Non-structural elements (NSEs) have frequently proven to contribute to significant losses sustained from earthquakes in the form of damage, downtime, injury and death. In New Zealand (NZ), the 2010 and 2011 Canterbury Earthquake Sequence (CES), the 2013 Seddon and Cook Strait earthquake sequence and the 2016 Kaikoura earthquake were major milestones in this regard as significant damage to building NSEs both highlighted and further reinforced the importance of NSE seismic performance to the resilience of urban centres. Extensive damage in suspended ceilings, partition walls, façades and building services following the CES was reported to be partly due to erroneous seismic design or installation or caused by intervening elements. Moreover, the low-damage solutions developed for structural systems sometimes allow for relatively large inter-story drifts -compared to conventional designs- which may not have been considered in the seismic design of NSEs. Having observed these shortcomings, this study on suspended ceilings was carried out with five main goals: i) Understanding the seismic performance of the system commonly used in NZ; ii) Understanding the transfer of seismic design actions through different suspended ceiling components, iii) Investigating potential low-damage solutions; iii) Evaluating the compatibility of the current ceiling system with other low-damage NSEs; and iv) Investigating the application of numerical analysis to simulate the response of ceiling systems. The first phase of the study followed a joint research work between the University of Canterbury (UC) in NZ, and the Politecnico Di Milano, in Italy. The experimental ceiling component fragility curves obtained in this existing study were employed to produce analytical fragility curves for a perimeter-fixed ceiling of a given size and weight, with grid acceleration as the intensity measure. The validity of the method was proven through comparisons between this proposed analytical approach with the recommended procedures in proprietary products design guidelines, as well as experimental fragility curves from other studies. For application to engineering design practice, and using fragility curves for a range of ceiling lengths and weights, design curves were produced for estimating the allowable grid lengths for a given demand level. In the second phase of this study, three specimens of perimeter-fixed ceilings were tested on a shake table under both sinusoidal and random floor motion input. The experiments considered the relationship between the floor acceleration, acceleration of the ceiling grid, the axial force induced in the grid members, and the effect of boundary conditions on the transfer of these axial forces. A direct correlation was observed between the axial force (recorded via load cells) and the horizontal acceleration measured on the ceiling grid. Moreover, the amplification of floor acceleration, as transferred through ceiling components, was examined and found (in several tests) to be greater than the recommended factor for the design of ceilings provided in the NZ earthquake loadings standard NZS1170.5. However, this amplification was found to be influenced by the pounding interactions between the ceiling grid members and the tiles, and this amplification diminished considerably when the high frequency content was filtered out from the output time histories. The experiments ended with damage in the ceiling grid connection at an axial force similar to the capacity of these joints previously measured through static tests in phase one. The observation of common forms of damage in ceilings in earthquakes triggered the monotonic experiments carried out in the third phase of this research with the objective of investigating a simple and easily applicable mitigation strategy for existing or new suspended ceilings. The tests focused on the possibility of using proprietary cross-shaped clip elements ordinarily used to provide seismic gap as a strengthening solution for the weak components of a ceiling. The results showed that the solution was effective under both tension and compression loads through increasing load bearing capacity and ductility in grid connections. The feasibility of a novel type of suspended ceiling called fully-floating ceiling system was investigated through shaking table tests in the next phase of this study with the main goal of isolating the ceiling from the surrounding structure; thereby arresting the transfer of associated seismic forces from the structure to the ceiling. The fully-floating ceiling specimen was freely hung from the floor above lacking any lateral bracing and connections with the perimeter. Throughout different tests, a satisfactory agreement between the fully-floating ceiling response and simple pendulum theory was demonstrated. The addition of isolation material in perimeter gaps was found effective in inducing extra damping and protecting the ceiling from pounding impact; resulting in much reduced ceiling displacements and accelerations. The only form of damage observed throughout the random floor motion tests and the sinusoidal tests was a panel dislodgement observed in a test due to successive poundings between the ceiling specimen and the surrounding beams at resonant frequencies. Partition walls as the first effective NSE in direct interaction with ceilings were the topic of the final experimental phase. Low-damage drywall partitions proposed in a previous study in the UC were tested with two common forms of suspended ceiling: braced and perimeter-fixed. The experiments investigated the in-plane and out-of-plane performance of the low-damage drywall partitions, as well as displacement compatibility between these walls and the suspended ceilings. In the braced ceiling experiment, where no connection was made between ceiling grids and surrounding walls no damage in the grid system or partitions was observed. However, at high drift values panel dislodgement was observed on corners of the ceiling where the free ends of grids were not restrained against spreading. This could be prevented by framing the grid ends using a perimeter angle that is riveted only to the grid members while keeping sufficient clearance from the perimeter walls. In the next set of tests with the perimeter-fixed ceiling, no damage was observed in the ceiling system or the drywalls. Based on the results of the experiments it was concluded that the tested ceiling had enough flexibility to accommodate the relative displacement between two perpendicular walls up to the inter-storey drifts achieved. The experiments on perimeter-fixed ceilings were followed by numerical simulations of the performance of these ceilings in a finite element model developed in the structural analysis software, SAP2000. This model was relatively simple and easy to develop and was able to replicate the experimental results to a reasonable degree. Filtering was applied to the experimental output to exclude the effect of high frequency noise and tile-grid impact. The developed model generally simulated the acceleration responses well but underestimated the peak ceiling grid accelerations. This was possibly because the peak values in time histories were affected by impact occurring at very short periods. The model overestimated the axial forces in ceiling grids which was assumed to be caused by the initial assumptions made about the tributary area or constant acceleration associated with each grid line in the direction of excitation. Otherwise, the overall success of the numerical modelling in replicating the experimental results implies that numerical modelling using conventional structural analysis software could be used in engineering practice to analyse alternative ceiling geometries proposed for application to varying structural systems. This however, needs to be confirmed through similar analyses on other ceiling examples from existing instrumented buildings during real earthquakes. As the concluding part of this research the final phase addressed the issues raised following the review of existing ceiling standards and guidelines. The applicability of the research findings to current practice and their implications were discussed. Finally, an example was provided for the design of a suspended ceiling utilising the new knowledge acquired in this research.

