Now we find the chances of the ground shaking more violently in a quake is much higher than previously thought for large parts of the country. In some places it has doubled or even trebled. What are the ramifications of this new found knowledge? This chapter will draw on recent literature and practice experience to discuss the nature of field education in Aotearoa New Zealand. Social work education in this country is provided by academic institutions that are approved by the Social Workers Registration Board. The field education curriculum is therefore shaped by both the regulatory body and the tertiary institutions. Significant numbers of students undertake field education annually which places pressure on industry and raises concerns as to the quality of student experience. Although the importance of field education is undisputed it remains poised in a liminal space between the tertiary education and social service sectors where it is not sufficiently resourced by either. This affects the provision of practice placements as well as the establishment of long-term cross-sector partnerships. Significant events such as the 2010 and 2011 Christchurch earthquakes and recent terrorist attacks have exposed students to different field education experiences signalling the need for programmes to be responsive. Examples of creative learning opportunities in diverse environments, including in indigenous contexts, will be described. Drawing upon recent research, we comment on student and field educator experiences of supervision in the field. Recommendations to further develop social work field education in Aotearoa New Zealand relate to resourcing, infrastructure and quality, support for field educators, and assessment.

This thesis presents an assessment of historic seismic performance of the New Zealand stopbank network from the 1968 Inangahua earthquake through to the 2016 Kaikōura earthquake. An overview of the types of stopbanks and the main aspects of the design and construction of earthen stopbanks was presented. Stopbanks are structures that are widely used on the banks of rivers and other water bodies to protect against the impact of flood events. Earthen stopbanks are found to be the most used for such protection measures. Different stopbank damage or failure modes that may occur due to flooding or earthquake excitation were assessed with a focus on past earthquakes internationally, and examples of these damage and failure modes were presented. Stopbank damage and assessment reports were collated from available reconnaissance literature to develop the first geospatial database of stopbank damage observed in past earthquakes in New Zealand. Damage was observed in four earthquakes over the past 50 years, with a number of earthquakes resulting in no stopbank damage. The damage database therefore focussed on the Edgecumbe, Darfield, Christchurch and Kaikōura earthquakes. Cracking of the crest and liquefaction-induced settlement were the most common forms of damage observed. To understand the seismic demand on the stopbank network in past earthquakes, geospatial analyses were undertaken to approximate the peak ground acceleration (PGA) across the stopbank network for ten large earthquakes that have occurred in New Zealand over the past 50 years. The relationship between the demand, represented by the peak ground acceleration (PGA) and damage is discussed and key trends identified. Comparison of the seismic demand and the distribution of damage suggested that the seismic performance of the New Zealand stopbank network has been generally good across all events considered. Although a significant length of the stopbank networks were exposed to high levels of shaking in past events, the overall damage length was a small percentage of this. The key aspect controlling performance was the performance of the underlying foundation soils and the effect of this on the stopbank structure and stability.

Base isolation is an incredibly effective technology used in seismic regions throughout the world to limit structural damage and maintain building function, even after severe earthquakes. However, it has so far been underutilised in light-frame wood construction due to perceived cost issues and technical problems, such as a susceptibility to movement under strong wind loads. Light-frame wood buildings make up the majority of residential construction in New Zealand and sustained significant damage during the 2010-2011 Canterbury earthquake sequence, yet the design philosophy has remained largely unchanged for years due to proven life-safety performance. Recently however, with the advent of performance based earthquake engineering, there has been a renewed focus on performance factors such as monetary loss that has driven a want for higher performing residential buildings. This research develops a low-cost approach for the base isolation of light-frame wood buildings using a flat-sliding friction base isolation system, which addresses the perceived cost and technical issues, and verifies the seismic performance through physical testing on the shake table at the University of Canterbury. Results demonstrate excellent seismic performance with no structural damage reported despite a large number of high-intensity earthquake simulations. Numerical models are subsequently developed and calibrated to New Zealand light-frame wood building construction approaches using state-of-the-art wood modelling software, Timber3D. The model is used to accurately predict both superstructure drift and acceleration demand parameters of fixed-base testing undertaken after the base isolation testing programme is completed. The model development allows detailed cost analyses to be undertaken within the performance based earthquake engineering framework that highlights the monetary benefits of using base isolation. Cost assessments indicate the base isolation system is only 6.4% more compared to the traditional fixed-base system. Finally, a design procedure is recommended for base isolated light-frame wood buildings that is founded on the displacement based design (DBD) approach used in the United States and New Zealand. Nonlinear analyses are used to verify the DBD method which indicate its suitability.

