More than 11,000 people reported feeling the earthquake that hit just after 2am on Friday. The magnitude 4.8 quake was centred 5-kilometres south of Te Aroha, at a depth of 6-kilometres. People from Kaitaia, through to the sodden regions of Auckland, Bay of Plenty, Coromandel, and even down in Christchurch, reported feeling it. A series of weaker aftershocks began to strike 40 minutes later, although there are no immediate reports of damage as of yet. It's not the first quake to hit Te Aroha this year - a 5.1 quake rattled the town on January 4. A local developer is looking to reshape Ashburton's triangle, the historic retail centre of the town. Background and methodology The Mw 7.8, 14th November 2016 earthquake centred (item b, figure 1) in the Hurunui District of the South Island, New Zealand, damaged critical infrastructure across North Canterbury and Marlborough. We investigate the impacts to infrastructure and adaptations to the resulting service disruption in four small rural towns (figure 1): Culverden (a), Waiau (c), Ward (d) and Seddon (e). This is accomplished though literary research, interviews and geospatial analysis. Illustrating our methods, we have displayed here a Hurunui District hazard map (figure 2b) and select infrastructure inventories (figures 2a, 3).
The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.

An earthquake engineering expert wants to change the way we predict how the ground will shake during an earthquake. Professor Brendon Bradley from the University of Canterbury is the recipient of a Marsden Fund grant to accelerate his research into seismic hazard analysis and forecasting. He says the idea is to get to a point where they can provide the same sort of information as a weather forecast. Professor Bradley says just like a severe weather warning, engineers would be able to provide information about severe ground shaking, how it varies locally in each city or suburb, and the likely consequence to buildings. As part of a seismic retrofit scheme, surface bonded glass fiber-reinforced polymer (GFRP) fabric was applied to two unreinforced masonry (URM) buildings located in Christchurch, New Zealand. The unreinforced stone masonry of Christchurch Girls’ High School (GHS) and the unreinforced clay brick masonry Shirley Community Centre were retrofitted using surface bonded GFRP in 2007 and 2009, respectively. Much of the knowledge on the seismic performance of GFRP retrofitted URM was previously assimilated from laboratory-based experimental studies with controlled environments and loading schemes. The 2010/2011 Canterbury earthquake sequence provided a rare opportunity to evaluate the GFRP retrofit applied to two vintage URM buildings and to document its performance when subjected to actual design-level earthquake-induced shaking. Both GFRP retrofits were found to be successful in preserving architectural features within the buildings as well as maintaining the structural integrity of the URM walls. Successful seismic performance was based on comparisons made between the GFRP retrofitted GHS building and the adjacent nonretrofitted Boys’ High School building, as well as on a comparison between the GFRP retrofitted and nonretrofitted walls of the Shirley Community Centre building. Based on detailed postearthquake observations and investigations, the GFRP retrofitted URM walls in the subject buildings exhibited negligible to minor levels of damage without delamination, whereas significant damage was observed in comparable nonretrofitted URM walls. The aftermath of three earthquakes has forced Christchurch to re-plan and rebuild. New perspectives of a sustainable city have arisen granting Christchurch the chance of becoming an example to the world. This work is centred on bioclimatic landscape design as a base for greening strategies. It deals with strategic landscape design adapted to a specific climate, from a user’s perspective. The investigation will be applied to Christchurch’s urban centres, assessing cultural adaptability to the local climate and implications for landscape design. Climatic data shows that humidity is not a local problem. However, the wind is the determinant. In Christchurch the solar radiation and the prevailing winds are the most important microclimatic variables, the latter intensifying the loss of surface heat, decreasing the radiant temperature and affecting thermal sensation. The research objective is to explore design parameters at the street-scale and identify ways to maximise thermal comfort in outdoor spaces through design-based strategies. The investigation will apply methods of participant observation, depth interviews, climatic data collection and design experimentation based on thermal comfort models and computer simulation tools. Case study sites chosen for investigation are places with current levels of activity that may be anticipated in the rebuild of the central city. The research will have two main outcomes: improved understanding of local urban culture adaptation to microclimate, and a demonstration of how design can enhance adaption. These outcomes will inform designers and city managers about good design practices and strategies that can be used to ensure a long term liveable city.