The full scale, in-situ investigations of instrumented buildings present an excellent opportunity to observe their dynamic response in as-built environment, which includes all the real physical properties of a structure under study and its surroundings. The recorded responses can be used for better understanding of behavior of structures by extracting their dynamic characteristics. It is significantly valuable to examine the behavior of buildings under different excitation scenarios. The trends in dynamic characteristics, such as modal frequencies and damping ratios, thus developed can provide quantitative data for the variations in the behavior of buildings. Moreover, such studies provide invaluable information for the development and calibration of realistic models for the prediction of seismic response of structures in model updating and structural health monitoring studies. This thesis comprises two parts. The first part presents an evaluation of seismic responses of two instrumented three storey RC buildings under a selection of 50 earthquakes and behavioral changes after Ms=7.1 Darfield (2010) and Ms=6.3 Christchurch (2011) earthquakes for an instrumented eight story RC building. The dynamic characteristics of the instrumented buildings were identified using state-of-the-art N4SID system identification technique. Seismic response trends were developed for the three storey instrumented buildings in light of the identified frequencies and the peak response accelerations (PRA). Frequencies were observed to decrease with excitation level while no trends are discernible for the damping ratios. Soil-structure interaction (SSI) effects were also determined to ascertain their contribution in the seismic response. For the eight storey building, it was found through system identification that strong nonlinearities in the structural response occurred and manifested themselves in all identified natural frequencies of the building that exhibited a marked decrease during the strong motion duration compared to the pre-Darfield earthquakes. Evidence of foundation rocking was also found that led to a slight decrease in the identified modal frequencies. Permanent stiffness loss was also observed after the strong motion events. The second part constitutes developing and calibrating finite element model (FEM) of the instrumented three storey RC building with a shear core. A three dimensional FEM of the building is developed in stages to analyze the effect of structural, non-structural components (NSCs) and SSI on the building dynamics. Further to accurately replicate the response of the building following the response trends developed in the first part of the thesis, sensitivity based model updating technique was applied. The FEMs were calibrated by tuning the updating parameters which are stiffnesses of concrete, NSCs and soil. The updating parameters were found to generally follow decreasing trends with the excitation level. Finally, the updated FEM was used in time history analyses to assess the building seismic performance at the serviceability limit state shaking. Overall, this research will contribute towards better understanding and prediction of the behavior of structures subjected to ground motion.

