It was held on vacant sites at the intersection of Lichfield Street, Manchester Street and High Street. Architecture students from Unitec, The University of Auckland and CPIT collaborated with local businesses to create large-scale, temporary structures to entertain the public.

This panel discussion was presented by Sati Ravichandiren, President (Student Volunteer Army) The Canterbury Earthquakes Symposium, jointly hosted by the Department of the Prime Minister and Cabinet and the Christchurch City Council, was held on 29-30 November 2018 at the University of Canterbury in Christchurch. The purpose of the event was to share lessons from the Canterbury earthquakes so that New Zealand as a whole can be better prepared in future for any similar natural disasters. Speakers and presenters included Greater Christchurch Regeneration Minister, Hon Dr Megan Woods, Christchurch Mayor, Lianne Dalziel, Ngāi Tahu chief executive, Arihia Bennett, head of the public inquiry into EQC, Dame Sylvia Cartwright, urban planner specialising in disaster recovery and castrophe risk management, Dr Laurie Johnson; Christchurch NZ chief executive and former Press editor, Joanna Norris; academic researcher and designer, Barnaby Bennett; and filmmaker, Gerard Smyth. About 300 local and national participants from the public, private, voluntary sectors and academia attended the Symposium. They represented those involved in the Canterbury recovery effort, and also leaders of organisations that may be impacted by future disasters or involved in recovery efforts. The focus of the Symposium was on ensuring that we learn from the Canterbury experience and that we can apply those learnings.

INTRODUCTION This project falls under the Flagship 3: Wellington Coordinated Project. It supports other projects within FP3 to create a holistic understanding of risks posed by collapsed buildings due to future earthquake/s and the secondary consequences of cordoning in the short, mid and long term. Cordoning of the Christchurch CBD for more than two years and its subsequent implications on people and businesses had a significant impact on the recovery of Christchurch. Learning from this and experiences from the Kaikōura earthquake (where cordons were also established around selected buildings, Figure 3) have highlighted the need to understand the effects of cordons and plan for it before an earthquake occurs

This paper analyses the city of Christchurch, New Zealand, which has been through dramatic changes since it was struck by a series of earthquakes of different intensities between 2010 and 2011. The objective is to develop a deeper understanding of resilience by looking at changes in green and grey infrastructures. The study can be helpful to reveal a way of doing comparative analysis using resilience as a theoretical framework. In this way, it might be possible to assess the blueprint of future master plans by considering how important the interplay between green and grey infrastructure is for the resilience capacity of cities.

The level of destruction from the 2011 Christchurch earthquakes led to changes in the New Zealand seismic building code. The destruction showed that the NZ building codes did not fully performed to expectation and needed Improvement to ensure that impact of future earthquakes would be minimised. The building codes have been amended to improve buildings resilience to earthquake and other related extreme loading conditions. Rebuilding Christchurch with the new modifications in the seismic building code comes with its own unique challenges to the entire system. This project investigates the impact of rebuilding Christchurch with the new seismic Building codes in terms of how the new changes affected the building industry and the management of construction.

Tsunami events including the 2004 Indian Ocean Tsunami and the 2011 Tohoku Earthquake and Tsunami confirmed the need for Pacific-wide comprehensive risk mitigation and effective tsunami evacuation planning. New Zealand is highly exposed to tsunamis and continues to invest in tsunami risk awareness, readiness and response across the emergency management and science sectors. Evacuation is a vital risk reduction strategy for preventing tsunami casualties. Understanding how people respond to warnings and natural cues is an important element to improving evacuation modelling techniques. The relative rarity of tsunami events locally in Canterbury and also globally, means there is limited knowledge on tsunami evacuation behaviour, and tsunami evacuation planning has been largely informed by hurricane evacuations. This research aims to address this gap by analysing evacuation behaviour and movements of Kaikōura and Southshore/New Brighton (coastal suburb of Christchurch) residents following the 2016 Kaikōura earthquake. Stage 1 of the research is engaging with both these communities and relevant hazard management agencies, using a survey and community workshops to understand real-event evacuation behaviour during the 2016 Kaikōura earthquake and subsequent tsunami evacuations. The second stage is using the findings from stage 1 to inform an agent-based tsunami evacuation model, which is an approach that simulates of the movement of people during an evacuation response. This method improves on other evacuation modelling approaches to estimate evacuation times due to better representation of local population characteristics. The information provided by the communities will inform rules and interactions such as traffic congestion, evacuation delay times and routes taken to develop realistic tsunami evacuation models. This will allow emergency managers to more effectively prepare communities for future tsunami events, and will highlight recommended actions to increase the safety and efficiency of future tsunami evacuations.

