Christchurch Ōtautahi, New Zealand, is a city of myriad waterways and springs. Māori, the indigenous people of New Zealand, have water quality at the core of their cultural values. The city’s rivers include the Avon/Ōtākaro, central to the city centre’s aesthetic appeal since early settlement, and the Heathcote/Ōpāwaho. Both have been degraded with increasing urbanisation. The destructive earthquake sequence that occurred during 2010/11 presented an opportunity to rebuild significant areas of the city. Public consultation identified enthusiasm to rebuild a sustainable city. A sustainable water sensitive city is one where development is constructed with the water environment in mind. Water sensitive urban design applies at all scales and is a holistic concept. In Christchurch larger-scale multi-value stormwater management solutions were incorporated into rapidly developed greenfield sites on the city’s outskirts and in satellite towns, as they had been pre-earthquake. Individual properties on greenfield sites and within the city, however, continued to be constructed without water sensitive features such as rainwater tanks or living roofs. This research uses semi-structured interviews, policy analysis, and findings from local and international studies to investigate the benefits of building-scale WSUD and the barriers that have resulted in their absence. Although several inter-related barriers became apparent, cost, commonly cited as a barrier to sustainable development in general, was strongly represented. However, it is argued that the issue is one of mindset rather than cost. Solutions are proposed, based on international and national experience, that will demonstrate the benefits of adopting water sensitive urban design principles including at the building scale, and thereby build public and political support. The research is timely - there is still much development to occur, and increasing pressures from urban densification, population growth and climate change to mitigate.
An experiment to see if the cast of a play can make friends with their audience in just an hour is the latest project by the country's only theatre company involving people who are - or have been - homeless. As part of the Auckland Fringe Festival, the Hobson Street Theatre Company is working with the Street Choir on That's What Friends Are For.: It's directed by Dr Peter O'Connor from the University of Auckland. He's worked with survivors of natural disasters like the Christchurch earthquakes to help people - especially children - work through the trauma. Lynn Freeman talks with Peter, and with one of the actors, Richard. That's What Friends Are For premieres on Tuesday at the Basement Theatre as part of the Auckland Fringe, before heading to the fringe festivals in Wellington and Dunedin.
Results from a series of 1D seismic effective stress analyses of natural soil deposits from Christchurch are summarized. The analysed soil columns include sites whose performance during the 2010-2011 Canterbury earthquakes varied significantly, from no liquefaction manifestation at the ground surface to very severe liquefaction, in which case a large area of the site was covered by thick soil ejecta. Key soil profile characteristics and response mechanisms affecting the severity of surface liquefaction manifestation and subsequent damage are explored. The influence of shaking intensity on the triggering and contribution of these mechanisms is also discussed. Careful examination of the results highlights the importance of considering the deposit as a whole, i.e. a system of layers, including interactions between layers in the dynamic response and through pore water pressure redistribution and water flow.
This thesis examines the closing of Aranui High School in 2016, a low socio-economic secondary school in eastern Christchurch, New Zealand, and reflects on its history through the major themes of innovation and the impact of central government intervention. The history is explored through the leadership of the school principals, and the necessity for constant adaptation by staff to new ways of teaching and learning, driven by the need to accommodate a more varied student population – academically, behaviourally and culturally – than most other schools in wider Christchurch. Several extreme changes, following a neoliberal approach to education policies at a national government level, impacted severely on the school’s ability to thrive and even survive over the 57 years of its existence, with the final impact of the 2010 and 2011 Canterbury earthquakes leading indirectly to Aranui High’s closure. The earthquakes provided the National government with the impetus to advocate for change to education in Christchurch; changes which impacted negatively on many schools in Christchurch, including Aranui High School. The announcement of the closure of Aranui High shocked many staff and students, who were devastated that the school would no longer exist. Aranui High School, Aranui Primary School, Wainoni Primary School and Avondale Primary School were all closed to make way for Haeata Community Campus, a year 1 to 13 school, which was built on the Aranui High site. Aranui High School served the communities of eastern Christchurch for 57 years from 1960 and deserves acknowledgment and remembrance, and my hope is that this thesis will provide a fair representation of the school’s story, including its successes and challenges, while also explaining the reasons behind the eventual closure. This thesis contributes to New Zealand public history and uses mixed research methods to examine Aranui High School’s role as a secondary school in eastern Christchurch. I argue that the closure of Aranui High School in 2016 was an unjustified act by the Ministry of Education.
This is a joint Resilience Framework undertaken by the Electrical, Computer and Software Engineering Department of the University of Auckland in association with West Power and Orion networks and partially funded by the New Zealand National Science Challenge and QuakeCoRE. The Energy- Communication research group nearly accomplished two different researches focusing on both asset resilience and system resilience. Asset resilience research which covers underground cables system in Christchurch region is entitled “2010-2011 Canterbury Earthquake Sequence Impact on 11KV Underground Cables” and system resilience research which covers electricity distribution and communication system in West Coast region is entitled “NZ Electricity Distribution Network Resilience Assessment and Restoration Models following Major Natural Disturbance“. As the fourth milestone of the aforementioned research project, the latest outcome of both projects has been socialised with the stakeholders during the Cigre NZ 2019 Forum.
