Christchurch City Council (Council) is undertaking the Land Drainage Recovery Programme in order to assess the effects of the earthquakes on flood risk to Christchurch. In the course of these investigations it has become better understood that floodplain management should be considered in a multi natural hazards context. Council have therefore engaged the Jacobs, Beca, University of Canterbury, and HR Wallingford project team to investigate the multihazards in eastern areas of Christchurch and develop flood management options which also consider other natural hazards in that context (i.e. how other hazards contribute to flooding both through temporal and spatial coincidence). The study has three stages: Stage 1 Gap Analysis – assessment of information known, identification of gaps and studies required to fill the gaps. Stage 2 Hazard Studies – a gap filling stage with the studies identified in Stage 1. Stage 3 Collating, Optioneering and Reporting – development of options to manage flood risk. This present report is to document findings of Stage 1 and recommends the studies that should be completed for Stage 2. It has also been important to consider how Stage 3 would be delivered and the gaps are prioritised to provide for this. The level of information available and hazards to consider is extensive; requiring this report to be made up of five parts each identifying individual gaps. A process of identifying information for individual hazards in Christchurch has been undertaken and documented (Part 1) followed by assessing the spatial co-location (Part 2) and probabilistic presence of multi hazards using available information. Part 3 considers multi hazard presence both as a temporal coincidence (e.g. an earthquake and flood occurring at one time) and as a cascade sequence (e.g. earthquake followed by a flood at some point in the future). Council have already undertaken a number of options studies for managing flood risk and these are documented in Part 4. Finally Part 5 provides the Gap Analysis Summary and Recommendations to Council. The key findings of Stage 1 gap analysis are: - The spatial analysis showed eastern Christchurch has a large number of hazards present with only 20% of the study area not being affected by any of the hazards mapped. Over 20% of the study area is exposed to four or more hazards at the frequencies and data available. - The majority of the Residential Red Zone is strongly exposed to multiple hazards, with 86% of the area being exposed to 4 or more hazards, and 24% being exposed to 6 or more hazards. - A wide number of gaps are present; however, prioritisation needs to consider the level of benefit and risks associated with not undertaking the studies. In light of this 10 studies ranging in scale are recommended to be done for the project team to complete the present scope of Stage 3. - Stage 3 will need to consider a number of engineering options to address hazards and compare with policy options; however, Council have not established a consistent policy on managed retreat that can be applied for equal comparison; without which substantial assumptions are required. We recommend Council undertake a study to define a managed retreat framework as an option for the city. - In undertaking Stage 1 with floodplain management as the focal point in a multi hazards context we have identified that Stage 3 requires consideration of options in the context of economics, implementation and residual risk. Presently the scope of work will provide a level of definition for floodplain options; however, this will not be at equal levels of detail for other hazard management options. Therefore, we recommend Council considers undertaking other studies with those key hazards (e.g. Coastal Hazards) as a focal point and identifies the engineering options to address such hazards. Doing so will provide equal levels of information for Council to make an informed and defendable decision on which options are progressed following Stage 3.
The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.
