This article explores the scope of small-scale radio to create an auditory geography of place. It focuses on the short-term art radio project The Stadium Broadcast, which was staged in November 2014 in an earthquake-damaged sports stadium in Christchurch, New Zealand. Thousands of buildings and homes in Christchurch have been demolished since the February 22, 2011, earthquake, and by the time of the broadcast the stadium at Lancaster Park had been unused for three years and nine months, and its future was uncertain. The Stadium Broadcast constructed a radio memorial to the Park’s 130-year history through archival recordings, the memories of local people, observation of its current state, and a performed site-specificity. The Stadium Broadcast reflected on the spatiality of radio sounds and transmissions, memory, postdisaster transitionality, and the impermanence of place.
At 4.35 a.m. on the 4th of September 2010 Christchurch residents were shaken awake by a magnitude 7.1 earthquake, the largest earthquake to hit urban New Zealand for nearly 80 years. It was a large earthquake. On average the world only has 17 earthquakes a year larger than magnitude seven. Haiti’s earthquake in January 2010 was magnitude 7.1 and Chile’s earthquake in February was magnitude 8.8. Although it was a big quake, Christchurch was lucky. In Haiti’s earthquake over 230,000 people were killed and in Chile 40,000 homes were destroyed. Happily this was not the situation in Christchurch, however the earthquake has caused considerable damage. The challenge for the Landscape Architecture community is to contribute to the city’s reconstruction in ways that will not only fix the problems of housing, and the city’s urban, suburban and neighbourhood fabric but that will do so in ways that will help solve the landscape problems that dogged the city before the earthquake struck.
Collective identity construction in organisations engaged in an inter-organisational collaboration (IOC), especially temporary IOCs set up in disaster situations, has received scant attention in the organisational studies literature yet collective identity is considered to be important in fostering effective IOC operations. This doctoral study was designed to add to our understanding about how collective identity is constituted throughout the entire lifespan of a particular temporary coopetitive (i.e., simultaneously collaborative and competitive) IOC formed in a post-disaster environment. To achieve this purpose, a qualitative case study of the Stronger Christchurch Infrastructure Rebuild Team (SCIRT), a time-bound coopetition formed to repair the horizontal infrastructure in Christchurch, New Zealand after the devastating 2011 Canterbury earthquakes, was undertaken. Using data from semi-structured interviews, field observations, and organisational documents and other artefacts, an inductive analytic method was employed to explore how internal stakeholders engaged with and co- constructed a collective SCIRT identity and reconciled this with their home organization identity. The analysis revealed that the SCIRT collective identity was an ongoing process, involving the interweaving of social, temporal, material and geospatial dimensions constructed through intersecting cycles of senior managers’ sensegiving and employees’ sensemaking across SCIRT’s five and a half years of existence. Senior management deliberately undertook identity work campaigns that used organisational rituals, artefacts, and spatial design to disseminate and encourage a sense of “we are all SCIRT”. However, there was no common sense of “we-ness”. Identification with SCIRT was experienced differently among different groups of employees and across time. Employees’ differing senses of collective identity were accounted for by their past, present, and anticipated future relationships with their home organisation, and also (re)shaped by the geosocial environments in which they worked. The study supports previous research claiming that collective identity is a process of recursive sensegiving and sensemaking between senior managers and employees. However, it extends the literature by revealing the imbricated nature of collective identity, how members’ sense of “who we are” can change across the entire lifetime of a temporary IOC, and how sociomateriality, temporality, and geosocial effects strongly intervene in employees’ emerging senses of collective identity. Moreover, the study demonstrates how the ongoing identity work can be embedded in a time-space frame that further accentuates the influence of temporality, especially the anticipated future, organisational rituals, artefacts, and the geosocial environment. The study’s primary contribution to theory is a processual model of collective identity that applies specifically to a temporary IOC involving coopetition. In doing so, it represents a more finely nuanced and situational model than existing models. At a practical level, this model suggests that managers need to appreciate that organisational artefacts, rituals, and the prevailing organisational geosocial environment are inextricably linked in processes that can be manipulated to enhance the construction of collective identity.
