The level of destruction from the 2011 Christchurch earthquakes led to changes in the New Zealand seismic building code. The destruction showed that the NZ building codes did not fully performed to expectation and needed Improvement to ensure that impact of future earthquakes would be minimised. The building codes have been amended to improve buildings resilience to earthquake and other related extreme loading conditions. Rebuilding Christchurch with the new modifications in the seismic building code comes with its own unique challenges to the entire system. This project investigates the impact of rebuilding Christchurch with the new seismic Building codes in terms of how the new changes affected the building industry and the management of construction.

Rapid, reliable information on earthquake-affected structures' current damage/health conditions and predicting what would happen to these structures under future seismic events play a vital role in accelerating post-event evaluations, leading to optimized on-time decisions. Such rapid and informative post-event evaluations are crucial for earthquake-prone areas, where each earthquake can potentially trigger a series of significant aftershocks, endangering the community's health and wealth by further damaging the already-affected structures. Such reliable post-earthquake evaluations can provide information to decide whether an affected structure is safe to stay in operation, thus saving many lives. Furthermore, they can lead to more optimal recovery plans, thus saving costs and time. The inherent deficiency of visual-based post-earthquake evaluations and the importance of structural health monitoring (SHM) methods and SHM instrumentation have been highlighted within this thesis, using two earthquake-affected structures in New Zealand: 1) the Canterbury Television (CTV) building, Christchurch; 2) the Bank of New Zealand (BNZ) building, Wellington. For the first time, this thesis verifies the theoretically- and experimentally validated hysteresis loop analysis (HLA) SHM method for the real-world instrumented structure of the BNZ building, which was damaged severely due to three earthquakes. Results indicate the HLA-SHM method can accurately estimate elastic stiffness degradation for this reinforced concrete (RC) pinched structure across the three earthquakes, which remained unseen until after the third seismic event. Furthermore, the HLA results help investigate the pinching effects on the BNZ building's seismic response. This thesis introduces a novel digital clone modelling method based on the robust and accurate SHM results delivered by the HLA method for physical parameters of the monitored structure and basis functions predicting the changes of these physical parameters due to future earthquake excitations. Contrary to artificial intelligence (AI) based predictive methods with black-box designs, the proposed predictive method is entirely mechanics-based with an explicitly-understandable design, making them more trusted and explicable to stakeholders engaging in post-earthquake evaluations, such as building owners and insurance firms. The proposed digital clone modelling framework is validated using the BNZ building and an experimental RC test structure damaged severely due to three successive shake-table excitations. In both structures, structural damage intensifies the pinching effects in hysteresis responses. Results show the basis functions identified from the HLA-SHM results for both structures under Event 1 can online estimate structural damage due to subsequent Events 2-3 from the measured structural responses, making them valuable tool for rapid warning systems. Moreover, the digital twins derived for these two structures under Event 1 can successfully predict structural responses and damage under Events 2-3, which can be integrated with the incremental dynamic analysis (IDA) method to assess structural collapse and its financial risks. Furthermore, it enables multi-step IDA to evaluate earthquake series' impacts on structures. Overall, this thesis develops an efficient method for providing reliable information on earthquake-affected structures' current and future status during or immediately after an earthquake, considerably guaranteeing safety. Significant validation is implemented against both experimental and real data of RC structures, which thus clearly indicate the accurate predictive performance of this HLA-based method.

On 14 November 2016 a magnitude Mw 7.8 earthquake struck the upper South Island of New Zealand with effects also being observed in the capital city, Wellington. The affected area has low population density but is the largest wine production region in New Zealand and also hosts the main national highway and railway routes connecting the country’s three largest cities of Auckland, Wellington and Christchurch, with Marlborough Port in Picton providing connection between the South and North Islands. These transport facilities sustained substantial earthquake related damage, causing major disruptions. Thousands of landslides and multiple new faults were counted in the area. The winery facilities and a large number of commercial buildings and building components (including brick masonry veneers, historic masonry construction, and chimneys), sustained damage due to the strong vertical and horizontal acceleration. Presented herein are field observations undertaken the day immediately after the earthquake, with the aim to document earthquake damage and assess access to the affected area.

