Repatriation, innovation, virtual reality and other digital opportunities and issues around earthquake strengthening buildings will all come up for debate next weekend at our museums' national conference in Christchurch. The MA18 Conference brings together several hundred museum leaders to talk about a time of rapid change in how museums display their taonga and how they reach out to their communities. Lynn Freeman spoke to Phillipa Tocker who's the Executive Director of Museums Aotearoa, and to one of the guest speakers, futurist Kaila Colbin who's curator of TEDxChristchurch and TEDxScottBase, co-founder and Chair of the Ministry of Awesome and a director of ChristchurchNZ which is responsible for tourism, major events and economic development in the city.

This analysis employs both qualitative and quantitative approaches to identify how young adults in New Zealand aged 18-25 years old have engaged with All Right? campaign material. A survey targeting young adults returned 51 viable out of 117 responses due to participation prerequisites. From the survey, five participants elaborated on their thoughts in an in-depth interview voluntarily. Interviews were conducted with key personnel from All Right? to craft broader understanding of the initiative whilst enhancing knowledge of mental health frameworks and their application. Ciaran Fox, Lucy Daeth and Sara Epperson, who have been imperative to the success of the campaign, shared their working experience in the community and public health sector and how this intertwines to their current roles at All Right?. Discussions of key frameworks, community conversations, the development of communication strategies and how All Right? approached Canterbury publics in a post-earthquake setting provided insight to the importance of understanding community circumstance in initial crisis and the correlated secondary stressors.
An often overlooked aspect of urban housing development is the composition of the space between buildings; the streetscape. The pressures of suppressing suburban sprawl have seen housing developments respond by increasing residential density within more centralised city sites. Medium-density housing typologies are often used as urban infill in response to the challenge of accommodating an increasing population. A by-product of these renewed areas is the creation of new open space which serves as the fundamental public space for sociability to develop in communities. Street space should emphasise this public expression by encouraging social exchange and interaction. As a result, a neighbourhood owes its liveliness (or lack thereof) to its streets. The issue of density when applied to the urban housing landscape encompasses two major components: the occupancy of both the private realms, constituting the residential built form, and the public spaces that adjoins them, the streets. STREETSCAPE: dialogues of street + house. Continual transition between the realms of public and private (building and street space) enact active edges, giving way to public stimulation; the opportunity for experiencing other people. The advent of seeing and hearing other people in connection with daily comings and goings encourages social events to evolve, enhancing the notion of neighbourly conduct. Within New Zealand, and specifically in Christchurch as considered here, the compositions of current streetscapes lack the demeanor to really encourage and facilitate the idea of neighbourly interaction and public expression. Here lies the potential for new street design to significantly heighten the interplay of human activity. In response, this research project operates under the notion that the street spaces of urban residential areas are largely underutilised. This lack is particularly evident in the street. Street design should strive to produce spaces which stimulate the public life of residents. There exists a need to reassert eminence of the street as a space for vibrant neighbourhood life. This thesis employs design as a tool for researching and will involve using numerous concept generators to trigger the production of multiple scenarios. These scenarios are to explore the ways in which the streetscapes within medium-density urban communities could respond in the event of (re) development.
At the conclusion of the 2010 and 2011 Canterbury earthquakes more than 5100 homes had been deemed unsafe for habitation. The land and buildings of these were labelled “red zoned” and are too badly damaged for remediation. These homes have been demolished or are destined for demolition. To assist the red zone population to relocate, central government have offered to ‘buy out’ home owners at the Governmental Value (GV) that was last reviewed in 2007. While generous in the economic context at the time, the area affected was the lowest value land and housing in Christchurch and so there is a capital shortfall between the 2007 property value and the cost of relocating to more expensive properties. This shortfall is made worse by increasing present day values since the earthquakes. Red zone residents have had to relocate to the far North and Western extremities of Christchurch, and some chose to move even further to neighbouring towns or cities. The eastern areas and commercial centres close to the red zone are affected as well. They have lost critical mass which has negatively impacted businesses in the catchments of the Red Zone. This thesis aims to repopulate the suburbs most affected by the abandonment of the red zone houses. Because of the relative scarcity of sound building sites in the East and to introduce affordability to these houses, an alternative method of development is required than the existing low density suburban model. Smart medium density design will be tested as an affordable and appropriate means of living. Existing knowledge in this field will be reviewed, an analysis of what East Christchurch’s key characteristics are will occur, and an examination of built works and site investigations will also be conducted. The research finds that at housing densities of 40 units per hectare, the spatial, vehicle, aesthetic needs of East Christchurch can be accommodated. Centralising development is also found to offer better lifestyle choices than the isolated suburbs at the edges of Christchurch, to be more efficient using existing infrastructure, and to place less reliance on cars. Stronger communities are formed from the outset and for a full range of demographics. Eastern affordable housing options are realised and Christchurch’s ever expanding suburban tendencies are addressed. East Christchurch presently displays a gaping scar of devastated houses that ‘The New Eastside’ provides a bandage and a cure for. Displaced and dispossessed Christchurch residents can be re-housed within a new heart for East Christchurch.
