Nine to Noon continues to look at who's in the running to head up our biggest cities after local elections in October, with a focus today on the 11 candidates vying to be mayor of Christchurch. Three-term mayor Lianne Dalziel announced last July she'd be stepping down as mayor, having overseen nearly a decade's worth of the city's rebuild following the devastating earthquakes. The two major contenders for the role are Burwood city councillor Phil Mauger and former Canterbury District Health Board chief executive David Meates. Other contenders include the city's Wizard, a coffee boss, pro-gun pastor and a candidate who's stood in every election since 1971. It was so nearly lost. As the Christ Church Anglican Cathedral is being rebuilt, historian Edmund Bohan is releasing a history of the distinctive Gothic building. It shows it was controversial even before work started on designing it, let alone building in. From the laying of the foundations to the official opening, it took 40 years, after squabbles over pretty much every aspect of its construction - not to mention the huge problems raising the money to build it in the City Centre. In Heart of the City: The Story of Christchurch's Controversial Cathedral, Edmund is critical of the former Anglican Bishop Victoria Matthews' determination to demolish the badly-damaged cathedral after the Canterbury earthquakes, to replace it with a modern church. And he tells Lynn Freeman he's very much looking forward to seeing the Cathedral restored to its former glory after a lengthy and pricey rebuild. But first he sets the scene. Back in the 1860s, there was controversy over where the cathedral should go, its design, whether it should be in stone or timber - even if there should be a cathedral built at all! Four years ago Christchurch City Council vowed to get tough on the owners of 30 central city buildings left derelict since the 2011 earthquake. A wander through central Christchurch shows many of the buildings, nicknamed the dirty 30, still look unchanged. There are boarded up windows, tarps covering gaping holes, and containers keeping bricks from falling on passers by. But council says progress is finally being made on most Rachel Graham has more.
Many areas of Christchurch are underwater, dealing with what's been described as the worst flooding since the earthquakes. The high tide has just passed, with the rivers already running across roads and flooding into some homes. Schools have been closed, businesses inundated and dozens of roads around the city, closed. Already more than 70mm of rain has fallen in the past 24 hours, making it the city's wettest July on record. Now as the bad weather moves south the army has been put on standby in Dunedin for the expected deluge there. RNZ reporters Niva Chittock, Adam Burns and cameraman Nathan McKinnon are in Christchurch with the details.
It's hoped a new art installation in Ōtautahi Christchurch can help people talk their worries away through a series of telephones by the riverside. Twelve telephones have popped up across sites commemorating the city's devastating 2011 earthquakes. The group behind the project is Flourish Kia Puawai. Its associate director Sharon Torstonson spoke to Corin Dann.
On 22 February 2011, Ōtautahi Christchurch was struck by a devastating earthquake. The city was changed forever: lives were lost, buildings destroyed and much of the city’s infrastructure needed to be repaired or replaced. One of the unexpected outcomes of the process of recovery was the volume of archaeological work that was carried out in the city, including the substantial amount of buildings archaeology that was undertaken (that is, recording standing buildings prior to and during their demolition, using archaeological techniques). Amongst the numerous buildings recorded in this way were 101 houses from across the city (but concentrated in those areas hit hardest by the earthquakes), built between 1850 and 1900. This work yielded a wealth of data about what houses in the city looked like in the nineteenth century. It is this data that forms the core of my thesis, providing an opportunity to examine the question of what life was like in nineteenth century Christchurch through these houses and the people who built them. Christchurch was founded in 1850 by European settlers, most of whom were English. These people came to New Zealand to build a better life for themselves and their families. For many of them, this ‘better life’ included the possibility of owning their own home and, in some instances, building that house (or at least, commissioning its construction). The buildings archaeology data collected following the Canterbury earthquakes enabled a detailed analysis of what houses in the city looked like in the nineteenth century – their form, and both their external and internal appearance – and how this changed as the century progressed. A detailed examination of the lives of those who built 21 of the houses enabled me to understand why each house looked the way it did, and how the interplay of class, budget and family size and expectations (amongst other factors) shaped each house. It is through these life stories that more about life in Christchurch in the nineteenth century was revealed. These are stories of men and women, of success and failure, of businesses and bankruptcies. There are themes that run through the stories: class, appearances, death, religion, gender, improvement. Just as importantly, though, they reveal the everyday experiences of people as they set about building a new city. Thus, through the archaeology of the houses and the history of the people who built them, an earthquake has revealed more about life in nineteenth century Christchurch, as well as providing the means for a deeper understanding of the city’s domestic architecture.