The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, the damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described. A detailed technical description of the most prevalently observed failure mechanisms is provided, with reference to recognised failure modes for unreinforced masonry structures. The observed performance of existing seismic retrofit interventions is also provided, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the vulnerability of similar strengthening techniques when applied to unreinforced stone masonry structures.

On 22 February 2011, Canterbury and its largest city Christchurch experienced its second major earthquake within six months. The region is facing major economic and organisational challenges in the aftermath of these events. Approximately 25% of all buildings in the Christchurch CBD have been “red tagged” or deemed unsafe to enter. The New Zealand Treasury estimates that the combined cost of the February earthquake and the September earthquake is approximately NZ$15 billion[2]. This paper examines the national and regional economic climate prior to the event, discusses the immediate economic implications of this event, and the challenges and opportunities faced by organisations affected by this event. In order to facilitate recovery of the Christchurch area, organisations must adjust to a new norm; finding ways not only to continue functioning, but to grow in the months and years following these earthquakes. Some organisations relocated within days to areas that have been less affected by the earthquakes. Others are taking advantage of government subsidised aid packages to help retain their employees until they can make long-term decisions about the future of their organisation. This paper is framed as a “report from the field” in order to provide insight into the early recovery scenario as it applies to organisations affected by the February 2011 earthquake. It is intended both to inform and facilitate discussion about how organisations can and should pursue recovery in Canterbury, and how organisations can become more resilient in the face of the next crisis.

This report forms part of a research project examining rural community resilience to natural hazard events, with a particular focus on transient population groups. A preliminary desktop and scoping exercise was undertaken to examine nine communities affected by the Kaikoura earthquake and to identify the variety of transient population groups that are commonly (and increasingly) found in rural New Zealand (see Wilson & Simmons, 2017). From this, four case study communities – Blenheim, Kaikoura, Waiau and St Arnaud – were selected to represent a range of settlement types. These communities varied in respect of social, economic and geographic features, including the presence of particular transient population groups, and earthquake impact. While the 2016 Kaikoura earthquake provided a natural hazard event on which to focus the research, the research interest was in long-term (and broad) community resilience, rather than short-term (and specific) response and recovery actions which occurred post-earthquake.

The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures. The sequence of earthquakes that has greatly affected Christchurch and Canterbury since September 2010 has again demonstrated the need for seismic retrofit of heritage unreinforced masonry buildings. Commencing in April 2011, the damage to unreinforced stone masonry buildings in Christchurch was assessed and recorded with the primary objective being to document the seismic performance of these structures, recognising that they constitute an important component of New Zealand’s heritage architecture. A damage statistics database was compiled by combining the results of safety evaluation placarding and post-earthquake inspections, and it was determined that the damage observed was consistent with observations previously made on the seismic performance of stone masonry structures in large earthquakes. Details are also given on typical building characteristics and on failure modes observed. Suggestions on appropriate seismic retrofit and remediation techniques are presented, in relation also to strengthening interventions that are typical for similar unreinforced stone masonry structures in Europe.

This thesis presents the application of data science techniques, especially machine learning, for the development of seismic damage and loss prediction models for residential buildings. Current post-earthquake building damage evaluation forms are developed for a particular country in mind. The lack of consistency hinders the comparison of building damage between different regions. A new paper form has been developed to address the need for a global universal methodology for post-earthquake building damage assessment. The form was successfully trialled in the street ‘La Morena’ in Mexico City following the 2017 Puebla earthquake. Aside from developing a framework for better input data for performance based earthquake engineering, this project also extended current techniques to derive insights from post-earthquake observations. Machine learning (ML) was applied to seismic damage data of residential buildings in Mexico City following the 2017 Puebla earthquake and in Christchurch following the 2010-2011 Canterbury earthquake sequence (CES). The experience showcased that it is readily possible to develop empirical data only driven models that can successfully identify key damage drivers and hidden underlying correlations without prior engineering knowledge. With adequate maintenance, such models have the potential to be rapidly and easily updated to allow improved damage and loss prediction accuracy and greater ability for models to be generalised. For ML models developed for the key events of the CES, the model trained using data from the 22 February 2011 event generalised the best for loss prediction. This is thought to be because of the large number of instances available for this event and the relatively limited class imbalance between the categories of the target attribute. For the CES, ML highlighted the importance of peak ground acceleration (PGA), building age, building size, liquefaction occurrence, and soil conditions as main factors which affected the losses in residential buildings in Christchurch. ML also highlighted the influence of liquefaction on the buildings losses related to the 22 February 2011 event. Further to the ML model development, the application of post-hoc methodologies was shown to be an effective way to derive insights for ML algorithms that are not intrinsically interpretable. Overall, these provide a basis for the development of ‘greybox’ ML models.

