A copy of a letter from Empowered Christchurch to Peter Sparrow, Director of Building Control and Rebuild at the Christchurch City Council, sent on 23 October 2014. The letter is a response to another letter sent by Peter Sparrow to Empowered Christchurch regarding existing use rights and exemptions from a building consent. In this letter, Empowered Christchurch requests furthur clarification from the Christchurch Building Consent Authority about these concepts.

A copy of a letter from Hugo Kristinsson which was sent to Roger Sutton on 19 September 2013. The letter was sent on behalf of Empowered Christchurch. In the letter, Kristinsson expresses his concern about changes to the Building Act which he states, 'waive liability for the Building Consent Authority when repairs are carried out on homes with land damage'. He also discusses the CERA community forums, which he feel are not fufilling their purpose of supporting and informing the Canterbury community. Lastly, Kristinsson lodges an Official Information Act request, asking for all forum notices and minutes to be released to the public and for access to land information to be provided.

There's good news of sorts on the building-inspection front in Auckland. After nearly seven days of fanning out across the city inspecting damaged buildings - the biggest such deployment of building inspectors since the Christchurch earthquake emergency - the operation will be scaled back this weekend.  There are currently around 95 inspectors in the field who have checked 3,500 buildings. As of 6pm last night 190 buildings were red stickered, and a further 790 yellow stickered. The most red stickered areas are Mount Albert/Mt Eden with 54 and the North Shore with 32. Auckland Council general manager building consents Ian McCormick spoke to Corin Dann.

A copy of a letter from Seamus O'Cromtha which was sent to the Chief Executive of the Ministry of Business, Innovation and Employment (MBIE) on 3 September 2016. The letter was sent on behalf of Empowered Christchurch. In the letter, O'Cromtha calls on the Chief Executive to instruct the Christchurch City Council to stop issuing building consents in areas such as the Avon River floodplain until stop banks have been erected along the river. O'Cromtha comments, "Properties that should be protected by stop banks currently have no protection against flooding".

Christchurch is still struggling 10 years on from the earthquake with vacant spaces and little development. In the surrounding areas of Christchurch in Selwyn, inland and in the Waimakariri District to the north it's boom times, with the councils unable to keep up with building consents. The regions have continued to grow over the last 10 years after people initially moved there after the earthquake to escape the bumpy roads, red zones and EQC battles. RNZ's Sally Murphy reports.

An exceedingly large 'Gerry' Brownlee, the Minister for Earthquake Recovery, rises from a chair, holding a briefcase labeled 'CERA' and calling for 'Bob' Parker, the mayor of Christchurch. The thin Parker was flattened against Brownlee's enormous rear, when Brownlee sat on the chair. Brownlee and Parker had a strained relationship, with the government taking an increasing amount of control in local decision making. After ongoing assurances by Parker that Christchurch City Council would meet all of International Accreditation New Zealand's requirements on issuing building consents, Brownlee announced in June 2013 without Parker's prior knowledge that the authority had withdrawn its accreditation. A Christchurch man with terminal cancer is using his final days to battle his insurance company, a decade on from the deadly earthquakes. Brian Shaw owns an apartment that's in a block of 11. They were all damaged in 2011. Shaw is a building consent officer. He says getting technical reports and chasing a settlement with insurer Vero has already cost the unit owners about $400,000, and they still have not even made it to court. On Friday morning he will be protesting outside Vero's Christchurch office, along with other unhappy customers.