<b>New Zealand has experienced several strong earthquakes in its history. While an earthquake cannot be prevented from occurring, planning can reduce its consequences when it does occur. This dissertation research examines various aspects of disaster risk management policy in Aotearoa New Zealand.</b> Chapter 2 develops a method to rank and prioritise high-rise buildings for seismic retrofitting in Wellington, the earthquake-prone capital city of New Zealand. These buildings pose risks to Wellington’s long-term seismic resilience that are of clear concern to current and future policymakers. The prioritization strategy we propose, based on multi-criteria decision analysis (MCDA) methods, considers a variety of data on each building, including not only its structural characteristics, but also its location, its economic value to the city, and its social importance to the community around it. The study demonstrates how different measures, within four general criteria – life safety, geo-spatial location of the building, its economic role, and its socio-cultural role – can be operationalized into a viable framework for determining retrofitting/demolition policy priorities. Chapter 3 and chapter 4 analyse the Residential Red Zone (RRR) program that was implemented in Christchurch after the 2011 earthquake. In the program, approximately 8,000 homeowners were told that their homes were no longer permittable, and they were bought by the government (through the Canterbury Earthquake Recovery Authority). Chapter 3 examines the subjective wellbeing of the RRR residents (around 16000 people) after they were forced to move. We consider three indicators of subjective wellbeing: quality of life, stress, and emotional wellbeing. We found that demographic factors, health conditions, and the type of government compensation the residents accepted, were all significant determinants of the wellbeing of the Red Zone residents. More social relations, better financial circumstances, and the perception of better government communication were also all associated positively with a higher quality of life, less stress, and higher emotional wellbeing. Chapter 4 concentrates on the impact of this managed retreat program on RRR residents’ income. We use individual-level comprehensive, administrative, panel data from Canterbury, and difference in difference evaluation method to explore the effects of displacement on Red Zone residential residents. We found that compared to non-relocated neighbours, the displaced people experience a significant initial decrease in their wages and salaries, and their total income. The impacts vary with time spent in the Red Zone and when they moved away. Wages and salaries of those who were red-zoned and moved in 2011 were reduced by 8%, and 5.4% for those who moved in 2012. Females faced greater decreases in wages and salaries, and total income, than males. There were no discernible impacts of the relocation on people’s self-employment income.

From 2010, Canterbury, a province of Aotearoa New Zealand, experienced three major disaster events. This study considers the socio-ecological impacts on cross-sectoral suicide prevention agencies and their service users of the 2010 – 2016 Canterbury earthquake sequence, the 2019 Christchurch mosque attacks and the COVID-19 pandemic in Canterbury. This study found the prolonged stress caused by these events contributed to a rise in suicide risk factors including anxiety, fear, trauma, distress, alcohol misuse, relationship breakdown, childhood adversity, economic loss and deprivation. The prolonged negative comment by the media on wellbeing in Canterbury was also unhelpful and affected morale. The legacy of these impacts was a rise in referrals to mental health services that has not diminished. This adversity in the socio-ecological system also produced post-traumatic growth, allowing Cantabrians to acquire resilience and help-seeking abilities to support them psychologically through the COVID-19 pandemic. Supporting parental and teacher responses, intergenerational support and targeted public health campaigns, as well as Māori family-centred programmes, strengthened wellbeing. The rise in suicide risk led to the question of what services were required and being delivered in Canterbury and how to enable effective cross-sectoral suicide prevention in Canterbury, deemed essential in all international and national suicide prevention strategies. Components from both the World Health Organisation Suicide Prevention Framework (WHO, 2012; WHO 2021) and the Collective Impact model (Hanleybrown et al., 2012) were considered by participants. The effectiveness of dynamic leadership and the essential conditions of resourcing a supporting agency were found as were the importance of processes that supported equity, lived experience and the partnership of Māori and non-Māori stakeholders. Cross-sectoral suicide prevention was found to enhance the wellbeing of participants, hastening learning, supporting innovation and raising awareness across sectors which might lower stigma. Effective communication was essential in all areas of cross-sectoral suicide prevention and clear action plans enabled measurement of progress. Identified components were combined to create a Collective Impact Suicide Prevention framework that strengthens suicide prevention implementation and can be applied at a local, regional and national level. This study contributes to cross-sectoral suicide prevention planning by considering the socio- ecological, policy and practice mitigations required to lower suicide risk and to increase wellbeing and post-traumatic growth, post-disaster. This study also adds to the growing awareness of the contribution that social work can provide to suicide prevention and conceptualises an alternative governance framework and practice and policy suggestions to support effective cross-sectoral suicide prevention.