Predictive modelling provides an efficient means to analyse the coastal environment and generate knowledge for long term urban planning. In this study, the numerical models SWAN and XBeach were incorporated into the ESRI ArcGIS interface by means of the BeachMMtool. This was applied to the Greater Christchurch coastal environment to simulate geomorphological evolution through hydrodynamic forcing. Simulations were performed using the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013) to determine whether the statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 are consistent with central, regional and district designations. Our results indicate that current land use zoning in Greater Christchurch is not consistent with these predictions. This is because coastal hazard risk has not been thoroughly quantified during the process of installing the Canterbury Earthquake Recovery Authority residential red zone. However, the Christchurch City Council’s flood management area does provide an extent to which managed coastal retreat is a real option. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon
The Canterbury earthquake sequence of 2010-2011 wrought ruptures in not only the physical landscape of Canterbury and Christchurch’s material form, but also in its social, economic, and political fabrics and the lives of Christchurch inhabitants. In the years that followed, the widespread demolition of the CBD that followed the earthquakes produced a bleak landscape of grey rubble punctuated by damaged, abandoned buildings. It was into this post-earthquake landscape that Gap Filler and other ‘transitional’ organisations inserted playful, creative, experimental projects to bring life and energy back into the CBD. This thesis examines those interventions and the development of the ‘Transitional Movement’ between July 2013 and June 2015 via the methods of walking interviews and participant observation. This critical period in Christchurch’s recovery serves as an example of what happens when do-it-yourself (DIY) urbanism is done at scale across the CBD and what urban experimentation can offer city-making. Through an understanding of space as produced, informed by Lefebvre’s thinking, I explore how these creative urban interventions manifested a different temporality to orthodox planning and demonstrate how the ‘soft’ politics of these interventions contain the potential for gentrification and also a more radical politics of the city, by creating an opening space for difference
In 2010/11 Christchurch, New Zealand suffered a series of major earthquakes that resulted in significant damage to the physical and social environment. The majority of buildings suffered some type of damage, with an estimated 11% of homes requiring demolition. The total cost of rebuilding the city has been estimated at $31bn; equivalent to 17% of NZ’s annual GDP. The social impacts of the disaster are ongoing and difficult to estimate, with continuing social displacement throughout the city and metropolitan area. These impacts will continue to have a significant impact on community recovery and resilience for some time to come. This paper introduces the Greening the Greyfields research project, which aims to develop and implement of a number of tools to aid urban planning decision-making with an overt focus on community and stakeholder engagement in the post-disaster reconstruction of Christchurch. The research was initially developed in two Australian metropolitan areas (Perth and Melbourne) and has been extended to New Zealand, to help facilitate the reconstruction process in Christchurch. The project has developed a geospatial toolkit designed to help produce best reconstruction options, by identifying potential redevelopment precincts, and simulating different scenarios in a 3D visualisation environment. The implementation of the project in Christchurch includes direct feedback from different stakeholders, in order to get buy-in and make the reconstruction process more sustainable and community-inclusive. This paper will briefly outline the methodology comprising the tools, and how it encourages community and stakeholder involvement in the post-disaster reconstruction of Christchurch.

Coastal and river environments are exposed to a number of natural hazards that have the potential to negatively affect both human and natural environments. The purpose of this research is to explain that significant vulnerabilities to seismic hazards exist within coastal and river environments and that coasts and rivers, past and present, have played as significant a role as seismic, engineering or socio-economic factors in determining the impacts and recovery patterns of a city following a seismic hazard event. An interdisciplinary approach was used to investigate the vulnerability of coastal and river areas in the city of Christchurch, New Zealand, following the Canterbury Earthquake Sequence, which began on the 4th of September 2010. This information was used to identify the characteristics of coasts and rivers that make them more susceptible to earthquake induced hazards including liquefaction, lateral spreading, flooding, landslides and rock falls. The findings of this research are applicable to similar coastal and river environments elsewhere in the world where seismic hazards are also of significant concern. An interdisciplinary approach was used to document and analyse the coastal and river related effects of the Canterbury earthquake sequence on Christchurch city in order to derive transferable lessons that can be used to design less vulnerable urban communities and help to predict seismic vulnerabilities in other New Zealand and international urban coastal and river environments for the future. Methods used to document past and present features and earthquake impacts on coasts and rivers in Christchurch included using maps derived from Geographical Information Systems (GIS), photographs, analysis of interviews from coastal, river and engineering experts, and analysis of secondary data on seismicity, liquefaction potential, geology, and planning statutes. The Canterbury earthquake sequence had a significant effect on Christchurch, particularly around rivers and the coast. This was due to the susceptibility of rivers to lateral spreading and the susceptibility of the eastern Christchurch and estuarine environments to liquefaction. The collapse of river banks and the extensive cracking, tilting and subsidence that accompanied liquefaction, lateral spreading and rock falls caused damage to homes, roads, bridges and lifelines. This consequently blocked transportation routes, interrupted electricity and water lines, and damaged structures built in their path. This study found that there are a number of physical