Structures of the Lowry Peaks Range - Waikari Valley district are complex. The majority comprise three members of a predominantly WSW -ENE striking major northwards-directed, leading edge imbricate thrust system, with associated angular, asymmetric fault-propagation folds. This system forms anomalously within a large NESW trending belt of structures characterising the entire east coast of north Canterbury, both onshore and offshore and terminates westwards against N-S striking, east facing fold-fault zone. The objectives of this study address the origin, geometry and kinematics of the interaction between these diversely trending systems. Stratigraphy and small-scale structures denote three periods of deformation, namely: i) Middle Cretaceous deformation of the basement rocks, ii) weak Middle Oligocene deformation associated with the inception of the plate boundary through the South Island, and iii) major Pliocene - Recent deformation that formed the majority of the above-mentioned structures. Stress tensor analyses within competent basement and limestone cover rocks suggest two sets of sub-horizontal compression, NE-SW and NW-SE, the former likely to relate to a localised earlier period of deformation, now overprinted by the latter. NW-SE oriented sub-horizontal compression correlates well with results from other parts of north Canterbury. The result of NW-SE compression on the W-E to WSW-ENE striking structures is a large component of oblique motion, which is manifest in four ways: i) movement on two, differently oriented splays rather than a single fault strand, ii) the development of a sinuous trace for a number of the major folds, whereby the ends are oriented normal to the compression direction, the centres parallel to the strike of the faults, iii) the development of a number of cross-folds, striking NNE-SSW and iv) the apparently recent development of a strike-slip component on at least one of the major thrust faults. The origin of the W-E, or WSW-ENE striking structures may be reactivation of Late Cretaceous faults, stratigraphic evidence for the existence of a "structural high" (the Hurunui High) over the majority of the area in the Late Cretaceous to Early Eocene times suggests the formation of a W-E trending horst structure, with a corresponding asymmetric graben to the south. The junction of WSW-ENE trending structures with N-S trending structures to the west centres on an alluvial-filled depression, Waikari Flat, into which the structures of the WSW-ENE trending imbricate thrust system plunge, locally curling to the SW at their ends to link with N-S trending structures to the south. Roof thrusting on two orientations, W-E and N-S, towards to SE is currently occurring above these structures. Currently the area is not highly seismically active, although a magnitude ~6.4 Ms earthquake in historic times has been recorded. The effects of tectonics on the drainage of the area does suggest that the majority of the systems, are still potentially active, albeit moving at a comparatively slow rate. The majority of the recent motion appears to be concentrated on the roof-thrusting occurring in Waikari Flat, and uplift along the Lowry Peaks Fault System. Increasing amounts of secondary movement on back-thrusts and cross fractures is also implied for western ends of the major imbricate thrust system. In contrast, the southern-most fault system appears to be largely sustaining dextral strike-slip motion, with some local folding in central portions.
The Canterbury earthquakes, which involved widespread damage in the February 2011 event and ongoing aftershocks near the Christchurch central business district (CBD), presented decision-makers with many recovery challenges. This paper identifies major government decisions, challenges, and lessons in the early recovery of Christchurch based on 23 key-informant interviews conducted 15 months after the February 2011 earthquake. It then focuses on one of the most important decisions – maintaining the cordon around the heavily damaged CBD – and investigates its impacts. The cordon displaced 50,000 central city jobs, raised questions about (and provided new opportunities for) the long-term viability of downtown, influenced the number and practice of building demolitions, and affected debris management; despite being associated with substantial losses, the cordon was commonly viewed as necessary, and provided some benefits in facilitating recovery. Management of the cordon poses important lessons for planning for catastrophic urban earthquakes around the world.
Christchurch's plan to have 20,000 people living in the city centre within the next few years looks increasingly set to fail. Official figures from last year show the Central Business District's population hovering at around 7000, stubbornly lower than before the earthquakes struck more than a decade ago. The immediate aftermath of the devastating 2011 Christchurch earthquake and its ongoing impact on residents' mental health is being described as a recovery of two halves. The latest wellbeing survey from the Canterbury District Health Board shows that one in five people, predominantly those living in the eastern suburbs, say they experience stress most or all of the time.

A mental wellbeing programme for primary and intermediate school students will be expanded to five more district health board areas. Mana Ake started in 2018 in Canterbury and Kaikōura, and was a response to the ongoing trauma some tamariki were experiencing following the earthquakes. Now more year 1 to 8 pupils will receive extra help if they're struggling. Our reporter Kirsty Frame was at the announcement in Auckland.