1. INTRODUCTION. Earthquakes and geohazards, such as liquefaction, landslides and rock falls, constitute a major risk for New Zealand communities and can have devastating impacts as the Canterbury 2010/2011 experience shows. Development patterns expose communities to an array of natural hazards, including tsunamis, floods, droughts, and sea level rise amongst others. Fostering community resilience is therefore vitally important. As the rhetoric of resilience is mainstreamed into the statutory framework, a major challenge emerges: how can New Zealand operationalize this complex and sometimes contested concept and build ‘community capitals’? This research seeks to provide insights to this question by critically evaluating how community capitals are conceptualized and how they can contribute to community resilience in the context of the Waimakariri District earthquake recovery and regeneration process.
The housing and mortgage market in Christchurch experienced significant changes since the 2011 earthquake, especially after the reconstruction of the city. The increasing speed of Christchurch average house price exceed the average house price of the whole country, as well as the number of new dwellings. By this regard, this study surveyed the households in Christchurch to analyze the effect of the earthquake on housing and mortgage market. This includes factors such as housing price, interest rate, government policy and socioeconomic factors in terms of age, gender, educational attainment, income, marital status and family life cycle. Logistic regression model is used to analyze the data. The study provides an overview of the housing market and mortgage market in Christchurch. The logistic regression, results show changes on sensitivity between the socio-economic factors and house purchase, as well as mortgage borrowing pre- and post-earthquake. The result indicates that the earthquake in Christchurch has affected households’ decision on house purchase and mortgage borrowing.

This poster provides a summary of the development of a 3D shallow (z<40m) shear wave velocity (Vs) model for the urban Christchurch, New Zealand region. The model is based on a recently developed Christchurch-specific empirical correlation between Vs and cone penetration test (CPT) data (McGann et al. 2014a,b) and the large high-density database of CPT logs in the greater Christchurch urban area (> 15,000 logs as of 01/01/2014). In particular, the 3D model provides shear wave velocities for the surficial Springston Formation, Christchurch Formation, and Riccarton gravel layers which generally comprise the upper 40m in the Christchurch urban area. Point-estimates are provided on a 200m-by- 200m grid from which interpolation to other locations can be performed. This model has applications for future site characterization and numerical modeling efforts via maps of timeaveraged Vs over specific depths (e.g. Vs30, Vs10) and via the identification of typical Vs profiles for different regions and soil behaviour types within Christchurch. In addition, the Vs model can be used to constrain the near-surface velocities for the 3D seismic velocity model of the Canterbury basin (Lee et al. 2014) currently being developed for the purpose of broadband ground motion simulation.
Five years after the devastating series of earthquakes in Christchurch, New Zealand, the structural engineering community is now focussing on low damage design by either proactively reducing the possibility of significant damage to primary steel members (i.e. developing seismic resisting systems that will deliver a high damage threshold in severe earthquakes) or by improved detailing of the primary steel members for rapid replacement. This paper presents a development of Eccentrically Braced Frames (EBFs) with replaceable active links. It uses the bolted flange- and web splicing concept to connect the active link to the collector beam or column. Finite element analyses have been performed to investigate the behaviour and reliability of EBFs with this new type replaceable active link. The results show a stable hysteretic behaviour and more significantly easier replacement of the damaged active link in comparison with conventional EBFs.
In this paper Paul Millar outlines the development of the University of Canterbury Quakebox project, a collaborative venture between the UC CEISMIC Canterbury Earthquakes Digital Archive and the New Zealand Institute of Language Brain and Behaviour to preserve people’s earthquake stories for the purposes of research, teaching and commemoration. The project collected over 700 stories on high definition video, and Millar is now looking at using the corpus to underpin a longitudinal study of post-quake experience.