The Canterbury region of New Zealand experienced a sequence of strong earthquakes during 2010-2011. Responses included government acquisition of many thousands of residential properties in the city of Christchurch in areas with severe earthquake effects. A large and contiguous tract of this ‘red zoned’ land lies in close proximity to the Ōtākaro / Avon River and is known as the Avon-Ōtākaro Red Zone (AORZ). The focus of this study was to provide an overview of the floodplain characteristics of the AORZ and review of international experience in ecological restoration of similar river margin and floodplain ecosystems to extract restoration principles and associated learnings. Compared to pre-earthquake ground levels, the dominant trend in the AORZ is subsidence, together with lateral movement especially in the vicinity of waterway. An important consequence of land subsidence in the lower Ōtākaro / Avon River is greater exposure to flooding and the effects of sea level rise. Scenario modelling for sea level rise indicates that much of the AORZ is exposed to inundation within a 100 year planning horizon based on a 1 m sea level rise. As with decisions on built infrastructure, investments in nature-based ‘green infrastructure’ also require a sound business case including attention to risks posed by climate change. Future-proofing of the expected benefits of ecological restoration must therefore be secured by design. Understanding and managing the hydrology and floodplain dynamics are vital to the future of the AORZ. However, these characteristics are shared by other floodplain and river restoration projects worldwide. Identifying successful approaches provides a useful a source of useful information for floodplain planning in the AORZ. This report presents results from a comparative case study of three international examples to identify relevant principles for large-scale floodplain management at coastal lowland sites.

Overview of SeisFinder SeisFinder is an open-source web service developed by QuakeCoRE and the University of Canterbury, focused on enabling the extraction of output data from computationally intensive earthquake resilience calculations. Currently, SeisFinder allows users to select historical or future events and retrieve ground motion simulation outputs for requested geographical locations. This data can be used as input for other resilience calculations, such as dynamic response history analysis. SeisFinder was developed using Django, a high-level python web framework, and uses a postgreSQL database. Because our large-scale computationally-intensive numerical ground motion simulations produce big data, the actual data is stored in file systems, while the metadata is stored in the database. The basic SeisFinder architecture is shown in Figure 1.

The 14 November 2016 Kaikōura earthquake had major impacts on New Zealand's transport system. Road, rail and port infrastructure was damaged, creating substantial disruption for transport operators, residents, tourists, and business owners in the Canterbury, Marlborough and Wellington regions, with knock-on consequences elsewhere. During both the response and recovery phases, a large amount of information and data relating to the transport system was generated, managed, analysed, and exchanged within and between organisations to assist decision making. To improve information and data exchanges and related decision making in the transport sector during future events and guide new resilience strategies, we present key findings from a recent post-earthquake assessment. The research involved 35 different stakeholder groups and was conducted for the Ministry of Transport. We consider what transport information was available, its usefulness, where it was sourced from, mechanisms for data transfer between organisations, and suggested approaches for continued monitoring.

