The city of Christchurch, New Zealand, incurred significant damage due to a series of earthquakes in 2010 and 2011. The city had, by the late 2010s, regained economic and social normalcy after a sustained period of rebuilding and economic recovery. Through the concerted rebuilding effort, a modern central business district (CBD) with redesigned infrastructure and amenities was developed. The Christchurch rebuild was underpinned by a commitment of urban planners to an open and connected city, including the use of innovative technologies to gather, use and share data. As was the case elsewhere, the COVID-19 pandemic brought about significant disruptions to social and economic life in Christchurch. Border closures, lockdowns, trading limitations and other restrictions on movement led to changes in traditional consumer behaviors and affected the retail sector’s resilience. In this study, we used CBD pedestrian traffic data gathered from various locations to predict changes in retail spending and identify recovery implications through the lens of retail resilience. We found that the COVID-19 pandemic and its related lockdowns have driven a substantive change in the behavioral patterns of city users. The implications for resilient retail, sustainable policy and further research are explored.
The concept of geoparks was first introduced in the first international conference on geoparks held in China in 2004. Here in New Zealand, Kiwis are accustomed to national parks, land reserves, marine reserves, and urban cities and regional parks. The concept of these protected areas has been long-standing in the country, whereas the UNESCO concept of geoparks is still novel and yet to be established in New Zealand. In this dissertation, I explored the geopark concept for better understanding of its merits and examined the benefits of geotourism attractions as a sustainable economic development strategy to retrieve a declining rural economy. This research is focused on Kaikoura as a case study with geological significance, and emphasizes pre-earthquake existing geological heritages and new existing geological heritages post-earthquake to determine whether the geopark concept is appropriate and what planning framework is available to process this concept proposal should Kaikoura be interested in future.
Knowing how to rapidly rebuild disaster-damaged infrastructure, while deciding appropriate recovery strategies and catering for future investment is a matter of core interest to government decision makers, utility providers, and business sectors. The purpose of this research is to explore the effects of decisions and outcomes for physical reconstruction on the overall recovery process of horizontal infrastructure in New Zealand using the Canterbury and Kaikoura earthquakes as cases. A mixed approach including a systematic review, questionnaire survey and semi-structured interviews is used to capture perspectives of those involved in reconstruction process and gain insights into the effect of critical elements on infrastructure downtime. Findings from this research will contribute towards advancements of a systems dynamics model considering critical decision-making variables across phases of the reconstruction process to assess how these variables affect the rebuild process and the corresponding downtime. This project will improve the ability to explore alternative resilience improvement pathways and test the efficacy of alternative means for facilitating a faster and better reconstruction process.
Background: Up to 6 years after the 2011 Christchurch earthquakes, approximately one-third of parents in the Christchurch region reported difficulties managing the continuously high levels of distress their children were experiencing. In response, an app named Kākano was co-designed with parents to help them better support their children’s mental health. Objective: The objective of this study was to evaluate the acceptability, feasibility, and effectiveness of Kākano, a mobile parenting app to increase parental confidence in supporting children struggling with their mental health. Methods: A cluster-randomized delayed access controlled trial was carried out in the Christchurch region between July 2019 and January 2020. Parents were recruited through schools and block randomized to receive immediate or delayed access to Kākano. Participants were given access to the Kākano app for 4 weeks and encouraged to use it weekly. Web-based pre- and postintervention measurements were undertaken. Results: A total of 231 participants enrolled in the Kākano trial, with 205 (88.7%) participants completing baseline measures and being randomized (101 in the intervention group and 104 in the delayed access control group). Of these, 41 (20%) provided full outcome data, of which 19 (18.2%) were for delayed access and 21 (20.8%) were for the immediate Kākano intervention. Among those retained in the trial, there was a significant difference in the mean change between groups favoring Kākano in the brief parenting assessment (F1,39=7, P=.012) but not in the Short Warwick-Edinburgh Mental Well-being Scale (F1,39=2.9, P=.099), parenting self-efficacy (F1,39=0.1, P=.805), family cohesion (F1,39=0.4, P=.538), or parenting sense of confidence (F1,40=0.6, P=.457). Waitlisted participants who completed the app after the waitlist period showed similar trends for the outcome measures with significant changes in the brief assessment of parenting and the Short Warwick-Edinburgh Mental Well-being Scale. No relationship between the level of app usage and outcome was found. Although the app was designed with parents, the low rate of completion of the trial was disappointing. Conclusions: Kākano is an app co-designed with parents to help manage their children’s mental health. There was a high rate of attrition, as is often seen in digital health interventions. However, for those who did complete the intervention, there was some indication of improved parental well-being and self-assessed parenting. Preliminary indications from this trial show that Kākano has promising acceptability, feasibility, and effectiveness, but further investigation is warranted. Abstract This study provides a simplified methodology for pre-event data collection to support a faster and more accurate seismic loss estimation. Existing pre-event data collection frameworks are reviewed. Data gathered after the Canterbury earthquake sequences are analysed to evaluate the relative importance of different sources of building damage. Conclusions drawns are used to explore new approaches to conduct pre-event building assessment.