Industrial steel storage pallet racking systems are used extensively worldwide to store goods. Forty percent of all goods are stored on storage racks at some time during their manufactureto- consumption life. In 2017, goods worth USD 16.5 billion were carried on cold-formed steel racking systems in seismically active regions worldwide. Historically, these racks are particularly vulnerable to collapse in severe earthquakes. In the 2010/2011 Christchurch earthquakes, around NZD 100 million of pallet racking stored goods were lost, with much greater associated economic losses due to disruptions to the national supply chain. A novel component, the friction slipper baseplate, has been designed and developed to very significantly improve the seismic performance of a selective pallet racking system in both the cross-aisle and the down-aisle directions. This thesis documents the whole progress of the development of the friction slipper baseplate from the design concept development to experimental verification and incorporation into the seismic design procedure for selective pallet racking systems. The test results on the component joint tests, full-scale pull-over and snap-back tests and fullscale shaking table tests of a steel storage racking system are presented. The extensive experimental observations show that the friction slipper baseplate exhibits the best seismic performance in both the cross-aisle and the down-aisle directions compared with all the other base-connections tested. It protects the rack frame and concrete floor from damage, reduces the risk of overturning in the cross-aisle direction, and minimises the damage at beam-end connectors in the down-aisle direction, without sustaining damage to the connection itself. Moreover, this high level of seismic performance can be delivered by a simple and costeffective baseplate with almost no additional cost. The significantly reduced internal force and frame acceleration response enable the more cost-effective and safer design of the pallet racking system with minimal extra cost for the baseplate. The friction slipper baseplate also provides enhanced protection to the column base from operational impact damage compared with other seismic resisting and standard baseplates.
Beach ridge stratigraphy can provide an important record of both sustained coastal progradation and responses to events such as extreme storms, as well as evidence of earthquake induced sediment pulses. This study is a stratigraphic investigation of the late Holocene mixed sand gravel (MSG) beach ridge plain on the Canterbury coast, New Zealand. The subsurface was imaged along a 370 m shore-normal transect using 100 and 200 MHz ground penetrating radar (GPR) antennae, and cored to sample sediment textures. Results show that, seaward of a back-barrier lagoon, the Pegasus Bay beach ridge plain prograded almost uniformly, under conditions of relatively stable sea level. Nearshore sediment supply appears to have created a sustained sediment surplus, perhaps as a result of post-seismic sediment pulses, resulting in a flat, morphologically featureless beach ridge plain. Evidence of a high magnitude storm provides an exception, with an estimated event return period in excess of 100 years. Evidence from the GPR sequence combined with modern process observations from MSG beaches indicates that a paleo storm initially created a washover fan into the back-barrier lagoon, with a large amount of sediment simultaneously moved off the beach face into the nearshore. This erosion event resulted in a topographic depression still evident today. In the subsequent recovery period, sediment was reworked by swash onto the beach as a sequence of berm deposit laminations, creating an elevated beach ridge that also has a modern-day topographic signature. As sediment supply returned to normal, and under conditions of falling sea level, a beach ridge progradation sequence accumulated seaward of the storm feature out to the modern-day beach as a large flat, uniform progradation plain. This study highlights the importance of extreme storm events and earthquake pulses on MSG coastlines in triggering high volume beach ridge formation during the subsequent recovery period.
Our last guest is one half of the duo known in Christchurch as the Brilliant Bagshaws Dr Sue Bagshaw has worked in the youth health sector for 30 years. She's set up and been involved in so many organisations benefitting young people it would make your head spin. She chairs the Korowai Youth Well-Being Trust running the Youth One Stop Shop 298 Youth Health, where she runs teaching clinics and is in the process of setting up the Christchurch Youth Hub - Te Hurihanga o Rangatahi, a collaboration of health and social services and transitional housing for youth. Dr Bagshaw established the 198 youth one stop shop in 1995 and helped run it for 15 years. She's advised a network of similar organisations around the country, now known as the Network of Youth One Stop Shops. Following the Christchurch earthquakes, she brought together 16 youth organisations to form the first youth hub in Barbadoes Street in 2012. Colin: Dr Bagshaw is now Dame Susan Bagshaw. The Earthquake Commission has settled with a Christchurch homeowner, just days before their test case was due to be heard at the High Court. Jamie Gibling used his KiwiSaver to buy his first family home in New Brighton after the quakes, believing it had been properly repaired. He later learned the repairs were botched and would cost $300,000 to fix. His "onsold" test case was supposed to be heard on Monday to clarify who was liable. But today EQC announced it had reached a settlement with the family and that agreement would provide a framework for the 54 other claimants also with Shine Lawyers. Finance and EQC Minister Grant Robertson last week announced an "onsold" settlement kitty of $300 million for the next 12 months but legal experts working with claimants have told Checkpoint it could cost taxpayers much much more. EQC's Deputy Chief Executive is Renee Walker. On Thursday she came into the studio and Lisa Owen asked her if the Giblings got what they asked for and if the 54 others who signed up to the class action would get the same.
