About two hundred of those who lost loved ones in collapsed buildings in Christchurch's 2011 earthquake, heard an apology from the city's mayor, Lianne Dalziel yesterday. A royal commission in to faulty buildings found serious errors by engineers and the Christchurch City Council 185 people died during the earthquake on the 22nd of February, 2011. David Selway who lost his sister Susan Selway in the CTV Building, said it was good to hear a heartfelt apology from the mayor for the role her council played in signing off the building as safe.

Seismic isolation is an effective technology for significantly reducing damage to buildings and building contents. However, its application to light-frame wood buildings has so far been unable to overcome cost and technical barriers such as susceptibility of light-weight buildings to movement under high-wind loading. The 1994 Northridge Earthquake (6.7 MW) in the United States, 1995 Kobe Earthquake (6.9 MW) in Japan and 2011 Christchurch Earthquake (6.7 Mw) all highlighted significant loss to light-frame wood buildings with over half of earthquake recovery costs allocated to their repair and reconstruction. This poster presents a value case to highlight the benefits of seismically isolated residential buildings compared to the standard fixed-base dwellings for the Wellington region. Loss data generated by insurance claim information from the 2011 Christchurch Earthquake has been used to determine vulnerability functions for the current light-frame wood building stock. By using a simplified single degree of freedom (SDOF) building model, methods for determining vulnerability functions for seismic isolated buildings are developed. Vulnerability functions are then applied directly in a loss assessment to determine the Expected Annual Loss. Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building resulting in significant monetary savings, justifying the value case. A state-of-the-art timber modelling software, Timber3D, is then used to model a typical residential building with and without seismic isolation to assess the performance of a proposed seismic isolation system which addresses the technical and cost issues.

This is St Peters Riccarton. It was damaged in one of the two big Earthquakes to hit Christchurch in September 2010 and February 2011. Its taken a LONG time for work to really get going, but now that it is, they are also upgrading and extending the church with a modern annexe.

On 22 February 2011, Christchurch police sargeant Dave Harvey was outside the earthquake-damaged Hotel Grand Chancellor on Cashel Street, unsure if anyone was trapped inside. In case they were, he grabbed a can of spray paint and painted 'Help is on the way' in one-metre high letters on the road. Harvey's quick thinking really helped the people trapped in the hotel, says Clare Mackey, producer of the new documentary Help is on the Way.

Pumice materials, which are problematic from an engineering viewpoint, are widespread in the central part of the North Island. Considering the impacts of the 2010-2011 Christchurch earthquakes, a clear understanding of their properties under earthquake loading is necessary. For example, the 1987 Edgecumbe earthquake showed evidence of localised liquefaction of sands of volcanic origin. To elucidate on this, research was undertaken to investigate whether existing empirical field-based methods to evaluate the liquefaction potential of sands, which were originally developed for hard-grained soils, are applicable to crushable pumice-rich deposits. For this purpose, two sites, one in Whakatane and another in Edgecumbe, were selected where the occurrence of liquefaction was reported following the Edgecumbe earthquake. Manifestations of soil liquefaction, such as sand boils and ejected materials, have been reported at both sites. Field tests, including cone penetration tests (CPT), shear-wave velocity profiling, and screw driving sounding (SDS) tests were performed at the sites. Then, considering estimated peak ground accelerations (PGAs) at the sites based on recorded motions and possible range of ground water table locations, liquefaction analysis was conducted at the sites using available empirical approaches. To clarify the results of the analysis, undisturbed soil samples were obtained at both sites to investigate the laboratory-derived cyclic resistance ratios and to compare with the field-estimated values. Research results clearly showed that these pumice-rich soils do not fit existing liquefaction assessment frameworks and alternate methods are necessary to characterise them.

The families of those who died in the CTV building's collapse during the Christchurch Earthquake in February of 2011 are vowing to continue their Fight For Justice after The Independent Police Conduct Authority rejected their complaint about the Police Investigation . The Police decided 3 years ago not to lay charges against the building's designer. Yesterday the families announced that the IPCA, the body that advised the Police, had told them that it had no jurisdiction over Crown Law. Families spokesperson, Maan Alkaisi, told reporter Conan Young that they will continue to push for somebody to be held to account. He wants a retired judge to take another look at the decision not to prosecute.