In the period between September 2010 and December 2011, Christchurch (New Zealand) and its surroundings were hit by a series of strong earthquakes including six significant events, all generated by local faults in proximity to the city: 4 September 2010 (Mw=7.1), 22 February 2011 (Mw=6.2), 13 June 2011 (Mw=5.3 and Mw=6.0) and 23 December 2011 (M=5.8 and (M=5.9) earthquakes. As shown in Figure 1, the causative faults of the earthquakes were very close to or within the city boundaries thus generating very strong ground motions and causing tremendous damage throughout the city. Christchurch is shown as a lighter colour area, and its Central Business District (CBD) is marked with a white square area in the figure. Note that the sequence of earthquakes started to the west of the city and then propagated to the south, south-east and east of the city through a set of separate but apparently interacting faults. Because of their strength and proximity to the city, the earthquakes caused tremendous physical damage and impacts on the people, natural and built environments of Christchurch. The 22 February 2011 earthquake was particularly devastating. The ground motions generated by this earthquake were intense and in many parts of Christchurch substantially above the ground motions used to design the buildings in Christchurch. The earthquake caused 182 fatalities, collapse of two multi-storey reinforced concrete buildings, collapse or partial collapse of many unreinforced masonry structures including the historic Christchurch Cathedral. The Central Business District (CBD) of Christchurch, which is the central heart of the city just east of Hagley Park, was practically lost with majority of its 3,000 buildings being damaged beyond repair. Widespread liquefaction in the suburbs of Christchurch, as well as rock falls and slope/cliff instabilities in the Port Hills affected tens of thousands of residential buildings and properties, and shattered the lifelines and infrastructure over approximately one third of the city area. The total economic loss caused by the 2010-2011 Christchurch earthquakes is currently estimated to be in the range between 25 and 30 billion NZ dollars (or 15% to 18% of New Zealand’s GDP). After each major earthquake, comprehensive field investigations and inspections were conducted to document the liquefaction-induced land damage, lateral spreading displacements and their impacts on buildings and infrastructure. In addition, the ground motions produced by the earthquakes were recorded by approximately 15 strong motion stations within (close to) the city boundaries providing and impressive wealth of data, records and observations of the performance of ground and various types of structures during this unusual sequence of strong local earthquakes affecting a city. This paper discusses the liquefaction in residential areas and focuses on its impacts on dwellings (residential houses) and potable water system in the Christchurch suburbs. The ground conditions of Christchurch including the depositional history of soils, their composition, age and groundwater regime are first discussed. Detailed liquefaction maps illustrating the extent and severity of liquefaction across Christchurch triggered by the sequence of earthquakes including multiple episodes of severe re-liquefaction are next presented. Characteristic liquefaction-induced damage to residential houses is then described focussing on the performance of typical house foundations in areas affected by liquefaction. Liquefaction impacts on the potable water system of Christchurch is also briefly summarized including correlation between the damage to the system, liquefaction severity, and the performance of different pipe materials. Finally, the characteristics of Christchurch liquefaction and its impacts on built environment are discussed in relation to the liquefaction-induced damage in Japan during the 11 March 2011 Great East Japan Earthquake.

