Its budget may have blown out by almost a third more than the original figure, but this weekend the doors to the Christchurch Town Hall will re-open for the first time since the 2011 earthquakes. It was touch and go whether the 47 year-old building would even be repaired after the 6.2 quake eight years ago today. 167-million-dollars later and the city is finally getting its town hall back. Hundreds of children and 12 schools have pre-registered for swimming lessons at Christchurch's new Taiora QE2 sports centre, which opens today. The Canterbury earthquakes damaged the complex beyond repair, and almost six years after it was demolished, a new QE2 has risen from rubble - admittedly smaller and without the athletics track the old one was so well known for. Schools in particular are welcoming today's opening, after having to spend big bucks on transport to get their students to pools for lessons since the quakes. Logan Church reports.

Unfortunately for nearly everyone in the red zone they cannot rebuild a new home as sections to build on start now around $2,000 and the government is not paying them enough to buy a plot of land and build a new home. Resilience and community spirit have shone through in North Canterbury in the aftermath of the earthquake. With no active civil defence post in operation in Cheviot in the days after the 7.8 quake, a group of locals mobilised a task force to support those in need. Further north at Mendip Hills Station farm manager Simon Lee has been repairing broken water pipes and clearing slips in time for weaning, while on Ben Lissington's dairy farm near Waiau, milk tankers are having to go off the beaten track to get to the rotary shed after a six metre section of the road was destroyed.
An interested passerby assumes that a builder will be keen to get some EQC work fixing up Christchurch but the builder replies 'Are you kidding?! Not while EQC is paying us $4500 a week to do its assessments!' Context - The Earthquake Commission (EQC) has employed 414 contractors to carry out the assessments on its behalf, Radio New Zealand reported. Contractors carrying out property inspections of quake-damaged Christchurch homes are being paid about $4000 a week. Contractors are paid $75 an hour, while the builders, who inspect the damage, receive $60 an hour, the broadcaster said. The Earthquake Commission has settled with a Christchurch homeowner, just days before their test case was due to be heard at the High Court. Jamie Gibling used his KiwiSaver to buy his first family home in New Brighton after the quakes, believing it had been properly repaired. He later learned the repairs were botched and would cost $300,000 to fix. His "onsold" test case was supposed to be heard on Monday to clarify who was liable. But today EQC announced it had reached a settlement with the family and that agreement would provide a framework for the 54 other claimants also with Shine Lawyers. Finance and EQC Minister Grant Robertson last week announced an "onsold" settlement kitty of $300 million for the next 12 months but legal experts working with claimants have told Checkpoint it could cost taxpayers much much more. EQC's Deputy Chief Executive is Renee Walker. On Thursday she came into the studio and Lisa Owen asked her if the Giblings got what they asked for and if the 54 others who signed up to the class action would get the same.

A Christchurch homeowner in a five year battle with the Earthquake Commission over the damaged house she unwittingly bought says a critical new report about EQC tells her nothing new. The 27 page review by Independent Ministerial Advisor Christine Stevenson looks at how to resolve the 3,600 claims that still haven't been settled after the 2010 and 2011 quakes. The recommendations include getting the Commission to hire more staff and to stop forcing people to use the Official Information Act to get their files. It also suggests giving EQC more power to settle the on-sold claims where people bought houses under the impression all damage had been identified and fixed. Georgina Hannafin has a home that needs $260,000 worth of repairs but EQC has offered her just $48,000.
A Christchurch couple locked in an ongoing legal battle with state-owned quake insurer Southern Response says it is sobering for a Court of Appeal decision to go their way, one decade on from the harrowing earthquakes. An earlier High Court decision found Southern Response guilty of misleading and deceptive behaviour when it short-changed Karl and Alison Dodds tens of thousands of dollars after their quake damaged house was written off. The Dodds say they were tricked into accepting a lower offer from Southern Response only to later discover the insurer had kept secret from them a second higher estimate to rebuild their damaged house, a so-called second secret detailed repair and rebuild analysis (DRA). The High Court ordered Southern Response to pay the Dodds almost $180,000 in damages, plus costs. But the government appealed the decision, saying it needed clarity, because of the thousands of similar cases it could be liable for. The Court of Appeal reduced the damages Southern Response has to pay $10,656.44 due to an earlier error in calculations. The Minister responsible Grant Robertson has declined to be interviewed. Southern Response also declined to be interviewed. Neither have ruled out appealing the decision in the Supreme Court.

Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.
Refers to the controversy over the decision to demolish the Christchurch Cathedral which was severely damaged in the earthquakes of 2010 and 2011. The Anglican Bishop of Christchurch Victoria Mathews says the decision to demolish the cathedral was reached through prayer, great deliberation and with the utmost concern for safety. The Bishop says a number of options were considered before deciding to bring the walls down but the turning point was 23 December 2011, when a series of strong quakes rocked the city. At that stage the Canterbury Earthquake Authority approached the church. "CERA told us that our plans for making safe and retrieving, and then stepping back and making further decisions were no longer adequate." Christchurch City council announced their support on Twitter this afternoon (17 May 2012) - tweeting an endorsement to an immediate pause on demolition of the Cathedral to enable deeper and more open consideration of options. One of the options presented to residents in the red zone, ideal for people with replacement policies, was the government bought your land, and you dealt directly with your insurers about your house. In recent years, rocking isolation has become an effective approach to improve seismic performance of steel and reinforced concrete structures. These systems can mitigate structural damage through rigid body displacement and thus relatively low requirements for structural ductility, which can significantly improve seismic resilience of structures and reduce repairing costs after strong earthquakes. A number of base rocking structural systems with only a single rocking interface have been proposed. However, these systems can have significant high mode effect for high rise structures due to the single rocking interface. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including the BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. A number of structural configurations will be tested [1, 2], and non-structural elements including ceilings, infilling walls, glazed curtain walls, precast concrete panels, piping system will also be tested in this project [3]. Within this study, a multiple rocking column steel structural system was proposed and investigated mainly by Tongji team with assistance of NZ members. The concept of rocking column system initiates from the structure of Chinese ancient wooden pagoda. In some of Chinese wooden pagodas, there are continuous core columns hanged only at the top of each pagoda, which is not connected to each stories. This core column can effectively avoid collapse of the whole structure under large storey drifts. Likewise, there are also central continuous columns in the newly proposed steel rocking column system, which can avoid weak story failure mechanism and make story drifts more uniform. In the proposed rocking column system, the structure can switch between an elastic rigidly connected moment resisting frame and a controlled rocking column system when subjected to strong ground motion excitations. The main seismic energy can be dissipated by asymmetric friction beam–column connections, thereby effectively reducing residual displacement of the structure under seismic loading without causing excessive damage to structural members. Re–centering of the structure is provided not only by gravity load carried by rocking columns, but also by mould coil springs. To investigate dynamic properties of the proposed system under different levels of ground excitations, a full-scale threestory steel rocking column structural system with central continuous columns is to be tested using the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China and an analytical model is established. A finite element model is also developed using ABAQUS to simulate the structural dynamic responses. The rocking column system proposed in this paper is shown to produce resilient design with quick repair or replacement.
Rocket Lab's Electron rocket launch today on the Mahia Peninsula has been scrubbed again, sadly. A power fault this time. Kaikoura residents and businesses are celebrating the re-opening of State Highway 1 north following a year of earthquake repairs. The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. It will close at 8:30 each night so more repairs and assesments can be done. Kaikoura Top Ten Holiday Park co-owner Ed Nolan tells us what this means for his business and others in the town. The Prime Minister Jainda Ardern says the Government's new families package will reduce child poverty in the country by 48 per cent. We ask the panellists whether this is realistic or if there are other, more entrenched imprediments to lowering poverty in New Zealand. The families of those who died in the CTV building collapse in Christchurch's 2011 earthquake say they will continue to fight for justice. Police announced earlier this month they won't be prosecuting the engineers of the building after a three-year long investigation. The families met with police to ask and why say they aren't convinced all has been done. We ask panellist, barrister Jonathan Krebs, if other charges could and should be laid.
