Over the summer on The Weekend we've been talking to recyclers and upcyclers, people who like the Wombles, are making good use of the things that they find, things that the everyday folks leave behind. This is true of Christchurch builder, artist and furniture maker, Tim McGurk. He says he works with whatever junk and materials he can find. Tim crafted several items from the materials salvaged from an earthquake damaged Christchurch house, as part of the Whole House Reuse project. He also made the news when he made a Star Wars inspired X-wing sculpture/lamp out of salvaged rimu.

Dire predictions about the death of books and of publishing in this country with the advent of e-books and the amalgamation of big publishing houses have proved to be way off the mark. One of the standout publishers to have emerged is Wellington's BWB - Bridget Williams' Books - with its focus on New Zealand non-fiction and championing of the topical essay. Titles in their popular BWB text series include The New Zealand Project by Max Harris, Holly Walker's The Whole Intimate Mess, and Antibiotic Resistance by Dr Siouxsie Wiles. Their latest publications include The Expatriates by expat Martin Edmond, and Paul Gorman's take on the Canterbury Earthquakes - Portacom City.

This dissertation addresses a diverse range of topics in the area of physics-based ground motion simulation with particular focus on the Canterbury, New Zealand region. The objectives achieved provide the means to perform hybrid broadband ground motion simulation and subsequently validates the simulation methodology employed. In particu- lar, the following topics are addressed: the development of a 3D seismic velocity model of the Canterbury region for broadband ground motion simulation; the development of a 3D geologic model of the interbedded Quaternary formations to provide insight on observed ground motions; and the investigation of systematic effects through ground motion sim- ulation of small-to-moderate magnitude earthquakes. The paragraphs below outline each contribution in more detail. As a means to perform hybrid broadband ground motion simulation, a 3D model of the geologic structure and associated seismic velocities in the Canterbury region is devel- oped utilising data from depth-converted seismic reflection lines, petroleum and water well logs, cone penetration tests, and implicitly guided by existing contour maps and geologic cross sections in data sparse subregions. The model explicitly characterises five significant and regionally recognisable geologic surfaces that mark the boundaries between geologic units with distinct lithology and age, including the Banks Peninsula volcanics, which are noted to strongly influence seismic wave propagation. The Basement surface represents the base of the Canterbury sedimentary basin, where a large impedance contrast exists re- sulting in basin-generated waves. Seismic velocities for the lithological units between the geologic surfaces are derived from well logs, seismic reflection surveys, root mean square stacking velocities, empirical correlations, and benchmarked against a regional crustal model, thus providing the necessary information for a Canterbury velocity model for use in broadband seismic wave propagation. A 3D high-resolution model of the Quaternary geologic stratigraphic sequence in the Canterbury region is also developed utilising datasets of 527 high-quality water well logs, and 377 near-surface cone penetration test records. The model, developed using geostatistical Kriging, represents the complex interbedded regional Quaternary geology by characterising the boundaries between significant interbedded geologic formations as 3D surfaces including explicit modelling of the formation unconformities resulting from the Banks Peninsula volcanics. The stratigraphic layering present can result in complex wave propagation. The most prevalent trend observed in the surfaces was the downward dip from inland to the eastern coastline as a result of the dominant fluvial depositional environment of the terrestrial gravel formations. The developed model provides a benefi- cial contribution towards developing a comprehensive understanding of recorded ground motions in the region and also providing the necessary information for future site char- acterisation and site response analyses. To highlight the practicality of the model, an example illustrating the role of the model in constraining surface wave analysis-based shear wave velocity profiling is illustrated along with the calculation of transfer functions to quantify the effect of the interbedded geology on wave propagation. Lastly, an investigation of systematic biases in the (Graves and Pitarka, 2010, 2015) ground motion simulation methodology and the specific inputs used for the Canterbury region is presented considering 144 small-to-moderate magnitude earthquakes. In the simulation of these earthquakes, the 3D Canterbury Velocity Model, developed as a part of this dissertation, is used for the low-frequency simulation, and a regional 1D velocity model for the high-frequency simulation. Representative results for individual earthquake sources are first presented to highlight the characteristics of the small-to-moderate mag- nitude earthquake simulations through waveforms, intensity measure scaling with source- to-site distance, and spectral bias of the individual events. Subsequently, a residual de- composition is performed to examine the between- and within-event residuals between observed data, and simulated and empirical predictions. By decomposing the residuals into between- and within-event residuals, the biases in source, path and site effects, and their causes, can be inferred. The residuals are comprehensively examined considering their aggregated characteristics, dependence on predictor variables, spatial distribution, and site-specific effects. The results of the simulation are also benchmarked against empir- ical ground motion models, where their similarities manifest from common components in their prediction. Ultimately, suggestions to improve the predictive capability of the simulations are presented as a result of the analysis.

