The south Leader Fault (SLF) is a newly documented active structure that ruptured the surface during the Mw 7.8 Kaikoura earthquake. The Leader Fault is a NNE trending oblique left lateral thrust that links the predominantly right lateral ‘The Humps’ and Conway-Charwell faults. The present research uses LiDAR at 0.5 m resolution and field mapping to determine the factors controlling the surface geometries and kinematics of the south Leader Fault ruptures at the ground surface. The SLF zone is up to 2km wide and comprises a series of echelon NE-striking thrusts linked by near-vertical N-S striking faults. The thrusts are upthrown to the west by up to 1 m and dip 35-45°. Thrust slip surfaces are parallel with Cretaceous-Cenozoic bedding and may reflect flexural slip folding. By contrast, the northerly striking faults dip steeply (65° west- 85° east), and accommodate up to 3m of oblique left lateral displacement at the ground surface and displace Cenozoic bedding. Some of the SLF has been mapped in bedrock, although none were known to be active prior to the earthquake or have a strong topographic expression. The complexity of fault rupture and the width of the fault zone appears to reflect the occurrence of faulting and folding at the ground surface during the earthquake.
Surface rupture and slip from the Mw 7.8 2016 Kaikōura Earthquake have been mapped in the region between the Leader and Charwell rivers using field mapping and LiDAR data. The eastern Humps, north Leader and Conway-Charwell faults ruptured the ground surface in the study area. The E-NE striking ‘The Humps’ Fault runs along the base of the Mt Stewart range front, appears to dip steeply NW and intersects the NNW-NNE Leader Fault which itself terminates northwards at the NE striking Conway-Charwell Fault. The eastern Humps Fault is up to the NW and accommodates oblique slip with reverse and right lateral displacement. Net slip on ‘The Humps’ Fault is ≤4 m and produced ≤4 m uplift of the Mt Stewart range during the earthquake. The Leader Fault strikes NNW-NNE with dips ranging from ~10° west to 80° east and accommodated ≤4 m net slip comprising left-lateral and up-to-the-west vertical displacement. Like the Humps west of the study area, surface-rupture of the Leader Fault occurred on multiple strands. The complexity of rupture on the Leader Fault is in part due to the occurrence of bedding-parallel slip within the Cretaceous-Cenozoic sequence. Although the Mt Stewart range front is bounded by ‘The Humps’ Fault, in the study area neither this fault nor the Leader Fault were known to have been active before the earthquake. Fieldwork and trenching investigations are ongoing to characterise the geometry, kinematics and paleoseismic history of the mapped active faults.
The Mw 7.8 Kaikōura earthquake ruptured ~200 km at the ground surface across the New Zealand plate boundary zone in the northern South Island. This study was conducted in an area of ~600 km2 in the epicentral region where the faults comprise two main non-coplanar sets that strike E-NE and NNE-NW with mainly steep dips (60о-80°). Analysis of the surface rupture using field and LiDAR data provides new information on the dimensions, geometries and kinematics of these faults which was not previously available from pre-earthquake active faults or bedrock structure. The more northerly striking fault set are sub-parallel to basement bedding and accommodated predominantly left-lateral reverse slip with net slips of ~1 and ~5 m for the Stone Jug and Leader faults, respectively. The E-NE striking Conway-Charwell and The Humps faults accrued right-lateral to oblique reverse with net slips of ~2 and ~3 m, respectively. The faults form a hard-linked system dominated by kinematics consistent with the ~260° trend of the relative plate motion vector and the transpressional structures recorded across the plate boundary in the NE South Island. Interaction and intersection of the main fault sets facilitated propagation of the earthquake and transfer of slip northwards across the plate boundary zone.

The 2010–2011 Canterbury earthquakes and their aftermath have been described by the Human Rights Commission as one of New Zealand's greatest contemporary human rights challenges. This article documents the shortcomings in the realisation of the right to housing in post-quake Canterbury for homeowners, tenants and the homeless. The article then considers what these shortcomings tell us about New Zealand's overall human rights framework, suggesting that the ongoing and seemingly intractable nature of these issues and the apparent inability to resolve them indicate an underlying fragility implicit in New Zealand's framework for dealing with the consequences of a large-scale natural disaster. The article concludes that there is a need for a comprehensive human rights-based approach to disaster preparedness, response and recovery in New Zealand.
