The recent Canterbury earthquake sequence in 2010-2011 highlighted a uniquely severe level of structural damage to modern buildings, while confirming the high vulnerability and life threatening of unreinforced masonry and inadequately detailed reinforced concrete buildings. Although the level of damage of most buildings met the expected life-safety and collapse prevention criteria, the structural damage to those building was beyond economic repair. The difficulty in the post-event assessment of a concrete or steel structure and the uneconomical repairing costs are the big drivers of the adoption of low damage design. Among several low-damage technologies, post-tensioned rocking systems were developed in the 1990s with applications to precast concrete members and later extended to structural steel members. More recently the technology was extended to timber buildings (Pres-Lam system). This doctoral dissertation focuses on the experimental investigation and analytical and numerical prediction of the lateral load response of dissipative post-tensioned rocking timber wall systems. The first experimental stages of this research consisted of component testing on both external replaceable devices and internal bars. The component testing was aimed to further investigate the response of these devices and to provide significant design parameters. Post-tensioned wall subassembly testing was then carried out. Firstly, quasi-static cyclic testing of two-thirds scale post-tensioned single wall specimens with several reinforcement layouts was carried out. Then, an alternative wall configuration to limit displacement incompatibilities in the diaphragm was developed and tested. The system consisted of a Column-Wall-Column configuration, where the boundary columns can provide the support to the diaphragm with minimal uplifting and also provide dissipation through the coupling to the post-tensioned wall panel with dissipation devices. Both single wall and column-wall-column specimens were subjected to drifts up to 2% showing excellent performance, limiting the damage to the dissipating devices. One of the objectives of the experimental program was to assess the influence of construction detailing, and the dissipater connection in particular proved to have a significant influence on the wall’s response. The experimental programs on dissipaters and wall subassemblies provided exhaustive data for the validation and refinement of current analytical and numerical models. The current moment-rotation iterative procedure was refined accounting for detailed response parameters identified in the initial experimental stage. The refined analytical model proved capable of fitting the experimental result with good accuracy. A further stage in this research was the validation and refinement of numerical modelling approaches, which consisted in rotational spring and multi-spring models. Both the modelling approaches were calibrated versus the experimental results on post-tensioned walls subassemblies. In particular, the multi-spring model was further refined and implemented in OpenSEES to account for the full range of behavioural aspects of the systems. The multi-spring model was used in the final part of the dissertation to validate and refine current lateral force design procedures. Firstly, seismic performance factors in accordance to a Force-Based Design procedure were developed in accordance to the FEMA P-695 procedure through extensive numerical analyses. This procedure aims to determine the seismic reduction factor and over-strength factor accounting for the collapse probability of the building. The outcomes of this numerical analysis were also extended to other significant design codes. Alternatively, Displacement-Based Design can be used for the determination of the lateral load demand on a post-tensioned multi-storey timber building. The current DBD procedure was used for the development of a further numerical analysis which aimed to validate the procedure and identify the necessary refinements. It was concluded that the analytical and numerical models developed throughout this dissertation provided comprehensive and accurate tools for the determination of the lateral load response of post-tensioned wall systems, also allowing the provision of design parameters in accordance to the current standards and lateral force design procedures.

Christchurch City Council (Council) is undertaking the Land Drainage Recovery Programme in order to assess the effects of the earthquakes on flood risk to Christchurch. In the course of these investigations it has become better understood that floodplain management should be considered in a multi natural hazards context. Council have therefore engaged the Jacobs, Beca, University of Canterbury, and HR Wallingford project team to investigate the multihazards in eastern areas of Christchurch and develop flood management options which also consider other natural hazards in that context (i.e. how other hazards contribute to flooding both through temporal and spatial coincidence). The study has three stages:  Stage 1 Gap Analysis – assessment of information known, identification of gaps and studies required to fill the gaps.  Stage 2 Hazard Studies – a gap filling stage with the studies identified in Stage 1.  Stage 3 Collating, Optioneering and Reporting – development of options to manage flood risk. This present report is to document findings of Stage 1 and recommends the studies that should be completed for Stage 2. It has also been important to consider how Stage 3 would be delivered and the gaps are prioritised to provide for this. The level of information available and hazards to consider is extensive; requiring this report to be made up of five parts each identifying individual gaps. A process of identifying information for individual hazards in Christchurch has been undertaken and documented (Part 1) followed by assessing the spatial co-location (Part 2) and probabilistic presence of multi hazards using available information. Part 3 considers multi hazard presence both as a temporal coincidence (e.g. an earthquake and flood occurring at one time) and as a cascade sequence (e.g. earthquake followed by a flood at some point in the future). Council have already undertaken a number of options studies for managing flood risk and these are documented in Part 4. Finally Part 5 provides the Gap Analysis Summary and Recommendations to Council. The key findings of Stage 1 gap analysis are: - The spatial analysis showed eastern Christchurch has a large number of hazards present with only 20% of the study area not being affected by any of the hazards mapped. Over 20% of the study area is exposed to four or more hazards at the frequencies and data available. - The majority of the Residential Red Zone is strongly exposed to multiple hazards, with 86% of the area being exposed to 4 or more hazards, and 24% being exposed to 6 or more hazards. - A wide number of gaps are present; however, prioritisation needs to consider the level of benefit and risks associated with not undertaking the studies. In light of this 10 studies ranging in scale are recommended to be done for the project team to complete the present scope of Stage 3. - Stage 3 will need to consider a number of engineering options to address hazards and compare with policy options; however, Council have not established a consistent policy on managed retreat that can be applied for equal comparison; without which substantial assumptions are required. We recommend Council undertake a study to define a managed retreat framework as an option for the city. - In undertaking Stage 1 with floodplain management as the focal point in a multi hazards context we have identified that Stage 3 requires consideration of options in the context of economics, implementation and residual risk. Presently the scope of work will provide a level of definition for floodplain options; however, this will not be at equal levels of detail for other hazard management options. Therefore, we recommend Council considers undertaking other studies with those key hazards (e.g. Coastal Hazards) as a focal point and identifies the engineering options to address such hazards. Doing so will provide equal levels of information for Council to make an informed and defendable decision on which options are progressed following Stage 3.