The purpose of this paper is to empirically investigate the effects of a major disaster on the management of human resources in the construction sector. It sets out to identify the construction skills challenges and the factors that affected skills availability following the 2010/2011 earthquakes in Christchurch. It is hoped that this study will provide insights for on-going reconstruction and future disaster response with respect to the problem of skills shortages. Design/methodology/approach A triangulation method was adopted. The quantitative method, namely, a questionnaire survey, was employed to provide a baseline description. Field observations and interviews were used as a follow-up to ascertain issues and potential shortages over time. Three focus groups in the form of research workshops were convened to gain further insight into the feedback and to investigate the validity and applicability of the research findings. Findings The earthquakes in Christchurch had compounded the pre-existing skills shortages in the country due to heightened demand from reconstruction. Skills shortages primarily existed in seismic assessment and design for land and structures, certain trades, project management and site supervision. The limited technical capability available nationally, shortage of temporary accommodation to house additional workers, time needed for trainees to become skilled workers, lack of information about reconstruction workloads and lack of operational capacity within construction organisations, were critical constraints to the resourcing of disaster recovery projects. Research limitations/implications The research findings contribute to the debate on skills issues in construction. The study provides evidence that contributes to an improved understanding of the industry’s skills vulnerability and emerging issues that would likely exist after a major disaster in a resource-limited country such as New Zealand. Practical implications From this research, decision makers and construction organisations can gain a clear direction for improving the construction capacity and capability for on-going reconstruction. Factors that affected the post-earthquake skills availability can be considered by decision makers and construction organisations in their workforce planning for future disaster events. The recommendations will assist them in addressing skills shortages for on-going reconstruction. Originality/value Although the study is country-specific, the findings show the nature and scale of skills challenges the construction industry is likely to face following a major disaster, and the potential issues that may compound skills shortages. It provides lessons for other disaster-prone countries where the resource pool is small and a large number of additional workers are needed to undertake reconstruction.

As a three-year-old in China, Quin Tang's mother was shot in front of her and her father taken away. After moving to Christchurch 25 years ago, she walked out of an abusive marriage with two young children, no money and speaking little English. Tang then attended Canterbury University, teaching herself to read English from the text books there. She attained four degrees with an A+ average, and began working as a psychiatrist and counsellor. Quin was working in the CTV building when it collapsed. She took two weeks off work to recover, then came back and began counselling other victims of the Christchurch earthquakes. She has written and self-published the story of her life, called Half a Walnut Tree.

It's been a long, long wait but Christchurch's Arts Centre finally has a contemporary art gallery space again - and it's just opened. It's the latest 'reveal' in the Arts Centre post-earthquake rebuild. The new gallery's called The Central and is housed in the original Canterbury College Library. Four Christchurch families and gallerist Jonathan Smart have made it happen and artists including local sculptor Neil Dawson, photographer Peter Peryer, glitter specialist Reuben Patterson and painter Dick Frizzell are in the mix for the opening group show. There are some new names there too. Lynn Freeman speaks to The Central's Jonathan Smart and Ngai Tahu artist Lonnie Hutchinson who has work in the opening show.

This paper analyses the city of Christchurch, New Zealand, which has been through dramatic changes since it was struck by a series of earthquakes of different intensities between 2010 and 2011. The objective is to develop a deeper understanding of resilience by looking at changes in green and grey infrastructures. The study can be helpful to reveal a way of doing comparative analysis using resilience as a theoretical framework. In this way, it might be possible to assess the blueprint of future master plans by considering how important the interplay between green and grey infrastructure is for the resilience capacity of cities.

This study examines the performance of nonlinear total-stress wave-propagation site response analysis for modelling site effects in physics-based ground motion simulations of the 2010-2011 Canterbury, New Zealand earthquake sequence. This approach allows for explicit modeling of 3-dimensional ground motion phenomena at the regional scale, as well as detailed site effects and soil nonlinearity at the local scale. The approach is compared to a more commonly used empirical VS30 (30 m time-averaged shear wave velocity)-based method for computing site amplification as proposed by Graves and Pitarka (2010, 2015).