© 2017 The Royal Society of New Zealand. This paper discusses simulated ground motion intensity, and its underlying modelling assumptions, for great earthquakes on the Alpine Fault. The simulations utilise the latest understanding of wave propagation physics, kinematic earthquake rupture descriptions and the three-dimensional nature of the Earth's crust in the South Island of New Zealand. The effect of hypocentre location is explicitly examined, which is found to lead to significant differences in ground motion intensities (quantified in the form of peak ground velocity, PGV) over the northern half and southwest of the South Island. Comparison with previously adopted empirical ground motion models also illustrates that the simulations, which explicitly model rupture directivity and basin-generated surface waves, lead to notably larger PGV amplitudes than the empirical predictions in the northern half of the South Island and Canterbury. The simulations performed in this paper have been adopted, as one possible ground motion prediction, in the ‘Project AF8’ Civil Defence Emergency Management exercise scenario. The similarity of the modelled ground motion features with those observed in recent worldwide earthquakes as well as similar simulations in other regions, and the notably higher simulated amplitudes than those from empirical predictions, may warrant a re-examination of regional impact assessments for major Alpine Fault earthquakes.

This dissertation addresses several fundamental and applied aspects of ground motion selection for seismic response analyses. In particular, the following topics are addressed: the theory and application of ground motion selection for scenario earthquake ruptures; the consideration of causal parameter bounds in ground motion selection; ground motion selection in the near-fault region where directivity effect is significant; and methodologies for epistemic uncertainty consideration and propagation in the context of ground motion selection and seismic performance assessment. The paragraphs below outline each contribution in more detail. A scenario-based ground motion selection method is presented which considers the joint distribution of multiple intensity measure (IM) types based on the generalised conditional intensity measure (GCIM) methodology (Bradley, 2010b, 2012c). The ground motion selection algorithm is based on generating realisations of the considered IM distributions for a specific rupture scenario and then finding the prospective ground motions which best fit the realisations using an optimal amplitude scaling factor. In addition, using different rupture scenarios and site conditions, two important aspects of the GCIM methodology are scrutinised: (i) different weight vectors for the various IMs considered; and (ii) quantifying the importance of replicate selections for ensembles with different numbers of desired ground motions. As an application of the developed scenario-based ground motion selection method, ground motion ensembles are selected to represent several major earthquake scenarios in New Zealand that pose a significant seismic hazard, namely, Alpine, Hope and Porters Pass ruptures for Christchurch city; and Wellington, Ohariu, and Wairarapa ruptures for Wellington city. A rigorous basis is developed, and sensitivity analyses performed, for the consideration of bounds on causal parameters (e.g., magnitude, source-to-site distance, and site condition) for ground motion selection. The effect of causal parameter bound selection on both the number of available prospective ground motions from an initial empirical as-recorded database, and the statistical properties of IMs of selected ground motions are examined. It is also demonstrated that using causal parameter bounds is not a reliable approach to implicitly account for ground motion duration and cumulative effects when selection is based on only spectral acceleration (SA) ordinates. Specific causal parameter bounding criteria are recommended for general use as a ‘default’ bounding criterion with possible adjustments from the analyst based on problem-specific preferences. An approach is presented to consider the forward directivity effects in seismic hazard analysis, which does not separate the hazard calculations for pulse-like and non-pulse-like ground motions. Also, the ability of ground motion selection methods to appropriately select records containing forward directivity pulse motions in the near-fault region is examined. Particular attention is given to ground motion selection which is explicitly based on ground motion IMs, including SA, duration, and cumulative measures; rather than a focus on implicit parameters (i.e., distance, and pulse or non-pulse classifications) that are conventionally used to heuristically distinguish between the near-fault and far-field records. No ad hoc criteria, in terms of the number of directivity ground motions and their pulse periods, are enforced for selecting pulse-like records. Example applications are presented with different rupture characteristics, source-to-site geometry, and site conditions. It is advocated that the selection of ground motions in the near-fault region based on IM properties alone is preferred to that in which the proportion of pulse-like motions and their pulse periods are specified a priori as strict criteria for ground motion selection. Three methods are presented to propagate the effect of seismic hazard and ground motion selection epistemic uncertainties to seismic performance metrics. These methods differ in their level of rigor considered to propagate the epistemic uncertainty in the conditional distribution of IMs utilised in ground motion selection, selected ground motion ensembles, and the number of nonlinear response history analyses performed to obtain the distribution of engineering demand parameters. These methods are compared for an example site where it is observed that, for seismic demand levels below the collapse limit, epistemic uncertainty in ground motion selection is a smaller uncertainty contributor relative to the uncertainty in the seismic hazard itself. In contrast, uncertainty in ground motion selection process increases the uncertainty in the seismic demand hazard for near-collapse demand levels.
The M7.8 Kaikoura Earthquake in 2016 presented a number of challenges to science agencies and institutions throughout New Zealand. The earthquake was complex, with 21 faults rupturing throughout the North Canterbury and Marlborough landscape, generating a localised seven metre tsunami and triggering thousands of landslides. With many areas isolated as a result, it presented science teams with logistical challenges as well as the need to coordinate efforts across institutional and disciplinary boundaries. Many research disciplines, from engineering and geophysics to social science, were heavily involved in the response. Coordinating these disciplines and institutions required significant effort to assist New Zealand during its most complex earthquake yet recorded. This paper explores that effort and acknowledges the successes and lessons learned by the teams involved.
