Imagined landscapes find their form in utopian dreaming. As ideal places, utopias are set up according to the ideals of their designers. Inevitably, utopias become compromised when they move from the imaginary into the actual. Opportunities to create utopias rely largely on a blank slate, a landscape unimpeded by the inconveniences of existing occupation – or even topography. Christchurch has seen two utopian moments. The first was at the time of European settlement in the mid-nineteenth century, when imported ideals provided a model for a new city. The earthquakes of 2010 and 2011 provided a second point at which utopian dreaming spurred visions for the city. Christchurch’s earthquakes have provided a unique opportunity for a city to re-imagine itself. Yet, as is the fate for all imaginary places, reality got in the way.
Following the devastating 1931 Hawke's Bay earthquake, buildings in Napier and surrounding areas in the Hawke's Bay region were rebuilt in a comparatively homogenous structural and architectural style comprising the region's famous Art Deco stock. These interwar buildings are most often composed of reinforced concrete two-way space frames, and although they have comparatively ductile detailing for their date of construction, are often expected to be brittle, earthquake-prone buildings in preliminary seismic assessments. Furthermore, the likelihood of global collapse of an RC building during a design-level earthquake became an issue warranting particular attention following the collapse of multiple RC buildings in the February 22, 2011 Christchurch earthquake. Those who value the architectural heritage and future use of these iconic Art Deco buildings - including building owners, tenants, and city officials, among others - must consider how they can be best preserved and utilized functionally given the especially pressing implications of relevant safety, regulatory, and economic factors. This study was intended to provide information on the seismic hazard, geometric weaknesses, collapse hazards, material properties, structural detailing, empirically based vulnerability, and recommended analysis approaches particular to Art Deco buildings in Hawke's Bay as a resource for professional structural engineers tasked with seismic assessments and retrofit designs for these buildings. The observed satisfactory performance of similar low-rise, ostensibly brittle RC buildings in other earthquakes and the examination of the structural redundancy and expected column drift capacities in these buildings, led to the conclusion that the seismic capacity of these buildings is generally underrated in simple, force-based assessments.

As a consequence of the 2010 – 2011 Canterbury earthquake sequence, Christchurch experienced widespread liquefaction, vertical settlement and lateral spreading. These geological processes caused extensive damage to both housing and infrastructure, and increased the need for geotechnical investigation substantially. Cone Penetration Testing (CPT) has become the most common method for liquefaction assessment in Christchurch, and issues have been identified with the soil behaviour type, liquefaction potential and vertical settlement estimates, particularly in the north-western suburbs of Christchurch where soils consist mostly of silts, clayey silts and silty clays. The CPT soil behaviour type often appears to over-estimate the fines content within a soil, while the liquefaction potential and vertical settlement are often calculated higher than those measured after the Canterbury earthquake sequence. To investigate these issues, laboratory work was carried out on three adjacent CPT/borehole pairs from the Groynes Park subdivision in northern Christchurch. Boreholes were logged according to NZGS standards, separated into stratigraphic layers, and laboratory tests were conducted on representative samples. Comparison of these results with the CPT soil behaviour types provided valuable information, where 62% of soils on average were specified by the CPT at the Groynes Park subdivision as finer than what was actually present, 20% of soils on average were specified as coarser than what was actually present, and only 18% of soils on average were correctly classified by the CPT. Hence the CPT soil behaviour type is not accurately describing the stratigraphic profile at the Groynes Park subdivision, and it is understood that this is also the case in much of northwest Christchurch where similar soils are found. The computer software CLiq, by GeoLogismiki, uses assessment parameter constants which are able to be adjusted with each CPT file, in an attempt to make each more accurate. These parameter changes can in some cases substantially alter the results for liquefaction analysis. The sensitivity of the overall assessment method, raising and lowering the water table, lowering