Since Standing Room Only started some of the biggest changes we've seen in attitudes towards art and artists has happened in Otautahi Christchurch. How much artists contributed to the city's emotional recovery from the earthquakes through projects like Gap Filler, but also how many individual people created and shared their work. Before the quakes, Neil Dawson's monumental sculpture The Challice in the Square was initially criticised, but within days of its unveiling it became an impromptu shrine for the New York victims of 9/11. Back in 1998, the SCAPE Public Art started commissioning large outdoor works by international and Kiwi sculptors and artists. Some stayed but most of them were temporary. Some attracted criticism but they certainly got people talking. As SCAPE reaches its quarter century, its founder and Executive Director Deborah McCormick is standing down in March next year. Deborah's last SCAPE will see her tick off one of her long held ambitions - to secure a permanent sculpture for Christchurch by Auckland-based artist Dr Brett Graham. Lynn Freeman talks with Deborah and Brett, first asking Deborah to take us back to the lightbulb moment that led to SCAPE public art event.
The skills agenda has grown in prominence within the construction industry. Indeed, skill shortages have been recognised as a perennial problem the construction industry faces, especially after a major disaster. In the aftermath of the Christchurch earthquakes, small and medium construction companies were at the forefront of rebuilding efforts. While the survival of these companies was seen to be paramount, and extreme events were seen to be a threat to survival, there is a dearth of research centring on their resourcing capacity following a disaster. This research aims to develop workforce resourcing best practice guidelines for subcontractors in response to large disaster reconstruction demands. By using case study methods, this research identified the challenges faced by subcontracting businesses in resourcing Christchurch recovery projects; identified the workforce resourcing strategies adopted by subcontracting businesses in response to reconstruction demand; and developed a best practice guideline for subcontracting businesses in managing the workforce at the organisational and/or project level. This research offers a twofold contribution. First, it provides an overview of workforce resourcing practices in subcontracting businesses. This understanding has enabled the development of a more practical workforce resourcing guideline for subcontractors. Second, it promotes evidence-informed decision-making in subcontractors’ workforce resourcing. Dynamics in workforce resourcing and their multifaceted interactions were explicitly depicted in this research. More importantly, this research provides a framework to guide policy development in producing a sustainable solution to skill shortages and establishing longterm national skill development initiatives. Taken together, this research derives a research agenda that maps under-explored areas relevant for further elaboration and future research. Prospective researchers can use the research results in identifying gaps and priority areas in relation to workforce resourcing.
The Covid-19 pandemic has brought to the foreground the importance of social connectedness for wellbeing, at the individual, community and societal level. Within the context of the local community, pro-connection facilities are fundamental to foster community development, resilience and public health. Through identifying the gap in social connectedness literature for Māori, this has created space for new opportunities and to reflect on what is already occurring in Ōtautahi. It is well documented that Māori experience unequal societal impacts across all health outcomes. Therefore, narrowing the inequities between Māori and non-Māori across a spectrum of dimensions is a priority. Evaluating the #WellconnectedNZ project, which explores the intersections between social connection and wellbeing is one way to trigger these conversations. This was achieved by curating a dissimilar set of community pro-connection facilities and organizing them into a Geographic Information System (GIS). Which firstly involved, the collecting and processing of raw data, followed by spatial analysis through creating maps, this highlighted the alignment between the distribution of places, population and social data. Secondly, statistical analysis focusing on the relationship between deprivation and accessibility. Finally, semi-structured interviews providing perceptions of community experience. This study describes findings following a kaupapa Māori research approach. Results demonstrated that, in general some meshblocks in Ōtautahi benefit from a high level of accessibility to pro-connection facilities; but with an urban-rural gradient (as is expected, further from the central business district (CBD) are less facilities). Additionally, more-deprived meshblocks in the Southern and Eastern suburbs of Christchurch have poorer accessibility, suggesting underlying social and spatial inequalities, likely exacerbated by Covid-19 and the Christchurch earthquakes. In this context, it is timely to (re)consider pro-connection places and their role in the development of social infrastructure for connected communities, in the community facility planning space. ‘We are all interwoven, we just need to make better connections’.