features of coastal and river environments from the past and the present that have induced vulnerabilities to earthquake hazards. The types of sediments found beneath eastern Christchurch are unconsolidated fine sands, silts, peats and gravels. Together with the high water tables located beneath the city, these deposits made the area particularly susceptible to liquefaction and liquefaction-induced lateral spreading, when an earthquake of sufficient size shook the ground. It was both past and present coastal and river processes that deposited the types of sediments that are easily liquefied during an earthquake. Eastern Christchurch was once a coastal and marine environment 6000 years ago when the shoreline reached about 6 km inland of its present day location, which deposited fine sand and silts over this area. The region was also exposed to large braided rivers and smaller spring fed rivers, both of which have laid down further fine sediments over the following thousands of years. A significant finding of this study is the recognition that the Canterbury earthquake sequence has exacerbated existing coastal and river hazards and that assessments and monitoring of these changes will be an important component of Christchurch’s future resilience to natural hazards. In addition, patterns of recovery following the Canterbury earthquakes are highlighted to show that coasts and rivers are again vulnerable to earthquakes through their ability to recovery. This city’s capacity to incorporate resilience into the recovery efforts is also highlighted in this study. Coastal and river areas have underlying physical characteristics that make them increasingly vulnerable to the effects of earthquake hazards, which have not typically been perceived as a ‘coastal’ or ‘river’ hazard. These findings enhance scientific and management understanding of the effects that earthquakes can have on coastal and river environments, an area of research that has had modest consideration to date. This understanding is important from a coastal and river hazard management perspective as concerns for increased human development around coastlines and river margins, with a high seismic risk, continue to grow.

Natural hazards continue to have adverse effects on communities and households worldwide, accelerating research on proactively identifying and enhancing characteristics associated with resilience. Although resilience is often characterized as a return to normal, recent studies of postdisaster recovery have highlighted the ways in which new opportunities can emerge following disruption, challenging the status quo. Conversely, recovery and reconstruction may serve to reinforce preexisting social, institutional, and development pathways. Our understanding of these dynamics is limited however by the small number of practice examples, particularly for rural communities in developed nations. This study uses a social–ecological inventory to document the drivers, pathways, and mechanisms of resilience following a large-magnitude earthquake in Kaikōura, a coastal community in Aotearoa New Zealand. As part of the planning and implementation phase of a multiyear project, we used the tool as the basis for indepth and contextually sensitive analysis of rural resilience. Moreover, the deliberate application of social–ecological inventory was the first step in the research team reengaging with the community following the event. The inventory process provided an opportunity for research partners to share their stories and experiences and develop a shared understanding of changes that had taken place in the community. Results provide empirical insight into reactions to disruptive change associated with disasters. The inventory also informed the design of targeted research collaborations, established a platform for longer-term community engagement, and provides a baseline for assessing longitudinal changes in key resilience-related characteristics and community capacities. Findings suggest the utility of social–ecological inventory goes beyond natural resource management, and that it may be appropriate in a range of contexts where institutional, social, and economic restructuring have developed out of necessity in response to felt or anticipated external stressors.
When researchers seek to understand community resilience, it often centres on individual agents and actors. They look at the traits individuals have in order to help recover from adverse events, as well as the decisionmaking processes required to plan and adapt. In Aotearoa New Zealand, Māori forms of organising can challenge these. This research was about uncovering Māori forms organising and practices in the context of resilience. The methodology I used was He Awa Whiria/Braided Rivers and storytelling analysis in kanohi ki te kanohi/semi-structured interviews to understand how Māori communities responded to and recovered from the 2010 Darfield (Canterbury), 2011 Ōtautahi/Christchurch, and 2016 Kaikōura earthquakes. Five themes emerged from the project: (i) the importance of marae as a powerful physical location, (ii) the value in building strong reciprocal connections and cultural relationships, (iii) the stronghold that kai/food has in helping to heal communities, (iv) the exchange and trading of resources, and (v) being practical when move forward after a disaster event. As a non-Māori researcher, I have been an outsider to te Ao Māori and to Aotearoa. In using this blended methodology, it became apparent that there are many socio-cultural and historical contentions from the effects of colonisation, assimilation, to grappling with Western norms. Notably, the findings pointed to more similarities than differences, such as taking care of family and communities, being community-driven, and ways of coping with adverse events. This revealed that there are similar ways of doing things regardless of having different customs. This research makes several contributions. It contributes to the field of management studies by addressing gaps in how the concept of resilience is viewed from a practical Māori perspective. The research presents emergency management professionals with similar blended and practical strategies to co-design approaches for collaborative readiness, response, and recovery plans and programmes. The study further demonstrates the localised and tangible benefits that can be gained from utilising a blended methodology and storying method. Ultimately, the purpose of the thesis was to start bridging the gap between agencies and communities, to shift to more Indigenous-led approaches, integrating local Indigenous practices and knowledges that lead to more prepared communities in managing, responding to, and recovering from earthquake hazard events.
