he 2016 Building (Earthquake Prone Building) Amendment Act aims to improve the system for managing earthquake-prone buildings. The proposed changes to the Act were precipitated by the Canterbury earthquakes, and the need to improve the seismic safety of New Zealand’s building stock. However, the Act has significant ramifications for territorial authorities, organisations and individuals in small New Zealand towns, since assessing and repairing heritage buildings poses a major cost to districts with low populations and poor rental returns on commercial buildings.
New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. Unrestrained unreinforced clay brick masonry (URM) parapets are found atop a large number of vintage URM buildings. Parapets are typically non-structural cantilevered wall elements that form a fire barrier and in most cases form decorative and ornamental features of vintage URM buildings. Parapets are considered to be one of the most vulnerable elements that are prone to out-of-plane collapse when subjected to earthquake induced shaking. An in-depth analysis of the damage database collected following the 2010/2011 Canterbury earthquakes was performed to obtain information about the distribution, characteristics and observed performance of both the as-built and retrofitted parapets in the Christchurch region. Following the devastating 1931 Hawke's Bay earthquake, buildings in Napier and surrounding areas in the Hawke's Bay region were rebuilt in a comparatively homogenous structural and architectural style comprising the region's famous Art Deco stock. These interwar buildings are most often composed of reinforced concrete two-way space frames, and although they have comparatively ductile detailing for their date of construction, are often expected to be brittle, earthquake-prone buildings in preliminary seismic assessments. Furthermore, the likelihood of global collapse of an RC building during a design-level earthquake became an issue warranting particular attention following the collapse of multiple RC buildings in the February 22, 2011 Christchurch earthquake. Those who value the architectural heritage and future use of these iconic Art Deco buildings - including building owners, tenants, and city officials, among others - must consider how they can be best preserved and utilized functionally given the especially pressing implications of relevant safety, regulatory, and economic factors. This study was intended to provide information on the seismic hazard, geometric weaknesses, collapse hazards, material properties, structural detailing, empirically based vulnerability, and recommended analysis approaches particular to Art Deco buildings in Hawke's Bay as a resource for professional structural engineers tasked with seismic assessments and retrofit designs for these buildings. The observed satisfactory performance of similar low-rise, ostensibly brittle RC buildings in other earthquakes and the examination of the structural redundancy and expected column drift capacities in these buildings, led to the conclusion that the seismic capacity of these buildings is generally underrated in simple, force-based assessments.

Seismic Risk. One thing we can learn from the past is that seismic risk in Canterbury has been underestimated before the earthquakes struck. This is confirmed in a report for EQC in 1991 (paper 2005). It is also the conclusion of the Royal Commission in the CTV report. A number of recommendations have been made but not followed. For example, neither the AS/NZS 1170.5 standard nor the New Zealand Geotechnical Society guidelines have been updated. Yet another recovery instrument is the Earthquake Prone Building Act, which is still to be passed by Parliament. As the emergency response part of the recovery is now behind us, we need to ensure sustainability for what lies ahead. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents."
It is well known that buildings constructed using unreinforced masonry (URM) are susceptible to damage from earthquake induced lateral forces that may result in partial or full building collapse. The 2010/2011 Canterbury earthquakes are the most recent New Zealand example of destructive earthquakes, which have drawn people's attention to the inherent seismic weaknesses of URM buildings and anchored masonry veneer systems in New Zealand. A brief review of the data collected following the 2010 Darfield earthquake and more comprehensive documentation of data that was collected following the 2011 Christchurch earthquake is presented, along with the findings from subsequent data interrogation. Large stocks of earthquake prone vintage URM buildings that remain in New Zealand and in other seismically active parts of the world result in the need for minimally invasive and cost effective seismic retrofit techniques. The principal objective of the doctoral research reported herein was to investigate the applicability of near surface mounted (NSM) carbon fibre reinforced polymer (CFRP) strips as a seismic improvement technique. A comprehensive experimental program consisting of 53 pull tests is presented and is used to assess the accuracy of existing FRP-to-masonry bond models, with a modified model being proposed. The strength characteristics of vintage clay brick URM wall panels from two existing URM buildings was established and used as a benchmark when manufacturing replica clay brick test assemblages. The applicability of using NSM CFRP strips as a retrofitting technique for improving the shear strength and the ductility capacity of multi-leaf URM walls constructed using solid clay brick masonry is investigated by varying CFRP reinforcement ratios. Lastly, an experimental program was undertaken to validate the proposed design methodology for improving the strength capacity of URM walls. The program involved testing full-scale walls in a laboratory setting and testing full-scale walls in-situ in existing vintage URM buildings. Experimental test results illustrated that the NSM CFRP technique is an effective method to seismically strengthen URM buildings.

