This thesis is about many things, not least of all the September 4th 2010 and February 22nd 2011 earthquakes that shook Christchurch, New Zealand. A city was shaken, events which worked to lay open the normally invisible yet vital objects, processes and technologies which are the focus of inquiry: the sewers, pipes, pumps, the digital technologies, the land and politics which constitute the Christchurch wastewater networks. The thesis is an eclectic mix drawing together methods and concepts from Bruno Latour, John Law, Giles Deleuze and Felix Guattari, Nigel Thrift, Donna Haraway and Patrick Joyce. It is an exploration of how the technologies and objects of sanitation perform the city, and how such things which are normally hidden and obscured, are made visible. The question of visibility is also turned toward the research itself: how does one observe, and describe? How are sociological visibilities constructed? Through the research, the encountering of objects in the field, the processes of method, the pedagogy of concepts, and the construction of risk, the thesis comes to be understood as a particular kind of social scientific artefact which assembles four different accounts: the first regards the construction of visibility; the second explores Christchurch city from the control room where the urban sanitary infrastructures are monitored; the third chapter looks at the formatted and embodied practices which emerge with the correlation of the city and sanitation; the fourth looks at the changing politics of a city grappling with severely damaged essential services, land and structures. The final chapter considers how the differences between romantic and baroque sensibilities mean that these four accounts elicit knowing not through smoothness or uniformity, but in partiality and non-coherence. This thesis is about pipes, pump stations, and treatment plants; about the effluent of a city; about the messiness of social science when confronted by the equally messy world of wastewater.

<b>In the late 1960s the Wellington City Council surveyed all the commercial buildings in the city and marked nearly 200 as earthquake prone. The owners were given 15 years to either strengthen or demolish their buildings. The end result was mass demolition throughout the seventies and eighties.¹ Prompted by the Christchurch earthquakes, once again the council has published a list of over 630 earthquake prone buildings that need to be strengthened or demolished by 2030.²Of these earthquake prone buildings, the majority were built between 1880 and 1930, with 125 buildings appearing on the Wellington City Council Heritage Building List.³ This list accounts for a significant proportion of character buildings in the city. There is a danger that the aesthetic integrity of our city will be further damaged due to the urgent need to strengthen these buildings. Many of the building owners are resistant because of the high cost. By adapting these buildings to house co-workspaces, we can gain more than just the retention of the building’s heritage. The seismic upgrade provides the opportunity for the office space to be redesigned to suit changes in the ways we work. Through a design-based research approach this thesis proposes a framework that clarifies the process of adapting Wellington’s earthquake prone heritage buildings to accommodate co-working. This framework deals with the key concepts of program, structure and heritage. "Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. These and other issuers will be elaborated on in this paper with a view to exploring the way forward for affordable housing Christchurch City."