Johanson talks about how the lack of heritage recovery programme in Christchurch has meant that many heritage buildings have destroyed, mainly through the fast-tracking of consenting by the government. Johanson asks that the government returns normal democratic decision making over heritage to the Christchurch City Council so that the public can have a say. When National announced its offer based on the 2007 rating valuation to red-zone property owners on 23 June, Gerry Brownlee specifically told people who had made improvements between the time of the valuation and the September quake to 'keep their receipts'. The offer from CERA dated August 19 now says quite clearly that people can only seek an adjustment to the purchase price if the rating valuation is based on an incorrect floor area, or if 'you have received a code compliance certificate for consented building work undertaken after the rating valuation and that work increased the floor area of your house'. The previously unknown Greendale Fault ruptured to the ground surface, causing up to 5 metres horizontal and 1 metre vertical permanent offset of the ground, during the September 2010 Darfield (Canterbury) earthquake. Environment Canterbury commissioned GNS Science, with help from the University of Canterbury, to define a fault avoidance zone and to estimate the fault recurrence interval. There is little evidence for past movement on the fault in the past 16,000 years. However, because of the uncertainties involved, a conservative approach was taken and the fault has been categorised as a Recurrence Interval Class IV fault (a recurrence interval of between 5,000 and 10,000 years). A PhD study by a University of Canterbury student will work towards refining the Recurrence Interval Class over the next three years. Taking a risk-based approach, the Ministry for the Environment Active Fault Guidelines recommend that normal residential development be allowed within the fault avoidance zone for faults of this Recurrence Interval Class, but recommends restrictions for larger community buildings or facilities with post-disaster functions. The report is assisting Selwyn District Council in granting consents for rebuilding houses on or near the Greendale Fault that were damaged by permanent distortion of the ground due to the fault rupture in the September 2010 earthquake. The report provides specific recommendations for building on or close to the Greendale Fault, which are being implemented by Selwyn District Council. The development of Digital City technologies to manage and visualise spatial information has increasingly become a focus of the research community, and application by city authorities. Traditionally, the Geographic Information Systems (GIS) and Building Information Models (BIM) underlying Digital Cities have been used independently. However, integrating GIS and BIM into a single platform provides benefits for project and asset management, and is applicable to a range of issues. One of these benefits is the means to access and analyse large datasets describing the built environment, in order to characterise urban risk from and resilience to natural hazards. The aim of this thesis is to further explore methodologies of integration in two distinct areas. The first, integration through connectivity of heterogeneous datasets where GIS spatial infrastructure data is merged with 3D BIM building data to create a digital twin. Secondly, integration through analysis whereby data from the digital twin are extracted and integrated with computational models. To achieve this, a workflow was developed to identify the required datasets of a digital twin, and develop a process of integrating those datasets through a combination of; semi-autonomous conversion, translation and extension of data; and semantic web and services-based processes. Through use of a designed schema, the data were streamed in a homogenous format in a web-based platform. To demonstrate the value of this workflow with respect to urban risk and resilience, the process was applied to the Taiora: Queen Elizabeth II recreation and sports centre in eastern Christchurch, New Zealand. After integration of as-built GIS and BIM datasets, targeted data extraction was implemented, with outputs tailored for analysis in an infrastructure serviceability loss model, which assessed potable water network performance in the 22nd February 2011 Christchurch Earthquake. Using the same earthquake conditions as the serviceability loss model, performance of infrastructure assets in service at the time of the 22nd February 2011 Christchurch Earthquake was compared to new assets rebuilt at the site, post-earthquake. Due to improved potable water infrastructure resilience resulting from installation of ductile piles, a decrease of 35.5% in the probability of service loss was estimated in the serviceability loss model. To complete the workflow, the results from the external analysis were uploaded to the web-based platform. One of the more significant outcomes from the workflow was the identification of a lack of mandated metadata standards for fittings/valves connecting a building to private laterals. Whilst visually the GIS and BIM data show the building and pipes as connected, the semantic data does not include this connectivity relationship. This has no material impact on the current serviceability loss model as it is not one of the defined parameters. However, a proposed modification to the model would utilise the metadata to further assess the physical connection robustness, and increase the number of variables for estimating probability of service loss. This thesis has made a methodological contribution to urban resilience analysis by demonstrating how readily available up-to-date building and infrastructure data can be integrated, and with tailored extraction from a Digital City platform, be used for disaster impact analysis in an external computational engine, with results in turn imported and visualised in the Digital City platform. The workflow demonstrated that translation and integration of data would be more successful if a regional/national mandate was implemented for the submission of consent documentation in a specified standard BIM format. The results of this thesis have identified that the key to ensuring the success of an integrated tool lies in the initial workflow required to safeguard that all data can be either captured or translated in an interoperable format.
