The University of Canterbury held its inaugural Earthquake Forum on the 2nd September 2011. It was an opportunity to hear the diversity of earthquake-related research currently being undertaken in Canterbury and a chance for researchers and those working on the recovery to identify further areas where the research can support the recovery effort.The morning consisted of presentations showcasing the breadth of research currently underway and the afternoon will create the opportunity for people to connect in a series of concurrent workshops on the land, buildings and people. Neil Challenger's presentation covers landscape architecture, temporary landscapes, exploration of design ideas and specific student research related to urban design and earthquake recovery.
We present the initial findings from a study of adaptive resilience of lifelines organisations providing essential infrastructure services, in Christchurch, New Zealand following the earthquakes of 2010-2011. Qualitative empirical data was collected from 200 individuals in 11 organisations. Analysis using a grounded theory method identified four major factors that aid organisational response, recovery and renewal following major disruptive events. Our data suggest that quality of top and middle-level leadership, quality of external linkages, level of internal collaboration, ability to learn from experience, and staff well-being and engagement influence adaptive resilience. Our data also suggest that adaptive resilience is a process or capacity, not an outcome and that it is contextual. Post-disaster capacity/resources and post-disaster environment influence the nature of adaptive resilience.
Liquefaction-induced lateral spreading during earthquakes poses a significant hazard to the built environment, as observed in Christchurch during the 2010 to 2011 Canterbury Earthquake Sequence (CES). It is critical that geotechnical earthquake engineers are able to adequately predict both the spatial extent of lateral spreads and magnitudes of associated ground movements for design purposes. Published empirical and semi-empirical models for predicting lateral spread displacements have been shown to vary by a factor of <0.5 to >2 from those measured in parts of Christchurch during CES. Comprehensive post- CES lateral spreading studies have clearly indicated that the spatial distribution of the horizontal displacements and extent of lateral spreading along the Avon River in eastern Christchurch were strongly influenced by geologic, stratigraphic and topographic features.
Cultural heritage is a dynamic concept, incorporating the ideas and values of many different organisations and individuals; it is heavily dependent on the context of the item or site being conserved, and transforms something from an old article into a historically significant object. A formal definition of cultural heritage did not appear in the Antarctic Treaty System until 1995, however Antarctic heritage value has been applied to various sites and monuments since the inception of the Treaty, from Shackleton’s Nimrod Hut to a heavy tractor. This report examines a number of case studies to determine the various ways in which heritage items and sites can be managed – such as the removal of the South Pole Dome – as well as their conservation after natural disasters, for instance the Christchurch earthquakes.
Media law developments have continued across many areas in the period to mid-2013. In defamation, the New Zealand courts have begun to consider the issue of third party liability for publication on the internet, with cases involving Google searches and comments on a Facebook page. A parliamentary inquiry into a case that restricted parliamentary privilege has recommended a Parliamentary Privilege Act containing a definition of ‘proceedings in Parliament’. A satirical website increased its popularity when it fought off threatened defamation proceedings. In breach of confidence, a government body, the Earthquake Commission, obtained an interim injunction prohibiting publication of information accidentally released that dealt with the repair of earthquake-damaged properties in Christchurch, and a blogger made the information available online in breach of the order.
Existing unreinforced masonry (URM) buildings are often composed of traditional construction techniques, with poor connections between walls and diaphragms that results in poor performance when subjected to seismic actions. In these cases the application of the common equivalent static procedure is not applicable because it is not possible to assure “box like” behaviour of the structure. In such conditions the ultimate strength of the structure relies on the behaviour of the macro-elements that compose the deformation mechanisms of the whole structure. These macroelements are a single or combination of structural elements of the structure which are bonded one to each other. The Canterbury earthquake sequence was taken as a reference to estimate the most commonly occurring collapse mechanisms found in New Zealand URM buildings in order to define the most appropriate macroelements.
The latest two great earthquake sequences; 2010- 2011 Canterbury Earthquake and 2016 Kaikoura Earthquake, necessitate a better understanding of the New Zealand seismic hazard condition for new building design and detailed assessment of existing buildings. It is important to note, however, that the New Zealand seismic hazard map in NZS 1170.5.2004 is generalised in effort to cover all of New Zealand and limited to a earthquake database prior to 2001. This is “common” that site-specific studies typically provide spectral accelerations different to those shown on the national map (Z values in NZS 1170.5:2004); and sometimes even lower. Moreover, Section 5.2 of Module 1 of the Earthquake Geotechnical Engineering Practice series provide the guidelines to perform site- specific studies.