Memorial design in the West has been explored in depth (Stevens and Franck, 2016; Williams, 2007), and for landscape architects it presents opportunities and challenges. However, there is little in the English language literature about memorial design in China. How have Chinese designers responded to the commemorative settings of war and disaster? This study will adopt the method of case study to analyse two of the most representative memorials in China: Nanjing Massacre Memorial Hall (war) and Tangshan Earthquake Memorial Hall (disaster). Both landscapes have undergone three or four renovations and extensions in the last four decades, demonstrating the practical effects of the Chinese landscape theory. These examples of responses to trauma through memorial landscape interventions are testimonies to the witnesses, victims, abusers, ordinary people, youth and the place where the tragedy took place. This study will explore the reconstruction and expansion of the two memorials under the background of China's policies on memorial landscapes in different periods, as well as their functions of each stage. The research will examine how existing Chinese memorial theories exhibit unique responses at different times in response to the sadness and needs experienced by different users. New Zealand has a long tradition of using light timber frame for construction of its domestic dwellings. After the most recent earthquakes (e.g. Canterbury earthquakes sequence), wooden residential houses showed satisfactory life safety performance. However, poor performance was reported in terms of their seismic resilience. Although numerous innovative methods to mitigate damage have been introduced to the New Zealand community in order to improve wooden house performance, these retrofit options have not been readily taken up. The low number of retrofitted wooden-framed houses leads to questions about whether homeowners are aware of the necessity of seismic retrofitting their houses to achieve a satisfactory seismic performance. This study aims to explore different retrofit technologies that can be applied to wooden-framed houses in Wellington, taking into account the need of homeowners to understand the risk, likelihood and extent of damage expected after an event. A survey will be conducted in Wellington about perceptions of homeowners towards the expected performance of their wooden-framed houses. The survey questions were designed to gain an understanding of homeowners' levels of safety and awareness of possible damage after a seismic event. Afterwards, a structural review of a sample of the houses will be undertaken to identify common features and detail potential seismic concerns. The findings will break down barriers to making improvements in the performance of wooden-framed houses and lead to enhancements in the confidence of homeowners in the event of future seismic activity. This will result in increased understanding and contribute towards an accessible knowledge base, which will possibly increase significantly the use of these technologies and avoid unnecessary economic and social costs after a seismic event.
This thesis is a creative and critical exploration of how transmedia storytelling meshes with political documentary’s nature of representing social realities and goals to educate and promote social change. I explore this notion through Obrero (“worker”), my independently produced transmedia and transjournalistic documentary project that explores the conditions and context of the Filipino rebuild workers who migrated to Christchurch, New Zealand after the earthquake in 2011. While the project should appeal to New Zealanders, it is specifically targeted at an audience from the Philippines. Obrero began as a film festival documentary that co-exists with strategically refashioned Web 2.0 variants, a social network documentary and an interactive documentary (i-doc). Using data derived from the production and circulation of Obrero, I interrogate how the documentary’s variants engage with differing audiences and assess the extent to which this engagement might be effective. This thesis argues that contemporary documentary needs to re-negotiate established film aesthetics and practices to adapt in the current period of shifting technologies and fragmented audiences. Documentary’s migration to new media platforms also creates a demand for filmmakers to work with a transmedia state of mind—that is, the capacity to practise the old canons of documentary making while comfortably adjusting to new media production praxis, ethics, and aesthetics. Then Obrero itself, as the creative component of this thesis, becomes an instance of research through creative practice. It does so in two respects: adding new knowledge about the context, politics, and experiences of the Filipino workers in New Zealand; and offering up a broader model for documentary engagement, which I analyse for its efficacy in the digital age.