War and natural disasters share many features including great loss of life, traumatised populations and haunting memories. The Christchurch earthquakes were the third most costly event of 2011 with total costs of up to $NZ30 billion. Many homes, communities, families and an established way of life have gone for ever. The paper comes from the Women’s Voices project that documents women’s narratives of earthquake trauma and loss and examines their profiles of emotional expression associated with coping. For these women in Christchurch, solace is not about talking experiences of suffering but by doing practical things that inform and are shaped by existing personal narratives. As they relayed this common arc, they also entered into national (and gendered) narrative themes of being practical, stoic, independent and resourceful in the face of tragedy and loss and so embody communal aspects of coping with loss and grief particular to the New Zealand even ‘the South Island settler’ identity narrative. These narratives suggest it useful to rethink key concepts that inform our understanding of coping with disaster and loss.
This article discusses the use of radio after major earthquakes in Christchurch, New Zealand, in 2010 and 2011. It draws on archival sources to retrospectively research post-quake audiences in the terms people used during and soon after the earthquakes through personal narratives and Twitter. Retrospective narratives of earthquake experiences affirm the value of radio for communicating the scale of disaster and comforting listeners during dislocation from safe home spaces. In the narratives radio is often compared with television, which signifies electricity supply and associated comfort but also visually confirms the city’s destruction. Twitter provides insights into radio use from within the disaster period, but its more global reach facilitates reflection on online and international radio from outside the disaster-affected area. This research demonstrates the value of archival audience research, and finds that the combination of online radio and Twitter enables a new form of participatory disaster spectatorship from afar.

There was a desperate rush to get the village ready for the influx of athletes before the opening of the Commonwealth Games on 3rd October 2010 and there was a fear that unsatisfactory sanitation systems might cause health and safety problems. The loss of her home in an earthquake then the loss of her daughter - for New Zealander Linda Collins, one loss shook her physical foundations; the other shook her very being. Told by Denise O'Connell [image:147046:full] [audio_play] [image:151581:half] Linda Collins has a BA in English from Massey University and is a copyeditor on the political desk of The Straits Times in Singapore, where her much-loved daughter, Victoria, took her life four years ago aged 17. Linda, husband Malcolm McLeod and Victoria were living in Singapore when the 2011 earthquake struck Christchurch, wrecking the house they owned there. Amid insurer and builder delays, the replacement house was only finally completed three years after Victoria’s death. Linda’s memoir, Loss Adjustment, is her first foray into writing a book, although she is copyeditor of the Lee Kuan Yew international best-seller, Hard Truths to Keep Singapore Going, and used to write for The Expat Files column in Singapore’s Sunday Times. Earlier this year, she was shortlisted for publisher Hachette’s mentorship programme, based on the submission of her Not Ash chapter from Loss Adjustment. The city of Ōtautahi/Christchurch experienced a series of earthquakes that began on September 4th, 2010. The most damaging event occurred on February 22nd, 2011 but significant earthquakes also occurred on June 13th and December 23rd with aftershocks still occurring well into 2012. The resulting disaster is the second deadliest natural disaster in New Zealand’s history with 185 deaths. During 2011 the Canterbury earthquakes were one of the costliest disasters worldwide with an expected cost of up to $NZ30 billion. Hundreds of commercial buildings and thousands of houses have been destroyed or are to be demolished and extensive repairs are needed for infrastructure to over 100,000 homes. As many as 8,900 people simply abandoned their homes and left the city in the first few months after the February event (Newell, 2012), and as many as 50,000 may leave during 2012. In particular, young whānau and single young women comprised a disproportionate number of these migrants, with evidence of a general movement to the North Island. Te Puni Kōkiri sought a mix of quantitative and qualitative research to examine the social and economic impacts of the Christchurch earthquakes on Māori and their whānau. The result of this work will be a collection of evidence to inform policy to support and assist Māori and their whānau during the recovery/rebuild phases. To that end, this report triangulates available statistical and geographical information with qualitative data gathered over 2010 and 2011 by a series of interviews conducted with Māori who experienced the dramatic events associated with the earthquakes. A Māori research team at Lincoln University was commissioned to undertake the research as they were already engaged in transdisciplinary research (began in the May 2010), that focused on quickly gathering data from a range of Māori who experienced the disaster, including relevant economic, environmental, social and cultural