This report presents the simplified seismic assessment of a case study reinforced concrete (RC) building following the newly developed and refined NZSEE/MBIE guidelines on seismic assessment (NZSEE/MBIE, semi-final draft 26 October 2016). After an overview of the step-by-step ‘diagnostic’ process, including an holistic and qualitative description of the expected vulnerabilities and of the assessment strategy/methodology, focus is given, whilst not limited, to the implementation of a Detailed Seismic Assessment (DSA) (NZSEE/MBIE, 2016c). The DSA is intended to provide a more reliable and consistent outcome than what can be provided by an initial seismic assessment (ISA). In fact, while the Initial Seismic Assessment (ISA), of which the Initial Evaluation Procedure is only a part of, is the more natural and still recommended first step in the overall assessment process, it is mostly intended to be a coarse evaluation involving as few resources as reasonably possible. It is thus expected that an ISA will be followed by a Detailed Seismic Assessment (DSA) not only where the threshold of 33%NBS is not achieved but also where important decisions are intended that are reliant on the seismic status of the building. The use of %NBS (% New Building Standard) as a capacity/demand ratio to describe the result of the seismic assessment at all levels of assessment procedure (ISA through to DSA) is deliberate by the NZSEE/MBIE guidelines (Part A) (NZSEE/MBIE 2016a). The rating for the building needs only be based on the lowest level of assessment that is warranted for the particular circumstances. Discussion on how the %NBS rating is to be determined can be found in Section A3.3 (NZSEE/MBIE 2016a), and, more specifically, in Part B for the ISA (NZSEE/MBIE 2016b) and Part C for the DSA (NZSEE/MBIE 2016c). As per other international approaches, the DSA can be based on several analysis procedures to assess the structural behaviour (linear, nonlinear, static or dynamic, force or displacement-based). The significantly revamped NZSEE 2016 Seismic Assessment Guidelines strongly recommend the use of an analytical (basically ‘by hand’) method, referred to the Simple Lateral Mechanism Analysis (SLaMA) as a first phase of any other numerically-based analysis method. Significant effort has thus been dedicated to provide within the NZSEE 2016 guidelines (NZSEE/MBIE 2016c) a step-by-step description of the procedure, either in general terms (Chapter 2) or with specific reference to Reinforced Concrete Buildings (Chapter 5). More specifically, extract from the guidelines, NZSEE “recommend using the Simple Lateral Mechanism Analysis (SLaMA) procedure as a first step in any assessment. While SLaMA is essentially an analysis technique, it enables assessors to investigate (and present in a simple form) the potential contribution and interaction of a number of structural elements and their likely effect on the building’s global capacity. In some cases, the results of a SLaMA will only be indicative. However, it is expected that its use should help assessors achieve a more reliable outcome than if they only carried out a detailed analysis, especially if that analysis is limited to the elastic range For complex structural systems, a 3D dynamic analysis may be necessary to supplement the simplified nonlinear Simple Lateral Mechanism Analysis (SLaMA).” This report presents the development of a full design example for the the implementation of the SLaMA method on a case study buildings and a validation/comparison with a non-linear static (pushover) analysis. The step-by-step-procedure, summarized in Figure 1, will be herein demonstrated from a component level (beams, columns, wall elements) to a subassembly level (hierarchy of strength in a beam-column joint) and to a system level (frame, C-Wall) assuming initially a 2D behaviour of the key structural system, and then incorporating a by-hand 3D behaviour (torsional effects).

Brooklands Lagoon / Te Riu o Te Aika Kawa (‘Brooklands’) is an important wetland and estuarine ecosystem in Canterbury. It is a site of cultural significance to Ngāi Tūāhuriri, and is also valued by the wider community. Home to an array of life, it is connected to the Pūharakekenui/Styx and Waimakariri rivers, and is part of a wetland landscape complex that includes the Avon-Heathcote / Ihutai estuary to the south and the Ashley / Rakahuri estuary to the north. Notionally situated within the territorial boundary of Christchurch City Council and jurisdictionally encompassed by the regional council Environment Canterbury, it has been legally determined to be part of the coastal marine area. The complicated administrative arrangements for the lagoon mirror the biophysical and human challenges to this surprisingly young ecosystem since its formation in 1940. Here we present a synthesis of the historical events and environmental influences that have shaped Brooklands Lagoon. Before existing as an intertidal ecosystem, the Waimakariri river mouth was situated in what is now the southern end of the lagoon. A summary timeline of key events is set out in the table below. These included the diversion of the Waimakariri River mouth via the construction of Wrights Cut in the 1930s, which influenced the way that the lower reaches of the river interacted with the land and sea. A large flood in 1940 shifted the river mouth ~2 to 3 kilometres north, that created the landscape that we see today. However, this has not remained stable, as the earthquake sequence in 2010 and 2011 subsided the bed of the estuary. The changes are ongoing, as sea level rise and coastal inundation will place ongoing pressure on the aquatic ecosystem and surrounding land. How to provide accommodation space for Brooklands as an estuary will be a key planning and community challenge, as Environment Canterbury begins the engagement for the review of its Regional Coastal Plan. There is also a requirement to safeguard its ecological health under the 2020 National Policy Statement on Freshwater Management. This will necessitate an integrated mountains to sea (ki uta ki tai) management approach as the lagoon is affected by wider catchment activities. We hope that this report will contribute to, and inform these processes by providing a comprehensive historical synthesis, and by identifying considerations for the future collaborative management of Brooklands Lagoon, and protection of its values. In essence, we suggest that Te Riu o Te Aika Kawa deserves some sustained aroha.
