The role of belonging in post-disaster environments remains an under-theorised concept, particularly regarding refugee populations. This paper presents a qualitative study with 101 refugee-background participants from varying communities living in Christchurch, New Zealand, about their perspectives and responses to the Canterbury earthquakes of 2010–11. Participants spoke of how a sense of belonging as individuals and as a wider community was important in the recovery effort, and highlighted the multiple ways in which they understood this concept. Their comments demonstrate how belonging can have contextual, chronological and gendered dimensions that can help inform effective and resonant disaster responses with culturally and linguistically diverse populations. This analysis also illustrates how the participants' perspectives of belonging shifted over time, and discusses the corresponding role of social work in supporting post-disaster recovery through the concepts of civic, ethno and ethnic-based belonging. The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.

This article discusses the use of radio after major earthquakes in Christchurch, New Zealand, in 2010 and 2011. It draws on archival sources to retrospectively research post-quake audiences in the terms people used during and soon after the earthquakes through personal narratives and Twitter. Retrospective narratives of earthquake experiences affirm the value of radio for communicating the scale of disaster and comforting listeners during dislocation from safe home spaces. In the narratives radio is often compared with television, which signifies electricity supply and associated comfort but also visually confirms the city’s destruction. Twitter provides insights into radio use from within the disaster period, but its more global reach facilitates reflection on online and international radio from outside the disaster-affected area. This research demonstrates the value of archival audience research, and finds that the combination of online radio and Twitter enables a new form of participatory disaster spectatorship from afar.

Social media have changed disaster response and recovery in the way people inform themselves, provide community support and make sense of unfolding and past events online. During the Canterbury earthquakes of 2010 and 2011 social media platforms such as Facebook and Twitter became part of the story of the quakes in the region, as well as a basis for ongoing public engagement during the rebuild efforts in Christchurch. While a variety of research has been conducted on the use of social media in disaster situations (Bruns & Burgess, 2012; Potts, Seitzinger, Jones, & Harrison, 2011; Shklovski, Palen, & Sutton, 2008), studies about their uses in long-term disaster recovery and across different platforms are underrepresented. This research analyses networked practices of sensemaking around the Canterbury earthquakes over the course of disaster response, recovery and rebuild, focussing on Facebook and Twitter. Following a mixed methodological design data was gathered in interviews with people who started local Facebook pages, and through digital media methods of data collection and computational analysis of public Facebook pages and a historical Twitter dataset gathered around eight different earthquake-related events between 2010 and 2013. Data is further analysed through discursive and narrative tools of inquiry. This research sheds light on communication practices in the drawn-out process of disaster recovery on the ground in connecting different modes of discourse. Examining the ongoing negotiation of networked identities through technologically mediated social practices during Canterbury’s rebuild, the connection between online environments and the city of Christchurch, as a physical place, is unpacked. This research subsequently develops a new methodology to study social media platforms and provide new and detailed information on both the communication practices in issue-based online publics and the ongoing negotiation of the impact of the Canterbury earthquakes through networked digital means.

