An emerging water crisis is on the horizon and is poised to converge with several other impending problems in the 21st century. Future uncertainties such as climate change, peak oil and peak water are shifting the international focus from a business as usual approach to an emphasis on sustainable and resilient strategies that better meet these challenges. Cities are being reimagined in new ways that take a multidisciplinary approach, decompartmentalising functions and exploring ways in which urban systems can share resources and operate more like natural organisms. This study tested the landscape design implications of wastewater wetlands in the urban environment and evaluated their contribution to environmental sustainability, urban resilience and social development. Black and grey water streams were the central focus of this study and two types of wastewater wetlands, tidal flow (staged planning) and horizontal subsurface flow wetlands were tested through design investigations in the earthquake-affected city of Christchurch, New Zealand. These investigations found that the large area requirements of wastewater wetlands can be mitigated through landscape designs that enhance a matrix of open spaces and corridors in the city. Wastewater wetlands when combined with other urban and rural services such as food production, energy generation and irrigation can aid in making communities more resilient. Landscape theory suggests that the design of wastewater wetlands must meet cultural thresholds of beauty and that the inclusion of waste and ecologies in creatively designed landscapes can deepen our emotional connection to nature and ourselves.
On September the 4th 2010 and February 22nd 2011 the Canterbury region of New Zealand was shaken by two massive earthquakes. This paper is set broadly within the civil defence and emergency management literature and informed by recent work on community participation and social capital in the building of resilient cities. Work in this area indicates a need to recognise both the formal institutional response to the earthquakes as well as the substantive role communities play in their own recovery. The range of factors that facilitate or hinder community involvement also needs to be better understood. This paper interrogates the assumption that recovery agencies and officials are both willing and able to engage communities who are themselves willing and able to be engaged in accordance with recovery best practice. Case studies of three community groups – CanCERN, Greening the Rubble and Gap Filler – illustrate some of the difficulties associated with becoming a community during the disaster recovery phase. Based on my own observations and experiences, combined with data from approximately 50 in-depth interviews with Christchurch residents and representatives from community groups, the Christchurch City Council, the Earthquake Commission and so on, this paper outlines some practical strategies emerging communities may use in the early disaster recovery phase that then strengthens their ability to ‘participate’ in the recovery process.
Christchurch earthquake events have raised questions on the adequacy of performance-based provisions in the current national building code. At present, in the building code the performance objectives are expressed in terms of safety and health criteria that could affect building occupants. In general, under the high intensity Christchurch events, buildings performed well in terms of life-safety (with a few exceptions) and it proved that the design practices adopted for those buildings could meet the performance objectives set by the building code. However, the damage incurred in those buildings resulted in unacceptably high economic loss. It is timely and necessary to revisit the objectives towards building performance in the building code and to include provisions for reducing economic implications in addition to the current requirements. Based on the observed performance of some buildings, a few specific issues in the current design practices that could have contributed to extensive damage have been identified and recommended for further research leading towards improved performance of structures. In particular, efforts towards innovative design/construction solutions with low-damage concepts are encouraged. New Zealand has been one of the leading countries in developing many innovative technologies. However, such technically advanced research findings usually face challenges towards implementation. Some of the reasons include: (i) lack of policy requirements; (iii) absence of demonstrated performance of new innovations to convince stakeholders; and (iv) non-existence of design guidelines. Such barriers significantly affect implementation of low damage construction and possible strategies to overcome those issues are discussed in this paper.
The combination of music and disaster has been the subject of much study, especially starstudded telethons and songs that commemorate tragedy. However, there are many other ways that music can be used after disaster that provide benefits far greater than money or memorials but are not necessarily as prominent in the worldwide media landscape. Beginning in September 2010, the city of Christchurch, New Zealand, has been struck by several major earthquakes and over 11,000 aftershocks, the most destructive of which caused 185 deaths. As with many other disasters, music has been used as a method of fundraising and commemoration, but personal experience suggests many other ways that music can be used as a coping mechanism and aid to personal and community recovery. Therefore, in order to uncover the connections, context, and strategies behind its use, this thesis addresses the question: Since the earthquakes began, how has popular music been beneficial for the city and people of Christchurch? As well as documenting a wide variety of musical ‘earthquake relief’ events and charitable releases, this research also explores some of the more intangible aspects of the music-aid relationship. Two central themes are presented – fundraising and psychosocial uses – utilising individual voices and case studies to illustrate the benefits of music use after disaster at a community or city-wide level. Together the disparate threads and story fragments weave a detailed picture of the ways in which music as shared experience, as text, as commodity, and as a tool for memory and movement has been incorporated into the fabric of the city during the recovery phase.