On the 22nd of February, 2011 the city of Christchurch, New Zealand was crippled by a colossal earthquake. 185 people were killed, thousands injured and what remained was a city left in destruction and ruin. Thousands of Christchurch properties and buildings were left damaged beyond repair and the rich historical architecture of the Canterbury region had suffered irreparably.  This research will conduct an investigation into whether the use of mixed reality can aid in liberating Christchurch’s rich architectural heritage when applied to the context of destructed buildings within Christchurch.  The aim of this thesis is to formulate a narrative around the embodiment of mixed reality when subjected to the fragmentary historical architecture of Christchurch. Mixed reality will aspire to act as the defining ligature that holds the past, present and future of Christchurch’s architectural heritage intact as if it is all part of the same continuum.  This thesis will focus on the design of a memorial museum within a heavily damaged historical trust registered building due to the Christchurch earthquake. It is important and relevant to conceive the idea of such a design as history is what makes everything we know. The memories of the past, the being of the now and the projection of the future is the basis and fundamental imperative in honouring the city and people of Christchurch. Using the technologies of Mixed Reality and the realm of its counter parts the memorial museum will be a definitive proposition of desire in providing a psychological and physical understanding towards a better Christchurch, for the people of Christchurch.  This thesis serves to explore the renovation possibilities of the Canterbury provincial council building in its destructed state to produce a memorial museum for the Christchurch earthquake. The design seeks to mummify the building in its raw state that sets and develops the narrative through the spaces. The design intervention is kept at a required minimum and in doing so manifests a concentrated eloquence to the derelict space. The interior architecture unlocks the expression of history and time encompassed within a destructive and industrialised architectural dialogue. History is the inhabitant of the building, and using the physical and virtual worlds it can be set free.  This thesis informs a design for a museum in central Christchurch that celebrates and informs the public on past, present and future heritage aspects of Christchurch city. Using mixed reality technologies the spatial layout inside will be a direct effect of the mixed reality used and the exploration of the physical and digital heritage aspects of Christchurch. The use of technology in today’s world is so prevalent that incorporating it into a memorial museum for Christchurch would not only be interesting and exploratory but also offer a sense of pushing forward and striving beyond for a newer, fresher Christchurch. The memorial museum will showcase a range of different exhibitions that formulate around the devastating Christchurch earthquake. Using mixed reality technologies these exhibitions will dictate the spaces inside dependant on their various applications of mixed reality as a technology for architecture. Research will include; what the people of Canterbury are most dear to in regards to Christchurch’s historical environment; the use of mixed reality to visualise digital heritage, and the combination of the physical and digital to serve as an architectural mediation between what was, what is and what there could be.

Part two of the audio that makes up Gap Filler's 29th project, the Transitional City Audio Tour. This part of the tour begins in Cathedral Square and includes commentary on the proposal for the Convention Centre. The tour then moves down Worcester Street, providing commentary on Hotel 115, the Old Government Building (now the Heritage Hotel), and the Trinity Church on the way. Once the tour reaches Latimer Square, it moves towards Hereford Street and there is commentary on the Green Frame, and the future of Les Mill and Calendar Girls. The tour then moves down Madras Street, passing the Transitional Cathedral and the artwork, 185 Empty Chairs. The tour ends with commentary on the Farmers' Trading Building, the first Farmers' building in Christchurch which was eventually replaced by the IRD Building on Madras Street.

Knowing how to rapidly rebuild disaster-damaged infrastructure, while deciding appropriate recovery strategies and catering for future investment is a matter of core interest to government decision makers, utility providers, and business sectors. The purpose of this research is to explore the effects of decisions and outcomes for physical reconstruction on the overall recovery process of horizontal infrastructure in New Zealand using the Canterbury and Kaikoura earthquakes as cases. A mixed approach including a systematic review, questionnaire survey and semi-structured interviews is used to capture perspectives of those involved in reconstruction process and gain insights into the effect of critical elements on infrastructure downtime. Findings from this research will contribute towards advancements of a systems dynamics model considering critical decision-making variables across phases of the reconstruction process to assess how these variables affect the rebuild process and the corresponding downtime. This project will improve the ability to explore alternative resilience improvement pathways and test the efficacy of alternative means for facilitating a faster and better reconstruction process.

The presentation is titled, "Leading and Coordinating Social Recovery: Lessons from a central recovery agency".The abstract for this presentation reads as follows: This presentation provides an overview of the Canterbury Earthquake Recovery Authority's Social Recovery Lessons and Legacy project. This project was commissioned in 2014 and completed in December 2015. It had three main aims: to capture Canterbury Earthquake Recovery Authority's role in social recovery after the Canterbury earthquakes, to identify lessons learned, and to disseminate these lessons to future recovery practitioners. The project scope spanned four Canterbury Earthquake Recovery Authority work programmes: The Residential Red Zone, the Social and Cultural Outcomes, the Housing Programme, and the Community Resilience Programme. Participants included both Canterbury Earthquake Recovery Authority employees, people from within a range of regional and national agencies, and community and public sector organisations who worked with Canterbury Earthquake Recovery Authority over time. The presentation will outline the origin and design of the project, and present some key findings.