The presentation is titled, "A Systematic Review of Compassion Fatigue of Nurses During and After the Canterbury Earthquakes".The abstract for the presentation reads as follows: Limited research is currently available about compassion fatigue of health professionals during and after disasters in New Zealand. The purpose of this systematic literature review was to provide a comprehensive outline of existing research. National and international literature was compared and contrasted to determine the importance of recognising compassion fatigue during and after disasters. Health professionals responding to disasters have played an important role in saving lives. Especially, during and after the Canterbury earthquakes, many health professionals cared for the traumatized public of the region. When responding to and caring for many distressed people, health professionals - particularly nurses - may strongly empathise with people's pain, fear, and distress. Consequently, they can be affected both emotionally and physically. Nurses may experience intensive and extreme distress and trauma directly and indirectly. Physical exhaustion can arise quickly. Emotional exhaustion such as hopelessness and helplessness may lead to nurses losing the ability to nurture and care for people during disasters. This can lead to compassion fatigue. It is important to understand how health professionals, especially nurses, experience compassion fatigue in order to help them respond to disasters appropriately. International literature explains the importance of recognising compassion fatigue in nursing, and explores different coping mechanisms that assist nurses overcome or prevent this health problem. In contrast, New Zealand literature is limited to experiences of nurses' attitudes in responding to natural disasters. In light of this, this literature review will help to raise awareness about the importance of recognising and addressing symptoms of compassion fatigue in a profession such as nursing. Gaps within the research will also be identified along with recommendations for future research in this area, especially from a New Zealand perspective. Johnston is a Senior Scientist at GNS Science and Director of the Joint Centre for Disaster Research in the School of Psychology at Massey University. The presentation is titled, "Understanding Immediate Human Behaviour to the 2010-2011 Canterbury Earthquake Sequence, Implications for injury prevention and risk communication".The abstract for the presentation reads as follows: The 2010 and 2011 Canterbury earthquake sequences have given us a unique opportunity to better understand human behaviour during and immediately after an earthquake. On 4 September 2010, a magnitude 7.1 earthquake occurred near Darfield in the Canterbury region of New Zealand. There were no deaths, but several thousand people sustained injuries and sought medical assistance. Less than 6 months later, a magnitude 6.2 earthquake occurred under Christchurch City at 12:51 p.m. on 22 February 2011. A total of 182 people were killed in the first 24 hours and over 7,000 people injured overall. To reduce earthquake casualties in future events, it is important to understand how people behaved during and immediately after the shaking, and how their behaviour exposed them to risk of death or injury. Most previous studies have relied on an analysis of medical records and/or reflective interviews and questionnaire studies. In Canterbury we were able to combine a range of methods to explore earthquake shaking behaviours and the causes of injuries. In New Zealand, the Accident Compensation Corporation (a national health payment scheme run by the government) allowed researchers to access injury data from over 9,500 people from the Darfield (4 September 2010) and Christchurch (22 February 2011 ) earthquakes. The total injury burden was analysed for demography, context of injury, causes of injury, and injury type. From the injury data inferences into human behaviour were derived. We were able to classify the injury context as direct (immediate shaking of the primary earthquake or aftershocks causing unavoidable injuries), and secondary (cause of injury after shaking ceased). A second study examined people's immediate responses to earthquakes in Christchurch New Zealand and compared responses to the 2011 earthquake in Hitachi, Japan. A further study has developed a systematic process and coding scheme to analyse earthquake video footage of human behaviour during strong earthquake shaking. From these studies a number of recommendations for injury prevention and risk communication can be made. In general, improved building codes, strengthening buildings, and securing fittings will reduce future earthquake deaths and injuries. However, the high rate of injuries incurred from undertaking an inappropriate action (e.g. moving around) during or immediately after an earthquake suggests that further education is needed to promote appropriate actions during and after earthquakes. In New Zealand - as in US and worldwide - public education efforts such as the 'Shakeout' exercise are trying to address the behavioural aspects of injury prevention.
Results from a series of 1D seismic effective stress analyses of natural soil deposits from Christchurch are summarized. The analysed soil columns include sites whose performance during the 2010-2011 Canterbury earthquakes varied significantly, from no liquefaction manifestation at the ground surface to very severe liquefaction, in which case a large area of the site was covered by thick soil ejecta. Key soil profile characteristics and response mechanisms affecting the severity of surface liquefaction manifestation and subsequent damage are explored. The influence of shaking intensity on the triggering and contribution of these mechanisms is also discussed. Careful examination of the results highlights the importance of considering the deposit as a whole, i.e. a system of layers, including interactions between layers in the dynamic response and through pore water pressure redistribution and water flow.