Natural hazard reviews reveal increases in disaster impacts nowhere more pronounced than in coastal settlements. Despite efforts to enhance hazard resilience, the common trend remains to keep producing disaster prone places. This paper explicitly explores hazard versus multi-hazard concepts to illustrate how different conceptualizations can enhance or reduce settlement resilience. Understandings gained were combined with onthe-ground lessons from earthquake and flooding experiences to develop of a novel ‘first cut’ approach for analyzing key multi-hazard interconnections, and to evaluate resilience enhancing opportunities. Traditional disaster resilience efforts often consider different hazard types discretely. However, recent events in Christchurch, a New Zealand city that is part of the 100 Resilient Cities network, highlight the need to analyze the interrelated nature of different hazards, especially for enhancing lifelines system resilience. Our overview of the Christchurch case study demonstrates that seismic, hydrological, shallow-earth, and coastal hazards can be fundamentally interconnected, with catastrophic results where such interconnections go unrecognized. In response, we have begun to develop a simple approach for use by different stakeholders to support resilience planning, pre and post disaster, by: drawing attention to natural and built environment multi-hazard links in general; illustrating a ‘first cut’ tool for uncovering earthquake-flooding multi-hazard links in particular; and providing a basis for reviewing resilience strategy effectiveness in multi-hazard prone environments. This framework has particular application to tectonically active areas exposed to climate-change issues.
Recent major earthquakes such as Northridge 1994 and Izmit Kocaeli 1999 highlighted the poor performance of existing buildings constructed prior to the early 1970’s. Low lateral seismic design coefficients and the adopted “working stress design” methodology (essentially an elastic design) lacked any inelastic design considerations, thus leading to inadequate detailing. Insufficient development lengths, lapping within potential plastic hinge regions, lack, or total absence of joint transverse reinforcement, and the use of plain round reinforcement and hooked end anchorages were common throughout the structure. The behaviour is generally dominated by brittle local failure mechanisms (e.g. joint or element shear failures) as well as possible soft-storey mechanisms at a global level. Amongst several possible retrofit interventions, a typical solution is to provide the structure with additional structural walls i.e. external buttressing or column in-fills. Extensive developments on precast, post-tensioned, dissipative systems have shown promise for the use of rocking wall systems to retrofit existing poorly detailed frame structures. In this contribution, the feasibility of such a retrofit intervention is investigated. A displacement-based retrofit procedure is developed and proposed, based on targeting pre-defined performance criteria, such as joint shear and/or column curvature deformation limits. A design example, using the proposed retrofit strategy on a prototype frame is presented. A brief overview on experimental work ongoing at the University of Canterbury investigating the dynamic response of advanced rocking walls for retrofit purposes will be provided.
Science education research shows that a traditional, stand-and-deliver lecture format is less effective than teaching strategies that are learner-centred and that promote active engagement. The Carl Wieman Science Education Initiative (CWSEI) has used this research to develop resources to improve learning in university science courses. We report on a successful adaptation and implementation of CWSEI in the New Zealand university context. This two-year project at Massey University and the University of Canterbury began by using perception and concept surveys before and after undergraduate science courses to measure students’ attitudes towards science as well as their knowledge. Using these data, and classroom observations of student engagement and corroborating focus groups, the research team worked with lecturers to create interventions to enhance student engagement and learning in those courses. Results show several positive changes related to these interventions and they suggest several recommendations for lecturers and course coordinators. The recommendations include:1. Make learning outcomes clear, both for the lecturer and the students; this helps to cull extraneous material and scaffold student learning. 2. Use interactive activities to improve engagement, develop deeper levels of thinking, and improve learning. 3. Intentionally foster “expert-like thinking” amongst students in the first few semesters of the degree programme. 4. Be flexible because one size does not fit all and contextual events are beyond anyone’s control.In addition to these recommendations, data collected at the Canterbury site during the 2010 and 2011 earthquakes reinforced the understanding that the most carefully designed teaching innovations are subject to contextual conditions beyond the control of academics.