Wellington is located on a fault line which will inevitably, one day be impacted by a big earthquake. Due to where this fault line geographically sits, the central city and southern suburbs may be cut off from the rest of the region, effectively making these areas an ‘island’. This issue has absorbed a lot of attention, in particular at a large scale by many different fields: civil engineering, architecture, infrastructure planning & design, policymaking. Due to heightened awareness, and evolved school of practice, contemporary landscape architects deal with post-disaster design – Christchurch, NZ has seen this. A number of landscape architects work with nature, following increased application of ecological urbanism, and natural systems thinking, most notably at larger scales. To create parks that are designed to flood, or implement projects to protect shorelines. A form of resilience less often considered is how design for the small scale - people’s 1:1 relationship with their immediate context in exterior space - can be influential in forming a resilient response to the catastrophe of a major earthquake. This thesis intends to provide a response to address the shift of scales, as a paradigm for preparation and recovery. After a large-scale earthquake, state and civic policies and agencies may or subsequentially not go into action. The most important thinking and acting will be what happens in the minds, and the immediate needs, of each and every person; and how they act communally. This is considered in general social terms in state and civic education programmes of civil defence, for example, but much less considered in how the physical design of the actual spaces we inhabit day-to-day can educate us to be mentally prepared to help each other survive a catastrophe. Specifically, the identification of design of typologies can provide these educative functions. Typology inherently a physical form or manipulation of a generic and substantial prototype applicable in contexts is something that exists in the mind. Working with the physical and social appearance and experience of typologies can also/will change people’s minds. Socially, and economically driven, the community-building power of community gardening is well-proven and documented, and a noticeably large part of contemporary landscape architecture. The designs of this thesis will focus on community gardening specifically to form typologies of resilience preparation and response to disaster. The foundation will remain at the small scale of the local community. The specific question this thesis poses: Can we design local typologies in landscape architecture to integrate community gardens, with public space by preparing for and acting as recovery from a disaster?
Quick and reliable assessment of the condition of bridges in a transportation network after an earthquake can greatly assist immediate post-disaster response and long-term recovery. However, experience shows that available resources, such as qualified inspectors and engineers, will typically be stretched for such tasks. Structural health monitoring (SHM) systems can therefore make a real difference in this context. SHM, however, needs to be deployed in a strategic manner and integrated into the overall disaster response plans and actions to maximize its benefits. This study presents, in its first part, a framework of how this can be achieved. Since it will not be feasible, or indeed necessary, to use SHM on every bridge, it is necessary to prioritize bridges within individual networks for SHM deployment. A methodology for such prioritization based on structural and geotechnical seismic risks affecting bridges and their importance within a network is proposed in the second part. An example using the methodology application to selected bridges in the medium-sized transportation network of Wellington, New Zealand is provided. The third part of the paper is concerned with using monitoring data for quick assessment of bridge condition and damage after an earthquake. Depending on the bridge risk profile, it is envisaged that data will be obtained from either local or national seismic monitoring arrays or SHM systems installed on bridges. A method using artificial neural networks is proposed for using data from a seismic array to infer key ground motion parameters at an arbitrary bridges site. The methodology is applied to seismic data collected in Christchurch, New Zealand. Fine grained sediment deposition in urban environments during natural hazard events can impact critical infrastructure and properties (urban terrain) leading to reduced social and economic function and potentially adverse