Almost half the ACC applications made for mental injuries caused by the Christchurch mosque attacks have been turned down. By the end of April, 85 people had made claims for mental injuries and thirty-five of them had been declined. Decisions are pending on another 25 claims. A woman who suffered post-traumatic stress disorder after the 2011 Christchurch earthquake, and didn't qualify for ACC, says that's tragic. An experiment to see if the cast of a play can make friends with their audience in just an hour is the latest project by the country's only theatre company involving people who are - or have been - homeless. As part of the Auckland Fringe Festival, the Hobson Street Theatre Company is working with the Street Choir on That's What Friends Are For.: It's directed by Dr Peter O'Connor from the University of Auckland. He's worked with survivors of natural disasters like the Christchurch earthquakes to help people - especially children - work through the trauma. A Christchurch insurance advocate says the new Canterbury Earthquake Insurance Tribunal may finally be the solution to get unresolved claims from the 2010 and 2011 Canterbury earthquakes settled. The government has launched an earthquake insurance tribunal to try to finally resolve outstanding insurance claims from the Canterbury earthquakes. Dean Lester, who acts as a insurance claim preparer in Christchurch, told our reporter Rachel Graham the tribunal will have the power to get on and make a decision on the key sticking points, without people facing the huge cost of a high court trial.
This research briefing reports on the key findings of a computer-assisted text analysis of records from The Press newspaper related to the Earthquake Commission (EQC) from 2010 to 2019. The briefing has been prepared as a submission to the Public Inquiry into the Earthquake Commission. The aim of producing this research briefing is to provide the Public Inquiry with preliminary findings of a large-scale overview of media coverage on EQC and to identify and quantify key features and trends in public discourse about EQC over time. This research, which aggregates many stories and voices over time, offers a unique lens to view how EQC has been collectively represented, understood and experienced by the people of Canterbury.

Our last guest is one half of the duo known in Christchurch as the Brilliant Bagshaws Dr Sue Bagshaw has worked in the youth health sector for 30 years. She's set up and been involved in so many organisations benefitting young people it would make your head spin. She chairs the Korowai Youth Well-Being Trust running the Youth One Stop Shop 298 Youth Health, where she runs teaching clinics and is in the process of setting up the Christchurch Youth Hub - Te Hurihanga o Rangatahi, a collaboration of health and social services and transitional housing for youth. Dr Bagshaw established the 198 youth one stop shop in 1995 and helped run it for 15 years. She's advised a network of similar organisations around the country, now known as the Network of Youth One Stop Shops. Following the Christchurch earthquakes, she brought together 16 youth organisations to form the first youth hub in Barbadoes Street in 2012. Colin: Dr Bagshaw is now Dame Susan Bagshaw. The increase of the world's population located near areas prone to natural disasters has given rise to new ‘mega risks’; the rebuild after disasters will test the governments’ capabilities to provide appropriate responses to protect the people and businesses. During the aftermath of the Christchurch earthquakes (2010-2012) that destroyed much of the inner city, the government of New Zealand set up a new partnership between the public and private sector to rebuild the city’s infrastructure. The new alliance, called SCIRT, used traditional risk management methods in the many construction projects. And, in hindsight, this was seen as one of the causes for some of the unanticipated problems. This study investigated the risk management practices in the post-disaster recovery to produce a specific risk management model that can be used effectively during future post-disaster situations. The aim was to develop a risk management guideline for more integrated risk management and fill the gap that arises when the traditional risk management framework is used in post-disaster situations. The study used the SCIRT alliance as a case study. The findings of the study are based on time and financial data from 100 rebuild projects, and from surveying and interviewing risk management professionals connected to the infrastructure recovery programme. The study focussed on post-disaster risk management in construction as a whole. It took into consideration the changes that happened to the people, the work and the environment due to the disaster. System thinking, and system dynamics techniques have been used due to the complexity of the recovery and to minimise the effect of unforeseen consequences. Based on an extensive literature review, the following methods were used to produce the model. The analytical hierarchical process and the relative importance index have been used to identify the critical risks inside the recovery project. System theory methods and quantitative graph theory have been used to investigate the dynamics of risks between the different management levels. Qualitative comparative analysis has been used to explore the critical success