Most people exposed to disasters cope well. Others, however, develop posttraumatic stress disorder (PTSD)–a mental disorder characterised by symptoms of intrusion, avoidance, and hyperarousal–requiring input from specialist mental health services. To date, relatively little research has evaluated these services, and less is known about characteristics of people seeking treatment and their treatment outcomes. In 2010 and 2011, a series of major earthquakes occurred in the Canterbury region of Aotearoa New Zealand, resulting in initiation of the Adult Specialist Services for Earthquake Trauma Treatment (ASSETT) service to provide cognitive behavioural therapy (CBT) for people with earthquake-related PTSD or subthreshold PTSD symptoms. The current research used systematic literature review methods, in conjunction with data collected from people seeking treatment with the ASSETT service, to address issues relevant to the development of disaster mental health responses, particularly specialist mental health services. A systematic review was conducted synthesising research examining mental health service use among adults exposed to natural disasters. A second systematic review and meta-analysis evaluated psychological interventions for earthquake-related PTSD. A series of studies then utilised diagnostic interview and self-report data collected from people seeking treatment with the ASSETT service (n = 184). Data were collected on factors relating to sociodemographics, pre-earthquake mental disorders, current psychological functioning, degree of objective and subjective earthquake exposure, and life events. These studies examined factors distinguishing treatment-seeking participants from earthquake-exposed Canterbury residents who coped well; differences associated with different prior mental disorders and timing of treatment presentation; and outcomes of CBT provided by the service. Four overarching themes emerged across study findings. The first related to the role of objective and subjective disaster exposure in the development of post-disaster mental health outcomes. Subjective peritraumatic responses were found to be an important factor distinguishing treatment-seeking participants from those who coped well following the earthquakes, independent of objective exposure severity. Heightened peritraumatic responses were also associated with poorer treatment outcome, although not beyond their association with pre-treatment PTSD severity and degree of comorbidity. The second theme related to the role of pre-trauma mental health in the development of post-disaster mental health outcomes. Participants with a history of pre-earthquake mental disorder presented with more comorbid disorders than participants with no prior disorder, but reported comparable degrees of PTSD severity and similar treatment outcomes. The third theme related to temporal considerations for disaster mental health responses. Participants who presented at later time points tended to be older and were more likely to have subthreshold PTSD symptoms, but had similar treatment outcomes as those who presented at earlier time points. The fourth theme related to treatment of severe and ongoing earthquake-related distress. CBT without a formal exposure component was associated with clinically significant improvements on a range of outcome measures, with group and individual-based treatment associated with comparable outcomes. Findings of the current research suggest people seeking treatment for severe and ongoing disaster-related distress are not homogenous, and are likely to present for treatment at different time points, have varied mental health histories, and report diverse disaster experiences. CBT is an effective treatment for severe and ongoing post-disaster distress when delivered in real-world mental health service settings. Group CBT represents an efficient, scalable, and effective treatment format for post-disaster distress, and may be an attractive option for treating widespread need using limited resources.

There is growing expectation that local volunteers will play a more integrated role in disaster response, yet emergent groups are often ‘outsiders’ to crisis management, prompting questions of the conditions and processes by which these groups can forge relationships with established response agencies, and the tensions which can arise those interactions. This article analyses how student-led volunteers, as an emergent group, nevertheless gained “authority to operate” in the aftermath of the 2010-2011 earthquakes in Canterbury, New Zealand. Our study demonstrates how established response agencies and emergent groups can form hugely impactful and mutually supportive relationships. However, our analysis also points to two interrelated tensions that can arise, regarding the terms by which emergent groups are recognised, and the ‘distance’ considered necessary between emergent groups and established response agencies. The discussion considers implications for inclusiveness, risk and responsibility if emergent volunteers are to be further integrated into disaster response.

The purpose of this paper is to empirically investigate the effects of a major disaster on the management of human resources in the construction sector. It sets out to identify the construction skills challenges and the factors that affected skills availability following the 2010/2011 earthquakes in Christchurch. It is hoped that this study will provide insights for on-going reconstruction and future disaster response with respect to the problem of skills shortages. Design/methodology/approach A triangulation method was adopted. The quantitative method, namely, a questionnaire survey, was employed to provide a baseline description. Field observations and interviews were used as a follow-up to ascertain issues and potential shortages over time. Three focus groups in the form of research workshops were convened to gain further insight into the feedback and to investigate the validity and applicability of the research findings. Findings The earthquakes in Christchurch had compounded the pre-existing skills shortages in the country due to heightened demand from reconstruction. Skills shortages primarily existed in seismic assessment and design for land and structures, certain trades, project management and site supervision. The limited technical capability available nationally, shortage of temporary accommodation to house additional workers, time needed for trainees to become skilled workers, lack of information about reconstruction workloads and lack of operational capacity within construction organisations, were critical constraints to the resourcing of disaster recovery projects. Research limitations/implications The research findings contribute to the debate on skills issues in construction. The study provides evidence that contributes to an improved understanding of the industry’s skills vulnerability and emerging issues that would likely exist after a major disaster in a resource-limited country such as New Zealand. Practical implications From this research, decision makers and construction organisations can gain a clear direction for improving the construction capacity and capability for on-going reconstruction. Factors that affected the post-earthquake skills availability can be considered by decision makers and construction organisations in their workforce planning for future disaster events. The recommendations will assist them in addressing skills shortages for on-going reconstruction. Originality/value Although the study is country-specific, the findings show the nature and scale of skills challenges the construction industry is likely to face following a major disaster, and the potential issues that may compound skills shortages. It provides lessons for other disaster-prone countries where the resource pool is small and a large number of additional workers are needed to undertake reconstruction.

