Numerous studies have shown that urban soils can contain elevated concentrations of heavy metals (HMs). Christchurch, New Zealand, is a relatively young city (150 years old) with a population of 390,000. Most soils in Christchurch are sub-urban, with food production in residential gardens a popular activity. Earthquakes in 2010 and 2011 have resulted in the re-zoning of 630 ha of Christchurch, with suggestions that some of this land could be used for community gardens. We aimed to determine the HM concentrations in a selection of suburban gardens in Christchurch as well as in soils identified as being at risk of HM contamination due to hazardous former land uses or nearby activities. Heavy metal concentrations in suburban Christchurch garden soils were higher than normal background soil concentrations. Some 46% of the urban garden samples had Pb concentrations higher than the residential land use national standard of 210 mg kg⁻¹, with the most contaminated soil containing 2615 mg kg⁻¹ Pb. Concentrations of As and Zn exceeded the residential land use national standards (20 mg kg⁻¹ As and 400 mg kg⁻¹ Zn) in 20% of the soils. Older neighbourhoods had significantly higher soil HM concentrations than younger neighbourhoods. Neighbourhoods developed pre-1950s had a mean Pb concentration of 282 mg kg⁻¹ in their garden soils. Soil HM concentrations should be key criteria when determining the future land use of former residential areas that have been demolished because of the earthquakes in 2010 and 2011. Redeveloping these areas as parklands or forests would result in less human HM exposure than agriculture or community gardens where food is produced and bare soil is exposed.

This panel discussion was presented by Sati Ravichandiren, President (Student Volunteer Army) The Canterbury Earthquakes Symposium, jointly hosted by the Department of the Prime Minister and Cabinet and the Christchurch City Council, was held on 29-30 November 2018 at the University of Canterbury in Christchurch. The purpose of the event was to share lessons from the Canterbury earthquakes so that New Zealand as a whole can be better prepared in future for any similar natural disasters. Speakers and presenters included Greater Christchurch Regeneration Minister, Hon Dr Megan Woods, Christchurch Mayor, Lianne Dalziel, Ngāi Tahu chief executive, Arihia Bennett, head of the public inquiry into EQC, Dame Sylvia Cartwright, urban planner specialising in disaster recovery and castrophe risk management, Dr Laurie Johnson; Christchurch NZ chief executive and former Press editor, Joanna Norris; academic researcher and designer, Barnaby Bennett; and filmmaker, Gerard Smyth. About 300 local and national participants from the public, private, voluntary sectors and academia attended the Symposium. They represented those involved in the Canterbury recovery effort, and also leaders of organisations that may be impacted by future disasters or involved in recovery efforts. The focus of the Symposium was on ensuring that we learn from the Canterbury experience and that we can apply those learnings.
Successful urban regeneration projects generate benefits that are realised over a much longer timeframe than normal market developments and benefits well beyond those that can be uplifted by a market developer. Consequently there is substantial evidence in the literature that successful place-making and urban regeneration projects are usually public-private partnerships and involve a funder, usually local or central government, willing to contribute ‘patient’ capital. Following the 2010 and 2011 earthquakes that devastated the centre of Christchurch, there was an urgent need to rebuild and revitalise the heart of the city, and increasing the number of people living in or near the city centre was seen as a key ingredient of that. In October 2010, an international competition was launched to design and build an Urban Village, a project intended to stimulate renewed residential development in the city. The competition attracted 58 entrants from around world, and in October 2013 the winning team was chosen from four finalists. However the team failed to secure sufficient finance, and in November 2015 the Government announced that the development would not proceed. The Government was unwilling or unable to recognise that an insistence on a pure market approach would not deliver the innovative sustainable village asked for in the competition brief, and failed to factor in the opportunity cost to government, local government, local businesses and the wider Christchurch community of delaying by many years the residential development of the eastern side of the city. As a result, the early vision of the vitality that a thriving residential neighbourhood would bring to the city has not yet been realised.

