Beynen investigates the construction manager of the building, Gerald Shirtcliff, who allegedly faked an engineering degree and stole the identity of an engineer he knew in South Africa. Royal Commission hearings into the Canterbury earthquakes started in Christchurch today, with a indication that questions will be raised about whether some of those trapped in collapsed buildings could have survived.