The Logie Collection of Canterbury University is one of the small miracles of this country - treasures of the Ancient World from classical Greece and Rome, right back to the Bronze Age - 7000 BC. And when the first big earthquake struck Christchurch in September 2010, there were fears that the priceless collection - described as "one of Australasia's finest collections of classical art" would be utterly destroyed. Well it was and it wasn't. The Logie Collection has a brand-new home - the Teece Museum of Classical Antiquities - and last week it was proudly displayed in an exhibition called We Could Be Heroes. But it certainly didn't look like it at the time. Simon Morris is joined by Terri Elder and Penny Minchin-Garvin, the co-curators of the museum.

This is an ethnographic case study, tracking the course of arguments about the future of a city’s central iconic building, damaged following a major earthquake sequence. The thesis plots this as a social drama and examines the central discourses of the controversy. The focus of the drama is the Anglican neo-Gothic Christ Church Cathedral, which stands in the central square of Christchurch, New Zealand. A series of major earthquakes in 2010/2011 devastated much of the inner city, destroying many heritage-listed buildings. The Cathedral was severely damaged and was declared by Government officials in 2011 to be a dangerous building, which needed to be demolished. The owners are the Church Property Trustees, chaired by Bishop Victoria Matthews, a Canadian appointed in 2008. In March 2012 Matthews announced that the Cathedral, because of safety and economic factors, would be deconstructed. Important artefacts were to be salvaged and a new Cathedral built, incorporating the old and new. This decision provoked a major controversy, led by those who claimed that the building could and should be restored. Discourses of history and heritage, memory, place and identity, ownership, economics and power are all identified, along with the various actors, because of their significance. However, the thesis is primarily concerned with the differing meanings given to the Cathedral. The major argument centres on the symbolic interaction between material objects and human subjects and the various ways these are interpreted. At the end of the research period, December 2015, the Christ Church Cathedral stands as a deteriorating wreck, inhabited by pigeons and rats and shielded by protective, colourfully decorated wooden fences. The decision about its future remains unresolved at the time of writing.

We present initial results from a set of three-dimensional (3D) deterministic earthquake ground motion simulations for the northern Canterbury plains, Christchurch and the Banks Peninsula region, which explicitly incorporate the effects of the surface topography. The simu-lations are done using Hercules, an octree-based finite-element parallel software for solving 3D seismic wave propagation problems in heterogeneous media under kinematic faulting. We describe the efforts undertaken to couple Hercules with the South Island Velocity Model (SIVM), which included changes to the SIVM code in order to allow for single repetitive que-ries and thus achieve a seamless finite-element meshing process within the end-to-end ap-proach adopted in Hercules. We present our selection of the region of interest, which corre-sponds to an area of about 120 km × 120 km, with the 3D model reaching a depth of 60 km. Initial simulation parameters are set for relatively high minimum shear wave velocity and a low maximum frequency, which we are progressively scaling up as computing resources permit. While the effects of topography are typically more important at higher frequencies and low seismic velocities, even at this initial stage of our efforts (with a maximum of 2 Hz and a mini-mum of 500 m/s), it is possible to observe the importance of the topography in the response of some key locations within our model. To highlight these effects we compare the results of the 3D topographic model with respect to those of a flat (squashed) 3D model. We draw rele-vant conclusions from the study of topographic effects during earthquakes for this region and describe our plans for future work.

Existing unreinforced masonry (URM) buildings are often composed of traditional construction techniques, with poor connections between walls and diaphragms that results in poor performance when subjected to seismic actions. In these cases the application of the common equivalent static procedure is not applicable because it is not possible to assure “box like” behaviour of the structure. In such conditions the ultimate strength of the structure relies on the behaviour of the macro-elements that compose the deformation mechanisms of the whole structure. These macroelements are a single or combination of structural elements of the structure which are bonded one to each other. The Canterbury earthquake sequence was taken as a reference to estimate the most commonly occurring collapse mechanisms found in New Zealand URM buildings in order to define the most appropriate macroelements.

