A Christchurch man with terminal cancer is using his final days to battle his insurance company, a decade on from the deadly earthquakes. Brian Shaw owns an apartment that's in a block of 11. They were all damaged in 2011. Shaw is a building consent officer. He says getting technical reports and chasing a settlement with insurer Vero has already cost the unit owners about $400,000, and they still have not even made it to court. On Friday morning he will be protesting outside Vero's Christchurch office, along with other unhappy customers.

Between September 4, 2010 and December 23, 2011, a series of earthquakes struck the South Island of New Zealand including the city of Christchurch producing heavy damage. During the strongest shaking, the unreinforced masonry (URM) building stock in Christchurch was subjected to seismic loading equal to approximately 150-200% of code values. Post-earthquake reconnaissance suggested numerous failures of adhesive anchors used for retrofit connection of roof and floor diaphragms to masonry walls. A team of researchers from the Universities of Auckland (NZ) and Minnesota (USA) conducted a field investigation on the performance of new adhesive anchors installed in existing masonry walls. Variables included adhesive type, anchor diameter, embedment length, anchor inclination, and masonry quality. Buildings were selected that had been slated for demolition but which featured exterior walls that had not been damaged. An insurance expert says a Supreme Court decision yesterday could open lawyers up to legal action from anybody who has bought a home in Christchurch since the 2010 and 2011 earthquakes. The court's decision makes it clear that insurers cannot be held liable for meeting the full replacement cost of a quake damaged home by the subsequent purchaser of that house.

A complaint against an engineer whose firm designed the CTV building that collapsed in the Christchurch earthquake will be heard by a disciplinary committee on Monday. One-hundred-and-fifteen people were killed when the six-storey building came down in February 2011. Dr Alan Reay lost a High Court bid to stop the hearing. Reporter Anna Sargent spoke to Corin Dann.

No sooner was their work in the public eye than the similarly flawed Rugby World Cup 2011 (Empowering) Bill was reported back from a select committee, with a recommendation that it pass. It also goes far beyond what is required to get things done. In bypassing the normal consent process, the bill says the authority does not have to hold hearings on applications and that its decisions can be challenged in the High Court only on points of law. Effectively, the legislation asks New Zealanders to accept that the Rugby World Cup Minister knows best. It is he who knows how the event must be run. Precisely the same attitude pervades the Canterbury Earthquake Response and Recovery Act. This hands individual Government ministers the power to change almost every law, thereby handing Parliament's normal law-making role to the Executive. The Catholic Cathedral is classified as a category 1 listed heritage building constructed largely of unreinforced stone masonry, and was significantly damaged in the recent Canterbury earthquakes of 2010 and 2011. In the 2010 event the building presented slight to moderta damage, meanwhile in the 2011 one experienced ground shaking in excess of its capacity leading to block failures and partial collapse of parts of the building, which left the building standing but still posing a significant hazard. In this paper we discuss the approach to develop the earthquake analysis of the building by 3D numerical simulations, and the results are compared/calibrated with the observed damage of the 2010 earthquake. Very accurate records were obtained during both earthquakes due to a record station located least than 80 m of distance from the building and used in the simulations. Moreover it is included in the model the soil structure interaction because it was observed that the ground and foundation played an important role on the seismic behavior of the structure. A very good agreement was found between the real observed damage and the nonlinear dynamic simulations described trough inelastic deformation (cracking) and building´s performance.

Residents of Christchurch's coastal suburbs around New Brighton are being promised they won't have to wait another decade for an urgently needed new bridge. The existing one is a critical emergency escape route but is almost 100 years old and suffered significant damage in the 2011 earthquake. And as Timothy Brown reports, plans for an upgrade are grinding slowly ahead.