Meeting the Sustainable Development Goals by 2030 involves transformational change in the business of business, and social enterprises can lead the way in such change. We studied Cultivate, one such social enterprise in Christchurch, New Zealand, a city still recovering from the 2010/11 Canterbury earthquakes. Cultivate works with vulnerable youth to transform donated compost into garden vegetables for local restaurants and businesses. Cultivate’s objectives align with SDG concerns with poverty and hunger (1 & 2), social protection (3 & 4), and sustainable human settlements (6 & 11). Like many grant-supported organisations, Cultivate is required to track and measure its progress. Given the organisation’s holistic objectives, however, adequately accounting for its impact reporting is not straightforward. Our action research project engaged Cultivate staff and youth-workers to generate meaningful ways of measuring impact. Elaborating the Community Economy Return on Investment tool (CEROI), we explore how participatory audit processes can capture impacts on individuals, organisations, and the wider community in ways that extend capacities to act collectively. We conclude that Cultivate and social enterprises like it offer insights regarding how to align values and practices, commercial activity and wellbeing in ways that accrue to individuals, organisations and the broader civic-community.

This paper presents the preliminary conclusions of the first stage of Wellington Case Study project (Regulating For Resilience in an Earthquake Vulnerable City) being undertaken by the Disaster Law Research Group at the University of Canterbury Law School. This research aims to map the current regulatory environment around improving the seismic resilience of the urban built environment. This work provides the basis for the second stage of the project which will map the regulatory tools onto the reality of the current building stock in Wellington. Using a socio-legal methodology, the current research examines the regulatory framework around seismic resilience for existing buildings in New Zealand, with a particularly focus on multi-storey in the Wellington CBD. The work focusses both on the operation and impact of the formal seismic regulatory tools open to public regulators (under the amended Building Act) as other non-seismic regulatory tools. As well as examining the formal regulatory frame, the work also provides an assessment of the interactions between other non-building acts (such as Health and Safety at Work Act 2015) on the requirements of seismic resilience. Other soft-law developments (particularly around informal building standards) are also examined. The final output of this work will presents this regulatory map in a clear and easily accessible manner and provide an assessment of the suitability of this at times confusing and patchy legal environment as Wellington moves towards becoming a resilient city. The final conclusion of this work will be used to specifically examine the ability of Wellington to make this transition under the current regulatory environment as phase two of the Wellington Case Study project.
In this paper we apply Full waveform tomography (FWT) based on the Adjoint-Wavefield (AW) method to iteratively invert a 3-D geophysical velocity model for the Canterbury region (Lee, 2017) from a simple initial model. The seismic wavefields was generated using numerical solution of the 3-D elastodynamic/ visco- elastodynamic equations (EMOD3D was adopted (Graves, 1996)), and through the AW method, gradients of model parameters (compression and shear wave velocity) were computed by implementing the cross-adjoint of forward and backward wavefields. The reversed-in-time displacement residual was utilized as the adjoint source. For inversion, we also account for the near source/ station effects, gradient precondition, smoothening (Gaussian filter in spatial domain) and optimal step length. Simulation-to-observation misfit measurements based on 191 sources at 78 seismic stations in the Canterbury region (Figure 1) were used into our inversion. The inversion process includes multiple frequency bands, starting from 0-0.05Hz, and advancing to higher frequency bands (0-0.1Hz and 0-0.2Hz). Each frequency band was used for up to 10 iterations or no optimal step length found. After 3 FWT inversion runs, the simulated seismograms computed using our final model show a good matching with the observed seismograms at frequencies from 0 - 0.2 Hz and the normalized least-squared misfit error has been significantly reduced. Over all, the synthetic study of FWT shows a good application to improve the crustal velocity models from the existed geological models and the seismic data of the different earthquake events happened in the Canterbury region.