This paper presents the preliminary conclusions of the first stage of Wellington Case Study project (Regulating For Resilience in an Earthquake Vulnerable City) being undertaken by the Disaster Law Research Group at the University of Canterbury Law School. This research aims to map the current regulatory environment around improving the seismic resilience of the urban built environment. This work provides the basis for the second stage of the project which will map the regulatory tools onto the reality of the current building stock in Wellington. Using a socio-legal methodology, the current research examines the regulatory framework around seismic resilience for existing buildings in New Zealand, with a particularly focus on multi-storey in the Wellington CBD. The work focusses both on the operation and impact of the formal seismic regulatory tools open to public regulators (under the amended Building Act) as other non-seismic regulatory tools. As well as examining the formal regulatory frame, the work also provides an assessment of the interactions between other non-building acts (such as Health and Safety at Work Act 2015) on the requirements of seismic resilience. Other soft-law developments (particularly around informal building standards) are also examined. The final output of this work will presents this regulatory map in a clear and easily accessible manner and provide an assessment of the suitability of this at times confusing and patchy legal environment as Wellington moves towards becoming a resilient city. The final conclusion of this work will be used to specifically examine the ability of Wellington to make this transition under the current regulatory environment as phase two of the Wellington Case Study project.

Prior to the devastating 2010 and 2011 earthquakes, parts of the CBD of Christchurch, New Zealand were undergoing revitalisation incorporating aspects of adaptive reuse and gentrification. Such areas were often characterised by a variety of bars, restaurants, and retail outlets of an “alternative” or “bohemian” style. These early 20th century buildings also exhibited relatively low rents and a somewhat chaotic and loosely planned property development approach by small scale developers. Almost all of these buildings were demolished following the earthquakes and a cordon placed around the CBD for several years. A paper presented at the ERES conference in 2013 presented preliminary results, from observation of post-earthquake public meetings and interviews with displaced CBD retailers. This paper highlighted a strongly held fear that the rebuild of the central city, then about to begin, would result in a very different style and cost structure from that which previously existed. As a result, permanent exclusion from the CBD of the types of businesses that previously characterised the successfully revitalised areas would occur. Five years further on, new CBD retail and office buildings have been constructed, but large areas of land between them remain vacant and the new buildings completed are often having difficulty attracting tenants. This paper reports on the further development of this long-term Christchurch case study and examines if the earlier predictions of the displaced retailers are coming true, in that a new CBD that largely mimics a suburban mall in style and tenancy mix, inherently loses some of its competitive advantage?
This paper presents on-going challenges in the present paradigm shift of earthquakeinduced ground motion prediction from empirical to physics-based simulation methods. The 2010-2011 Canterbury and 2016 Kaikoura earthquakes are used to illustrate the predictive potential of the different methods. On-going efforts on simulation validation and theoretical developments are then presented, as well as the demands associated with the need for explicit consideration of modelling uncertainties. Finally, discussion is also given to the tools and databases needed for the efficient utilization of simulated ground motions both in specific engineering projects as well as for near-real-time impact assessment.
Meeting the Sustainable Development Goals by 2030 involves transformational change in the business of business, and social enterprises can lead the way in such change. We studied Cultivate, one such social enterprise in Christchurch, New Zealand, a city still recovering from the 2010/11 Canterbury earthquakes. Cultivate works with vulnerable youth to transform donated compost into garden vegetables for local restaurants and businesses. Cultivate’s objectives align with SDG concerns with poverty and hunger (1 & 2), social protection (3 & 4), and sustainable human settlements (6 & 11). Like many grant-supported organisations, Cultivate is required to track and measure its progress. Given the organisation’s holistic objectives, however, adequately accounting for its impact reporting is not straightforward. Our action research project engaged Cultivate staff and youth-workers to generate meaningful ways of measuring impact. Elaborating the Community Economy Return on Investment tool (CEROI), we explore how participatory audit processes can capture impacts on individuals, organisations, and the wider community in ways that extend capacities to act collectively. We conclude that Cultivate and social enterprises like it offer insights regarding how to align values and practices, commercial activity and wellbeing in ways that accrue to individuals, organisations and the broader civic-community.
The Christchurch earthquakes brought to an abrupt halt a process of adaptive reuse and gentrification that was underway in the south eastern corner of the central business district. The retail uses that were a key to the success of this area pre-earthquake could be characterised as small, owner operated, quirky, bohemian, chaotic and relatively low rent. This research reports on the progress of a long term, comprehensive case study that follows the progress of these retailers both before and after the earthquakes. Findings include the immediate post-earthquake intentions to resume business in the same location as soon as possible were thwarted by government imposed cordons of the CBD that were only lifted nearly three years later. But, businesses were resilient and generally reinvented themselves quickly in alternative suburban locations where government “rebuild” restrictions were absent. It remains to be seen if this type of retail will ever return to the CBD as government imposed plans and the rents demanded for retail space in new buildings appear to preclude small owner-operated businesses.