The Canterbury Earthquake Sequence (CES), induced extensive damage in residential buildings and led to over NZ$40 billion in total economic losses. Due to the unique insurance setting in New Zealand, up to 80% of the financial losses were insured. Over the CES, the Earthquake Commission (EQC) received more than 412,000 insurance claims for residential buildings. The 4 September 2010 earthquake is the event for which most of the claims have been lodged with more than 138,000 residential claims for this event only. This research project uses EQC claim database to develop a seismic loss prediction model for residential buildings in Christchurch. It uses machine learning to create a procedure capable of highlighting critical features that affected the most buildings loss. A future study of those features enables the generation of insights that can be used by various stakeholders, for example, to better understand the influence of a structural system on the building loss or to select appropriate risk mitigation measures. Previous to the training of the machine learning model, the claim dataset was supplemented with additional data sourced from private and open access databases giving complementary information related to the building characteristics, seismic demand, liquefaction occurrence and soil conditions. Ingham and Biggs were in Christchurch during the M6.3, 22 February 2011 earthquake and Moon arrived the next day. They were enlisted by officials to provide rapid assessment of buildings within the Central Business District (CBD). In addition, they were asked to: 1) provide a rapid assessment of the numbers and types of buildings that had been damaged, and 2) identify indicator buildings that represent classes of structures that can be used to monitor changing conditions for each class following continuing aftershocks and subsequent damage. This paper explains how transect methodology was incorporated into the rapid damage assessment that was performed 48 hours after the earthquake. Approximately 300 buildings were assessed using exterior Level 1 reporting techniques. That data was used to draw conclusions on the condition of the entire CBD of approximately 4400 buildings. In the context of a disaster investigation, a transect involves traveling a selected path assessing the condition of the buildings and documenting the class of each building, and using the results in conjunction with prior knowledge relating to the overall population of buildings affected in the area of the study. Following a damaging earthquake, the immediate emergency response is focused on individual collapsed buildings or other "hotspots" rather than the overall state of damage. This lack of attention to the global damage condition of the affected region can lead to the reporting of misinformation and generate confusion, causing difficulties when attempting to determine the level of postdisaster resources required. A pre-planned building damage survey based on the transect method is recommended as a simple tool to generate an estimate of the overall level of building damage in a city or region. A methodology for such a transect survey is suggested, and an example of a similar survey conducted in Christchurch, New Zealand, following the 22 February 2011 earthquake is presented. The transect was found to give suitably accurate estimates of building damage at a time when information was keenly sought by government authorities and the general public. VoR - Version of Record

By closely examining the performance of a 22-storey steel framed building in Christchurch subject to various earthquakes over the past seven years, it is shown that a number of lessons can be learnt regarding the cost-effective consideration of non-structural elements. The first point in this work is that non-structural elements significantly affected the costs associated with repairing steel eccentrically braced frame (EBF) links. The decommissioning or rerouting of non-structural elements in the vicinity of damaged links in the case study building attributed to approximately half the total cost of their repair. Such costs could be significantly reduced if the original positioning of non-structural elements took account of the potential need to repair the EBF links. The second point highlighted is the role that pre-cast cladding apparently played on the distribution and type of damage in the building. Loss estimates obtained following the FEMA P-58 framework vary considerably when cladding is or isnt modelled, both because of changes to drift demands up the height of the building and because certain types of subsequent damage are likely to be cheaper to repair than others. Finally, costly repairs to non-structural partition walls were required not only after the moment magnitude 7.1 earthquake in 2010 but also in multiple aftershocks in the years that followed. Repair costs associated with aftershock events exceeded those from the main event, emphasizing the need to consider aftershocks within modern performance-based earthquake engineering and also the opportunity that exists to make more cost-effective repair strategies following damaging earthquakes.

Many buildings with relatively low damage from the 2010-2011 Canterbury were deemed uneconomic to repair and were replaced [1,2]. Factors that affected commercial building owners’ decisions to replace rather than repair, included capital availability, uncertainty with regards to regional recovery, local market conditions and ability to generate cash flow, and repair delays due to limited property access (cordon). This poster provides a framework for modeling decision-making in a case where repair is feasible but replacement might offer greater economic value – a situation not currently modeled in engineering risk analysis.