Survivors of our biggest national disasters say new guidelines will better supporting families in the wake of future tragedies. The new "Public Service Commission Model Standards" - to be released at parliament today - addresses what survivors say have been consistent shortcomings in the treatment by government agencies of those most closely affected by disaster. The standards were co-authored by the Pike River Families Group after consulting with families of survivors caught up with events such as the earthquake and mosque shootings in Christchurch, the Aramoana massacre, the Cave Creek platform collapse and the Whakaari White Island eruption. Sonya Rockhouse, who lost her son Ben in the Pike River mine explosion 12 years ago, spoke to Corin Dann.

This analysis employs both qualitative and quantitative approaches to identify how young adults in New Zealand aged 18-25 years old have engaged with All Right? campaign material. A survey targeting young adults returned 51 viable out of 117 responses due to participation prerequisites. From the survey, five participants elaborated on their thoughts in an in-depth interview voluntarily. Interviews were conducted with key personnel from All Right? to craft broader understanding of the initiative whilst enhancing knowledge of mental health frameworks and their application. Ciaran Fox, Lucy Daeth and Sara Epperson, who have been imperative to the success of the campaign, shared their working experience in the community and public health sector and how this intertwines to their current roles at All Right?. Discussions of key frameworks, community conversations, the development of communication strategies and how All Right? approached Canterbury publics in a post-earthquake setting provided insight to the importance of understanding community circumstance in initial crisis and the correlated secondary stressors.

A number of reverse and strike-slip faults are distributed throughout mid-Canterbury, South Island, New Zealand, due to oblique continental collision. There is limited knowledge on fault interaction in the region, despite historical multi-fault earthquakes involving both reverse and strike-slip faults. The surface expression and paleoseismicity of these faults can provide insights into fault interaction and seismic hazards in the region. In this thesis, I studied the Lake Heron and Torlesse faults to better understand the key differences between these two adjacent faults located within different ‘tectonic domains’. Recent activity and surface expression of the Lake Heron fault was mapped and analysed using drone survey, Structure-from-Motion (SfM) derived Digital Surface Model (DSM), aerial image, 5 m-Digital Elevation Model (DEM), luminescence dating technique, and fold modelling. The results show a direct relationship between deformation zone width and the thickness of the gravel deposits in the area. Fold modelling using fault dip, net slip and gravel thickness produces a deformation zone comparable to the field, indicating that the fault geometry is sound and corroborating the results. This result Is consistent with global studies that demonstrate deposit (or soil thickness) correlates to fault deformation zone width, and therefore is important to consider for fault displacement hazard. A geomorphological study on the Torlesse fault was conducted using SfM-DSM, DEM and aerial images Ground Penetrating Radar (GPR) survey, trenching, and radiocarbon and luminescence dating. The results indicate that the Torlesse fault is primarily strike-slip with some dip slip component. In many places, the bedding-parallel Torlesse fault offsets post-glacial deposits, with some evidence of flexural slip faulting due to folding. Absolute dating of offset terraces using radiocarbon dating and slip on fault determined from lateral displacement calculating tool demonstrates the fault has a slip rate of around 0.5 mm/year to 1.0 mm/year. The likelihood of multi-fault rupture in the Torlesse Range has been characterised using paleoseismic trenching, a new structural model, and evaluation of existing paleoseismic data on the Porters Pass fault. Identification of overlapping of paleoseismic events in main Torlesse fault, flexural-slip faults and the Porters Pass fault in the Torlesse Range shows the possibility of distinct or multi-fault rupture on the Torlesse fault. The structural connectivity of the faults in the Torlesse zone forming a ‘flower structure’ supports the potential of multi-fault rupture. Multi-fault rupture modelling carried out in the area shows a high probability of rupture in the Porters Pass fault and Esk fault which also supports the co-rupture probability of faults in the region. This study offers a new understanding of the chronology, slip distribution, rupture characteristics and possible structural and kinematic relationship of Lake Heron fault and Torlesse fault in the South Island, New Zealand.