The increasing scale of losses from earthquake disasters has reinforced the need for property owners to become proactive in seismic risk reduction programs. However, despite advancement in seismic design methods and legislative frameworks, building owners are often reluctant to adopt mitigation measures required to reduce earthquake losses. The magnitude of building collapses from the recent Christchurch earthquakes in New Zealand shows that owners of earthquake prone buildings (EPBs) are not adopting appropriate risk mitigation measures in their buildings. Owners of EPBs are found unwilling or lack motivation to adopt adequate mitigation measures that will reduce their vulnerability to seismic risks. This research investigates how to increase the likelihood of building owners undertaking appropriate mitigation actions that will reduce their vulnerability to earthquake disaster. A sequential two-phase mixed methods approach was adopted for the research investigation. Multiple case studies approach was adopted in the first qualitative phase, followed by the second quantitative research phase that includes the development and testing of a framework. The research findings reveal four categories of critical obstacles to building owners‘ decision to adopt earthquake loss prevention measures. These obstacles include perception, sociological, economic and institutional impediments. Intrinsic and extrinsic interventions are proposed as incentives for overcoming these barriers. The intrinsic motivators include using information communication networks such as mass media, policy entrepreneurs and community engagement in risk mitigation. Extrinsic motivators comprise the use of four groups of incentives namely; financial, regulatory, technological and property market incentives. These intrinsic and extrinsic interventions are essential for enhancing property owners‘ decisions to voluntarily adopt appropriate earthquake mitigation measures. The study concludes by providing specific recommendations that earthquake risk mitigation managers, city councils and stakeholders involved in risk mitigation in New Zealand and other seismic risk vulnerable countries could consider in earthquake risk management. Local authorities could adopt the framework developed in this study to demonstrate a combination of incentives and motivators that yield best-valued outcomes. Consequently, actions can be more specific and outcomes more effective. The implementation of these recommendations could offer greater reasons for the stakeholders and public to invest in building New Zealand‘s built environment resilience to earthquake disasters.
An UnReinforced clay brick Masonry (URM) chimney is composed of a cantilever URM appendage above a roofline and is considered one of the most earthquake prone non-structural compo¬nents within vintage URM and timber-framed buildings. Observations from past earthquakes including the 1992 Big Bear City earthquake, 1994 Northridge earthquake, 2001 Nisqually earthquake, 2010/2011 Canterbury earthquakes, 2012 Northern Italy earthquakes, and 2014 South Napa earthquake served repeatedly as a reminder of the hazard induced by URM chimneys. The observed failure types included several cases where the adopted retrofit techniques were not adequate to effectively secure chimneys dur¬ing the earthquake. Data collected during the 2010/2011 post-earthquake building assessments in Christchurch and insur¬ance claims are reported herein. Five full-scale solid clay brick URM chimneys which replicated the most encountered geometrical and construction characteristics were subjected to shake table testing. Two chim¬ney samples were representative of the as-built conditions, while three samples were retrofitted using two different configurations of Near-Surface-Mounted (NSM) Carbon-Fibre-Reinforced-Polymer (CFRP) strips and post-tensioning techniques. The adopted securing techniques allowed an increase in seismic acceleration capacity of more than five times for chimneys constructed with ultra-weak mortar and more than twice for chimneys built with weak mortar. http://www.16ibmac.com/