On 4 September 2010, a 7.1 magnitude earthquake struck near Darfield, 40 kilometres west of Christchurch, New Zealand. The quake caused significant damage to land and buildings nearby, with damage extending to Christchurch city. On 22 February 2011, a 6.3 magnitude earthquake struck Christchurch, causing extensive and significant damage across the city and with the loss of 185 lives. Years on from these events, occasional large aftershocks continue to shake the region. Two main entomological collections were situated within close proximity to the 2010/11 Canterbury earthquakes. The Lincoln University Entomology Research Collection, which is housed on the 5th floor of a 7 storey building, was 27.5 km from the 2010 Darfield earthquake epicentre. The Canterbury Museum Entomology Collection, which is housed in the basement of a multi-storeyed heritage building, was 10 km from the 2011 Christchurch earthquake epicentre. We discuss the impacts of the earthquakes on these collections, the causes of the damage to the specimens and facilities, and subsequent efforts that were made to prevent further damage in the event of future seismic events. We also discuss the wider need for preparedness against the risks posed by natural disasters and other catastrophic events.

Land cover change information in urban areas supports decision makers in dealing with public policy planning and resource management. Remote sensing has been demonstrated as an efficient and accurate way to monitor land cover change over large extents. The Canterbury Earthquake Sequence (CES) caused massive damage in Christchurch, New Zealand and resulted in significant land cover change over a short time period. This study combined two types of remote sensing data, aerial imagery (RGB) and LiDAR, as the basis for quantifying land cover change in Christchurch between 2011 – 2015, a period corresponding to the five years immediately following the 22 February 2011 earthquake, which was part of the CES. An object based image analysis (OBIA) approach was adopted to classify the aerial imagery and LiDAR data into seven land cover types (bare land, building, grass, shadow, tree and water). The OBIA approach consisted of two steps, image segmentation and object classification. For the first step, this study used multi-level segmentation to better segment objects. For the second step, the random forest (RF) classifier was used to assign a land cover type to each object defined by the segmentation. Overall classification accuracies for 2011 and 2015 were 94.0% and 94.32%, respectively. Based on the classification result, land cover changes between 2011 and 2015 were then analysed. Significant increases were found in road and tree cover, while the land cover types that decreased were bare land, grass, roof, water. To better understand the reasons for those changes, land cover transitions were calculated. Canopy growth, seasonal differences and forest plantation establishment were the main reasons for tree cover increase. Redevelopment after the earthquake was the main reason for road area growth. By comparing the spatial distribution of these transitions, this study also identified Halswell and Wigram as the fastest developing suburbs in Christchurch. These results provided quantitative information for the effects of CES, with respect to land cover change. They allow for a better understanding for the current land cover status of Christchurch. Among those land cover changes, the significant increase in tree cover aroused particularly interest as urban forests benefit citizens via ecosystem services, including health, social, economic, and environmental benefits. Therefore, this study firstly calculated the percentages of tree cover in Christchurch’s fifteen wards in order to provide a general idea of tree cover change in the city extent. Following this, an automatic individual tree detection and crown delineation (ITCD) was undertaken to determine the feasibility of automated tree counting. The accuracies of the proposed approach ranged between 56.47% and 92.11% in thirty different sample plots, with an overall accuracy of 75.60%. Such varied accuracies were later found to be caused by the fixed tree detection window size and misclassifications from the land cover classification that affected the boundary of the CHM. Due to the large variability in accuracy, tree counting was not undertaken city-wide for both time periods. However, directions for further study for ITCD in Christchurch could be exploring ITCD approaches with variable window size or optimizing the classification approach to focus more on producing highly accurate CHMs.

Earthquake-triggered soil liquefaction caused extensive damage and heavy economic losses in Christchurch during the 2010-2011 Canterbury earthquakes. The most severe manifestations of liquefaction were associated with the presence of natural deposits of clean sands and silty sands of fluvial origin. However, liquefaction resistance of fines-containing sands is commonly inferred from empirical relationships based on clean sands (i.e. sands with less than 5% fines). Hence, existing evaluation methods have poor accuracy when applied to silty sands. The liquefaction behaviour of Christchurch fines-containing (silty) sands is investigated through a series of Direct Simple Shear (DSS) tests. This type of test better resembles earthquake loading conditions in soil deposits compared to cyclic triaxial tests. Soil specimens are reconstituted in the laboratory with the water sedimentation technique. This preparation method yields soil fabrics similar to those encountered in fluvial soil deposits, which are common in the Christchurch area. Test results provide preliminary indications on how void ratio, relative density, preparation method and fines content influence the cyclic liquefaction behaviour of sand-silt mixtures depending on the properties of host sand and silt.