The Canterbury region of New Zealand was shaken by major earthquakes on the 4th September 2010 and 22nd February 2011. The quakes caused 185 fatalities and extensive land, infrastructure and building damage, particularly in the Eastern suburbs of Christchurch city. Almost 450 ha of residential and public land was designated as a ‘Red Zone’ unsuitable for residential redevelopment because land damage was so significant, engineering solutions were uncertain, and repairs would be protracted. Subsequent demolition of all housing and infrastructure in the area has left a blank canvas of land stretching along the Avon River corridor from the CBD to the sea. Initially the Government’s official – but enormously controversial – position was that this land would be cleared and lie fallow until engineering solutions could be found that enabled residential redevelopment. This paper presents an application of a choice experiment (CE) that identified and assessed Christchurch residents’ preferences for different land use options of this Red Zone. Results demonstrated strong public support for the development of a recreational reserve comprising a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision. By highlighting the value of a range of alternatives, the CE provided a platform for public participation and expanded the conversational terrain upon which redevelopment policy took place. We conclude the method has value for land use decision-making beyond the disaster recovery context.
Recent surface-rupturing earthquakes in New Zealand have highlighted significant exposure and vulnerability of the road network to fault displacement. Understanding fault displacement hazard and its impact on roads is crucial for mitigating risks and enhancing resilience. There is a need for regional-scale assessments of fault displacement to identify vulnerable areas within the road network for the purposes of planning and prioritising site-specific investigations. This thesis employs updated analysis of data from three historical surface-rupturing earthquakes (Edgecumbe 1987, Darfield 2010, and Kaikoūra 2016) to develop an empirical model that addresses the gap in regional fault displacement hazard analysis. The findings contribute to understanding of • How to use seismic hazard model inputs for regional fault displacement hazard analysis • How faulting type and sediment cover affects the magnitude and spatial distribution of fault displacement • How the distribution of displacement and regional fault displacement hazard is impacted by secondary faulting • The inherent uncertainties and limitations associated with employing an empirical approach at a regional scale • Which sections of New Zealand’s roading network are most susceptible to fault displacement hazard and warrant site-specific investigations • Which regions should prioritise updating emergency management plans to account for post-event disruptions to roading. I used displacement data from the aforementioned historical ruptures to generate displacement versus distance-to-fault curves for various displacement components, fault types, and geological characteristics. Using those relationships and established relationships for along-strike displacement, displacement contours were generated surrounding active faults within the NZ Community Fault Model. Next, I calculated a new measure of 1D strain along roads as well as relative hazard, which integrated 1D strain and normalised slip rate data. Summing these values at the regional level identified areas of heightened relative hazard across New Zealand, and permits an assessment of the susceptibility of road networks using geomorphon land classes as proxies for vulnerability. The results reveal that fault-parallel displacements tend to localise near the fault plane, while vertical and fault-perpendicular displacements sustain over extended distances. Notably, no significant disparities were observed in off-fault displacement between the hanging wall and footwall sides of the fault, or among different surface geology types, potentially attributed to dataset biases. The presence of secondary faulting in the dataset contributes to increased levels of tectonic displacement farther from the fault, highlighting its significance in hazard assessments. Furthermore, fault displacement contours delineate broader zones around dip-slip faults compared to strike-slip faults, with correlations identified between fault length and displacement width. Road ‘strain’ values are higher around dip-slip faults, with notable examples observed in the Westland and Buller Districts. As expected, relative hazard analysis revealed elevated values along faults with high slip rates, notably along the Alpine Fault. A regional-scale analysis of hazard and exposure reveals heightened relative hazard in specific regions, including Wellington, Southern Hawke’s Bay, Central Bay of Plenty, Central West Coast, inland Canterbury, and the Wairau Valley of Marlborough. Notably, the Central West Coast exhibits the highest summed relative hazard value, attributed to the fast-slipping Alpine Fault. The South Island generally experiences greater relative hazard due to larger and faster-slipping faults compared to the North Island, despite having fewer roads. Central regions of New Zealand face heightened risk compared to Southern or Northern regions. Critical road links intersecting high-slipping faults, such as State Highways 6, 73, 1, and 2, necessitate prioritisation for site-specific assessments, emergency management planning and targeted mitigation strategies. Roads intersecting with the Alpine Fault are prone to large parallel displacements, requiring post-quake repair efforts. Mitigation strategies include future road avoidance of nearby faults, modification of road fill and surface material, and acknowledgement of inherent risk, leading to prioritised repair efforts of critical roads post-quake. Implementing these strategies enhances emergency response efforts by improving accessibility to isolated regions following a major surface-rupturing event, facilitating faster supply delivery and evacuation assistance. This thesis contributes to the advancement of understanding fault displacement hazard by introducing a novel regional, empirical approach. The methods and findings highlight the importance of further developing such analyses and extending them to other critical infrastructure types exposed to fault displacement hazard in New Zealand. Enhancing our comprehension of the risks associated with fault displacement hazard offers valuable insights into various mitigation strategies for roading infrastructure and informs emergency response planning, thereby enhancing both national and global infrastructure resilience against geological hazards.