factors in the response and recovery of Māori to these events. Participants for the qualitative research were drawn from Māori whānau who both stayed and left the city. Further data was available from ongoing projects and networks that the Lincoln research team was already involved in, including interviews with Māori first responders and managers operating in the CBD on the day of the February event. Some limited data is also available from younger members of affected whānau. Māori in Ōtautahi/Christchurch City have exhibited their own culturally-attuned collective responses to the disaster. However, it is difficult to ascertain Māori demographic changes due to a lack of robust statistical frameworks but Māori outward migration from the city is estimated to range between 560 and 1,100 people. The mobility displayed by Māori demonstrates an important but unquantified response by whānau to this disaster, with emigration to Australia presenting an attractive option for young Māori, an entrenched phenomenon that correlates to cyclical downturns and the long-term decline of the New Zealand economy. It is estimated that at least 315 Māori have emigrated from the Canterbury region to Australia post-quake, although the disaster itself may be only one of a series of events that has prompted such a decision. Māori children made up more than one in four of the net loss of children aged 6 to 15 years enrolled in schools in Greater Christchurch over the year to June 2011. Research literature identifies depression affecting a small but significant number of children one to two years post-disaster and points to increasing clinical and organisational demands for Māori and other residents of the city. For those residents in the eastern or coastal suburbs – home to many of the city’s Māori population - severe damage to housing, schools, shops, infrastructure, and streets has meant disruption to their lives, children’s schooling, employment, and community functioning. Ongoing abandonment of homes by many has meant a growing sense of unease and loss of security, exacerbated by arson, burglaries, increased drinking, a stalled local and national economy, and general confusion about the city’s future. Māori cultural resilience has enabled a considerable network of people, institutions, and resources being available to Māori , most noticeably through marae and their integral roles of housing, as a coordinating hub, and their arguing for the wider affected communities of Christchurch. Relevant disaster responses need to be discussed within whānau, kōhanga, kura, businesses, communities, and wider neighbourhoods. Comprehensive disaster management plans need to be drafted for all iwi in collaboration with central government, regional, and city or town councils. Overall, Māori are remarkably philosophical about the effects of the disaster, with many proudly relishing their roles in what is clearly a historic event of great significance to the city and country. Most believe that ‘being Māori’ has helped cope with the disaster, although for some this draws on a collective history of poverty and marginalisation, features that contribute to the vulnerability of Māori to such events. While the recovery and rebuild phases offer considerable options for Māori and iwi, with Ngāi Tahu set to play an important stakeholder in infrastructural, residential, and commercial developments, some risk and considerable unknowns are evident. Considerable numbers of Māori may migrate into the Canterbury region for employment in the rebuild, and trades training strategies have already been established. With many iwi now increasingly investing in property, the risks from significant earthquakes are now more transparent, not least to insurers and the reinsurance sector. Iwi authorities need to be appraised of insurance issues and ensure sufficient coverage exists and investments and developments are undertaken with a clear understanding of the risks from natural hazards and exposure to future disasters.
The Townsend Observatory is located in the Arts Centre of Christchurch, in what used to be Canterbury College (now University of Canterbury). The Townsend telescope itself is a historic 6-inch Cooke refractor built in 1864 for early Christchurch colonist, Mr James Townsend, and gifted by him to Christchurch College in 1891. At the same time, the Canterbury Astronomical Society handed over its funds to the College to help erect an observatory. The College used this, and money it had set aside for a medical school, to build a biological laboratory with an attached observatory tower, which was completed in 1896. The Biology Building and Observatory Tower was the last major design by architect Benjamin Mountfort. Mr Walter Kitson was appointed custodian of the telescope and regular public open nights commenced. and continued until 2010, with the telescope being operated by students of the Department of Physics and Astronomy, University of Canterbury. The Observatory Tower was badly damaged in the 4 September 2010 earthquake and collapsed in the 22 February 2011 earthquake. The telescope was badly damaged by the collapse, but, amazingly, the optics were found entirely intact. The Department of Physics and Astronomy plans to restore the Townsend Telescope so that it can be returned to a replica Observatory Tower in its central city home, enabling the people of Christchurch, and visitors, to enjoy views of the night sky through this beautiful and historic telescope once again.