There is a critical strand of literature suggesting that there are no ‘natural’ disasters (Abramovitz, 2001; Anderson and Woodrow, 1998; Clarke, 2008; Hinchliffe, 2004). There are only those that leave us – the people - more or less shaken and disturbed. There may be some substance to this; for example, how many readers recall the 7.8 magnitude earthquake centred in Fiordland in July 2009? Because it was so far away from a major centre and very few people suffered any consequences, the number is likely to be far fewer than those who remember (all too vividly) the relatively smaller 7.1 magnitude Canterbury quake of September 4th 2010 and the more recent 6.3 magnitude February 22nd 2011 event. One implication of this construction of disasters is that seismic events, like those in Canterbury, are as much socio-political as they are geological. Yet, as this paper shows, the temptation in recovery is to tick boxes and rebuild rather than recover, and to focus on hard infrastructure rather than civic expertise and community involvement. In this paper I draw upon different models of community engagement and use Putnam’s (1995) notion of ‘social capital’ to frame the argument that ‘building bridges’ after a disaster is a complex blend of engineering, communication and collaboration. I then present the results of a qualitative research project undertaken after the September 4th earthquake. This research helps to illustrate the important connections between technical rebuilding, social capital, recovery processes and overall urban resilience.

Successful urban regeneration projects generate benefits that are realised over a much longer timeframe than normal market developments and benefits well beyond those that can be uplifted by a market developer. Consequently there is substantial evidence in the literature that successful place-making and urban regeneration projects are usually public-private partnerships and involve a funder, usually local or central government, willing to contribute ‘patient’ capital. Following the 2010 and 2011 earthquakes that devastated the centre of Christchurch, there was an urgent need to rebuild and revitalise the heart of the city, and increasing the number of people living in or near the city centre was seen as a key ingredient of that. In October 2010, an international competition was launched to design and build an Urban Village, a project intended to stimulate renewed residential development in the city. The competition attracted 58 entrants from around world, and in October 2013 the winning team was chosen from four finalists. However the team failed to secure sufficient finance, and in November 2015 the Government announced that the development would not proceed. The Government was unwilling or unable to recognise that an insistence on a pure market approach would not deliver the innovative sustainable village asked for in the competition brief, and failed to factor in the opportunity cost to government, local government, local businesses and the wider Christchurch community of delaying by many years the residential development of the eastern side of the city. As a result, the early vision of the vitality that a thriving residential neighbourhood would bring to the city has not yet been realised.
During the past two decades, the focus has been on the need to provide communities with structures that undergo minimal damage after an earthquake event while still being cost competitive. This has led to the development of high performance seismic resisting systems, and advances in design methodologies, in order respect this demand efficiently. This paper presents the experimental response of four pre-cast, post-tensioned rocking wall systems tested on the shake-table at the University of Canterbury. The wall systems were designed as a retrofit solution for an existing frame building, but are equally applicable for use in new design. Design of the wall followed a performance-based retrofit strategy in which structural limit states appropriate to both the post-tensioned wall and the existing building were considered. Dissipation for each of the four post-tensioned walls was provided via externally mounted devices, located in parallel to post-tensioned tendons for re-centring. This allowed the dissipation devices to be easily replaced or inspected following a major earthquake. Each wall was installed with viscous fluid dampers, tension-compression yielding steel dampers, a combination of both or no devices at all – thus relying on contact damping alone. The effectiveness of both velocity and displacement dependant dissipation are investigated for protection against far-field and velocity-pulse ground motion characteristics. The experimental results validate the behaviour of ‘Advanced Flag-Shape’ rocking, dissipating solutions which have been recently proposed and numerically tested. Maximum displacements and material strains were well controlled and within acceptable bounds, and residual deformations were minimal due to the re-centring contribution from the post-tensioned tendons. Damage was confined to inelastic yielding (or fluid damping) of the external dampers.