Environmental assessment in New Zealand is governed by the provisions of the Resource Management Act (RMA) 1991. The Act requires persons wishing to undertake certain activities to apply for resource consent from their local or regional council - a procedure termed the Resource Consent Process. The key component of a resource consent application is an Assessment of Environmental Effects (AEE) report; a statement of the environmental effects of a proposed activity. Problems arise when environmental assessments are complicated by uncertain and abnormal circumstances such as natural hazards. Natural hazards (including earthquakes, floods, tsunami, and coastal erosion) can be catastrophic to an environment. If hazards are not avoided or successfully mitigated, they can result in serious consequences to proposed development and to the environment which the proposal relates. The aim of this study is to assess the adequacy of the resource consent process (as outlined in the Resource Management Act 1991) for dealing with proposed development affected by natural hazards. This study reviews the context of the resource consent process for dealing with natural hazards to identify potential issues in the assessment process. Guidance criteria for assessing natural hazards (termed Natural Hazard Assessment) are developed to evaluate against two resource consent applications affected by natural hazards. The findings of the consent process review and case study evaluation are discussed to determine the adequacy of the consent process for dealing with natural hazards. From the review of the consent process it was evident that the process has a number of problems for accommodating natural hazards into the assessment. Although many important traits are provided for in the process, such traits are not always reflected in environmental assessments. Evaluation of two resource consent applications against the process of Natural Hazard Assessment (NHA) showed that these consent applications did not adequately detail key information relating to natural hazards. Many problems evident in these applications were not amended by the Consent Authorities in the review process and subsequently consent was granted to information-deficient applications. Problematic issues identified in this study include: • A distinct lack of guidance (legal or otherwise) for the applicant and Consent Authority regarding the boundaries of inclusion of an effect; • Deficiencies in planning documents are reflected in AEE reports, the review of the consent application and in the end-decision; • Under-utilisation of "experts" throughout the consent process; • Minimal identification and account for the degree of uncertainty throughout the consent process; • Resource consents are being granted even though information in consent applications, and the means for assessing the information is deficient. These issues reflect that decisions are not being made based on all elements involved in a potential hazard. Subsequently, the resource consent process is not adequate for dealing with all aspects of natural hazards. The Natural Hazard Assessment process provides educated assessment criteria to assess development affected by natural hazards. By accounting for the problems evident in the consent process, the introduction of a three-tier identification, risk and vulnerability assessment, and evaluation process to account for uncertainties, Natural Hazard Assessment provides a platform for a thorough assessment of natural hazards. The application of the principles of Natural Hazard Assessment to the consent applications affected by natural hazards showed that many key issues were not covered in the assessment under the consent process. The nature of a natural event is that one may not occur in a given region over many lifetimes, however they will occur at some stage and planning and environmental assessment needs to provide for the associated hazards. Implementation of Natural Hazard Assessment is needed to help provide answers for the problems experienced in the resource consent process. Natural Hazard Assessment would allow decision-makers to make informed judgements on the situation at hand, leading to better planning and land-use options. Change to current practice is needed, as following the current path of environmental assessment will be the hazard in the end.