public health effects. Therefore, clean-up of the sediments is required to minimise impacts and restore social and economic functionality as soon as possible. The strategies employed to manage and coordinate the clean-up significantly influence the speed, cost and quality of the clean-up operation. Additionally, the physical properties of the fine grained sediment affects the clean-up, transport, storage and future usage of the sediment. The goals of the research are to assess the resources, time and cost required for fine grained sediment clean-up in an urban environment following a disaster and to determine how the geotechnical properties of sediment will affect urban clean-up strategies. The thesis focuses on the impact of fine grained sediment (<1 mm) deposition from three liquefaction events during the Canterbury earthquake sequence (2010-2011) on residential suburbs and transport networks in Christchurch. It also presents how geotechnical properties of the material may affect clean-up strategies and methods by presenting geotechnical analysis of tephra material from the North Island of New Zealand. Finally, lessons for disaster response planning and decision making for clean-up of sediment in urban environments are presented. A series of semi-structured interviews of key stakeholders supported by relevant academic literature and media reports were used to record the clean-up operation coordination and management and to make a preliminary qualification of the Christchurch liquefaction ejecta clean-up (costs breakdown, time, volume, resources, coordination, planning and priorities). Further analysis of the costs and resources involved for better accuracy was required and so the analysis of Christchurch City Council road management database (RAMM) was done. In order to make a transition from general fine sediment clean-up to specific types of fine disaster sediment clean-up, adequate information about the material properties is required as they will define how the material will be handled, transported and stored. Laboratory analysis of young volcanic tephra from the New Zealand’s North Island was performed to identify their geotechnical properties (density, granulometry, plasticity, composition and angle of repose). The major findings of this research were that emergency planning and the use of the coordinated incident management system (CIMS) system during the emergency were important to facilitate rapid clean-up tasking, management of resources and ultimately recovery from widespread and voluminous liquefaction ejecta deposition in eastern Christchurch. A total estimated cost of approximately $NZ 40 million was calculated for the Christchurch City clean-up following the 2010-2011 Canterbury earthquake sequence with a partial cost of $NZ 12 million for the Southern part of the city, where up to 33% (418 km) of the road network was impacted by liquefaction ejecta and required clearing of the material following the 22 February 2011 earthquake. Over 500,000 tonnes of ejecta has been stockpiled at Burwood landfill for all three liquefaction inducing earthquake events. The average cost per kilometre for the event clean-up was $NZ 5,500/km (4 September 2010), $NZ 11,650/km (22 February 2011) and $NZ 11,185/km (13 June 2011). The duration of clean-up time of residential properties and the road network was approximately two to three months for each of the three liquefaction ejecta events; despite events volumes and spatial distribution of ejecta. Interviews and quantitative analysis of RAMM data revealed that the experience and knowledge gained from the Darfield earthquake (4 September 2010) clean-up increased the efficiency of the following Christchurch earthquake induced liquefaction ejecta clean-up events. Density, particle size, particle shape, clay content and moisture content, are the important geotechnical properties that need to be considered when planning for a clean-up method that incorporates collection, transport and disposal or storage. The geotechnical properties for the tephra samples were analysed to increase preparedness and reaction response of potentially affected North Island cities from possible product from the active volcanoes in their region. The geotechnical results from this study show that volcanic tephra could be used in road or construction material but the properties would have to be further investigated for a New Zealand context. Using fresh volcanic material in road, building or flood control construction requires good understanding of the material properties and precaution during design and construction to extra care, but if well planned, it can be economically beneficial.
