The Ballantynes' Department Store fire in November 1947 claimed 41 lives and left a lasting scar on Christchurch — the city’s biggest single disaster until the 2011 earthquake. The events of that spring day are explored in this short film which intersperses archive footage with a fictional account of workers and customers in the tailoring department as the dramas of everyday life are suddenly overwhelmed. It was directed by Aileen O’Sullivan, shot by Alun Bollinger and made with the NZ Drama School graduating class of 2002 (with music by Gareth Farr).
This report reviews the literature on regeneration requirements of main canopy tree species in Westland. Forests managed for production purposes have to be harvested in an ecologically sustainable way; to maintain their natural character, harvesting should facilitate regeneration of target species and ensure that their recruitment is in proportion to the extent of extraction. The reasons for species establishing at any point in time are unclear; however, they are probably related to the availability of suitable microsites for establishment, the size of the canopy openings formed by disturbance, and whether or not seeds are available at or around the time of the disturbance. Age structures from throughout Westland show that extensive, similar-aged, post-earthquake cohorts of trees are a feature of the region. This suggests that infrequent, massive earthquakes are the dominant coarse-scale disturbance agent, triggering episodes of major erosion and sedimentation and leaving a strong imprint in the forest structure. In other forests, flooding and catastrophic windthrow are major forms of disturbance. The findings suggest that, in general, large disturbances are required for conifer regeneration. This has implications for any sustained yield management of these forests if conifers are to remain an important component. Any harvesting should recognise the importance for tree establishment of: forest floor microsites, such as fallen logs and tree tip-up mounds; and the variable way in which canopy gaps are formed. Harvesting should maintain the 'patchy' nature of the natural forest—large patches of dense conifers interspersed with more heterogeneous patches of mixed species.This is a client report commissioned by West Coast Conservancy and funded from the Unprogrammed Science Advice fund.
The Christchurch liquefaction study was initiated to better determine liquefaction susceptibility in Christchurch city. It aimed to improve on earlier liquefaction susceptibility maps, which were based on soil type and distribution, by incorporating soil strength data into liquefaction analysis. This stage of the study included collating available geological and geotechnical data from Environment Canterbury and Christchurch City Council into a database, modelling liquefaction hazard and ground damage and presenting these as maps. The report contains many recommendations, which were taken up in subsequent stages of the study. (Note that the results of Stage 1 of the Christchurch liquefaction study were provided to Environment Canterbury as a letter rather than a report. This was a summary of work completed to 30 June 2001, including a review of geological and geotechnical data available within Environment Canterbury and Christchurch City Council records.) Liquefaction-induced lateral spreading in Christchurch and surrounding suburbs during the recent Canterbury Earthquake Sequence (2010-2011) caused significant damage to structures and lifelines located in close proximity to streams and rivers. Simplified methods used in current engineering practice for predicting lateral ground displacements exhibit a high degree of epistemic uncertainty, but provide ‘order of magnitude’ estimates to appraise the hazard. We wish to compare model predictions to field measurements in order to assess the model’s capabilities and limitations with respect to Christchurch conditions. The analysis presented focuses on the widely-used empirical model of Youd et al. (2002), developed based on multi-linear regression (MLR) of case history data from lateral spreading occurrence in Japan and the US. Two issues arising from the application of this model to Christchurch were considered: • Small data set of Standard Penetration Test (SPT) and soil gradation indices (fines content FC, and mean grain size, D50) required for input. We attempt to use widely available CPT data with site specific correlations to FC and D50. • Uncertainty associated with the model input parameters and their influence on predicted displacements. This has been investigated for a specific location through a sensitivity analysis.