Aotearoa New Zealand’s population has grown rapidly from 3.85 million in 2000, to 5 million in 2020. Ethnic diversity has consequently increased. Territorial Authorities (TAs) undertaking statutory consultation and wider public engagement processes need to respond to increased diversity and foster inclusivity. Inclusivity is necessary to facilitate a greater understanding of TA statutory functions, as well as to encourage awareness and participation in annual planning processes, and resource management plans and consents. We examined perceptions, and experiences, of planning within the ethnic Chinese immigrant population of Christchurch. The Chinese ethnic group is a significant part of the city’s population and is in itself derived from diverse cultural and language backgrounds. We surveyed 111 members of this community, via social media and in person, to identify environmental and planning issues of concern to them. We sought to ascertain their previous engagement with planning processes and to gauge their willingness for future involvement. We also undertook a small number of semi-structured interviews with Chinese immigrants to explore their experiences with planning in more detail. Results showed only 6% of respondents had been engaged in any planning processes, despite only 20% being unwilling to participate. We analysed these responses by gender, age, visa category, and length of time resident in Christchurch. Notwithstanding the low level of reported engagement, earthquake recovery (70% of respondents) along with water quality, transport, and air quality were the most important issues of concern. However, there was a general lack of awareness of the ability to make public submissions on these and other issues, and of the statutory responsibilities of TAs. We discuss possible explanations and provide several suggestions for TAs to increase awareness and to improve engagement. This includes further research to assist in identifying the nature of barriers as well as the effectiveness of trialling different solutions.
This research aims to explore how business models of SMEs revolve in the face of a crisis to be resilient. The business model canvas was used as a tool to analyse business models of SMEs in Greater Christchurch. The purpose was to evaluate the changes SMEs brought in their business models after hit by a series of earthquake in 2010 and 2011. The idea was to conduct interviews of business owners and analyse using grounded theory methods. Because this method is iterative, a tentative theoretical framework was proposed, half way through the data collection. It was realised that owner specific characteristics were more prominent in the data than the elements business model. Although, SMEs in this study experienced several operational changes in their business models such as change of location and modification of payment terms. However, the suggested framework highlights how owner specific attributes influence the survival of a small business. Small businesses and their owners are extremely interrelated that the business models personify the owner specific characteristics. In other words, the adaptation of the business model reflects the extent to which the owner possess these attributes. These attributes are (a) Mindsets – the attitude and optimism of business owner; (b) Adaptive coping – the ability of business owner to take corrective actions; and (c) Social capital – the network of a business owner, including family, friends, neighbours and business partners.

The presentation is titled, "A Qualitative Study of Paramedic Duty to Treat During Disaster Response".The abstract for this presentation reads as follows: Disasters place unprecedented demands on emergency medical services and test paramedic personal commitment to the health care profession. Despite this challenge, legal guidelines, professional codes of ethics and ambulance service management guidelines are largely silent on the issue of professional obligations during disasters. They provide little to no guidance on what is expected of paramedics or how they ought to approach their duty to treat in the face of risk. This research explores how paramedics view their duty to treat during disasters. Reasons that may limit or override such a duty are examined. Understanding these issues is important in enabling paramedics to make informed and defensible decisions during disasters. The authors employed qualitative methods to gather Australian paramedic perspectives. Participants' views were analysed and organised according to three emerging themes: the scope of individual paramedic obligations, the role and obligations of ambulance services, and the broader ethical context. Our findings suggest that paramedic decisions around duty to treat will largely depend on their individual perception of risk and competing obligations. A reciprocal obligation is expected of paramedic employers. Ambulance services need to provide their employees with the best current information about risks in order to assist paramedics in making defensible decisions in difficult circumstances. Education plays a key role in providing paramedics with an understanding and appreciation of fundamental professional obligations by focusing attention on both the medical and ethical challenges involved with disaster response. Finally, codes of ethics might be useful, but ultimately paramedic decisions around professional obligations will largely depend on their individual risk assessment, perception of risk, and personal value systems.
The skills agenda has grown in prominence within the construction industry. Indeed, skill shortages have been recognised as a perennial problem the construction industry faces, especially after a major disaster. In the aftermath of the Christchurch earthquakes, small and medium construction companies were at the forefront of rebuilding efforts. While the survival of these companies was seen to be paramount, and extreme events were seen to be a threat to survival, there is a dearth of research centring on their resourcing capacity following a disaster. This research aims to develop workforce resourcing best practice guidelines for subcontractors in response to large disaster reconstruction demands. By using case study methods, this research identified the challenges faced by subcontracting businesses in resourcing Christchurch recovery projects; identified the workforce resourcing strategies adopted by subcontracting businesses in response to reconstruction demand; and developed a best practice guideline for subcontracting businesses in managing the workforce at the organisational and/or project level. This research offers a twofold contribution. First, it provides an overview of workforce resourcing practices in subcontracting businesses. This understanding has enabled the development of a more practical workforce resourcing guideline for subcontractors. Second, it promotes evidence-informed decision-making in subcontractors’ workforce resourcing. Dynamics in workforce resourcing and their multifaceted interactions were explicitly depicted in this research. More importantly, this research provides a framework to guide policy development in producing a sustainable solution to skill shortages and establishing longterm national skill development initiatives. Taken together, this research derives a research agenda that maps under-explored areas relevant for further elaboration and future research. Prospective researchers can use the research results in identifying gaps and priority areas in relation to workforce resourcing.