Recent earthquakes have highlighted the vulnerability of existing structure to seismic loading. Current seismic retrofit strategies generally focus on increasing the strength/stiffness in order to upgrade the seismic performance of a structure or element. A typical drawback of this approach is that the demand on the structural and sub-structural elements can be increased. This is of particular importance when considering the foundation capacity, which may already be insufficient to allow the full capacity of the existing wall to develop (due to early codes being gravity load orientated). In this thesis a counter intuitive but rational seismic retrofit strategy, termed "selective weakening" is introduced and investigated. This is the first stage of an ongoing research project underway at the University of Canterbury which is focusing on developing selective weakening techniques for the seismic retrofit of reinforced concrete structures. In this initial stage the focus is on developing selective weakening for the seismic retrofit of structural walls. This is performed using a series of experimental, analytical and numerical investigations. A procedure for the assessment of existing structural walls is also compiled, based on the suggestions of currently available code provisions. A selective weakening intervention is performed within an overall performance-based retrofit approach with the aim of improving the inelastic behaviour by first reducing the strength/stiffness of specific members within the structural system. This will be performed with the intention of modifying a shear type behaviour towards a flexural type behaviour. As a result the demand on the structural member will be reduced. Once weakening has been implemented the designer can use the wide range of techniques and materials available (e.g. use of FRP, jacketing or shotcrete) to ensure that adequate characteristics are achieved. Whilst performing this it has to be assured that the structure meets specific performance criteria and the principles of capacity design. A target of the retrofit technique is the ability to introduce the characteristics of recently developed high performance seismic resisting systems, consisting of a self centring and dissipative behaviour (commonly referred to as a hybrid system). In this thesis, results of experimental investigations performed on benchmark and selectively weakened walls are discussed. The investigations consisted of quasi-static cyclic uni-directional tests on two benchmark and two retrofitted cantilever walls. The first benchmark wall is detailed as typical of pre-1970's construction practice. An equivalent wall is retrofitted using a selective weakening approach involving a horizontal cut at foundation level to allow for a rocking response. The second benchmark wall represents a more severe scenario where the inelastic behaviour is dominated by shear. A retrofit solution involving vertically segmenting the wall to improve the ductility and retain gravity carrying capacity by inducing a flexural response is implemented. Numerical investigations on a multi-storey wall system are performed using non linear time history analysis on SDOF and MDOF lumped plasticity models, representing an as built and retrofitted prototype structure. Calibration of the hysteretic response to experimental results is carried out (accounting for pinching and strength degradation). The sensitivity of maximum and residual drifts to p-delta and strength degradation is monitored, along with the sensitivity of the peak base shear to higher mode affects. The results of the experimental and analytical investigations confirmed the feasibility and viability of the proposed retrofit technique, towards improving the seismic performance of structural walls.
The 2010–2011 Canterbury earthquakes, which involved widespread damage during the February 2011 event and ongoing aftershocks near the Christchurch Central Business District, left this community with more than $NZD 40 billion in losses (~20 % GDP), demolition of approximately 60 % of multi-storey concrete buildings (3 storeys and up), and closure of the core business district for over 2 years. The aftermath of the earthquake sequence has revealed unique issues and complexities for the owners of commercial and multi-storey residential buildings in relation to unexpected technical, legal, and financial challenges when making decisions regarding the future of their buildings impacted by the earthquakes. The paper presents a framework to understand the factors influencing post-earthquake decisions (repair or demolish) on multi-storey concrete buildings in Christchurch. The study, conducted in 2014, includes in-depth investigations on 15 case-study buildings using 27 semi-structured interviews with various property owners, property managers, insurers, engineers, and government authorities in New Zealand. The interviews revealed insights regarding the multitude of factors influencing post-earthquake decisions and losses. As expected, the level of damage and repairability (cost to repair) generally dictated the course of action. There is strong evidence, however, that other variables have significantly influenced the decision on a number of buildings, such as insurance, business strategies, perception of risks, building regulations (and compliance costs), and government decisions. The decision-making process for each building is complex and unique, not solely driven by structural damage. Furthermore, the findings have put the spotlight on insurance policy wordings and the paradoxical effect of insurance on the recovery of Christchurch, leading to other challenges and issues going forward.