During the recent devastating earthquakes in Christchurch, many residential houses were damaged due to widespread liquefaction of the ground. In-situ testing is widely used as a convenient method for evaluating liquefaction potential of soils. Cone penetration test (CPT) and standard penetration test (SPT) are the two popular in situ tests which are widely used in New Zealand for site characterization. The Screw Driving Sounding (SDS) method is a relatively new operating system developed in Japan consisting of a machine that drills a rod into the ground by applying torque at seven steps of axial loading. This machine can continuously measure the required torque, load, speed of penetration and rod friction during the test, and therefore can give a clear overview of the soil profile along the depth of penetration. In this paper, based on a number of SDS tests conducted in Christchurch, a correlation was developed between tip resistance of CPT test and SDS parameters for layers consisting of different fines contents. Moreover, using the obtained correlation, a chart was proposed which relates the cyclic resistance ratio to the appropriate SDS parameter. Using the proposed chart, liquefaction potential of soil can be estimated directly using SDS data. As SDS method is simpler, faster and more economical test than CPT and SPT, it can be a reliable alternative in-situ test for soil characterization, especially in residential house constructions.
During the 21st century, New Zealand has experienced increasing public concern over the quality of the design and appearance of new developments, and their effects on the urban environment. In response to this, a number of local authorities developed a range of tools to address this issue, including urban design panels to review proposals and provide independent advice. Following the 2010 and 2011 Canterbury earthquake sequence, the commitment to achieve high quality urban design within Christchurch was given further importance, with the city facing the unprecedented challenge of rebuilding a ‘vibrant and successful city’. The rebuild and regeneration reinforced the need for independent design review, putting more focus and emphasis on the role and use of the urban design panel; first through collaboratively assisting applicants in achieving a better design outcome for their development by providing an independent set of eyes on their design; and secondly in assisting Council officers in forming their recommendations on resource consent decisions. However, there is a perception that urban design and the role of the urban design panel is not fully understood, with some stakeholders arguing that Council’s urban design requirements are adding cost and complexity to their developments. The purpose of this research was to develop a better understanding on the role of the Christchurch urban design panel post-earthquake in the central city; its direct and indirect influence on the built environment; and the deficiencies in the broader planning framework and institutional settings that it might be addressing. Ultimately, the perceived role of the Panel is understood, and there is agreement that urban design is having a positive influence on the built environment, albeit viewed differently amongst the varying groups involved. What has become clear throughout this research is that the perceived tension between the development community and urban design well and truly exists, with the urban design panel contributing towards this. This tension is exacerbated further through the cost of urban design to developers, and the drive for financial return from their investments. The panel, albeit promoting a positive experience, is simply a ‘tick box’ exercise for some, and as the research suggests, groups or professional are determining themselves what constitutes good urban design, based on their attitude, the context in which they sit and the financial constraints to incorporate good design elements. It is perhaps a bleak time for urban design, and more about building homes.
Soil Liquefaction during Recent Large-Scale Earthquakes contains selected papers presented at the New Zealand – Japan Workshop on Soil Liquefaction during Recent Large-Scale Earthquakes (Auckland, New Zealand, 2-3 December 2013). The 2010-2011 Canterbury earthquakes in New Zealand and the 2011 off the Pacific Coast of Tohoku Earthquake in Japan have caused significant damage to many residential houses due to varying degrees of soil liquefaction over a very wide extent of urban areas unseen in past destructive earthquakes. While soil liquefaction occurred in naturally-sedimented soil formations in Christchurch, most of the areas which liquefied in Tokyo Bay area were reclaimed soil and artificial fill deposits, thus providing researchers with a wide range of soil deposits to characterize soil and site response to large-scale earthquake shaking. Although these earthquakes in New Zealand and Japan caused extensive damage to life and property, they also serve as an opportunity to understand better the response of soil and building foundations to such large-scale earthquake shaking. With the wealth of information obtained in the aftermath of both earthquakes, information-sharing and knowledge-exchange are vital in arriving at liquefaction-proof urban areas in both countries. Data regarding the observed damage to residential houses as well as the lessons learnt are essential for the rebuilding efforts in the coming years and in mitigating buildings located in regions with high liquefaction potential. <b>Ōtautahi-Christchurch faces the future in an enviable position. Compared to other New Zealand cities Christchurch has lower housing costs, less congestion, and a brand-new central city emerging from the rubble of the 2011 earthquakes. ‘Room to Breathe: designing a framework for medium density housing (MDH) in Ōtautahi-Christchurch’ seeks to answer the timely question how can medium density housing assist Ōtautahi-Christchurch to respond to growth in a way that supports a well-functioning urban environment? Using research by design, the argument is made that MDH can be used to support a safe, accessible, and connected urban environment that fosters community, while retaining a level of privacy. This is achieved through designing a neighbourhood concept addressing 3 morphological scales- macro- the city; meso- the neighbourhood; and micro- the home and street. The scales are used to inform a design framework for MDH specific to Ōtautahi-Christchurch, presenting a typological concept that takes full advantage of the benefits higher density living has to offer.</b> Room to Breathe proposes repurposing underutilised areas surrounding existing mass transit infrastructure to provide a concentrated populous who do not solely rely on private vehicles for transport. By considering all morphological scales Room to Breathe provides one suggestion on how MDH could become accepted as part of a well-functioning urban environment.