This paper presents the preliminary findings of a study on the resilience and recovery of organisations following the Darfield earthquake in New Zealand on 4 September 2010. Sampling included organisations proximal and distal to the fault trace, organisations located within central business districts, and organisations from seven diverse industry sectors. The research captured information on the challenges to, the impacts on, and the reflections of the organisations in the first months of recovery. Organisations in central business districts and in the hospitality sector were most likely to close while organisations that had perishable stock and livestock were more heavily reliant on critical services. Staff well-being, cash flow, and customer loss were major concerns for organisations across all sectors. For all organisations, the most helpful factors in mitigating the effects of the earthquake to be their relationship with staff, the design and type of buildings, and critical service continuity or swift reinstatement of services.

Topics - Hundreds of people have lost their lives in Egypt overnight, and it's expected the death toll will continue to rise. This comes after the military over threw the democratically elected leader last month, and has now forcibly closed down protester camps. Power company Orion - owned by Christchurch City Council and Selwyn District Council - is looking to hike its prices until 2019, to help recover revenue lost because of the Canterbury earthquakes.
Christchurch is still struggling 10 years on from the earthquake with vacant spaces and little development. In the surrounding areas of Christchurch in Selwyn, inland and in the Waimakariri District to the north it's boom times, with the councils unable to keep up with building consents. The regions have continued to grow over the last 10 years after people initially moved there after the earthquake to escape the bumpy roads, red zones and EQC battles. RNZ's Sally Murphy reports.
A Taranaki business owner is warning leaseholders to read the fine print of their contracts after being asked to pay his rent in full despite a clause in his lease allowing for a rent cut if he couldn't legally access the property. Clause 27.5 was included in the Auckland District Law Society commercial lease in 2012 in response to the Canterbury earthquakes, when many leaseholders were barred from their businesses. Organisations locate strategically within Business Districts (CBDs) in order to cultivate their image, increase their profile, and improve access to customers, suppliers, and services. While CBDs offer an economic benefit to organisations, they also present a unique set of hazard vulnerabilities and planning challenges for businesses. As of May 2012, the Christchurch CBD has been partially cordoned off for over 14 months. Economic activity within the cordoned CBD, which previously contained 6,000 businesses and over 51,000 workers, has been significantly diminished and organisations have been forced to find new ways of operating. The vulnerabilities and resilience of CBDs not only influences outcomes for CBD organisations, but also the broader interconnected (urban/regional/national) system. A CBD is a hub of economic, social, and built infrastructure within a network of links and nodes. When the hub is disrupted all of the people, objects, and transactions that usually flow into and out of the hub must be redirected elsewhere. In an urban situation this means traffic jams in peripheries of the city, increased prices of commercial property, and capital flight; all of which are currently being faced in Canterbury. This report presents the lessons learned from organisations in CBDs affected by the Canterbury earthquakes. Here we focus on the Christchurch CBD; however, several urban town centres were extensively disrupted by the earthquakes. The statistics and discussion presented in this report are based on the results of an ongoing study conducted by Resilient Organisations (www.resorgs.org.nz). The data was captured using two questionnaire surveys of Canterbury organisations (issued November 2010 and May 2011), interviews with key informants, and in-depth case studies of organisations. Several industry sectors were sampled, and geographic samples of organisations in the Christchurch CBD, Lyttelton, and the Kaiapoi town centre were also collected. Results in this report describing “non-CBD organisations” refer to all organisations outside of the Christchurch CBD, Lyttelton, and Kaiapoi town centres.
Effective management of waste and debris generated by a disaster event is vital to ensure rapid and efficient response and recovery that supports disaster risk reduction (DRR). Disaster waste refers to any stream of debris that is created from a natural disaster that impacts the environment, infrastructure, and property. This waste can be problematic due to extensive volumes, environmental contamination and pollution, public health risks, and the disruption of response and recovery efforts. Due to the complexities in dealing with these diverse and voluminous materials, having disaster waste management (DWM) planning in place pre-event is crucial. In particular, coordinated, interagency plans that have been informed by estimates of waste volumes and types are vital to ensure management facilities, personnel, and recovery resources do not become overwhelmed. Globally, a priority when formulating DWM plans is the robust estimation of disaster waste stream types and volumes. This is a relatively under-researched area, despite the growing risk of natural disasters and increasingly inadequate waste management facilities. In Aotearoa New Zealand, a nation-wide DWM planning tool has been proposed for local government use, and waste amounts from events such as the Christchurch Earthquakes have been estimated. However, there has been little work undertaken to estimate waste types and volumes with a region-specific, multi-hazard focus, which is required to facilitate detailed regional DWM planning. This research provides estimates of potential disaster waste volumes and types in the Waitaha-Canterbury region of the South Island (Te Waipounamu) for three key hazard scenarios: a M8.0 Alpine Fault earthquake with a south-to-north rupture pattern, a far-sourced tsunami using a maximum credible event model for a Peru-sourced event, and major flooding using geospatial datasets taken from available local government modelling. Conducted in partnership with Environment Canterbury and Canterbury CDEM, this estimation work informed stakeholder engagement through multi-agency workshops at the district level. This