A scathing inquiry into the Earthquake Commission's handling of the 2010 and 2011 Canterbury earthquakes could mean huge change for how it handles claims. The Government says it's committed to implementing all of the recommendations from the inquiry, including improving its communication, planning and preparedness and dispute resolution. John Goddard, an insurance and employment law barrister who dealt with more than 4000 claims at the time, says repairs were handled poorly and the new recommendations won't cover all the bases. The question of whether forced relocation is beneficial or detrimental to the displaced households is a controversial and important policy question. After the 2011 earthquake in Christchurch, the government designated some of the worst affected areas as Residential Red Zones. Around 20,000 people were forced to move out of these Residential Red Zone areas, and were compensated for that. The objective of this paper is twofold. First, we aim to estimate the impact of relocation on the displaced households in terms of their income, employment, and their mental and physical health. Second, we evaluate whether the impact of relocation varies by the timing of to move, the destination (remaining within the Canterbury region or moving out of it) and demographic factors (gender, age, ethnicity). StatisticsNZ’s Integrated Data Infrastructure (IDI) from 2008 to 2017, which includes data on all households in Canterbury, and a difference-in-difference (DID) technique is used to answer these questions. We find that relocation has a negative impact on the income of the displaced household group. This adverse impact is more severe for later movers. Compared to the control group (that was not relocated), the income of relocated households was reduced by 3% for people who moved immediately after the earthquake in 2011, and 14% for people who moved much later in 2015.

Moves towards returning the famed rose window to Christ Church Cathedral begin today. An eighteen-tonne steel frame is being installed onto the cathedral's west facade as part of restoration work. It will eventually housing the rose window. The cathedral was critically damaged in the Christchurch earthquake of 2011. Project director Keith Paterson is in Cathedral Square. A Christchurch woman whose mother died in the 2011 earthquake says an apology from the Christchurch mayor Lianne Dalziel does not lessen her grief. Yesterday - nine years and one day since the quake killed 185 people - Dalziel invited their families for a private apology. She acknowledged errors made by engineers and the city council in regards to the CTV building. Julie Hibbs lost her mother in the collapse of the building. She speaks to Susie Ferguson.

Meet a local town hero from Auckland's Northshore - 86-year-old Māori Warden Peggy Hughes. Peggy has been serving in her community as a volunteer for about 60 years and officially as a Māori Warden for almost 50 years. She's won dozens of awards for her services - from working at the 1981 Springbok tour protests, supporting Christchurch residents after the 2011 earthquakes, serving at many memorable Waitangi Day events to the recent Black Lives Matter protests.

Post-earthquake cordons have been used after seismic events around the world. However, there is limited understanding of cordons and how contextual information of place such as geography, socio-cultural characteristics, economy, institutional and governance structure etc. affect decisions, operational procedures as well as spatial and temporal attributes of cordon establishment. This research aims to fill that gap through a qualitative comparative case study of two cities: Christchurch, New Zealand (Mw 6.2 earthquake, February 2011) and L’Aquila, Italy (Mw 6.3 earthquake, 2009). Both cities suffered comprehensive damage to its city centre and had cordons established for extended period. Data collection was done through purposive and snowball sampling methods whereby 23 key informants were interviewed in total. The interviewee varied in their roles and responsibilities i.e. council members, emergency managers, politicians, business/insurance representatives etc. We found that cordons were established to ensure safety of people and to maintain security of place in both the sites. In both cities, the extended cordon was met with resistance and protests. The extent and duration of establishment of cordon was affected by recovery approach taken in the two cities i.e. in Christchurch demolition was widely done to support recovery allowing for faster removal of cordons where as in L’Aquila, due to its historical importance, the approach to recovery was based on saving all the buildings which extended the duration of cordon. Thus, cordons are affected by site specific needs. It should be removed as soon as practicable which could be made easier with preplanning of cordons.

The company running the restoration of Christchurch's Anglican Cathedral is confident it will be able to raise the extra $51 million still needed to finish the job, and says potential large donors are already being approached here and overseas. The building has sat derelict since the 2011 earthquake and now the cost to fix it has soared from an original estimate of $104 million to $154 million. Some Cantabrians are finding the price hard to justify. The director of the restoration project Keith Paterson speaks to Corin Dann.

A family who lived through the 2010 and 2011 Christchurch earthquakes is now in isolation in Spain because of the Covid-19 virus. Spain is currently the fourth most affected country in the world, with more than 2000 new cases reported in the past 48 hours. More than 600 people have died, 90 of which have been reported in the past 24 hours. Christchurch red zone residents say the area is experiencing an increasing amount of petty crime and dumped rubbish, due to a lack of people. The red zone was established after thousands of houses - and the land underneath them - suffered severe damage in the 2010 and 2011 earthquakes. Last year (2019), a Regeneration Plan for the area was signed off by the government - which included building walkways, cycleways, forests, wetlands, and sport and recreation areas. That's all designed to get people back into the red zone area - but much of the work is still years away. Logan Church met a resident who told him that in the meantime, things are deteriorating.