Validation is an essential step to assess the applicability of simulated ground motions for utilization in engineering practice, and a comprehensive analysis should include both simple intensity measures (PGA, SA, etc), as well as the seismic response of a range of complex systems obtained by response history analysis. In order to enable a spectrum of complex structural systems to be considered in systematic validation of ground motion simulations in a routine fashion, an automated workflow was developed. Such a workflow enables validation of simulated ground motions in terms of different complex model responses by considering various ground motion sets and different ground motion simulation methods. The automated workflow converts the complex validation process into a routine one by providing a platform to perform the validation process promptly as a built-in process of simulation post-processing. As a case study, validation of simulated ground motions was investigated via the automated workflow by comparing the dynamic responses of three steel special moment frame (SMRF) subjected to the 40 observed and 40 simulated ground motions of 22 February 2011 Christchurch earthquake. The seismic responses of the structures are principally quantified via the peak floor acceleration and maximum inter-storey drift ratio. Overall, the results indicate a general agreement in seismic demands obtained using the recorded and simulated ensembles of ground motions and provide further evidence that simulated ground motions can be used in code-based structural performance assessments in-place of, or in combination with, ensembles of recorded ground motions.
Research indicates that aside from the disaster itself, the next major source of adverse outcomes during such events, is from errors by either the response leader or organisation. Yet, despite their frequency, challenge, complexity, and the risks involved; situations of extreme context remain one of the least researched areas in the leadership field. This is perhaps surprising. In the 2010 and 2011 (Christchurch) earthquakes alone, 185 people died and rebuild costs are estimated to have been $40b. Add to this the damage and losses annually around the globe arising from natural disasters, major business catastrophes, and military conflict; there is certainly a lot at stake (lives, way of life, and our well-being). While over the years, much has been written on leadership, there is a much smaller subset of articles on leadership in extreme contexts, with the majority of these focusing on the event rather than leadership itself. Where leadership has been the focus, the spotlight has shone on the actions and capabilities of one person - the leader. Leadership, however, is not simply one person, it is a chain or network of people, delivering outcomes with the support of others, guided by a governance structure, contextualised by the environment, and operating on a continuum across time (before, during, and after an event). This particular research is intended to examine the following: • What are the leadership capabilities and systems necessary to deliver more successful outcomes during situations of extreme context; • How does leadership in these circumstances differ from leadership during business as usual conditions; • Lastly, through effective leadership, can we leverage these unfortunate events to thrive, rather than merely survive?

Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observationsfrom seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable. Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key. Although deliberation is often seen as an improvement on technocratic and expertdominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.

The relationship between the built environment that youth experience on their way to and from school, influences a number of factors including their development, health and wellbeing. This is especially important in low income areas where the built environment is often poorer, but the need for it to be high quality and accessible is greater. This study focusses on the community of Aranui, a relatively low income suburb in Christchurch, New Zealand. It pays particular attention to Haeata Community Campus, a state school of just under 800 pupils from year one through to year thirteen (ages 5-18). The campus opened in 2017 following the closure of four local schools (three primary and one secondary), as part of the New Zealand Government’s Education Renewal scheme following the Christchurch earthquakes of 2010/11. Dedicated effort toward understanding the local built environment, and subsequent travel patterns has been argued to be insufficiently considered. The key focus of this research was to understand the importance of the local environment in encouraging active school travel. The present study combines geospatial analysis, quantitative survey software Maptionnaire, and statistical models to explore the features of the local environment that influence school travel behaviour. Key findings suggest that distance to school and parental control are the most significant predictors of active transport in the study sample. Almost 75% of students live within two kilometres of the school, yet less than 40% utilise active transport. Parental control may be the key contributing factor to the disproportionate private vehicle use. However, active school travel is acknowledged as a complex process that is the product of many individual, household, and local environment factors. To see increased active transport uptake, the local environment needs to be of greater quality. Meaning that the built environment should be improved to be youth friendly, with greater walkability and safe, accessible cycling infrastructure.

Aotearoa New Zealand’s population has grown rapidly from 3.85 million in 2000, to 5 million in 2020. Ethnic diversity has consequently increased. Territorial Authorities (TAs) undertaking statutory consultation and wider public engagement processes need to respond to increased diversity and foster inclusivity. Inclusivity is necessary to facilitate a greater understanding of TA statutory functions, as well as to encourage awareness and participation in annual planning processes, and resource management plans and consents. We examined perceptions, and experiences, of planning within the ethnic Chinese immigrant population of Christchurch. The Chinese ethnic group is a significant part of the city’s population and is in itself derived from diverse cultural and language backgrounds. We surveyed 111 members of this community, via social media and in person, to identify environmental and planning issues of concern to them. We sought to ascertain their previous engagement with planning processes and to gauge their willingness for future involvement. We also undertook a small number of semi-structured interviews with Chinese immigrants to explore their experiences with planning in more detail. Results showed only 6% of respondents had been engaged in any planning processes, despite only 20% being unwilling to participate. We analysed these responses by gender, age, visa category, and length of time resident in Christchurch. Notwithstanding the low level of reported engagement, earthquake recovery (70% of respondents) along with water quality, transport, and air quality were the most important issues of concern. However, there was a general lack of awareness of the ability to make public submissions on these and other issues, and of the statutory responsibilities of TAs. We discuss possible explanations and provide several suggestions for TAs to increase awareness and to improve engagement. This includes further research to assist in identifying the nature of barriers as well as the effectiveness of trialling different solutions.