Non-structural elements (NSEs) have frequently proven to contribute to significant losses sustained from earthquakes in the form of damage, downtime, injury and death. In New Zealand (NZ), the 2010 and 2011 Canterbury Earthquake Sequence (CES), the 2013 Seddon and Cook Strait earthquake sequence and the 2016 Kaikoura earthquake were major milestones in this regard as significant damage to building NSEs both highlighted and further reinforced the importance of NSE seismic performance to the resilience of urban centres. Extensive damage in suspended ceilings, partition walls, façades and building services following the CES was reported to be partly due to erroneous seismic design or installation or caused by intervening elements. Moreover, the low-damage solutions developed for structural systems sometimes allow for relatively large inter-story drifts -compared to conventional designs- which may not have been considered in the seismic design of NSEs. Having observed these shortcomings, this study on suspended ceilings was carried out with five main goals: i) Understanding the seismic performance of the system commonly used in NZ; ii) Understanding the transfer of seismic design actions through different suspended ceiling components, iii) Investigating potential low-damage solutions; iii) Evaluating the compatibility of the current ceiling system with other low-damage NSEs; and iv) Investigating the application of numerical analysis to simulate the response of ceiling systems. The first phase of the study followed a joint research work between the University of Canterbury (UC) in NZ, and the Politecnico Di Milano, in Italy. The experimental ceiling component fragility curves obtained in this existing study were employed to produce analytical fragility curves for a perimeter-fixed ceiling of a given size and weight, with grid acceleration as the intensity measure. The validity of the method was proven through comparisons between this proposed analytical approach with the recommended procedures in proprietary products design guidelines, as well as experimental fragility curves from other studies. For application to engineering design practice, and using fragility curves for a range of ceiling lengths and weights, design curves were produced for estimating the allowable grid lengths for a given demand level. In the second phase of this study, three specimens of perimeter-fixed ceilings were tested on a shake table under both sinusoidal and random floor motion input. The experiments considered the relationship between the floor acceleration, acceleration of the ceiling grid, the axial force induced in the grid members, and the effect of boundary conditions on the transfer of these axial forces. A direct correlation was observed between the axial force (recorded via load cells) and the horizontal acceleration measured on the ceiling grid. Moreover, the amplification of floor acceleration, as transferred through ceiling components, was examined and found (in several tests) to be greater than the recommended factor for the design of ceilings provided in the NZ earthquake loadings standard NZS1170.5. However, this amplification was found to be influenced by the pounding interactions between the ceiling grid members and the tiles, and this amplification diminished considerably when the high frequency content was filtered out from the output time histories. The experiments ended with damage in the ceiling grid connection at an axial force similar to the capacity of these joints previously measured through static tests in phase one. The observation of common forms of damage in ceilings in earthquakes triggered the monotonic experiments carried out in the third phase of this research with the objective of investigating a simple and easily applicable mitigation strategy for existing or new suspended ceilings. The tests focused on the possibility of using proprietary cross-shaped clip elements ordinarily used to provide seismic gap as a strengthening solution for the weak components of a ceiling. The results showed that the solution was effective under both tension and compression loads through increasing load bearing capacity and ductility in grid connections. The feasibility of a novel type of suspended ceiling called fully-floating ceiling system was investigated through shaking table tests in the next phase of this study with the main goal of isolating the ceiling from the surrounding structure; thereby arresting the transfer of associated seismic forces from the structure to the ceiling. The fully-floating ceiling specimen was freely hung from the floor above lacking any lateral bracing and connections with the perimeter. Throughout different tests, a satisfactory agreement between the fully-floating ceiling response and simple pendulum theory was demonstrated. The addition of isolation material in perimeter gaps was found effective in inducing extra damping and protecting the ceiling from pounding impact; resulting in much reduced ceiling displacements and accelerations. The only form of damage observed throughout the random floor motion tests and the sinusoidal tests was a panel dislodgement observed in a test due to successive poundings between the ceiling specimen and the surrounding beams at resonant frequencies. Partition walls as the first effective NSE in direct interaction with ceilings were the topic of the final experimental phase. Low-damage drywall partitions proposed in a previous study in the UC were tested with two common forms of suspended ceiling: braced and perimeter-fixed. The experiments investigated the in-plane and out-of-plane performance of the low-damage drywall partitions, as well as displacement compatibility between these walls and the suspended ceilings. In the braced ceiling experiment, where no connection was made between ceiling grids and surrounding walls no damage in the grid system or partitions was observed. However, at high drift values panel dislodgement was observed on corners of the ceiling where the free ends of grids were not restrained against spreading. This could be prevented by framing the grid ends using a perimeter angle that is riveted only to the grid members while keeping sufficient clearance from the perimeter walls. In the next set of tests with the perimeter-fixed ceiling, no damage was observed in the ceiling system or the drywalls. Based on the results of the experiments it was concluded that the tested ceiling had enough flexibility to accommodate the relative displacement between two perpendicular walls up to the inter-storey drifts achieved. The experiments on perimeter-fixed ceilings were followed by numerical simulations of the performance of these ceilings in a finite element model developed in the structural analysis software, SAP2000. This model was relatively simple and easy to develop and was able to replicate the experimental results to a reasonable degree. Filtering was applied to the experimental output to exclude the effect of high frequency noise and tile-grid impact. The developed model generally simulated the acceleration responses well but underestimated the peak ceiling grid accelerations. This was possibly because the peak values in time histories were affected by impact occurring at very short periods. The model overestimated the axial forces in ceiling grids which was assumed to be caused by the initial assumptions made about the tributary area or constant acceleration associated with each grid line in the direction of excitation. Otherwise, the overall success of the numerical modelling in replicating the experimental results implies that numerical modelling using conventional structural analysis software could be used in engineering practice to analyse alternative ceiling geometries proposed for application to varying structural systems. This however, needs to be confirmed through similar analyses on other ceiling examples from existing instrumented buildings during real earthquakes. As the concluding part of this research the final phase addressed the issues raised following the review of existing ceiling standards and guidelines. The applicability of the research findings to current practice and their implications were discussed. Finally, an example was provided for the design of a suspended ceiling utilising the new knowledge acquired in this research.