Children are often overlooked in the aftermath of a natural disaster, and children’s use of coping strategies plays an important part in their post-disaster adaptation (Vernberg, La Greca, Silverman, & Prinstein, 1996). The aim of this qualitative study was to explore the coping strategies of children with adequate self-regulation skills and minimal behaviour problems, living in Christchurch following the major 2010 and 2011 earthquakes. This aim was achieved through the use of semi-structured interviews with five seven-year-old children, their parents, and their teachers. These interviews were analysed using Directed Content Analysis and results showed that children most often reported using active and adaptive coping strategies, followed by avoidant strategies. Results in the current literature regarding children’s coping suggest that children exposed to natural disasters are able to utilise strategies that involve some personal control over their environment and emotions, through the use of active and adaptive coping strategies. Findings from this study contribute to the current understanding of children’s use of coping strategies when faced with commonly occurring childhood upsets. Further research is required regarding the outcomes associated with the use of effective coping strategies following traumatic events.

We measure the longer-term effect of a major earthquake on the local economy, using night-time light intensity measured from space, and investigate whether insurance claim payments for damaged residential property affected the local recovery process. We focus on the destructive Christchurch earthquake of 2011 as our case study. In this event more than 95% of residential housing units were covered by insurance, but insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery and describe the recovery’s determinants. We also find that insurance payments contributed significantly to the process of economic recovery after the earthquake, but delayed payments were less affective and cash settlement of claims were more affective in contributing to local recovery than insurance-managed rebuilding.

There has been little discussion of what archival accounting evidence can contribute to an understanding of a society’s response to a natural disaster. This article focuses on two severe earthquakes which struck New Zealand in 1929 and 1931 and makes two main contributions to accounting history. First, by discussing evidence from archival sources, it contributes to the literature on accounting in a disaster. This provides a basis for future theory building and for future comparative research related to the response to more recent natural disasters such as the 2010–11 Canterbury earthquakes. Secondly, it questions the conclusions of recently published research concerning the role of central and local government in this and recent earthquakes.

The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.

The coordination of actors has been a major focus for much of the research in the disaster relief humanitarian logistics discipline. While much of this literature focuses on the initial response phase, little has been written on the longer term recover phase. As the response phase transitions into the longer term recover phase the number and types of actors change from predominantly disaster relief NGOs to more commercial entities we argue that humanitarian values should still be part of the rebuild phase. It has been noted that humanitarian actors both cooperate and compete at the same time (Balcik, Beamon, Krejci, Muramatsu and Ramirez, 2010), in a form of behavior that can be described as ‘co-opetition’ (Nalebuff and Brandenburger, 1996). We use a case study approach to examine an organizational model used to coordinate civil and commercial actors for the rebuild of the civil infrastructure for Christchurch, New Zealand following a series of devastating earthquakes in 2010/11. For the rebuild phase we argue that ‘co-opetition’ is a key behaviour that allows the blending of humanitarian and commercial values to help communities rebuild to a new normal. While at this early stage our contribution is limited, we eventually hope to fully elaborate on an organisational model that has been created specifically for the tight coordination of commercial actors and its relevance to the rebuild phase of a disaster. Examining the behaviour of co-opetition and the structures that incentivise this behaviour offers insights for the humanitarian logistic field.

It is reported that natural disasters such as earthquakes impact significantly upon survivors’ psychological wellbeing. Little is known however about the impact of disasters upon the professional performance of survivor employees such as teachers. Using a survey research design with an emphasis upon a qualitative data collection, 39 teachers from 6 schools in the eastern suburbs of Christchurch, New Zealand rated the impact of the 2010 and 2011 earthquakes upon their professional performance and 13 volunteered to participate in a follow up focus group interviews. The data collected was interpreted via three theoretical/policy frameworks: the New Zealand Teacher Council mandatory requirements for teachers, the basic psychological needs theory and the inclusive transactional model of stress. Contrary to expectations, relationships with learners, colleagues, learner's whanau (family) and the wider community were on the whole perceived to be positively impacted by the earthquakes, while participation in professional development was regarded in more negative terms. The results indicated that teachers were able to continue (despite some stress reactions) because the basic psychological needs of being a teacher were not disrupted and indeed in some cases were enhanced. A model of teacher performance following a natural disaster is presented. Recommendations and implications (including future research undertakings) arising from the study are indicated. It was noted that given the importance of the school in supporting community recovery following a disaster, support for them and consideration of the role of teachers and the preparation for this should be given some priority.