The National Science Challenge ‘Building Better Homes, Towns and Cities’ is currently undertaking work that, in part, identifies and analyses the Waimakariri District Council’s (WMK/Council) organisational practices and process tools. The focus is on determining the processes that made the Residential Red Zone Recovery Plan, 2016 (RRZRP) collaboration process so effective and compares it to the processes used to inform the current Kaiapoi Town Centre Plan - 2028 and Beyond (KTC Plan). This research aims to explore ‘what travelled’ in terms of values, principles, methods, processes and personnel from the RRZRP to the KTC planning process. My research will add depth to this research by examining more closely the KTC Plan’s hearings process, reviewing submissions made, analysing background documents and by conducting five semi-structured interviews with a selection of people who made submissions on the KTC Plan.
The link between community involvement and best recovery outcomes has been acknowledged in literature as well as by humanitarian agencies (Lawther, 2009; Sullivan, 2003). My research has documented WMK’s post-quake community engagement strategy by focusing on their initial response to the earthquake of 2010 and the two-formal plan (RRZRP and KTC Plan) making procedures that succeeded this response.
My research has led me to conclude that WMK was committed to collaborating with their constituents right through the extended post-quake sequence. Iterative face to face or ‘think communications’ combined with the accessibility of all levels of Council staff – including senior management and elected members - gave interested community members the opportunity to discuss and deliberate the proposed plans with the people tasked with preparing them. WMK’s commitment to collaborate is illustrated by the methods they employed to inform their post-quake efforts and plans and by the logic behind the selected methods. Combined the Council’s logic and methods best describe the ‘Waimakariri Way’.
My research suggests that collaborative planning is iterative in nature. It is therefore difficult to establish a specific starting point where collaboration begins as the relationships needed for the collaborative process constantly (re)emerge out of pre-existing relationships. Collaboration seems to be based on an attitude, which means there is no starting ‘point’ as such, rather an amplification for a time of a basic attitude towards the public.
Collective identity construction in organisations engaged in an inter-organisational collaboration (IOC), especially temporary IOCs set up in disaster situations, has received scant attention in the organisational studies literature yet collective identity is considered to be important in fostering effective IOC operations. This doctoral study was designed to add to our understanding about how collective identity is constituted throughout the entire lifespan of a particular temporary coopetitive (i.e., simultaneously collaborative and competitive) IOC formed in a post-disaster environment. To achieve this purpose, a qualitative case study of the Stronger Christchurch Infrastructure Rebuild Team (SCIRT), a time-bound coopetition formed to repair the horizontal infrastructure in Christchurch, New Zealand after the devastating 2011 Canterbury earthquakes, was undertaken. Using data from semi-structured interviews, field observations, and organisational documents and other artefacts, an inductive analytic method was employed to explore how internal stakeholders engaged with and co- constructed a collective SCIRT identity and reconciled this with their home organization identity. The analysis revealed that the SCIRT collective identity was an ongoing process, involving the interweaving of social, temporal, material and geospatial dimensions constructed through intersecting cycles of senior managers’ sensegiving and employees’ sensemaking across SCIRT’s five and a half years of existence. Senior management deliberately undertook identity work campaigns that used organisational rituals, artefacts, and spatial design to disseminate and encourage a sense of “we are all SCIRT”. However, there was no common sense of “we-ness”. Identification with SCIRT was experienced differently among different groups of employees and across time. Employees’ differing senses of collective identity were accounted for by their past, present, and anticipated future relationships with their home organisation, and also (re)shaped by the geosocial environments in which they worked. The study supports previous research claiming that collective identity is a process of recursive sensegiving and sensemaking between senior managers and employees. However, it extends the literature by revealing the imbricated nature of collective identity, how members’ sense of “who we are” can change across the entire lifetime of a temporary IOC, and how sociomateriality, temporality, and geosocial effects strongly intervene in employees’ emerging senses of collective identity. Moreover, the study demonstrates how the ongoing identity work can be embedded in a time-space frame that further accentuates the influence of temporality, especially the anticipated future, organisational rituals, artefacts, and the geosocial environment. The study’s primary contribution to theory is a processual model of collective identity that applies specifically to a temporary IOC involving coopetition. In doing so, it represents a more finely nuanced and situational model than existing models. At a practical level, this model suggests that managers need to appreciate that organisational artefacts, rituals, and the prevailing organisational geosocial environment are inextricably linked in processes that can be manipulated to enhance the construction of collective identity.