The Canterbury earthquake sequence of 2010-2011 wrought ruptures in not only the physical landscape of Canterbury and Christchurch’s material form, but also in its social, economic, and political fabrics and the lives of Christchurch inhabitants. In the years that followed, the widespread demolition of the CBD that followed the earthquakes produced a bleak landscape of grey rubble punctuated by damaged, abandoned buildings. It was into this post-earthquake landscape that Gap Filler and other ‘transitional’ organisations inserted playful, creative, experimental projects to bring life and energy back into the CBD. This thesis examines those interventions and the development of the ‘Transitional Movement’ between July 2013 and June 2015 via the methods of walking interviews and participant observation. This critical period in Christchurch’s recovery serves as an example of what happens when do-it-yourself (DIY) urbanism is done at scale across the CBD and what urban experimentation can offer city-making. Through an understanding of space as produced, informed by Lefebvre’s thinking, I explore how these creative urban interventions manifested a different temporality to orthodox planning and demonstrate how the ‘soft’ politics of these interventions contain the potential for gentrification and also a more radical politics of the city, by creating an opening space for difference.
This thesis revisits the topic of earthquake recovery in Christchurch City more than a decade after the Canterbury earthquakes. Despite promising visions of a community reconnected and a sustainable and liveable city, significant portions of the city’s core – the Red Zone – remain dilapidated and “eerily empty”. At the same time, new developments in other areas have proven to be alienated or underutilised. Currently, the Canterbury Earthquake Recovery Authority’s plans for the rebuilding highlight the delivery of more residential housing to re-populate the city centre. However, prevalent approaches to housing development in Christchurch are ineffective for building an inclusive and active community. Hence, the central inquiry of the thesis is how the development of housing complexes can revitalise the Red Zone within the Christchurch city centre. The inquiry has been carried out through a research-through-design methodology, recognising the importance of an in-depth investigation that is contextualised and combined with the intuition and embodied knowledge of the designer. The investigation focuses on a neglected site in the Red Zone in the heart of Christchurch city, with significant Victorian and Edwardian Baroque heritage buildings, including Odeon Theatre, Lawrie & Wilson Auctioneers, and Sol Square, owned by The Regional Council Environment Canterbury. The design inquiry argues, develops, and is carried through a place-assemblage lens to housing development for city recovery, which recognizes the significance of socially responsive architecture that explores urban renewal by forging connections within the social network. Therefore, place-assemblage criteria and methods for developing socially active and meaningful housing developments are identified. Firstly, this thesis argues that co-living housing models are more focused on people relations and collective identity than the dominant developer-driven housing rebuilds, as they prioritise conduits for interaction and shared social meaning and practices. Secondly, the adaptive reuse of derelict heritage structures is proposed to reinvigorate the urban fabric, as heritage is seen to be conceived as and from a social assemblage of people. The design is realised by the principles outlined in the ICOMOS charter, which involves incorporating the material histories of existing structures and preserving the intangible heritage of the site by ensuring the continuity of cultural practices. Lastly, design processes and methods are also vital for place-sensitive results, which pay attention to the site’s unique characteristics to engage with local stakeholders and communities. The research explores place-assemblage methods of photographic extraction, the drawing of story maps, precedent studies, assemblage maps, bricolages, and paper models, which show an assembly of layers that piece together the existing heritage, social conduits, urban commons and housing to conceptualise the social network within its place.