The skills agenda has grown in prominence within the construction industry. Indeed, skill shortages have been recognised as a perennial problem the construction industry faces, especially after a major disaster. In the aftermath of the Christchurch earthquakes, small and medium construction companies were at the forefront of rebuilding efforts. While the survival of these companies was seen to be paramount, and extreme events were seen to be a threat to survival, there is a dearth of research centring on their resourcing capacity following a disaster. This research aims to develop workforce resourcing best practice guidelines for subcontractors in response to large disaster reconstruction demands. By using case study methods, this research identified the challenges faced by subcontracting businesses in resourcing Christchurch recovery projects; identified the workforce resourcing strategies adopted by subcontracting businesses in response to reconstruction demand; and developed a best practice guideline for subcontracting businesses in managing the workforce at the organisational and/or project level. This research offers a twofold contribution. First, it provides an overview of workforce resourcing practices in subcontracting businesses. This understanding has enabled the development of a more practical workforce resourcing guideline for subcontractors. Second, it promotes evidence-informed decision-making in subcontractors’ workforce resourcing. Dynamics in workforce resourcing and their multifaceted interactions were explicitly depicted in this research. More importantly, this research provides a framework to guide policy development in producing a sustainable solution to skill shortages and establishing longterm national skill development initiatives. Taken together, this research derives a research agenda that maps under-explored areas relevant for further elaboration and future research. Prospective researchers can use the research results in identifying gaps and priority areas in relation to workforce resourcing.
Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.
Livelihood holds the key to a rapid recovery following a large-scale devastating disaster, building its resilience is of paramount importance. While much attention has been given to how to help people who are displaced from their jobs to regain employment, little research on livelihood resilience has been undertaken for those relocated communities following a disaster event. By studying five re-located villages post-2004 Indian Ocean Tsunami in Banda Aceh and Aceh Besar, Indonesia, this research has identified the indicators of livelihood resilience and the critical factors driving it for post-disaster relocated communities. A mixed approach, combining questionnaire surveys, semistructured interviews, and field observations, was used for the collection of data. Housing entitlement, the physical and mental health of residents, access to external livelihood support and the provision of infrastructure and basic services were identified as amongst the most critical indicators that represent the level of livelihood resilience. Early recovery income support, physical and mental health, availability and timeliness of livelihood support, together with cultural sensitivity and governance structure, are amongst the most important factors. Given the nature of resettlement, access to infrastructure, location of relocated sites, the safety of the neighbourhood and the ability to transfer to other jobs/skills also play an important role in establishing sustained employment for relocated communities in Indonesia. Those indicators and factors were synthesised into a framework which was further tested in the recovery of Christchurch, and Kaikoura, New Zealand during their recovery from devastating earthquakes. It is suggested that the framework can be used by government agencies and aid organisations to assess the livelihood resilience of post-disaster relocated communities. This will help better them plan support policies and/or prioritise resilience investment strategies to ensure that the recovery needs of those relocated are best met.
Artificial Neural Networks (ANN) as a tool offers opportunities for modeling the inherent complexity and uncertainty associated with socio-environmental systems. This study draws on New Zealand ski fields (multiple locations) as socio- environmental systems while considering their perceived resilience to low probability but potential high consequences catastrophic natural events (specifically earthquakes). We gathered data at several ski fields using a mixed methodology including: geomorphic assessment, qualitative interviews, and an adaptation of Ozesmi and Ozesmi’s (2003) multi-step fuzzy cognitive mapping (FCM) approach. The data gathered from FCM are qualitatively condensed, and aggregated to three different participant social groups. The social groups include ski fields users, ski industry workers, and ski field managers. Both quantitative and qualitative indices are used to analyze social cognitive maps to identify critical nodes for ANN simulations. The simulations experiment with auto-associative neural networks for developing adaptive preparation, response and recovery strategies. Moreover, simulations attempt to identify key priorities for preparation, response, and recovery for improving resilience to earthquakes in these complex and dynamic environments. The novel mixed methodology is presented as a means of linking physical and social sciences in high complexity, high uncertainty socio-environmental systems. Simulation results indicate that participants perceived that increases in Social Preparation Action, Social Preparation Resources, Social Response Action and Social Response Resources have a positive benefit in improving the resilience to earthquakes of ski fields’ stakeholders.