We believe that, as regards residential recovery, monitoring should extend to code compliance certificates. According to figures published in 2014, only factions of repairs/rebuilds are completed with the issue of a code compliance certificate. To conclude the work to the required standard, someone must pay for the code compliance. Leaving things as they are could have serious negative consequences for the recovery and for the city as a whole. We suggest an investigation of number of outstanding code compliance certificates and that responsible parties are made to address this outstanding work. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents."

Following the Christchurch earthquake of 22 February 2011 a number of researchers were sent to Christchurch, New Zealand to document the damage to masonry buildings as part of “Project Masonry”. Coordinated by the Universities of Auckland and Adelaide, researchers came from Australia, New Zealand, Canada, Italy, Portugal and the US. The types of masonry investigated were unreinforced clay brick masonry, unreinforced stone masonry, reinforced concrete masonry, residential masonry veneer and churches; masonry infill was not part of this study. This paper focuses on the progress of the unreinforced masonry (URM) component of Project Masonry. To date the research team has completed raw data collection on over 600 URM buildings in the Christchurch area. The results from this study will be extremely relevant to Australian cities since URM buildings in New Zealand are similar to those in Australia.
The Screw Driving Sounding (SDS) method developed in Japan is a relatively new insitu testing technique to characterise soft shallow sites, typically those required for residential house construction. An SDS machine drills a rod into the ground in several loading steps while the rod is continuously rotated. Several parameters, such as torque, load and speed of penetration, are recorded at every rotation of the rod. The SDS method has been introduced in New Zealand, and the results of its application for characterising local sites are discussed in this study. A total of 164 SDS tests were conducted in Christchurch, Wellington and Auckland to validate/adjust the methodologies originally developed based on the Japanese practice. Most of the tests were conducted at sites where cone penetration tests (CPT), standard penetration tests (SPT) and borehole logs were available; the comparison of SDS results with existing information showed that the SDS method has great potential as an in-situ testing method for classifying the soils. By compiling the SDS data from 3 different cities and comparing them with the borehole logs, a soil classification chart was generated for identifying the soil type based on SDS parameters. Also, a correlation between fines content and SDS parameters was developed and a procedure for estimating angle of internal friction of sand using SDS parameters was investigated. Furthermore, a correlation was made between the tip resistance of the CPT and the SDS data for different percentages of fines content. The relationship between the SPT N value and a SDS parameter was also proposed. This thesis also presents a methodology for identifying the liquefiable layers of soil using SDS data. SDS tests were performed in both liquefied and non-liquefied areas in Christchurch to find a representative parameter and relationship for predicting the liquefaction potential of soil. Plots were drawn of the cyclic shear stress ratios (CSR) induced by the earthquakes and the corresponding energy of penetration during SDS tests. By identifying liquefied or unliquefied layers using three different popular CPT-based methods, boundary lines corresponding to the various probabilities of liquefaction happening were developed for different ranges of fines contents using logistic regression analysis, these could then be used for estimating the liquefaction potential of soil directly from the SDS data. Finally, the drilling process involved in screw driving sounding was simulated using Abaqus software. Analysis results proved that the model successfully captured the drilling process of the SDS machine in sand. In addition, a chart to predict peak friction angles of sandy sites based on measured SDS parameters for various vertical effective stresses was formulated. As a simple, fast and economical test, the SDS method can be a reliable alternative insitu test for soil and site characterisation, especially for residential house construction.