the soil behaviour type index, Ic, liquefaction cutoff value, the layer detection option, and the weighting factor option, were analysed by comparison with a set of ‘base settings’. The investigation confirmed that liquefaction analysis results can be very sensitive to the parameters selected, and demonstrated the dependency of the soil behaviour type on the soil behaviour type index, as the tested assessment parameters made very little to no changes to the soil behaviour type plots. The soil behaviour type index, Ic, developed by Robertson and Wride (1998) has been used to define a soil’s behaviour type, which is defined according to a set of numerical boundaries. In addition to this, the liquefaction cutoff point is defined as Ic > 2.6, whereby it is assumed that any soils with an Ic value above this will not liquefy due to clay-like tendencies (Robertson and Wride, 1998). The method has been identified in this thesis as being potentially unsuitable for some areas of Christchurch as it was developed for mostly sandy soils. An alternative methodology involving adjustment of the Robertson and Wride (1998) soil behaviour type boundaries is proposed as follows: Ic < 1.31 – Gravelly sand to dense sand 1.31 < Ic < 1.90 – Sands: clean sand to silty sand 1.90 < Ic < 2.50 – Sand mixtures: silty sand to sandy silt 2.50 < Ic < 3.20 – Silt mixtures: clayey silt to silty clay 3.20 < Ic < 3.60 – Clays: silty clay to clay Ic > 3.60 – Organics soils: peats. When the soil behaviour type boundary changes were applied to 15 test sites throughout Christchurch, 67% showed an improved change of soil behaviour type, while the remaining 33% remained unchanged, because they consisted almost entirely of sand. Within these boundary changes, the liquefaction cutoff point was moved from Ic > 2.6 to Ic > 2.5 and altered the liquefaction potential and vertical settlement to more realistic ii values. This confirmed that the overall soil behaviour type boundary changes appear to solve both the soil behaviour type issues and reduce the overestimation of liquefaction potential and vertical settlement. This thesis acts as a starting point towards researching the issues discussed. In particular, future work which would be useful includes investigation of the CLiq assessment parameter adjustments, and those which would be most suitable for use in clay-rich soils such as those in Christchurch. In particular consideration of how the water table can be better assessed when perched layers of water exist, with the limitation that only one elevation can be entered into CLiq. Additionally, a useful investigation would be a comparison of the known liquefaction and settlements from the Canterbury earthquake sequence with the liquefaction and settlement potentials calculated in CLiq for equivalent shaking conditions. This would enable the difference between the two to be accurately defined, and a suitable adjustment applied. Finally, inconsistencies between the Laser-Sizer and Hydrometer should be investigated, as the Laser-Sizer under-estimated the fines content by up to one third of the Hydrometer values.

We examined changes in psychological distress experienced by residents of Christchurch following two catastrophic earthquakes in late 2010 and early 2011, using data from the New Zealand Attitudes and Values Study (NZAVS), a national probability panel study of New Zealand adults. Analyses focused on the 267 participants (172 women, 95 men) who were living in central Christchurch in 2009 (i.e., before the Christchurch earthquakes), and who also provided complete responses to our yearly panel questionnaire conducted in late 2010 (largely between the two major earthquakes), late 2011, and late 2012. Levels of psychological distress were similar across the different regions of central Christchurch immediately following the September 2010 earthquake, and remained comparable across regions in 2011. By late 2012, however, average levels of psychological distress in the regions had diverged as a function of the amount of property damage experienced within each given region. Specifically, participants in the least damaged region (i.e., the Fendalton-Waimairi and Riccarton-Wigram wards) experienced greater drops in psychological distress than did those in the moderately damaged region (i.e., across the Spreydon-Heathcote and Hagley- Ferrymead wards). However, the level of psychological distress reported by participants in the most damaged region (i.e., across Shirley-Papanui and Burwood-Pegasus) were not significantly different to those in the least damaged region of central Christchurch. These findings suggest that different patterns of psychological recovery emerged across the different regions of Christchurch, with the moderately damaged region faring the worst, but only after the initial shock of the destruction had passed.