Natural disasters are increasingly disruptive events that affect livelihoods, organisations, and economies worldwide. Research has identified the impacts and responses of organisations to different types of natural disasters, and have outlined factors, such as industry sector, that are important to organisational vulnerability and resilience. One of the most costly types of natural disasters in recent years has been earthquakes, and yet to date, the majority of studies have focussed on the effects of earthquakes in urban areas, while rural organisational impact studies have primarily focused on the effects of meteorological and climatic driven hazards. As a result, the likely impacts of an earthquake on rural organisations in a developed context is unconstrained in the literature. In countries like New Zealand, which have major earthquakes and agricultural sectors that are significant contributors to the economy, it is important to know what impacts an earthquake event would have on the rural industries, and how these impacts compare to that of a more commonly analysed, high-frequency event. In September of 2010, rural organisations in Canterbury experienced the 4 September 2010 Mw 7.1 `Darfield' earthquake and the associated aftershocks, which came to be known as the Canterbury earth- quake sequence. The earthquake sequence caused intense ground shaking, creating widespread critical service outages, structural and non-structural damage to built infrastructure, as well as ground surface damage from ooding, liquefaction and surface rupture. Concurrently on September 18 2010, rural organisations in Southland experienced an unseasonably late snowstorm and cold weather snap that brought prolonged sub-zero temperatures, high winds and freezing rain, damaging structures in the City of Invercargill and causing widespread livestock losses and production decreases across the region. This thesis documents the effects of the Canterbury earthquake sequence and Southland snowstorm on farming and rural non-farming organisations, utilizing comparable methodologies to analyse rural organisational impacts, responses and recovery strategies to natural disasters. From the results, a short- term impact assessment methodology is developed for multiple disasters. Additionally, a regional asset repair cost estimation model is proposed for farming organisations following a major earthquake event, and the use of social capital in rural organisational recovery strategies following natural disasters is analysed.
The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.At 4.35am on 4th September 2010, Canterbury was hit by an earthquake measuring 7.1 on the Richter scale. On 22nd February 2011 and 13th June 2011 a separate fault line approximately 35km from the first, ruptured to inflict two further earthquakes measuring 6.3 and 6.0 respectively. As a direct result of the February earthquake, 181 people lost their lives. Some commentators have described this series of earthquakes as the most expensive global insurance event of all time. These earthquakes and the more than 7000 associated aftershocks have had a significant physical impact on parts of Canterbury and virtually none on others. The economic, social and emotional impacts of these quakes spread across Canterbury and beyond. Waimakariri district, north of Christchurch, has reflected a similar pattern, with over 1400 houses requiring rebuild or substantial repair, millions of dollars of damage to infrastructure, and significant social issues as a result. The physical damage in Waimakiriri District was predominately in parts of Kaiapoi, and two small beach settlements, The Pines and Kairaki Beach with pockets elsewhere in the district. While the balance of the district is largely physically untouched, the economic, social, and emotional shockwaves have spread across the district. Waimakariri district consists of two main towns, Rangiora and Kaiapoi, a number of smaller urban areas and a larger rural area. It is considered mid-size in the New Zealand local government landscape. This paper will explore the actions and plans of Waimakiriri District Council (WDC) in the Emergency Management Recovery programme to provide context to allow a more detailed examination of the planning processes prior to, and subsequent to the earthquakes. This study looked at documentation produced by WDC, applicable legislation and New Zealand Emergency Management resources and other sources. Key managers and elected representatives in the WOC were interviewed, along with a selection of governmental and nongovernmental agency representatives. The interview responses enable understanding of how central Government and other local authorities can benefit from these lessons and apply them to their own planning. It is intended that this paper will assist local government organisations in New Zealand to evaluate their planning processes in light of the events of 2010/11 in Canterbury and the lessons from WDC.