As the future of the world’s oil reserves becomes progressively more uncertain, it is becoming increasingly important that steps are taken to ensure that there are viable, attractive alternatives to travel by private motor vehicle. As with many of New Zealand’s major urban centres, Christchurch is still exceptionally reliant on private motor vehicles; although a significant proportion of the population indicate that they would like to cycle more, cycling is still an underutilised mode of transport. Following a series of fatal earthquakes that struck the city in 2010 and 2011, there has been the need to significantly redevelop much of the city’s horizontal infrastructure – subsequently providing the perfect platform for significant changes to be made to the road network. Many of the key planning frameworks governing the rebuild process have identified the need to improve Christchurch’s cycling facilities in order to boost cycling numbers and cyclist safety. The importance of considering future growth and travel patterns when planning for transport infrastructure has been highlighted extensively throughout literature. Accordingly, this study sought to identify areas where future cycle infrastructure development would be advantageous based on a number of population and employment projections, and likely future travel patterns throughout the city. Through the use of extensive GIS analysis, future population growth, employment and travel patterns for Christchurch city were examined in order to attain an understanding of where the current proposed major cycleways network could be improved, or extended. A range of data and network analysis were used to derive likely travel patterns throughout Christchurch in 2041. Trips were derived twice, once with a focus on simply finding the shortest route between each origin and destination, and then again with a focus on cyclist safety and areas where cyclists were unlikely to travel. It was found that although the proposed major cycleways network represents a significant step towards improving the cycling environment in Christchurch, there are areas of the city that will not be well serviced by the current proposed network in 2041. These include a number of key residential growth areas such as Halswell, Belfast and Prestons, along with a number of noteworthy key travel zones, particularly in areas close to the central city and key employment areas. Using network analysis, areas where improvements or extensions to the proposed network would be most beneficial were identified, and a number of potential extensions in a variety of areas throughout the city were added to the network of cycle ways. Although it has been found that filling small gaps in the network can have considerable positive outcomes, results from the prioritisation analysis suggested that initially in Christchurch demand is likely to be for more substantial extensions to the proposed major cycleways network.
One of the less understood geotechnical responses to the cyclic loading from the MW6.2 Christchurch Earthquake, on the 22nd of February 2011, is the fissuring in the loessial soil-mantled, footslope positions of the north-facing valleys of the Port Hills. The fissures are characterized by mostly horizontal offset (≤500mm), with minor vertical displacement (≤300mm), and they extend along both sides of valleys for several hundred metres in an approximately contour-parallel orientation. The fissure traces correspond to extensional features mapped in other studies. Previous studies have suggested that the fissures are the headscarps of incipient landslides, but the surface and subsurface features are not typical of landslide movement. Whilst there are some features that correlate with landslide movement, there are many features that contradict the landslide movement hypothesis. Of critical importance to this investigation was the fact that there are no landslide flanks, there has been no basal shear surface found, there is little deformation in the so-called ‘landslide body’, and there have been no recorded zones of low shear strength in the soil deposit that are indicative of a basal shear surface. This thesis is a detailed geotechnical study on the fissures along part of Ramahana Road in the Hillsborough Valley, Christchurch. Shallow and deep investigation methods found that the predominant soil is loess-colluvium, to depths of ~20m, and this soil has variable geotechnical characteristics depending on the layer sampled. The factor that has the most influence on shear strength was found to be the moisture content. Direct shear-box testing of disturbed, recompacted loess-colluvium found that the soil had a cohesion of 35-65kPa and a friction angle of 38-43° when the soil moisture content was at 8-10%. However when the moisture content was at 19-20% the soil’s cohesion decreased to 3-5kPa and its friction angle decreased to 33-38°, this moisture content is at or slightly above the plastic limit. An electrical resistivity geophysical survey was conducted perpendicular to multiple fissure traces and through the compressional zone at 17 Ramahana Road. The electrical resistivity line found that there was an area of high resistivity at the toe of the slope, and an area of high conductivity downslope of this and at greater depths. This area correlated to the compressional zone recorded by previous studies. Moisture content testing of the soil in these locations showed that the soil in the resistive area was relatively dry (9%) compared to the surrounding soil (13%), whilst the soil in the conductive area was relatively wet (22%)compared to the surrounding soil (19%). Density tests of the soil in the compressional zone recorded that the resistive area had a higher dry density than the surrounding soil (~1790 kg/m3 compared to ~1650 kg/m3). New springs