After a high-intensity seismic event, inspections of structural damages need to be carried out as soon as possible in order to optimize the emergency management, as well as improving the recovery time. In the current practice, damage inspections are performed by an experienced engineer, who physically inspect the structures. This way of doing not only requires a significant amount of time and high skilled human resources, but also raises the concern about the inspector’s safety. A promising alternative is represented using new technologies, such as drones and artificial intelligence, which can perform part of the damage classification task. In fact, drones can safely access high hazard components of the structures: for instance, bridge piers or abutments, and perform the reconnaissance by using highresolution cameras. Furthermore, images can be automatically processed by machine learning algorithms, and damages detected. In this paper, the possibility of applying such technologies for inspecting New Zealand bridges is explored. Firstly, a machine-learning model for damage detection by performing image analysis is presented. Specifically, the algorithm was trained to recognize cracks in concrete members. A sensitivity analysis was carried out to evaluate the algorithm accuracy by using database images. Depending on the confidence level desired,i.e. by allowing a manual classification where the alghortim confidence is below a specific tolerance, the accuracy was found reaching up to 84.7%. In the second part, the model is applied to detect the damage observed on the Anzac Bridge (GPS coordinates -43.500865, 172.701138) in Christchurch by performing a drone reconnaissance. Reults show that the accuracy of the damage detection was equal to 88% and 63% for cracking and spalling, respectively.

The center of the river has slumped and the two banks have moved about a meter closer together which caused this footbridge to be so twisted. There is a suggestion that this be left as a memorial to the earthquake.

On 14 November 2016 a magnitude Mw 7.8 earthquake struck the upper South Island of New Zealand with effects also being observed in the capital city, Wellington. The affected area has low population density but is the largest wine production region in New Zealand and also hosts the main national highway and railway routes connecting the country’s three largest cities of Auckland, Wellington and Christchurch, with Marlborough Port in Picton providing connection between the South and North Islands. These transport facilities sustained substantial earthquake related damage, causing major disruptions. Thousands of landslides and multiple new faults were counted in the area. The winery facilities and a large number of commercial buildings and building components (including brick masonry veneers, historic masonry construction, and chimneys), sustained damage due to the strong vertical and horizontal acceleration. Presented herein are field observations undertaken the day immediately after the earthquake, with the aim to document earthquake damage and assess access to the affected area.

Rising disaster losses, growth in global migration, migrant labour trends, and increasingly diverse populations have serious implications for disaster resilience around the world. These issues are of particular concern in New Zealand, which is highly exposed to disaster risk and has the highest proportion of migrant workers to national population in the OECD. Since there has been no research conducted into this issue in New Zealand to date, greater understanding of the social capital used by migrant workers in specific New Zealand contexts is needed to inform more targeted and inclusive disaster risk management approaches. A New Zealand case study is used to investigate the extent and types of social capital and levels of disaster risk awareness reported by members of three Filipino migrant workers organisations catering to dairy farm, construction and aged care workers in different urban and rural Canterbury districts. Findings from (3) semi-structured interviews and (3) focus groups include consistently high reliance on bonding capital and low levels of bridging capital across all three organisations and industry sectors, and in both urban and rural contexts. The transitory, precarious residential status conveyed by temporary work visas, and the difficulty of building bridging capital with host communities has contributed to this heavy reliance on bonding capital. Social media was essential to connect workers with family and friends in other countries, while Filipino migrant workers organisations provided members with valuable access to industry and district-specific networks of other Filipino migrant workers. Linking capital varied between the three organisations, with members of the organisation set up to advocate for dairy farm workers reporting the highest levels of linking capital. Factors influencing the capacity of workers organisations to develop linking capital appeared to include motivation (establishment objectives), length of time since establishment, support from government and industry groups, urban-rural context, income levels and gender. Although aware of publicity around earthquake and tsunami risk in the Canterbury region, participants were less aware of flood risk, and expressed fatalistic attitudes to disaster risk. Workers organisations offer a valuable potential interface between CDEM Group activities and migrant worker communities, since organisation leaders were interested in accessing government support to participate (with and on behalf of members) in disaster risk planning at district and regional level. With the potential to increase disaster resilience among these vulnerable, hard to reach communities, such participation could also help to build capacity across workers organisations (within Canterbury and across the country) to develop linking capital at national, as well as regional level. However, these links will also depend on greater government and industry commitment to providing more targeted and appropriate support for migrant workers, including consideration of the cultural qualifications of staff tasked with liaising with this community.