factors. And finally, causal loop diagrams combined with the grounded theory approach has been used to develop the model itself. The study identified that inexperienced staff, low management competency, poor communication, scope uncertainty, and non-alignment of the timing of strategic decisions with schedule demands, were the key risk factors in recovery projects. Among the critical risk groups, it was found that at a strategic management level, financial risks attracted the highest level of interest, as the client needs to secure funding. At both alliance-management and alliance-execution levels, the safety and environmental risks were given top priority due to a combination of high levels of emotional, reputational and media stresses. Risks arising from a lack of resources combined with the high volume of work and the concern that the cost could go out of control, alongside the aforementioned funding issues encouraged the client to create the recovery alliance model with large reputable construction organisations to lock in the recovery cost, at a time when the scope was still uncertain. This study found that building trust between all parties, clearer communication and a constant interactive flow of information, established a more working environment. Competent and clear allocation of risk management responsibilities, cultural shift, risk prioritisation, and staff training were crucial factors. Finally, the post-disaster risk management (PDRM) model can be described as an integrated risk management model that considers how the changes which happened to the environment, the people and their work, caused them to think differently to ease the complexity of the recovery projects. The model should be used as a guideline for recovery systems, especially after an earthquake, looking in detail at all the attributes and the concepts, which influence the risk management for more effective PDRM. The PDRM model is represented in Causal Loops Diagrams (CLD) in Figure 8.31 and based on 10 principles (Figure 8.32) and 26 concepts (Table 8.1) with its attributes.
The National Science Challenge ‘Building Better Homes, Towns and Cities’ is currently undertaking work that, in part, identifies and analyses the Waimakariri District Council’s (WMK/Council) organisational practices and process tools. The focus is on determining the processes that made the Residential Red Zone Recovery Plan, 2016 (RRZRP) collaboration process so effective and compares it to the processes used to inform the current Kaiapoi Town Centre Plan - 2028 and Beyond (KTC Plan). This research aims to explore ‘what travelled’ in terms of values, principles, methods, processes and personnel from the RRZRP to the KTC planning process. My research will add depth to this research by examining more closely the KTC Plan’s hearings process, reviewing submissions made, analysing background documents and by conducting five semi-structured interviews with a selection of people who made submissions on the KTC Plan. The link between community involvement and best recovery outcomes has been acknowledged in literature as well as by humanitarian agencies (Lawther, 2009; Sullivan, 2003). My research has documented WMK’s post-quake community engagement strategy by focusing on their initial response to the earthquake of 2010 and the two-formal plan (RRZRP and KTC Plan) making procedures that succeeded this response. My research has led me to conclude that WMK was committed to collaborating with their constituents right through the extended post-quake sequence. Iterative face to face or ‘think communications’ combined with the accessibility of all levels of Council staff – including senior management and elected members - gave interested community members the opportunity to discuss and deliberate the proposed plans with the people tasked with preparing them. WMK’s commitment to collaborate is illustrated by the methods they employed to inform their post-quake efforts and plans and by the logic behind the selected methods. Combined the Council’s logic and methods best describe the ‘Waimakariri Way’. My research suggests that collaborative planning is iterative in nature. It is therefore difficult to establish a specific starting point where collaboration begins as the relationships needed for the collaborative process constantly (re)emerge out of pre-existing relationships. Collaboration seems to be based on an attitude, which means there is no starting ‘point’ as such, rather an amplification for a time of a basic attitude towards the public.
This article explores the scope of small-scale radio to create an auditory geography of place. It focuses on the short-term art radio project The Stadium Broadcast, which was staged in November 2014 in an earthquake-damaged sports stadium in Christchurch, New Zealand. Thousands of buildings and homes in Christchurch have been demolished since the February 22, 2011, earthquake, and by the time of the broadcast the stadium at Lancaster Park had been unused for three years and nine months, and its future was uncertain. The Stadium Broadcast constructed a radio memorial to the Park’s 130-year history through archival recordings, the memories of local people, observation of its current state, and a performed site-specificity. The Stadium Broadcast reflected on the spatiality of radio sounds and transmissions, memory, postdisaster transitionality, and the impermanence of place.
