Professor Jacky Bowring has been a consultant to both the Ministry for Culture and Heritage, and CERA for the process for the EQ Memorial, as well as for the Christchurch City Council from the early days of the Recovery Plan, when the section on 'Remembering the Earthquakes' was developed.