The world is constantly changing. Christchurch, New Zealand, has recently experienced drastic changes after earthquakes struck the city. The earthquakes caused the city to physically shake, and the land to sink in some places and rise in others. Now further change is forcast and parts of Christchurch could be under water by 2115 according to experts. Climate change induced sea level rise is recognised as a international issue with potential impacts for coastal communities all over the world. The Chrischtchurch City Council is required to have a 100-year planning horizon for sea level rise and this means planning for at least one meter, and possibly up to two meters, of sea level rise by 2115. This dissertation investigates the planning response to slow onset disasters, change, and uncertainty, using the example of sea-level rise in Christchurch, and it examines the role of public participation in this. To achieve this, the ways in which planning theory and practice acknowledge uncertainty, and cope with change, were critically analysed along with the Christchurch City Council’s response to the Tonkin and Taylor predictions and modelling. Semi-structured interviews with professionals in natural hazards risk reduction, policy, and planning were conducted, and the previous and proposed Christchurch City District Plans were compared. Planning for sea level rise in Christchurch provides an example of how planners may cope with slow onset change. The results of this dissertation suggests that the favoured risk reduction strategy for coastal communities in Christchurch is an adaptation strategy, and at present there is no sign of managed retreat being employed. The results also suggests using a planning approach that involves public participation for best results when planning for change, uncertainty or slow onset disasters.

Organisations locate strategically within Business Districts (CBDs) in order to cultivate their image, increase their profile, and improve access to customers, suppliers, and services. While CBDs offer an economic benefit to organisations, they also present a unique set of hazard vulnerabilities and planning challenges for businesses. As of May 2012, the Christchurch CBD has been partially cordoned off for over 14 months. Economic activity within the cordoned CBD, which previously contained 6,000 businesses and over 51,000 workers, has been significantly diminished and organisations have been forced to find new ways of operating. The vulnerabilities and resilience of CBDs not only influences outcomes for CBD organisations, but also the broader interconnected (urban/regional/national) system. A CBD is a hub of economic, social, and built infrastructure within a network of links and nodes. When the hub is disrupted all of the people, objects, and transactions that usually flow into and out of the hub must be redirected elsewhere. In an urban situation this means traffic jams in peripheries of the city, increased prices of commercial property, and capital flight; all of which are currently being faced in Canterbury. This report presents the lessons learned from organisations in CBDs affected by the Canterbury earthquakes. Here we focus on the Christchurch CBD; however, several urban town centres were extensively disrupted by the earthquakes. The statistics and discussion presented in this report are based on the results of an ongoing study conducted by Resilient Organisations (www.resorgs.org.nz). The data was captured using two questionnaire surveys of Canterbury organisations (issued November 2010 and May 2011), interviews with key informants, and in-depth case studies of organisations. Several industry sectors were sampled, and geographic samples of organisations in the Christchurch CBD, Lyttelton, and the Kaiapoi town centre were also collected. Results in this report describing “non-CBD organisations” refer to all organisations outside of the Christchurch CBD, Lyttelton, and Kaiapoi town centres.

This thesis examines the closing of Aranui High School in 2016, a low socio-economic secondary school in eastern Christchurch, New Zealand, and reflects on its history through the major themes of innovation and the impact of central government intervention. The history is explored through the leadership of the school principals, and the necessity for constant adaptation by staff to new ways of teaching and learning, driven by the need to accommodate a more varied student population – academically, behaviourally and culturally – than most other schools in wider Christchurch. Several extreme changes, following a neoliberal approach to education policies at a national government level, impacted severely on the school’s ability to thrive and even survive over the 57 years of its existence, with the final impact of the 2010 and 2011 Canterbury earthquakes leading indirectly to Aranui High’s closure. The earthquakes provided the National government with the impetus to advocate for change to education in Christchurch; changes which impacted negatively on many schools in Christchurch, including Aranui High School. The announcement of the closure of Aranui High shocked many staff and students, who were devastated that the school would no longer exist. Aranui High School, Aranui Primary School, Wainoni Primary School and Avondale Primary School were all closed to make way for Haeata Community Campus, a year 1 to 13 school, which was built on the Aranui High site. Aranui High School served the communities of eastern Christchurch for 57 years from 1960 and deserves acknowledgment and remembrance, and my hope is that this thesis will provide a fair representation of the school’s story, including its successes and challenges, while also explaining the reasons behind the eventual closure. This thesis contributes to New Zealand public history and uses mixed research methods to examine Aranui High School’s role as a secondary school in eastern Christchurch. I argue that the closure of Aranui High School in 2016 was an unjustified act by the Ministry of Education.