In response to the February 2011 earthquake, Parliament enacted the Canterbury Earthquake Recovery Act. This emergency legislation provided the executive with extreme powers that extended well beyond the initial emergency response and into the recovery phase. Although New Zealand has the Civil Defence Emergency Management Act 2002, it was unable to cope with the scale and intensity of the Canterbury earthquake sequence. Considering the well-known geological risk facing the Wellington region, this paper will consider whether a standalone “Disaster Recovery Act” should be established to separate an emergency and its response from the recovery phase. Currently, Government policy is to respond reactively to a disaster rather than proactively. In a major event, this typically involves the executive being given the ability to make rules, regulations and policy without the delay or oversight of normal legislative process. In the first part of this paper, I will canvas what a “Disaster Recovery Act” could prescribe and why there is a need to separate recovery from emergency. Secondly, I will consider the shortfalls in the current civil defence recovery framework which necessitates this kind of heavy governmental response after a disaster. In the final section, I will examine how
The 2010 Darfield and 2011 Christchurch Earthquakes triggered extensive liquefaction-induced lateral spreading proximate to streams and rivers in the Christchurch area, causing significant damage to structures and lifelines. A case study in central Christchurch is presented and compares field observations with predicted displacements from the widely adopted empirical model of Youd et al. (2002). Cone penetration testing (CPT), with measured soil gradation indices (fines content and median grain size) on typical fluvial deposits along the Avon River were used to determine the required geotechnical parameters for the model input. The method presented attempts to enable the adoption of the extensive post-quake CPT test records in place of the lower quality and less available Standard Penetration Test (SPT) data required by the original Youd model. The results indicate some agreement between the Youd model predictions and the field observations, while the majority of computed displacements error on the side of over-prediction by more than a factor of two. A sensitivity analysis was performed with respect to the uncertainties used as model input, illustrating the model’s high sensitivity to the input parameters, with median grain size and fines content among the most influential, and suggesting that the use of CPT data to quantify these parameters may lead to variable results.
A team of earthquake geologists, seismologists and engineering seismologists from GNS Science, NIWA, University of Canterbury, and Victoria University of Wellington have collectively produced an update of the 2002 national probabilistic seismic hazard (PSH) model for New Zealand. The new model incorporates over 200 new onshore and offshore fault sources, and utilises newly developed New Zealand-based scaling relationships and methods for the parameterisation of the fault and subduction interface sources. The background seismicity model has also been updated to include new seismicity data, a new seismicity regionalisation, and improved methodology for calculation of the seismicity parameters. Background seismicity models allow for the occurrence of earthquakes away from the known fault sources, and are typically modelled as a grid of earthquake sources with rate parameters assigned from the historical seismicity catalogue. The Greendale Fault, which ruptured during the M7.1, 4 September 2010 Darfield earthquake, was unknown prior to the earthquake. However, the earthquake was to some extent accounted for in the PSH model. The maximum magnitude assumed in the background seismicity model for the area of the earthquake is 7.2 (larger than the Darfield event), but the location and geometry of the fault are not represented. Deaggregations of the PSH model for Christchurch at return periods of 500 years and above show that M7-7.5 fault and background source-derived earthquakes at distances less than 40 km are important contributors to the hazard. Therefore, earthquakes similar to the Darfield event feature prominently in the PSH model, even though the Greendale Fault was not an explicit model input.
In this dissertation it is argued that the Canterbury Earthquake Recovery Act 2011 and the Canterbury Earthquake Recovery Authority were both necessary and inevitable given the trends and traditions of civil defence emergency management (CDEM) in New Zealand. The trends and traditions of civil defence are such that principles come before practice, form before function, and change is primarily brought about through crisis and criticism. The guiding question of the research was why were a new governance system and law made after the Canterbury earthquakes in 2010 and 2011? Why did this outcome occur despite the establishment of a modern emergency management system in 2002 which included a recovery framework that had been praised by international scholars as leading edge and a model for other countries? The official reason was the unprecedented scale and demands of the recovery – but a disaster of such scale is the principle reason for having a national emergency management system. Another explanation is the lack of cooperation among local authorities – but that raises the question of whether the CDEM recovery framework would have been successful in another locality. Consequentially, the focus of this dissertation is on the CDEM recovery framework and how New Zealand came to find itself making disaster law during a disaster. Recommendations include a review of emergency powers for recovery, a review of the capabilities needed to fulfil the mandate of Recovery Managers, and the establishment of a National Recovery Office with a cadre of Recovery Managers that attend every recovery to observe, advise, or assume control as needed. CDEM Group Recovery Managers would be seconded to the National Recovery Office which would allow for experience in recovery management to be developed and institutionalised through regular practice.