The paper presents preliminary findings from comprehensive research studies on the liquefaction-induced damage to buildings and infrastructure in Christchurch during the 2010-2011 Canterbury earthquakes. It identifies key factors and mechanisms of damage to road bridges, shallow foundations of CBD buildings and buried pipelines, and highlights the implications of the findings for the seismic analysis and design of these structures.

Impact between structures of bridge sections can play a major, unexpected role in seismic structural damage. Linear and non-linear models are developed to analyze structural impact and response of two single-degree-of-freedom structures, representing adjacent buildings or bridge sections. The analyses presented assess probability of impact, displacement change due to impact, and the probability of increased displacement due to impact. These are assessed over a matrix of structural periods for each degree-of-freedom, different impact coefficients of restitution, and a probabilistically scaled suite of earthquake events. Linear versus non-linear effects are assessed using a Ramberg-Osgood non-linear model for column inelasticity. The normalized distance, or gap-ratio (GR), defined as a percentage of the summed spectral displacements, is used to create probabilistic design requirements. Increasing GR and structural periods that are similar (T2/T1~0.8-1.25) significantly decrease the likelihood of impact, and vice-versa. Including column inelasticity and decreasing coefficient of restitution decrease displacement increases due to impact and thus reduce potential damage. A minimum GR~0.5-0.9 ensures that any displacement increases will be less than 10% for 90% of ground motions over all structural period combinations (0.2-5.0sec). These results enable probabilistic design guidelines to manage undesirable effects of impact– an important factor during the recent Canterbury, New Zealand Earthquakes.

The magnitude Mw7.8 ‘Kaikōura’ earthquake occurred shortly after midnight on 14 November 2016. This paper presents an overview of the geotechnical impacts on the South Island of New Zealand recorded during the postevent reconnaissance. Despite the large moment magnitude of this earthquake, relatively little liquefaction was observed across the South Island, with the only severe manifestation occurring in the young, loose alluvial deposits in the floodplains of the Wairau and Opaoa Rivers near Blenheim. The spatial extent and volume of liquefaction ejecta across South Island is significantly less than that observed in Christchurch during the 2010-2011 Canterbury Earthquake Sequence, and the impact of its occurrence to the built environment was largely negligible on account of the severe manifestations occurring away from the areas of major development. Large localised lateral displacements occurred in Kaikōura around Lyell Creek. The soft fine-grained material in the upper portions of the soil profile and the free face at the creek channel were responsible for the accumulation of displacement during the ground shaking. These movements had severely impacted the houses which were built close (within the zone of large displacement) to Lyell Creek. The wastewater treatment facility located just north of Kaikōura also suffered tears in the liners of the oxidation ponds and distortions in the aeration system due to ground movements. Ground failures on the Amuri and Emu Plains (within the Waiau Valley) were small considering the large peak accelerations (in excess of 1g) experienced in the area. Minor to moderate lateral spreading and ejecta was observed at some bridge crossings in the area. However, most of the structural damage sustained by the bridges was a result of the inertial loading, and the damage resulting from geotechnical issues were secondary.

There have been dramatic scenes at the America's cup in Bermuda with Team New Zealand capsizing at the start of its second race of the day against the Bristish team Ben Ainslie Racing. Our America's Cup correspondent Todd Niall was at the Team New Zealand base. Transport Minister Simon Bridges has been caught trying to block an Official Information request for details about a proposed new 50 million dollar Auckland railway line. Kiwirail argued it was legally required to release the information, but the idea of releasing that information was making Mr Bridges 'extremely uncomfortable.' A man believed to be an Algerian student has attacked a police officer with a hammer outside Notre-Dame Cathedral in Paris. Our correspondent Peter Allen says there is still a heavy police presence. The Labour Party says the government is short changing the health sector to the tune of $2.3 billion. The party's leader Andrew Little says funding hasn't kept up with the growing population and changing demographic. The United States secretary of state Rex Tillerson used a fleeting visit to Wellington yesterday to emphasise the importance of the Asia Pacific region and denying the US is stepping back from involvement here. Foreign affairs minister Gerry Brownlee says the US pulling out of the TPP doesn't prove anything. The immediate aftermath of the devastating 2011 Christchurch earthquake and its ongoing impact on residents' mental health is being described as a recovery of two halves. The latest wellbeing survey from the Canterbury District Health Board shows that one in five people, predominantly those living in the eastern suburbs, say they experience stress most or all of the time. Nicky Wagner, the Minister supporting Greater Christchurch Regeneration, says the city has a good quality of life when compared to the rest of the country, despite a new survey showing one in five people say they experience stress most or all of the time. Ms Wagner, says 82 per cent have a good or very good quality of life in Christchurch, which compares with 81 percent nationwide. She says the east side of the city is very low lying and suffered the most damage and work is still being down in that area.