This poster presents work to date on ground motion simulation validation and inversion for the Canterbury, New Zealand region. Recent developments have focused on the collection of different earthquake sources and the verification of the SPECFEM3D software package in forward and inverse simulations. SPECFEM3D is an open source software package which simulates seismic wave propagation and performs adjoint tomography based upon the spectral-element method. By understanding the predictive and inversion capabilities of SPECFEM3D, the current 3D Canterbury Velocity Model can be iteratively improved to better predict the observed ground motions. This is achieved by minimizing the misfit between observed and simulated ground motions using the built-in optimization algorithm. Figure 1 shows the Canterbury Velocity Model domain considered including the locations of small-to-moderate Mw events [3-4.5], strong motion stations, and ray paths of observed ground motions. The area covered by the ray paths essentially indicates the area of the model which will be most affected by the waveform inversion. The seismic sources used in the ground motion simulations are centroid moment tensor solutions obtained from GeoNet. All earthquake ruptures are modelled as point sources with a Gaussian source time function. The minimum Mw limit is enforced to ensure good signal-to-noise ratio and well constrained source parameters. The maximum Mw limit is enforced to ensure the point source approximation is valid and to minimize off-fault nonlinear effects.

Previous research has found that the capacity to self-regulate is associated with a number of positive life outcomes and deficits in self-regulation have been linked with poorer life outcomes. Therefore, parent and child self-regulation is an important focus of the Positive Parenting Program for Teenagers (Teen Triple P). The aim of this study was to investigate if Group Teen Triple P was effective in promoting parental self-regulation and adolescent behaviour change in families affected by the earthquakes in Canterbury NZ between 2010 and 2012. METHOD: Five families with teenagers aged 12-16 years were recruited from among families participating in a Group Teen Triple P program specifically implemented by the education authorities for parents self-reporting long-term negative effects of the earthquakes on their family. A single-case multiple-baseline across participants design was used to examine change in target teenager behaviour. Measures of self-regulation skill acquisition were taken using a coding scheme devised for the study from transcripts of three telephone consultations and from three family discussions at pre-intervention, mid-intervention, and post-intervention. Parents and their child also completed questionnaires addressing adolescent functioning, the parent-adolescent relationship and parenting at pre- and post-intervention. RESULTS: The multiple-baseline data showed that parents were successful at changing targeted behaviour for their child. Analysis of the telephone consultations and family discussions showed that parents increased their self-regulation skills over the therapy period and there was positive change in adolescent behavior reported on the Strengths and Difficulties Questionnaire. Additionally, the results suggested that higher rates and levels of self-regulation in the parents were associated with greater improvements in adolescent behaviour. CONCLUSION: This study demonstrated that the Group Teen Triple P -Program was effective in promoting self-regulation in parents and behaviour change in adolescents, specifically in a post-disaster context.

During the past two decades, the focus has been on the need to provide communities with structures that undergo minimal damage after an earthquake event while still being cost competitive. This has led to the development of high performance seismic resisting systems, and advances in design methodologies, in order respect this demand efficiently. This paper presents the experimental response of four pre-cast, post-tensioned rocking wall systems tested on the shake-table at the University of Canterbury. The wall systems were designed as a retrofit solution for an existing frame building, but are equally applicable for use in new design. Design of the wall followed a performance-based retrofit strategy in which structural limit states appropriate to both the post-tensioned wall and the existing building were considered. Dissipation for each of the four post-tensioned walls was provided via externally mounted devices, located in parallel to post-tensioned tendons for re-centring. This allowed the dissipation devices to be easily replaced or inspected following a major earthquake. Each wall was installed with viscous fluid dampers, tension-compression yielding steel dampers, a combination of both or no devices at all – thus relying on contact damping alone. The effectiveness of both velocity and displacement dependant dissipation are investigated for protection against far-field and velocity-pulse ground motion characteristics. The experimental results validate the behaviour of ‘Advanced Flag-Shape’ rocking, dissipating solutions which have been recently proposed and numerically tested. Maximum displacements and material strains were well controlled and within acceptable bounds, and residual deformations were minimal due to the re-centring contribution from the post-tensioned tendons. Damage was confined to inelastic yielding (or fluid damping) of the external dampers.