Base isolation is an incredibly effective technology used in seismic regions throughout the world to limit structural damage and maintain building function, even after severe earthquakes. However, it has so far been underutilised in light-frame wood construction due to perceived cost issues and technical problems, such as a susceptibility to movement under strong wind loads. Light-frame wood buildings make up the majority of residential construction in New Zealand and sustained significant damage during the 2010-2011 Canterbury earthquake sequence, yet the design philosophy has remained largely unchanged for years due to proven life-safety performance. Recently however, with the advent of performance based earthquake engineering, there has been a renewed focus on performance factors such as monetary loss that has driven a want for higher performing residential buildings. This research develops a low-cost approach for the base isolation of light-frame wood buildings using a flat-sliding friction base isolation system, which addresses the perceived cost and technical issues, and verifies the seismic performance through physical testing on the shake table at the University of Canterbury. Results demonstrate excellent seismic performance with no structural damage reported despite a large number of high-intensity earthquake simulations. Numerical models are subsequently developed and calibrated to New Zealand light-frame wood building construction approaches using state-of-the-art wood modelling software, Timber3D. The model is used to accurately predict both superstructure drift and acceleration demand parameters of fixed-base testing undertaken after the base isolation testing programme is completed. The model development allows detailed cost analyses to be undertaken within the performance based earthquake engineering framework that highlights the monetary benefits of using base isolation. Cost assessments indicate the base isolation system is only 6.4% more compared to the traditional fixed-base system. Finally, a design procedure is recommended for base isolated light-frame wood buildings that is founded on the displacement based design (DBD) approach used in the United States and New Zealand. Nonlinear analyses are used to verify the DBD method which indicate its suitability.
The city of Christchurch, New Zealand, incurred significant damage due to a series of earthquakes in 2010 and 2011. The city had, by the late 2010s, regained economic and social normalcy after a sustained period of rebuilding and economic recovery. Through the concerted rebuilding effort, a modern central business district (CBD) with redesigned infrastructure and amenities was developed. The Christchurch rebuild was underpinned by a commitment of urban planners to an open and connected city, including the use of innovative technologies to gather, use and share data. As was the case elsewhere, the COVID-19 pandemic brought about significant disruptions to social and economic life in Christchurch. Border closures, lockdowns, trading limitations and other restrictions on movement led to changes in traditional consumer behaviors and affected the retail sector’s resilience. In this study, we used CBD pedestrian traffic data gathered from various locations to predict changes in retail spending and identify recovery implications through the lens of retail resilience. We found that the COVID-19 pandemic and its related lockdowns have driven a substantive change in the behavioral patterns of city users. The implications for resilient retail, sustainable policy and further research are explored.

Following the 2010 and 2011 earthquakes Christchurch is undergoing extensive development on the periphery of the city. This has been driven in part by the large numbers of people who have lost their homes. Prior to the earthquakes, Christchurch was already experiencing placeless subdivisions and now these are being rolled out rapidly thanks to the efficiency of a formula that has been embraced by the Council, developers and the public alike. However, sprawling subdivisions have a number of issues including inefficient land use, limited housing types, high dependence on motor vehicles and low levels of resilience and no sense of place. Sense of place is of particular interest due to its glaring absence from new subdivisions and its growing importance in the literature. Research shows that sense of place has benefits to our feeling of belonging, well-being, and self-identity, particularly following a disaster. It improves the resilience and sustainability of our living environment and fosters a connection to the landscape thereby making us better placed to respond to future changes. Despite these benefits, current planning models such as new urbanism and transit-oriented design tend to give sense of place a low priority and as a result it can get lost. Given these issues, the focus of this research is “can landscape driven sense of place drive subdivision design without compromising on other urban planning criteria to produce subdivisions that address the issues of sprawl, as well as achieving the benefits associated with a strong sense of place that can improve our overall quality of life?” Answering this question required a thorough review of current urban planning and sense of place literature. This was used to critique existing subdivisions to gain a thorough understanding of the issues. The outcomes of this led to extensive design exploration which showed that, not only is it possible to design a subdivision with sense of place as the key driver but by doing this, the other urban planning criteria become easier to achieve.