research was comprised of two key parts. The first was enhancing and extending a disaster waste estimation model used in Wellington and applying it to the Canterbury region to quantify waste volumes and types. The second part was using this model and its estimates to inform engagement with stakeholders in multi-agency, district-level workshops in Kaikōura, Hurunui, and Waimakariri. In these workshops, the waste estimates were used to catalyse discussion around potential issues associated with the management of disaster waste. Regionally, model estimates showed that the earthquake scenario would generate the highest total volume of disaster waste (1.94 million m³), compared to the tsunami scenario (1.89 million m³) and the flood scenario (173,900 m³). Flood waste estimates are likely underrepresented due to limited flood modelling coverage, but still provide a valuable comparison. Whilst waste estimates differ significantly between districts, waste volumes were shown to be not solely dependent on building/population density. The district-level workshops showed that DWM challenges revolved around logistical constraints, public concerns, governance complexities, and environmental issues. Future work should further enhance this estimation model and apply it to other regions of Aotearoa New Zealand, to help develop a set of cohesive DWM plans for each region. The waste estimation model could also be adapted and applied internationally. The findings from this research provide a foundation for advancing DWM planning and stakeholder engagement in the Waitaha-Canterbury region. By offering region-specific waste estimates across multiple hazard scenarios, this work supports district councils and emergency managers in developing informed, proactive strategies for disaster preparedness and response. The insights gained from district-level workshops highlight key challenges that must be addressed in future planning. These outcomes contribute to a broader research agenda for DWM in Aotearoa New Zealand, and offer a framework adaptable to international contexts.

On November 14 2016 a magnitude 7.8 earthquake struck the south island of New Zealand. The earthquake lasted for just two minutes with severe seismic shaking and damage in the Hurunui and Kaikōura districts. Although these are predominantly rural areas, with scattered small towns and mountainous topography, they also contain road and rail routes that are essential parts of the national transport infrastructure. This earthquake and the subsequent recovery are of particular significance as they represent a disaster following in close proximity to another similar disaster, with the Canterbury earthquakes occurring in a neighboring district five years earlier. The research used an inductive qualitative case study to explore the nature of the Kaikōura recovery. That recovery process involved a complex interplay between the three parties; (a) the existing local government in the district, (b) central government agencies funding the recovery of the local residents and the national transport infrastructure, and (c) recovery leaders arriving with recent expertise from the earlier Canterbury disaster. It was evident that three groups: locals, government, and experts represented a multi-party governance debate in which the control of the Kaikōura earthquake recovery was shared amongst them. Each party had their own expertise, adgenda and networks that they brought to the Kaikōura recovery, but this created tensions between external expertise and local, community leadership. Recent earthquake research suggests that New Zealand is currently in the midst of an earthquake cluster, with further seismic disasters likely to occur in relatively close succession. This is likely to be compounded by the increasing frequency of other natural disasters with the effects of climate change. The present study investigates a phenomenon that may become increasingly common, with the transfer of disaster expertise from one event to another, and the interface between those experts with local and national government in directing recoveries. The findings of this study have implications for practitioners and policy makers in NZ and other countries where disasters are experienced in close spatial and temporal proximity.
The Amuri Earthquake of September 1, 1888 (magnitude M = 6.5 to 6.8) occurred on the Hope River Segment of the Hope Fault west of Hanmer Plains. The earthquake was felt strongly in North Canterbury and North Westland and caused considerable property damage and landsliding in the Lower Hope Valley. However, damage reports and the spatial distribution of felt intensities emphasize extreme variations in seismic effects over short distances, probably due to topographic focusing and local ground conditions. Significant variations in lateral fault displacement occurred at secondary fault segment boundaries (side-steps and bends in the fault trace) during the 1888 earthquake. This historical spatial variation in lateral slip is matched by the Late Quaternary geomorphic distribution of slip on the Hope River Segment of the Hope Fault. Trenching studies at two sites on the Hope Fault have also identified evidence for five pre-historic earthquakes of similar magnitude to the 1888 earthquake and an average recurrence interval of 134 ± 27 years between events. Magnitude estimates for the 1888 earthquake are combined with a. strong ground motion attenuation expression to provide an estimate of potential ground accelerations in Amuri District during-future earthquakes on the Hope River Segment of the Hope Fault. The predicted acceleration response on bedrock sites within 20 km of the epicentral region is between 0.23 g and 0.34 g. The close match between the historic, inferred pre-historic and geomorphic distribution of lateral slip indicates that secondary fault segmentation exerts a strong structural control on rupture propagation and the expression of fault displacement at the surface. In basement rocks at depth the spatial variations in slip are inferred to be distributed within zones of pervasive cataclastic shear, on either side of the fault segment boundaries. The large variations in surface displacement across fault segment boundaries means that one must know the geometry of the fault in order to evaluate slip-rates calculated from individual locations. The average Late Quaternary slip-rate on the Hope Fault at Glynn Wye Station is between 15.5 mm/yr and 18.25 mm/yr and the rate on the subsidiary Kakapo Fault is between 5.0 mm/yr and 7.5 mm/yr. These rates have been determined from sites which are relatively free of structural complication.