INTRODUCTION: Connections between environmental factors and mental health issues have been postulated in many different countries around the world. Previously undertaken research has shown many possible connections between these fields, especially in relation to air quality and extreme weather events. However, research on this subject is lacking in New Zealand, which is difficult to analyse as an overall nation due to its many micro-climates and regional differences.OBJECTIVES: The aim of this study and subsequent analysis is to explore the associations between environmental factors and poor mental health outcomes in New Zealand by region and predict the number of people with mental health-related illnesses corresponding to the environmental influence.METHODS: Data are collected from various public-available sources, e.g., Stats NZ and Coronial services of New Zealand, which comprised four environmental factors of our interest and two mental health indicators data ranging from 2016 up until 2020. The four environmental factors are air pollution, earthquakes, rainfall and temperature. Two mental health indicators include the number of people seen by District Health Boards (DHBs) for mental health reasons and the statistics on suicide deaths. The initial analysis is carried out on which regions were most affected by the chosen environmental factors. Further analysis using Auto-Regressive Integrated Moving Average(ARIMA) creates a model based on time series of environmental data to generate estimation for the next two years and mental health projected from the ridge regression.RESULTS: In our initial analysis, the environmental data was graphed along with mental health outcomes in regional charts to identify possible associations. Different regions of New Zealand demonstrate quite different relationships between the environmental data and mental health outcomes. The result of later analysis predicts that the suicide rate and DHB mental health visits may increase in Wellington, drop-in Hawke's Bay and slightly increase in Canterbury for the year 2021 and 2022 with different environmental factors considered.CONCLUSION: It is evident that the relationship between environmental and mental health factors is regional and not national due to the many micro-climates that exist around the nation. However, it was observed that not all factors displayed a good relationship between the regions. We conclude that our hypotheses were partially correct, in that increased air pollution was found to correlate to increased mental health-related DHB visits. Rainfall was also highly correlated to some mental health outcomes. Higher levels of rainfall reduced DHB visits and suicide rates in some areas of the country.

In the last two decades, the retail sector has experienced unprecedented upheaval, having severe implications for economic development and sustenance of traditional inner-city retail districts. In the city of Christchurch, New Zealand, this effect has been exacerbated by a series of earthquakes in 2010/2011 which destroyed much of the traditional retail precinct of the city. After extensive rebuild activity of the city’s infrastructure, the momentum of retailers returning to the inner city was initially sluggish but eventually gathered speed supported by increased international visitation. In early 2020, the return to retail normality came to an abrupt halt after the emergence of the COVID-19 pandemic. This study uses spending and transaction data to analyze the compounding impact of the earthquake’s aftermath, shift to online shopping, and the retail disruption in the Christchurch central retail precinct because of COVID-19. The findings illustrate how consumers through their spending respond to different types of external shocks, altering their consumption patterns and retail mode (offline and online) to cope with an ever-changing retail landscape. Each event triggers different spending patterns that have some similarities but also stark differences, having implications for a sustainable and resilient retail industry in Christchurch. Implications for urban retail precinct development are also discussed.