Mixed conifer, beech and hardwood forests are relatively common in Aotearoa/New Zealand, but are not well studied. This thesis investigates the coexistence, regeneration dynamics and disturbance history of a mixed species forest across an environmental gradient of drainage and soil development in north Westland. The aim was to investigate whether conifers, beech and non-beech hardwood species were able to coexist on surfaces that differed in their underlying edaphic conditions, and if so to understand the mechanisms that influenced their regeneration on both poorly drained and well drained soils. The site selected was an area of high tree species diversity on a lowland 0.8 km² post-glacial terrace at the base of Mount Harata in the Grey River Valley. My approach was to use forest stand history reconstruction at two spatial scales: an intensive within-plot study of stand dynamics (chapter 1) and a whole-landform approach (chapter 2) that examined whether the dynamics identified at the smaller within-plot scale reflected larger patterns across the terrace. In chapter 1, three large permanent plots (0.3-0.7 ha) were placed at different points along the drainage gradient, one plot situated in each of the mainly well-drained, poorly drained and very poorly drained areas along the terrace. Information was gathered on species age and size structures, spatial distributions of tree ages, species interactions, microsite establishment preferences, patterns of stand mortality, and disturbance history in each plot. There were differences in stand structure, composition and relative abundance of species found between the well drained plot and the two poorer drained plots. On the well drained site conifers were scarce, the beeches Nothofagus fusca and N. menziesii dominated the canopy, and in the subcanopy the hardwood species Weinmannia racemosa and Quintinia acutifolia were abundant. As drainage became progressively poorer, the conifers Dacrydium cupressinum and Dacrycarpus dacrydioides became more abundant and occupied the emergent tier over a beech canopy. The hardwoods W. racemosa and Q. acutifolia became gradually less abundant in the subcanopy, whereas the hardwood Elaeocarpus hookerianus became more so. In the well drained plot, gap partitioning for light between beeches and hardwoods enabled coexistence in response to a range of different sized openings resulting from disturbances of different extent. In the two more poorly drained plots, species also coexisted by partitioning microsite establishment sites according to drainage. There were several distinct periods where synchronous establishment of different species occurred in different plots, suggesting there were large disturbances: c. 100yrs, 190-200 yrs, 275-300 yrs and 375-425 yrs ago. Generally after the same disturbance, different species regenerated in different plots reflecting the underlying drainage gradient. However, at the same site after different disturbances, different sets of species regenerated, suggesting the type and extent of disturbances and the conditions left behind influenced species regeneration at some times but not others. The regeneration of some species (e.g., N. fusca in the well-drained plot, and Dacrydium in the poorer drained plots) was periodic and appeared to be closely linked to these events. In the intervals between these disturbances, less extensive disturbances resulted in the more frequent N. menziesii and especially hardwood regeneration. The type of tree death caused by different disturbances favoured different species, with dead standing tree death favouring the more shade-tolerant N. menziesii and hardwoods, whereas uprooting created a mosaic of microsite conditions and larger gap sizes that enabled Dacrycarpus, N. fusca and E. hookerianus to maintain themselves in the poorly drained areas. In chapter 2, 10 circular plots (c. 0.12 ha) were placed in well drained areas and 10 circular plots (c. 0.2 ha) in poorly drained plots to collect information on species population structures and microsite preferences. The aims were to reconstruct species' regeneration responses to a range of disturbances of different type and extent across the whole terrace, and to examine whether there were important differences in the effects of these disturbances. At this landform scale, the composition and relative abundances of species across the drainage gradient reflected those found in chapter 1. There were few scattered conifers in well drained areas, despite many potential regeneration opportunities created from a range of different stand destroying and smaller scale disturbances. Three of the four periods identified in chapter 1 reflected distinct terrace-wide periods of regeneration 75-100 yrs, 200-275 yrs and 350-450 yrs ago, providing strong evidence of periodic large, infrequent disturbances that occurred at intervals of 100-200 yrs. These large, infrequent disturbances have had a substantial influence in determining forest history, and have had long term effects on forest structure and successional processes. Different large, infrequent disturbances had different effects across the terrace, with the variability in conditions that resulted enabling different species to regenerate at different times. For example, the regeneration of distinct even-aged Dacrydium cohorts in poorly drained areas was linked to historical Alpine Fault earthquakes, but not to more recent storms. The variation in the intensity of different large, infrequent disturbances at different points along the environmental drainage gradient, was a key factor influencing the scale of impacts. In effect, the underlying edaphic conditions influenced species composition along the drainage gradient and disturbance history regulated the relative abundances of species. The results presented here further emphasise the importance of large scale disturbances as a mechanism that allows coexistence of different tree species in mixed forest, in particular for the conifers Dacrydium, Dacrycarpus and the beech N. fusca, by creating much of the environmental variation to which these species responded. This study adds to our understanding of the effects of historical earthquakes in the relatively complex forests of north Westland, and further illustrates their importance in the Westland forest landscape as the major influential disturbance on forest pattern and history. These results also further develop the 'two-component' model used to describe conifer/angiosperm dynamics, by identifying qualitative differences in the impacts of different large, infrequent disturbances across an environmental gradient that allowed for coexistence of different species. In poorer drained areas, these forests may even be thought of as 'three-component' systems with conifers, beeches and hardwoods exhibiting key differences in their regeneration patterns after disturbances of different type and extent, and in their microsite preferences.