As a global phenomenon, many cities are undergoing urban renewal to accommodate rapid growth in urban population. However, urban renewal can struggle to balance social, economic, and environmental outcomes, whereby economic outcomes are often primarily considered by developers. This has important implications for urban forests, which have previously been shown to be negatively affected by development activities. Urban forests serve the purpose of providing ecosystem services and thus are beneficial to human wellbeing. Better understanding the effect of urban renewal on city trees may help improve urban forest outcomes via effective management and policy strategies, thereby maximising ecosystem service provision and human wellbeing. Though the relationship between certain aspects of development and urban forests has received consideration in previous literature, little research has focused on how the complete property redevelopment cycle affects urban forest dynamics over time. This research provides an opportunity to gain a comprehensive understanding of the effect of residential property redevelopment on urban forest dynamics, at a range of spatial scales, in Christchurch, New Zealand following a series of major earthquakes which occurred in 2010 – 2011. One consequence of the earthquakes is the redevelopment of thousands of properties over a relatively short time-frame. The research quantifies changes in canopy cover city-wide, as well as, tree removal, retention, and planting on individual residential properties. Moreover, the research identifies the underlying reasons for these dynamics, by exploring the roles of socio-economic and demographic factors, the spatial relationships between trees and other infrastructure, and finally, the attitudes of residential property owners. To quantify the effect of property redevelopment on canopy cover change in Christchurch, this research delineated tree canopy cover city-wide in 2011 and again in 2015. An object-based image analysis (OBIA) technique was applied to aerial imagery and LiDAR data acquired at both time steps, in order to estimate city-wide canopy cover for 2011 and 2015. Changes in tree canopy cover between 2011 and 2015 were then spatially quantified. Tree canopy cover change was also calculated for all meshblocks (a relatively fine-scale geographic boundary) in Christchurch. The results show a relatively small magnitude of tree canopy cover loss, city-wide, from 10.8% to 10.3% between 2011 and 2015, but a statistically significant change in mean tree canopy cover across all the meshblocks. Tree canopy cover losses were more likely to occur in meshblocks containing properties that underwent a complete redevelopment cycle, but the loss was insensitive to the density of redevelopment within meshblocks. To explore property-scale individual tree dynamics, a mixed-methods approach was used, combining questionnaire data and remote sensing analysis. A mail-based questionnaire was delivered to residential properties to collect resident and household data; 450 residential properties (321 redeveloped, 129 non- redeveloped) returned valid questionnaires and were identified as analysis subjects. Subsequently, 2,422 tree removals and 4,544 tree retentions were identified within the 450 properties; this was done by manually delineating individual tree crowns, based on aerial imagery and LiDAR data, and visually comparing the presence or absence of these trees between 2011 and 2015. The tree removal rate on redeveloped properties (44.0%) was over three times greater than on non-redeveloped properties (13.5%) and the average canopy cover loss on redeveloped properties (52.2%) was significantly greater than on non-redeveloped properties (18.8%). A classification tree (CT) analysis was used to model individual tree dynamics (i.e. tree removal, tree retention) and candidate explanatory variables (i.e. resident and household, economic, land cover, and spatial variables). The results indicate that the model including land cover, spatial, and economic variables had the best predicting ability for individual tree dynamics (accuracy = 73.4%). Relatively small trees were more likely to be removed, while trees with large crowns were more likely to be retained. Trees were most likely to be removed from redeveloped properties with capital values lower than NZ$1,060,000 if they were within 1.4 m of the boundary of a redeveloped building. Conversely, trees were most likely to be retained if they were on a property that was not redeveloped. The analysis suggested that the resident and household factors included as potential explanatory variables did not influence tree removal or retention. To conduct a further exploration of the relationship between resident attitudes and actions towards trees on redeveloped versus non-redeveloped properties, this research also asked the landowners from the 450 properties that returned mail questionnaires to indicate their attitudes towards tree management (i.e. tree removal, tree retention, and tree planting) on their properties. The results show that residents from redeveloped properties were more likely to remove and/or plant trees, while residents from non- redeveloped properties were more likely to retain existing trees. A principal component analysis (PCA) was used to explore resident attitudes towards tree management. The results of the PCA show that residents identified ecosystem disservices (e.g. leaf litter, root damage to infrastructure) as common reasons for tree removal; however, they also noted ecosystem services as important reasons for both tree planting and tree retention on their properties. Moreover, the reasons for tree removal and tree planting varied based on whether residents’ property had been redeveloped. Most tree removal occurred on redeveloped properties because trees were in conflict with redevelopment, but occurred on non- redeveloped properties because of perceived poor tree health. Residents from redeveloped properties were more likely to plant trees due to being aesthetically pleasing or to replace trees removed during redevelopment. Overall, this research adds to, and complements, the existing literature on the effects of residential property redevelopment on urban forest dynamics. The findings of this research provide empirical support for developing specific legislation or policies about urban forest management during residential property redevelopment. The results also imply that urban foresters should enhance public education on the ecosystem services provided by urban forests and thus minimise the potential for tree removal when undertaking property redevelopment.