This research examines the connection between accessibility and resilience in post-earthquake Christchurch. This research will provide my community partner with a useful evidence base to help show that increased accessibility does create a more resilient environment. This research uses an in-depth literature review along with qualitative interview approach discussing current levels of accessibility and resilience in Christchurch and whether or not the interview participants believe that increased accessibility in Christchurch will make our city more resilient to future disasters. This research is important because it helps to bridge the connection between accessibility and resilience by showing how accessibility is an important aspect of making a city resilient. In Christchurch specifically, it is a great time to create an accessible and inclusive environment in the post-earthquake rebuild state the city is currently in. Showing that an accessible environment will lead to a more resilient city is important will potentially lead to accessible design being included in the rebuild of places and spaces in Christchurch. In theory, the results of this research show that having an accessible environment leads to universal inclusiveness which in turn, leads to a resilient city. An overarching theme that arose during this research is that accessibility is a means to inclusion and without inclusion a society cannot be resilient. In practice, the results show that for Christchurch to become more accessible and inclusive for people with disabilities, there needs to not only be an increase the accessibility of places and spaces but accessibility to the community as well. Having accessible infrastructure and communities will lead to increased social and urban resilience, especially for individuals with disabilities. This research is beneficial because it helps to bridge the connection between accessibility and resilience. Resilience is important because it help cities prepare for, respond to and recover from disasters and this research helps to show that accessibility is an important part of creating resilience. Some questions still remain unresolved mainly looking into normalising accessibility and deciphering how to prove that accessibility is an issue that effects everybody, not just individuals with disabilities.

Tsunami have the potential to cause significant disruptions to society, including damage to infrastructure, critical to the every-day operation of society. Effective risk management is required to reduce the potential tsunami impacts to them. Christchurch city, situated on the eastern coast of New Zealand’s South Island, is exposed to a number of far-field tsunami hazards. Although the tsunami hazard has been well identified for Christchurch city infrastructure, the likely impacts have not been well constrained. To support effective risk management a credible and realistic infrastructure impact model is required to inform risk management planning. The objectives of this thesis are to assess the impacts on Christchurch city infrastructure from a credible, hypothetical far-field tsunami scenario. To achieve this an impact assessment process is adopted, using tsunami hazard and exposure measures to determine asset vulnerability and subsequent impacts. However, the thesis identified a number of knowledge gaps in infrastructure vulnerability to tsunami. The thesis addresses this by using two approaches: a tsunami damage matrix; and the development of tsunami fragility functions. The tsunami damage matrix pools together tsunami impacts on infrastructure literature, and post-event field observations. It represents the most comprehensive ‘look-up’ resource for tsunami impacts to infrastructure to date. This damage matrix can inform the assessment of tsunami impacts on Christchurch city infrastructure by providing a measure of damage likelihood at various hazard intensities. A more robust approach to tsunami vulnerability of infrastructure are fragility functions, which are also developed in this thesis. These were based on post-event tsunami surveys of the 2011 ‘Tohoku’ earthquake tsunami in Japan. The fragility functions are limited to road and bridge infrastructure, but represent the highest resolution measure of vulnerability for the given assets. As well as providing a measure of damage likelihood for a given tsunami hazard intensity, these also indicate a level of asset damage. The impact assessment process, and synthesized vulnerability measures, are used to run tsunami impact models for Christchurch infrastructure to determine the probability of asset damage occurring and to determine if impact will reach or exceed a given damage state. The models suggest that infrastructure damage is likely to occur in areas exposed to tsunami inundation in this scenario, with significant damage identified for low elevation roads and bridges. The results are presented and discussed in the context of the risk management framework, with emphasis on using risk assessment to inform risk treatment, monitoring and review. In summary, this thesis A) advances tsunami vulnerability and impact assessment methodologies for infrastructure and B) provides a tsunami impact assessment framework for Christchurch city infrastructure which will inform infrastructure tsunami risk management for planners, emergency managers and lifelines groups.