Case study analysis of the 2010-2011 Canterbury Earthquake Sequence (CES), which particularly impacted Christchurch City, New Zealand, has highlighted the value of practical, standardised and coordinated post-earthquake geotechnical response guidelines for earthquake-induced landslides in urban areas. The 22nd February 2011 earthquake, the second largest magnitude event in the CES, initiated a series of rockfall, cliff collapse and loess failures around the Port Hills which severely impacted the south-eastern part of Christchurch. The extensive slope failure induced by the 22nd February 200 earthquake was unprecedented; and ground motions experienced significantly exceeded the probabilistic seismic hazard model for Canterbury. Earthquake-induced landslides initiated by the 22nd February 2011 earthquake posed risk to life safety, and caused widespread damage to dwellings and critical infrastructure. In the immediate aftermath of the 22nd February 2011 earthquake, the geotechnical community responded by deploying into the Port Hills to conduct assessment of slope failure hazards and life safety risk. Coordination within the voluntary geotechnical response group evolved rapidly within the first week post-earthquake. The lack of pre-event planning to guide coordinated geotechnical response hindered the execution of timely and transparent management of life safety risk from coseismic landslides in the initial week after the earthquake. Semi-structured interviews were conducted with municipal, management and operational organisations involved in the geotechnical response during the CES. Analysis of interview dialogue highlighted the temporal evolution of priorities and tasks during emergency response to coseismic slope failure, which was further developed into a phased conceptual model to inform future geotechnical response. Review of geotechnical responses to selected historical earthquakes (Northridge, 1994; Chi-Chi, 1999; Wenchuan, 2008) has enabled comparison between international practice and local response strategies, and has emphasised the value of pre-earthquake preparation, indicating the importance of integration of geotechnical response within national emergency management plans. Furthermore, analysis of the CES and international earthquakes has informed pragmatic recommendations for future response to coseismic slope failure. Recommendations for future response to earthquake-induced landslides presented in this thesis include: the integration of post-earthquake geotechnical response with national Civil Defence and Emergency Management; pre-earthquake development of an adaptive management structure and standard slope assessment format for geotechnical response; and emergency management training for geotechnical professionals. Post-earthquake response recommendations include the development of geographic sectors within the area impacted by coseismic slope failure, and the development of a GIS database for analysis and management of data collected during ground reconnaissance. Recommendations provided in this thesis aim to inform development of national guidelines for geotechnical response to earthquake-induced landslides in New Zealand, and prompt debate concerning international best practice.
"Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. Probabilistic Structural Fire Engineering (PSFE) has been introduced to overcome the limitations of current conventional approaches used for the design of fire-exposed structures. Current structural fire design investigates worst-case fire scenarios and include multiple thermal and structural analyses. PSFE permits buildings to be designed to a level of life safety or economic loss that may occur in future fire events with the help of a probabilistic approach. This thesis presents modifications to the adoption of a Performance-Based Earthquake Engineering (PBEE) framework in Probabilistic Structural Fire Engineering (PSFE). The probabilistic approach runs through a series of interrelationships between different variables, and successive convolution integrals of these interrelationships result in probabilities of different measures. The process starts with the definition of a fire severity measure (FSM), which best relates fire hazard intensity with structural response. It is identified by satisfying efficiency and sufficiency criteria as described by the PBEE framework. The relationship between a fire hazard and corresponding structural response is established by analysis methods. One method that has been used to quantify this relationship in PSFE is Incremental Fire Analysis (IFA). The existing IFA approach produces unrealistic fire scenarios, as fire profiles may be scaled to wide ranges of fire severity levels, which may not physically represent any real fires. Two new techniques are introduced in this thesis to limit extensive scaling. In order to obtain an annual rate of exceedance of fire hazard and structural response for an office building, an occurrence model and an attenuation model for office fires are generated for both Christchurch city and New Zealand. The results show that Christchurch city is 15% less likely to experience fires that have the potential to cause structural failures in comparison to all of New Zealand. In establishing better predictive relationships between fires and structural response, cumulative incident radiation (a fire hazard property) is found to be the most appropriate fire severity measure. This research brings together existing research on various sources of uncertainty in probabilistic structural fire engineering, such as elements affecting post-flashover fire development factors (fuel load, ventilation, surface lining and compartment geometry), fire models, analysis methods and structural reliability. Epistemic uncertainty and aleatory uncertainty are investigated in the thesis by examining the uncertainty associated with modelling and the factors that influence post-flashover development of fires. A survey of 12 buildings in Christchurch in combination with recent surveys in New Zealand produced new statistical data on post-flashover development factors in office buildings in New Zealand. The effects of these parameters on temperature-time profiles are evaluated. The effects of epistemic uncertainty due to fire models in the estimation of structural response is also calculated. Parametric fires are found to have large uncertainty in the prediction of post-flashover fires, while the BFD curves have large uncertainties in prediction of structural response. These uncertainties need to be incorporated into failure probability calculations. Uncertainty in structural modelling shows that the choices that are made during modelling have a large influence on realistic predictions of structural response.