arose downslope of the compressional zone contemporaneously with the fissures, and it is interpreted that these have arisen from increased hydraulic head in the Banks Peninsula bedrock aquifer system, and earthquake induced-bedrock fracturing. A test pit was dug across an infilled fissure trace at 17 Ramahana Road to a depth of 3m. The fissure trace had an aperture of 450-470mm at the ground surface, but it gradually lost aperture with depth until 2.0-2.1m where it became a segmented fissure trace with 1-2mm aperture. A mixed-colluvium layer was intercepted by the fissure trace at 2.4m depth, and there was no observable vertical offset of this layer. The fissure trace was at an angle of 78° at the ground surface, but it also flattened with depth, which gave it a slightly curved appearance. The fissure trace was at an assumed angle of 40-50° near the base of the test pit. Rotational slide, translational slide and lateral spread landslide movement types were compared and contrasted as possibilities for landslide movement types, whilst an alternative hypothesis was offered that the fissures are tensile failures with a quasi-toppling motion involving a cohesive block of loessial soil moving outwards from the slope, with an accommodating compressional strain in the lower less cohesive soil. The mechanisms behind this movement are suggested to be the horizontal earthquake inertia forces from the Christchurch Earthquake, the static shear stress of the slope, and bedrock uplift of the Port Hills in relation to the subsidence of the Christchurch city flatlands. Extremely high PGA is considered to be a prerequisite to the fissure trace development, and these can only be induced in the Hillsborough Valley from a Port Hills Fault rupture, which has a recurrence interval of ~10,000 years. The current understanding of how the loess-colluvium soil would behave under cyclic loading is limited, and the mechanisms behind the suggested movement type are not completely understood. Further research is needed to confirm the proposed mechanism of the fissure traces. Laboratory tests such as the cyclic triaxial and cyclic shear test would be beneficial in future research to quantitatively test how the soil behaves under cyclic loading at various moisture contents and clay contents, and centrifuge experiments would be of great use to qualitatively test the suggested mode of movement in the loessial soil.
In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. A buckling-restrained braced frame (BRBF) is a structural bracing system that provides lateral strength and stiffness to buildings and bridges. They were first developed in Japan in the 1970s (Watanabe et al. 1973, Kimura et al. 1976) and gained rapid acceptance in the United States after the Northridge earthquake in 1994 (Bruneau et al. 2011). However, it was not until the Canterbury earthquakes of 2010/2011, that the New Zealand construction market saw a significant uptake in the use of buckling-restrained braces (BRBs) in commercial buildings (MacRae et al. 2015). In New Zealand there is not yet any documented guidance or specific instructions in regulatory standards for the design of BRBFs. This makes it difficult for engineers to anticipate all the possible stability and strength issues within a BRBF system and actively mitigate them in each design. To help ensure BRBF designs perform as intended, a peer review with physical testing are needed to gain building compliance in New Zealand. Physical testing should check the manufacturing and design of each BRB (prequalification testing), and the global strength and stability of each BRB its frame (subassemblage testing). However, the financial pressures inherent in commercial projects has led to prequalification testing (BRB only testing) being favoured without adequate design specific subassemblage testing. This means peer reviewers have to rely on BRB suppliers for assurances. This low regulation environment allows for a variety of BRBF designs to be constructed without being tested or well understood. The concern is that there may be designs that pose risk and that issues are being overlooked in design and review. To improve the safety and design of BRBFs in New Zealand, this dissertation studies the behaviour of BRBs and how they interact with other frame components. Presented is the experimental test process and results of five commercially available BRB designs (Chapter 2). It discusses the manufacturing process, testing conditions and limitations of observable information. It also emphasises that even though subassemblage testing is impractical, uniaxial testing of the BRB only is not enough, as this does not check global strength or stability. As an alternative to physical testing, this research uses computer simulation to model BRB behaviour. To overcome the traditional challenges of detailed BRB modelling, a strategy to simulate the performance of generic BRB designs was developed (Chapter 3). The development of nonlinear material and contact models are important aspects of this strategy. The Chaboche method is employed using a minimum of six backstress curves to characterize the combined isotropic and kinematic hardening exhibited by the steel core. A simplified approach, adequate for modelling the contact interaction between the restrainer and the core was found. Models also capture important frictional dissipation as well as lateral motion and bending associated with high order constrained buckling of the core. The experimental data from Chapter 2 was used to validate this strategy. As BRBs resist high compressive loading, global stability of the BRB and gusseted connection zone need to be considered. A separate study was conducted that investigated the yielding and buckling strength of gusset plates (Chapter 4). The stress distribution