Geographically isolated communities around the world are dependent upon the limited assets in local subsistence economies to generate livelihoods. Locally available resources shape and give identity to unique cultural activities that guarantee individual, family and community livelihood sustainability. The social structure provides community relationship networks, which ensure access to, and availability of, resources over long periods. Resources are utilised in ways that reduces vulnerability, stresses and shocks while ensuring long-term resilience. Preparedness and adaptation are embedded into cultural memory, enabling communities to survive in isolated, remote and harsh conditions. Communities’ cultural memories, storytelling, traditional knowledge, interdependence and unwritten cultural norms that build resilience to sustain cultures that have limited interactions with the outside world. This thesis aims to investigate the consequences of transport infrastructure development, mainly of roads, on livelihood strategies of isolated communities in a tourism context in Gilgit-Baltistan, Pakistan. The thesis incorporates a review of literature of transport infrastructure development and livelihood security in reference to vulnerability, resilience and sustainability. Research gaps are identified in terms of transport infrastructure development and tourism, the Sustainable Livelihood Approach, resilience and sustainability. The fieldwork was undertaken using qualitative research methods. Ninety-eight participants were interviewed using open-ended semi-structured interview questions to get an in-depth understanding of livelihood systems, livelihood activities and transport infrastructure development within the tourism context. Gilgit-Baltistan is a disputed mountainous territory in the Asia Subcontinent whose ancient trade routes (silk routes) were severed during the geopolitical upheaval of the partition of the Indian Subcontinent in 1947. An alliance between Pakistan and China resulted in transport infrastructure development of the Karakorum Highway between 1958 and 1978, providing the only road access to the regions isolated communities. Karakoram Highway connects China with Pakistan through Gilgit-Baltistan. Gilgit-Baltistan is going through immense transport infrastructure development, including the China Pakistan Economic Corridor. The road infrastructure is expected to link China and other South Asian and Central Asian countries to the world and provide a direct link for Chinese goods to reach the Persian Gulf. China Pakistan Economic Corridor is part of China’s Belt and Road Initiative project, which aims to improve connectivity and cooperation between 69 Eurasian countries by investing in infrastructure development. Such an immense infrastructural development is expected to enhance the mobility of people, goods and services. In order to understand the impacts of transport infrastructure development, this thesis has analysed livelihood capital status at macro, and micro levels are examined over two time periods (pre-road and post-road). Results show that sustainable farming practices provided long-term resilience to these geographically isolated communities. Transport infrastructure development has been a significant factor to ensure access and has resulted in changes to social inclusion, socio-political structures and livelihood opportunities with a subsequent dependence upon tourism, imported consumer goods and a monetary economy as people divert valuable farmland to building developments and cash crop monocultures. Gilgit-Baltistan is vulnerable to frequent manmade and natural disasters, such as terrorism, earthquakes and landslides. Shocks impact upon the livelihoods of those affiliated with tourism who are forced to revert to subsistence farming practices and alternative livelihood choices. The dependency on external resources and subsequent loss of the cultural memory and farming techniques has created a vulnerability to the unpredictable shocks and disasters that frequently close the singular access road. The thesis finally presents the ‘Livelihood Framework for Transport Infrastructure Development and Tourism (LF-TIDT)’ a guiding tool to understand the impacts of transport infrastructure development at micro and macro levels for tourism planning, policy formulation and implementation and management. Attention is drawn to the newly introduced ‘Location: a Meta Capital’ and its importance in terms of geographically isolated communities. The research also highlights that livelihood capitals are not equally essential to achieve sustainable and resilient livelihood outcomes.

The influence of nonlinear soil-foundation-structure interaction (SFSI) on the performance of multi-storey buildings during earthquake events has become increasingly important in earthquake resistant design. For buildings on shallow foundations, SFSI refers to nonlinear geometric effects associated with uplift of the foundation from the supporting soil as well as nonlinear soil deformation effects. These effects can potentially be beneficial for structural performance, reducing forces transmitted from ground shaking to the structure. However, there is also the potential consequence of residual settlement and rotation of the foundation. This Thesis investigates the influence of SFSI in the performance of multi-storey buildings on shallow foundations through earthquake observations, experimental testing, and development of spring-bed numerical models that can be incorporated into integrated earthquake resistant design procedures. Observations were made following the 22 February 2011 Christchurch Earthquake in New Zealand of a number of multi-storey buildings on shallow foundations that performed satisfactorily. This was predominantly the case in areas where shallow foundations, typically large raft foundations, were founded on competent gravel and where there was no significant manifestation of liquefaction at the ground surface. The properties of these buildings and the soils they are founded on directed experimental work that was conducted to investigate the mechanisms by which SFSI may have influenced the behaviour of these types of structure-foundation systems. Centrifuge experiments were undertaken at the University of Dundee, Scotland using a range of structure-foundation models and a layer of dense cohesionless soil to simulate the situation in Christchurch where multi-storey buildings on shallow foundations performed well. Three equivalent single degree of freedom (SDOF) models representing 3, 5, and 7 storey buildings with identical large raft foundations were subjected to a range of dynamic Ricker wavelet excitations and Christchurch Earthquake records to investigate the influence of SFSI on the response of the equivalent buildings. The experimental results show that nonlinear SFSI has a significant influence on structural response and overall foundation deformations, even though the large raft foundations on competent soil meant that there was a significant reserve of bearing capacity available and nonlinear deformations may have been considered to have had minimal effect. Uplift of the foundation from the supporting soil was observed across a wide range of input motion amplitudes and was particularly significant as the amplitude of motion increased. Permanent soil deformation represented by foundation settlement and residual rotation was also observed but mainly for the larger input motions. However, the absolute extent of uplift and permanent soil deformation was very small compared to the size of the foundation meaning the serviceability of the building would still likely be maintained during large earthquake events. Even so, the small extent of SFSI resulted in attenuation of the response of the structure as the equivalent period of vibration was lengthened and the equivalent damping in the system increased. The experimental work undertaken was used to validate and enhance numerical modelling techniques that are simple yet sophisticated and promote interaction between geotechnical and structural specialists involved in the design of multi-storey buildings. Spring-bed modelling techniques were utilised as they provide a balance between ease of use, and thus ease of interaction with structural specialists who have these techniques readily available in practice, and theoretically rigorous solutions. Fixed base and elastic spring-bed models showed they were unable to capture the behaviour of the structure-foundation models tested in the centrifuge experiments. SFSI spring-bed models were able to more accurately capture the behaviour but recommendations were proposed for the parameters used to define the springs so that the numerical models closely matched experimental results. From the spring-bed modelling and results of centrifuge experiments, an equivalent linear design procedure was proposed along with a procedure and recommendations for the implementation of nonlinear SFSI spring-bed models in practice. The combination of earthquake observations, experimental testing, and simplified numerical analysis has shown how SFSI is influential in the earthquake performance of multi-storey buildings on shallow foundations and should be incorporated into earthquake resistant design of these structures.