Christchurch has a big bill to contend with, if it still wants the multi-use stadium that's been in the works since the earthquakes 11 years ago. The problem-plagued project has blown out another $150 million, meaning it's going to cost $680 million and counting. The finish date's been pushed out too - to April 2026. Christchurch City Council's punting the hefty decision making back to the ratepayers. The options - increase the budget, scale back the project, or halt work altogether. Ravenscar House Museum holds an extraordinary, previously private art collection. The new building has been gifted to Christchurch by art collectors Susan Wakefield and her late husband Jim. The art remains in the ownership of the Ravenscar Trust. Artists in the collection include Colin McCahon, Bill Sutton and Frances Hodgkins. The treasures were previously in the Wakefield's Christchurch home which suffered irreparable earthquake damage. They're now displayed in the purpose-designed and built Ravenscar House Museum in the city's Arts precinct. The story of the art and artefacts is told in in the book - Ravenscar House: A Biography, written by Christchurch journalist and writer Sally Blundell.
New Zealand has a housing crisis. High land prices and high construction costs have all contributed to unaffordable housing. Additionally, the New Zealand dream of the "quarter acre section" lifestyle that has encouraged urban sprawl throughout our major cities with increasingly unsustainable services, transport and road costs. New and exciting housing options need to be explored for urban areas. Christchurch is a city in New Zealand where urban sprawl has always been prevalent. In the wake of the 2010/2011 earthquakes sprawl increased further, relocating large suburban areas yet further away from the city centre. This has caused a greater reliance on cars, and a slower revival to the city. Historically there is an aversion to higher density living. Perceived desirability is a large factor. The medium to high density solutions produced thus far have little regard for the concept of "home", with the use of substandard materials, and monotonous and repetitive design, and essentially falling short of addressing the needs of New Zealand's increasing population. "A Home with a View" looks to address the needs of New Zealanders and Christchurch, through the individual tower-house within an overarching tower-housing neighbourhood development. The design as research thesis develops a medium density tower-housing neighbourhood as a mini city-scape, through the exploration of the tower-house as an intimate space to live and observe from. Tower-housing has the potential to create a delightful, lively neighbourhood environment that contributes to quirky, new, and exciting housing options for New Zealand. The tower-house creates desire through unconventional lifestyle and highlights engaging solutions to an individual vertical housing type.