Probabilistic Structural Fire Engineering (PSFE) has been introduced to overcome the limitations of current conventional approaches used for the design of fire-exposed structures. Current structural fire design investigates worst-case fire scenarios and include multiple thermal and structural analyses. PSFE permits buildings to be designed to a level of life safety or economic loss that may occur in future fire events with the help of a probabilistic approach. This thesis presents modifications to the adoption of a Performance-Based Earthquake Engineering (PBEE) framework in Probabilistic Structural Fire Engineering (PSFE). The probabilistic approach runs through a series of interrelationships between different variables, and successive convolution integrals of these interrelationships result in probabilities of different measures. The process starts with the definition of a fire severity measure (FSM), which best relates fire hazard intensity with structural response. It is identified by satisfying efficiency and sufficiency criteria as described by the PBEE framework. The relationship between a fire hazard and corresponding structural response is established by analysis methods. One method that has been used to quantify this relationship in PSFE is Incremental Fire Analysis (IFA). The existing IFA approach produces unrealistic fire scenarios, as fire profiles may be scaled to wide ranges of fire severity levels, which may not physically represent any real fires. Two new techniques are introduced in this thesis to limit extensive scaling. In order to obtain an annual rate of exceedance of fire hazard and structural response for an office building, an occurrence model and an attenuation model for office fires are generated for both Christchurch city and New Zealand. The results show that Christchurch city is 15% less likely to experience fires that have the potential to cause structural failures in comparison to all of New Zealand. In establishing better predictive relationships between fires and structural response, cumulative incident radiation (a fire hazard property) is found to be the most appropriate fire severity measure. This research brings together existing research on various sources of uncertainty in probabilistic structural fire engineering, such as elements affecting post-flashover fire development factors (fuel load, ventilation, surface lining and compartment geometry), fire models, analysis methods and structural reliability. Epistemic uncertainty and aleatory uncertainty are investigated in the thesis by examining the uncertainty associated with modelling and the factors that influence post-flashover development of fires. A survey of 12 buildings in Christchurch in combination with recent surveys in New Zealand produced new statistical data on post-flashover development factors in office buildings in New Zealand. The effects of these parameters on temperature-time profiles are evaluated. The effects of epistemic uncertainty due to fire models in the estimation of structural response is also calculated. Parametric fires are found to have large uncertainty in the prediction of post-flashover fires, while the BFD curves have large uncertainties in prediction of structural response. These uncertainties need to be incorporated into failure probability calculations. Uncertainty in structural modelling shows that the choices that are made during modelling have a large influence on realistic predictions of structural response.
Geographically isolated communities around the world are dependent upon the limited assets in local subsistence economies to generate livelihoods. Locally available resources shape and give identity to unique cultural activities that guarantee individual, family and community livelihood sustainability. The social structure provides community relationship networks, which ensure access to, and availability of, resources over long periods. Resources are utilised in ways that reduces vulnerability, stresses and shocks while ensuring long-term resilience. Preparedness and adaptation are embedded into cultural memory, enabling communities to survive in isolated, remote and harsh conditions. Communities’ cultural memories, storytelling, traditional knowledge, interdependence and unwritten cultural norms that build resilience to sustain cultures that have limited interactions with the outside world.
This thesis aims to investigate the consequences of transport infrastructure development, mainly of roads, on livelihood strategies of isolated communities in a tourism context in Gilgit-Baltistan, Pakistan. The thesis incorporates a review of literature of transport infrastructure development and livelihood security in reference to vulnerability, resilience and sustainability. Research gaps are identified in terms of transport infrastructure development and tourism, the Sustainable Livelihood Approach, resilience and sustainability. The fieldwork was undertaken using qualitative research methods. Ninety-eight participants were interviewed using open-ended semi-structured interview questions to get an in-depth understanding of livelihood systems, livelihood activities and transport infrastructure development within the tourism context.
Gilgit-Baltistan is a disputed mountainous territory in the Asia Subcontinent whose ancient trade routes (silk routes) were severed during the geopolitical upheaval of the partition of the Indian Subcontinent in 1947. An alliance between Pakistan and China resulted in transport infrastructure development of the Karakorum Highway between 1958 and 1978, providing the only road access to the regions isolated communities. Karakoram Highway connects China with Pakistan through Gilgit-Baltistan. Gilgit-Baltistan is going through immense transport infrastructure development, including the China Pakistan Economic Corridor. The road infrastructure is expected to link China and other South Asian and Central Asian countries to the world and provide a direct link for Chinese goods to reach the Persian Gulf. China Pakistan Economic Corridor is part of China’s Belt and Road Initiative project, which aims to improve connectivity and cooperation between 69 Eurasian countries by investing in infrastructure development. Such an immense infrastructural development is expected to enhance the mobility of people, goods and services.
