This presentation discusses recent empirical ground motion modelling efforts in New Zealand. Firstly, the active shallow crustal and subduction interface and slab ground motion prediction equations (GMPEs) which are employed in the 2010 update of the national seismic hazard model (NSHM) are discussed. Other NZ-specific GMPEs developed, but not incorporated in the 2010 update are then discussed, in particular, the active shallow crustal model of Bradley (2010). A brief comparison of the NZ-specific GMPEs with the near-source ground motions recorded in the Canterbury earthquakes is then presented, given that these recordings collectively provide a significant increase in observed strong motions in the NZ catalogue. The ground motion prediction expert elicitation process that was undertaken following the Canterbury earthquakes for active shallow crustal earthquakes is then discussed. Finally, ongoing GMPE-related activities are discussed including: ground motion and metadata database refinement, improved site characterization of strong motion station, and predictions for subduction zone earthquakes.
In this paper, we perform hybrid broadband (0-10 Hz) ground motion simulations for the ten most significant events (Mw 4.7-7.1) in the 2010-2011 Canterbury earthquake sequence. Taking advantage of having repeated recordings at same stations, we validate our simulations using both recordings and an empirically-developed ground motion prediction equation (GMPE). The simulation clearly captures the sedimentary basin amplification and the rupture directivity effects. Quantitative comparisons of the simulations with both recordings and the GMPE, as well as analyses of the total residuals (indicating model bias) show that simulations perform better than the empirical GMPE, especially for long period. To scrutinize the ground motion variability, we partitioned the total residuals into different components. The total residual appears to be unbiased, and the use of a 3D velocity structure reduces the long period systematic bias particularly for stations located close to the Banks Peninsula volcanic area.

Recent severe earthquakes, such as Christchurch earthquake series, worldwide have put emphasis on building resilience. In resilient systems, not only life is protected, but also undesirable economic effects of building repair or replacement are minimized following a severe earthquake. Friction connections are one way of providing structure resilience. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs), and the symmetric friction connections (SFCs) in braces of the braced frames. Experimental and numerical studies on components have been conducted internationally. However, actual building performance depends on the many interactions, occurring within a whole building system, which may be difficult to determine accurately by numerical modelling or testing of structural components alone. Dynamic inelastic testing of a full-scale multi-storey composite floor building with full range of non-structural elements (NSEs) has not yet been performed, so it is unclear if surprises are likely to occur in such a system. A 9 m tall three-storey configurable steel framed composite floor building incorporating friction-based connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. Beams and columns are designed to remain elastic during an earthquake event, with all non-linear behaviour occurring through stable sliding frictional behaviour, dissipating energy by SHJAFCs used in MRFs and SFCs in braced frames, with and without Belleville springs. Structural systems are configurable, allowing different moment and braced frame structural systems to be tested in two horizontal directions. In some cases, these systems interact with rocking frame or rocking column system in orthogonal directions subjected to unidirectional and bidirectional horizontal shaking. The structure is designed and detailed to undergo, at worst, minor damage under series of severe earthquakes. NSEs applied include precast-concrete panels, glass curtain walling, internal partitions, suspended ceilings, fire sprinkler piping as well as some other common contents. Earthquake Engineering is facing an extraordinarily challenging era, the ultimate target being set at increasingly higher levels by the demanding expectations of our modern society. The renewed challenge is to be able to provide low-cost, thus more widely affordable, high-seismic-performance structures capable of sustaining a design level earthquake with limited or negligible damage, minimum disruption of business (downtime) or, in more general terms, controllable socio-economical losses. The Canterbury earthquakes sequence in 2010-2011 has represented a tough reality check, confirming the current mismatch between societal expectations over the reality of seismic performance of modern buildings. In general, albeit with some unfortunate exceptions, modern multi-storey buildings performed as expected from a technical point of view, in particular when considering the intensity of the shaking (higher than new code design) they were subjected to. As per capacity design principles, plastic hinges formed in discrete regions, allowing the buildings to sway and stand and people to evacuate. Nevertheless, in many cases, these buildings were deemed too expensive to be repaired and were consequently demolished. Targeting life-safety is arguably not enough for our modern society, at least when dealing with new building construction. A paradigm shift towards damage-control design philosophy and technologies is urgently required. This paper and the associated presentation will discuss motivations, issues and, more importantly, cost-effective engineering solutions to design buildings capable of sustaining low-level of damage and thus limited business interruption after a design level earthquake. Focus will be given to the extensive research and developments in jointed ductile connections based upon controlled rocking & dissipating mechanisms for either reinforced concrete and, more recently, laminated timber structures. An overview of recent on-site applications of such systems, featuring some of the latest technical solutions developed in the laboratory and including proposals for the rebuild of Christchurch, will be provided as successful examples of practical implementation of performance-based seismic design theory and technology.