One of the most controversial issues highlighted by the 2010-2011 Christchurch earthquake series and more recently the 2016 Kaikoura earthquake, has been the evident difficulty and lack of knowledge and guidelines for: a) evaluation of the residual capacity damaged buildings to sustain future aftershocks; b) selection and implementation of a series of reliable repairing techniques to bring back the structure to a condition substantially the same as prior to the earthquake; and c) predicting the cost (or cost-effectiveness) of such repair intervention, when compared to fully replacement costs while accounting for potential aftershocks in the near future. As a result of such complexity and uncertainty (i.e., risk), in combination with the possibility (unique in New Zealand when compared to most of the seismic-prone countries) to rely on financial support from the insurance companies, many modern buildings, in a number exceeding typical expectations from past experiences at an international level, have ended up being demolished. This has resulted in additional time and indirect losses prior to the full reconstruction, as well as in an increase in uncertainty on the actual relocation of the investment. This research project provides the main end-users and stakeholders (practitioner engineers, owners, local and government authorities, insurers, and regulatory agencies) with comprehensive evidence-based information to assess the residual capacity of damage reinforced concrete buildings, and to evaluate the feasibility of repairing techniques, in order to support their delicate decision-making process of repair vs. demolition or replacement. Literature review on effectiveness of epoxy injection repairs, as well as experimental tests on full-scale beam-column joints shows that repaired specimens have a reduced initial stiffness compared with the undamaged specimen, with no apparent strength reduction, sometimes exhibiting higher displacement ductility capacities. Although the bond between the steel and concrete is only partially restored, it still allows the repaired specimen to dissipate at least the same amount of hysteretic energy. Experimental tests on buildings subjected to earthquake loading demonstrate that even for severe damage levels, the ability of the epoxy injection to restore the initial stiffness of the structure is significant. Literature review on damage assessment and repair guidelines suggests that there is consensus within the international community that concrete elements with cracks less than 0.2 mm wide only require cosmetic repairs; epoxy injection repairs of cracks less and 2.0 mm wide and concrete patching of spalled cover concrete (i.e., minor to moderate damage) is an appropiate repair strategy; and for severe damaged components (e.g., cracks greater than 2.0 mm wide, crushing of the concrete core, buckling of the longitudinal reinforcement) local replacement of steel and/or concrete in addition to epoxy crack injection is more appropriate. In terms of expected cracking patterns, non-linear finite element investigations on well-designed reinforced concrete beam-to-column joints, have shown that lower number of cracks but with wider openings are expected to occur for larger compressive concrete strength, f’c, and lower reinforcement content, ρs. It was also observed that the tensile concrete strength, ft, strongly affects the expected cracking pattern in the beam-column joints, the latter being more uniformly distributed for lower ft values. Strain rate effects do not seem to play an important role on the cracking pattern. However, small variations in the cracking pattern were observed for low reinforcement content as it approaches to the minimum required as per NZS 3101:2006. Simple equations are proposed in this research project to relate the maximum and residual crack widths with the steel strain at peak displacement, with or without axial load. A literature review on fracture of reinforcing steel due to low-cycle fatigue, including recent research using steel manufactured per New Zealand standards is also presented. Experimental results describing the influence of the cyclic effect on the ultimate strain capacity of the steel are also discussed, and preliminary equations to account for that effect are proposed. A literature review on the current practice to assess the seismic residual capacity of structures is also presented. The various factors affecting the residual fatigue life at a component level (i.e., plastic hinge) of well-designed reinforced concrete frames are discussed, and equations to quantify each of them are proposed, as well as a methodology to incorporate them into a full displacement-based procedure for pre-earthquake and post-earthquake seismic assessment.