Anna Leask has worked for the New Zealand Herald since 2008 and is currently a senior reporter, covering crime and justice for the daily newspaper as well as for the Weekend Herald and Herald on Sunday. Notably she's reported on the re-investigation of Arthur Allan Thomas, 43 years after the double murders for which he served nine years in prison before being pardoned, and the Christchurch 'House of Horrors' murderer Jason Somerville, who killed his wife and buried her under his East Christchurch house a year after doing the same to his neighbour Tisha Lowery. Leask covered the Pike River Mine disaster in 2010, the 2011 Canterbury earthquakes, Fiji's Cyclone Winston in early 2016 and travelled to Gallipoli in 2015 to cover the centenary of the Anzac landings. She won a Canon Media Award for crime and justice reporting in 2014. Her first book, Behind Bars: Real-life stories from inside New Zealand prisons has just been released.

Police have arrested Rollie James Heke after a two-week nationwide manhunt. The government's come up with a radical new plan to tackle Auckland's critical teacher shortage offering thousands of dollars to any new graduate prepared to stay at any city school for at least three years. The All Blacks and the Wallabies will observe a minute's silence at Saturday's Bledisloe Cup match in Dunedin. The government has confirmed speed limits on some of the main expressways will be lifted to 110km/h. National's MP for Kaikoura, Stuart Smith, has leaked when State Highway 1 north of Kaikoura will be re-opened - on December 15. The country's building regulator admits it needs a major overhaul after years scrambling just to react to leaky homes and the Canterbury and Kaikoura earthquakes. Peter Dunne's shock exit this week has forced both National and Labour to completely re-evaluate their strategies in the contest for the Ohariu electorate.

The increase in urban population has required cities to rethink their strategies for minimising greenhouse gas impacts and adapting to climate change. While urban design and planning policy have been guided by principles such as walkability (to reduce the dependence on cars) and green infrastructure (to enhance the quality of open spaces to support conservation and human values), there have been conflicting views on what spatial strategies will best prepare cities for a challenging future. Researchers supporting compact cities based upon public Transit Oriented Development have claimed that walkability, higher density and mixed-uses make cities more sustainable (Owen, 2009) and that, while green spaces in cities are necessary, they are dull in comparison with shopfronts and street vendors (Speck, 2012, p 250). Other researchers claim that green infrastructure is fundamental to improving urban sustainability and attracting public space users with improved urban comfort, consequently encouraging walkability (Pitman and Ely, 2013). Landscape architects tend to assume that ‘the greener the better’; however, the efficiency of urban greenery in relation to urban comfort and urbanity depends on its density, distribution and the services provided. Green infrastructure can take many forms (from urban forests to street trees) and provide varied services (amended microclimate, aesthetics, ecology and so forth). In this paper, we evaluate the relevance of current policy in Christchurch regarding both best practice in green infrastructure and urban comfort (Tavares, 2015). We focus on the Christchurch Blueprint for rebuilding the central city, and critically examine the post-earthquake paths the city is following regarding its green and grey infrastructures and the resulting urban environment. We discuss the performance and appropriateness of the current Blueprint in post-earthquake Christchurch, particularly as it relates to the challenges that climate change is creating for cities worldwide.