Seismic isolation is an effective technology for significantly reducing damage to buildings and building contents. However, its application to light-frame wood buildings has so far been unable to overcome cost and technical barriers such as susceptibility to movement during high-wind loading. The precursor to research in the field of isolation of residential buildings was the 1994 Northridge Earthquake (6.7 MW) in the United States and the 1995 Kobe Earthquake (6.9 MW) in Japan. While only a small number of lives were lost in residential buildings in these events, the economic impact was significant with over half of earthquake recovery costs given to repair and reconstruction of residential building damage. A value case has been explored to highlight the benefits of seismically isolated residential buildings compared to a standard fixed-base dwellings for the Wellington region. Loss data generated by insurance claim information from the 2011 Christchurch Earthquake has been used by researchers to determine vulnerability functions for the current light-frame wood building stock. By further considering the loss attributed to drift and acceleration sensitive components, and a simplified single degree of freedom (SDOF) building model, a method for determining vulnerability functions for seismic isolated buildings was developed. Vulnerability functions were then applied directly in a loss assessment using the GNS developed software, RiskScape. Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building and as a result, the monetary savings in a given earthquake scenario were significant. This work is expected to drive further interest for development of solutions for the seismic isolation of residential dwellings, of which one option is further considered and presented herein.
A city’s planted trees, the great majority of which are in private gardens, play a fundamental role in shaping a city’s wild ecology, ecosystem functioning, and ecosystem services. However, studying tree diversity across a city’s many thousands of separate private gardens is logistically challenging. After the disastrous 2010–2011 earthquakes in Christchurch, New Zealand, over 7,000 homes were abandoned and a botanical survey of these gardens was contracted by the Government’s Canterbury Earthquake Recovery Authority (CERA) prior to buildings being demolished. This unprecedented access to private gardens across the 443.9 hectares ‘Residential Red Zone’ area of eastern Christchurch is a unique opportunity to explore the composition of trees in private gardens across a large area of a New Zealand city. We analysed these survey data to describe the effects of housing age, socio-economics, human population density, and general soil quality, on tree abundance, species richness, and the proportion of indigenous and exotic species. We found that while most of the tree species were exotic, about half of the individual trees were local native species. There is an increasing realisation of the native tree species values among Christchurch citizens and gardens in more recent areas of housing had a higher proportion of smaller/younger native trees. However, the same sites had proportionately more exotic trees, by species and individuals, amongst their larger planted trees than older areas of housing. The majority of the species, and individuals, of the larger (≥10 cm DBH) trees planted in gardens still tend to be exotic species. In newer suburbs, gardens in wealthy areas had more native trees than gardens from poorer areas, while in older suburbs, poorer areas had more native big trees than wealthy areas. In combination, these describe, in detail unparalleled for at least in New Zealand, how the tree infrastructure of the city varies in space and time. This lays the groundwork for better understanding of how wildlife distribution and abundance, wild plant regeneration, and ecosystem services, are affected by the city’s trees.
This article is a critical commentary of how political documentary embodies the traits and functions of alternative journalism. I explore this notion through Obrero (‘worker’) my independent documentary project about the labour migration of Filipino workers to Christchurch, Aotearoa New Zealand, after the earthquake in 2011. This article maps out the points at where the theories and practices of alternative media and documentary intersect. Analysing political documentary as a format of alternative journalism has links to the long tradition of film and video production as a tool for social critique. As a form of practice-based research, Obrero falls under the rubric of alternative journalism—able to represent the politically marginal sectors of the polity and report on issues underreported in the mainstream press. This article concludes that a distribution plan that is responsive to fragmenting audiences works best when alternative journalism no longer targets a niche but transborder audiences.
Following the Canterbury earthquake sequence of 2010-11, a large and contiguous tract of vacated ‘red zoned’ land lies alongside the lower Ōtākaro / Avon River and is known as the Avon-Ōtākaro Red Zone (AORZ). This is the second report in the Ecological Regeneration Options (ERO) project that addresses future land uses in the AORZ. The purpose of this report is to present results from an assessment of restoration opportunities conducted in April 2017. The objectives of the assessment were to identify potential benefits of ecological restoration activities across both land and water systems in the AORZ and characterise the key options for their implementation. The focus of this report is not to provide specific advice on the methods for achieving specific restoration endpoints per se. This will vary at different sites and scales with a large number of combinations possible. Rather, the emphasis is on providing an overview of the many restoration and regeneration options in their totality across the AORZ. An additional objective is to support their adequate assessment in the identification of optimum land uses and adaptive management practices for the AORZ. Participatory processes may play a useful role in assessment and stakeholder engagement by providing opportunities for social learning and the co-creation of new knowledge. We used a facilitated local knowledge based approach that generated a large quantity of reliable and site specific data in a short period of time. By inviting participation from a wide knowledge-holder network inclusivity is improved in comparison to small-group expert panel approaches. Similar approaches could be applied to other information gathering and assessment needs in the regeneration planning process. Findings from this study represent the most comprehensive set of concepts available to date to address the potential benefits of ecological regeneration in the AORZ. This is a core topic for planning to avoid missed opportunities and opportunity costs. The results identify a wide range of activities that may be applied to generate benefits for Christchurch and beyond, all involving aspects of a potential new ecology in the AORZ. These may be combined at a range of scales to create scenarios, quantify benefits, and explore the potential for synergies between different land use options. A particular challenge is acquiring the information needed within relatively short time frames. Early attention to gathering baseline data, addressing technical knowledge gaps, and developing conceptual frameworks to account for the many spatio-temporal aspects are all key activities that will assist in delivering the best outcomes. Methodologies by which these many facets can be pulled together in quantitative and comparative assessments are the focus of the final report in the ERO series.