Recent surface-rupturing earthquakes in New Zealand have highlighted significant exposure and vulnerability of the road network to fault displacement. Understanding fault displacement hazard and its impact on roads is crucial for mitigating risks and enhancing resilience. There is a need for regional-scale assessments of fault displacement to identify vulnerable areas within the road network for the purposes of planning and prioritising site-specific investigations. This thesis employs updated analysis of data from three historical surface-rupturing earthquakes (Edgecumbe 1987, Darfield 2010, and Kaikoūra 2016) to develop an empirical model that addresses the gap in regional fault displacement hazard analysis. The findings contribute to understanding of • How to use seismic hazard model inputs for regional fault displacement hazard analysis • How faulting type and sediment cover affects the magnitude and spatial distribution of fault displacement • How the distribution of displacement and regional fault displacement hazard is impacted by secondary faulting • The inherent uncertainties and limitations associated with employing an empirical approach at a regional scale • Which sections of New Zealand’s roading network are most susceptible to fault displacement hazard and warrant site-specific investigations • Which regions should prioritise updating emergency management plans to account for post-event disruptions to roading. I used displacement data from the aforementioned historical ruptures to generate displacement versus distance-to-fault curves for various displacement components, fault types, and geological characteristics. Using those relationships and established relationships for along-strike displacement, displacement contours were generated surrounding active faults within the NZ Community Fault Model. Next, I calculated a new measure of 1D strain along roads as well as relative hazard, which integrated 1D strain and normalised slip rate data. Summing these values at the regional level identified areas of heightened relative hazard across New Zealand, and permits an assessment of the susceptibility of road networks using geomorphon land classes as proxies for vulnerability. The results reveal that fault-parallel displacements tend to localise near the fault plane, while vertical and fault-perpendicular displacements sustain over extended distances. Notably, no significant disparities were observed in off-fault displacement between the hanging wall and footwall sides of the fault, or among different surface geology types, potentially attributed to dataset biases. The presence of secondary faulting in the dataset contributes to increased levels of tectonic displacement farther from the fault, highlighting its significance in hazard assessments. Furthermore, fault displacement contours delineate broader zones around dip-slip faults compared to strike-slip faults, with correlations identified between fault length and displacement width. Road ‘strain’ values are higher around dip-slip faults, with notable examples observed in the Westland and Buller Districts. As expected, relative hazard analysis revealed elevated values along faults with high slip rates, notably along the Alpine Fault. A regional-scale analysis of hazard and exposure reveals heightened relative hazard in specific regions, including Wellington, Southern Hawke’s Bay, Central Bay of Plenty, Central West Coast, inland Canterbury, and the Wairau Valley of Marlborough. Notably, the Central West Coast exhibits the highest summed relative hazard value, attributed to the fast-slipping Alpine Fault. The South Island generally experiences greater relative hazard due to larger and faster-slipping faults compared to the North Island, despite having fewer roads. Central regions of New Zealand face heightened risk compared to Southern or Northern regions. Critical road links intersecting high-slipping faults, such as State Highways 6, 73, 1, and 2, necessitate prioritisation for site-specific assessments, emergency management planning and targeted mitigation strategies. Roads intersecting with the Alpine Fault are prone to large parallel displacements, requiring post-quake repair efforts. Mitigation strategies include future road avoidance of nearby faults, modification of road fill and surface material, and acknowledgement of inherent risk, leading to prioritised repair efforts of critical roads post-quake. Implementing these strategies enhances emergency response efforts by improving accessibility to isolated regions following a major surface-rupturing event, facilitating faster supply delivery and evacuation assistance. This thesis contributes to the advancement of understanding fault displacement hazard by introducing a novel regional, empirical approach. The methods and findings highlight the importance of further developing such analyses and extending them to other critical infrastructure types exposed to fault displacement hazard in New Zealand. Enhancing our comprehension of the risks associated with fault displacement hazard offers valuable insights into various mitigation strategies for roading infrastructure and informs emergency response planning, thereby enhancing both national and global infrastructure resilience against geological hazards.