Liquefaction-induced lateral spreading in large seismic events often results in pervasive and costly damage to engineering structures and lifelines, making it a critical component of engineering design. However, the complex nature of this phenomenon leads to designing for such a hazard extremely challenging and there is a clear for an improved understanding and predicting liquefaction-induced lateral spreading. The 2010-2011 Canterbury (New Zealand) Earthquakes triggered severe liquefaction-induced lateral spreading along the streams and rivers of the Christchurch region, causing extensive damage to roads, bridges, lifelines, and structures in the vicinity. The unfortunate devastation induced from lateral spreading in these events also rendered the rare opportunity to gain an improved understanding of lateral spreading displacements specific to the Christchurch region. As part of this thesis, the method of ground surveying was employed following the 4 September 2010 Darfield (Mw 7.1) and 22 February 2011 Christchurch (Mw 6.2) earthquakes at 126 locations (19 repeated) throughout Christchurch and surrounding suburbs. The method involved measurements and then summation of crack widths along a specific alignment (transect) running approximately perpendicular to the waterway to indicate typically a maximum lateral displacement at the bank and reduction of the magnitude of displacements with distance from the river. Rigorous data processing and comparisons with alternative measurements of lateral spreading were performed to verify results from field observations and validate the method of ground surveying employed, as well as highlight the complex nature of lateral spreading displacements. The welldocumented field data was scrutinized to gain an understanding of typical magnitudes and distribution patterns (distribution of displacement with distance) of lateral spreading observed in the Christchurch area. Maximum displacements ranging from less than 10 cm to over 3.5 m were encountered at the sites surveyed and the area affected by spreading ranged from less than 20 m to over 200 m from the river. Despite the highly non-uniform displacements, four characteristic distribution patterns including large, distributed ground displacements, block-type movements, large and localized ground displacements, and areas of little to no displacements were identified. Available geotechnical, seismic, and topographic data were collated at the ground surveying sites for subsequent analysis of field measurements. Two widely-used empirical models (Zhang et al. (2004), Youd et al. (2002)) were scrutinized and applied to locations in the vicinity of field measurements for comparison with model predictions. The results indicated generally poor correlation (outside a factor of two) with empirical predictions at most locations and further validated the need for an improved, analysis- based method of predicting lateral displacements that considers the many factors involved on a site-specific basis. In addition, the development of appropriate model input parameters for the Youd et al. (2002) model led to a site-specific correlation of soil behavior type index, Ic, and fines content, FC, for sites along the Avon River in Christchurch that matched up well with existing Ic – FC relationships commonly used in current practice. Lastly, a rigorous analysis was performed for 25 selected locations of ground surveying measurements along the Avon River where ground slope conditions are mild (-1 to 2%) and channel heights range from about 2 – 4.5 m. The field data was divided into categories based on the observed distribution pattern of ground displacements including: large and distributed, moderate and distributed, small to negligible, and large and localized. A systematic approach was applied to determine potential critical layers contributing to the observed displacement patterns which led to the development of characteristic profiles for each category considered. The results of these analyses outline an alternative approach to the evaluation of lateral spreading in which a detailed geotechnical analysis is used to identify the potential for large spreading displacements and likely spatial distribution patterns of spreading. Key factors affecting the observed magnitude and distribution of spreading included the thickness of the critical layer, relative density, soil type and layer continuity. It was found that the large and distributed ground displacements were associated with a thick (1.5 – 2.5 m) deposit of loose, fine to silty sand (qc1 ~4-7 MPa, Ic 1.9-2.1, qc1n_cs ~50-70) that was continuous along the bank and with distance from the river. In contrast, small to negligible displacements were characterized by an absence of or relatively thin (< 1 m), discontinuous critical layer. Characteristic features of the moderate and distributed displacements were found to be somewhere between these two extremes. The localized and large displacements showed a characteristic critical layer similar to that observed in the large and distributed sites but that was not continuous and hence leading to the localized zone of displacement. The findings presented in this thesis illustrate the highly complex nature of lateral displacements that cannot be captured in simplified models but require a robust geotechnical analysis similar to that performed for this research.

