Deep shear wave velocity (Vs) profiles (>400 m) were developed at 14 sites throughout Christchurch, New Zealand using surface wave methods. This paper focuses on the inversion of surface wave data collected at one of these sites, Hagley Park. This site is located on the deep soils of the Canterbury Plains, which consist of alluvial gravels inter-bedded with estuarine and marine sands, silts, clays and peats. Consequently, significant velocity contrasts exist at the interface between geologic formations. In order to develop realistic velocity models in this complex geologic environment, a-priori geotechnical and geologic data were used to identify the boundaries between geologic formations. This information aided in developing the layering for the inversion parameters. Moreover, empirical reference Vs profiles based on material type and confining pressure were used to develop realistic Vs ranges for each layer. Both the a-priori layering information and the reference Vs curves proved to be instrumental in generating realistic velocity models that account for the complex inter-bedded geology in the Canterbury Plains.

This paper presents an overview of the soil profile characteristics at strong motion station (SMS) locations in the Christchurch Central Business District (CBD) based on recently completed geotechnical site investigations. Given the variability of Christchurch soils, detailed investigations were needed in close vicinity to each SMS. In this regard, CPT, SPT and borehole data, and shear wave velocity (Vs) profiles from surface wave dispersion data in close vicinity to the SMSs have been used to develop detailed representative soil profiles at each site and to determine site classes according to the New Zealand standard NZS1170.5. A disparity between the NZS1170.5 site classes based on Vs and SPT N60 investigation techniques is highlighted, and additional studies are needed to harmonize site classification based on these techniques. The short period mode of vibration of soft deposits above gravels, which are found throughout Christchurch, are compared to the long period mode of vibration of the entire soil profile to bedrock. These two distinct modes of vibration require further investigation to determine their impact on the site response. According to current American and European approaches to seismic site classification, all SMSs were classified as problematic soil sites due to the presence of liquefiable strata, soils which are not directly accounted for by the NZS1170.5 approach.

La procedura è applicata al caso studio del terremoto di Christchurch, Nuova Zelanda, del 22 febbraio 2011 (magnitudo momento, Mw = 6.2). Dall’analisi spaziale dei risultati emerge una buona correlazione tra le mappe ottenute per l’indicatore degli effetti al suolo e i danni osservati (su terreni e strutture). The coordination of actors has been a major focus for much of the research in the disaster relief humanitarian logistics discipline. While much of this literature focuses on the initial response phase, little has been written on the longer term recover phase. As the response phase transitions into the longer term recover phase the number and types of actors change from predominantly disaster relief NGOs to more commercial entities we argue that humanitarian values should still be part of the rebuild phase. It has been noted that humanitarian actors both cooperate and compete at the same time (Balcik, Beamon, Krejci, Muramatsu and Ramirez, 2010), in a form of behavior that can be described as ‘co-opetition’ (Nalebuff and Brandenburger, 1996). We use a case study approach to examine an organizational model used to coordinate civil and commercial actors for the rebuild of the civil infrastructure for Christchurch, New Zealand following a series of devastating earthquakes in 2010/11. For the rebuild phase we argue that ‘co-opetition’ is a key behaviour that allows the blending of humanitarian and commercial values to help communities rebuild to a new normal. While at this early stage our contribution is limited, we eventually hope to fully elaborate on an organisational model that has been created specifically for the tight coordination of commercial actors and its relevance to the rebuild phase of a disaster. Examining the behaviour of co-opetition and the structures that incentivise this behaviour offers insights for the humanitarian logistic field.

Since the 2010/11 Canterbury earthquakes, Akaroa has been hosting the majority of cruise ship arrivals to Canterbury. This amounts to approximately 70-74 days per season, when between 2,000- 4,000 persons come ashore between 9am and 4pm when in port. This increased level of cruise ship arrivals has had significant impacts, both beneficial and detrimental, on Akaroa. Attitudes within the Akaroa community to hosting cruise ship arrivals appear to be divided, and has led to public debate in Akaroa about the issue. In response to this situation, Christchurch and Canterbury Tourism (CCT) commissioned this research project to assess the impact of cruise ship tourism on the Akaroa community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).

The recent Christchurch earthquakes provide a unique opportunity to better understand the relationship between pre-disaster social fault-lines and post-disaster community fracture. As a resident of Christchurch, this paper presents some of my reflections on the social structures and systems, activities, attitudes and decisions that have helped different Canterbury ‘communities’ along their road to recovery, and highlights some issues that have, unfortunately, held us back. These reflections help answer the most crucial question asked of disaster scholarship: what can recovery agencies (including local authorities) do - both before and after disaster - to promote resilience and facilitate recovery. This paper – based on three different definitions of resilience - presents a thematic account of the social recovery landscape. I argue that ‘coping’ might best be associated with adaptive capacity, however ‘thriving’ or ‘bounce forward’ versions of resilience are a function of a community’s participative capacity.

It could be up to 18 months before 660 Christchurch homeowners know who will pay for earthquake damage repairs with a $1 billion price tag. The bill to fix houses in Christchurch that weren't repaired properly the first time round, or have suffered more damage in aftershocks, is climbing - and the government can't say who's liable. The problem is the homes have new owners who can't claim on theri insurance because the damage pre-dates them owning the home. Earlier Greater Christchurch Regeneration Minister Megan Woods told us the previous National government put no plan in place, and the current government is being left to pick up the pieces.