The Reserve Bank has cut its benchmark interest rate, to support the economy against the impact of the Covid-19 virus. The central bank cut its official cash rate to 0.25 percent from one percent. Governor Adrian Orr says the cut is necessary to support businesses and employment. The last time the Reserve Bank made such a big cut was in March 2011 after the Canterbury earthquake. Last week, the bank outlined a range of unconventional monetary policy tools such as negative interest rates, special loans to banks, and buying bonds to put money into the economy. A wide range of reinforced concrete (RC) wall performance was observed following the 2010/2011 Canterbury earthquakes, with most walls performing as expected, but some exhibiting undesirable and unexpected damage and failure characteristics. A comprehensive research programme, funded by the Building Performance Branch of the New Zealand Ministry of Business, Innovation and Employment, and involving both numerical and experimental studies, was developed to investigate the unexpected damage observed in the earthquakes and provide recommendations for the design and assessment procedures for RC walls. In particular, the studies focused on the performance of lightly reinforced walls; precast walls and connections; ductile walls; walls subjected to bi-directional loading; and walls prone to out-of-plane instability. This paper summarises each research programme and provides practical recommendations for the design and assessment of RC walls based on key findings, including recommended changes to NZS 3101 and the NZ Seismic Assessment Guidelines.

Global biodiversity is threatened by human actions, including in urban areas. Urbanisation has removed and fragmented indigenous habitats. As one of the 25 biodiversity ’hot spots’, New Zealand is facing the problems of habitat loss and indigenous species extinction. In New Zealand cities, as a result of the land clearance and imported urban planning precepts, many urban areas have little or no original native forest remaining. Urbanisation has also been associated with the introduction of multitudes of species from around the world. Two large earthquakes shook Christchurch in 2010 and 2011 and caused a lot of damage. Parts of the city suffered from soil liquefaction after the earthquakes. In the most damaged parts of Christchurch, particularly in the east, whole neighbourhoods were abandoned and later demolished except for larger trees. Christchurch offers an excellent opportunity to study the biodiversity responses to an urban area with less intensive management, and to learn more about the conditions in urban environments that are most conducive to indigenous plant biodiversity. This study focuses on natural woody plant regeneration of forested sites in Christchurch city, many of which were also surveyed prior to the earthquakes. By repeating the pre-earthquake surveys, I am able to describe the natural regeneration occurring in Christchurch forested areas. By combining this with the regeneration that has occurred in the Residential Red Zone, successional trajectories can be described under a range of management scenarios. Using a comprehensive tree map of the Residential Red Zone, I was also able to document minimum dispersal distances of a range of indigenous trees in Christchurch. This is important for planning reserve connectivity. Moreover, I expand and improve on a previous analysis of the habitat connectivity of Christchurch (made before the earthquakes) to incorporate the Residential Red Zone, to assess the importance for habitat connectivity of restoring the indigenous forest in this area. In combination, these data sets are used to provide patch scenarios and some management options for biodiversity restoration in the Ōtākaro-Avon Red Zone post-earthquake.

A heritage advocate says he is over the moon to see a special piece of this country's history restored for future generations to enjoy. Three second world war era gun emplacements have been officially opened at Godley Head near Christchurch. The concrete bunkers and network of tunnels were badly damaged in the 2011 earthquakes and have only now been repaired and had screeds of graffiti removed. At the height of the war, the guns at the entry to Lyttelton Harbour were home to two thousand army personnel. They were the main defence from an anticipated Japanese invasion. The Godley Heads Heritage Trust chair, Peter Wilkins, told Conan Young the restored emplacements will ensure this history is never forgotten.

<b>New Zealand has a housing crisis. High land prices and high construction costs have all contributed to unaffordable housing. Additionally, the New Zealand dream of the "quarter acre section" lifestyle that has encouraged urban sprawl throughout our major cities with increasingly unsustainable services, transport and road costs. New and exciting housing options need to be explored for urban areas. </b> Christchurch is a city in New Zealand where urban sprawl has always been prevalent. In the wake of the 2010/2011 earthquakes sprawl increased further, relocating large suburban areas yet further away from the city centre. This has caused a greater reliance on cars, and a slower revival to the city. Historically there is an aversion to higher density living. Perceived desirability is a large factor. The medium to high density solutions produced thus far have little regard for the concept of "home", with the use of substandard materials, and monotonous and repetitive design, and essentially falling short of addressing the needs of New Zealand's increasing population. "A Home with a View" looks to address the needs of New Zealanders and Christchurch, through the individual tower-house within an overarching tower-housing neighbourhood development. The design as research thesis develops a medium density tower-housing neighbourhood as a mini city-scape, through the exploration of the tower-house as an intimate space to live and observe from. Tower-housing has the potential to create a delightful, lively neighbourhood environment that contributes to quirky, new, and exciting housing options for New Zealand. The tower-house creates desire through unconventional lifestyle and highlights engaging solutions to an individual vertical housing type.