The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.
Globally, the maximum elevations at which treelines are observed to occur coincide with a 6.4 °C soil isotherm. However, when observed at finer scales, treelines display a considerable degree of spatial complexity in their patterns across the landscape and are often found occurring at lower elevations than expected relative to the global-scale pattern. There is still a lack of understanding of how the abiotic environment imposes constraints on treeline patterns, the scales at which different effects are acting, and how these effects vary over large spatial extents. In this thesis, I examined abrupt Nothofagus treelines across seven degrees of latitude in New Zealand in order to investigate two broad questions: (1) What is the nature and extent of spatial variability in Nothofagus treelines across the country? (2) How is this variation associated with abiotic variation at different spatial scales? A range of GIS, statistical, and atmospheric modelling methods were applied to address these two questions. First, I characterised Nothofagus treeline patterns at a 15x15km scale across New Zealand using a set of seven, GIS-derived, quantitative metrics that describe different aspects of treeline position, shape, spatial configuration, and relationships with adjacent vegetation. Multivariate clustering of these metrics revealed distinct treeline types that showed strong spatial aggregation across the country. This suggests a strong spatial structuring of the abiotic environment which, in turn, drives treeline patterns. About half of the multivariate treeline metric variation was explained by patterns of climate, substrate, topographic and disturbance variability; on the whole, climatic and disturbance factors were most influential. Second, I developed a conceptual model that describes how treeline elevation may vary at different scales according to three categories of effects: thermal modifying effects, physiological stressors, and disturbance effects. I tested the relevance of this model for Nothofagus treelines by investigating treeline elevation variation at five nested scales (regional to local) using a hierarchical design based on nested river catchments. Hierarchical linear modelling revealed that the majority of the variation in treeline elevation resided at the broadest, regional scale, which was best explained by the thermal modifying effects of solar radiation, mountain mass, and differences in the potential for cold air ponding. Nonetheless, at finer scales, physiological and disturbance effects were important and acted to modify the regional trend at these scales. These results suggest that variation in abrupt treeline elevations are due to both broad-scale temperature-based growth limitation processes and finer-scale stress- and disturbance-related effects on seedling establishment. Third, I explored the applicability of a meso-scale atmospheric model, The Air Pollution Model (TAPM), for generating 200 m resolution, hourly topoclimatic data for temperature, incoming and outgoing radiation, relative humidity, and wind speeds. Initial assessments of TAPM outputs against data from two climate station locations over seven years showed that the model could generate predictions with a consistent level of accuracy for both sites, and which agreed with other evaluations in the literature. TAPM was then used to generate data at 28, 7x7 km Nothofagus treeline zones across New Zealand for January (summer) and July (winter) 2002. Using mixed-effects linear models, I determined that both site-level factors (mean growing season temperature, mountain mass, precipitation, earthquake intensity) and local-level landform (slope and convexity) and topoclimatic factors (solar radiation, photoinhibition index, frost index, desiccation index) were influential in explaining variation in treeline elevation within and among these sites. Treelines were generally closer to their site-level maxima in regions with higher mean growing season temperatures, larger mountains, and lower levels of precipitation. Within sites, higher treelines were associated with higher solar radiation, and lower photoinhibition and desiccation index values, in January, and lower desiccation index values in July. Higher treelines were also significantly associated with steeper, more convex landforms. Overall, this thesis shows that investigating treelines across extensive areas at multiple study scales enables the development of a more comprehensive understanding of treeline variability and underlying environmental constraints. These results can be used to formulate new hypotheses regarding the mechanisms driving treeline formation and to guide the optimal choice of field sites at which to test these hypotheses.