Predictive modelling provides an efficient means to analyse the coastal environment and generate knowledge for long term urban planning. In this study, the numerical models SWAN and XBeach were incorporated into the ESRI ArcGIS interface by means of the BeachMMtool. This was applied to the Greater Christchurch coastal environment to simulate geomorphological evolution through hydrodynamic forcing. Simulations were performed using the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013) to determine whether the statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 are consistent with central, regional and district designations. Our results indicate that current land use zoning in Greater Christchurch is not consistent with these predictions. This is because coastal hazard risk has not been thoroughly quantified during the process of installing the Canterbury Earthquake Recovery Authority residential red zone. However, the Christchurch City Council’s flood management area does provide an extent to which managed coastal retreat is a real option. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon.
This paper presents an overview of the soil profile characteristics at strong motion station (SMS) locations in the Christchurch Central Business District (CBD) based on recently completed geotechnical site investigations. Given the variability of Christchurch soils, detailed investigations were needed in close vicinity to each SMS. In this regard, CPT, SPT and borehole data, and shear wave velocity (Vs) profiles from surface wave dispersion data in close vicinity to the SMSs have been used to develop detailed representative soil profiles at each site and to determine site classes according to the New Zealand standard NZS1170.5. A disparity between the NZS1170.5 site classes based on Vs and SPT N60 investigation techniques is highlighted, and additional studies are needed to harmonize site classification based on these techniques. The short period mode of vibration of soft deposits above gravels, which are found throughout Christchurch, are compared to the long period mode of vibration of the entire soil profile to bedrock. These two distinct modes of vibration require further investigation to determine their impact on the site response. According to current American and European approaches to seismic site classification, all SMSs were classified as problematic soil sites due to the presence of liquefiable strata, soils which are not directly accounted for by the NZS1170.5 approach.
Using greater Christchurch as a case study, this research seeks to understand the key drivers of residential choice of families with children who live in recently developed, low-density greenfield subdivisions. In particular, the research examines the role that transport-related implications play in families’ choice of residence and location. It also explores the lived experience of the quotidian travel of these households, and the intrinsic value of their time in the car. While the research is situated in one particular location, it is designed to gain an understanding of urban processes and residents’ experiences of these as applicable to broader settings. Concerns about the pernicious environmental, fiscal, and wellbeing effects of sprawling urban form have been growing over the past few decades, inciting many cities including Christchurch to start shifting planning policies to try and achieve greater intensification and a denser development pattern. The 2010/2011 Christchurch earthquake sequence and its destruction of thousands of homes however created huge pressure for housing development, the bulk of which is now occurring on greenfield sites on the peripheries of Christchurch City and its neighbouring towns. Drawing on the insights provided by a wide body of both qualitative and quantitative literature on residential choice, transport and urban form, and mobilities literature as a basis, this research is interested in the attraction of these growing neighbourhoods to families, and puts the focus firmly on the attitudes, values, motivations, decisions, and lived experience of those who live in the growing suburbs of Christchurch.
The self-regulation approach to educating parents focusses on promoting parenting confidence, independence, and the ability to solve future problems. As parents learn the skills to modify their own behaviour, in turn, they aim to foster self-regulation in their children/adolescents. A need had been identified by Christchurch school principals for the Ministry of Education to respond to the post-earthquake stress in local families. The aim of this study was to investigate if a parenting programme was effective in promoting parental self-management skills and adolescent behaviour change in Christchurch families affected by earthquakes between 2010 and 2012. A single case research design was used to follow five families with adolescents (12-16 years old) as they participated in a Group Teen Triple P – Positive Parenting Programme. Measures of self-management skill acquisition were taken during three family discussions (pre-intervention, mid-intervention, and post-intervention) and during the three telephone consultations (Sessions 5-7). Adolescent target behaviour tallies were also analysed for change. The main findings showed that parental self-management skill acquisition increased over-time accompanied by positive change in adolescent behaviour. Additionally, the results suggested that higher rates and levels of self-management skill acquisition in the parents were associated with greater improvements in adolescent behaviour. This study demonstrated that Group Teen Triple P – Positive Parenting Programme was effective in promoting self-management competencies in parents and behaviour change in adolescents.