In the late 1960s the Wellington City Council surveyed all the commercial buildings in the city and marked nearly 200 as earthquake prone. The owners were given 15 years to either strengthen or demolish their buildings. The end result was mass demolition throughout the seventies and eighties.¹ Prompted by the Christchurch earthquakes, once again the council has published a list of over 630 earthquake prone buildings that need to be strengthened or demolished by 2030.²Of these earthquake prone buildings, the majority were built between 1880 and 1930, with 125 buildings appearing on the Wellington City Council Heritage Building List.³ This list accounts for a significant proportion of character buildings in the city. There is a danger that the aesthetic integrity of our city will be further damaged due to the urgent need to strengthen these buildings. Many of the building owners are resistant because of the high cost. By adapting these buildings to house co-workspaces, we can gain more than just the retention of the building’s heritage. The seismic upgrade provides the opportunity for the office space to be redesigned to suit changes in the ways we work. Through a design-based research approach this thesis proposes a framework that clarifies the process of adapting Wellington’s earthquake prone heritage buildings to accommodate co-working. This framework deals with the key concepts of program, structure and heritage. Since Standing Room Only started some of the biggest changes we've seen in attitudes towards art and artists has happened in Otautahi Christchurch. How much artists contributed to the city's emotional recovery from the earthquakes through projects like Gap Filler, but also how many individual people created and shared their work. Before the quakes, Neil Dawson's monumental sculpture The Challice in the Square was initially criticised, but within days of its unveiling it became an impromptu shrine for the New York victims of 9/11. Back in 1998, the SCAPE Public Art started commissioning large outdoor works by international and Kiwi sculptors and artists. Some stayed but most of them were temporary. Some attracted criticism but they certainly got people talking. As SCAPE reaches its quarter century, its founder and Executive Director Deborah McCormick is standing down in March next year. Deborah's last SCAPE will see her tick off one of her long held ambitions - to secure a permanent sculpture for Christchurch by Auckland-based artist Dr Brett Graham. Lynn Freeman talks with Deborah and Brett, first asking Deborah to take us back to the lightbulb moment that led to SCAPE public art event.
Cities need places that contribute to quality of life, places that support social interaction. Wellbeing, specifically, community wellbeing, is influenced by where people live, the quality of place is important and who they connect with socially. Social interaction and connection can come from the routine involvement with others, the behavioural acts of seeing and being with others. This research consisted of 38 interviews of residents of Christchurch, New Zealand, in the years following the 2010-12 earthquakes. Residents were asked about the place they lived and their interactions within their community. The aim was to examine the role of neighbourhood in contributing to local social connections and networks that contribute to living well. Specifically, it focused on the role and importance of social infrastructure in facilitating less formal social interactions in local neighbourhoods. It found that neighbourhood gathering places and bumping spaces can provide benefit for living well. Social infrastructure, like libraries, parks, primary schools, and pubs are some of the places of neighbourhood that contributed to how well people can encounter others for social interaction. In addition, unplanned interactions were facilitated by the existence of bumping places, such as street furniture. The wellbeing value of such spaces needs to be acknowledged and factored into planning decisions, and local rules and regulations need to allow the development of such spaces.
Study region: Christchurch, New Zealand. Study focus: Low-lying coastal cities worldwide are vulnerable to shallow groundwater salinization caused by saltwater intrusion and anthropogenic activities. Shallow groundwater salinization can have cascading negative impacts on municipal assets, but this is rarely considered compared to impacts of salinization on water supply. Here, shallow groundwater salinity was sampled at high spatial resolution (1.3 piezometer/km2 ), then mapped and spatially interpolated. This was possible due to a uniquely extensive set of shallow piezometers installed in response to the 2010–11 Canterbury Earthquake Sequence to assess liquefaction risk. The municipal assets located within the brackish groundwater areas were highlighted. New hydrological insights for the region: Brackish groundwater areas were centred on a spit of coastal sand dunes and inside the meander of a tidal river with poorly drained soils. The municipal assets located within these areas include: (i) wastewater and stormwater pipes constructed from steel-reinforced concrete, which, if damaged, are vulnerable to premature failure when exposed to chloride underwater, and (ii) 41 parks and reserves totalling 236 ha, within which salt-intolerant groundwater-dependent species are at risk. This research highlights the importance of determining areas of saline shallow groundwater in low-lying coastal urban settings and the co-located municipal assets to allow the prioritisation of sites for future monitoring and management.