Disasters can create the equivalent of 20 years of waste in only a few days. Disaster waste can have direct impacts on public health and safety, and on the environment. The management of such waste has a great direct cost to society in terms of labor, equipment, processing, transport and disposal. Disaster waste management also has indirect costs, in the sense that slow management can slow down a recovery, greatly affecting the ability of commerce and industry to re-start. In addition, a disaster can lead to the disruption of normal solid waste management systems, or result in inappropriate management that leads to expensive environmental remediation. Finally, there are social impacts implicit in disaster waste management decisions because of psychological impact we expect when waste is not cleared quickly or is cleared too quickly. The paper gives an overview of the challenge of disaster waste management, examining issues of waste quantity and composition; waste treatment; environmental, economic, and social impacts; health and safety matters; and planning. Christchurch, New Zealand, and the broader region of Canterbury were impacted during this research by a series of shallow earthquakes. This has led to the largest natural disaster emergency in New Zealand’s history, and the management of approximately 8 million tons of building and infrastructure debris has become a major issue. The paper provides an overview of the status of disaster waste management in Christchurch as a case study. A key conclusion is the vital role of planning in effective disaster waste management. In spite of the frequency of disasters, in most countries the ratio of time spent on planning for disaster waste management to the time spent on normal waste management is extremely low. Disaster waste management also requires improved education or training of those involved in response efforts. All solid waste professionals have a role to play to respond to the challenges of disaster waste management.
This study analyses the Earthquake Commission’s (EQC) insurance claims database to investigate the influence of seismic intensity and property damage resulting from the Canterbury Earthquake Sequence (CES) on the repair costs and claim settlement duration for residential buildings. Firstly, the ratio of building repair cost to its replacement cost was expressed as a Building Loss Ratio (BLR), which was further extended to Regional Loss Ratio (RLR) for greater Christchurch by multiplying the average of all building loss ratios with the proportion of building stock that lodged an insurance claim. Secondly, the total time required to settle the claim and the time taken to complete each phase of the claim settlement process were obtained. Based on the database, the regional loss ratio for greater Christchurch for three events producing shakings of intensities 6, 7, and 8 on the modified Mercalli intensity scale were 0.013, 0.066, and 0.171, respectively. Furthermore, small (less than NZD15,000), medium (between NZD15,000 and NZD100,000), and large (more than NZD100,000) claims took 0.35-0.55, 1.95-2.45, and 3.35-3.85 years to settle regardless of the building’s construction period and earthquake intensities. The number of claims was also disaggregated by various building characteristics to evaluate their relative contribution to the damage and repair costs.
The city of Christchurch and its surrounds experienced widespread damage due to soil liquefaction induced by seismic shaking during the Canterbury earthquake sequence that began in September 2010 with the Mw7.1 Darfield earthquake. Prior to the start of this sequence, the city had a large network of strong motion stations (SMSs) installed, which were able to record a vast database of strong ground motions. This paper uses this database of strong ground motion recordings, observations of liquefaction manifestation at the ground surface, and data from a recently completed extensive geotechnical site investigation program at each SMS to assess a range of liquefaction evaluation procedures at the four SMSs in the Christchurch Central Business District (CBD). In general, the characteristics of the accelerograms recorded at each SMS correlated well with the liquefaction evaluation procedures, with low liquefaction factors of safety predicted at sites with clear liquefaction identifiers in the ground motions. However, at sites that likely liquefied at depth (as indicated by evaluation procedures and/or inferred from the characteristics of the recorded surface accelerograms), the presence of a non-liquefiable crust layer at many of the SMS locations prevented the manifestation of any surface effects. Because of this, there was not a good correlation between surface manifestation and two surface manifestation indices, the Liquefaction Potential Index (LPI) and the Liquefaction Severity Number (LSN).