The city of Ōtautahi/Christchurch experienced a series of earthquakes that began on September 4th, 2010. The most damaging event occurred on February 22nd, 2011 but significant earthquakes also occurred on June 13th and December 23rd with aftershocks still occurring well into 2012. The resulting disaster is the second deadliest natural disaster in New Zealand’s history with 185 deaths. During 2011 the Canterbury earthquakes were one of the costliest disasters worldwide with an expected cost of up to $NZ30 billion. Hundreds of commercial buildings and thousands of houses have been destroyed or are to be demolished and extensive repairs are needed for infrastructure to over 100,000 homes. As many as 8,900 people simply abandoned their homes and left the city in the first few months after the February event (Newell, 2012), and as many as 50,000 may leave during 2012. In particular, young whānau and single young women comprised a disproportionate number of these migrants, with evidence of a general movement to the North Island. Te Puni Kōkiri sought a mix of quantitative and qualitative research to examine the social and economic impacts of the Christchurch earthquakes on Māori and their whānau. The result of this work will be a collection of evidence to inform policy to support and assist Māori and their whānau during the recovery/rebuild phases. To that end, this report triangulates available statistical and geographical information with qualitative data gathered over 2010 and 2011 by a series of interviews conducted with Māori who experienced the dramatic events associated with the earthquakes. A Māori research team at Lincoln University was commissioned to undertake the research as they were already engaged in transdisciplinary research (began in the May 2010), that focused on quickly gathering data from a range of Māori who experienced the disaster, including relevant economic, environmental, social and cultural factors in the response and recovery of Māori to these events. Participants for the qualitative research were drawn from Māori whānau who both stayed and left the city. Further data was available from ongoing projects and networks that the Lincoln research team was already involved in, including interviews with Māori first responders and managers operating in the CBD on the day of the February event. Some limited data is also available from younger members of affected whānau. Māori in Ōtautahi/Christchurch City have exhibited their own culturally-attuned collective responses to the disaster. However, it is difficult to ascertain Māori demographic changes due to a lack of robust statistical frameworks but Māori outward migration from the city is estimated to range between 560 and 1,100 people. The mobility displayed by Māori demonstrates an important but unquantified response by whānau to this disaster, with emigration to Australia presenting an attractive option for young Māori, an entrenched phenomenon that correlates to cyclical downturns and the long-term decline of the New Zealand economy. It is estimated that at least 315 Māori have emigrated from the Canterbury region to Australia post-quake, although the disaster itself may be only one of a series of events that has prompted such a decision. Māori children made up more than one in four of the net loss of children aged 6 to 15 years enrolled in schools in Greater Christchurch over the year to June 2011. Research literature identifies depression affecting a small but significant number of children one to two years post-disaster and points to increasing clinical and organisational demands for Māori and other residents of the city. For those residents in the eastern or coastal suburbs – home to many of the city’s Māori population - severe damage to housing, schools, shops, infrastructure, and streets has meant disruption to their lives, children’s schooling, employment, and community functioning. Ongoing abandonment of homes by many has meant a growing sense of unease and loss of security, exacerbated by arson, burglaries, increased drinking, a stalled local and national economy, and general confusion about the city’s future. Māori cultural resilience has enabled a considerable network of people, institutions, and resources being available to Māori , most noticeably through marae and their integral roles of housing, as a coordinating hub, and their arguing for the wider affected communities of Christchurch. Relevant disaster responses need to be discussed within whānau, kōhanga, kura, businesses, communities, and wider neighbourhoods. Comprehensive disaster management plans need to be drafted for all iwi in collaboration with central government, regional, and city or town councils. Overall, Māori are remarkably philosophical about the effects of the disaster, with many proudly relishing their roles in what is clearly a historic event of great significance to the city and country. Most believe that ‘being Māori’ has helped cope with the disaster, although for some this draws on a collective history of poverty and marginalisation, features that contribute to the vulnerability of Māori to such events. While the recovery and rebuild phases offer considerable options for Māori and iwi, with Ngāi Tahu set to play an important stakeholder in infrastructural, residential, and commercial developments, some risk and considerable unknowns are evident. Considerable numbers of Māori may migrate into the Canterbury region for employment in the rebuild, and trades training strategies have already been established. With many iwi now increasingly investing in property, the risks from significant earthquakes are now more transparent, not least to insurers and the reinsurance sector. Iwi authorities need to be appraised of insurance issues and ensure sufficient coverage exists and investments and developments are undertaken with a clear understanding of the risks from natural hazards and exposure to future disasters.