Damage distribution maps from strong earthquakes and recorded data from field experiments have repeatedly shown that the ground surface topography and subsurface stratigraphy play a decisive role in shaping the ground motion characteristics at a site. Published theoretical studies qualitatively agree with observations from past seismic events and experiments; quantitatively, however, they systematically underestimate the absolute level of topographic amplification up to an order of magnitude or more in some cases. We have hypothesized in previous work that this discrepancy stems from idealizations of the geometry, material properties, and incident motion characteristics that most theoretical studies make. In this study, we perform numerical simulations of seismic wave propagation in heterogeneous media with arbitrary ground surface geometry, and compare results with high quality field recordings from a site with strong surface topography. Our goal is to explore whether high-fidelity simulations and realistic numerical models can – contrary to theoretical models – capture quantitatively the frequency and amplitude characteristics of topographic effects. For validation, we use field data from a linear array of nine portable seismometers that we deployed on Mount Pleasant and Heathcote Valley, Christchurch, New Zealand, and we compute empirical standard spectral ratios (SSR) and single-station horizontal-to-vertical spectral ratios (HVSR). The instruments recorded ambient vibrations and remote earthquakes for a period of two months (March-April 2017). We next perform two-dimensional wave propagation simulations using the explicit finite difference code FLAC. We construct our numerical model using a high-resolution (8m) Digital Elevation Map (DEM) available for the site, an estimated subsurface stratigraphy consistent with the geomorphology of the site, and soil properties estimated from in-situ and non-destructive tests. We subject the model to in-plane and out-of-plane incident motions that span a broadband frequency range (0.1-20Hz). Numerical and empirical spectral ratios from our blind prediction are found in very good quantitative agreement for stations on the slope of Mount Pleasant and on the surface of Heathcote Valley, across a wide range of frequencies that reveal the role of topography, soil amplification and basin edge focusing on the distribution of ground surface motion.

The 2010–2011 Canterbury earthquakes and their aftermath have been described by the Human Rights Commission as one of New Zealand's greatest contemporary human rights challenges. This article documents the shortcomings in the realisation of the right to housing in post-quake Canterbury for homeowners, tenants and the homeless. The article then considers what these shortcomings tell us about New Zealand's overall human rights framework, suggesting that the ongoing and seemingly intractable nature of these issues and the apparent inability to resolve them indicate an underlying fragility implicit in New Zealand's framework for dealing with the consequences of a large-scale natural disaster. The article concludes that there is a need for a comprehensive human rights-based approach to disaster preparedness, response and recovery in New Zealand.

What constitutes good governance and successful recovery in these circumstances? This question is discussed in relation to two recent recovery processes. Sri Lanka has, for all intents and purposes, recovered from the tsunami that struck there and other parts of southern Asia in 2004. Christchurch, New Zealand was devastated by a sequence of earthquakes during 2010 and 2011 and recovery there is now well under way. The paper discusses the governance structures that have guided these two recoveries. While it is understood that the effects of disasters could potentially be life long and recovery from them complex, compatibility of the process and outcomes in relation to cultural norms and the critical issue of housing are the key issues discussed across the two cases.

The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. It will close at 8:30 each night so more repairs and assesments can be done. Kaikoura Top Ten Holiday Park co-owner Ed Nolan tells us what this means for his business and others in the town. The Prime Minister Jainda Ardern says the Government's new families package will reduce child poverty in the country by 48 per cent. We ask the panellists whether this is realistic or if there are other, more entrenched imprediments to lowering poverty in New Zealand. Many are doubtful that will happen though. The panellists discuss why some wealthy people have missed out on tax cuts only to be able to reap the reward of this package. We also ask if they suspect this money will be used for heating purposes. The University of Otago has a new degree which brings science and art together, the BaSc. It aims to break down barriers between the two disciplines. Two students are graduating the degree this week. We talk to Eirenie Taua'i who has been studying Pacific Studies and Neuroscience. We aslk her what careers she is considering now and what it was like to study to very different courses. The families of those who died in the CTV building collapse in Christchurch's 2011 earthquake say they will continue to fight for justice. Police announced earlier this month they won't be prosecuting the engineers of the building after a three-year long investigation. The families met with police to ask and why say they aren't convinced all has been done. We ask panellist, barrister Jonathan Krebs, if other charges could and should be laid.