Over 900 buildings in the Christchurch central business district and 10,000 residential homes were demolished following the 22nd of February 2011 Canterbury earthquake, significantly disrupting the rebuild progress. This study looks to quantify the time required for demolitions during this event which will be useful for future earthquake recovery planning. This was done using the Canterbury Earthquake Recovery Authority (CERA) demolition database, which allowed an in-depth look into the duration of each phase of the demolition process. The effect of building location, building height, and the stakeholder which initiated the demolition process (i.e. building owner or CERA) was investigated. The demolition process comprises of five phases; (i) decision making, (ii) procurement and planning, (iii) demolition, (iv) site clean-up, and (v) completion certification. It was found that the time required to decide to demolish the building made up majority of the total demolition duration. Demolition projects initiated by CERA had longer procurement and planning durations, but was quicker in other phases. Demolished buildings in the suburbs had a longer decision making duration, but had little effect on other phases of the demolition process. The decision making and procurement and planning phases of the demolition process were shorter for taller buildings, though the other phases took longer. Fragility functions for the duration of each phase in the demolition process are provided for the various categories of buildings for use in future studies.

David says, "The experiments in the Thesis were aimed at examining the effects of sound waves on colloids, which are very small particles that are found in clays for example (for more details see page 181 of http://www.cap.ca/PiC-PaC/static/downloads/1efdc1f3784b85c1a1b33e396b91ee8aef2072c5.pdf ). In fact, I was looking at nanoparticles of matter, which preceded the emergence of nanotechnology as a field of research by more than two decades. I needed a suitable light source to probe the alignment of the nanoparticles in the ultrasonic sound field. At that time the laser had just been invented and I realized that this was the ideal light source for my experiment. I then proceeded to construct the first home-built laser in New Zealand. This laser - a He-Ne continuous-wave gas laser - operated at 632.8 nm (in the red). This laser, over a metre long, is shown in the black-and-white photo. There were lot of problems to be overcome, but eventually, with invaluable help from Dr. Tom Seed (my MSc supervisor) and Dr. Rod Syme, I had it working".

<b>Ōtautahi-Christchurch faces the future in an enviable position. Compared to other New Zealand cities Christchurch has lower housing costs, less congestion, and a brand-new central city emerging from the rubble of the 2011 earthquakes. ‘Room to Breathe: designing a framework for medium density housing (MDH) in Ōtautahi-Christchurch’ seeks to answer the timely question how can medium density housing assist Ōtautahi-Christchurch to respond to growth in a way that supports a well-functioning urban environment? Using research by design, the argument is made that MDH can be used to support a safe, accessible, and connected urban environment that fosters community, while retaining a level of privacy. This is achieved through designing a neighbourhood concept addressing 3 morphological scales- macro- the city; meso- the neighbourhood; and micro- the home and street. The scales are used to inform a design framework for MDH specific to Ōtautahi-Christchurch, presenting a typological concept that takes full advantage of the benefits higher density living has to offer.</b> Room to Breathe proposes repurposing underutilised areas surrounding existing mass transit infrastructure to provide a concentrated populous who do not solely rely on private vehicles for transport. By considering all morphological scales Room to Breathe provides one suggestion on how MDH could become accepted as part of a well-functioning urban environment.