The Eastern Humps and Leader faults, situated in the Mount Stewart Range in North Canterbury, are two of the ≥17 faults which ruptured during the 2016 MW7.8 Kaikōura Earthquake. The earthquake produced complex, intersecting ground ruptures of these faults and the co-seismic uplift of the Mount Stewart Range. This thesis aims to determine how these two faults accommodated deformation during the 2016 earthquake and how they interact with each other and with pre-existing geological structures. In addition, it aims to establish the most likely subsurface geometry of the fault complex across the Mount Stewart Range, and to investigate the paleoseismic history of the Leader Fault. The Eastern Humps Fault strikes ~240° and dips 80° to 60° to the northwest and accommodated right- lateral – reverse-slip, with up to 4 m horizontal and 2 m vertical displacement in the 2016 earthquake. The strike of the Leader Fault varies from ~155 to ~300°, and dips ~30 to ~80° to the west/northwest, and mainly accommodated left-lateral – reverse-slip of up to 3.5 m horizontal and 3.5 m vertical slip in the 2016 earthquake. On both the Eastern Humps and Leader faults the slip is variable along strike, with areas of low total displacement and areas where horizontal and vertical displacement are negatively correlated. Fault traces with low total displacement reflect the presence of off-fault (distributed) displacement which is not being captured with field measurements. The negative correlation of horizontal and vertical displacement likely indicates a degree of slip partitioning during the 2016 earthquake on both the Eastern Humps and Leader faults. The Eastern Humps and Leader faults have a complex, interdependent relationship with the local bedrock geology. The Humps Fault appears to be a primary driver of ongoing folding and deformation of the local Mendip Syncline and folding of the Mount Stewart Range, which probably began prior to, or synchronous with, initial rupture of The Humps Fault. The Leader Fault appears to use existing lithological weaknesses in the Cretaceous-Cenozoic bedrock stratigraphy to rupture to the surface. This largely accounts for the strong variability on the strike and dip of the Leader Fault, as the geometry of the surface ruptures tend to reflect the strike and dip of the geological strata which it is rupturing through. The Leader Fault may also accommodate some degree of flexural slip in the Cenozoic cover sequence of the Mendip Syncline, contributing to the ongoing growth of the fold. The similarity between topography and uplift profiles from the 2016 earthquake suggest that growth of the Mount Stewart Range has been primarily driven by multiple (>500) discrete earthquakes that rupture The Humps and Leader faults. The spatial distribution of surface displacements across the Mount Stewart Range is more symmetrical than would be expected if uplift is driven primarily by The Humps and Leader faults alone. Elastic dislocation forward models were used to model potential sub-surface geometries and the resulting patterns of deformation compared to photogrammetry-derived surface displacements. Results show a slight preference for models with a steeply southeast-dipping blind fault, coincident with a zone of seismicity at depth, as a ‘backthrust’ to The Humps and Leader faults. This inferred Mount Stewart Fault accommodated contractional strain during the 2016 earthquake and contributes to the ongoing uplift of the Mount Stewart Range with a component of folding. Right-lateral and reverse shear stress change on the Hope Fault was also modelled using Coulomb 3.3 software to examine whether slip on The Humps and Leader faults could transfer enough stress onto the Hope Fault to trigger through-going rupture. Results indicate that during the 2016 earthquake right-lateral shear and reverse stress only increased on the Hope Fault in small areas to the west of the Leader Fault, and similar ruptures would be unlikely to trigger eastward propagating rupture unless the Hope Fault was close to failure prior to the earthquake. Paleoseismic trenches were excavated on the Leader Fault at four locations from 2018 to 2020, revealing near surface (< 4m depth) contractional deformation of Holocene stratigraphy. Three of the trench locations uncovered clear evidence for rupture of the Leader Fault prior to 2016, with fault displacement of near surface stratigraphy being greater than displacement recorded during the 2016 earthquake. Radiocarbon dating of in-situ organic material from two trenches indicate a date of the penultimate earthquake on the Leader Fault within the past 1000 years. This date is consistent with The Humps and Leader faults having ruptured simultaneously in the past, and with multi-fault ruptures involving The Humps, Leader, Hundalee and Stone Jug faults having occurred prior to the 2016 Kaikōura earthquake. Overall, the results contribute to an improved understanding of the Kaikōura earthquake and highlight the importance of detailed structural and paleoseismic investigations in determining controls on earthquake ‘complexity’.