In February of 2011, an earthquake destroyed the only all-weather athletics track in the city of Christchurch (New Zealand). The track has yet to be replaced, and so since the loss of the track, local Christchurch athletes have only had a grass track for training and preparation for championship events. This paper considers what effect the loss of the training facility has had on the performance of athletes from Christchurch at national championship events. Not surprisingly, the paper finds that there has been a deterioration in the performance in events that are heavily dependent upon the all-weather surface. However, somewhat more surprisingly, the loss of the track appears to have caused a significant improvement in the performance of Christchurch athletes in events that, while on the standard athletics program, are not heavily track dependent.

Christchurch City Council (Council) is undertaking the Land Drainage Recovery Programme in order to assess the effects of the earthquakes on flood risk to Christchurch. In the course of these investigations it has become better understood that floodplain management should be considered in a multi natural hazards context. Council have therefore engaged the Jacobs, Beca, University of Canterbury, and HR Wallingford project team to investigate the multihazards in eastern areas of Christchurch and develop flood management options which also consider other natural hazards in that context (i.e. how other hazards contribute to flooding both through temporal and spatial coincidence). The study has three stages:  Stage 1 Gap Analysis – assessment of information known, identification of gaps and studies required to fill the gaps.  Stage 2 Hazard Studies – a gap filling stage with the studies identified in Stage 1.  Stage 3 Collating, Optioneering and Reporting – development of options to manage flood risk. This present report is to document findings of Stage 1 and recommends the studies that should be completed for Stage 2. It has also been important to consider how Stage 3 would be delivered and the gaps are prioritised to provide for this. The level of information available and hazards to consider is extensive; requiring this report to be made up of five parts each identifying individual gaps. A process of identifying information for individual hazards in Christchurch has been undertaken and documented (Part 1) followed by assessing the spatial co-location (Part 2) and probabilistic presence of multi hazards using available information. Part 3 considers multi hazard presence both as a temporal coincidence (e.g. an earthquake and flood occurring at one time) and as a cascade sequence (e.g. earthquake followed by a flood at some point in the future). Council have already undertaken a number of options studies for managing flood risk and these are documented in Part 4. Finally Part 5 provides the Gap Analysis Summary and Recommendations to Council. The key findings of Stage 1 gap analysis are: - The spatial analysis showed eastern Christchurch has a large number of hazards present with only 20% of the study area not being affected by any of the hazards mapped. Over 20% of the study area is exposed to four or more hazards at the frequencies and data available. - The majority of the Residential Red Zone is strongly exposed to multiple hazards, with 86% of the area being exposed to 4 or more hazards, and 24% being exposed to 6 or more hazards. - A wide number of gaps are present; however, prioritisation needs to consider the level of benefit and risks associated with not undertaking the studies. In light of this 10 studies ranging in scale are recommended to be done for the project team to complete the present scope of Stage 3. - Stage 3 will need to consider a number of engineering options to address hazards and compare with policy options; however, Council have not established a consistent policy on managed retreat that can be applied for equal comparison; without which substantial assumptions are required. We recommend Council undertake a study to define a managed retreat framework as an option for the city. - In undertaking Stage 1 with floodplain management as the focal point in a multi hazards context we have identified that Stage 3 requires consideration of options in the context of economics, implementation and residual risk. Presently the scope of work will provide a level of definition for floodplain options; however, this will not be at equal levels of detail for other hazard management options. Therefore, we recommend Council considers undertaking other studies with those key hazards (e.g. Coastal Hazards) as a focal point and identifies the engineering options to address such hazards. Doing so will provide equal levels of information for Council to make an informed and defendable decision on which options are progressed following Stage 3.

Queenstown and Christchurch are twin poles of New Zealand's landscape of risk. As the country's 'adventure capital', Queenstown is a spectacular landscape in which risk is a commodity. Christchurch's landscape is also risky, ruptured by earthquakes, tentatively rebuilding. As a far-flung group of tiny islands in a vast ocean, New Zealand is the poster-child of the sublime. Queenstown and Christchurch tell two different, yet complementary, stories about the sublime. Christchurch and Queenstown are vehicles for exploring the 21st-century sublime, for reflecting on its expansive influence on shaping cultural landscapes. Christchurch and Queenstown stretch and challenge the sublime's influence on the designed landscape. Circling the paradoxes of risk and safety, suffering and pleasure, the sublime feeds an infinite appetite for fear as entertainment, and at the same time calls for an empathetic caring for a broken landscape and its residents.