The greater Wellington region, New Zealand, is highly vulnerable to large earthquakes. While attention has been paid to the consequences of earthquake damage to road, electricity and water supply networks, the consequences of wastewater network damage for public health, environmental health and habitability of homes remain largely unknown for Wellington City. The Canterbury and Kaikōura earthquakes have highlighted the vulnerability of sewerage systems to disruption during a disaster. Management of human waste is one of the critical components of disaster planning to reduce faecal-oral transmission of disease and exposure to disease-bearing vectors. In Canterbury and Kaikōura, emergency sanitation involved a combination of Port-a-loos, chemical toilets and backyard long-drops. While many lessons may be learned from experiences in Canterbury earthquakes, it is important to note that isolation is likely to be a much greater factor for Wellington households, compared to Christchurch, due to the potential for widespread landslides in hill suburbs affecting road access. This in turn implies that human waste may have to be managed onsite, as options such as chemical toilets and Port-a-loos rely completely on road access for delivering chemicals and collecting waste. While some progress has been made on options such as emergency composting toilets, significant knowledge gaps remain on how to safely manage waste onsite. In order to bridge these gaps, laboratory tests will be conducted through the second half of 2019 to assess the pathogen die-off rates in the composting toilet system with variables being the type of carbon bulking material and the addition of a Bokashi composting activator.
Using greater Christchurch as a case study, this research seeks to understand the key drivers of residential choice of families with children who live in recently developed, low-density greenfield subdivisions. In particular, the research examines the role that transport-related implications play in families’ choice of residence and location. It also explores the lived experience of the quotidian travel of these households, and the intrinsic value of their time in the car. While the research is situated in one particular location, it is designed to gain an understanding of urban processes and residents’ experiences of these as applicable to broader settings. Concerns about the pernicious environmental, fiscal, and wellbeing effects of sprawling urban form have been growing over the past few decades, inciting many cities including Christchurch to start shifting planning policies to try and achieve greater intensification and a denser development pattern. The 2010/2011 Christchurch earthquake sequence and its destruction of thousands of homes however created huge pressure for housing development, the bulk of which is now occurring on greenfield sites on the peripheries of Christchurch City and its neighbouring towns. Drawing on the insights provided by a wide body of both qualitative and quantitative literature on residential choice, transport and urban form, and mobilities literature as a basis, this research is interested in the attraction of these growing neighbourhoods to families, and puts the focus firmly on the attitudes, values, motivations, decisions, and lived experience of those who live in the growing suburbs of Christchurch.
This study analyses the success and limitations of the recovery process following the 2010–11 earthquake sequence in Christchurch, New Zealand. Data were obtained from in-depth interviews with 32 relocated households in Christchurch, and from a review of recovery policies implemented by the government. A top-down approach to disaster recovery was evident, with the creation of multiple government agencies and processes that made grassroots input into decision-making difficult. Although insurance proceeds enabled the repair and rebuilding of many dwellings, the complexity and adversarial nature of the claim procedures also impaired recovery. Householders’ perceptions of recovery reflected key aspects of their post-earthquake experiences (e.g. the housing offer they received, and the negotiations involved), and the outcomes of their relocation (including the value of the new home, their subjective well-being, and lifestyle after relocation). Protracted insurance negotiations, unfair offers and hardships in post-earthquake life were major challenges to recovery. Less-thanfavourable recovery experiences also transformed patterns of trust in local communities, as relocated householders came to doubt both the government and private insurance companies’ ability to successfully manage a disaster. At the same time, many relocated households expressed trust in their neighbours and communities. This study illuminates how government policies influence disaster recovery while also suggesting a need to reconsider centralised, top-down approaches to managing recovery.

Where the photograph was taken was the site of the Ozone Hotel, which has now gone as well. For some of us who live and work in the East of Christchurch the earthquake was not what happened in the City as we were almost unaware of it. We had no water, toilets and most of all no electricity for weeks. For myself petrol was low and with tales of all the petrol stations on our side of town being damaged we could not take the chance of venturing out on severely damaged roads to find no petrol and the possibility of not getting home. We walked around and saw the damage that was local to us. TJ's Kazbah was one that stood out. A building that had a beauty with its round tower standing proud and always looked well kept - it was now collapsed. Its tower, which was once pointing towards the sky was laying on its side. It had kept its shape, but had a lightning shaped crack through it. The one thing that kept us feeling almost normal through the coming weeks was The Press our daily paper still being delivered even though the Press building and staff had suffered so badly themselves.