Wellington is located on a fault line which will inevitably, one day be impacted by a big earthquake. Due to where this fault line geographically sits, the central city and southern suburbs may be cut off from the rest of the region, effectively making these areas an ‘island’. This issue has absorbed a lot of attention, in particular at a large scale by many different fields: civil engineering, architecture, infrastructure planning & design, policymaking. Due to heightened awareness, and evolved school of practice, contemporary landscape architects deal with post-disaster design – Christchurch, NZ has seen this. A number of landscape architects work with nature, following increased application of ecological urbanism, and natural systems thinking, most notably at larger scales. To create parks that are designed to flood, or implement projects to protect shorelines. A form of resilience less often considered is how design for the small scale - people’s 1:1 relationship with their immediate context in exterior space - can be influential in forming a resilient response to the catastrophe of a major earthquake. This thesis intends to provide a response to address the shift of scales, as a paradigm for preparation and recovery. After a large-scale earthquake, state and civic policies and agencies may or subsequentially not go into action. The most important thinking and acting will be what happens in the minds, and the immediate needs, of each and every person; and how they act communally. This is considered in general social terms in state and civic education programmes of civil defence, for example, but much less considered in how the physical design of the actual spaces we inhabit day-to-day can educate us to be mentally prepared to help each other survive a catastrophe. Specifically, the identification of design of typologies can provide these educative functions. Typology inherently a physical form or manipulation of a generic and substantial prototype applicable in contexts is something that exists in the mind. Working with the physical and social appearance and experience of typologies can also/will change people’s minds. Socially, and economically driven, the community-building power of community gardening is well-proven and documented, and a noticeably large part of contemporary landscape architecture. The designs of this thesis will focus on community gardening specifically to form typologies of resilience preparation and response to disaster. The foundation will remain at the small scale of the local community. The specific question this thesis poses: Can we design local typologies in landscape architecture to integrate community gardens, with public space by preparing for and acting as recovery from a disaster?

Peri-urban environments are critical to the connections between urban and rural ecosystems and their respective communities. Lowland floodplains are important examples that are attractive for urbanisation and often associated with the loss of rural lands and resources. In Christchurch, New Zealand, damage from major earthquakes led to the large-scale abandonment of urban residential properties in former floodplain areas creating a rare opportunity to re-imagine the future of these lands. This has posed a unique governance challenge involving the reassessment of land-use options and a renewed focus on disaster risk and climate change adaptation. Urban-rural tensions have emerged through decisions on relocating residential development, alternative proposals for land uses, and an unprecedented opportunity for redress of degraded traditional values for indigenous (Māori) people. Immediately following the earthquakes, existing statutory arrangements applied to many recovery needs and identified institutional responsibilities. Bespoke legislation was also created to address the scale of impacts. Characteristics of the approach have included attention to information acquisition, iterative assessment of land - use options, and a wide variety of opportunities for community participation. Challenges have included a protracted decision-making process with accompanying transaction costs, and a high requirement for coordination. The case typifies the challenges of achieving ecosystem governance where both urban and rural stakeholders have strong desires and an opportunity to exert influence. It presents a unique context for applying the latest thinking on ecosystem management, adaptation, and resilience, and offers transferable learning for the governance of peri-urban floodplains worldwide.
In recent work on commons and commoning, scholars have argued that we might delink the practice of commoning from property ownership, while paying attention to modes of governance that enable long-term commons to emerge and be sustained. Yet commoning can also occur as a temporary practice, in between and around other forms of use. In this article we reflect on the transitional commoning practices and projects enabled by the Christchurch post-earthquake organisation Life in Vacant Spaces, which emerged to connect and mediate between landowners of vacant inner city demolition sites and temporary creative or entrepreneurial users. While these commons are often framed as transitional or temporary, we argue they have ongoing reverberations changing how people and local government in Christchurch approach common use. Using the cases of the physical space of the Victoria Street site “The Commons” and the virtual space of the Life in Vacant Spaces website, we show how temporary commoning projects can create and sustain the conditions of possibility required for nurturing commoner subjectivities. Thus despite their impermanence, temporary commoning projects provide a useful counter to more dominant forms of urban development and planning premised on property ownership and “permanent” timeframes, in that just as the physical space of the city being opened to commoning possibilities, so too are the expectations and dispositions of the city’s inhabitants, planners, and developers.

