The cladding models are subsequently applied to a ten-storey case-study building. The expected seismic performance is examined with and without the cladding taken into consideration. The numerical analyses of the case-study building include modal analyses, nonlinear adaptive pushover analyses, and non-linear dynamic seismic response (time history) analyses to different levels of seismic hazard. The clad frame models are compared to the bare frame model to investigate the effect the cladding has upon the structural behaviour. Both the structural performance and cladding performance are also assessed using qualitative damage states. The results show a poor performance of precast concrete cladding systems is expected when traditional connection typologies are used. This result confirms the misalignment of structural and cladding damage observed in recent earthquake events. Consequently, this research explores the potential of an innovative cladding connection. The outcomes from this research shows that the innovative cladding connection proposed here is able to achieve low-damage performance whilst also being cost comparable to a traditional cladding connection. It is also theoretically possible that the connection can provide a positive value to the seismic performance of the structure by adding addition strength, stiffness and damping. Finally, the losses associated with both the traditional and innovative cladding systems are compared in terms of tangible outcomes, namely: repair costs, repair time and casualties. The results confirm that the use of innovative cladding technology can substantially reduce the overall losses that result from cladding damage.
Recent surface-rupturing earthquakes in New Zealand have highlighted significant exposure and vulnerability of the road network to fault displacement. Understanding fault displacement hazard and its impact on roads is crucial for mitigating risks and enhancing resilience. There is a need for regional-scale assessments of fault displacement to identify vulnerable areas within the road network for the purposes of planning and prioritising site-specific investigations. This thesis employs updated analysis of data from three historical surface-rupturing earthquakes (Edgecumbe 1987, Darfield 2010, and Kaikoūra 2016) to develop an empirical model that addresses the gap in regional fault displacement hazard analysis. The findings contribute to understanding of • How to use seismic hazard model inputs for regional fault displacement hazard analysis • How faulting type and sediment cover affects the magnitude and spatial distribution of fault displacement • How the distribution of displacement and regional fault displacement hazard is impacted by secondary faulting • The inherent uncertainties and limitations associated with employing an empirical approach at a regional scale • Which sections of New Zealand’s roading network are most susceptible to fault displacement hazard and warrant site-specific investigations • Which regions should prioritise updating emergency management plans to account for post-event disruptions to roading. I used displacement data from the aforementioned historical ruptures to generate displacement versus distance-to-fault curves for various displacement components, fault types, and geological characteristics. Using those relationships and established relationships for along-strike displacement, displacement contours were generated surrounding active faults within the NZ Community Fault Model. Next, I calculated a new measure of 1D strain along roads as well as relative hazard, which integrated 1D strain and normalised slip rate data. Summing these values at the regional level identified areas of heightened relative hazard across New Zealand, and permits an assessment of the susceptibility of road networks using geomorphon land classes as proxies for vulnerability. The results reveal that fault-parallel displacements tend to localise near the fault plane, while vertical and fault-perpendicular displacements sustain over extended distances. Notably, no significant disparities were observed in off-fault displacement between the hanging wall and footwall sides of the fault, or among different surface geology types, potentially attributed to dataset biases. The presence of secondary faulting in the dataset contributes to increased levels of tectonic displacement farther from the fault, highlighting its significance in hazard assessments. Furthermore, fault displacement contours delineate broader zones around dip-slip faults compared to strike-slip faults, with correlations identified between fault length and displacement width. Road ‘strain’ values are higher around dip-slip faults, with notable examples observed in the Westland and Buller Districts. As expected, relative hazard analysis revealed elevated values along faults with high slip rates, notably along the Alpine Fault. A regional-scale analysis of hazard and exposure reveals heightened relative hazard in specific regions, including Wellington, Southern Hawke’s Bay, Central Bay of Plenty, Central West Coast, inland Canterbury, and the Wairau Valley of Marlborough. Notably, the Central West Coast exhibits the highest summed relative hazard value, attributed to the fast-slipping Alpine Fault. The South Island generally experiences greater relative hazard due to larger and faster-slipping faults compared to the North Island, despite having fewer roads. Central regions of New Zealand face heightened risk compared to Southern or Northern regions. Critical road links intersecting high-slipping faults, such as State Highways 6, 73, 1, and 2, necessitate prioritisation for site-specific assessments, emergency management planning and targeted mitigation strategies. Roads intersecting with the Alpine Fault are prone to large parallel displacements, requiring post-quake repair efforts. Mitigation strategies include future road avoidance of nearby faults, modification of road fill and surface material, and acknowledgement of inherent risk, leading to prioritised repair efforts of critical roads post-quake. Implementing these strategies enhances emergency response efforts by improving accessibility to isolated regions following a major surface-rupturing event, facilitating faster supply delivery and evacuation assistance. This thesis contributes to the advancement of understanding fault displacement hazard by introducing a novel regional, empirical approach. The methods and findings highlight the importance of further developing such analyses and extending them to other critical infrastructure types exposed to fault displacement hazard in New Zealand. Enhancing our comprehension of the risks associated with fault displacement hazard offers valuable insights into various mitigation strategies for roading infrastructure and informs emergency response planning, thereby enhancing both national and global infrastructure resilience against geological hazards.