through a gusset plate is complex and difficult to predict because the cross-sectional area of gusset plate is not uniform, and each gusset plate design is unique in shape and size. This has motivated design methods that approximate yielding of gusset plates. Finite element modelling was used to study the development of yielding, buckling and plastic collapse behaviour of a brace end bolted to a series of corner gusset plates. In total 184 variations of gusset plate geometries were modelled in Abaqus®. The FEA modelling applied monotonic uniaxial load with an imperfection. Upon comparing results to current gusset plate design methods, it was found that the Whitmore width method for calculating the yield load of a gusset is generally un-conservative. To improve accuracy and safety in the design of gusset plates, modifications to current design methods for calculating the yield area and compressive strength for gusset plates is proposed. Bolted connections are a popular and common connection type used in BRBF design. Global out-of-plane stability tends to govern the design for this connection type with numerous studies highlighting the risk of instability initiated by inelasticity in the gussets, neck of the BRB end and/or restrainer ends. Subassemblage testing is the traditional method for evaluating global stability. However, physical testing of every BRBF variation is cost prohibitive. As such, Japan has developed an analytical approach to evaluate out-of-plane stability of BRBFs and incorporated this in their design codes. This analytical approach evaluates the different BRB components under possible collapse mechanisms by focusing on moment transfer between the restrainer and end of the BRB. The approach have led to strict criteria for BRBF design in Japan. Structural building design codes in New Zealand, Europe and the United States do not yet provide analytical methods to assess BRB and connection stability, with prototype/subassemblage testing still required as the primary means of accreditation. Therefore it is of interest to investigate the capability of this method to evaluate stability of BRBs designs and gusset plate designs used in New Zealand (including unstiffened gusset connection zones). Chapter 5 demonstrates the capability of FEA to study to the performance of a subassemblage test under cyclic loading – resembling that of a diagonal ground storey BRBF with bolted connections. A series of detailed models were developed using the strategy presented in Chapter 3. The geometric features of BRB 6.5a (Chapter 2) were used as a basis for the BRBs modelled. To capture the different failure mechanisms identified in Takeuchi et al. (2017), models varied the length that the cruciform (non-yielding) section inserts into the restrainer. Results indicate that gusset plates designed according to New Zealand’s Steel Structures Standard (NZS 3404) limit BRBF performance. Increasing the thickness of the gusset plates according to modifications discussed in Chapter 4, improved the overall performance for all variants (except when Lin/ Bcruc = 0.5). The effect of bi-directional loading was not found to notably affect out-of-plane stability. Results were compared against predictions made by the analytical method used in Japan (Takeuchi method). This method was found to be generally conservative is predicting out-of-plane stability of each BRBF model. Recommendations to improve the accuracy of Takeuchi’s method are also provided. The outcomes from this thesis should be helpful for BRB manufacturers, researchers, and in the development of further design guidance of BRBFs.

The presentation is titled, "Resilience, Poverty, and Seismic Culture".The abstract for this presentation reads as follows: A strategy of resilience is built around the recognition that effective emergency response requires community involvement and mobilization. It further recognizes that many of the characteristics that equip communities to respond most effectively to short term emergencies are also characteristics that build strong communities over the long term. Building resilient communities means integrating our approaches to poverty, community engagement, economic development, and housing into a coherent strategy that empowers community members to engage with each other and with other communities. In this way, resilience becomes a complementary concept to sustainability. This requires an asset-based change strategy where external agencies meet communities where they are, in their own space, and use collective impact approaches to work in partnership. This also requires understanding and assessing poverty, including physical, financial, and social capital in their myriad manifestations. Poverty is not exclusively a matter of class. It is a complex subject, and different communities manifest multiple versions of poverty, which must be respected and understood through the asset-based lens. Resilience is a quality of a community and a system, and develops over time as a result of careful analysis of strengths and vulnerabilities and taking actions to increase competencies and reduce risk situations. Resilience requires maintenance and must be developed in a way that includes practicing continuous improvement and adaptation. The characteristics of a resilient community include both physical qualities and 'soft infrastructure', such as community knowledge, resourcefulness, and overall health. This presentation reviews the experience of some earlier disasters, outlines a working model of how emergency response, resilience, and poverty interact and can be addressed in concert, and concludes with a summary of what the 2010 Chilean earthquake tells us about how a 'seismic culture' can function effectively in communities even when government suffers from unexpected shortcomings.