There is strong consensus in the civil defence and emergency management literature that public participation is essential for a 'good' recovery. However, there is a paucity of research detailing how this community-led planning should be carried out in the real world. There are few processes or timelines for communities to follow when wanting to plan for themselves, nor is there a great deal of advice for communities who want to plan for their own recovery. In short, despite this consensus that community involvement is desireable, there is very little information available as to the nature of this involvement or how communities might facilitate this. It is simply assumed that communities are willing and able to participate in the recovery process and that recovery authorities will welcome, encourage, and enable this participation. This is not always the case, and the result is that community groups can be left feeling lost and ineffective when trying to plan for their own recovery. In attempting to address this gap, my study contributes to a better understanding of community involvement in recovery planning, based on research with on particular a community group (SPRIG), who has undertaken their own form of community-led planning in a post-disaster environment. Through group observations and in-depth interviews with members of SPRIG, I was able to identify various roles for such groups in the post-disaster recovery process. My research also contributes to an enhanced understanding of the process a community group might follow to implement their own form of post-disaster recovery planning, with the main point being that any planning should be done side by side with local authorities. Finally, I discovered that a community group will face organisational, community and institutional challenges when trying to plan for their area; however, despite these challenges, opportunities exist, such as the chance to build a better future.

The sample of water referred to in the present note was collected by the writer on the 21st January, 1889, in the Otira Gorge, from a spring which is stated to have been first discovered shortly after the earthquake of the 1st September, 1888. From the results obtained this water might be termed siliceous and sulphurous. It is essentially different from the water from the Hanmer Springs, and pertains more to the character of the waters of the Rotorua district. It differs, however, from these waters in having only a portion of its carbonic anhydride replaced by silica, and in containing less dissolved matter.