The Canterbury earthquakes, which involved widespread damage in the February 2011 event and ongoing aftershocks near the Christchurch central business district (CBD), presented decision-makers with many recovery challenges. This paper identifies major government decisions, challenges, and lessons in the early recovery of Christchurch based on 23 key-informant interviews conducted 15 months after the February 2011 earthquake. It then focuses on one of the most important decisions – maintaining the cordon around the heavily damaged CBD – and investigates its impacts. The cordon displaced 50,000 central city jobs, raised questions about (and provided new opportunities for) the long-term viability of downtown, influenced the number and practice of building demolitions, and affected debris management; despite being associated with substantial losses, the cordon was commonly viewed as necessary, and provided some benefits in facilitating recovery. Management of the cordon poses important lessons for planning for catastrophic urban earthquakes around the world.
The extent of liquefaction in the eastern suburbs of Christchurch (Aranui, Bexley, Avonside, Avonhead and Dallington) from the February 22 2011 Earthquake resulted in extensive damage to in-ground waste water pipe systems. This caused a huge demand for portable toilets (or port-a-loos) and companies were importing them from outside Canterbury and in some instances from Australia. However, because they were deemed “assets of importance” under legislation, their allocation had to be coordinated by Civil Defence and Emergency Management (CDEM). Consequently, companies supplying them had to ignore requests from residents, businesses and rest homes; and commitments to large events outside of the city such as the Hamilton 400 V8 Supercars and the Pasifika Festival in Auckland were impacted. Frustrations started to show as neighbourhoods questioned the equity of the port-a-loos distribution. The Prime Minister was reported as reassuring citizens in the eastern suburbs in the first week of March that1 “a report about the distribution of port-a-loos and chemical toilets shows allocation has been fair. Key said he has asked Civil Defence about the distribution process and where the toilets been sent. He said there aren’t enough for the scale of the event but that is quickly being rectified and the need for toilets is being reassessed all the time.” Nonetheless, there still remained a deep sense of frustration and exclusion over the equity of the port-a-loos distribution. This study took the simple approach of mapping where those port-a-loos were on 11-12 March for several areas in the eastern suburbs and this suggested that their distribution was not equitable and was not well done. It reviews the predictive tools available for estimating damage to waste water pipes and asks the question could this situation have been better planned so that pot-a-loo locations could have been better prioritised? And finally it reviews the integral roles of communication and monitoring as part of disaster management strategy. The impression from this study is that other New Zealand urban centres could or would also be at risk and that work is need to developed more rational management approaches for disaster planning.
This report discusses the experiences gained and lessons learned during a project management internship in post-earthquake Christchurch as part of the construction industry and rebuild effort.
Shaking table testing of a full-scale three storey resilient and reparable complete composite steel framed building system is being conducted. The building incorporates a number of interchangeable seismic resisting systems of New Zealand and Chinese origin. The building has a steel frame and cold formed steel-concrete composite deck. Energy is dissipated by means of friction connections. These connections are arranged in a number of structural configurations. Typical building non-skeletal elements (NSEs) are also included. Testing is performed on the Jiading Campus shaking table at Tongji University, Shanghai, China. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including the BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. This paper provides a general overview of the project describing a number of issues encountered in the planning of this programme including issues related to international collaboration, the test plan, and technical issues.
