Scaffolding that has been constructed on the Manchester Street face of the Octagon Live Restaurant (formerly Trinity Church), which is being repaired. Masonry has fallen from one of the building's gables, and the resultant gap has been weather proofed with plywood and a tarpaulin. The site has been enclosed in a safety fence that cuts off one lane of the road.

In the wake of the Canterbury earthquakes, one of the biggest threats to our heritage buildings is the risk of earthquakes and the associated drive to strengthen or demolish buildings. Can Small Town NZ balance the requirements of the EQPB legislation and economic realities of their places? The government’s priority is on safety of building occupants and citizens in the streets. However, maintaining and strengthening privately-owned heritage buildings is often cost prohibitive. Hence, heritage regulation has frequently been perceived as interfering with private property rights, especially when heritage buildings occupy a special place in the community becoming an important place for people (i.e. public benefits are larger than private). We investigate several case studies where building owners have been given green light to demolish heritage listed buildings to make way for modern developments. In two of the case studies developers provided evidence of unaffordable strengthening costs. A new trend that has emerged is a voluntary offer of contributing to an incentive fund to assist with heritage preservation of other buildings. This is a unique example where private owners offer incentives (via council controlled organisations) instead of it being purely the domain of the central or local governments.

The city of Christchurch has experienced over 10,000 aftershocks since the 4th of September 2010 earthquake of which approximately 50 have been greater than magnitude 5. The damage caused to URM buildings in Christchurch over this sequence of earthquakes has been well documented. Due to the similarity in age and construction of URM buildings in Adelaide, South Australia and Christchurch (they are sister cities, of similar age and heritage), an investigation was conducted to learn lessons for Adelaide based on the Christchurch experience. To this end, the number of URM buildings in the central business districts of both cities, the extent of seismic strengthening that exists in both cities, and the relative earthquake hazards for both cities were considered. This paper will report on these findings and recommend strategies that the city of Adelaide could consider to significantly reduce the seismic risk posed by URM buildings in future earthquake.

A video of the keynote-presentation by Dr Jeanne LeBlanc, Registered Psychologist, during the second plenary of the 2016 People in Disasters Conference. LeBlanc is a Registered Psychologist, specialising in Clinical Neuropsychology and Rehabilitation. She is the British Columbia Psychological Association (BCPA) Representative for the American Psychological Associate State, Territorial and Provincial Disaster Response Network, and has also been appointed as the Behavioural Health Liaison to the American Board of Disaster Medicine. The presentation is titled, "Machetes and Breadfruit: Medical disaster response challenges in unstable settings".The abstract for this presentation reads as follows: The January 2010 earthquake in Haiti resulted in a massive response to a setting which was already fraught with danger, causing a number of personal, logistical, and safety challenges to responding medical teams. This presentation will provide a first-person account of this experience from the perspective of a behavioural health professional, whose responsibility was both the overall emotional wellbeing of the medical responders, as well as those impacted by the quake. Unique 'lessons learned' by these response teams will be highlighted, and recommendations will be provided for responders considering deploying to future events in highly unstable areas.

Disasters are a critical topic for practitioners of landscape architecture. A fundamental role of the profession is disaster prevention or mitigation through practitioners having a thorough understanding of known threats. Once we reach the ‘other side’ of a disaster – the aftermath – landscape architecture plays a central response in dealing with its consequences, rebuilding of settlements and infrastructure and gaining an enhanced understanding of the causes of any failures. Landscape architecture must respond not only to the physical dimensions of disaster landscapes but also to the social, psychological and spiritual aspects. Landscape’s experiential potency is heightened in disasters in ways that may challenge and extend the spectrum of emotions. Identity is rooted in landscape, and massive transformation through the impact of a disaster can lead to ongoing psychological devastation. Memory and landscape are tightly intertwined as part of individual and collective identities, as connections to place and time. The ruptures caused by disasters present a challenge to remembering the lives lost and the prior condition of the landscape, the intimate attachments to places now gone and even the event itself.

This poster discusses several possible approaches by which the nonlinear response of surficial soils can be explicitly modelled in physics-based ground motion simulations, focusing on the relative advantages and limitations of the various methodologies. These methods include fully-coupled 3D simulation models that directly allow soil nonlinearity in surficial soils, the domain reduction method for decomposing the physical domain into multiple subdomains for separate simulation, conventional site response analysis uncoupled from the simulations, and finally, the use of simple empirically based site amplification factors We provide the methodology for an ongoing study to explicitly incorporate soil nonlinearity into hybrid broadband simulations of the 2010-2011 Canterbury, New Zealand earthquakes.

Motivation This poster aims to present fragility functions for pipelines buried in liquefaction-prone soils. Existing fragility models used to quantify losses can be based on old data or use complex metrics. Addressing these issues, the proposed functions are based on the Christchurch network and soil and utilizes the Canterbury earthquake sequence (CES) data, partially represented in Figure 1. Figure 1 (a) presents the pipe failure dataset, which describes the date, location and pipe on which failures occurred. Figure 1 (b) shows the simulated ground motion intensity median of the 22nd February 2011 earthquake. To develop the model, the network and soil characteristics have also been utilized.