Land cover change information in urban areas supports decision makers in dealing with public policy planning and resource management. Remote sensing has been demonstrated as an efficient and accurate way to monitor land cover change over large extents. The Canterbury Earthquake Sequence (CES) caused massive damage in Christchurch, New Zealand and resulted in significant land cover change over a short time period. This study combined two types of remote sensing data, aerial imagery (RGB) and LiDAR, as the basis for quantifying land cover change in Christchurch between 2011 – 2015, a period corresponding to the five years immediately following the 22 February 2011 earthquake, which was part of the CES. An object based image analysis (OBIA) approach was adopted to classify the aerial imagery and LiDAR data into seven land cover types (bare land, building, grass, shadow, tree and water). The OBIA approach consisted of two steps, image segmentation and object classification. For the first step, this study used multi-level segmentation to better segment objects. For the second step, the random forest (RF) classifier was used to assign a land cover type to each object defined by the segmentation. Overall classification accuracies for 2011 and 2015 were 94.0% and 94.32%, respectively. Based on the classification result, land cover changes between 2011 and 2015 were then analysed. Significant increases were found in road and tree cover, while the land cover types that decreased were bare land, grass, roof, water. To better understand the reasons for those changes, land cover transitions were calculated. Canopy growth, seasonal differences and forest plantation establishment were the main reasons for tree cover increase. Redevelopment after the earthquake was the main reason for road area growth. By comparing the spatial distribution of these transitions, this study also identified Halswell and Wigram as the fastest developing suburbs in Christchurch. These results provided quantitative information for the effects of CES, with respect to land cover change. They allow for a better understanding for the current land cover status of Christchurch. Among those land cover changes, the significant increase in tree cover aroused particularly interest as urban forests benefit citizens via ecosystem services, including health, social, economic, and environmental benefits. Therefore, this study firstly calculated the percentages of tree cover in Christchurch’s fifteen wards in order to provide a general idea of tree cover change in the city extent. Following this, an automatic individual tree detection and crown delineation (ITCD) was undertaken to determine the feasibility of automated tree counting. The accuracies of the proposed approach ranged between 56.47% and 92.11% in thirty different sample plots, with an overall accuracy of 75.60%. Such varied accuracies were later found to be caused by the fixed tree detection window size and misclassifications from the land cover classification that affected the boundary of the CHM. Due to the large variability in accuracy, tree counting was not undertaken city-wide for both time periods. However, directions for further study for ITCD in Christchurch could be exploring ITCD approaches with variable window size or optimizing the classification approach to focus more on producing highly accurate CHMs.

New Zealanders are paying too much for house and contents insurance, according to a new survey. Consumer NZ's price comparison survey shows climate and natural hazard risk is being factored in, and is more expensive than ever. Quotes for a large house differed by more than $3,000 across Auckland, Hamilton, Wellington, Christchurch, and Dunedin, and there's a more than $2,000 difference between the cheapest and most expensive policies on offer for a standard-sized house. If you live somewhere with a higher chance of earthquakes - such as Wellington or Christchurch - you'll be charged more for insurance. The cost of house and contents insurance has risen by 5.6% this year, over the past ten years it's gone up 150%. The former Earthquake Commission minister, Gerry Brownlee, is defending EQC over claims its assessors in Christchurch were not properly qualified. A growing number of homeowners in the city are discovering EQC assessors have completely missed quake damage including broken foundations costing hundreds of thousands to repair. That's been disastrous for people who've bought homes with hidden damage who are sometimes finding private insurers unwilling to cover the cost of putting right mistakes made by EQC. The company hired by EQC to carry out repairs was Fletcher Construction. Its chief executive at the time, Mark Binns, told Checkpoint that EQC probably hired unqualified people to assess quake damaged homes. Gerry Brownlee refused to be drawn on the comments from Mr Binns. But when asked by RNZ Christchurch reporter, Conan Young, if it was acceptable to have retired policemen, school principals and vacuum cleaner salesmen carrying out assessments for EQC, he admitted finding enough people to do the job was a challenge.

Anna Leask has worked for the New Zealand Herald since 2008 and is currently a senior reporter, covering crime and justice for the daily newspaper as well as for the Weekend Herald and Herald on Sunday. Notably she's reported on the re-investigation of Arthur Allan Thomas, 43 years after the double murders for which he served nine years in prison before being pardoned, and the Christchurch 'House of Horrors' murderer Jason Somerville, who killed his wife and buried her under his East Christchurch house a year after doing the same to his neighbour Tisha Lowery. Leask covered the Pike River Mine disaster in 2010, the 2011 Canterbury earthquakes, Fiji's Cyclone Winston in early 2016 and travelled to Gallipoli in 2015 to cover the centenary of the Anzac landings.