The Canterbury earthquake sequence (2010-2011) was the most devastating catastrophe in New Zealand‘s modern history. Fortunately, in 2011 New Zealand had a high insurance penetration ratio, with more than 95% of residences being insured for these earthquakes. This dissertation sheds light on the functions of disaster insurance schemes and their role in economic recovery post-earthquakes.  The first chapter describes the demand and supply for earthquake insurance and provides insights about different public-private partnership earthquake insurance schemes around the world.  In the second chapter, we concentrate on three public earthquake insurance schemes in California, Japan, and New Zealand. The chapter examines what would have been the outcome had the system of insurance in Christchurch been different in the aftermath of the Canterbury earthquake sequence (CES). We focus on the California Earthquake Authority insurance program, and the Japanese Earthquake Reinsurance scheme. Overall, the aggregate cost of the earthquake to the New Zealand public insurer (the Earthquake Commission) was USD 6.2 billion. If a similar-sized disaster event had occurred in Japan and California, homeowners would have received only around USD 1.6 billion and USD 0.7 billion from the Japanese and Californian schemes, respectively. We further describe the spatial and distributive aspects of these scenarios and discuss some of the policy questions that emerge from this comparison.  The third chapter measures the longer-term effect of the CES on the local economy, using night-time light intensity measured from space, and focus on the role of insurance payments for damaged residential property during the local recovery process. Uniquely for this event, more than 95% of residential housing units were covered by insurance and almost all incurred some damage. However, insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery; and that insurance payments contributed significantly to the process of local economic recovery after the earthquake. Yet, delayed payments were less affective in assisting recovery and cash settlement of claims were more effective than insurance-managed repairs.  After the Christchurch earthquakes, the government declared about 8000 houses as Red Zoned, prohibiting further developments in these properties, and offering the owners to buy them out. The government provided two options for owners: the first was full payment for both land and dwelling at the 2007 property evaluation, the second was payment for land, and the rest to be paid by the owner‘s insurance. Most people chose the second option. Using data from LINZ combined with data from Stats NZ, the fourth chapter empirically investigates what led people to choose this second option, and how peer effect influenced the homeowners‘ choices.  Due to climate change, public disclosure of coastal hazard information through maps and property reports have been used more frequently by local government. This is expected to raise awareness about disaster risks in local community and help potential property owners to make informed locational decision. However, media outlets and business sector argue that public hazard disclosure will cause a negative effect on property value. Despite this opposition, some district councils in New Zealand have attempted to implement improved disclosure. Kapiti Coast district in the Wellington region serves as a case study for this research. In the fifth chapter, we utilize the residential property sale data and coastal hazard maps from the local district council. This study employs a difference-in-difference hedonic property price approach to examine the effect of hazard disclosure on coastal property values. We also apply spatial hedonic regression methods, controlling for coastal amenities, as our robustness check. Our findings suggest that hazard designation has a statistically and economically insignificant impact on property values. Overall, the risk perception about coastal hazards should be more emphasized in communities.

In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. The nonlinear dynamic soil-foundation-structure interaction (SFSI) can signifi cantly affect the seismic response of buildings, causing additional deformation modes, damage and repair costs. Because of nonlinear foundation behaviour and interactions, the seismic demand on the superstructure may considerably change, and also permanent deformations at the foundation level may occur. Although SFSI effects may be benefi cial to the superstructure performance, any advantage would be of little structural value unless the phenomenon can be reliably controlled and exploited. Detrimental SFSI effects may also occur, including acceleration and displacement response ampli cation and differential settlements, which would be unconservative to neglect. The lack of proper understanding of the phenomenon and the limited available simpli ed tools accounting for SFSI have been major obstacles to the implementation of integrated design and assessment procedures into the everyday practice. In this study concepts, ideas and practical tools (inelastic spectra) for the seismic design and assessment of integrated foundation-superstructure systems are presented, with the aim to explicitly consider the impact of nonlinearities occurring at the soil-foundation interface on the building response within an integrated approach, where the foundation soil and superstructure are considered as part of an integrated system when evaluating the seismic response, working synergically for the achievement of a target global performance. A conceptual performance-based framework for the seismic design and assessment of integrated foundation-superstructure systems is developed. The framework is based on the use of peak and residual response parameters for both the superstructure and the foundation, which are then combined to produce the system performance matrix. Each performance matrix allows for worsening of the performance when different contributions are combined. An attempt is made to test the framework by using case histories from the 2011 Christchurch earthquake, which are previously shown to have been severely affected by nonlinear SFSI. The application highlights the framework sensitivity to the adopted performance limit states, which must be realistic for a reliable evaluation of the system performance. Constant ductility and constant strength inelastic spectra are generated for nonlinear SFSI systems (SDOF nonlinear superstructure and 3DOF foundation allowing for uplift and soil yielding), representing multistorey RC buildings with shallow rigid foundations supported by cohesive soils. Different ductilities/strengths, hysteretic