Tsunami events including the 2004 Indian Ocean Tsunami and the 2011 Tohoku Earthquake and Tsunami confirmed the need for Pacific-wide comprehensive risk mitigation and effective tsunami evacuation planning. New Zealand is highly exposed to tsunamis and continues to invest in tsunami risk awareness, readiness and response across the emergency management and science sectors. Evacuation is a vital risk reduction strategy for preventing tsunami casualties. Understanding how people respond to warnings and natural cues is an important element to improving evacuation modelling techniques. The relative rarity of tsunami events locally in Canterbury and also globally, means there is limited knowledge on tsunami evacuation behaviour, and tsunami evacuation planning has been largely informed by hurricane evacuations. This research aims to address this gap by analysing evacuation behaviour and movements of Kaikōura and Southshore/New Brighton (coastal suburb of Christchurch) residents following the 2016 Kaikōura earthquake. Stage 1 of the research is engaging with both these communities and relevant hazard management agencies, using a survey and community workshops to understand real-event evacuation behaviour during the 2016 Kaikōura earthquake and subsequent tsunami evacuations. The second stage is using the findings from stage 1 to inform an agent-based tsunami evacuation model, which is an approach that simulates of the movement of people during an evacuation response. This method improves on other evacuation modelling approaches to estimate evacuation times due to better representation of local population characteristics. The information provided by the communities will inform rules and interactions such as traffic congestion, evacuation delay times and routes taken to develop realistic tsunami evacuation models. This will allow emergency managers to more effectively prepare communities for future tsunami events, and will highlight recommended actions to increase the safety and efficiency of future tsunami evacuations.
By closely examining the performance of a 22-storey steel framed building in Christchurch subject to various earthquakes over the past seven years, it is shown that a number of lessons can be learnt regarding the cost-effective consideration of non-structural elements. The first point in this work is that non-structural elements significantly affected the costs associated with repairing steel eccentrically braced frame (EBF) links. The decommissioning or rerouting of non-structural elements in the vicinity of damaged links in the case study building attributed to approximately half the total cost of their repair. Such costs could be significantly reduced if the original positioning of non-structural elements took account of the potential need to repair the EBF links. The second point highlighted is the role that pre-cast cladding apparently played on the distribution and type of damage in the building. Loss estimates obtained following the FEMA P-58 framework vary considerably when cladding is or isnt modelled, both because of changes to drift demands up the height of the building and because certain types of subsequent damage are likely to be cheaper to repair than others. Finally, costly repairs to non-structural partition walls were required not only after the moment magnitude 7.1 earthquake in 2010 but also in multiple aftershocks in the years that followed. Repair costs associated with aftershock events exceeded those from the main event, emphasizing the need to consider aftershocks within modern performance-based earthquake engineering and also the opportunity that exists to make more cost-effective repair strategies following damaging earthquakes.
This research attempts to understand whether community resilience and perceived livability are influenced by housing typologies in Christchurch, New Zealand. Using recent resident surveys undertaken by the Christchurch City Council, two indexes were created to reflect livability and community resilience. Indicators used to create both indexes included (1) enjoyment living in neighbourhood (2) satisfaction with local facilities (3) safety walking and (4) safety using public transport, (5) sense of community (6) neighbour interactions, (7) home ownership and (8) civic engagement. Scores were attributed to 72 neighbourhoods across Christchurch –and each neighbourhood was classified in one of the following housing typologies; (1) earthquake damaged, (2) relatively undamaged, (3) medium density and (4) greenfield developments. Spatial analysis of index scores and housing classifications suggest housing typologies do influence resident’s perceived livability and community bonds to an extent. It was found that deprivation also had a considerable influence on these indexes as well as residential stability. These additional influences help explain why neighbourhoods within the same housing classification differ in their index scores. Based on these results, several recommendations have been made to the CCC in relation to future research, urban development strategies and suburb specific renewal projects. Of chief importance, medium density neighbourhoods and deprived neighbourhoods require conscious efforts to foster community resilience. Results indicate that community resilience might be more important than livability in having a positive influence on the lived experience of residents. While thoughtful design and planning are important, this research suggests geospatial research tools could enable better community engagement outcomes and planning outcomes, and this could be interwoven into proactive and inclusive planning approaches like placemaking.