McFarlane is a Professor of Psychiatry at the University of Adelaide and the Heady of the Centre for Traumatic Stress Studies. The presentation is titled, "Holding onto the Lessons Disasters Teach".The abstract for this presentation reads as follows: Disasters are sentinel points in the life of the communities affected. They bring an unusual focus to community mental health. In so doing, they provide unique opportunities for better understanding and caring for communities. However, one of the difficulties in the disaster field is that many of the lessons from previous disasters are frequently lost. If anything, Norris (in 2006) identified that the quality of disaster research had declined over the previous 25 years. What is critical is that a longitudinal perspective is taken of representative cohorts. Equally, the impact of a disaster should always be judged against the background mental health of the communities affected, including emergency service personnel. Understandably, many of those who are particularly distressed in the aftermath of a disaster are people who have previously experienced a psychiatric disorder. It is important that disaster services are framed against knowledge of this background morbidity and have a broad range of expertise to deal with the emerging symptoms. Equally, it is critical that a long-term perspective is considered rather than short-term support that attempts to ameliorate distress. Future improvement of disaster management depends upon sustaining a body of expertise dealing with the consequences of other forms of traumatic stress such as accidents. This expertise can be redirected to co-ordinate and manage the impact of larger scale events when disasters strike communities. This presentation will highlight the relevance of these issues to the disaster planning in a country such as New Zealand that is prone to earthquakes.
During many years the analysis of some geophysical results of Charles Darwin was being carried out in Department. Darwin has connected almost 200 years ago results of catastrophic earthquakes with vertical movement of a surface of the Earth. Usually this movement less horizontal movement and its influence on destruction of cities is not considered. Earthquake hazard assessment studies were focused usually on the horizontal ground motion. Effects of the strong vertical motion were not, practically, discussed. The margins of safety against gravity-induced static vertical forces in constructed buildings usually provide adequate resistance to dynamic forces induced by the vertical acceleration during an earthquake. However, the earthquake in Christchurch is an example of the vertical seismic shock . The earthquake magnitude was rather small - nearby 6.3. However, the result was catastrophic. The same took place in 1835. It allowed to Darwin to formulate a few great ideas. Charles Darwin has explained qualitatively results of an interaction of huge seismic waves with volcanoes and the nature of volcanism and seismicity of our planet. These important data of Charles Darwin became very actual recently. It is possible to tell also the same about tsunami and extreme ocean waves described by Charles Darwin. Therefore this data were analyzed using modern mechanics, mathematics and physics in Department. In particular, the theory of catastrophic waves was developed based on Darwin's data. The theory tried to explain occurrence, evolution and distribution the catastrophic waves in various natural systems, since atoms, oceans, surfaces of the Earth and up to the very early Universe. Some results of the research were published in prestigious magazines. Later they were presented in two books devoted to Charles Darwin's anniversary (2009). Last from them was published in Russian (2011). We give here key ideas of this research which is a part of interdisciplinary researches of Department. Some ideas are discussed. Not less important purpose is very short historical review of some researches of Darwin. In particular, we underline Darwin' priority in the formulation of the bases of Dynamics Earth.
New Zealand’s stock of unreinforced masonry (URM) bearing wall buildings was principally constructed between 1880 and 1935, using fired clay bricks and lime or cement mortar. These buildings are particularly vulnerable to horizontal loadings such as those induced by seismic accelerations, due to a lack of tensile force-resisting elements in their construction. The poor seismic performance of URM buildings was recently demonstrated in the 2011 Christchurch earthquake, where a large number of URM buildings suffered irreparable damage and resulted in a significant number of fatalities and casualties. One of the predominant failure modes that occurs in URM buildings is diagonal shear cracking of masonry piers. This diagonal cracking is caused by earthquake loading orientated parallel to the wall surface and typically generates an “X” shaped crack pattern due to the reversed cyclic nature of earthquake accelerations. Engineered Cementitious Composite (ECC) is a class of fiber reinforced cement composite that exhibits a strain-hardening characteristic when loaded in tension. The tensile characteristics of ECC make it an ideal material for seismic strengthening of clay brick unreinforced masonry walls. Testing was conducted on 25 clay brick URM wallettes to investigate the increase in shear strength for a range of ECC thicknesses applied to the masonry wallettes as externally bonded shotcrete reinforcement. The results indicated that there is a diminishing return between thickness of the applied ECC overlay and the shear strength increase obtained. It was also shown that, the effectiveness of the externally bonded reinforcement remained constant for one and two leaf wallettes, but decreased rapidly for wall thicknesses greater than two leafs. The average pseudo-ductility of the strengthened wallettes was equal to 220% of that of the as-built wallettes, demonstrating that ECC shotcrete is effective at enhancing both the in-plane strength and the pseudo-ductility of URM wallettes. Governor of the Reserve Bank Allan Bollard holds a spade over his shoulder and a roll of toilet paper in his hand. The little Evans man says 'What a relief!' Context - Two earthquakes and hundreds of aftershocks have hit Christchurch, the first on 4 September 2010 and a second more devastating one on 22 February 2011. Toilets have been a real problem after the earthquakes with thousands of chemical toilets and portaloos being shipped in - some people, however, use the old kiwi method of digging a long-drop in the back garden. The Reserve Bank has made a relatively large 50-point cut in its benchmark interest rate, the Official Cash Rate (from 3% to 2.5 per cent). Critics say that inflation is already running unacceptably high and there is a threat of much higher inflation in a year or two when the rebuilding of Christchurch begins to put pressure on limited resources. The Reserve Bank acknowledged these factors, but it has chosen instead to focus on the immediate impact of the earthquake on the economy and particularly on all-important business and consumer sentiment. Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observations from seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable. Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key. Although deliberation is often seen as an improvement on technocratic and expert dominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.