After a high-intensity seismic event, inspections of structural damages need to be carried out as soon as possible in order to optimize the emergency management, as well as improving the recovery time. In the current practice, damage inspections are performed by an experienced engineer, who physically inspect the structures. This way of doing not only requires a significant amount of time and high skilled human resources, but also raises the concern about the inspector’s safety. A promising alternative is represented using new technologies, such as drones and artificial intelligence, which can perform part of the damage classification task. In fact, drones can safely access high hazard components of the structures: for instance, bridge piers or abutments, and perform the reconnaissance by using highresolution cameras. Furthermore, images can be automatically processed by machine learning algorithms, and damages detected. In this paper, the possibility of applying such technologies for inspecting New Zealand bridges is explored. Firstly, a machine-learning model for damage detection by performing image analysis is presented. Specifically, the algorithm was trained to recognize cracks in concrete members. A sensitivity analysis was carried out to evaluate the algorithm accuracy by using database images. Depending on the confidence level desired,i.e. by allowing a manual classification where the alghortim confidence is below a specific tolerance, the accuracy was found reaching up to 84.7%. In the second part, the model is applied to detect the damage observed on the Anzac Bridge (GPS coordinates -43.500865, 172.701138) in Christchurch by performing a drone reconnaissance. Reults show that the accuracy of the damage detection was equal to 88% and 63% for cracking and spalling, respectively.

Anyone keeping a global tally of recent disasters is likely to be asking: What role will the hazards and disasters of coastal plains play in the lives and economies of 21st century humanity? In this article, we reflect on this question using examples of how different types of coastal land performed during the Christchurch and other earthquake events to examine the complex of coastal-tectonic hazards that are being constructed in the Tokyo megacity
Liquefaction-induced lateral spreading in Christchurch and surrounding suburbs during the recent Canterbury Earthquake Sequence (2010-2011) caused significant damage to structures and lifelines located in close proximity to streams and rivers. Simplified methods used in current engineering practice for predicting lateral ground displacements exhibit a high degree of epistemic uncertainty, but provide ‘order of magnitude’ estimates to appraise the hazard. We wish to compare model predictions to field measurements in order to assess the model’s capabilities and limitations with respect to Christchurch conditions. The analysis presented focuses on the widely-used empirical model of Youd et al. (2002), developed based on multi-linear regression (MLR) of case history data from lateral spreading occurrence in Japan and the US. Two issues arising from the application of this model to Christchurch were considered: • Small data set of Standard Penetration Test (SPT) and soil gradation indices (fines content FC, and mean grain size, D50) required for input. We attempt to use widely available CPT data with site specific correlations to FC and D50. • Uncertainty associated with the model input parameters and their influence on predicted displacements. This has been investigated for a specific location through a sensitivity analysis.
Since September 2010 Christchurch, New Zealand, has experienced a number of significant earthquakes. In addition to loss of life, this has resulted in significant destruction to infrastructure, including road corridors; and buildings, especially in the central city, where it has been estimated that 60% of buildings will need to be rebuilt. The rebuild and renewal of Christchurch has initially focused on the central city under the direction of the Christchurch City Council. This has seen the development of a draft Central City Plan that includes a number of initiatives that should encourage the use of the bicycle as a mode of transport. The rebuild and renewal of the remainder of the city is under the jurisdiction of a specially set up authority, the Christchurch Earthquake Recovery Authority (CERA). CERA reports to an appointed Minister for Canterbury Earthquake Recovery, who is responsible for coordinating the planning, spending, and actual rebuilding work needed for the recovery. Their plans for the renewal and rebuild of the remainder of the city are not yet known. This presentation will examine the potential role of the bicycle as a mode of transport in a rebuilt Christchurch. The presentation will start by describing the nature of damage to Christchurch as a result of the 2010 and 2011 earthquakes. It will then review the Central City Plan (the plan for the rebuild and renewal for central Christchurch) focusing particularly on those aspects that affect the role of the bicycle. The potential for the success of this plan will be assessed. It will specifically reflect on this in light of some recent research in Christchurch that examined the importance of getting infrastructure right if an aim of transport planning is to attract new people to cycle for utilitarian reasons.