Christchurch Ōtautahi, New Zealand, is a city of myriad waterways and springs. Māori, the indigenous people of New Zealand, have water quality at the core of their cultural values. The city’s rivers include the Avon/Ōtākaro, central to the city centre’s aesthetic appeal since early settlement, and the Heathcote/Ōpāwaho. Both have been degraded with increasing urbanisation. The destructive earthquake sequence that occurred during 2010/11 presented an opportunity to rebuild significant areas of the city. Public consultation identified enthusiasm to rebuild a sustainable city. A sustainable water sensitive city is one where development is constructed with the water environment in mind. Water sensitive urban design applies at all scales and is a holistic concept. In Christchurch larger-scale multi-value stormwater management solutions were incorporated into rapidly developed greenfield sites on the city’s outskirts and in satellite towns, as they had been pre-earthquake. Individual properties on greenfield sites and within the city, however, continued to be constructed without water sensitive features such as rainwater tanks or living roofs. This research uses semi-structured interviews, policy analysis, and findings from local and international studies to investigate the benefits of building-scale WSUD and the barriers that have resulted in their absence. Although several inter-related barriers became apparent, cost, commonly cited as a barrier to sustainable development in general, was strongly represented. However, it is argued that the issue is one of mindset rather than cost. Solutions are proposed, based on international and national experience, that will demonstrate the benefits of adopting water sensitive urban design principles including at the building scale, and thereby build public and political support. The research is timely - there is still much development to occur, and increasing pressures from urban densification, population growth and climate change to mitigate.

The Canterbury earthquake sequence (2010-2011) was the most devastating catastrophe in New Zealand‘s modern history. Fortunately, in 2011 New Zealand had a high insurance penetration ratio, with more than 95% of residences being insured for these earthquakes. This dissertation sheds light on the functions of disaster insurance schemes and their role in economic recovery post-earthquakes. The first chapter describes the demand and supply for earthquake insurance and provides insights about different public-private partnership earthquake insurance schemes around the world. In the second chapter, we concentrate on three public earthquake insurance schemes in California, Japan, and New Zealand. The chapter examines what would have been the outcome had the system of insurance in Christchurch been different in the aftermath of the Canterbury earthquake sequence (CES). We focus on the California Earthquake Authority insurance program, and the Japanese Earthquake Reinsurance scheme. Overall, the aggregate cost of the earthquake to the New Zealand public insurer (the Earthquake Commission) was USD 6.2 billion. If a similar-sized disaster event had occurred in Japan and California, homeowners would have received only around USD 1.6 billion and USD 0.7 billion from the Japanese and Californian schemes, respectively. We further describe the spatial and distributive aspects of these scenarios and discuss some of the policy questions that emerge from this comparison. The third chapter measures the longer-term effect of the CES on the local economy, using night-time light intensity measured from space, and focus on the role of insurance payments for damaged residential property during the local recovery process. Uniquely for this event, more than 95% of residential housing units were covered by insurance and almost all incurred some damage. However, insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery; and that insurance payments contributed significantly to the process of local economic recovery after the earthquake. Yet, delayed payments were less affective in assisting recovery and cash settlement of claims were more effective than insurance-managed repairs. After the Christchurch earthquakes, the government declared about 8000 houses as Red Zoned, prohibiting further developments in these properties, and offering the owners to buy them out. The government provided two options for owners: the first was full payment for both land and dwelling at the 2007 property evaluation, the second was payment for land, and the rest to be paid by the owner‘s insurance. Most people chose the second option. Using data from LINZ combined with data from Stats NZ, the fourth chapter empirically investigates what led people to choose this second option, and how peer effect influenced the homeowners‘ choices. Due to climate change, public disclosure of coastal hazard information through maps and property reports have been used more frequently by local government. This is expected to raise awareness about disaster risks in local community and help potential property owners to make informed locational decision. However, media outlets and business sector argue that public hazard disclosure will cause a negative effect on property value. Despite this opposition, some district councils in New Zealand have attempted to implement improved disclosure. Kapiti Coast district in the Wellington region serves as a case study for this research. In the fifth chapter, we utilize the residential property sale data and coastal hazard maps from the local district council. This study employs a difference-in-difference hedonic property price approach to examine the effect of hazard disclosure on coastal property values. We also apply spatial hedonic regression methods, controlling for coastal amenities, as our robustness check. Our findings suggest that hazard designation has a statistically and economically insignificant impact on property values. Overall, the risk perception about coastal hazards should be more emphasized in communities.