The initial goal of this research was to explore how SME business models change in response to a crisis. Keeping this in mind, the business model canvas (Osterwalder & Pigneur, 2010) was used as a tool to analyse SME business models in the Canterbury region of New Zealand. The purpose was to evaluate the changes SMEs instituted in their business models after being hit by a series of earthquakes in 2010 and 2011. The idea was to conduct interviews with business owners and analyse them using grounded theory methods. As this method is iterative and requires simultaneous data collection and analysis, a tentative model was proposed after first phase of the data collection and analysis. However, as a result of this process, it became apparent that owner-specific characteristics, action orientation and networks were more prominent in the data than business model elements. Although the SMEs in this study experienced several operational changes in their business models, such as a change of location, modifications to their payment terms or expanded/restricted target markets, the suggested framework highlights how owner-specific attributes ensured the recovery of their businesses. After the initial framework was suggested, subsequent interviews were conducted to test, verify, and modify the tentative model. Three aspects of business recovery emerged: (a) cognitive coping – the business owner’s mind-set and motive; (b) adaptive coping – the ability of business owner to take corrective actions; and (c) social capital – the social network of a business owner, including formal and informal connections and their significance. Three distinct groups were identified; self-sufficient SMEs, socially-based SMEs and surviving SMEs. This thesis proposes a grounded theory of business recovery for SMEs following a disaster. Cognitive coping and social capital enabled the owners to take actions, which eventually led to the desired outcomes for the businesses.

Several concrete cladding panels were damaged during the 2011 Christchurch Earthquakes in New Zealand. Damage included partial collapse of panels, rupture of joint sealants, cracking and corner crushing. Installation errors, faulty connections and inadequate detailing were also contributing factors to the damage. In New Zealand, two main issues are considered in order to accommodate story drifts in the design of precast cladding panels: 1) drift compatibility of tieback or push-pull connections and 2) drift compatibility of corner joints. Tieback connections restrain the panels in the out-of-plane direction while allowing in-plane translation with respect to the building frame. Tieback connections are either in the form of slots or oversized holes or ductile rods usually located at the top of the panels. Bearing connections are also provided at the bottom of panels to transfer gravity loads. At the corners of a building, a vertical joint gap, usually filled with sealants, is provided between the two panels on the two orthogonal sides to accommodate the relative movement. In cases where the joint gap is not sufficient to accommodate the relative movements, panels can collide, generating large forces and the likely failure of the connections. On the other hand, large gaps are aesthetically unpleasing. The current design standards appear to recognize these issues but then leave most of the design and detailing to the discretion of the designers. In the installation phase, the alignment of panels is one of the main challenges faced by installers (and/or contractors). Many prefer temporary props to guide, adjust and hold the panels in place whilst the bearing connections are welded. Moreover, heat generated from extensive welding can twist the steel components inducing undesirable local stresses in the panels. Therefore, the installation phase itself is time-consuming, costly and prone to errors. This paper investigates the performance of a novel panel system that is designed to accommodate lateral inter-story drift through a ‘rocking’ motion. In order to gauge the feasibility of the system, six 2m high precast concrete panels within a single-story steel frame structure have been tested under increasing levels of lateral cyclic drift at the University of Canterbury, New Zealand. Three different panel configurations are tested: 1) a panel with return cover and a flat panel at a corner under unidirectional loading, 2) Two adjacent flat panels under unidirectional loading, and 3) Two flat panels at another oblique corner under bidirectional loading. A vertical seismic joint of 25 mm, filled with one-stage joint sealant, is provided between two of the panels. The test results show the ability of the panels with ‘rocking’ connection details to accommodate larger lateral drifts whilst allowing for smaller vertical joints between panels at corners, quick alignment and easy placement of panels without involving extensive welding on site.

Social and natural capital are fundamental to people’s wellbeing, often within the context of local community. Developing communities and linking people together provide benefits in terms of mental well-being, physical activity and other associated health outcomes. The research presented here was carried out in Christchurch - Ōtautahi, New Zealand, a city currently re-building, after a series of devastating earthquakes in 2010 and 2011. Poor mental health has been shown to be a significant post-earthquake problem, and social connection has been postulated as part of a solution. By curating a disparate set of community services, activities and facilities, organised into a Geographic Information Systems (GIS) database, we created i) an accessibility analysis of 11 health and well-being services, ii) a mobility scenario analysis focusing on 4 general well-being services and iii) a location-allocation model focusing on 3 primary health care and welfare location optimisation. Our results demonstrate that overall, the majority of neighbourhoods in Christchurch benefit from a high level of accessibility to almost all the services; but with an urban-rural gradient (the further away from the centre, the less services are available, as is expected). The noticeable exception to this trend, is that the more deprived eastern suburbs have poorer accessibility, suggesting social inequity in accessibility. The findings presented here show the potential of optimisation modelling and database curation for urban and community facility planning purposes.