The Canterbury Earthquake Sequence (CES) of 2010-2011 caused widespread liquefaction in many parts of Christchurch. Observations from the CES highlight some sites were liquefaction was predicted by the simplified method but did not manifest. There are a number of reasons why the simplified method may over-predict liquefaction, one of these is the dynamic interaction between soil layers within a stratified deposit. Soil layer interaction occurs through two key mechanisms; modification of the ground motion due to seismic waves passing through deep liquefied layers, and the effect of pore water seepage from an area of high excess pore water pressure to the surrounding soil. In this way, soil layer interaction can significantly alter the liquefaction behaviour and surface manifestation of soils subject to seismic loading. This research aimed to develop an understanding of how soil layer interaction, in particular ground motion modification, affects the development of excess pore water pressures and liquefaction manifestation in a soil deposit subject to seismic loading. A 1-D soil column time history Effective Stress Analysis (ESA) was conducted to give an in depth assessment of the development of pore pressures in a number of soil deposits. For this analysis, ground motions, soil profiles and model parameters were required for the ESA. Deconvolution of ground motions recorded at the surface during the CES was used to develop some acceleration time histories to input at the base of the soil-column model. An analysis of 55 sites around Christchurch, where detailed site investigations have been carried out, was then conducted to identify some simplified soil profiles and soil characteristics. From this analysis, four soil profiles representative of different levels of liquefaction manifestation were developed. These were; two thick uniform and vertically continuous sandy deposits that were representative of sites were liquefaction manifested in both the Mw 7.1 September 2010 and the Mw 6.3 February 2011 earthquakes, and two vertically discontinuous profiles with interlayered liquefiable and non-liquefiable layers representative of sites that did not manifest liquefaction in either the September 2010 or the February 2011 events. Model parameters were then developed for these four representative soil profiles through calibration of the constitutive model in element test simulations. Simulations were run for each of the four profiles subject to three levels of loading intensity. The results were analysed for the effect of soil layer interaction. These were then compared to a simplified triggering analysis for the same four profiles to determine where the simplified method was accurate in predicting soil liquefaction (for the continuous sandy deposits) and were it was less accurate (the vertically discontinuous deposits where soil layer interaction was a factor).

This thesis explores the lived experiences of a group of young Bhutanese former refugees between the ages of 18 to 24 years who were resettled in Christchurch between 2008 and 2010 – prior to the first major earthquake. The main goal of the thesis was to gain an understanding of their ways of coping and a second goal was to explore whether their participation in up to five mindfulness infused counselling sessions had influenced their ways of coping. A qualitative research methodology was used to guide the thesis. Participants were interviewed about the major events in their life and how they coped with them. They were then invited to participate in five sessions of mindfulness infused counselling. Approximately five weeks after their final session had ended they were invited to one final interview to explore the influence of the sessions on their ways of coping. Interviews were recorded and transcribed and research notes were taken of the mindfulness infused counselling sessions. Max van Manen’s method of phenomenology was adopted to interpret the narratives of the youth. Three main themes emerged from the data analysis and these are described as essences of lived coping experiences. The first captures their strong sense of community back in the refugee camp. The second presents the sense of resilience that exists among the Bhutanese former refugees. The third essence indicated the inner strengths of the participants which they said helped them deal with the challenging circumstances that life cast in their direction. This meant that their first experience of an earthquake was not considered the biggest event in their lives. After attending the mindfulness infused counselling sessions’ participants reported positive benefits from giving non-judgemental attention to their thoughts and feelings and they found themselves dealing with their issues proactively. For some participants their ‘accepting’ attitude facilitated better control over their emotions while others reported being able to form deeper connections with nature and other people as a result of being mindful. Other participants reported being able to make peace with the events in their past and even found that they were able to forgive those who tormented their community. However, in the absence of any major event in any of the participants’ lives in the time period following their final counselling session, the research was not able to definitely conclude that using mindful-based counselling facilitates better coping in the face extremely stressful events. There is currently very little research that focuses on the experiences of former refugee youth within New Zealand and how they utilize their capacities to deal with adversities. When this thesis commenced, the Bhutanese were the newest refugee community to be accepted for resettlement in New Zealand. This research partly addresses the limited voice of this community.