This dissertation contains three essays on the impact of unexpected adverse events on student outcomes. All three attempt to identify causal inference using plausibly exogenous shocks and econometric tools, applied to rich administrative data. In Chapter 2, I present evidence of the causal effects of the 2011 Christchurch earthquake on tertiary enrolment and completion. Using the shock of the 2011 earthquake on high school students in the Canterbury region, I estimate the effect of the earthquake on a range of outcomes including tertiary enrolment, degree completion and wages. I find the earthquake causes a substantial increase in tertiary enrolment, particularly for low ability high school leavers from damaged schools. However, I find no evidence that low ability students induced by the earthquake complete a degree on time. In Chapter 3, I identify the impact of repeat disaster exposure on university performance, by comparing outcomes for students who experience their first earthquake while in university, to outcomes for students with prior earthquake exposure. Using a triple-differences estimation strategy with individual-by-year fixed effects, I identify a precise null effect, suggesting that previous experience of earthquakes is not predictive of response to an additional shock two years later. The final chapter investigates the impact of injuries sustained in university on academic performance and wages, using administrative data including no-fault insurance claims, emergency department attendance and hospital admissions, linked with tertiary enrolment. I find injuries, including minor injuries, have a negative effect on re-enrolment, degree completion and grades in university.

Worldwide, the numbers of people living with chronic conditions are rapidly on the rise. Chronic illnesses are enduring and often cannot be cured, requiring a strategy for long term management and intervention to prevent further exacerbation. Globally, there has been an increase in interventions using telecommunications technologies to aid patients in their home setting to manage chronic illnesses. Such interventions have often been delivered by nurses. The purpose of this research was to assess whether a particular intervention that had been successfully implemented in the United Kingdom could also be implemented in Canterbury. In particular, this research assessed the perspectives of Canterbury based practice nurses and district nurses. The findings suggest that a majority of both district and practice nurses did not view the service as compatible with their current work situation. Existing workload and concerns over funding of the proposed service were identified as potential barriers. However, the service was perceived as potentially beneficial for some, with the elderly based in rural areas, or patients with chronic mental health needs identified as more likely to benefit than others. Practice nurses expressed strong views on who should deliver such services. Given that it was identified that practice nurses already have in-depth knowledge of their patients’ health, while valuing the strong relationships established with their communities, it was suggested that patients would most benefit from locally based nurses to deliver any community based health services in the future. It was also found that teletriaging is currently widely used by practice nurses across Canterbury to meet a range of health needs, including chronic mental health needs. This suggests that the scope of teletriaging in community health and its potential and full implications are currently not well understood in New Zealand. Significant events, such as the Christchurch earthquakes indicate the potential role of teletriaging in addressing mental health issues, thereby reducing the chronic health burden in the community.