As part of the 'Project Masonry' Recovery Project funded by the New Zealand Natural Hazards Research Platform, commencing in March 2011, an international team of researchers was deployed to document and interpret the observed earthquake damage to masonry buildings and to churches as a result of the 22nd February 2011 Christchurch earthquake. The study focused on investigating commonly encountered failure patterns and collapse mechanisms. A brief summary of activities undertaken is presented, detailing the observations that were made on the performance of and the deficiencies that contributed to the damage to approximately 650 inspected unreinforced clay brick masonry (URM) buildings, to 90 unreinforced stone masonry buildings, to 342 reinforced concrete masonry (RCM) buildings, to 112 churches in the Canterbury region, and to just under 1100 residential dwellings having external masonry veneer cladding. In addition, details are provided of retrofit techniques that were implemented within relevant Christchurch URM buildings prior to the 22nd February earthquake and brief suggestions are provided regarding appropriate seismic retrofit and remediation techniques for stone masonry buildings. http://www.nzsee.org.nz/publications/nzsee-quarterly-bulletin/
Predictive modelling provides an efficient means to analyse the coastal environment and generate knowledge for long term urban planning. In this study, the numerical models SWAN and XBeach were incorporated into the ESRI ArcGIS interface by means of the BeachMMtool. This was applied to the Greater Christchurch coastal environment to simulate geomorphological evolution through hydrodynamic forcing. Simulations were performed using the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013) to determine whether the statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 are consistent with central, regional and district designations. Our results indicate that current land use zoning in Greater Christchurch is not consistent with these predictions. This is because coastal hazard risk has not been thoroughly quantified during the process of installing the Canterbury Earthquake Recovery Authority residential red zone. However, the Christchurch City Council’s flood management area does provide an extent to which managed coastal retreat is a real option. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon.
This paper shows an understanding of the availability of resources in post-disaster reconstruction and recovery in Christchurch, New Zealand following its September 4, 2010 and February 22, 2011 earthquakes. Overseas experience in recovery demonstrates how delays and additional costs may incur if the availability of resources is not aligned with the reconstruction needs. In the case of reconstruction following Christchurch earthquakes, access to normal resource levels will be insufficient. An on-line questionnaire survey, combined with in-depth interviews was used to collect data from the construction professionals that had been participated in the post-earthquake reconstruction. The study identified the resources that are subject to short supply and resourcing challenges that are currently faced by the construction industry. There was a varied degree of impacts felt by the surveyed organisations from resource shortages. Resource pressures were primarily concentrated on human resources associated with structural, architectural and land issues. The challenges that may continue playing out in the longer-term reconstruction of Christchurch include limited capacity of the construction industry, competition for skills among residential, infrastructure and commercial sectors, and uncertainties with respect to decision making. New Zealand has a long tradition of using light timber frame for construction of its domestic dwellings. After the most recent earthquakes (e.g. Canterbury earthquakes sequence), wooden residential houses showed satisfactory life safety performance. However, poor performance was reported in terms of their seismic resilience. Although numerous innovative methods to mitigate damage have been introduced to the New Zealand community in order to improve wooden house performance, these retrofit options have not been readily taken up. The low number of retrofitted wooden-framed houses leads to questions about whether homeowners are aware of the necessity of seismic retrofitting their houses to achieve a satisfactory seismic performance. This study aims to explore different retrofit technologies that can be applied to wooden-framed houses in Wellington, taking into account the need of homeowners to understand the risk, likelihood and extent of damage expected after an event. A survey will be conducted in Wellington about perceptions of homeowners towards the expected performance of their wooden-framed houses. The survey questions were designed to gain an understanding of homeowners' levels of safety and awareness of possible damage after a seismic event. Afterwards, a structural review of a sample of the houses will be undertaken to identify common features and detail potential seismic concerns. The findings will break down barriers to making improvements in the performance of wooden-framed houses and lead to enhancements in the confidence of homeowners in the event of future seismic activity. This will result in increased understanding and contribute towards an accessible knowledge base, which will possibly increase significantly the use of these technologies and avoid unnecessary economic and social costs after a seismic event.