rules (Bi-linear, Takeda and Flag-Shape), soil stiffness and strength and bearing capacity factors are considered. Footings and raft foundations are investigated, characterized respectively by constant (3 and 8) and typically large bearing capacity factors. It is confi rmed that when SFSI is considered, the superstructure yielding force needed to satisfy a target ductility for a new building changes, and that similarly, for an existing building, the ductility demand on a building of a given strength varies. The extent of change of seismic response with respect to xed-base (FB) conditions depends on the class of soils considered, and on the bearing capacity factor (SF). For SF equal to 3, the stiffer soils enhance the nonlinear rotational foundation behaviour and are associated with reduced settlement, while the softer ones are associated with increased settlement response but not signi ficant rotational behaviour. On average terms, for the simplifi ed models considered, SFSI is found to be bene cial to the superstructure performance in terms of acceleration and superstructure displacement demand, although exceptions are recorded due to ground motion variability. Conversely, in terms of total displacement, a signi cant response increase is observed. The larger the bearing capacity factor, the more the SFSI response approaches the FB system. For raft foundation buildings, characterized by large bearing capacity factors, the impact of foundation response is mostly elastic, and the system on average approaches FB conditions. Well de fined displacement participation factors to the peak total lateral displacement are observed for the different contributions (i.e. peak foundation rotation and translation and superstructure displacement). While the superstructure and foundation rotation show compensating trends, the foundation translation contribution varies as a function of the moment-to-shear ratio, becoming negligible in the medium-to-long periods. The longer the superstructure FB period, the less the foundation response is signifi cant. The larger the excitation level and the less ductile the superstructure, the larger the foundation contribution to the total lateral displacement, and the less the superstructure contribution. In terms of hysteretic behaviour, its impact is larger when the superstructure response is more signifi cant, i.e. for the softer/weaker soils and larger ductilities. Particularly, for the Flag Shape rule, larger superstructure displacement participation factors and smaller foundation contributions are recorded. In terms of residual displacements, the total residual-to-maximum ratios are similar in amplitudes and trends to the corresponding FB system responses, with the foundation and superstructure contributions showing complementary trends. The impact of nonlinear SFSI is especially important for the Flag Shape hysteresis rule, which would not otherwise suffer of any permanent deformations. By using the generated peak and residual inelastic spectra (i.e. inelastic acceleration/ displacement modifi cation factor spectra, and/or participation factor and residual spectra), conceptual simplifi ed procedures for the seismic design and assessment of integrated foundation-superstructure systems are presented. The residual displacements at both the superstructure and foundation levels are explicitly considered. Both the force- and displacement-based approaches are explored. The procedures are de fined to be complementary to the previously proposed integrated performance-based framework. The use of participation factor spectra allows the designer to easily visualize the response of the system components, and could assist the decision making process of both the design and assessment of SFSI systems. The presented numerical results have been obtained using simpli ed models, assuming rigid foundation behaviour and neglecting P-Delta effects. The consideration of more complex systems including asymmetry in stiffness, mass, axial load and ground conditions with a exible foundation layout would highlight detrimental SFSI effects as related to induced differential settlements, while accounting for PDelta effects would further amplify the displacement response. Also, the adopted acceleration records were selected and scaled to match conventional design spectra, thus not representing any response ampli cation in the medium-to-long period range which could as well cause detrimental SFSI effects. While these limitations should be the subject of further research, this study makes a step forward to the understanding of SFSI phenomenon and its incorporation into performance-based design/assessment considerations.

This report provides an initial overview and gap analysis of the multi-hazards interactions that might affect fluvial and pluvial flooding (FPF) hazard in the Ōpāwaho Heathcote catchment. As per the terms of reference, this report focuses on a one-way analysis of the potential effects of multi-hazards on FPF hazard, as opposed to a more complex multi-way analysis of interactions between all hazards. We examined the relationship between FPF hazard and hazards associated with the phenomena of tsunamis; coastal erosion; coastal inundation; groundwater; earthquakes; and mass movements. Tsunamis: Modelling research indicates the worst-case tsunami scenarios potentially affecting the Ōpāwaho Heathcote catchment are far field. Under low probability, high impact tsunami scenarios waves could travel into Pegasus Bay and the Avon-Heathcote Estuary Ihutai, reaching the mouth and lower reaches of the Heathcote catchment and river, potentially inundating and eroding shorelines in sub-catchments 1 to 5, and temporarily blocking fluvial drainage more extensively. Any flooding infrastructure or management actions implemented in the area of tsunami inundation would ideally be resilient to tsunami-induced inundation and erosion. Model results currently available are a first estimate of potential tsunami inundation under contemporary sea and land level conditions. In terms of future large tsunami events, these models likely underestimate effects in riverside sub-catchments, as well as effects under future sea level, shoreline and other conditions. Also of significance when considering different FPF management structures, it is important to be mindful that certain types of flood structures can ‘trap’ inundating water coming from ocean directions, leading to longer flood durations and salinization issues. Coastal erosion: Model predictions indicate that sub-catchments 1 to 3 could potentially be affected by coastal erosion by the timescale of 2065, with sub-catchments 1-6 predicted to be potentially affected by coastal erosion by the time scale of 