Small, tight-knit communities, are complex to manage from outside during a disaster. The township of Lyttelton, New Zealand, and the communities of Corsair Bay, Cass Bay, and Rapaki to the east, are especially more so difficult due to the terrain that encloses them, which caused them to be cut-off from Christchurch, the largest city in the South Island, barely 10 km away, after the Mw 7.1 Darfield Earthquake and subsequent Canterbury Earthquake Sequence. Lyttelton has a very strong and deep-rooted community spirit that draws people to want to be a part of Lyttelton life. It is predominantly residential on the slopes, with retail space, service and light industry nestled near the harbour. It has heritage buildings stretching back to the very foundation of Canterbury yet hosts the largest, modern deep-water port for the region. This study contains two surveys: one circulated shortly before the Darfield Earthquake and one circulated in July 2011, after the Christchurch and Sumner Earthquakes. An analytical comparison of the participants’ household preparedness for disaster before the Darfield Earthquake and after the Christchurch and Sumner Earthquakes was performed. A population spatiotemporal distribution map was produced that shows the population in three-hourly increments over a week to inform exposure to vulnerability to natural hazards. The study went on to analyse the responses of the participants in the immediate period following the Chrsitchurch and Sumner Earthquakes, including their homeward and subsequent journeys, and the decision to evacuate or stay in their homes. Possible predictors to a decision to evacuate some or all members of the household were tested. The study also asked participants’ views on the events since September 2010 for analysis.
Recent tsunami events have highlighted the importance of effective tsunami risk management strategies (including land-use planning, structural and natural mitigation, warning systems, education and evacuation planning). However, the rarity of tsunami means that empirical data concerning reactions to tsunami warnings and evacuation behaviour is rare when compared to findings for evacuations from other hazards. More knowledge is required to document the full evacuation process, including responses to warnings, pre-evacuation actions, evacuation dynamics, and the return home. Tsunami evacuation modelling has the potential to inform evidence-based tsunami risk planning and response. However, to date, tsunami evacuation models have largely focused on the timings of evacuations, rather than behaviours of those evacuating. In this research, survey data was gathered from coastal communities in Banks Peninsula and Christchurch, New Zealand, relating to behaviours and actions during the November 14th 2016 Kaikōura earthquake tsunami. Survey questions asked about immediate actions following the earthquake shaking, reactions to tsunami warnings, pre-evacuation actions, evacuation dynamics and details on congestion. This data was analysed to characterise trends and identify factors that influenced evacuation actions and behaviour, and was further used to develop a realistic evacuation model prototype to evaluate the capacity of the roading network in Banks Peninsula during a tsunami evacuation. The evacuation model incorporated tsunami risk management strategies that have been implemented by local authorities, and exposure and vulnerability data, alongside the empirical data collected from the survey. This research enhances knowledge of tsunami evacuation behaviour and reactions to tsunami warnings, and can be used to refine evacuation planning to ensure that people can evacuate efficiently, thereby reducing their tsunami exposure and personal risk.
INTRODUCTION: After the 2011 Canterbury earthquake, the provision of school social work was extended into a larger number of schools in the greater Christchurch region to support discussions of their practice priorities and responses in post-earthquake schools. FINDINGS: Two main interpretations of need are reflected in the school social workers’ accounts of their work with children and families. Firstly, hardship-focused need, which represented children as adversely influenced by their home circumstances; the interventions were primarily with parents. These families were mainly from schools in low socioeconomic areas. Secondly, anxiety-based need, a newer practice response, which emphasised children who were considered particularly susceptible to the impacts of the disaster event. This article considers how these practitioners conceptualised and responded to the needs of the children and their families in this context. METHOD: A qualitative study examining recovery policy and school social work practice following the earthquakes including 12 semi-structured interviews with school social workers. This article provides a Foucauldian analysis of the social worker participants’ perspectives on emotional and psychological issues for children, particularly those from middle-class families; the main interventions were direct therapeutic work with children themselves. Embedded within these practice accounts are moments in which the social workers contested the predominant, individualising conceptualisations of need to enable more open-ended, negotiable, interconnected relationships in post-earthquake schools. IMPLICATIONS: In the aftermath of disasters, school social workers can reflect on their preferred practice responses and institutional influences in schools to offer children and families opportunities to reject the prevalent norms of risk and vulnerability.