When disasters and crises, both man-made and natural, occur, resilient higher education institutions adapt in order to continue teaching and research. This may necessitate the closure of the whole institution, a building and/or other essential infrastructure. In disasters of large scale the impact can be felt for many years. There is an increasing recognition of the need for disaster planning to restructure educational institutions so that they become more resilient to challenges including natural disasters (Seville, Hawker, & Lyttle, 2012).The University of Canterbury (UC) was affected by seismic events that resulted in the closure of the University in September 2010 for 10 days and two weeks at the start of the 2011 academic year This case study research describes ways in which e-learning was deployed and developed by the University to continue and even to improve learning and teaching in the aftermath of a series of earthquakes in 2010 and 2011. A qualitative intrinsic embedded/nested single case study design was chosen for the study. The population was the management, support staff and educators at the University of Canterbury. Participants were recruited with purposive sampling using a snowball strategy where the early key participants were encouraged to recommend further participants. Four sources of data were identified: (1) documents such as policy, reports and guidelines; (2) emails from leaders of the colleges and academics; (3) communications from senior management team posted on the university website during and after the seismic activity of 2010 and 2011; and (4) semi-structured interviews of academics, support staff and members of senior management team. A series of inductive descriptive content analyses identified a number of themes in the data. The Technology Acceptance Model 2 (Venkatesh & Davis, 2000) and the Indicator of Resilience Model (Resilient Organisations, 2012) were used for additional analyses of each of the three cases. Within the University case, the cases of two contrasting Colleges were embedded to produce a total of three case studies describing e-learning from 2000 - 2014. One contrast was the extent of e-learning deployment at the colleges: The College of Education was a leader in the field, while the College of Business and Law had relatively little e-learning at the time of the first earthquake in September 2010. The following six themes emerged from the analyses: Communication about crises, IT infrastructure, Availability of e-learning technologies, Support in the use of e-learning technologies, Timing of crises in academic year and Strategic planning for e-learning. One of the findings confirmed earlier research that communication to members of an organisation and the general public about crises and the recovery from crises is important. The use of communication channels, which students were familiar with and already using, aided the dissemination of the information that UC would be using e-learning as one of the options to complete the academic year. It was also found that e-learning tools were invaluable during the crises and facilitated teaching and learning whilst freeing limited campus space for essential activities and that IT infrastructure was essential to e-learning. The range of e-learning tools and their deployment evolved over the years influenced by repeated crises and facilitated by the availability of centrally located support from the e-Learning support team for a limited set of tools, as well as more localised support and collaboration with colleagues. Furthermore, the reasons and/or rate of e-learning adoption in an educational institution during crises varied with the time of the academic year and the needs of the institution at the time. The duration of the crises also affected the adoption of e-learning. Finally, UC’s lack of an explicit e-learning strategy influenced the two colleges to develop college-specific e-learning plans and those College plans complemented the incorporation of e-learning for the first time in the University’s teaching and learning strategy in 2013. Twelve out of the 13 indicators of the Indicators of Resilience Model were found in the data collected for the study and could be explained using the model; it revealed that UC has become more resilient with e-learning in the aftermath of the seismic activities in 2010 and 2011. The interpretation of the results using TAM2 demonstrated that the adoption of technologies during crises aided in overcoming barriers to learning at the time of the crisis. The recommendations from this study are that in times of crises, educational institutions take advantage of Cloud computing to communicate with members of the institution and stakeholders. Also, that the architecture of a university’s IT infrastructure be made more resilient by increasing redundancy, backup and security, centralisation and Cloud computing. In addition, when under stress it is recommended that new tools are only introduced when they are essential.
Prognostic modelling provides an efficient means to analyse the coastal environment and provide effective knowledge for long term urban planning. This paper outlines how the use of SWAN and Xbeach numerical models within the ESRI ArcGIS interface can simulate geomorphological evolution through hydrodynamic forcing for the Greater Christchurch coastal environment. This research followed the data integration techniques of Silva and Taborda (2012) and utilises their beach morphological modelling tool (BeachMM tool). The statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 were examined to determine whether these requirements are currently being complied with when applying the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013), and it would appear that it does not meet those requirements. This is because coastal hazard risk has not been thoroughly quantified by the installation of the Canterbury Earthquake Recovery Authority (CERA) residential red zone. However, the Christchurch City Council’s (CCC) flood management area does provide an extent to which managed coastal retreat is a real option. This research assessed the effectiveness of the prognostic models, forecasted a coastline for 100 years from now, and simulated the physical effects of extreme events such as storm surge given these future predictions. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon similar to the CCC’s flood management area. There are complex interactions at the Waimakariri River mouth with very high rates of accretion and erosion within a small spatial scale due to the river discharge. There is domination of the marine environment over the river system determined by the lack of generation of a distinct river delta, and river channel has not formed within the intertidal zone clearly. The Avon-Heathcote ebb tidal delta aggrades on the innner fan and erodes on the outer fan due to wave domination. The BeachMM tool facilitates the role of spatial and temporal analysis effectively and the efficiency of that performance is determined by the computational operating system.