The National Science Challenge ‘Building Better Homes, Towns and Cities’ is currently undertaking work that, in part, identifies and analyses the Waimakariri District Council’s (WMK/Council) organisational practices and process tools. The focus is on determining the processes that made the Residential Red Zone Recovery Plan, 2016 (RRZRP) collaboration process so effective and compares it to the processes used to inform the current Kaiapoi Town Centre Plan - 2028 and Beyond (KTC Plan). This research aims to explore ‘what travelled’ in terms of values, principles, methods, processes and personnel from the RRZRP to the KTC planning process. My research will add depth to this research by examining more closely the KTC Plan’s hearings process, reviewing submissions made, analysing background documents and by conducting five semi-structured interviews with a selection of people who made submissions on the KTC Plan. The link between community involvement and best recovery outcomes has been acknowledged in literature as well as by humanitarian agencies (Lawther, 2009; Sullivan, 2003). My research has documented WMK’s post-quake community engagement strategy by focusing on their initial response to the earthquake of 2010 and the two-formal plan (RRZRP and KTC Plan) making procedures that succeeded this response. My research has led me to conclude that WMK was committed to collaborating with their constituents right through the extended post-quake sequence. Iterative face to face or ‘think communications’ combined with the accessibility of all levels of Council staff – including senior management and elected members - gave interested community members the opportunity to discuss and deliberate the proposed plans with the people tasked with preparing them. WMK’s commitment to collaborate is illustrated by the methods they employed to inform their post-quake efforts and plans and by the logic behind the selected methods. Combined the Council’s logic and methods best describe the ‘Waimakariri Way’. My research suggests that collaborative planning is iterative in nature. It is therefore difficult to establish a specific starting point where collaboration begins as the relationships needed for the collaborative process constantly (re)emerge out of pre-existing relationships. Collaboration seems to be based on an attitude, which means there is no starting ‘point’ as such, rather an amplification for a time of a basic attitude towards the public.
The University of Canterbury’s RECOVER project (Reef Ecology and Coastal Values, Earthquake Recovery) is a research programme funded by the Ministry of Business, Innovation and Employment (MBIE), and supported by the Ministry of Primary Industries (MPI). It has been evaluating recovery from the 7.8 Mw Kaikōura earthquake in the coastal environment between Oaro in the south and Marfells Beach in the north. The project has documented a wide range of biological and physical impacts in the coastal environment over the past four years. These include the widespread mortality of habitat-forming species that support characteristic ecosystems and natural resources on the coast (Alestra et al. 2021; Schiel et al. 2019; Tait et al. 2021). Due to the popularity of the coast for recreational use, interactions between people and the recovering environment are an important influence on recovery processes. These interactions may include threats to the natural environment but also the potential for positive interventions that could help to restore natural ecosystems and resources – including those that have been degraded in the past. Physical effects of uplift at the coastline include the seaward movement of shorelines and creation of new land above the reach of the tide, leading to a widening of beaches (Orchard et al. 2020; Orchard et al. in press). This has also provided a greater opportunity for off-road vehicle access to sections of the coast previously protected by headlands that were impassable at high tide (Marlborough District Council 2019; Orchard 2020). MDC management responses have included the development of a proposed bylaw to reduce the impacts of motor vehicle use in the area (Marlborough District Council 2021). Changes in the position of the sea-level on the landscape also affect the location of characteristic ecosystems such as sand dunes and storm beaches as they recover to a new norm. Notable changes include the establishment of new dunes closer to the sea which could potentially lead to the degradation of old dune systems that may experience reduced sand supply as a result. Wildlife habitat has also been affected by these uplift and re-assembly effects although the specific impacts remain largely unknown. This report contributes to a collaborative project between the Marlborough District Council (MDC) and University of Canterbury (UC) which aims to help protect and promote the recovery of native dune systems on the Marlborough coast. It is centred around the mapping of dune vegetation and identification of dune protection zones for old-growth seed sources of the native sand-binders spinifex (Spinifex sericeus) and pīngao (Ficinia spiralis). Both are key habitat-formers associated with nationally threatened dune ecosystems (Holdaway et al. 2012), and pīngao is an important weaving resource and Ngāi Tahu taonga species. The primary goal is to protect existing seed sources that are vital for natural regeneration following major disturbances such as the earthquake event. Several additional protection zones are also identified for areas where new dunes are successfully regenerating, including areas being actively restored in the Beach Aid project that is assisting new native dunes to become established where there is available space.