In order to understand the impacts of transport infrastructure development, this thesis has analysed livelihood capital status at macro, and micro levels are examined over two time periods (pre-road and post-road). Results show that sustainable farming practices provided long-term resilience to these geographically isolated communities. Transport infrastructure development has been a significant factor to ensure access and has resulted in changes to social inclusion, socio-political structures and livelihood opportunities with a subsequent dependence upon tourism, imported consumer goods and a monetary economy as people divert valuable farmland to building developments and cash crop monocultures. Gilgit-Baltistan is vulnerable to frequent manmade and natural disasters, such as terrorism, earthquakes and landslides. Shocks impact upon the livelihoods of those affiliated with tourism who are forced to revert to subsistence farming practices and alternative livelihood choices. The dependency on external resources and subsequent loss of the cultural memory and farming techniques has created a vulnerability to the unpredictable shocks and disasters that frequently close the singular access road.
The thesis finally presents the ‘Livelihood Framework for Transport Infrastructure Development and Tourism (LF-TIDT)’ a guiding tool to understand the impacts of transport infrastructure development at micro and macro levels for tourism planning, policy formulation and implementation and management. Attention is drawn to the newly introduced ‘Location: a Meta Capital’ and its importance in terms of geographically isolated communities. The research also highlights that livelihood capitals are not equally essential to achieve sustainable and resilient livelihood outcomes.
A series of undrained cyclic direct simple shear (DSS) tests on specimens of sandy silty soils are used to evaluate the effects of fines content, fabric and layered structure on the liquefaction response of sandy soils containing non-plastic fines. Test soils originate from shallow deposits in Christchurch, New Zealand, where severe and damaging manifestations of liquefaction occurred during the 2010-2011 Canterbury earthquakes. A procedure for reconstituting specimens by water sedimentation is employed. This specimen preparation technique involves first pluviation of soil through a water column, and then application of gentle vibrations to the mould (tapping) to prepare specimens with different initial densities. This procedure is applied to prepare uniform specimens, and layered specimens with a silt layer atop a sand layer. Cyclic DSS tests are performed on water-sedimented specimens of two sands, a silt, and sand-silt mixtures with different fines contents. Through this testing program, effects of density, time of vibration during preparation, fines content, and layered structure on cyclic behaviour and liquefaction resistance are investigated. Additional information necessary to characterise soil behaviour is provided by particle size distribution analyses, index void ratio testing, and Scanning Electronic Microscope imaging. The results of cyclic DSS tests show that, for all tested soils, specimens vibrated for longer period of time have lower void ratios, higher relative density, and greater liquefaction resistance. One of the tested sands undergoes significant increase in relative density and liquefaction resistance following prolonged vibration. The other sand exhibits lower increase in relative density and in liquefaction resistance when vibrated for the same period of time. Liquefaction resistance of sand-silt mixtures prepared using this latter sand shows a correlation with relative density irrespective of fines content. In general, however, magnitudes of changes in liquefaction resistance for given variations in vibration time, relative density, or void ratio vary depending on soils under consideration. Characterization based on maximum and minimum void ratios indicates that tested soils develop different structures as fines are added to their respective host sands. These structures influence initial specimen density, strains during consolidation, cyclic liquefaction resistance, and undrained cyclic response of each soil. The different structures are the outcome of differences in particle size distributions, average particle sizes, and particle shapes of the two host sands and of the different relationships between these properties and those of the silt. Fines content alone does not provide an effective characterization of the effects of these factors. Monotonic DSS tests are also performed on specimens prepared by water sedimentation, and on specimens prepared by moist tamping, to identify the critical state lines of tested soils. These critical state lines provide the basis for an alternative interpretation of cyclic DSS tests results within the critical state framework. It is shown that test results imply general consistency between observed cyclic and monotonic DSS soil response. The effects of specimen layering are scrutinised by comparing DSS test results for uniform and layered specimens of the same soils. In this case, only a limited number of tests is performed, and the range of densities considered for the layered specimens is also limited. Caution is therefore required in interpretation of their results. The liquefaction resistance of layered specimens appears to be influenced by the bottom sand layer, irrespective of the global fines content of the specimen. The presence of a layered structure does not result in significant differences in terms of liquefaction response with respect to uniform sand specimens. Cyclic triaxial data for Christchurch sandy silty soils available from previous studies are used to comparatively examine the behaviour observed in the tests of this study. The cyclic DSS liquefaction resistance of water-sedimented specimens is consistent with cyclic triaxial tests on undisturbed specimens performed by other investigators. The two data sets result in similar liquefaction triggering relationships for these soils. However, stress-strain response characteristics for the two types of specimens are different, and undisturbed triaxial specimen exhibit a slower rate of increase in shear strains compared to water-sedimented DSS specimens. This could be due to the greater influence of fabric of the undisturbed specimens.