Five years on from the 2010-2011 Canterbury earthquakes, research has shown an increase in hyperarousal symptoms in school children. While Cognitive Behaviour Therapy is currently the gold standard for treating Post-Traumatic Stress, there are insufficient clinicians to treat the high numbers of children in post-disaster communities. Alternative non-verbal interventions in school based settings that target the physiological basis of hyperarousal may be more effective for long term stress reduction in some young children. Neuroscience research suggests that drawing activates brain areas connected with the autonomic nervous system, resulting in relaxation and self-regulation. The aim of the current study was to determine whether a 20-minute drawing lesson during the afternoon of the school day would reduce stress in children with hyperarousal symptoms. The study had a single subject ABA design. Four children participated, two of the children exhibited hyperarousal symptoms, and the other two did not, as determined by teacher and parent responses on the Behaviour Problem Index (BPI). The children’s selfreported stress (measured by the Subjective Unit of Distress (SUD) thermometer) and physiological stress (measured by finger temperature) were recorded at the start and end of each session during baseline, drawing lessons, and return to baseline phases. The results of the study showed a general reduction in physiological stress during the drawing lessons for the children with hyperarousal symptoms. However, the results indicated some discrepancies between the children’s physiological stress and perception of stress, which may suggest that the self-report measure was inappropriate for the children in this study. Overall, the study suggests that drawing lessons show promise as a school-based intervention for reducing stress in children with hyperarousal. More research is required to address the limitations of the present study, and before the study can be applied to the whole classroom as a positive strategy for managing stress at school.
Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.
During the past two decades, the focus has been on the need to provide communities with structures that undergo minimal damage after an earthquake event while still being cost competitive. This has led to the development of high performance seismic resisting systems, and advances in design methodologies, in order respect this demand efficiently. This paper presents the experimental response of four pre-cast, post-tensioned rocking wall systems tested on the shake-table at the University of Canterbury. The wall systems were designed as a retrofit solution for an existing frame building, but are equally applicable for use in new design. Design of the wall followed a performance-based retrofit strategy in which structural limit states appropriate to both the post-tensioned wall and the existing building were considered. Dissipation for each of the four post-tensioned walls was provided via externally mounted devices, located in parallel to post-tensioned tendons for re-centring. This allowed the dissipation devices to be easily replaced or inspected following a major earthquake. Each wall was installed with viscous fluid dampers, tension-compression yielding steel dampers, a combination of both or no devices at all – thus relying on contact damping alone. The effectiveness of both velocity and displacement dependant dissipation are investigated for protection against far-field and velocity-pulse ground motion characteristics. The experimental results validate the behaviour of ‘Advanced Flag-Shape’ rocking, dissipating solutions which have been recently proposed and numerically tested. Maximum displacements and material strains were well controlled and within acceptable bounds, and residual deformations were minimal due to the re-centring contribution from the post-tensioned tendons. Damage was confined to inelastic yielding (or fluid damping) of the external dampers.
This project looks at how destroyed architecture, although physically lost, fundamentally continues to exist within human memories as a non-physical entity. The site chosen is Avonside Girls’ High School in Christchurch, New Zealand, a school heavily damaged during the February 22nd earthquake in 2011. The project focuses on the Main Block, a 1930s masonry building which had always been a symbol for the school and its alumni. The key theories relevant to this are studies on non-material architecture and memory as these subjects investigate the relationship between conceptual idea and the triggering of it. This research aims to study how to fortify a thought-based architecture against neglect, similar to the retrofitting of physical structures. In doing so, the importance of the emotive realm of architecture and the idea behind a building (as opposed to the built component itself) is further validated, promoting more broadminded stances regarding the significance of the idea over the object. A new method for disaster recovery and addressing trauma from lost architecture is also acquired. Factors regarding advanced structural systems and programmes are not covered within the scope of this research because the project instead explores issues regarding the boundaries between the immaterial and material. The project methodology involves communicating a narrative derived from the memories alumni and staff members have of the old school block. The approach for portraying the narrative is based on a list of strategies obtained from case studies. The final product of the research is a new design for the high school, conveyed through a set of atmospheric drawings that cross-examines the boundaries between the physical and non-physical realms by representing the version of the school that exists solely within memories.