New Zealand lies on the Pacific Ring of Fire – the belt of vulnerable, unpredictable fault lines which are the primary cause for earthquakes in this country. Most recently, as evident in the aftermath of the 2011 Christchurch earthquake -the destruction of the city centre led to the emergence of sub centres in different parts of the city each with different, desperate needs. The lack of preparedness in the wake of an earthquake hence, exacerbated this destitution. This research explores architecture’s role in the sub-centre. How can architecture facilitate resilience through this decentralised typology? The design-led approach critiques the implications of architecture as a tool for resilience whilst highlighting the desperate need for the engagement of architecture in planning before a disaster strikes. The resulting response explores resilience through an architectural lens that has a wider infrastructural, contextual and user-focussed need.
On 14 November 2016 a magnitude Mw 7.8 earthquake struck the upper South Island of New Zealand with effects also being observed in the capital city, Wellington. The affected area has low population density but is the largest wine production region in New Zealand and also hosts the main national highway and railway routes connecting the country’s three largest cities of Auckland, Wellington and Christchurch, with Marlborough Port in Picton providing connection between the South and North Islands. These transport facilities sustained substantial earthquake related damage, causing major disruptions. Thousands of landslides and multiple new faults were counted in the area. The winery facilities and a large number of commercial buildings and building components (including brick masonry veneers, historic masonry construction, and chimneys), sustained damage due to the strong vertical and horizontal acceleration. Presented herein are field observations undertaken the day immediately after the earthquake, with the aim to document earthquake damage and assess access to the affected area.
Decision making on the reinstatement of the Christchurch sewer system after the Canterbury (New Zealand) earthquake sequence in 2010–2011 relied strongly on damage data, in particular closed circuit television (CCTV). This paper documents that process and considers how data can influence decision making. Data are analyzed on 33,000 pipes and 13,000 repairs and renewals. The primary findings are that (1) there should be a threshold of damage per pipe set to make efficient use of CCTV; (2) for those who are estimating potential damage, care must be taken in direct use of repair data without an understanding of the actual damage modes; and (3) a strong correlation was found between the ratio of faults to repairs per pipe and the estimated peak ground velocity. Taken together, the results provide evidence of the extra benefit that damage data can provide over repair data for wastewater networks and may help guide others in the development of appropriate strategies for data collection and wastewater pipe decisions after disasters.

Fault rupture, ground shaking, liquefaction, and co-seismic landslides caused severe damage to distributed infrastructure, and particularly transportation networks; large segments of the country’s main highway, State Highway 1 (SH1), and the Main North Line (MNL) railway line, were damaged between Picton and Christchurch. The damage caused direct local impacts, including isolation of communities, and wider regional impacts, including disruption of supply chains. Adaptive measures have ensured immediate continued regional transport of goods and people. Air and sea transport increased quickly, both for emergency response and to ensure routine transport of goods. Road diversions have also allowed critical connections to remain operable. This effective response to regional transport challenges allowed Civil Defence Emergency Management to quickly prioritise access to isolated settlements, all of which had road access 23 days after the earthquake. However, 100 days after the earthquake, critical segments of SH1 and the MNL remain closed and their ongoing repairs are a serious national strategic, as well as local, concern. This paper presents the impacts on South Island transport infrastructure, and subsequent management through the emergency response and early recovery phases, during the first 100 days following the initial earthquake, and highlights lessons for transportation system resilience.

Liquefaction affects late Holocene, loose packed and water saturated sediment subjected to cyclical shear stress. Liquefaction features in the geological record are important off-fault markers that inform about the occurrence of moderate to large earthquakes (> 5 Mw). The study of contemporary liquefaction features provides a better understanding of where to find past (paleo) liquefaction features, which, if identified and dated, can provide information on the occurrence, magnitude and timing of past earthquakes. This is particularly important in areas with blind active faults.
The extensive liquefaction caused by the 2010-2011 Canterbury Earthquake Sequence (CES) gave the geoscience community the opportunity to study the liquefaction process in different settings (alluvial, coastal and estuarine), investigating different aspects (e.g. geospatial correlation with landforms, thresholds for peak ground acceleration, resilience of infrastructures), and to collect a wealth geospatial dataset in the broad region of the Canterbury Plains.
The research presented in this dissertation examines the sedimentary architecture of two environments, the alluvial and coastal settings, affected by liquefaction during the CES. The novel aim of this study is to investigate how landform and subsurface sedimentary architecture influence liquefaction and its surface manifestation, to provide knowledge for locating studies of paleoliquefaction in future.