The earthquake engineering community is currently grappling with the need to improve the post-earthquake reparability of buildings. As part of this, proposals exist to change design criteria for the serviceability limit state (SLS). This paper reviews options for change and considers how these could impact the expected repair costs for typical New Zealand buildings. The expected annual loss (EAL) is selected as a relevant measure or repair costs and performance because (i) EAL provides information on the performance of a building considering a range of intensity levels, (ii) the insurance industry refers to EAL when setting premiums, and (iii) monetary losses are likely to be correlated with loss of building functionality. The paper argues that because the expected annual loss is affected by building performance over a range of intensity levels, the definition of SLS criteria alone may be insufficient to effectively limit losses. However, it is also explained that losses could be limited effectively if the loadings standard were to set the SLS design intensity considering the potential implications on EAL. It is shown that in order to achieve similar values of EAL in Wellington and Christchurch, the return period intensity for SLS design would need to be higher in Christchurch owing to differences in local hazard conditions. The observations made herein are based on a simplified procedure for EAL estimation and hence future research should aim to verify the findings using a detailed loss assessment approach applied to a broad range of case study buildings.

Disasters, either man-made or natural, are characterised by a multiplicity of factors including loss of property, life, environmental degradation, and psychosocial malfunction of the affected community. Although much research has been undertaken on proactive disaster management to help reduce the impacts of natural and man-made disasters, many challenges still remain. In particular, the desire to re-house the affected as quickly as possible can affect long-term recovery if a considered approach is not adopted. Promoting recovery activities, coordination, and information sharing at national and international levels are crucial to avoid duplication. Mannakkara and Wilkinson’s (2014) modified “Build Back Better” (BBB) concept aims for better resilience by incorporating key resilience elements in post-disaster restoration. This research conducted an investigation into the effectiveness of BBB in the recovery process after the 2010–2011 earthquakes in greater Christchurch, New Zealand. The BBB’s impact was assessed in terms of its five key components: built environment, natural environment, social environment, economic environment, and implementation process. This research identified how the modified BBB propositions can assist in disaster risk reduction in the future, and used both qualitative and quantitative data from both the Christchurch and Waimakariri recovery processes. Semi-structured interviews were conducted with key officials from the Christchurch Earthquake Recovery Authority, and city councils, and supplemented by reviewing of the relevant literature. Collecting data from both qualitative and quantitative sources enabled triangulation of the data. The interviewees had directly participated in all phases of the recovery, which helped the researcher gain a clear understanding of the recovery process. The findings led to the identification of best practices from the Christchurch and Waimakariri recovery processes and underlined the effectiveness of the BBB approach for all recovery efforts. This study contributed an assessment tool to aid the measurement of resilience achieved through BBB indicators. This tool provides systematic and structured approach to measure the performance of ongoing recovery.

The paint has peeled from the other speech bubble, obscuring the reply. The photographer comments, "After the numerous earthquakes in Christchurch a lot of buildings were damaged and made off limits. This affected a lot of cafes and take aways, so if you were open you needed to make it known. The words missing from the speech bubble are 'Don't be silly'".

The Canterbury earthquakes, which involved widespread damage in the February 2011 event and ongoing aftershocks near the Christchurch central business district (CBD), presented decision-makers with many recovery challenges. This paper identifies major government decisions, challenges, and lessons in the early recovery of Christchurch based on 23 key-informant interviews conducted 15 months after the February 2011 earthquake. It then focuses on one of the most important decisions – maintaining the cordon around the heavily damaged CBD – and investigates its impacts. The cordon displaced 50,000 central city jobs, raised questions about (and provided new opportunities for) the long-term viability of downtown, influenced the number and practice of building demolitions, and affected debris management; despite being associated with substantial losses, the cordon was commonly viewed as necessary, and provided some benefits in facilitating recovery. Management of the cordon poses important lessons for planning for catastrophic urban earthquakes around the world.

Following a major earthquake event, essential public amenities such as medical facilities and transport networks need to remain functional - not only to fulfil their ongoing role in serving the community but also to cope with the added and immediate demand of a population affected by a natural disaster. Furthermore, the economic implications of wide spread damage to housing and commercial facilities should not be discounted. A shift in design approach is required that is consistent with current trends towards performance based building design. The present aim is to achieve seismic energy dissipation during the earthquake event, without the aftermath of damage to structural elements, whilst maintaining design economies. Structures permitted to rock on their foundations and provide recoverable rotations at the beam-column interfaces offer significant advantages over those using conventional ductile detailing. A jointed construction philosophy can be applied whereby structural elements are connected with unbonded prestressing tendons. Supplemental damping is provided by replaceable flexural steel components designed to deform inelastically. For this research a multi-storey test building of one quarter scale has been constructed and tested on an earthquake simulator at the University of Canterbury. A computer model has been developed and a set ofpreliminary design procedures proposed.