Many areas of Christchurch are underwater, dealing with what's been described as the worst flooding since the earthquakes. The high tide has just passed, with the rivers already running across roads and flooding into some homes. Schools have been closed, businesses inundated and dozens of roads around the city, closed. Already more than 70mm of rain has fallen in the past 24 hours, making it the city's wettest July on record. Now as the bad weather moves south the army has been put on standby in Dunedin for the expected deluge there. Christchurch has a big bill to contend with, if it still wants the multi-use stadium that's been in the works since the earthquakes 11 years ago. The problem-plagued project has blown out another $150 million, meaning it's going to cost $680 million and counting. The finish date's been pushed out too - to April 2026. Christchurch City Council's punting the hefty decision making back to the ratepayers. The options - increase the budget, scale back the project, or halt work altogether. Four years ago Christchurch City Council vowed to get tough on the owners of 30 central city buildings left derelict since the 2011 earthquake. A wander through central Christchurch shows many of the buildings, nicknamed the dirty 30, still look unchanged. In this article we utilize grounded theory to explore women’s experiences in the unique construction industry context that followed the 2010 Canterbury (New Zealand) earthquakes. Data were obtained from 36 semi-structured interviews conducted with women working in a variety of occupations in the construction industry. We identify three inter-related categories: capitalizing on opportunity, demonstrating capability and surface tolerance, which together represent a response process that we label ‘deferential tailoring’. The deferential tailoring process explains how women intentionally shape their response to industry conditions through self-regulating behaviors that enables them to successfully seize opportunities and manage gender-related challenges in the working environment. Our findings challenge existing research which suggests that women adopt submissive coping strategies to conform to androcentric norms in the construction industry. Instead, we argue that the process of deferential tailoring can empower women to build positive workplace relationships, enhance career development, and help shift perceptions of the value of their work in the industry.

The Ōtakaro-Avon and Ōpāwaho-Heathcote in Christchurch are some of the most polluted in the region.  While the Avon has received a lot of attention since the Canterbury Earthquakes with $100 million going into a new promenade and cleaning up its water quality, it's a different story for the Heathcote River where raw sewage and industrial chemicals are still regularly found. The much loved 'Dux de Lux' pub in Christchurch could be set to open its doors again in the next few years if enough money can be raised to restore it. The building was badly damaged by the earthquake in 2011 and a group looking to rebuild the pub say it could take around 12 million dollars to see it welcoming Cantabrians back. Nine to Noon continues to look at who's in the running to head up our biggest cities after local elections in October, with a focus today on the 11 candidates vying to be mayor of Christchurch. Three-term mayor Lianne Dalziel announced last July she'd be stepping down as mayor, having overseen nearly a decade's worth of the city's rebuild following the devastating earthquakes. The two major contenders for the role are Burwood city councillor Phil Mauger and former Canterbury District Health Board chief executive David Meates. Other contenders include the city's Wizard, a coffee boss, pro-gun pastor and a candidate who's stood in every election since 1971. It was so nearly lost. As the Christ Church Anglican Cathedral is being rebuilt, historian Edmund Bohan is releasing a history of the distinctive Gothic building. It shows it was controversial even before work started on designing it, let alone building in. From the laying of the foundations to the official opening, it took 40 years, after squabbles over pretty much every aspect of its construction - not to mention the huge problems raising the money to build it in the City Centre. In Heart of the City: The Story of Christchurch's Controversial Cathedral, Edmund is critical of the former Anglican Bishop Victoria Matthews' determination to demolish the badly-damaged cathedral after the Canterbury earthquakes, to replace it with a modern church. And he tells Lynn Freeman he's very much looking forward to seeing the Cathedral restored to its former glory after a lengthy and pricey rebuild. But first he sets the scene. Back in the 1860s, there was controversy over where the cathedral should go, its design, whether it should be in stone or timber - even if there should be a cathedral built at all! Her first major job in emergency planning was responding to 9/11 and since then, her career has covered almost every major disaster; the Boxing Day tsunami, the London bombings, the Christchurch earthquakes, the Fukushima nuclear disaster, Malaysia Airlines Flight 17 shot down over Ukraine, the Grenfell Tower fire, Covid-19 and many more. It's her job to help get the bodies identified, repatriate survivors, return personal effects, look after the bereaved, and advise governments for the future.