When the devastating 6.3 magnitude earthquake hit Christchurch, Aotearoa New Zealand, at 12.51pm on 22nd February 2011, the psychological and physical landscape was irrevocably changed. In the days and weeks following the disaster communities were isolated due to failed infrastructure, continuing aftershocks and the extensive search and rescue effort which focussed resources on the central business district. In such moments the resilience of a community is truly tested. This research discusses the role of grassroots community groups in facilitating community resilience during the Christchurch 2010/11 earthquakes and the role of place in doing so. I argue that place specific strategies for urban resilience need to be enacted from a grassroots level while being supported by broader policies and agencies. Using a case study of Project Lyttelton – a group aspiring towards a resilient sustainable future who were caught at the epicentre of the February earthquake – I demonstrate the role of a community group in creating resilience through self-organised place specific action during a disaster. The group provided emotional care, basic facilities and rebuilding assistance to the residents of Lyttelton, proving to be an invaluable asset. These actions are closely linked to the characteristics of social support and social learning that have been identified as important to socio-ecological resilience. In addition this research will seek to understand and explore the nuances of place and identity and its role in shaping resilience to such dis-placing events. Drawing on community narratives of the displacement of place identity, the potential for a progressive sense of place as instigated by local groups will be investigated as an avenue for adaptation by communities at risk of disaster and place destabilisation.

As damage and loss caused by natural hazards have increased worldwide over the past several decades, it is important for governments and aid agencies to have tools that enable effective post-disaster livelihood recovery to create self-sufficiency for the affected population. This study introduces a framework of critical components that constitute livelihood recovery and the critical factors that lead to people’s livelihood recovery. A comparative case study is employed in this research, combined with questionnaire surveys and interviews with those communities affected by large earthquakes in Lushan, China and in Christchurch and Kaikōura, New Zealand. In Lushan, China, a framework with four livelihood components was established, namely, housing, employment, wellbeing and external assistance. Respondents considered recovery of their housing to be the most essential element for livelihood diversification. External assistance was also rated highly in assisting with their livelihood recovery. Family ties and social connections seemed to have played a larger role than that of government agencies and NGOs. However, the recovery of livelihood cannot be fully achieved without wellbeing aspects being taken into account, and people believed that quality of life and their physical and mental health were essential for livelihood restoration. In Christchurch, New Zealand, the identified livelihood components were validated through in-depth interviews. The results showed that the above framework presenting what constitutes successful livelihood recovery could also be applied in Christchurch. This study also identified the critical factors to affect livelihood recovery following the Lushan and Kaikōura earthquakes, and these include community safety, availability of family support, level of community cohesion, long-term livelihood support, external housing recovery support, level of housing recovery and availability of health and wellbeing support. The framework developed will provide guidance for policy makers and aid agencies to prioritise their strategies and initiatives in assisting people to reinstate their livelihood in a timely manner post-disaster. It will also assist the policy makers and practitioners in China and New Zealand by setting an agenda for preparing for livelihood recovery in non-urgent times so the economic impact and livelihood disruption of those affected can be effectively mitigated.

The extent of liquefaction in the eastern suburbs of Christchurch (Aranui, Bexley, Avonside, Avonhead and Dallington) from the February 22 2011 Earthquake resulted in extensive damage to in-ground waste water pipe systems. This caused a huge demand for portable toilets (or port-a-loos) and companies were importing them from outside Canterbury and in some instances from Australia. However, because they were deemed “assets of importance” under legislation, their allocation had to be coordinated by Civil Defence and Emergency Management (CDEM). Consequently, companies supplying them had to ignore requests from residents, businesses and rest homes; and commitments to large events outside of the city such as the Hamilton 400 V8 Supercars and the Pasifika Festival in Auckland were impacted. Frustrations started to show as neighbourhoods questioned the equity of the port-a-loos distribution. The Prime Minister was reported as reassuring citizens in the eastern suburbs in the first week of March that1 “a report about the distribution of port-a-loos and chemical toilets shows allocation has been fair. Key said he has asked Civil Defence about the distribution process and where the toilets been sent. He said there aren’t enough for the scale of the event but that is quickly being rectified and the need for toilets is being reassessed all the time.” Nonetheless, there still remained a deep sense of frustration and exclusion over the equity of the port-a-loos distribution. This study took the simple approach of mapping where those port-a-loos were on 11-12 March for several areas in the eastern suburbs and this suggested that their distribution was not equitable and was not well done. It reviews the predictive tools available for estimating damage to waste water pipes and asks the question could this situation have been better planned so that pot-a-loo locations could have been better prioritised? And finally it reviews the integral roles of communication and monitoring as part of disaster management strategy. The impression from this study is that other New Zealand urban centres could or would also be at risk and that work is need to developed more rational management approaches for disaster planning.