Post-earthquake cordons have been used after seismic events around the world. However, there is limited understanding of cordons and how contextual information of place such as geography, socio-cultural characteristics, economy, institutional and governance structure etc. affect decisions, operational procedures as well as spatial and temporal attributes of cordon establishment. This research aims to fill that gap through a qualitative comparative case study of two cities: Christchurch, New Zealand (Mw 6.2 earthquake, February 2011) and L’Aquila, Italy (Mw 6.3 earthquake, 2009). Both cities suffered comprehensive damage to its city centre and had cordons established for extended period. Data collection was done through purposive and snowball sampling methods whereby 23 key informants were interviewed in total. The interviewee varied in their roles and responsibilities i.e. council members, emergency managers, politicians, business/insurance representatives etc. We found that cordons were established to ensure safety of people and to maintain security of place in both the sites. In both cities, the extended cordon was met with resistance and protests. The extent and duration of establishment of cordon was affected by recovery approach taken in the two cities i.e. in Christchurch demolition was widely done to support recovery allowing for faster removal of cordons where as in L’Aquila, due to its historical importance, the approach to recovery was based on saving all the buildings which extended the duration of cordon. Thus, cordons are affected by site specific needs. It should be removed as soon as practicable which could be made easier with preplanning of cordons.

There is an increasing recognition that the seismic performance of buildings will be affected by the behaviour of both structural and non-structural elements. In light of this, work has been progressing at the University of Canterbury to develop guidelines for the seismic assessment of commercial glazing systems. This paper reviews the seismic assessment guidelines prescribed in Section C10 of the MBIE building assessment guidelines. Subsequently, the C10 approach is used to assess the drift capacity of a number of glazing units recently tested at the University of Canterbury. Comparing the predicted and observed drift capacities, it would appear that the C10 guidelines may lead to nonconservative estimates of drift capacity. Furthermore, the experimental results indicate that watertightness may be lost at very low drift demands, suggesting that guidance for the assessment of serviceability performance would also be beneficial. As such, it is proposed that improved guidance be provided to assist engineers in considering the possible impact that glazing could have on the structural response of a building in a large earthquake.