On 14 November 2016, the Mw 7.8 Kaikōura earthquake caused widespread damage along the east coast of the South Island, New Zealand. Kaikōura town itself was isolated from the rest of the country by landslides blocking off major roads. While impacts from the Kaikōura earthquake on large, urban population centres have been generally well documented, this thesis aims to fill gaps in academic knowledge regarding small rural towns. This thesis investigates what, where and when critical infrastructure and lifeline service disruption occurred following the 2016 Kaikōura earthquake in a selection of small towns, and how the communities in these areas adapted to disruption. Following a robust review of literature and news media, four small rural towns were selected from North Canterbury (Culverden & Waiau) and Marlborough (Seddon & Ward) in the South Island, New Zealand. Semi-structured interview sessions with a special focus on these towns were held with infrastructure managers, emergency response and recovery officials, and organisation leaders with experience or expertise in the 2016 Kaikōura earthquake. Findings were supplemented with emergency management situation reports to produce hazard maps and infrastructure exposure maps. A more detailed analysis was conducted for Waiau involving interdependence analyses and a level of service timeline for select lifeline services. The earthquake impacted roads by blocking them with landslides, debris and surface rupture. Bridges where shaken off their abutments, breaking infrastructure links such as fibre landlines as they went. Water supplies and other forms of infrastructure relied heavily on the level of service of roads, as rough rural terrain left few alternatives. Adapting to an artificial loss of road service, some Waiau locals created their own detour around a road cordon in order to get home to family and farms. Performance of dwellings was tied to socioeconomic factors as much as proximity to the epicentre. Farmers who lost water access pulled out fences to allow stock to drink from rivers. Socioeconomic differences between farmland and township residents also contributed to resilience variations between the towns assessed in this study. Understanding how small rural towns respond and adapt to disaster allows emergency management officials and policy to be well informed and flexible with planning for multiple size classes of towns.

The aim of this thesis was to examine the spatial and the temporal patterns of anxiety and chest pain resulting from the Canterbury, New Zealand earthquaeks. Three research objectives were identified: examine any spatial or termporal clusters of anxiety and chest pain; examine the associations between anxiety, chest pain and damage to neighbourhood; and determine any statistically significant difference in counts of anxiety and chest pain after each earthquake or aftershock which resulted in severe damage. Measures of the extent of liquefaction the location of CERA red-zones were used as proxy measures for earthquake damage. Cases of those who presented to Christchurch Public Hospital Emergency Department with either anxiety or chest pain between May 2010 and April 2012 were aggregated to census area unit (CAU) level for analysis. This thesis has taken a unique approach to examining the spatial and spatio-temporal variations of anxiety and chest pain after an earthquake and offers unique results. This is the first study of its kind to use a GIS approach when examining Canterbury specific earthquake damage and health variables at a CAU level after the earthquakes. Through the use of spatio-termporal scan modelling, negative and linear regression modelling and temporal linear modelling with dummy variables this research was able to conclude there are significant spatial and temporal variations in anxiety and chest pain resulting from the earthquakes. The spatio-termporal scan modelling identified a hot cluster of both anxiety and chest pain within Christchurch at the same time the earthquakes occurred. The negative binomial model found liquefaction to be a stronger predictor of anxiety than the Canterbury Earthquake Recovery Authority's (CERA) land zones. The linear regression model foun chest pain to be positively associated with all measures of earthquake damage with the exception of being in the red-zone. The temporal modelling identified a significant increase in anxiety cases one month after a major earthquake, and chest pain cases spiked two weeks after an earthquake and gradually decreased over the following five weeks. This research was limited by lack of control period data, limited measures of earthquake damage, ethical restrictions, and the need for population tracking data. The findings of this research will be useful in the planning and allocation of mental wellbeing resources should another similar event like the Canterbury Earthquakes occur in New Zealand.