This research attempts to understand whether community resilience and perceived livability are influenced by housing typologies in Christchurch, New Zealand. Using recent resident surveys undertaken by the Christchurch City Council, two indexes were created to reflect livability and community resilience. Indicators used to create both indexes included (1) enjoyment living in neighbourhood (2) satisfaction with local facilities (3) safety walking and (4) safety using public transport, (5) sense of community (6) neighbour interactions, (7) home ownership and (8) civic engagement. Scores were attributed to 72 neighbourhoods across Christchurch –and each neighbourhood was classified in one of the following housing typologies; (1) earthquake damaged, (2) relatively undamaged, (3) medium density and (4) greenfield developments. Spatial analysis of index scores and housing classifications suggest housing typologies do influence resident’s perceived livability and community bonds to an extent. It was found that deprivation also had a considerable influence on these indexes as well as residential stability. These additional influences help explain why neighbourhoods within the same housing classification differ in their index scores. Based on these results, several recommendations have been made to the CCC in relation to future research, urban development strategies and suburb specific renewal projects. Of chief importance, medium density neighbourhoods and deprived neighbourhoods require conscious efforts to foster community resilience. Results indicate that community resilience might be more important than livability in having a positive influence on the lived experience of residents. While thoughtful design and planning are important, this research suggests geospatial research tools could enable better community engagement outcomes and planning outcomes, and this could be interwoven into proactive and inclusive planning approaches like placemaking.
Following the 2010/2011 Canterbury earthquakes a detailed campaign of door to door assessments was conducted in a variety of areas of Christchurch to establish the earthquake performance of residential dwellings having masonry veneer as an external cladding attached to a lightweight timber framing system. Specifically, care was taken to include regions of Christchurch which experienced different levels of earthquake shaking in order to allow comparison between the performance of different systems and different shaking intensities. At the time of the inspections the buildings in the Christchurch region had been repeatedly subjected to large earthquakes, presenting an opportunity for insight into the seismic performance of masonry veneer cladding. In total just under 1100 residential dwellings were inspected throughout the wider Christchurch area, of which 24% were constructed using the older nail-on veneer tie system (prior to 1996) and 76% were constructed using screw fixed ties to comply with the new 1996 standards revision (post-1996), with 30% of all inspected houses being of two storey construction. Of the inspected dwellings 27% had some evidence of liquefaction, ground settlement or lateral spreading. Data such as damage level, damage type, crack widths, level of repair required and other parameters were collected during the survey. Following the 22 February 2011 Christchurch earthquake a comprehensive damage survey of the unreinforced masonry (URM) building stock of Christchurch city, New Zealand was undertaken. Because of the large number of aftershocks associated with both the 2011 Christchurch earthquake and the earlier 4 September 2010 Darfield earthquake, and the close proximity of their epicentres to Christchurch city, this earthquake sequence presented a unique opportunity to assess the performance of URM buildings and the various strengthening methods used in New Zealand to increase the performance of these buildings in earthquakes. Because of the extent of data that was collected, a decision was made to initially focus exclusively on the earthquake performance of URM buildings located in the central business district (CBD) of Christchurch city. The main objectives of the data collection exercise were to document building characteristics and any seismic strengthening methods encountered, and correlate these attributes with observed earthquake damage. In total 370 URM buildings in the CBD were surveyed. Of the surveyed buildings, 62% of all URM buildings had received some form of earthquake strengthening and there was clear evidence that installed earthquake strengthening techniques in general had led to reduced damage levels. The procedure used to collect and process information associated with earthquake damage, general analysis and interpretation of the available survey data for the 370 URM buildings, the performance of earthquake strengthening techniques, and the influence of earthquake strengthening levels on observed damage are reported within. http://15ibmac.com/home/
In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch.