In this thesis, focus is given to develop methodologies for rapidly estimating specific components of loss and downtime functions. The thesis proposes methodologies for deriving loss functions by (i) considering individual component performance; (ii) grouping them as per their performance characteristics; and (iii) applying them to similar building usage categories. The degree of variation in building stock and understanding their characteristics are important factors to be considered in the loss estimation methodology and the field surveys carried out to collect data add value to the study. To facilitate developing ‘downtime’ functions, this study investigates two key components of downtime: (i) time delay from post-event damage assessment of properties; and (ii) time delay in settling the insurance claims lodged. In these two areas, this research enables understanding of critical factors that influence certain aspects of downtime and suggests approaches to quantify those factors. By scrutinising the residential damage insurance claims data provided by the Earthquake Commission (EQC) for the 2010- 2011 Canterbury Earthquake Sequence (CES), this work provides insights into various processes of claims settlement, the time taken to complete them and the EQC loss contributions to building stock in Christchurch city and Canterbury region. The study has shown diligence in investigating the EQC insurance claim data obtained from the CES to get new insights and build confidence in the models developed and the results generated. The first stage of this research develops contribution functions (probabilistic relationships between the expected losses for a wide range of building components and the building’s maximum response) for common types of claddings used in New Zealand buildings combining the probabilistic density functions (developed using the quantity of claddings measured from Christchurch buildings), fragility functions (obtained from the published literature) and cost functions (developed based on inputs from builders) through Monte Carlo simulations. From the developed contribution functions, glazing, masonry veneer, monolithic and precast concrete cladding systems are found to incur 50% loss at inter-storey drift levels equal to 0.027, 0.003, 0.005 and 0.011, respectively. Further, the maximum expected cladding loss for glazing, masonry veneer, monolithic, precast concrete cladding systems are found to be 368.2, 331.9, 365.0, and 136.2 NZD per square meter of floor area, respectively. In the second stage of this research, a detailed cost breakdown of typical buildings designed and built for different purposes is conducted. The contributions of structural and non- structural components to the total building cost are compared for buildings of different usages, and based on the similar ratios of non-structural performance group costs to the structural performance group cost, four-building groups are identified; (i) Structural components dominant group: outdoor sports, stadiums, parkings and long-span warehouses, (ii) non- structural drift-sensitive components dominant group: houses, single-storey suburban buildings (all usages), theatres/halls, workshops and clubhouses, (iii) non-structural acceleration- sensitive components dominant group: hospitals, research labs, museums and retail/cold stores, and (iv) apartments, hotels, offices, industrials, indoor sports, classrooms, devotionals and aquariums. By statistically analysing the cost breakdowns, performance group weighting factors are proposed for structural, and acceleration-sensitive and drift-sensitive non-structural components for all four building groups. Thus proposed building usage groupings and corresponding weighting factors facilitate rapid seismic loss estimation of any type of building given the EDPs at storey levels are known. A model for the quantification of post-earthquake inspection duration is developed in the third stage of this research. Herein, phase durations for the three assessment phases (one rapid impact and two rapid building) are computed using the number of buildings needing inspections, the number of engineers involved in inspections and a phase duration coefficient (which considers the median building inspection time, efficiency of engineer and the number of engineers involved in each assessment teams). The proposed model can be used: (i) by national/regional authorities to decide the length of the emergency period following a major earthquake, and estimate the number of engineers required to conduct a post-earthquake inspection within the desired emergency period, and (ii) to quantify the delay due to inspection for the downtime modelling framework. The final stage of this research investigates the repair costs and insurance claim settlement time for damaged residential buildings in the 2010-2011 Canterbury earthquake sequence. Based on the EQC claim settlement process, claims are categorized into three groups; (i) Small Claims: claims less than NZD15,000 which were settled through cash payment, (ii) Medium Claims: claims less than NZD100,000 which were managed through Canterbury Home Repair Programme (CHRP), and (iii) Large Claims: claims above NZD100,000 which were managed by an insurance provider. The regional loss ratio (RLR) for greater Christchurch for three events inducing shakings of approximate seismic intensities 6, 7, and 8 are found to be 0.013, 0.066, and 0.171, respectively. Furthermore, the claim duration (time between an event and the claim lodgement date), assessment duration (time between the claim lodgement day and the most recent assessment day), and repair duration (time between the most recent assessment day and the repair completion day) for the insured residential buildings in the region affected by the Canterbury earthquake sequence is found to be in the range of 0.5-4 weeks, 1.5- 5 months, and 1-3 years, respectively. The results of this phase will provide useful information to earthquake engineering researchers working on seismic risk/loss and insurance modelling.

The Canterbury earthquakes, which started with the 7.1 magnitude event on September 4, 2010, caused significant damage in the region. The September 4 earthquakes brought substantial damage to land, buildings, and infrastructure, while the 6.3 magnitude earthquake on February 22, 2011 (and its subsequent aftershocks), brought even greater property damage, but also significant loss of life in addition to the region. Thousands were injured, and 185 persons died. A national State of Emergency was declared and remained in effect until April 30, 2011. A significant number of people required immediate assistance and support to deal with loss, injury, trauma experiences, and property damages. Many had to find alternate accommodation as their houses were too damaged to stay in. Of those affected, many were already vulnerable, and others had been too traumatized by the events to effectively deal with the challenges they were faced with. A number of human service organizations in the region, from both government and non-government sectors, joined forces to be able to more effectively and efficiently help those in need. This was the start of what would become known as the Earthquake Support Coordination Service. The aim of this report is to present an evaluation of the Earthquake Support Coordination Service and its collaborative organization, based on documentation and interviews with key stakeholders of the service. The aim is also to evaluate the service based on perspectives gathered among the clients as well as the coordinators working in the service. The final aim is to offer a reflection on the service model, and on what factors enabled the service, as well as recommendations regarding aspects of the service which may require review, and aspects which may be useful in other contexts.