2115. In addition, the predicted open coast effects of this hazard should not be ignored since any significant changes in the New Brighton Spit open coast would affect erosion rates and exposure of the landward estuary margins, including the shorelines of the Ōpāwaho Heathcote catchment. Any FPF flooding infrastructure or management activities planned for the potentially affected sub-catchments needs to recognise the possibility of coastal erosion, and to have a planned response to the predicted potential shoreline translation. Coastal inundation: Model predictions indicate coastal inundation hazards could potentially affect sub-catchments 1 to 8 by 2065, with a greater area and depth of inundation possible for these same sub-catchments by 2115. Low-lying areas of the Ōpāwaho Heathcote catchment and river channel that discharge into the estuary are highly vulnerable to coastal inundation since elevated ocean and estuary water levels can block the drainage of inland systems, compounding FPF hazards. Coastal inundation can overwhelm stormwater and other drainage network components, and render river dredging options ineffective at best, flood enhancing at worst. A distinction can be made between coastal inundation and coastal erosion in terms of the potential impacts on affected land and assets, including flood infrastructure, and the implications for acceptance, adaptation, mitigation, and/or modification options. That is, responding to inundation could include structural and/or building elevation solutions, since unlike erosion, inundation does not necessarily mean the loss of land. Groundwater: Groundwater levels are of significant but variable concern when examining flooding hazards and management options in the Ōpāwaho Heathcote catchment due to variability in soils, topographies, elevations and proximities to riverine and estuarine surface waterbodies. Much of the Canterbury Plains part of the Ōpāwaho Heathcote catchment has a water table that is at a median depth of <1m from the surface (with actual depth below surface varying seasonally, inter-annually and during extreme meteorological events), though the water table depth rapidly shifts to >6m below the surface in the upper Plains part of the catchment (sub-catchments 13 to 15). Parts of Waltham/Linwood (sub-catchments 5 & 6) and Spreydon (sub-catchment 10) have extensive areas with a particularly high water table, as do sub-catchments 18, 19 and 20 south of the river. In all of the sub-catchments where groundwater depth below surface is shallow, it is necessary to be mindful of cascading effects on liquefaction hazard during earthquake events, including earthquake-induced drainage network and stormwater infrastructure damage. In turn, subsidence induced by liquefaction and other earthquake processes during the CES directly affected groundwater depth below surface across large parts of the central Ōpāwaho Heathcote catchment. The estuary margin of the catchment also faces increasing future challenges with sea level rise, which has the potential to elevate groundwater levels in these areas, compounding existing liquefaction and other earthquake associated multi-hazards. Any increases in subsurface runoff due to drainage system, development or climate changes are also of concern for the loess covered hill slopes due to the potential to enhance mass movement hazards. Earthquakes: Earthquake associated vertical ground displacement and liquefaction have historically affected, or are in future predicted to affect, all Ōpāwaho Heathcote sub-catchments. During the CES, these phenomena induced a significant cascades of changes in the city’s drainage systems, including: extensive vertical displacement and liquefaction induced damage to stormwater ‘greyware’, reducing functionality of the stormwater system; damage to the wastewater system which temporarily lowered groundwater levels and increased stormwater drainage via the wastewater network on the one hand, creating a pollution multi-hazard for FPF on the other hand; liquefaction and vertical displacement induced river channel changes affected drainage capacities; subsidence induced losses in soakage and infiltration capacities; changes occurred in topographic drainage conductivity; estuary subsidence (mainly around the Ōtākaro Avon rivermouth) increased both FPF and coastal inundation hazards; estuary bed uplift (severe around the Ōpāwaho Heathcote margins), reduced tidal prisms and increased bed friction, producing an overall reduction the waterbody’s capacity to efficiently flush catchment floodwaters to sea; and changes in estuarine and riverine ecosystems. All such possible effects need to be considered when evaluating present and future capacities of the Ōpāwaho Heathcote catchment FPF management systems. These phenomena are particularly of concern in the Ōpāwaho Heathcote catchment since stormwater networks must deal with constraints imposed by stream and river channels (past and present), estuarine shorelines and complex hill topography. Mass movements: Mass movements are primarily a risk in the Port Hills areas of the Ōpāwaho Heathcote catchment (sub-catchments 1, 2, 7, 9, 11, 16, 21), though there are one or two small but susceptible areas on the banks of the Ōpāwaho Heathcote River. Mass movements in the form of rockfalls and debris flows occurred on the Port Hills during the CES, resulting in building damage, fatalities and evacuations. Evidence has also been found of earthquake-triggered tunnel gully collapsesin all Port Hill Valleys. Follow-on effects of these mass movements are likely to occur in major future FPF and other hazard events. Of note, elevated groundwater levels, coastal inundation, earthquakes (including liquefaction and other effects), and mass movement exhibit the most extensive levels of multi-hazard interaction with FPF hazard. Further, all of the analysed multi-hazard interactions except earthquakes were found to consistently produce increases in the FPF hazard. The implications of these analyses are that multihazard interactions generally enhance the FPF hazard in the Ōpāwaho Heathcote catchment. Hence, management plans which exclude adjustments for multi-hazard interactions are likely to underestimate the FPF hazard in numerous different ways. In conclusion, although only a one-way analysis of the potential effects of selected multi-hazards on FPF hazard, this review highlights that the Ōpāwaho Heathcote catchment is an inherently multi- hazard prone environment. The implications of the interactions and process linkages revealed in this report are that several significant multi-hazard influences and process interactions must be taken into account in order to design a resilient FPF hazard management strategy.