In September 2010 and February 2011, the Canterbury region experienced devastating earthquakes with an estimated economic cost of over NZ$40 billion (Parker and Steenkamp, 2012; Timar et al., 2014; Potter et al., 2015). The insurance market played an important role in rebuilding the Canterbury region after the earthquakes. Homeowners, insurance and reinsurance markets and New Zealand government agencies faced a difficult task to manage the rebuild process. From an empirical and theoretic research viewpoint, the Christchurch disaster calls for an assessment of how the insurance market deals with such disasters in the future. Previous studies have investigated market responses to losses in global catastrophes by focusing on the insurance supply-side. This study investigates both demand-side and supply-side insurance market responses to the Christchurch earthquakes. Despite the fact that New Zealand is prone to seismic activities, there are scant previous studies in the area of earthquake insurance. This study does offer a unique opportunity to examine and document the New Zealand insurance market response to catastrophe risk, providing results critical for understanding market responses after major loss events in general. A review of previous studies shows higher premiums suppress demand, but how higher premiums and a higher probability of risk affect demand is still largely unknown. According to previous studies, the supply of disaster coverage is curtailed unless the market is subsidised, however, there is still unsettled discussion on why demand decreases with time from the previous disaster even when the supply of coverage is subsidised by the government. Natural disaster risks pose a set of challenges for insurance market players because of substantial ambiguity associated with the probability of such events occurring and high spatial correlation of catastrophe losses. Private insurance market inefficiencies due to high premiums and spatially concentrated risks calls for government intervention in the provision of natural disaster insurance to avert situations of noninsurance and underinsurance. Political economy considerations make it more likely for government support to be called for if many people are uninsured than if few people are uninsured. However, emergency assistance for property owners after catastrophe events can encourage most property owners to not buy insurance against natural disaster and develop adverse selection behaviour, generating larger future risks for homeowners and governments. On the demand-side, this study has developed an intertemporal model to examine how demand for insurance changes post-catastrophe, and how to model it theoretically. In this intertemporal model, insurance can be sought in two sequential periods of time, and at the second period, it is known whether or not a loss event happened in period one. The results show that period one demand for insurance increases relative to the standard single period model when the second period is taken into consideration, period two insurance demand is higher post-loss, higher than both the period one demand and the period two demand without a period one loss. To investigate policyholders experience from the demand-side perspective, a total of 1600 survey questionnaires were administered, and responses from 254 participants received representing a 16 percent response rate. Survey data was gathered from four institutions in Canterbury and is probably not representative of the entire population. The results of the survey show that the change from full replacement value policy to nominated replacement value policy is a key determinant of the direction of change in the level of insurance coverage after the earthquakes. The earthquakes also highlighted the plight of those who were underinsured, prompting policyholders to update their insurance coverage to reflect the estimated cost of re-building their property. The survey has added further evidence to the existing literature, such as those who have had a recent experience with disaster loss report increased risk perception if a similar event happens in future with females reporting a higher risk perception than males. Of the demographic variables, only gender has a relationship with changes in household cover. On the supply-side, this study has built a risk-based pricing model suitable to generate a competitive premium rate for natural disaster insurance cover. Using illustrative data from the Christchurch Red-zone suburbs, the model generates competitive premium rates for catastrophe risk. When the proposed model incorporates the new RMS high-definition New Zealand Earthquake Model, for example, insurers can find the model useful to identify losses at a granular level so as to calculate the competitive premium. This study observes that the key to the success of the New Zealand dual insurance system despite the high prevalence of catastrophe losses are; firstly the EQC’s flat-rate pricing structure keeps private insurance premiums affordable and very high nationwide homeowner take-up rates of natural disaster insurance. Secondly, private insurers and the EQC have an elaborate reinsurance arrangement in place. By efficiently transferring risk to the reinsurer, the cost of writing primary insurance is considerably reduced ultimately expanding primary insurance capacity and supply of insurance coverage.
Over 6.3 million waste tyres are produced annually in New Zealand (Tyrewise, 2021), leading to socioeconomic and environmental concerns. The 2010-11 Canterbury Earthquake Sequence inflicted extensive damage to ~6,000 residential buildings, highlighting the need to improve the seismic resilience of the residential housing sector. A cost-effective and sustainable eco-rubber geotechnical seismic isolation (ERGSI) foundation system for new low-rise buildings was developed by the authors. The ERGSI system integrates a horizontal geotechnical seismic isolation (GSI) layer i.e., a deformable seismic energy dissipative filter made of granulated tyre rubber (GTR) and gravel (G) – and a flexible rubberised concrete raft footing. Geotechnical experimental and numerical investigations demonstrated the effectiveness of the ERGSI system in reducing the seismic demand at the foundation level (i.e., reduced peak ground acceleration) (Hernandez et al., 2019; Tasalloti et al., 2021). However, it is essential to ensure that the ERGSI system has minimal leaching attributes and does not result in long-term negative impacts on the environment.
Elevated levels of trace elements in the environment are of great concern because of their persistence, and their high potential to harm living organisms. The exposure of aquatic biota to trace elements can lead to bioaccumulation, and toxicity can result. Furthermore, the transfer of these elements through food chains can result in exposure to human consumers. Sea-fill or coastal fill sites are among the major anthropogenic sources of trace elements to the surrounding marine environment. For example, in the Maldives, Thilafushi Island is a sea-fill site consisting of assorted municipal solid waste, with multiple potential sources of trace elements. However, there is limited data on environmental trace element levels in the Maldives, and although seafood is harvested from close to this site, there is no existing data regarding trace element levels in Maldivian diets. Following the Christchurch earthquakes of 2011,