Surface rupture of the previously unrecognised Greendale Fault extended west-east for ~30 km across alluvial plains west of Christchurch, New Zealand, during the Mw 7.1 Darfield (Canterbury) earthquake of September 2010. Surface rupture displacement was predominantly dextral strike-slip, averaging ~2.5 m, with maxima of ~5 m. Vertical displacement was generally less than 0.75 m. The surface rupture deformation zone ranged in width from ~30 to 300 m, and comprised discrete shears, localised bulges and, primarily, horizontal dextral flexure. About a dozen buildings, mainly single-storey houses and farm sheds, were affected by surface rupture, but none collapsed, largely because most of the buildings were relatively flexible and resilient timber-framed structures and also because deformation was distributed over a relatively wide zone. There were, however, notable differences in the respective performances of the buildings. Houses with only lightly-reinforced concrete slab foundations suffered moderate to severe structural and non-structural damage. Three other buildings performed more favourably: one had a robust concrete slab foundation, another had a shallow-seated pile foundation that isolated ground deformation from the superstructure, and the third had a structural system that enabled the house to tilt and rotate as a rigid body. Roads, power lines, underground pipes, and fences were also deformed by surface fault rupture and suffered damage commensurate with the type of feature, its orientation to the fault, and the amount, sense and width of surface rupture deformation.

In this paper we introduce CityViewAR, a mobile outdoor Augmented Reality (AR) application for providing AR information visualization on a city scale. The CityViewAR application was developed to provide geographical information about the city of Christchurch, which was hit by several major earthquakes in 2010 and 2011. The application provides information about destroyed buildings and historical sites that were affected by the earthquakes. The geo-located content is provided in a number of formats including 2D map views, AR visualization of 3D models of buildings on-site, immersive panorama photographs, and list views. The paper describes the iterative design and implementation details of the application, and gives one of the first examples of a study comparing user response to AR and non-AR viewing in a mobile tourism application. Results show that making such information easily accessible to the public in a number of formats could help people to have richer experience about cities. We provide guidelines that will be useful for people developing mobile AR applications for city-scale tourism or outdoor guiding, and discuss how the underlying technology could be used for applications in other areas.

The 22 February 2011, Mw6.2-6.3 Christchurch earthquake is the most costly earthquake to affect New Zealand, causing 181 fatalities and severely damaging thousands of residential and commercial buildings, and most of the city lifelines and infrastructure. This manuscript presents an overview of observed geotechnical aspects of this earthquake as well as some of the completed and on-going research investigations. A unique aspect, which is particularly emphasized, is the severity and spatial extent of liquefaction occurring in native soils. Overall, both the spatial extent and severity of liquefaction in the city was greater than in the preceding 4th September 2010 Darfield earthquake, including numerous areas that liquefied in both events. Liquefaction and lateral spreading, variable over both large and short spatial scales, affected commercial structures in the Central Business District (CBD) in a variety of ways including: total and differential settlements and tilting; punching settlements of structures with shallow foundations; differential movements of components of complex structures; and interaction of adjacent structures via common foundation soils. Liquefaction was most severe in residential areas located to the east of the CBD as a result of stronger ground shaking due to the proximity to the causative fault, a high water table approximately 1m from the surface, and soils with composition and states of high susceptibility and potential for liquefaction. Total and differential settlements, and lateral movements, due to liquefaction and lateral spreading is estimated to have severely compromised 15,000 residential structures, the majority of which otherwise sustained only minor to moderate damage directly due to inertial loading from ground shaking. Liquefaction also had a profound effect on lifelines and other infrastructure, particularly bridge structures, and underground services. Minor damage was also observed at flood stop banks to the north of the city, which were more severely impacted in the 4th September 2010 Darfield earthquake. Due to the large high-frequency ground motion in the Port hills numerous rock falls and landslides also occurred, resulting in several fatalities and rendering some residential areas uninhabitable.