New Zealand has experienced several strong earthquakes in its history. While an earthquake cannot be prevented from occurring, planning can reduce its consequences when it does occur. This dissertation research examines various aspects of disaster risk management policy in Aotearoa New Zealand. Chapter 2 develops a method to rank and prioritise high-rise buildings for seismic retrofitting in Wellington, the earthquake-prone capital city of New Zealand. These buildings pose risks to Wellington’s long-term seismic resilience that are of clear concern to current and future policymakers. The prioritization strategy we propose, based on multi-criteria decision analysis (MCDA) methods, considers a variety of data on each building, including not only its structural characteristics, but also its location, its economic value to the city, and its social importance to the community around it. The study demonstrates how different measures, within four general criteria – life safety, geo-spatial location of the building, its economic role, and its socio-cultural role – can be operationalized into a viable framework for determining retrofitting/demolition policy priorities. Chapter 3 and chapter 4 analyse the Residential Red Zone (RRR) program that was implemented in Christchurch after the 2011 earthquake. In the program, approximately 8,000 homeowners were told that their homes were no longer permittable, and they were bought by the government (through the Canterbury Earthquake Recovery Authority). Chapter 3 examines the subjective wellbeing of the RRR residents (around 16000 people) after they were forced to move. We consider three indicators of subjective wellbeing: quality of life, stress, and emotional wellbeing. We found that demographic factors, health conditions, and the type of government compensation the residents accepted, were all significant determinants of the wellbeing of the Red Zone residents. More social relations, better financial circumstances, and the perception of better government communication were also all associated positively with a higher quality of life, less stress, and higher emotional wellbeing. Chapter 4 concentrates on the impact of this managed retreat program on RRR residents’ income. We use individual-level comprehensive, administrative, panel data from Canterbury, and difference in difference evaluation method to explore the effects of displacement on Red Zone residential residents. We found that compared to non-relocated neighbours, the displaced people experience a significant initial decrease in their wages and salaries, and their total income. The impacts vary with time spent in the Red Zone and when they moved away. Wages and salaries of those who were red-zoned and moved in 2011 were reduced by 8%, and 5.4% for those who moved in 2012. Females faced greater decreases in wages and salaries, and total income, than males. There were no discernible impacts of the relocation on people’s self-employment income.
Wellington is located on a fault line which will inevitably, one day be impacted by a big earthquake. Due to where this fault line geographically sits, the central city and southern suburbs may be cut off from the rest of the region, effectively making these areas an ‘island’. This issue has absorbed a lot of attention, in particular at a large scale by many different fields: civil engineering, architecture, infrastructure planning & design, policymaking. Due to heightened awareness, and evolved school of practice, contemporary landscape architects deal with post-disaster design – Christchurch, NZ has seen this. A number of landscape architects work with nature, following increased application of ecological urbanism, and natural systems thinking, most notably at larger scales. To create parks that are designed to flood, or implement projects to protect shorelines. A form of resilience less often considered is how design for the small scale - people’s 1:1 relationship with their immediate context in exterior space - can be influential in forming a resilient response to the catastrophe of a major earthquake. This thesis intends to provide a response to address the shift of scales, as a paradigm for preparation and recovery. After a large-scale earthquake, state and civic policies and agencies may or subsequentially not go into action. The most important thinking and acting will be what happens in the minds, and the immediate needs, of each and every person; and how they act communally. This is considered in general social terms in state and civic education programmes of civil defence, for example, but much less considered in how the physical design of the actual spaces we inhabit day-to-day can educate us to be mentally prepared to help each other survive a catastrophe. Specifically, the identification of design of typologies can provide these educative functions. Typology inherently a physical form or manipulation of a generic and substantial prototype applicable in contexts is something that exists in the mind. Working with the physical and social appearance and experience of typologies can also/will change people’s minds. Socially, and economically driven, the community-building power of community gardening is well-proven and documented, and a noticeably large part of contemporary landscape architecture. The designs of this thesis will focus on community gardening specifically to form typologies of resilience preparation and response to disaster. The foundation will remain at the small scale of the local community. The specific question this thesis poses: Can we design local typologies in landscape architecture to integrate community gardens, with public space by preparing for and acting as recovery from a disaster?