Two study cases documented in the alluvial setting showed that liquefaction features affected a crevasse splay and point bar ridges. However, the liquefaction source layer was linked to paleochannel floor deposits below the crevasse splay in the first case, and to the point bar deposits themselves in the second case.
This research documents liquefaction features in the coastal dune system of the Canterbury Plains in detail for the first time. In the coastal dune setting the liquefiable layer is near the surface. The pore water pressure is vented easily because the coastal dune soil profile is entirely composed of non-cohesive, very well sorted sandy sediment that weakly resists disturbance from fluidised sediment under pressure. As a consequence, the liquefied flow does not need to find a specific crack through which the sediment is vented at the surface; instead, the liquefied sand finds many closely spaced conduits to vent its excess of pore water pressure. Therefore, in the coastal dune setting it is rare to observe discrete dikes (as they are defined in the alluvial setting), instead A horizon delamination (splitting) and blistering (near surface sills) are more common. The differences in styles of surface venting lead to contrasts in patterns of ejecta in the two environments. Whereas the alluvial environment is characterised by coalesced sand blows forming lineations, the coastal dune environment hosts apparently randomly distributed isolated sand blows often associated with collapse features.
Amongst the techniques tested for the first time to investigate liquefaction features are: 3D GPR, which improved the accuracy of the trenching even six years after the liquefaction events; thin section analysis to investigate sediment fabric, which helped to discriminate liquefied sediment from its host sediment, and modern from paleoliquefaction features; a Random Forest classification based on the CES liquefaction map, which was used to test relationships between surface manifestation of liquefaction and topographic parameters. The results from this research will be used to target new study sites for future paleoliquefaction research and thus will improve the earthquake hazard assessment across New Zealand.
We present initial results from a set of three-dimensional (3D) deterministic earthquake ground motion simulations for the northern Canterbury plains, Christchurch and the Banks Peninsula region, which explicitly incorporate the effects of the surface topography. The simu-lations are done using Hercules, an octree-based finite-element parallel software for solving 3D seismic wave propagation problems in heterogeneous media under kinematic faulting. We describe the efforts undertaken to couple Hercules with the South Island Velocity Model (SIVM), which included changes to the SIVM code in order to allow for single repetitive que-ries and thus achieve a seamless finite-element meshing process within the end-to-end ap-proach adopted in Hercules. We present our selection of the region of interest, which corre-sponds to an area of about 120 km × 120 km, with the 3D model reaching a depth of 60 km. Initial simulation parameters are set for relatively high minimum shear wave velocity and a low maximum frequency, which we are progressively scaling up as computing resources permit. While the effects of topography are typically more important at higher frequencies and low seismic velocities, even at this initial stage of our efforts (with a maximum of 2 Hz and a mini-mum of 500 m/s), it is possible to observe the importance of the topography in the response of some key locations within our model. To highlight these effects we compare the results of the 3D topographic model with respect to those of a flat (squashed) 3D model. We draw rele-vant conclusions from the study of topographic effects during earthquakes for this region and describe our plans for future work.

Kaikoura residents and businesses are celebrating the re-opening of State Highway 1 north following a year of earthquake repairs. The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. It will close at 8:30 each night so more repairs and assesments can be done. Kaikoura Top Ten Holiday Park co-owner Ed Nolan tells us what this means for his business and others in the town. The Prime Minister Jainda Ardern says the Government's new families package will reduce child poverty in the country by 48 per cent. We ask the panellists whether this is realistic or if there are other, more entrenched imprediments to lowering poverty in New Zealand. The panellists also discuss the state of the books, and discuss if they worry about national debt iincreasing, as the opposition has warned. The Prime Minister says wealthy New Zealanders can opt out of the Government's Winter Energy Payment, which will see those on a benefit, NZ Superannuation or a Veterans Pension get an extra boost due the winter season. Many are doubtful that will happen though. The panellists discuss why some wealthy people have missed out on tax cuts only to be able to reap the reward of this package. We also ask if they suspect this money will be used for heating purposes. The University of Otago has a new degree which brings science and art together, the BaSc. It aims to break down barriers between the two disciplines. Two students are graduating the degree this week. We talk to Eirenie Taua'i who has been studying Pacific Studies and Neuroscience. We aslk her what careers she is considering now and what it was like to study to very different courses. The families of those who died in the CTV building collapse in Christchurch's 2011 earthquake say they will continue to fight for justice. Police announced earlier this month they won't be prosecuting the engineers of the building after a three-year long investigation. The families met with police to ask and why say they aren't convinced all has been done. We ask panellist, barrister Jonathan Krebs, if other charges could and should be laid.
