Increasingly, economic, political and human crises, along with natural disasters, constitute a recurrent reality around the world. The effect of large-scale disaster and economic disruption are being felt far and wide and impacting libraries in diverse ways. Libraries are casualties of natural disasters, from earthquakes to hurricanes, as well as civil unrest and wars. Sudden cuts in library budgets have resulted in severe staff reductions, privatization and even closures. The presenters share their experiences about how they have prepared for or coped with profound change.

The September and February earthquakes were terrifying and devastating. In February, 185 people were killed (this number excludes post earthquake related deaths) and several thousand injured. Damage to infrastructure above and below ground in and around Christchurch was widespread and it will take many years and billions of dollars to rebuild. The ongoing effects of the big quakes and aftershocks are numerous, with the deepest impact being on those who lost family and friends, their livelihoods and homes. What did Cantabrians do during the days, weeks and months of uncertainty and how have we responded? Many grieved, some left, some stayed, some arrived, many shovelled (liquefaction left thousands of tons of silt to be removed from homes and streets), and some used their expertise or knowledge to help in the recovery. This book highlights just some of the projects staff and students from The Faculty of Environment, Society and Design have been involved in from September 2010 to October 2012. The work is ongoing and the plan is to publish another book to document progress and new projects.

A linear and non-linear model are developed to analyze the structural impact and response of two single degree of freedom structures, representing adjacent buildings or bridge sections. Different impact coefficients of restitution, normalized distances between structures and a range of different structural periods are considered. The probability of impact and the displacement changes that can result from these collisions are computed. The likelihood of an increase in displacement is quantified in a probabilistic sense. A full matrix of response simulations are performed to individually investigate and delineate the effects of inter-structure gap-ratio, period ratios, structural non-linearity and impact elasticity. Column inelasticity is incorporated through the use of a Ramberg-Osgood type hysteresis rule. The minimum normalized distance, or gap-ratio, required between two structures to ensure that the likelihood of increased displacement of more than 10% for either structure for 90% of the given earthquake ground motions is assessed as one of many possible design risk bounds. Increased gap ratio, defined as a percentage of spectral displacement, is shown to reduce the likelihood of impact, as well as close structural periods. Larger differences in the relative periods of the two structures were seen to significantly increase the likelihood of impact. Inclusion of column inelasticity and higher plasticity of impact reduce displacement increases from impact and thus possible further damage to the structures. Such information can be used as a guideline to manage undesirable effects of impact in design - a factor that has been observed to be very important during the recent Canterbury, New Zealand Earthquakes.

Since September 2010 Christchurch, New Zealand, has experienced a number of significant earthquakes. In addition to loss of life, this has resulted in significant destruction to infrastructure, including road corridors; and buildings, especially in the central city, where it has been estimated that 60% of buildings will need to be rebuilt. The rebuild and renewal of Christchurch has initially focused on the central city under the direction of the Christchurch City Council. This has seen the development of a draft Central City Plan that includes a number of initiatives that should encourage the use of the bicycle as a mode of transport. The rebuild and renewal of the remainder of the city is under the jurisdiction of a specially set up authority, the Christchurch Earthquake Recovery Authority (CERA). CERA reports to an appointed Minister for Canterbury Earthquake Recovery, who is responsible for coordinating the planning, spending, and actual rebuilding work needed for the recovery. Their plans for the renewal and rebuild of the remainder of the city are not yet known. This presentation will examine the potential role of the bicycle as a mode of transport in a rebuilt Christchurch. The presentation will start by describing the nature of damage to Christchurch as a result of the 2010 and 2011 earthquakes. It will then review the Central City Plan (the plan for the rebuild and renewal for central Christchurch) focusing particularly on those aspects that affect the role of the bicycle. The potential for the success of this plan will be assessed. It will specifically reflect on this in light of some recent research in Christchurch that examined the importance of getting infrastructure right if an aim of transport planning is to attract new people to cycle for utilitarian reasons.

The 4 September, 22 February, and 13 June earthquakes experienced in Canterbury, New Zealand would have been significant events individually. Together they present a complex and unprecedented challenge for Canterbury and New Zealand. The repetitive and protracted nature of these events has caused widespread building and infrastructure damage, strained organisations’ financial and human resources and challenged insurer and investor confidence. The impact of the earthquakes was even more damaging coming in the wake of the worst worldwide recession since the great depression of the 1930s. However, where there is disruption there is also opportunity. Businesses and other organisations will drive the physical, economic and social recovery of Canterbury, which will be a dynamic and long-term undertaking. Ongoing monitoring of the impacts, challenges and developments during the recovery is critical to maintaining momentum and making effective mid-course adjustments. This report provides a synthesis of research carried out by the Resilient Organisations (ResOrgs) Research Programme1 at the University of Canterbury and Recover Canterbury in collaboration with Opus Central Laboratories (part of Opus International Consultants). The report includes discussions on the general state of the economy as well as data from three surveys (two conducted by ResOrgs and one by Recover Canterbury) on business impacts of the earthquakes, population movements and related economic recovery issues.