School travel is a major aspect of a young person’s everyday activity. The relationship between the built environment that youth experience on their way to and from school, influences a number of factors including their development, health and wellbeing. This is especially important in low income areas where the built environment is often poorer, but the need for it to be high quality and accessible is greater. This study focusses on the community of Aranui, a relatively low income suburb in Christchurch, New Zealand. It pays particular attention to Haeata Community Campus, a state school of just under 800 pupils from year one through to year thirteen (ages 5-18). The campus opened in 2017 following the closure of four local schools (three primary and one secondary), as part of the New Zealand Government’s Education Renewal scheme following the Christchurch earthquakes of 2010/11. Dedicated effort toward understanding the local built environment, and subsequent travel patterns has been argued to be insufficiently considered. The key focus of this research was to understand the importance of the local environment in encouraging active school travel. The present study combines geospatial analysis, quantitative survey software Maptionnaire, and statistical models to explore the features of the local environment that influence school travel behaviour. Key findings suggest that distance to school and parental control are the most significant predictors of active transport in the study sample. Almost 75% of students live within two kilometres of the school, yet less than 40% utilise active transport. Parental control may be the key contributing factor to the disproportionate private vehicle use. However, active school travel is acknowledged as a complex process that is the product of many individual, household, and local environment factors. To see increased active transport uptake, the local environment needs to be of greater quality. Meaning that the built environment should be improved to be youth friendly, with greater walkability and safe, accessible cycling infrastructure.
The Covid-19 pandemic has brought to the foreground the importance of social connectedness for wellbeing, at the individual, community and societal level. Within the context of the local community, pro-connection facilities are fundamental to foster community development, resilience and public health. Through identifying the gap in social connectedness literature for Māori, this has created space for new opportunities and to reflect on what is already occurring in Ōtautahi. It is well documented that Māori experience unequal societal impacts across all health outcomes. Therefore, narrowing the inequities between Māori and non-Māori across a spectrum of dimensions is a priority. Evaluating the #WellconnectedNZ project, which explores the intersections between social connection and wellbeing is one way to trigger these conversations. This was achieved by curating a dissimilar set of community pro-connection facilities and organizing them into a Geographic Information System (GIS). Which firstly involved, the collecting and processing of raw data, followed by spatial analysis through creating maps, this highlighted the alignment between the distribution of places, population and social data. Secondly, statistical analysis focusing on the relationship between deprivation and accessibility. Finally, semi-structured interviews providing perceptions of community experience. This study describes findings following a kaupapa Māori research approach. Results demonstrated that, in general some meshblocks in Ōtautahi benefit from a high level of accessibility to pro-connection facilities; but with an urban-rural gradient (as is expected, further from the central business district (CBD) are less facilities). Additionally, more-deprived meshblocks in the Southern and Eastern suburbs of Christchurch have poorer accessibility, suggesting underlying social and spatial inequalities, likely exacerbated by Covid-19 and the Christchurch earthquakes. In this context, it is timely to (re)consider pro-connection places and their role in the development of social infrastructure for connected communities, in the community facility planning space. ‘We are all interwoven, we just need to make better connections’.