Damage distribution maps from strong earthquakes and recorded data from field experiments have repeatedly shown that the ground surface topography and subsurface stratigraphy play a decisive role in shaping the ground motion characteristics at a site. Published theoretical studies qualitatively agree with observations from past seismic events and experiments; quantitatively, however, they systematically underestimate the absolute level of topographic amplification up to an order of magnitude or more in some cases. We have hypothesized in previous work that this discrepancy stems from idealizations of the geometry, material properties, and incident motion characteristics that most theoretical studies make. In this study, we perform numerical simulations of seismic wave propagation in heterogeneous media with arbitrary ground surface geometry, and compare results with high quality field recordings from a site with strong surface topography. Our goal is to explore whether high-fidelity simulations and realistic numerical models can – contrary to theoretical models – capture quantitatively the frequency and amplitude characteristics of topographic effects. For validation, we use field data from a linear array of nine portable seismometers that we deployed on Mount Pleasant and Heathcote Valley, Christchurch, New Zealand, and we compute empirical standard spectral ratios (SSR) and single-station horizontal-to-vertical spectral ratios (HVSR). The instruments recorded ambient vibrations and remote earthquakes for a period of two months (March-April 2017). We next perform two-dimensional wave propagation simulations using the explicit finite difference code FLAC. We construct our numerical model using a high-resolution (8m) Digital Elevation Map (DEM) available for the site, an estimated subsurface stratigraphy consistent with the geomorphology of the site, and soil properties estimated from in-situ and non-destructive tests. We subject the model to in-plane and out-of-plane incident motions that span a broadband frequency range (0.1-20Hz). Numerical and empirical spectral ratios from our blind prediction are found in very good quantitative agreement for stations on the slope of Mount Pleasant and on the surface of Heathcote Valley, across a wide range of frequencies that reveal the role of topography, soil amplification and basin edge focusing on the distribution of ground surface motion.
On 14 November 2016, a magnitude (Mw) 7.8 earthquake struck the small coastal settlement of Kaikōura, Aotearoa-New Zealand. With an economy based on tourism, agriculture, and fishing, Kaikōura was immediately faced with significant logistical, economic, and social challenges caused by damage to critical infrastructure and lifelines, essential to its main industries. Massive landslips cut offroad and rail access, stranding hundreds of tourists, and halting the collection, processing and distribution of agricultural products. At the coast, the seabed rose two metres, limiting harbour-access to high tide, with implications for whale watching tours and commercial fisheries. Throughout the region there was significant damage to homes, businesses, and farmland, leaving owners and residents facing an uncertain future. This paper uses qualitative case study analysis to explore post-quake transformations in a rural context. The aim is to gain insight into the distinctive dynamics of disaster response mechanisms, focusing on two initiatives that have emerged in direct response to the disaster. The first examines the ways in which agriculture, food harvesting, production and distribution are being reimagined with the potential to enhance regional food security. The second examines the rescaling of power in decision-making processes following the disaster, specifically examining the ways in which rural actors are leveraging networks to meet their needs and the consequences of that repositioning on rural (and national) governance arrangements. In these and other ways, the local economy is being revitalised, and regional resilience enhanced through diversification, capitalising not on the disaster but the region's natural, social, and cultural capital. Drawing on insights and experience of local stakeholders, policy- and decision-makers, and community representatives we highlight the diverse ways in which these endeavours are an attempt to create something new, revealing also the barriers which needed to be overcome to reshape local livelihoods. Results reveal that the process of transformation as part of rural recovery must be grounded in the lived reality of local residents and their understanding of place, incorporating and building on regional social, environmental, and economic characteristics. In this, the need to respond rapidly to realise opportunities must be balanced with the community-centric approach, with greater recognition given to the contested nature of the decisions to be made. Insights from the case examples can inform preparedness and recovery planning elsewhere, and provide a rich, real-time example of the ways in which disasters can create opportunities for reimagining resilient futures.