This research attempts to understand how the Christchurch rebuild is promoting urban liveability in the Central City, focussing on the influence of communities and neighbourhoods in this area. To do this, gathering the perceptions of Christchurch residents through surveys, a focus group and semi-structured interviews was carried out to see what aspects they believe contribute to creating more liveable places. These methods revealed that there are pockets of neighbourhoods and communities in the inner-city, but no overall sense of community. Results from the semi-structured interviews reinforced this; the current buyers of inner-city property are in the financial position to be able to do this, and they seem to be purchasing in this area due to convenience and investment rather than to join the existing communities in the area. Analysing the survey responses from Central City residents revealed contrasting results. Those currently living in the area felt there is a sense of community in the inner-city, but these are found in pockets of neighbourhoods around the Central City rather than in the overall area. The focus group revealed that community is further prioritised later in life, and that many of the community groups in the inner-city predominantly consist of those who have lived there since before the Christchurch Earthquake Series. However, participants of all three methods believed that the Central City is slowly becoming a lively and vibrant place. To improve urban liveability in the inner-city, it seems that prioritisation of the needs of current inner-city residents is required. Improving these neighbourhoods, whether it be through the implementation of services or providing more communal spaces, is needed to create stronger communities. The feelings of place, connectedness, and belonging that arise from being part of a community or well-connected neighbourhood can improve mental health and wellbeing, ultimately enhancing the overall health of the population as well as the perceived urban liveability of the area.
Following a disaster, an organisation’s ability to recover is influenced by its internal capacities, but also by the people, organisations, and places to which it is connected. Current approaches to organisational resilience tend to focus predominantly on an organization's internal capacities and do not adequately consider the place-based contexts and networks in which it is embedded. This thesis explores how organisations’ connections may both hinder and enable organisational resilience. Organisations in the Canterbury region of New Zealand experienced significant and repeated disruptions as a result of two major earthquakes and thousands of aftershocks throughout 2010 and 2011. This thesis draws upon 32 case studies of organisations located in three severely damaged town centres in Canterbury to assess the influence that organisations’ place-based connections and relational networks had on their post-earthquake trajectories. The research has four objectives: 1) to examine the ways organisations connected to their local contexts both before and after the earthquakes, 2) to explore the characteristics of the formal and informal networks organisations used to aid their response and recovery, 3) to identify the ways organisations’ connections to their local contexts and support networks influenced their ability to recover following the earthquakes, and finally, 4) to develop approaches to assess resilience that consider these extra-organisational connections. The thesis contests the fiction that organisations recover and adapt independently from their contexts following disasters. Although organisations have a set of internal capacities that enable their post-disaster recovery, they are embedded within external structures that constrain and enable their adaptive options following a disaster. An approach which considers organisations’ contexts and networks as potential sources of organisational resilience has both conceptual and practical value. Refining our understanding of the influence of extra-organisational connections can improve our ability to explain variability in organisational outcomes following disasters and foster new ways to develop and manage organisational resilience.
“much of what we know about leadership is today redundant because it is literally designed for a different operating model, a different context, a different time” (Pascale, Sternin, & Sternin, p. 4). This thesis describes a project that was designed with a focus on exploring ways to enhance leadership capacity in non-government organisations operating in Christchurch, New Zealand. It included 20 CEOs, directors and managers from organisations that cover a range of settings, including education, recreation, and residential and community therapeutic support; all working with adolescents. The project involved the creation of a peer-supported professional learning community that operated for 14 months; the design and facilitation of which was informed by the Appreciative Inquiry principles of positive focus and collaboration. At the completion of the research project in February 2010, the leaders decided to continue their collective processes as a self-managing and sustaining professional network that has grown and in 2014 is still flourishing under the title LYNGO (Leaders of Youth focussed NGOs). Two compelling findings emerged from this research project. The first of these relates to efficacy of a complexity thinking framework to inform the actions of these leaders. The leaders in this project described the complexity thinking framework as the most relevant, resonant and dynamic approach that they encountered throughout the research project. As such this thesis explores this complexity thinking informed leadership in detail as the leaders participating in this project believed it offers an opportune alternative to more traditional forms of positional leadership and organisational approaches. This exploration is more than simply a rationale for complexity thinking but an iterative in-depth exploration of ‘complexity leadership in action’ which in Chapter 6 elaborates on detailed leadership tools and frameworks for creating the conditions for self-organisation and emergence. The second compelling finding relates to efficacy of Appreciative Inquiry as an emergent research and development process for leadership learning. In particular the adoption of two key principles; positive focus and inclusivity were beneficial in guiding the responsive leadership learning process that resulted in a professional learning community that exhibited high engagement and sustainability. Additionally, the findings suggest that complexity thinking not only acts as a contemporary framework for adaptive leadership of organisations as stated above; but that complexity thinking has much to offer as a framework for understanding leadership development processes through the application of Appreciative Inquiry (AI)-based principles. A consideration of the components associated with complexity thinking has promise for innovation and creativity in the development of leaders and also in the creation of networks of learning. This thesis concludes by suggesting that leaders focus on creating hybrid organisations, ones which leverage the strengths (and minimise the limitations) of self-organising complexity-informed organisational processes, while at the same time retaining many of the strengths of more traditional organisational management structures. This approach is applied anecdotally to the place where this study was situated: the post-earthquake recovery of Christchurch, New Zealand.