The research presented in this thesis investigated the environmental impacts of structural design decisions across the life of buildings located in seismic regions. In particular, the impacts of expected earthquake damage were incorporated into a traditional life cycle assessment (LCA) using a probabilistic method, and links between sustainable and resilient design were established for a range of case-study buildings designed for different seismic performance objectives. These links were quantified using a metric herein referred to as the seismic carbon risk, which represents the expected environmental impacts and resource use indicators associated with earthquake damage during buildings’ life. The research was broken into three distinct parts: (1) a city-level evaluation of the environmental impacts of demolitions following the 2010/2011 Canterbury earthquake sequence in New Zealand, (2) the development of a probabilistic framework to incorporate earthquake damage into LCA, and (3) using case-study buildings to establish links between sustainable and resilient design. The first phase of the research focused on the environmental impacts of demolitions in Christchurch, New Zealand following the 2010/2011 Canterbury Earthquake Sequence. This large case study was used to investigate the environmental impact of the demolition of concrete buildings considering the embodied carbon and waste stream distribution. The embodied carbon was considered here as kilograms of CO2 equivalent that occurs on production, construction, and waste management stage. The results clearly demonstrated the significant environmental impacts that can result from moderate and large earthquakes in urban areas, and the importance of including environmental considerations when making post-earthquake demolition decisions. The next phase of the work introduced a framework for incorporating the impacts of expected earthquake damage based on a probabilistic approach into traditional LCA to allow for a comparison of seismic design decisions using a carbon lens. Here, in addition to initial construction impacts, the seismic carbon risk was quantified, including the impacts of seismic repair activities and total loss scenarios assuming reconstruction in case of non-reparability. A process-based LCA was performed to obtain the environmental consequence functions associated with structural and non-structural repair activities for multiple environmental indicators. In the final phase of the work, multiple case-study buildings were used to investigate the seismic consequences of different structural design decisions for buildings in seismic regions. Here, two case-study buildings were designed to multiple performance objectives, and the upfront carbon costs, and well as the seismic carbon risk across the building life were compared. The buildings were evaluated using the framework established in phase 2, and the results demonstrated that the seismic carbon risk can significantly be reduced with only minimal changes to the upfront carbon for buildings designed for a higher base shear or with seismic protective systems. This provided valuable insight into the links between resilient and sustainable design decisions. Finally, the results and observations from the work across the three phases of research described above were used to inform a discussion on important assumptions and topics that need to be considered when quantifying the environmental impacts of earthquake damage on buildings. These include: selection of a non-repairable threshold (e.g. a value beyond which a building would be demolished rather than repaired), the time value of carbon (e.g. when in the building life the carbon is released), the changing carbon intensity of structural materials over time, and the consideration of deterministic vs. probabilistic results. Each of these topics was explored in some detail to provide a clear pathway for future work in this area.
The suburb of New Brighton in Christchurch Aotearoa was once a booming retail sector until the end of its exclusivity to Saturday shopping in 1980 and the aftermath of the devastating 2011 Christchurch earthquake. The suburb of New Brighton was hit particularly hard and fell into economic collapse, partly brought on by the nature of its economic structure. This implosion created an urban crisis where people and businesses abandoned the suburb and its once-booming commercial economy. As a result, New Brighton has been left with the residue of abandoned infrastructure and commercial propaganda such as billboards, ATM machines, commercial facades, and shopping trolleys that as abandoned fragments, no longer contribute to culture, society and the economy. This design-led research investigation proposes to repurpose the broken objects that were left behind. By strategically selecting objects that are symbols of the root cause of the economic devastation, the repurposed and re-contextualised fragments will seek to allegorically expose the city’s destructive economic narrative, while providing a renewed sense of place identity for the people. This design-led thesis investigation argues that the seemingly innocuous icons of commercial industry, such as billboards, ATM machines, commercial facades, and shopping trolleys, are intended to act as lures to encourage people to spend money; ultimately, these urban and architectural lures can contribute to economic devastation. The aim of this investigation is to repurpose abandoned fragments of capitalist infrastructure in ways that can help to unveil new possibilities for a disrupted community and enhance their awareness of what led to the urban disruption. The thesis proposes to achieve this research aim by exploring three principal research objectives: 1) to assimilate and re-contextualise disconnected urban fragments into new architectural interventions; 2) to anthropomorphise these new interventions so that they are recognisable as architectural ‘inhabitants’, the storytellers of the urban context; and 3) to curate these new architectural interventions in ways that enable a community-scale allegorical and didactic experience to be recognised.
